Dawn Hodson Staff writer It was a big day for the El Dorado Irrigation District as members of the board, staff members and other officials gathered last week above Folsom Lake to celebrate the kick-off of a major infrastructure project. Benefitting tens of thousands of residents in El Dorado Hills, in February the EID Board of Directors unanimously approved spending $42 million to replace critical components of the Folsom Lake water intake and restore needed reliability and capacity that has been lost to mechanical failure over the years. or families looking to keep their young swimmers safe, Steve Wallen Swim School recently reopened both swim school locations with a limited class schedule and additional safety measures in place. “We are posting all signage required by the county,” owner Kaleb Wallen assured, adding that the facility is cleaned regularly and disinfected multiple times per day. “All staff members wear masks and swim instructors wear face shields. We check staff temperatures before each shift as well as have them answer a questionnaire.”

EDH campers roll with modified summer fun Sel Richard Staff writer
P
ractically bounding with energy, Boys and Girls Club Unit Director Cody Diamond exudes a quintessential camp counselor vibe as he debates the finer points of billiards with his fourth- and fifth-graders. Diamond, along with all the other counselors, wears a mask but his enthusiasm makes it obvious that it’s a small price to pay to have the camp up and running again. Diamond has been running the Boys and Girls Club Summer Camp through the El Dorado Hills Community Services District since June 1 with extensive safety measures and practices in place. Although normally the camp bursts with 200 attendees, current health concerns have whittled capacity to a little more than 60.
Both staff members and campers have daily temperature checks and answer mandatory questionnaires regarding symptoms, contact with positive cases and international travel. Masks are required for counselors and kids are provided with one, though most choose not to wear it. Campers must wash their hands before entering camp as well as sanitize before and after meals. Equipment throughout the camp is sanitized multiple times during the day. Social contact is limited with groups of 10 assigned to a single counselor for the day. The camp has shortened hours to run from 9 a.m.-5:30 p.m. and parents drive up to health check stations before kids disembark. Kids are served meals prepared by chef Brooks Buchanan, who personally delivers breakfasts to the kids every morning n

The El Dorado Hills Community Services District opened its skatepark Saturday for the first time since COVID-19 shelter-in-place orders. “It’s about time,” said Oak Ridge High School student Collin Pelto. Although fellow skater Makaio Argimon, 14, was glad the park was open he told Village Life he was disappointed with the abbreviated hours. “I would like them to open earlier, especially since it gets hot in the afternoon,” he said. The skatepark is open 4-9 p.m. Monday through Friday and noon-9 p.m. Saturday and Sunday with a 50 person maximum. Skaters 17 and younger must wear a helmet and those older than 18 require ID. EDH grass fire held to 3 acres Dylan Svoboda Staff writer Firefighters kept an El Dorado Hills grass fire to about 3 acres June 17. At about 3:40 p.m. Cal Fire Amador-El Dorado Unit and El Dorado Hills Fire Department crews responded to a vegetation fire burning through a field near Hollow Oak Drive off Bass Lake Road. Crews were able to stop forward progress before any evacuations were ordered or structures damaged. The fire occurred amid dangerous Red Flag conditions that were forecast for parts of Northern and Central California through June 18.

Investing in our community’s vital infrastructure
O
n April 27 the El Dorado Irrigation District Board of Directors voted to approve the five-year rate schedule outlined in the Proposition 218 notice sent to all customers in February. The EID board has authorized this important and needed funding and has also asked staff to redouble its efforts to discover cost savings and pursue grants to potentially offset future rate adjustments. We will continue to seek out every option at our disposal. And due to the ongoing effects of the COVID-19 crisis, the board has asked to review the need for the proposed 2021 rates during the December 2020 budget review process. These rate adjustments will not take effect until 2021 and they are authorized to go through 2025. In 2021 the average water customer would see an increase of $8.63 per bimonthly water bill (a little more than $4.30 per month). These additional dollars do not mean maintaining status quo — they will actively help fund vital infrastructure repairs like the Folsom Lake intake project
that refurbishes a facility that provides EID’s only access to onethird of its water supply. The funds will also help pay for flume replacement projects in the high mountainous terrain in the eastern portion of our service area that will benefit all customers and the communities in which they live. For the average water and wastewater customer, 2021 will see an increase of $1.84 per bill — that’s 92 cents per month. This adjustment is lower because the wastewater rate for average users will go down by nearly 5% in 2021. Over the years the needs of our complex infrastructure have continued to grow. With line breaks becoming an increasingly regular occurrence, we have been making a concerted effort to expand our water line replacement program. The rates will provide necessary funds to speed up some much needed repairs in our water distribution system. The measures we are investing in now and over the next five to 10 years will pay off with a more resilient system that will serve our community for generations. I want our customers and community to know that

