Without aid of a magnifying scope, he squeezes his trigger and the 4.5 mm pellet punctures a neat hole through the paper as he prepares for 59 more shots during the next 75 minutes.

In a field where margins of error come down to half a millimeter, the Oak Ridge High School senior competed at the 2021 Junior Olympics and shot his personal best, 605.1 out of 600 (any shots over 10 are scored with a decimal, maxing out at 10.9). Hoversten placed 29 out of 114, a stellar showing among Olympians, USA National team members, college teams and other club teams from across the nation. He ■

ucked away in a little business area off Greenwood Lane in Cameron Park sits a small, unassuming dance studio. Inside, this studio holds years of experience and opportunities that would most likely only be found in a city such as San Francisco or New York ... and that’s exactly how owner Killian Stephens likes it.

Her own experience of training in a little dance studio in the small town of

Sonora, starting when she was just 5 years old, prompted her desire to offer better opportunities to young dancers.

“It became evident by age 12 that I would have to leave the area and head to the Bay Area or other urban areas to pursue the high caliber of ballet training required for a professional career.

Newsom’s mistake

C

alifornia actually has a government spending limit, hard as that may be to believe, and Gavin Newsom is making a mockery of it, just as his predecessor did.

In 1979, a year after signing off on the revolutionary Proposition 13, voters passed Proposition 4, implementing the “Gann Limit,” which would peg California’s state spending to the 1978-79 level and only let it grow adjusted for inflation and population. State revenues above the voter-approved limit can be reckoned with several different ways, including refunding half of the excess revenues to taxpayers, with the other half going to schools.

Newsom is choosing the refund path for this year’s massive Gann Limit excess, which is currently estimated at $16 billion. But instead of sending their money back to the taxpayers in relation to how much they paid, giving everyone a slice of the rebate in proportion to their tax contributions, Newsom is turning the program into a giant transfer payment scheme.

Paul Gann, the father of Prop. 13 and the namesake of this taxpayer protection plan, would be dumbfounded by Newsom’s willful misunderstanding and shameless appropriation of his taxpayer-protection initiative.

The wealthiest taxpayers in this state, the top 5%, paid nearly 70% of California income taxes last year.

Those residents were also supposed to get relief from the Gann Limit. Instead, they get nothing.

Newsom is sending rebates to the bottom twothirds of tax filers only. What about the top-third, who paid a whopping 97% of the total income taxes

in 2018, for example? In Newsom’s redistribution plan these top payers are simply out of luck, even though it’s their payments providing the bulk of the excess.

And before you shout “Tax the rich!” understand that in that same tax year, we are talking about people making $60,000 a year.

It’s great that the governor wants to help taxpayers during the pandemic, even though it was state policy that caused so much of the damage to small businesses and killed so many jobs. If the governor and Legislature want to make more direct payments to taxpayers out of the general fund, after Gann Limit refunds have been fairly distributed, be my guest.

In fact, I challenge Gov. Newsom and the Legislature to find ways to make the state more affordable and livable for all citizens, starting with lower taxes on personal income, on business income and on gasoline and by eliminating green energy mandates that have forced our electricity prices up nine times faster than the national average over the past decade. These steps would help every day of the year, not just on the day he announces his budget.

Getting money back into the hands of job-creators — by lowering costs and equitably rebating the Gann Limit dollars — would actually fuel a California rebound.

But to repurpose a taxpayer protection act, approved by voters, into a new tax and welfare plan is bad-faith politics and speaks to why Newsom is facing a recall.

R

acism is the practice of according rights and privileges to an individual not based on equality under the law, but rather according to what race that person was born. It is antithetical to every principle our country was founded on, from the promise of our Declaration of Independence that “all men are created equal” to the equal protection clause of our Constitution.

It was a malignancy we fought a Civil War to remove. For generations, it has been denounced by every American of goodwill for the evil that it is.

