F

or El Dorado Hills legends Wally and Jenny Richardson, love and kindness is an everyday thing. Spend a few minutes with them and it’s obvious they find good all around them, choosing to see generosity, charity and community spirit anywhere they look.

“Three months ago I was getting out of bed and got the idea that we have to do something for the town,” Wally shared.

The Richardsons partnered with the El Dorado Hills Community Services District in an effort to challenge the community with a week of daily tasks to spread love and kindness, Aug. 14-20. The challenge will end with fun surprises at the Community Park Summer Concert that Friday.

Through a social media campaign featuring some of Wally’s best quotes, the community is encouraged

to use the hashtag #EDHLoveAndKindnessWeek.

The CSD will monitor the hashtag to re-share those acts of love and kindness.

Wally’s favorite task of the week is to call somebody you haven’t heard from in a long time. “Tell them you’re just thinking about them, wanting to know how they’re doing and wishing them well,” he encouraged. “That makes them feel good and it makes you feel good too so it’s a win-win proposition.”

Known for giving away pens, mugs and bookmarks inscribed with messages of love throughout the community, 97-year-old Wally began greeting the children of Marina Village Middle School with fist bumps 20 years ago, imparting pithy sayings he has collected over a lifetime. We need you, Dolly

W

e have gotten so polarized as a nation over politics that not even the Tokyo Olympics could unify Americans. After years of ratcheting up our defenses, the games themselves were often politicized. With a global, once-in-a-century pandemic, we can’t stay entrenched in our fighting corners, though. There is too much work to be done.

How can we make strides?

There are grumblings that we need someone non-political, someone who Americans largely trust, to help us navigate the latest national split concerning COVID19 vaccines. Specifically, how we can get more people vaccinated?

We need someone with the trust-factor Oprah had during her 25-year syndicated show run.

Americans from all ages and backgrounds flocked to get Oprah’s Book Club picks and “favorite things,” but we trusted her with more serious matters too. There was no arm-twisting when she offered advice; there was no forcing of anything because people trusted her.

It’s too bad, but not surprising, then that the pandemic has become political. The closest we have is that most leaders agree that the COVID-19 vaccine is curbing deaths and serious illness, but that is where the consensus ends. What’s at stake is whether there should be vaccine mandates or leave it up to people to decide for themselves whether or not to get the vaccine.

If we could find a unifying messenger, more people would get vaccinated. The person we need for the job is Dolly Parton.

I traveled with my family to the Great Smoky Mountains in eastern Tennessee (where Parton is from) last month for a family reunion and if eastern Tennessee were its own country, Parton would be the president. I’ve always liked Parton since I was a little girl and saw the classic movie “9 to 5” no less than 20 times. Later I was amazed when I learned Parton

wrote the most famous love song of all time (“I Will Always Love You”) because she humbly stood back as Whitney Houston basked in the limelight of the song’s fame. I had heard of Dollywood and wanted to see it when we got to Pigeon Forge, but I had no idea the reach of influence Parton has in her hometown until I saw for myself. She’s everywhere. She is deeply invested in the Pigeon Forge area, which has some of the highest child poverty rates in the nation. Parton is also a champion of childhood literacy.

She gives $50 to every child who writes to her when they graduate high school and she sends a children’s book every year on children’s birthdays until they turn 5 years old.

When we came home I still kept thinking about Dolly being the person we all need right now and that intuition was confirmed.

I listened to the podcast “Dolly Parton’s America,” a nine-episode, non-fiction series based on Parton’s career and legacy hosted

by Jad Abumrad. It begins with how Abumrad, a Tennessee native, learned that his father, a doctor, had befriended Parton when she was his patient. Abumrad describes how Parton has arguably the most diverse audience of any musician in America (all ages, races and backgrounds are in her audiences). The podcast was made in 2019, before we knew the word “COVID” and Abumrad shares his epiphany that Parton is indeed “the great unifier.” He also shared that Parton recently ranked No. 1 as the celebrity with the least negative rating worldwide.

In one episode Parton describes that she chooses to break the polarization of politics by not sharing her opinions publicly, choosing to treat all people with dignity instead. Even though she has her opinions, Parton purposely steers from politics so as not to alienate anyone — and that is a lesson we could all take to heart.

