Supervisors recently appointed five members to the El Dorado County Charter Review Committee and gave direction on subjects of focus for the committee to consider. Representing each of the five districts are Richard Ross, District 1; Cherie Raffety, District 2; Jim Mitrisin, District 3; Bill Carey, District 4; and Jeanne Harper, District 5. Mindy Jackson will act as Carey’s alternate and Rachel Michelin will act as Raffety’s alternate. While appointing these individuals, topics of interest were discussed for consideration by the charter review: looking into adding a third term for supervisors, going from five to seven supervisors and to stagger election cycles for elected county department heads and consider term limits for those department heads. Supervisors also considered looking into grand jury reports for topics, adding direction for Proposition 172 allocations and bringing Civil Service Commission rules into the charter. ■

New emergency alerts system comes to county News release The El Dorado County Sheriff’s Office, which manages the county Office of Emergency Services, has announced a new system to push out alerts and warnings to residents. The new system provides a number of ways in which the county may contact the community in the event of an emergency such as evacuations due to wildfires, hazardous material spills or urgent law enforcement operations. The county Office of Emergency Services partnered with CalOES to bring the El Dorado County Emergency Alerts notification service to residents and businesses by app, telephone, cell phone, text message, email and social media when there is a threat to the health or safety of residents. Flames rip through dry brush along Highway 50 Tuesday afternoon. The damage was limited to 1 acre thanks to a quick response.
El Dorado Hills, Folsom and Cal Fire firefighters knocked down a blaze that scorched grassland near a Folsom subdivision. At 4 p.m. June 21 crews responded to the fire burning along westbound Highway 50, 1 mile west of El Dorado Hills Boulevard. “The fire’s final size was 1 acre and burned along the freeway and up to a sound wall behind several homes,” EDH Fire Chief Maurice Johnson shared with Village Life. “The fire was actually in the city of Folsom, just over the county line,” Johnson added, “but due to the direction of travel, EDH Fire was well-positioned to get several units on the scene quickly.” No structures were damaged and no injuries were reported. The cause of the fire is under investigation.

Youngsters cast lines and lures Sel Richard Staff writer Blue skies and warm breezes greeted young anglers vying for bragging rights at the El Dorado Hills Community Services District’s third annual Fishing Derby June 11. The 180 participants cast lines into the Village Green pond during two derbies to lure a bite from bass, bluegill and catfish cruising below. Families enjoyed free donuts and coffee courtesy of the Rotary Club of El Dorado Hills while the Vista del Lago Fishing Club assisted competitors and provided strategy advice. El Dorado County Fish & Game Commissioner
Dennis Bryne played a key role in the planning of the event, coordinating with the fishery to stock the waters. Commissioner Mike Denega was also in attendance. Funding for fish stock was provided by the Serrano Home Owners Association. Out of the 165 fish measured by volunteers, the following snagged the most impressive catches:

Board Chair Lori Parlin said the committee should consider the implementation of seven supervisorial districts instead of five, an idea she heard consistently during the county’s redistricting process, recognizing substantial increases in the West Slope population, especially in El Dorado Hills. “By the time the next census rolls around in 10 years, the numbers I’m anticipating will grow enough on the West Slope to allow for the Tahoe Basin to fit into one supervisorial district,” Parlin said. “El Dorado Hills is already bulging and doesn’t seem to fit into one district and would easily fill up at most two.” Parlin also recognized that Divide and south county communities would want to stay in their respective districts. District 5 Supervisor Sue Novasel said the cost to implement seven districts and community input should be considered to further explore Parlin’s idea but agreed the committee should look into it. District 1 Supervisor John Hidahl did not see a need for that particular change yet, stating the county has a less than 1% growth rate and costs to expand the supervisor’s chambers and accompanying staff would be substantial, but he deferred to let the charter have the conversation. Overall supervisors agreed it was worth having the discussion. Hidahl suggested the committee focus on how the county utilizes Prop. 172 funds, which establishes a permanent statewide half-cent sales tax for support for local public safety functions, such as law enforcement and fire agencies in cities and counties. Hidahl noted those funds have historically went to the county Sheriff’s Office, public defender and the District Attorney’s Office and not fire agencies. He said the Charter Review Committee should consider utilizing those funds to assist county fire service districts. “I think it’s time to reconsider what happened many years ago because other fire agencies in other counties did receive those Prop. 172 funds and in El Dorado County that did not happen, recognizing the situation with a lot of our fire agencies that are struggling to make ends meet,” Hidahl said. Parlin suggested bringing Prop. 172
conversations to the county ad hoc committee instead of the Charter Review Committee. Other supervisors agreed Prop. 172 discussions can be better directed through board policy. “I think this is more of a budgetary conversation than a charter change,” Novasel said. “We control where our preferences are throughout the budgetary process and I think that is where it needs to stay.” District 3 Supervisor Wendy Thomas considered having the committee look into setting the Board of Supervisors’ terms to three instead of two, emphasizing that the proposed rule would not extend to any current sitting supervisor. “This is such a complex job and El Dorado County is a complex organization and if you don’t have experience in local government coming into this job, it makes (the job) even harder,” Thomas said. Thomas noted department head elections are all on the same election cycles and contemplated if those elections should be staggered. “That could have strong ramifications for our county if everyone in those departments were brand new. That could be challenging,” Thomas said. Regarding the Civil Service Commission, which regulates the employment and working conditions of civil servants and promotes the values of public service, Thomas noted the charter calls for supervisors to nominate members for the Civil Service Commission. The appointments are then approved by supervisors. However, Thomas also noted the board follows a county ordinance where supervisors approve of a slate of nominees. She suggested that the ordinance practice be implemented into the charter. “There are unique qualifications to have an effective commission and I think it is better the way we are doing it now to have a slate of officers come forward rather than each of us make appointments,” Thomas said. The board voted unanimously to approve of the Charter Review Committee members and provided direction for the committee to consider each item of discussion except Prop. 172.