The killers of George Floyd were enabled when the power to uphold the law was turned against a single citizen by a rogue cop. Ironically, those politicians tend to be the same ones who have been zealously arresting peaceful citizens for basking on a public beach or reopening their shops. Whatever his motive, the killer of George Floyd had 18 complaints for misconduct and one of his accomplices had six. Why is such misconduct tolerated by big city police departments? Is it because politically powerful police unions protect the bad apples among them? Is it because the doctrine of “qualified immunity” shields corrupt officials from accountability for a wide range of crimes? At the same time we need to ask why those same big city police departments — and the politicians who direct them — utterly failed to discharge their responsibility to protect their citizens from the violent riots that engulfed them. Withdrawing police protection from our streets, abandoning police stations to rioters, turning a blind eye to looting, arson and mayhem, all have an incendiary effect on insurrections. Without law enforcement there is no law and without law there is no civilization. ■

LETTER TO THE EDITOR Coronavirus impact EDITOR: y name is Mason Ciampi and I am from Boy Scout Troop 645 of El Dorado Hills. I am writing to you to share my opinion of how the coronavirus has affected me as an eighth-grader who just promoted. My eighth-grade year was drastically affected. We moved to online learning about a week into our third trimester. This meant that we didn’t have to do any finals or standardized testing, which was a welcome surprise. Also, the schoolwork that we were assigned was a lot easier than normal. This was nice, not having to work hard, but it also meant that I didn’t learn nearly as much. I was able to FaceTime and work with my friends. We would work on our assignments and talk for hours, which was a lot of fun. At the end of the year our school held a car parade that started at the library and went through the school parking lot. It was very unconventional, but I enjoyed it. It was also nice to see my teachers one last time before summer. I think our school should hold a parade like this every year, pandemic or not, because it was really fun and made some great memories. Unfortunately, I was barely able to see any of my friends for a few months, which was a bummer, but it also brought some good. My family grew a lot closer (especially since we were stuck together 24/7). We played games, talked more and

GUEST COLUMN by Tom McClintock or a fleeting moment Americans of all races, religions, ethnicities and political persuasions united in outrage over the brutal murder of a fellow American by a police officer we had entrusted to uphold justice and protect the public’s safety. There are few things that infuriate Americans more than injustice and abuse of power and the sadistic killing of George Floyd as he lay handcuffed on the pavement, helpless and begging for his life, hit that nerve. Then, just as suddenly, that moment of shared humanity was poisoned by a destructive element in our society that clearly despises America and uses every opportunity to divide Americans against each other. They see America as an irredeemably sick and “systemically racist” society that cannot be reformed, but only abolished. They cynically turned peaceable assemblies that united Americans into violent riots, killing American citizens, desecrating American shrines and looting and burning American cities. One of the Americans murdered in the riots was David Dorn, a 77-year-old retired St. Louis City police captain. Rioters killed him as he tried to save a friend’s pawn shop, while others live-streamed his death on Facebook. Another was Pat Underwood, a 53-yearold Air Force veteran gunned down as he protected the Dellums Federal Building in Oakland. Dorn and Underwood were also Americans of African descent. We should be just as outraged at their deaths, except they don’t fit the narrative of a “systemically racist” America. Yes, there are racists in our society. There are racists of all colors in every society; it is the baser side of human nature. But no nation has struggled harder to transcend that nature and isolate and marginalize its racists than have Americans. The American founders placed principles in the Declaration of Independence that they believed would someday produce a nation of free men and women of all races and religions, together enjoying the blessings of liberty and the equal protection of our laws. And taking a break from hanging out with friends really showed that family is also important and that they will always be there for you. Last, my mountain biking skills and adventures were heavily affected. I enjoyed mountain biking but now I go for 20-mile rides every day. When I wasn’t allowed to see my friends I wanted to go build something so my dad and I grabbed a few shovels and built a 15-foot bike jump next to a trail. I had never done anything like this before, and neither had my dad, but it turned out amazing. Once my friends could come out again, we built up trail systems all around the jump and spent days changing the landscaping into flow and jump tracks that are some of the best in our area. Every time I ride down in that section there is somebody enjoying the trails and jumps, which makes me happy. COVID-19 was a very interesting addition to 2020. Some would say it ruined their lives or that it was the worst part of 2020 so far. Personally, I think it was a nice break from the normal, boring life, bringing adventures I never anticipated. And while it’s a bummer that my grade didn’t get a normal promotion we made a ton of memories I can guarantee nobody has ever experienced. To me, that is worth a lot. MASON CIAMPI El Dorado Hills