Yet this dangerous social pathology is now rampant in Washington, D.C. The House Judiciary Committee recently adopted a measure on a party line vote to establish a commission with the avowed purpose of enshrining racism into law under the guise of slavery reparations.

The biased composition of this commission is obvious. There’s not a single Republican appointment. It is designed to reach into the dead past, revive its most malevolent conflicts and re-introduce them into our age.

It’s impossible to imagine a more divisive, polarizing or unjust measure than one that would use government force to require people who never owned slaves to pay reparations to people who never were slaves — based not on anything they did but solely because of what race they were born.

History offers us an inexhaustible supply of grievances and injustices powerful enough to stoke hatreds and resentments that can tear any society apart. That is what this movement is all about. It is evil in its effect, if not in its intent.

Lincoln often pointed out that our country was born into a world where slavery was an established institution. The American Founders reviled it and placed principles in our founding documents that they were confident would ultimately place that wicked institution upon the course of ultimate extinction and would lead to a republic where men and women of every race and background could together enjoy the blessings of liberty. Equal justice under law means a colorblind society where race simply becomes irrelevant and, until recently, we had made tremendous progress toward that vision as a nation.

Martin Luther King Jr. expressed the gold standard of racial harmony: that we should be judged by the content of our character and not the color of our skin.

It is the equal protection of the law and the vision of colorblind society stretching from the American Founders to Lincoln and King that are now under attack by the racist left.

Yes, there are racists in our society. There are racists of all colors in every society; it is the baser side of human nature. But no nation has struggled harder to transcend that nature and isolate and marginalize its racists than have Americans.

And, yes, extremely damaging and foolish policies have disproportionately impacted Black communities in recent decades. Union-dominated schools that have failed to educate children in inner cities, welfare programs that destroyed families and the withdrawal of police protection from crime-plagued neighborhoods are certainly among them. But these policies devastate ■

SB 419 and military children EDITOR: ctive duty and reserve families that live far from a base don’t have easy access to schools that grasp the challenges they face when a parent is deployed.

Knowing this, before my most recent deployment I put my boys — 14, 11 and 6 — in a private school. I wanted my wife to have one drop-off and pick-up a day. I wanted my children to attend school together knowing they’d help each other out.

The private school failed us, singling my oldest son out for minor infractions (talking back to a teacher and researching a crime allegedly committed by another parent). They gave him “half-days,” meaning he had to leave campus after lunch.

After one school official yanked him by the arm because he didn’t want to return alone to her class-

room, we asked the sheriff to talk to the principal.

The school responded by forcing my son to eat lunch with his mom. They also pushed him toward online only instruction.

That was the last straw. My wife pulled all three boys out of that school and put them back into their public schools. They are getting a better education and we are saving money, but the considerable stress this caused my family was a challenge to observe from overseas.

Needless to say, a school on or near a military installation wouldn’t do what this private school did. Military and public schools — and I would guess most private schools — would engage in non-degrading disciplinary procedures designed to help the child.

In 2020 SB 419 went into effect. The legislative intent of this law is to “provide teachers and school administrators with the means to foster safe and supportive learning environments for all children in California.”

Yet SB 419 does not apply to private schools. It should. It’s a good law.

If this law cannot be extended to private schools, then the market of citizens pursuing a private education should insist that their school adopt it as policy. It’s the right thing to do for all children to include those experiencing the emotional toll of a deployed parent.

A renowned ballerina in her own right, Stephens has a lengthy résumé. Her early training began with Suzanne Stalley-Katsarsky, former soloist of the San Francisco Ballet. When she was 15 her family moved from California to Utah, where she joined the University of Utah Department of Ballet. There she performed with the Utah Ballet, where she said she would train for nine hours each day. Upon turning 18, she accepted a contract with Ballet Arizona and her experience continued to grow as Stephens attended many distinguished ballet and dance schools — Boston Ballet School, San Francisco Ballet School and contemporary dance with The Juilliard School among a vast array of others.