‘Emilie’ brings magical realism to The Stage Andrew Vonderschmitt Staff writer

xploring time, space, love and science, the passionate examination of an extraordinary life, “Emilie: La Marquise Du Châtelet Defends Her Life Tonight” by Lauren Gunderson and directed by Chloe Bronzan opens at The Stage at Burke Junction July 1. Award-winning playwright Gunderson was first commissioned by South Coast Repertory Theatre in 2009 to write “Emilie” which is, essentially, a love story of the heart and of the mind nimbly traversing Du Châtelet’s lifelong balancing act between romantic love and mathematical truth. The real 18th-century scientific genius, Du Châtelet, when remembered by history, has often been disregarded as the French poet and philosopher Voltaire’s mistress — all but ignoring her many significant contributions to science. Living in a time when women were believed to be intellectually inferior to men, Du Châtelet herself had to secretly indulge in education; it is no surprise that her work

Director Bronzan is no stranger to this work, having directed the piece just three years after its premiere in Costa Mesa. “It’s sort of her deathbed dream,” she said. Likening the play’s structure to near-death experiences, Bronzan said she sees Emilie experiencing that moment, after death, when individuals have reported they are “hovering above themselves, watching.” “Kind of floating in this ethereal realm.” “For me, that’s where the play lives,” she explained. “She’s evaluating her life in a very nonlinear way.” Bronzan first read the script while living in Berkeley. “I wasn’t sure if it was going to be just sort of a dry biopic of arguably a very interesting woman in history,” she said. “But it had such a universal appeal, I thought.” She was fascinated by Gunderson’s unconventional storytelling and immediately connected n

