hortly after El Dorado Hills’ Bryce Mefford completed the swim of his life at the U.S. Olympic Swim Trials held at the CHI Health Center Omaha he sat down with friends and family to eat at Jackson Street Tavern. The quaint destination in the Old Market neighborhood of Omaha, Neb., sits less than a mile away from the arena and had become a favorite spot for many of the nation’s best athletes competing for a spot on the U.S. Olympic Team. The owner came up to the table and recognized Bryce as one of his frequent diners at and asked him how he had done in his trial. “Bryce said ‘Good, I bettered my time,’ and that’s all,” said his mother Roxanne Mefford. EDH intersection gets makeover News release El Dorado County’s Department of Transportation’s contractor has begun road work at the intersection of Silva Valley Parkway and Harvard Way in El Dorado Hills. The construction work, expected to take place through Sept. 30, 2021, will require occasional lane and shoulder closures for which motorists should expect delays. The closures are necessary to ensure motorist and worker safety while the county’s contractor, Martin General Engineering, constructs additional capacity in right- and left-turn pockets in both directions and adds a southbound through lane at the intersection on Silva Valley Parkway. Additionally, the project will improve bike lanes, Americans with Disabilities Act require-
ments at the crosswalks and curb ramps and optimize the traffic signals for safety and efficiency. Every effort will be made by the county’s contractor to minimize any impacts to school drop-off and pick-up times while school is in session. The intersection serves as the entryway to Rolling Hills Middle School and is adjacent to Oak Ridge High School. Motorists are advised to slow down through the work zone and expect delays during reversing traffic control. Motorists are also advised to allow extra time when traveling through the work zone in order to arrive at their destinations on time. The total cost of the project is nearly $1.4 million with funding coming ■

July 4 12:29 p.m. A male suspect was reportedly seen rummaging through a vehicle on Bass Lake Road. The suspect fled the scene before authorities arrived. 9:31 p.m. Deputies arrested three men, ages 27, 38 and 39, who had outstanding warrants on White Rock Road. 9:36 p.m. An assault was reported on El Dorado Hills Boulevard. No one was arrested though a woman was allegedly found to be drunk in public.

Movie money dumped in EDH Village Life staff Around $9,000 of counterfeit money was found last Thursday morning in a trash can in front of Selland’s MarketCafé in El Dorado Hills Town Center, according to the El Dorado County Sheriff’s Office. Bills were in denominations of $20, $50 and $100. A photograph shared by the sheriff’s office shows piles of cash with “for motion picture purposes” stamped in the upper right corner of the bills. Sheriff’s officials say they do not know who discarded the money or if it is in circulation. “The federal government has specific rules regarding manufacturing ‘fake’ currency and most forms are considered to be counterfeit currency that can only be used in films and under specific circumstances,” states a sheriff’s office Facebook post. “Any attempt to use this currency to purchase something would be a crime.” Residents are asked to report counterfeit currency to EDSO dispatch at (530) 621-6600.