Her performances include the classics: “Romeo and Juliet,” “The Nutcracker,” “Swan Lake” and numerous others. After 10 years, Stephens retired from performing and started providing one-on-one coaching.

Like many other retired dancers, she aspired to open her own dance studio, sharing that she loved seeing her students find success. “I found joy in watching them thrive and wanted to help more kids.”

In January 2020 Stephens made it happen and opened California Ballet Conservatory. What sets Stephens’ studio apart from other local studios is the multitude of magnificent dance connections she has acquired along her career. They include dance companies, universities and ballet programs, all of from which her students are able to benefit. Many have

received merit scholarships and acceptances into elite ballet schools and university dance programs.

“The caliber of our training is on par with the top ballet schools in the nation. Our students have not only been accepted to the top, elite summer intensive ballet programs (San Francisco Ballet School, American Ballet Theater, School of American Ballet, Boston Ballet, Pacific Northwest, Bolshoi Ballet Academy, Ellison and many more) and top university programs such as University of Utah Ballet Department, UC Irvine, University of Arizona, they have also, since our opening, been awarded over $22,000 in scholarship monies to attend these elite programs,” Stephens shared. “Their high placements in national competitions such as the Youth American Grand Prix has also resulted in additional scholarship offers for these students. (And, that is just with our small level of advanced students.) It makes us very proud that our program is being recognized as a top training facility.”

While Stephens and her other instructors come with extensive dance backgrounds, her studio is open for all levels of experience. She offers Primary, Creative Movement, Pre-Ballet and Conservatory. Class sizes are small.

Beginning in June she will offer summer dance intensives. Creative Movement for kids 3 to 5; Junior Ballet for 7 to 11 year olds with at least two years of ballet under their belt; and for those looking to take their ballet up a notch, there is Advanced Ballet Technique. Coming this fall, a Contemporary Dance Troop will be starting.

Stephens is also excited to add upcoming performance projects that will be held in addition to the year-round dance training. Students will be able to perform in “The Nutcracker” this winter; a spring showcase and full-length story ballets are also on the calendar. Brown would not adhere to the mandates of the 1979 Gann Limit reform; he tricked his way past the law and shafted taxpayers along the way. Apparently, Gov. Newsom was watching and learning, waiting for his own opportunity to betray the intent of California’s voters.

Mission accomplished.

Newsom’s plan is ugly political alchemy, where he mutates a rebate program into a new tax on the homeowners, small business owners, teachers, police and other middle-class people who will pay the taxes they will never get back. He should refund all taxpayers according to their tax payments and quit manipulating the Gann Limit for his political needs.

The racist left is content to ignore all of these current ills. It instead attempts to set neighbor against neighbor and American against American on the basis of their race. They say this is healing. It is precisely the opposite. They know it. Indeed, they count on it.

Americans of goodwill of every race and creed have had enough of this. They are tired of seeing our children taught to hate themselves and to hate each other.

They are tired of seeing our country demonized as racist by those whose first and solitary focus is on race.

They are tired of the lie that our nation is systemically racist when it has done more to produce a civil and tolerant multi-racial society than any people in the history of civilization.

It is long past time that every American of every heritage denounces this evil for what it is and to extirpate from our civil discourse those race-baiters of every persuasion who have polluted our national dialogue and corrupted our national heritage.

also shot the small-bore 22-caliber rifle at 50 meters, with no scope magnification, and placed 28 out of 69 competitors.

The crack shot competes as a member of the Lincoln Rifle Club Junior Advanced Team with kids from Folsom, Lincoln and Forest Hill. The club has garnered national attention, often placing alongside top college teams in the country, and regularly fields competitors for the Junior Olympics. He trains there three times a week, heading to soccer practice afterward as well as juggling multiple AP classes and contributing on the yearbook staff.

Hoversten, who only began shooting at the end of his sophomore year, was looking for another sport, as if playing varsity soccer wasn’t enough. Dad Chris suggested the Lincoln Rifle Club, where he started shooting as a kid in 1975. Within six weeks, Hoversten was promoted to the advanced team and has since continued to shine.