Eric Jaramishian Staff writer Red Hawk Casino’s new amusement complex and hotel are bringing new entertainment and resort experiences to the West Slope and both projects are anticipated to open later this year. Red Hawk executives say the 85,000-squarefoot amusement complex, located on the casino floor above the parking garage, will become a guest favorite and offer bowling, go-kart racing, golf bays and an arcade. “We can’t wait to open this to the public,” said Tyler Bila, Red Hawk Casino vice president of facility and security operations. “It is exciting to bring this next level of entertainment into the county. We worked hard to make this experience as cool as it can be.” Red Hawk is collaborating with 360 Karting on a multi-level, indoor electric go-kart quartermile track, the first one in California. The bowling alley, which will become El Dorado County’s second after Knotty Pines Lanes, will feature interactive, 18-lane holographic lanes for an enhanced experience, with an option to rent out a private, fourlane experience complete with catering options for special occasions. Golf enthusiasts can enjoy Red Hawk’s innovative golf simulation bays, made possible by Golf Zon. Any dream course can become a virtual reality for golfers. A new five-story hotel rises on the Red Hawk Casino campus, with construction estimated to be complete in late 2022. The hotel will have 150 deluxe rooms, 25 suites, an outdoor terrace, pool and fitness center for guests. simulations adapt to the lie of the ball for a realistic golfing experience. For gamers, the gaming rooms are a must, Bila said. Red Hawk will level up with gaming rooms that allow untethered virtual reality. In addition, there will be a full arcade with virtual reality-centric games. The amusement complex, which does not have an official name yet, will be open for all ages, but those 21 and over will have access to an all-new sports bar that will feature bar-top video slots and a number of television screens to broadcast a wide range of sports, including a massive 28-foot television for highlighted games. A grill is also planned to go into the complex, said Red Hawk executives. “With growth in the local area we are con-
structing something that will provide a fun and safe experience that is located all in one spot with many elevated experiences and things to do,” Bila said. The 120,000-squarefoot, five-story hotel will provide 150 deluxe guest rooms, including 25 suites, with an outdoor terrace, pool and fitness center. “We are excited to offer casino guests and visitors to El Dorado County a new, first-class resort experience, along with thrilling entertainment and activities,” states Red Hawk Casino President and CEO Bryan deLugo in a news release. Windy conditions delayed the actual “topping off” experience but dozens signed the beam regardless. Red Hawk executives said they would “top off” their project this week. “El Dorado County has an abundance of lakes, rivers and lots of outdoor activities for its residents and guests to enjoy,” said Shingle Springs Band of Miwok Indians Gaming Authority Chair Christopher Porras. “This will give the county that good mix of indoor entertainment and outdoor recreation for all guests.”

with the play. She called Gunderson, who happened to be a friend, and received permission to direct the play in 2012 at the Symmetry Theatre Company, in Berkeley. Bronzan was offered the chance to revisit the play this year when Chris Smith, artistic director at The Stage, recognized how the work would fit into the 2022 season. “The show is a magical ride,” said Smith. “Doing work like this tests us and brings our audience a different sort of theatre magic.” Bronzan was initially apprehensive to revisit “Emilie,” having had a meaningful and successful experience in 2012. But she soon relented, sharing that she discovered new insight into the theme of the play while caring for her terminally ill father in 2020. “He was probably my biggest supporter,” she said. “And this was always his favorite play that I directed.” She pondered the parallels between her father’s experiences during palliative care and Emilie’s selfexamination. “Oddly enough, this reminds me of ‘Emilie,’” she recalled saying to herself at the time. “I actually made that joke to him.” She said he also saw the irony in the parallels. “There’s a lot more meaning in it for me now,” Bronzan added. Playing the title role, Atim Udoffia has found strong connections to Du Châtelet and how she approached life on her own terms. Udoffia said friends have remarked that she often makes “choices that work for my life despite the fact that they go against the grain.” “I’m not going to put myself in the same category as Ms Du Châtelet; she did extraordinary things,” Udoffia said, asserting that her connection to Emilie lies in making choices that are right for yourself regardless of external forces that would say, “No, you have to fit in this box.”
“She didn’t seem to be apologetic,” she mused about Emilie’s unconventional life choices. A major act of rebellion in her young life was to quit running track and start doing theater. Much like Du Châtelet, Udoffia made a decision that made sense for her personally, not based on what others might think is right for her. “My dad is a doctor, so up until about age 14 I was also going to be a doctor,” she said. Instead, she recognized her affinity for acting. “I guess the track incident was my second major act of self-declaration.” “Playing this role has actually been really and truly one of my most favorite roles ever,” said Udoffia. Rick Eldredge, who plays the colorful Voltaire, said he immediately recognized the genius of the play once he read it with other actors.“I didn’t know what to make of it when I first read it,” he said. “Once you start to play with it, you realize just how well she (Gunderson) writes,” Eldredge continued. “You think, ‘This is going to be fun.’”Eldredge said Voltaire serves many roles to Emilie — “her lover, her contemporary, her colleague.” Voltaire is, “absorbed with his own celebrity,” he added, explaining that the man goes through many changes and grows during the course of the play. “There’s a sort of joy of discovery,” Eldredge assured. “There’s some point of hope in it.” “I know that all sorts of different people are touched by this play and can relate to it,” Bronzan added. “There’s just something universal and human about it.” “Emilie: La Marquise Du Châtelet Defends Her Life Tonight” opens at the Stage at Burke Junction in Cameron Park at 8 p.m. Friday, July 1, and plays through July 24 with Friday and Saturday performances at 8 p.m. and Sunday shows at 2 p.m. For more information or to purchase tickets visit stageatburke.com.