Worthless cash caught the attention of authorities after it was found in an El Dorado Hills Town Center trash can last week.
Majority of LLAD voters decide to hold on to their pocketbooks Sel Richard Staff writer Ballots for four Landscape and Lighting Assessment Districts were counted at a special El Dorado Hills Community Services District meeting last week and voters returned a resounding no to all measures save one. Bass Lake A, Green Valley Hills, La Cresta and Oakridge are the only existing active LLADs out of El Dorado Hills’ 26 that were formed with no mechanism to account for inflation. EDHCSD Parks and Planning Director Tauni Fessler said these districts have long been underfunded and are now unable to sustain assets. Homeowners were each mailed two ballot measures: an assessment increase and the inclusion of an inflationary factor consistent with the CPI-U (San Francisco) plus 1%. “The SF region and its CPI are the closest to El Dorado,” explained Fessler. “The Sacramento region does not maintain an active CPI calculation.” Residents of Bass Lake A LLAD, also known as Hills of El Dorado, voted to increase their yearly assessment from $99 to $226 but turned down the implementation of an inflationary factor. Out of 278 parcels, 84 ballots were received with 63% voting for the increase, which includes the addition of an open space area that many of the homes abut; 57% voted against the inflationary factor. Out of 222 Green Valley Hills LLAD parcels, 84 ballots were received with 75% voting against an
increase from $76.90 to $349.14 and 73% voted against the inflationary factor. Out of 103 La Cresta LLAD parcels, 39 ballots were received with 64% voting against an increase from $158.30 to $553.50 and 69% voted against the inflationary factor. Out of 57 Oakridge LLAD parcels, 19 ballots were received with 84% voting against an increase from $289.44 to $767.78 and 84% voted against the inflationary factor. “It’s always a great day when our residents can take part in a democratic process such as a vote,” declared CSD General Manager Kevin Loewen. “In these votes results, we are pleased to be given a clear majority instruction to match maintenance and replacement of those LLAD assets to the available funding. For all four LLADs this will mean that prioritizing assets that could present safety or hazard issues will come first.” He went on to outline certain hardscape elements requiring immediate attention, deeming landscaping and shrubbery non-essential. “Overall, we would’ve been satisfied with any outcome of the votes and we are delighted to get this long standing matter resolved and to receive a clear directive from the LLADs,” said Loewen. “Thank you to all that took the time to participate in the process.” Formed between the late 1980s and mid-1990s, LLADs were created to assist the El Dorado Hills Community Services District in funding improvements, operations and maintenance of assets throughout El Dorado Hills, including irrigation and landscape areas, street lights, fencing, entry monuments and other park and open space facilities.
SACRAMENTO — Akop Atoyan, 48, owner of El Dorado Hills-based Excel Home Healthcare has pleaded guilty to one count of conspiracy to commit healthcare fraud and one count of conspiracy to pay and receive health care kickbacks. The plea came July 15 in a Sacramento courtroom before acting U.S. Attorney Phillip A. Talbert. Atoyan and his wife, Liana Karapetyan, also owned and controlled home healthcare and hospice agencies ANG Health Care and Excel Hospice both in Folsom. On behalf of the agencies, Atoyan and Karapetyan certified to Medicare that they would not pay kickbacks in exchange for Medicare beneficiary referrals to the agencies, according to court documents. Despite their certifications, from at least July 2015 through April 2019, Atoyan and Karapetyan paid and directed others to pay kickbacks to multiple individuals for beneficiary referrals, including employees of healthcare facilities, as well as employees’

EDH man pleads guilty to fraud spouses. The kickback recipients included John Eby, a registered nurse who worked for a hospital in Sacramento; Anita Vijay, the director of social services at a skilled nursing and assisted living facility in Sacramento; Jai Vijay, Anita Vijay’s husband; and Mariela Panganiban, the director of social services at a skilled nursing facility in Roseville. In total, Atoyan, Karapetyan and others caused the agencies to submit more than 8,000 claims to Medicare for the cost of home healthcare and hospice services. Based on those claims, Medicare paid the agencies approximately $31 million. Of that amount, Medicare paid the agencies more than $2 million for services purportedly provided to beneficiaries, but these beneficiaries were referred in exchange for kickbacks paid to, among others, Eby, Anita Vijay, Jai Vijay and Panganiban. Because the agencies obtained the beneficiary referrals by paying kickbacks, the agencies should not have received any Medicare reimbursement. This case is a product of an investigation by the Federal Bureau of Investigation and the U.S.