But as I often do, I’m getting ahead of myself.” With those 26 words, newbie author and New York City’s premier beekeeper Andrew Coté hooked me into the most delightful summer read I’ve experienced in years. Instead of the journey I thought I was going on — a foray into the routine life of a beekeeper high atop the skyline of the Big Apple — I found myself on an unexpected adventure with this founder of the New York City Beekeepers Association and co-founder of Bees without Borders on a mission to Uganda. In many parts of the world bees help humans to produce marketable honey and other products to support themselves and their children. It’s been this way for centuries. But like the author, I’m getting ahead of myself. “Honey and Venom: Confessions of an Urban Beekeeper” (Ballantine Books, June 2020) is a modern-day “Innocents Abroad.” With disarming charm, Coté takes the reader into the PG-rated world of Apis mellifera — the western honeybee — and the humans who tend her, love her, and squabble over her. Coté is a fourth-generation beekeeper and is something of a self-made renaissance man.

If you enjoy stories of the famous and the unseen, you will love this book. And if you enjoy gentle ironies the humor in this book will make you laugh out loud. Like honey from the comb, this book is a sweet read. Like the venom of the bee’s sting, some of the realities of how we humans behave … well, it’s uncomfortable. Like eating a banana before working with honeybees, who hate the odor of bananas. You will find yourself chuckling at humanity’s foibles. The worker honeybee travels up to three miles from her hive to collect nectar and back again. Coté takes us on similar ventures to hear stories. Honeybees are the common thread throughout. The tales feel random, much like the flight of the

Or, rather, has bees kept for her. Working with her gets sticky. From Coté’s childhood home in Connecticut to his tenement apartment in New York City, we journey through the five boroughs of America’s greatest city to place bee hives atop some of the most iconic buildings in the world, to rescue swarms of honey bees (including one 17 stories above Times Square near the New Year’s drop ball), to teach classes to new “beeks” as he refers to beekeepers. We even get to learn the secrets of a live bee exhibit held at the Metropolitan Museum of Modern Art. The cast of characters (some names changed to protect the innocent) is worthy of Damon Runyon. These are New Yorkers, after all. They come from everywhere in the world, bringing their heritage, culture, faith and foibles with them. Whether it’s swiping a free tomato from Martha’s Turkey Hill Farm or rescuing another swarm of bees with NYPD’s finest “Tony Bees” on Fifth Avenue a few yards from Tiffany’s, the humanity in this book sparkles. There are a few mature/ very sticky situations in the book. Honeybee sex is involved. Don’t hand this one to Aunt Harriet if she is a shrinking violet. But if she can handle wickedly funny observations about the honeybee/human condition — and some poignant ones, too — then this book is for her. Coté’s book is a deep dive into hive culture and humanity. Pragmatic yet filled with faith, innocent yet wise, complex with high and low notes, nourishing and yet leaving the reader hungering for more, “Honey and Venom” is masterfully told and brilliantly edited. Director Mike Raffety said they might get a subsidy from the U.S. Bureau of Reclamation for a temperature-control device but it’s not certain yet. If it is approved, it will be a cost-

Project construction will include four new 600-horsepower, submersible pumps housed in corrosion-resistant stainless steel casings with temperature control withdrawal capability. In addition, there will be electrical upgrades and associated piping and appurtenances, including a new bridge crane for pump removal and maintenance. During the first weeks of construction, the contractor will be mobilizing and clearing the site for excavation and placing temporary pumps. This initial pump work is scheduled for completion by early July. Heavy construction is planned through early spring 2021 with pump commissioning and start-up planned in the latter half of 2021.