Fire is not our friend

O

n July 4 lightning struck a tree in the Humboldt-Toiyabe National Forest in Alpine County, igniting a small fire that smoldered for days in a quarter-acre of rugged terrain. According to Sheriff Rick Stephens, California’s fire-fighting agency, Cal Fire, dispatched a crew to put it out. But they were told to “stand down” by the U.S. Forest Service, which proceeded to “monitor” the fire instead.

That is to say, they did precisely nothing. Twelve days later the Tamarack Fire exploded out of control, consuming nearly 70,000 acres as of this writing.

One of the towns in its path was Woodfords. In 1987 the Woodfords Fire Department responded to a report of fire on Forest Service land near the town. They, too, were turned away. Federal officials threatened Woodfords residents with arrest for even trying to extinguish the small blaze. Hours later, the fire exploded to 6,500 acres, costing 25 families their homes.

Apparently, the Forest Service has learned nothing in 34 years.

This “let burn” policy of federal land managers began in 1972, during the height of the radical environmental movement. Essentially, it holds that “fire is our friend.” It stems from the premise that fire is nature’s way of cleaning up forests and that active suppression of fires leads to a build-up of excess fuels.

That’s right, as far as it goes. An untended forest is like an untended garden: it will grow and grow until it chokes itself to death and is ultimately consumed by catastrophic fire. That is how nature gardens. The U.S. Forest Service was formed to remove excess growth before it can burn — or, more simply, to do a little gardening — and to preserve our forests in a healthy condition from generation to generation.

In California, active land management reduced acreage annually lost to wildfire from more than four million acres in pre-Columbian times to just a quarter million acres during the 20th century. Federal forest-

ers suppressed brush growth and auctioned off excess timber to logging companies that paid for the harvesting rights. Those revenues funded local governments and the Forest Service.

Environmental laws adopted in the 1970s now require years of environmental studies at a cost of millions of dollars before forest thinning can be undertaken. That essentially brought the era of active land management to an end. The result? California’s wildfire damage has returned to its pre-historic level: more than four million acres burned last year. Nature is a lousy gardener.

In 1988, when the federal “let burn” policy produced the disastrous Yellowstone Fires, President Reagan reversed it. “I did not even know (the policy) existed …

The minute that this happened out there and Don Hodel went out, he made it plain that, no, we were withdrawing from that policy,” President Reagan said.

Reagan left. The policy returned. And the devastation it has caused since then is tragic, avoidable and incalculable.

Especially given the hazardous condition of today’s forests, sensible policy would give top priority to extinguishing small fires before they can explode out of control.

Scrambling to explain their obvious dereliction of duty, Deputy Forest Supervisor Jon Stansfield complained that the Forest Service just didn’t have the resources to put out the small fire when a single water drop by helicopter could have stopped it cold. Yet they had the resources to photograph it by helicopter, had the resources to do countless air drops after they allowed it to explode and apparently even blocked a Cal Fire crew from putting it out.

El Dorado County is a beautiful place to live and full of great people. It is unfortunate that the first thing people see driving up the hills is ticky-tacky (my personal opinion) El Dorado Hills.

In closing, I would like to comment on my friend and neighbor, Commissioner John Clerici. John and I both moved here from the congested Bay Area (Crocket California) to Placerville around 20 years ago. I have to wonder sometimes why John wants to approve the congestion we thankfully left behind.

It is dangerous nonsense to “monitor” incipient fires in today’s forest tinderbox, even if they seem to pose no immediate danger. No person in his

right mind would “monitor” a rattlesnake curled up in his bedroom because it isn’t doing much of anything. He would kill it before it does.

In our national forests, only the Forest Service can prevent small blazes from becoming forest fires. It’s time they did.

The Richardsons have purchased more than 1,000 pens and are hoping to buy 500 more, along with mugs and bookmarks to give away.

“We’ve been passing them out for years,” said Jenny, revealing that they hear their efforts have rippled out as far across the world as Texas and even China.