“Of my four kids, looking back, he’s the only one with the personality to do the sport,” Chris said, himself a 2001 state champion and 1986 junior state champion shooter.

Although he admits that practices and matches can get long, Aaron said shooting comes somewhat naturally to him.

“I do love it,” he reflected. “As kind of a wallflower kid, being able to focus for a long time is just something that I like to do. Being the youngest in the family I was always the quieter kid, letting my older siblings battle it out.”

Aaron is excited to have earned his place this year, just eking in. At the air rifle qualifiers this April, he knew he was doing well but hadn’t kept track of his score. “I took my last shot and I hit a 10,” he recounted of the bullseye hit.

“I only realized afterward that I had to hit a 10 to go to the Junior Olympics. I had no idea.”

He had scored the minimum 580 to qualify.

came in at 574. However, placing first in the 2021 state championship secured him a slot despite his score. He placed second in air rifle.

“Where most sports you rely on adrenaline and getting your heart rate up to do better, shooting is one of those sports where you’re trying to suppress that constantly to keep yourself still and calm,” Aaron explained. A knee injury has also presented challenges to maintaining concentration during extended periods of standing.

Aaron is quick to credit his dad for inspiring him to begin the sport. But it is Lincoln Rifle Club head coach Steve Katsuyama who has impacted Aaron’s success the most. “He really pushed me to get better,” he said. “Being positive is a big aspect and he definitely made me think in the right way and gave me the correct perspective on how to shoot.”

“He’s a dedicated athlete, really a great all-around athlete, which is beneficial to him because he knows how to work hard,” said Katsuyama. “He’s seeing the fruits of his hard work.”

As Aaron winds up his senior year, he cautiously eyes Olympic dreams.

“I don’t know if I’m good enough just yet,” he shrugged. “Maybe in the future if I get better, who knows.”

In the fall he will travel to Europe in a program through which he hopes to transfer to USC and possibly major in chemical engineering. He plans to continue training at the Los Angeles Rifle and Revolver, a facility where his dad trained in the past.

Meanwhile, Aaron said he tries his best to spend weekends partaking in a highly coveted activity. “I do like to sleep,” he said, admitting that sometimes his parents have to wake him up for dinner.

And when he’s not catching z’s, you might find him exploring Salmon Falls with friends, playing Destiny 2 or even noshing on pasta. “Chicken Alfredo is pretty good at Olive Garden,” he said with a grin.

itten season is here. You can help save someone’s new best friend by fostering orphaned kittens in our county. El Dorado County Animal Eileen Jassowski Services is currently in El Dorado County Animal desperate need of foster homes for kittens, Services Volunteer especially the most-vulnerable, newborn bottle babies.

You can provide the vital link between vulnerability and viability simply by offering time, love and care that bridges the gap for these kittens. Read on to see how easy it is to bring a kitten into your home and heart, even for a short time.

The Animal Foster Care program is made up of community volunteers who open their home to a litter of kittens so that the kittens have a safe and nurturing place to grow until they’re old enough (at least 8 weeks) and weigh enough (at least 2 pounds) to be returned to the shelter for adoption.

The amount of time needed for fostering depends on the kitten’s age and development. Our foster coordinator works with fosters to find the best match depending on their situation and ability to help. Sometimes we get nursing kitty moms with sweet litters of babies who need a safe area to raise them. Mom does the work and you enjoy the soft cuddles, purrs and meows. Other times we may receive a pair of kittens needing you to make a difference for them.

Our animal shelter in Diamond Springs provides all supplies for fostering. This includes food, litter, blankets, bowls, medical supplies and support to help you succeed as a foster.

Right now we are sending out a special SOS to the community to help raise our bottle babies.

These kittens are less than 3 weeks old and have no mother because they’ve been abandoned or their mother is not able to feed them. These babies need feeding every three hours for two weeks or so.