from Placerville. “With everything going on, we still don’t want the quality of our camp to suffer,” Diamond said, explaining that the camp takes pride in its cuisine. Taco Tuesday and Pizza Friday are favorites with the kids — as are the pancake breakfasts. Every hour and a half each group rotates through a different station: the classroom for arts and crafts, the gym and field for physical activity and the teen center for indoor play time and computer programming skills. “We’ve had to get creative,” said Diamond about the modified camp curriculum, which now includes rock collecting, painting and geo-testing. “We’re trying to do lots of STEM stuff. It’s been fantastic.” Diamond insists there is a silver lining to eschewing normal camp activities like pool time, dances and big field trips. “It’s opened us up to making really good one-on-one connections and relationships with our kids,” he said. “Now we’ll go on a nature walk, explore a trail or do some bird watching. Little things like that, we’ve never been able to do before. It’s a cool environment.” The kids seem to agree. As a veteran camper, 9-year-old Parsa Lalehparvar, a Lakeview Elementary School student, has noticed the changes. “It’s still the same but there’s less kids. It’s kind of better. It’s not always crowded,” he pontificated. “There’s also less things to do because they closed stuff down.” His sister Sogol was more succinct. “I like playing basketball,” she announced, quick to point out that she is turning 6 in August. Eight-year-old Harry Simpson, who attends Jackson Elementary School, said
he loves the dodgeball games and reveals there are advantages to the current setup. “Last year I was in the gym but this year I get to go in the teen center,” he said, grinning. And some campers see both good and bad changes. “There’s a lot less kids, but we can’t do field trips,” shared 11-yearold Sawyer Budig, a Valley View Charter Montessori student. “We used to go to Sunsplash.” Other CSD summer activities are still on hold, although Recreation Director Michael Cottrell told Village Life contract class instructors have been contacted to gauge interest for coordinating additional programs once the county is formally into Phase 3 of reopening guidelines. No swim lessons have yet been scheduled despite the mid-July completion date for pool renovations. “We want to open up completely, to provide a safe place with all the right protocols for each resident to make the decision as to their own comfort in participating,” assured EDHCSD General Manager Kevin Loewen, admitting that it has been a challenge to meet all the new rules. “We have taken into account guidance from the CDC, OSHA and the state, while also seeking guidance from our county health officer.” Meanwhile, Boys and Girls Club CEO Sean McCartney is working closely with El Dorado County, his board and the CSD to determine if and when the camp can expand its enrollment while respecting health guidelines. But little Ori Avneri is happy just the way things are. “I love everything about camp,” declared the 8-year-old, who attends California Montessori Project in Shingle Springs, “just doing arts and crafts and building things.”