“We love to do it because you never know what one cup or one pen will mean to one person and what they may do to somebody else,” Wally explained.

Jenny is quick to admit their positive attitude isn’t always easy. “We have our moments,” she laughed. But in the next breath she can’t help pointing out how fortunate they feel in their neighborhood.

“It’s a wonderful feeling to realize that we are a community and it takes a community pulling together and helping each other that makes a difference,” she said. “There are so many people that volunteer and want to give of their time. It’s really impressive. It’s just a great town.”

“It’s a free movement of love and kindness,” Wally insisted. “No politics, no monetary gain for anybody, just love and kindness for our fellow man and for our community.”

Duong tice sports like taekwondo because it was seen as a sport for males,” she explained. “So when my mom came over here, she wanted my sisters and me to start taekwondo. That’s kind of how I found the sport.”

With a foundation cemented by Olson, Duong joined M Team in 2015, a group that not only competes throughout the state but placed third in a demonstration competition in Korea.

Duong has since competed in two world championships, placing fifth in Freestyle Individual in Peru 2016 and seventh in Freestyle Pairs in Taiwan 2018. At the 2019 Wuxi World Cup she placed first in Freestyle Pairs, second in Freestyle Team and third in Female Team.

It’s no wonder that when the World Taekwondo Demonstration Team was looking for American athletes, they sought M Team. The world team had already competed in “Italy’s Got Talent” and had “America’s Got Talent in its sights,” but wanted to add six Americans to their 16 Korean members.

When Duong’s coaches tagged her to join the world team, she was honored but tentative. “At first I was a little hesitant because it was during school in April, right before finals,” she admitted.

Her ambivalence was short lived, however, and she and five other M Team members proceeded to exchange videos with the world team.

“They choreographed the routine and sent it to us and then we would do it and send it back. Then they’d tell us where we needed to make changes,” said Duong, explaining that changes to the routine were being made well after they arrived in Los Angeles and met the world team members for the first time.

With just a few days of practice together, Duong said the training was intense. “After the first day my body was completely destroyed,” she shared, assuring that she recovered quickly.

“They’re the greatest athletes in the world so just being able to train with them was already inspiring in itself.”

It wasn’t all work and no play, however. “After our performance, Howie Mandel came over to meet us,” she said excitedly. “He told us his daughter did taekwondo when she was younger.”

Meeting Simon Cowell backstage also left Duong slightly starstruck.

A star in her own right, Duong credits Olson with much of her success in the sport. “I wouldn’t be here without him,” she said. “Master Olson shaped me to become the person that I am today.”

She said she’s also grateful that her three M Team coaches — brothers Huy, Long and Anh Nguyen — have espoused community-oriented team values and the importance of putting others before oneself.

As she waits for the quarterfinal show’s choreography, Duong will continue traveling to San Jose, training with M Team every Friday, Saturday and Sunday. She also teaches a Zoom M Team taekwondo class every Thursday and works as a clerk in her uncle’s pharmacy. She heads to UCLA this fall, studying biological sciences and plans to join the taekwondo club there.

“I feel like taekwondo has given me so many opportunities,” she said of the sport. “I love everything about it. I love training with my teammates and being able to travel for competitions.”

But for now, she looks forward to some down time watching her favorite TV, Korean dramas. “I don’t understand Korean, but there are subtitles,” she laughed. Or you might catch her playing piano, skateboarding with friends and maybe slurping down some sushi.

Quarterfinals for the World TKD Team segment will air between Aug. 16 and Aug. 26. If they happen to win the $1 million final prize, the team has committed to donating the entirety to the Taekwondo Humanitarian Foundation, an organization that empowers refugees and displaced persons worldwide by training them in taekwondo.

Visitors asked to preserve exposed historical sites News release FOLSOM — California State Parks is urging visitors to Folsom Lake State Recreation Area to help protect historic resources by not handling, removing or destroying artifacts or ruins along the lakebed. Artifacts once belonging to immigrants seeking fortune along the American River are now exposed due to historic low-water levels. These sites and artifacts are protected by both federal and state laws that prohibit disturbing the sites in any way, including removing or relocating artifacts.

