Workers take down the outdoor dining structure outside of Cascada in downtown Placerville Thursday morning after the City Council did not take action to extend outdoor dining permits in the city past June 18, mostly due to safety concerns. With the state granting such activity through the end of the year, but ultimately leaving the decision up to municipalities, a petition has been circulating this week in Placerville to keep the outdoor structures, which went up last summer to help restaurants restricted from operating indoors amid the coronavirus pandemic.

The placement of a memorial placard for Navy Capt. Paul Jacobs on the El Dorado County Veterans Monument’s Honor Wall has been stalled. Jacobs, who died at his son’s Grizzly Flat home in December, has been credited with a humanitarian mission that rescued nearly 32,000 Vietnamese refugees in the Vietnam War. Challenging its placement is Rich Buchanan, a decorated Marine veteran, founder of the monument and past director for the El Dorado County Veterans Alliance. Buchanan contacted county Veterans Service Officer Richard Todd, stating that he opposes the placement of the plaque at the Veterans Monument as governed by the Criteria for Military Honorarium and Civilian Recognition Ordinance addendum that was approved by the El Dorado County Board of Supervisors in 2008. A memo from Buchanan states, “While Capt. Jacobs’ actions were commendable, they do not fulfill the approved criteria for this recognition as sought by the El Dorado County Veterans Alliance.” The criteria as to who might be honored: Any person or unit who displays an action of extraordinary heroism where the U.S. is not a belligerent party and the act must have been committed in the presence of great danger at great personal risk. “A lot has changed in our society since (the criteria was approved in 2008), including, I feel, the definition of what and who is a hero,”

Jaycee Lee Dugard abducted 30 years ago El Dorado County District Attorney’s Office News release SOUTH LAKE TAHOE — Thirty years ago this past week in South Lake Tahoe a reallife horror story began when 11-year-old Jaycee Lee Dugard was kidnapped while walking to the bus stop. On June 10, 1991, sexual predator Phillip Garrido and his wife Nancy Garrido abducted Dugard and imprisoned her in the backyard of their Antioch home. With

the help of community members, law enforcement sprang to action, conducting a massive search for Dugard. Her mother, Terry Probyn, never gave up hope but as the days and years went by there was no sign of her freckle-faced little girl. Dugard endured 18 years of imprisonment by her kidnappers and raised two daughters while being held hostage in a ramshackle backyard compound. Her unspeakable torment came to light in August 2009

after two astute U.C. Berkeley campus officers noticed something suspicious that led to the arrest of Phillip and Nancy Garrido, and the end of Dugard’s nightmare. In her first public comment after the event, Dugard said her abductors stole her life. The El Dorado County District Attorney’s Office has since prosecuted the couple and they are now serving long prison terms. Phillip Garrido received 431 n