ine-year-old Ava Ireland’s cheer experience began at age 5, when she began sideline cheerleading for the Folsom Bulldogs. She nailed the back handspring when she was 6 and is currently a base at Nor Cal Elite Sacramento, formerly CheerXperience, in Rancho Cordova. Ava’s cheerleading journey from sideline to competitive cheer was decided after joining the Junior Trojans, a football and cheer program run through Oak Ridge High School. After her second year Ava decided to spread her wings and joined a competitive prep cheer team. Ava found her passion in the competitive cheer world, where Jenny said she progressed beyond anyone in her age group, recalling that she knew her daughter had a strong interest in gymnastics when all the projects she worked on related to Team USA gymnast Simone Biles. Ava said her favorite gymnast is the retired medalist Mary Lou Retton, adding that watching tumbling and stunting on television piqued her interest. “It looked really fun,” said Ava. And while she admits to getting a little preperformance nerves, Ava said she loves to compete. “It’s especially fun to travel.” Jenny told Village Life, “It’s exciting to see your daughter find her passion and see where it leads. New housing numbers flash signs of continued growth Elizabeth Thompson National Association of Home Builders In a sign that the housing market continues to show forward momentum, single-family permits posted an 11.9% gain in May, while total housing starts increased 4.3% to a seasonally adjusted annual rate of 974,000 units, according to a report from the U.S. Housing and Urban Development and Commerce Department. The May reading of 974,000 starts is the number of housing units builders would begin if they kept this pace for the next 12 months. Within this overall number, single-family starts increased 0.1% to a 675,000 seasonally adjusted annual rate, after an upward revision for the April estimate. The multifamily sector, which includes apartment buildings and condos, increased 15.0% to a
299,000 pace. “We are seeing many positive economic indicators that point to a recovery, including low interest rates, rising demand and an increase in mortgage applications,” said Dean Mon, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Shrewsbury, N.J. “Single-family and multifamily housing production are on an upward path while overall permits, which are a harbinger of future building activity, posted a double-digit gain.” “The May housing report is consistent with the positive results of the NAHB/Wells Fargo builder sentiment index, and we expect this momentum to continue as economic activity recovers,” said NAHB Chief Economist Robert Dietz. “In another promising sign, single-family permits are up
almost 2% on a year-to-date basis and builders are bringing back thousands of workers laid off in March and April to meet renewed demand.” On a regional and year-to-date basis (January through May of 2020 compared to same timeframe a year ago), combined single-family and multifamily starts are 1.7% higher in the Midwest, 4.7% higher in the West, 6.7% lower in the Northeast and 0.2% lower in the South. Overall permits increased 14.4% to a 1.22 million unit annualized rate in May. Single-family permits increased 11.9% to a 745,000 unit rate. Multifamily permits increased 18.8% to a 475,000 pace. Looking at regional permit data on a year-to-date basis, permits are 14.8% lower in the Northeast, 6.2% lower in the Midwest, 2.7% lower in the West and 0.8% higher in the South.

All the HMI indices posted gains in June. The HMI index gauging current sales conditions jumped 21 points to 63, the component measuring sales expectations in the next six months surged 22 points to 68 and the measure charting traffic of prospective buyers vaulted 22 points to 43. Looking at the monthly average regional HMI scores, the Northeast surged 31 point to 48, the South jumped 20 points to 62, the Midwest posted a 19-point gain to 51 and the West catapulted 22 points to 66.

If a tenant doesn’t pay the agreed upon rent, landlords may file a lawsuit asking the court for a money judgement or evict them from the property. Neither are immediate processes. California has adopted a number of specific laws and procedures a property owner must comply with before they can successfully obtain a money judgement or evict a tenant for non-payment of rent. However extreme, it’s often the only leverage most landlords have in collecting rent from delinquent tenants. Without the option, tenants could simply remain in the property without paying rent or walk away from their lease. That’s exactly what would happen if Senate Bill 939 becomes law. The proposed legislation would invalidate existing commercial/retail leases and prevent landlords from evicting tenants for non-payment of rent if they have been financially impacted by COVID-19. Here is how it works: The legislation eliminates the obligation of all California-based commercial renters to pay their rent retroactive since March 2020 for an indeterminate amount of time, tied to the state’s emergency order. It does not require payment of rent until 12 months after the order is lifted. As an example, if the state’s emergency order is lifted at the end of the year, businesses could be operating and generating revenue for more than a year, but not be required to pay rent until January 2022. “These landlords are not going to be able to collect pre-COVID-19 rents from restaurants, bars and cafés,” said State Sen. Scott Wiener, D-San Francisco, a sponsor of this legislation. “That’s not reality. The choice is between reduced rents and no rent.” The choice for landlords is not as simple as reducing rents. Some, like Tony, are not receiving rent from some tenants. SB 939, at best, is an attempt to shift the financial burden from tenants to property owners. The bill does nothing to reduce the landlord’s mortgage property taxes or maintenance costs. Another section of the bill allows the tenant to terminate the lease if the landlord does not reduce the tenant’s rent. The bill would authorize COVID-19impacted commercial tenants to serve written notice on the landlord, stating what lease modifications the commercial tenant is seeking. If the tenant and the landlord do not reach a mutually satisfactory agreement within a certain timeframe, the tenant is authorized to terminate the lease. Most landlords have already made voluntary concessions for their tenants who have been closed or impacted by the state’s lockdown. An empty building isn’t good for landlords or tenants and will eventually lead to foreclosure. The bill passed a committee hearing on an 11 to 1 vote.