The land at the bottom of Folsom Reservoir may be covered with as much as 480 feet of water during a wet year, but following dry years, some areas normally submerged become exposed, giving a glimpse into its rich historic past.

“It is a unique experience to visit the remains of a historic site and wonder when it was used and how people lived there,” said Folsom Lake SRA Superintendent Richard PrestonLeMay. “If these historic objects are moved or removed, this experience is ruined for others.”

The present floor of the Folsom Reservoir was used for gold mining and farming for more than 100 years before the Folsom Dam was built. Many of

the early settlements were destroyed to allow the filling of Folsom Reservoir in 1955-1956, but reminders of the past remain in the form of foundations and thin scatterings of historic, archaeological artifacts at the bottom of the reservoir. State Parks and its partner, the Bureau of Reclamation, urge visitors to help protect these artifacts by leaving all objects where they are found.

It is important to protect exposed historic resources by not digging, handling or removing anything from the lakebed as prescribed by state and federal law.

Furthermore, metal detectors are prohibited as stated in the superintendent’s order. The historic sites around the lake and those that are normally covered by water in the reservoir are also protected by the Archeological Resources Protection Act and other federal laws.

Under the ARPA, fines of up to $250,000 or even imprisonment could be imposed for removing artifacts.

FLC to require vaccination Students and staff at Folsom Lake College’s El Dorado Center will have to provide proof of COVID-19 vaccination this fall to participate in campus activities or access facilities.

The Los Rios Community College District Board of Trustees on Tuesday, Aug. 3, voted to require vaccinations.

Los Rios Community College District includes Folsom Lake College, which has campuses in Placerville, Folsom and Rancho Cordova, as well as American River, Cosumnes River and Sacramento City colleges.

All Los Rios employees and students who access district and college facilities must have received at least one dose no later than Oct. 1.

“This decision comes as we are facing a new wave in this pandemic with case numbers, hospitalizations and deaths all increasing in our region and throughout the country,” states a news release from district officials.

“We are in the midst of a public health crisis and now is the time for bold, courageous action,” said Los Rios Board President Deborah Ortiz.

“By all accounts, the overwhelming majority of serious cases and deaths in California and nationwide are among the unvaccinated, underscoring the need for urgent action by institutions like ours to do our part to protect our campus communities.”

District officials say exceptions will be granted for eligible documented medical conditions as well as narrowly defined

Masks will also be required for all students, faculty and staff in any indoor space on Los Rios properties regardless of vaccination status. If students choose not to receive their first vaccine dose by the Oct. 1 deadline, Los Rios will continue to offer online course options for enrollment.

The district has partnered with the Sacramento County Department of Public Health, the federal vaccination rollout program and Walgreens to offer COVID-19 vaccines to all students and employees, as well as to host on-site vaccination clinics. Anyone wanting to schedule a vaccination appointment can visit the state of California’s MyTurn website at myturn.ca.gov or the Walgreens website at walgreens.com.

“Just a few short weeks ago the CDC and others were recommending easing restrictions as health trends appeared to be trending in the right direction. Now, public health conditions are once again worsening,” said Los Rios Chancellor Brian King. “If you have not yet been vaccinated, now is the time to protect yourself, your family and your college and district community from this deadly disease. Vaccinations are free, safe and effective, and are the most important thing we can do to help end this pandemic.”

District officials say more information will be shared, including the method that will be used to gather and track vaccination status, in the days and weeks ahead. New information will be posted at losrios.edu/reopening.

EDH golfer doing more than ‘putting’ around Jana Rossi Staff writer Drake Wilson has played golf since he was 18 months old.

“When I started walking, I started playing golf,” the El Dorado Hills youngster explained.

That means he has packed a lot of experience into his eight years — so much so that on Saturday, May 29, he shot a 38 on a nine-hole course at Haggin Oaks Golf Course in Sacramento. With that score Drake qualified to play in the IMG Junior World Golf Championship in San Diego, July 13-15. It was there, at the Singing Hills Golf Resort in El Cajon, that he shot an impressive 85, 84 and 81 over the three-day tournament, landing him in 38th place out of 67 players from around the world.