Department of Health and Human Services’ Office of Inspector General. Assistant U.S. Attorney Matthew Thuesen is prosecuting the case. As part of his guilty plea, Atoyan agreed to pay $2,525,363 in restitution to the U.S. Department of Health and Human Services. He also agreed to forfeit that same amount to the United States. U.S. District Judge Morrison C. England Jr. is scheduled to sentence Atoyan Oct. 7. Atoyan faces maximum statutory penalties of 10 years in prison for the healthcare fraud conspiracy charge and five years in prison for the kickback conspiracy charge. He also faces a maximum fine of $250,000 or twice the gross gain or loss for each charge. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the federal sentencing guidelines, which take into account a number of variables. In separate cases, Karapetyan, Eby, Jai Vijay, Anita Vijay, and Panganiban pleaded guilty for their roles in the kickback scheme. They await sentencing.

and is one of the finest teachers of technique in the country, according to fellow Glen Oaks instructor Gary McLaughlin. “She would bring me to practice when I was like 3, throw me in the pool and just kind of let me run wild at the pool,” Bryce said. He quickly began competing ... and winning. “He was very natural, very easy to teach and would do whatever you asked,” recalled Glen Oaks coach Lisa Williams, who has been teaching at the club for 25 years. Many members call Glen Oaks a second home. It’s a place where they not only swim, but also develop lifelong friendships. “That’s kind of where it all began,” Bryce said. “Glen Oaks has really been a home and a support group for me. The amount of love I’ve gotten from them over the years is crazy and I’m so grateful for it. I mean … they’ve been my rock since the beginning.” Bryce swam at Glen Oaks until he was 11 and was mainly coached by his mom, Williams and Nancy Hastie-Pierucci for the eight years he trained there. “He was always the best sport and just a great teammate who cheered for everybody,” Hastie-Pierucci said. “He was clearly better than everybody else but you would never in a million years know that because he is just so humble.” Bryce went on to swim for the Sierra Marlins, where he competed alongside and against top swimmers in the country. He found immediate success with the Marlins and during the final four years with that swim team he also competed at Oak Ridge High School, where the Trojans won multiple state championships with Bryce leading the way. Bryce committed to the University of California, Berkeley, and in 2016 he qualified for the Olympic Trials at the age of 17. “It was more of an experience meet then; it was a qualifying meet for me,” Bryce said. “I kind of used it as a way to learn about the meet, learn about the swimmers and learn about how it goes. — just the flow of the meet to where I could place myself in a position that would be in contention for an Olympic team.” He watched future Cal teammate Ryan Murphy qualify for the 2016 Rio Olympics, where he would go on to win three gold medals. When Bryce enrolled at Cal in the fall of 2017 he began training with five Rio medalists, including Murphy. “I almost tell people I kind of followed Murphy on one of those little leashes that the kids have attached to those backpacks and that’s me,” Bryce said with a chuckle. “Ryan Murphy took me and a few other guys on the Cal team under his wing and showed us where to go and put us in positions to really race on a national level and for a national position.” Bryce became an 11-time All-American at Cal and helped the Bears win a national championship in 2019. The plan was to swim at the 2020 Olympic Trials but due to the coronavirus pandemic everything got pushed back a year. “Dave Durden is the Olympic head coach and the Cal head coach and he was able to get us in pools, get us in weight rooms and pushed us forward toward the Olympic Trials,” Bryce said. Bryce’s younger brother Colby, also a Cal swimmer, joined him at the trials in Omaha but didn’t advance to the Olympics. Bryce said he was thankful for that moment and that his brother pushed him as they practiced. “I’ve always told all my friends and family that Colby is a better athlete, better swimmer than I am,” Bryce said. “He has an immeasurable amount of talent and I’m excited to see where he goes.” After his heat at the Olympic Trials Bryce removed his Cal swim cap and showed off a Glen Oaks cap. Bryce said in each race he swam in Omaha he could look up and see the giant screen in the center of the arena. He knew where he stood in each race and when he got to the finals his backstroke was as fast as he had ever swam. On the final leg of the race, he said he looked up, saw he was slightly behind Murphy but far enough ahead of longtime Texas Longhorn rival Austin Katz to get the second Olympic spot. He set a career best by nearly two seconds with a time of 1:54.79. “I kind of started smiling from around the flags in. Then, once I hit the wall, it was just ear-to-ear, a grin,” Bryce said. “I couldn’t believe what had happened. It was surreal.” Bryce’s family and friends watched from the stands. “It was just amazing,” Roxanne said. “It was the most amazing feeling you could ever probably experience, hard to process.” “It was just crazy; we didn’t even know what to do,” said Glen Oaks General Manager Mike Irvine, who made the trip to Omaha. “It’s one of the coolest things I’ve ever experienced in my life.” Back home, Bryce’s Glen Oaks coaches were watching as well. Williams said she was at a water polo game when she saw that Bryce had qualified and she let out a scream. Hastie-Pierucci said she “literally just sat on the couch and started bawling.” Bryce spoke in front of the Omaha crowd after he was named to Team USA. “I was totally blown away,” Roxanne said. “He named his teammates, his coaches and his family. It wasn’t about him.” Bryce will have his first race in Tokyo in a heat July 28. The semifinals are the following day and the finals July 30. He will be the first Oak Ridge Trojan to ever compete in the Olympics.