Fortunately, the kittens grow quickly, gain weight and start eating formula and wet food on their own in a short time.

We are lucky to have experienced fosters always willing to lend an ear and offer suggestions and encouragement to our new fosters. We’ve all been there and we celebrate those joining us on this special quest. Our experienced staff and fosters show you the steps to save these precious babies. The feeling of accomplishment that you’ve helped rescue, nurture and save one of these sweet kittens is so empowering.

Hands4Hope – Youth Making A Difference seeks youth interested in being a part of one (or more) project committees focused on improving the lives of those struggling in the community. Hands4Hope has year-long committees and seasonal committees — each targeting a specific area of need.

Year-long committees meet evenings once or twice per month throughout the year to research, plan and carry out various projects within the committee’s designated area of need (homeless, children, etc.).

Seasonal committees operate on a much more condensed timeline and have different goals, focusing on a specific event, such as the School Supply Drive.

Currently all after-school committee meetings are held via Zoom, with some in-person sorting and planning. COVID-19 safety guidelines are always followed for in-person events. As restrictions ease, committee meetings will be held in-person with the option to join by Zoom.

Year-long ASPIRE Outfitters Committee — ASPIRE Outfitters is based out of the Hands4Hope Placerville Youth Center and provides much needed clothes to vulnerable youth. Committee participants will have the opportunity to identify and create processes for ASPIRE Outfitters, including donation intake, organization and storage of donated items, requests from partner agencies and the packaging and distribution of clothing. 45 acres burns near Latrobe Andrew Vonderschmitt Staff writer Mechanical equipment being operated in the Latrobe area ignited a fire that burned 45 acres when that equipment hit rocks surrounded by dry grass Wednesday, according to Cal Fire officials.

The blaze was sparked just before 3 p.m. with firefighters working through Friday for full containment. The fire broke out in the Settlers Trail area and did not threaten structures or require evacuations. Flames moved quickly

through dry vegetation on uninhabited grassland. Firefighters were assisted by an air tanker in the fire fight. Some fencing was reportedly destroyed but there were no injuries.

Fire crews on scene Friday continued to patrol the fire, keeping an eye out for any hot spots that might flare up with gusty winds in the forecast. Cal Fire officials urge anyone who might need to operate mechanical equipment in dry vegetation to do so before 10 a.m. when the air is cooler and has a higher moisture content. High winds are also not favorable conditions for such activity.

Opioid Coalition hosts free series News release The El Dorado County Opioid Coalition hosts a free virtual educational series, Community Awareness Substance-use Education.

The event is the first Wednesday of every month, June 2 through Dec. 1, 2021, from 12:30-1 p.m. The series focuses on making the CASE toward breaking through the barriers of stigma and the complexities of substance use.

“In our rural community we have misunderstandings around substance use and the continuum of care for substance use treatment,” said Sierra Harm Reduction Coalition Executive Director David Jay. “For CASE, we invite the entire community to join us for informational, emotional and relational conversations about issues around substance

Snake, rattle and roll: Rattlesnake season is here News release Warm weather and hot, dry conditions have arrived in many areas of California. Human encounters with snakes are more likely as these elusive animals become more active this time of year. Most native snakes are harmless. The California Department of Fish and Wildlife recommends avoiding the rattlesnake, a venomous species, and knowing what to do in the rare event of a bite.

Rattlesnakes may be found in diverse habitats, from coastal to desert, and are widespread in California. They can be attracted to areas around homes with heavy brush or vegetation, under wood piles where rodents may hide, as well as well-manicured landscapes to bask in the sun.

“Snakes are often misunderstood. They provide significant ecosystem benefits, such as rodent control, and are an important part of California’s unique biodiversity,” said CDFW’s Conflict

Programs Coordinator Vicky Monroe. “Snakes prefer to avoid people or pets and are not naturally aggressive. We encourage people to be rattlesnake safe, take time to learn about their local wildlife and take appropriate safety

precautions when enjoying the outdoors.”