A first for Drake, said his mom

Kelly Wilson, was playing 18 holes in a tournament round and she shared that Drake was happy with his scores.

“The course played really long and he couldn’t reach some of the greens in regulation, so he was really pleased with how he performed.”

But Drake and his family were not quite done in Southern California, making their way to Long Beach just four days later where he competed in the national Drive, Chip and Putt competition. There he placed third and was one of 12 participants to advance to the the regionals in Orange County held on July 26, where he took sixth.

“He really did great,” Kelly said of the Drive, Chip and Putt competition.

At only 8 years old, El Dorado Hills resident Drake Wilson is making a name for himself in the golf world.

Local Neilson Powless shines in second Tour de France final stage of the Tour de l’Avenir, soloing to the summit after nearly 45 miles climbing the mountains of southeastern France.

In 2018 he joined the Dutch team JumboVisma. On Sept. 13, 2019, he moved to EF ProCycling, an American team with a training center in Girona, Spain. The team is now called EF Education-Nippo.

For the 2020 Tour de France, Team EF ProCycling selected Powless as one of eight cyclists from its roster of 31 riders.

However, his debut was rescheduled from July to August-September and managed under COVID-19 pandemic restrictions.

Riding past reduced but cheering crowds wearing masks, Powless celebrated his 24th birthday Sept. 3.

His performance drew media recognition.

Professional cyclist Neilson Powless’ rise to the summit of bicycle racing at the Tour de France began when he was a boy competing to go faster than his sister, Shayne, two years older. The siblings grew up riding trails in the Sierra Nevada foothills.

Riding with his first professional team, Hagens Berman Axeon, Powless made his debut in April 2016 with striking results.

In the five-day race known as the Redlands Bicycle Classic, 30 miles east of Los Angeles, Powless rolled across the finish line in the No. 2 position.

At the time trials stage of the 2016 Amgen Tour of California, held in May at host city Folsom near his home, he was able to show his development to local fans and the world. He placed 10th in the time trials, crossed the finish line in 5th place at the end of the eight-day race and earned Best Young Rider.

Warren tapped to lead EDC Environmental Management Eric Jaramishain Staff writer

Jeffrey Warren

The El Dorado County Board of Supervisors unanimously voted to appoint Jeffrey Warren as director of Environmental Management. His first day on the job was July 31.

Greg Stanton, who led the department for a decade, retired in May. Since Stanton’s retirement Warren has been serving as interim director. Before that

he served as a manager in Environmental Management, beginning in October 2016.

Warren’s experience includes more than 25 years in the environmental health field, working 20-plus years in Orange County as a supervising environmental health specialist in consumer protection, bio-terrorism/ preparedness and database management. He is a registered environmental health specialist with the California Department of Public Health.

“It is a crowning point in my career of an

environmental specialist. I’m very proud to be here,” said Warren. “I had great leadership before I came here to fill in the shoes of Greg Stanton. He’s been a great mentor and I look forward to carrying on the tradition here.”

The board approved Warren’s appointment July 27. His salary is set at $142,376 a year.

An Arizona State University graduate with a bachelor of science in biology, Warren and his family live in Placerville.

Powless doesn’t run like a Tour de France rookie. In the first week alone Powless had two winning breakaways, helped Rigoberto Urán avoid losses in crosswinds, attacked the Col d’Eze in the opening weekend and posted two top 5 in stages.”

In the 10 months since the 2020 Tour de France, Powless raced and trained, recovered from mono, traveled and married his fiancée.

In February he finished in 5th place overall in the UAE Tour in Abu Dhabi and was No. 3 Young Rider. At the Tour de Suisse, in early June, he finished 14th and was No. 2 Young Rider.

Powless had demonstrated his versatility as a rider. Being able to compete in the mountains, on long roads and in time trials, he was assigned to back up team leader Rigoberto Uran.

Uran, 34, has been riding professionally since 2007 and has many successes. In his native Colombia he is a celebrity. Uran earned a silver medal in the road race at the 2012 Summer Olympics held in London. In the 2017 Tour de France he arrived only 54 seconds behind the winner for second place. For Uran, 2020 was his eighth Tour de France and he was aiming for a win or at least a second or third spot on the podium in Paris.