MLB picks Cleveland Indians as the 426th choice. The duo was on the 2017 Trojans team that was one game away from playing in the section championship. Gasser went on to pitch at the University of New Mexico before winding up at the University of Houston, where he recorded a 6-6 record with a 2.63 earned run average and 105 strikeouts in 85 ⅔ innings this past season. His stellar performance led the Padres to take him in the second round of the draft. His projected signing bonus is $884,200. Between 2009-13, all five players drafted 71st overall made it to the major leagues, including Chad Pinder of the Oakland Athletics. At Oak Ridge, Gasser had a 2.47 ERA with five wins and 70 strikeouts in 51 innings. Denholm dominated in his time at Oak Ridge. He had an ERA of 0.84 and 16 wins in 125 ⅓ innings. While he was drafted as a pitcher, he also showed off his skills with the lumber by having a .350 batting average for the Trojans. Denholm was drafted in the 26th round by the Boston Red Sox out of high school in 2017 but declined to sign and joined the University of California, Irvine, baseball team instead. Denholm pitched 279 ⅔ innings at UC Irvine and won 21 games while striking out 236 batters in his Anteaters career. His path to the major leagues won’t be easy. Since the draft’s 1965 inception, only six players have made it through the minor leagues into the major leagues after being drafted 426th. Players drafted 426th since 2017 have received an average signing bonus of $81,875. Gasser and Denholm will join a crop of El Dorado County locals in the minor leagues.

old Country Artists Gallery, an awardwinning artists’ cooperative in Placerville, celebrates its 29th anniversary this month by raising funds for Child Advocates of El Dorado County, an organization that trains volunteers to speak out and speak up in court for the needs of abused, neglected and at-risk children. Throughout the month of July, Gold Country Artists Gallery presents Childhood: The CASA Exhibition to draw attention to CASA’s outstanding work in the community. Gold Country Artists Gallery is also donating 10% of all gallery sales during July to benefit CASA. In addition, many of the artists at Gold Country Artists Gallery generously donated their artwork directly to CASA, which is holding an online art auction of this work throughout July with all proceeds benefiting children in El Dorado County. Art lovers and potential bidders can view the auction at childhoodcasaexhibit.ggo.bid. Childhood: The CASA Exhibition features the work of 25 gallery artists with a diversity of interpretations of the show’s theme. In Barbie Smith’s “Childhood Days,” for example, a young girl plays hopscotch. Smith’s bold strokes and bright colors give the image a fresh animated energy as she captures the child midhop. Craig Koski’s wide-angle photograph of the boardwalk in “Santa Cruz Funtimes” makes one feel giddy with excitement. The noises, the lights and the anticipation — mixed with a little fear — of getting on a thrill ride are all part of the experience at an amusement park for kids of all ages and Koski’s view captures it in sharp focus. The intensely saturated primary colors of the buildings, the rides and the people’s clothing, all set against the brilliant blue of the Pacific Ocean sky, appeal to the child in all of us. Marco Ippaso is an artist who is curious about things that interest teenagers and was delighted by his daughter’s photograph of her own feet. Ippaso’s “Selfie,” done in chalk, gouache and pencil, captures a teen’s fascination with the shapes, textures and colors of her scrambled shoestrings and tattered fabric of her jeans. n

Assistance League Sierra Foothills announce scholarship winners News release
programs for Hands4Hope, the Salvation Army and Big Brothers Big Sisters. Her teachers spoke of her ability to “transform obstacles into opportunities.” Logan, a recent graduate of Oak Ridge High School, is this year’s recipient of the Community Service Scholarship. This scholarship was created to recognize graduating seniors who have performed exemplary community service. Logan served in the Juvenile Justice program, first in the Teen Court program. When that program proved to be less than effective he was invited to develop and eventually to lead Peer Council. This program mentored teen offenders and was able to achieve an impressive success rate. He participated in Help Mito Kids, the Interact Club and the YMCA, all while maintaining an impressive academic record. He was praised by teachers for his professionalism, passion and empathy. They say, “He works incredibly hard for all the right reasons.” He is headed for a career in the legal field and plans to attend the University of Southern California. El Dorado County Superintendent of Schools Dr. Ed Manansala attended and spoke at the meeting. He congratulated the students on their impressive accomplishments, made even more challenging by the restrictions imposed by the COVID-19 pandemic during their high school years. He also praised the members of Assistance League Sierra Foothills for their ability to pivot and be creative during the pandemic, enabling them to continue the many philanthropic programs they offer to county residents.

After reading and evaluating more than 60 applications from very worthy students in El Dorado County, the Assistance League Sierra Foothills Scholarship Committee chose Logan Barth, Sara Ambrose and Brianna Reynolds to receive this year’s Community Service and Advantage scholarships. Both Logan and Sara were able to attend the organization’s first inperson meeting in more than a year held June 30, giving members the opportunity to meet them and hear their inspiring stories. Although Brianna was unable to attend the meeting, the members also learned about her excellent achievements. Receiving Advantage Scholarships, given to students who have overcome challenges, are Sara and Brianna. Sara, a graduate of El Dorado High School, will major in biology at the University of California, Santa Cruz, with the goal of having a career in the medical field. She was the yearbook editor, on the speech and debate team, played softball and maintained an excellent academic record. Sara is described by her teachers as being a “dream student,” saying she is reliable, resilient, inspiring, funny and kind. Her goal is to be an example to others that one’s circumstances do not have to limit one’s goals and achievements. Brianna is a graduate of Union Mine High School and plans to attend California State University, Humboldt with the goal of having a career that would enable her to aid injured animals. In Nataly Tikhomirov’s watercolor “Butterfly,” painted in brilliant fuchsias and jewel-toned greens, children can imagine themselves reveling in the magic of a fairytale garden. On a deeper level, young people might also envision themselves as emerging from a solitary cocoon and being seen at last as the gorgeous creature they have been all along. Debbie Claussen’s whimsical painting “Cones” makes us want to head to the nearest ice cream parlor. With three delicious flavors, all on the verge of melting, Claussen’s ice cream cones look good enough to eat. Woodturner Reid Briggs created beautiful handcrafted yo-yos for both the gallery show and CASA’s online art auction. Briggs is also on the CASA Board of Directors, where he works to break the cycles that pull families apart. Briggs said he sees his volunteer work as a long-term effort. As a retired educator, he said, “Working with kids at CASA is a lot like being a teacher. You don’t always see the results until later on.” Gold Country Artists Gallery at 379 Main St. in Placerville features the work of many award-winning regional artists working in fields as diverse as fine jewelry, photography, fused glass, wood turning, pastels, colored pencil, scratch board and watercolor, acrylic and oil painting.