As Powless looked forward to starting the 2021 Tour de France, a 21-day, 3,383 km (2,102 mi.) race, he remarked on his team website, “I’m super excited to return this year. I’m coming to the tour this year with more experience and confidence than I had last year.

Setbacks on the green came with Drake’s 15- and 30-foot putts; each went about 6 feet past the holes, earning him only one point per attempt, she explained.

The varying speed of the greens from each competition added to the difficulty, something that many adult golfers struggle with.

A highlight for Drake was reconnecting with friends he met at the Junior World Championships the week prior.

How did Drake’s journey begin? Friend Ish Sodhi, a high school player, asked Drake if he was going to try to qualify for the San Diego tournament. Drake’s mom and dad thought, why not? Golfers themselves, they have watched Drake over the years improve his game, playing a few times during the week and on Saturdays. Sundays, Drake said, is reserved for church.

Drake said he loves the “clink” sound his driver makes when he hits the ball and he really enjoys practicing his flop shot, recalling a time when he hit the top of the flag and shot his ball directly into the hole. To walk the course or drive? As Drake sees it, “Walking is good exercise, but I’m not a fan of exercise so I like riding in the cart so I can rest my feet.” According to his mom, Drake’s a good golf cart driver. Drake fully agrees.

This summer’s fun on the course isn’t over yet. Drake continues his golf journey back at Haggin Oaks Aug. 28 for the California State Fair Golf Championship. And Drake may not be the only Wilson getting in on the game of golf at a young age. Baby brother Chase likes to watch and cheer for his big brother. The younger Wilson has taken to grabbing the balls and putting them in the holes, giving a whole new meaning to “pee-wee” golf.

Powless, wearing No. 117 on his jersey, rode in a solid middle position throughout the race and ended with a 43rd place finish, 13 places higher than the previous tour.

On Stage 9, American rider Brandon McNulty, was leading UAE Team Emirates, with eventual Tour winner, Tadej Pogacar (Ta day Po GOT char) in the pack. McNulty sped around a tight downhill corner in freezing cold weather and slid down a grass embankment. Powless, following, stopped to help McNulty up and on his bike and paced him back into the race. Later, Powless would go off a similar slide down a grassy slope, then pop up like a prairie dog, hop back on his bike and join the race with little time lost.

On Stage 15, Powless rode in a breakaway with the strongest riders and finished 13th.

In the time trials on Stage 20, he set a blistering pace for most of the race against the clock, but lost time at the end and finished 24th.

As the sun set on the Arc de Triomphe on July 18, with families once again present to celebrate with their riders, Powless verified that he is able to meet any challenge nature or humans create in the Tour de France.

The 2022 Tour de France will be an historic one. The 109th tour is the first to include a woman’s race.

As a member of the Oneida tribe through his father’s line, Powless is the first tribally-recognized native North American to race in the Tour de France. His teammates come from Portugal, Colombia, Germany, Denmark and Switzerland.

At the start of the 2021 Tour de France on June 26, 182 riders left the city of Brest, in Brittany, for the annual, world-premier cycling race and the honor of wearing the yellow jersey as the overall champion. They would face narrow roads, cobblestones, traffic islands, rain, freezing weather, steep slopes and strong crosswinds. Excited fans crowded the route again.

Some of the cyclists left the tour early to compete in the Tokyo Olympics. Others were not able to complete the tour due to crash injuries or because they were not able to reach stage finish lines in time. At the end, 141 cyclists rode to pedal under the Arc de Triomphe in Paris on July 18.

Everything went according to plan for EF Education-Nippo at the beginning. All eight team members managed to avoid being injured in major crashes. Uran came in 16th on Stage 1. He rose slowly up the ranks until he reached third overall on Stage 9.

By Stage 11, he was in No. 2 spot.

He stayed there for the next five stages with one slip back to third.

On Stage 17, Uran was fourth, outside a spot on the Paris podium.

The next day, while climbing the second steep slope in the Pyrenees, he cracked and dropped back.

Powless went to his aid, but Uran’s legs were spent. He continued to