Most bites occur when a rattlesnake is handled or accidentally brushed against by someone walking or climbing.

Most bites occur between the months of

April and October when snakes and humans are most active outdoors.

On occasion, rattlesnake bites have caused severe injury — even death.

The California Poison Control System notes that the chances of being bit-

ten are small compared to the risk of other environmental injuries. The potential of encountering a rattlesnake should not deter anyone from venturing outdoors.

CDFW provides tips on its website to “Be Rattlesnake Safe,” how to safely coexist with native snakes and what to do (or not do) in the event of a snake bite. Other resources can be found on the California Herps Living with Rattlesnakes webpage.

In 2019 CDFW confirmed the state’s first case of Snake Fungal Disease, a newly emerging disease in snakes. SFD can cause significant mortalities in species of conservation concern. There is no evidence that SFD is transmittable from snakes to humans.

You may assist CDFW’s efforts by reporting sightings of snakes with skin sores or unusual behavior.

CHP: Motorcycle safety takes everyone’s attention News release The warming weather and increasing number of vehicles traveling on California’s roadways offer a timely reminder of the importance of motorcycle safety awareness for motorcyclists and motorists alike. By recognizing May as Motorcycle Safety Awareness Month, the California Highway Patrol emphasizes safe riding and driving practices for everyone.

“Motorcyclists who are responsible, informed and properly equipped can help reduce rider deaths and injuries,” CHP Commissioner Amanda Ray said.

“Motorists are also key to reducing crashes by being aware of the dangers and challenges of motorcycle riding. Taking the time to look twice for motorcyclists can save a life.”

“Motorcycle riders are more vulnerable out in the elements, which is why it is important for drivers to always be mindful of riders,” said California Office of Traffic Safety Director Barbara Rooney.

With more than 1.4 million licensed riders, motorcycles are a popular mode of

transportation for Californians, another reason motorcycle safety awareness is paramount. Preliminary data from the CHP’s Statewide Integrated Traffic Records System show more than 500 people were killed in motorcycle-involved crashes in California in 2020 and more than 11,500 people were injured.

As part of its continual motorcycle safety program, the CHP strongly encourages all riders, new and experienced, to enroll in the California Motorcyclist Safety Program. The CMSP has 98 training sites throughout the state and trains approximately 55,000 motorcyclists each year. Tax revenues, funding to aid homeless increase Hidahl talked briefly about CARES Act funding the county received, which totaled $19.5 million.

“The board made a decision to put $5 million into small businesses and we ran the program through the El Dorado Community Foundation,” he said. “We also dedicated $5 million to schools.” He mentioned that the funding helped cover personal protection equipment and rapid testing in the return-to-classroom effort.

He then talked about the American Rescue Plan that will pay $37 million to El Dorado County in two payments. The first payment of $18.5 million will come in by the end of this month with the remaining $18.5 within the next 12 months.

“I know there are several asks that have already come in — all good causes — but the difficulty will be for the county staff and ultimately the board to look at all those things and try to determine the right mix of expenditures,” Hidahl said.

Hidahl also discussed homelessness in the county and opportunities that came about during the pandemic.

“We were able to get involved with Project Roomkey,” he said.

State funds helped to house

Andrew Vonderschmitt Staff writer At the recent El Dorado County Chamber of Commerce luncheon District 1 Supervisor and Board Chair John Hidahl delivered the State of the County address, sharing that the county has a much brighter outlook for the future than expected.

“I want to start by telling you how much joy it brings me to see this group of people here with big smiling faces and a little bit of laughter and some conversation,” said Hidahl, kicking off his speech at Cold Springs Country Club in Placerville during one of the first in-person chamber events in more than a year as gatherings were discouraged amid the COVID-19 pandemic.

“From my perspective we have a very stable budget,” Hidahl noted, explaining that the county had been able to put away reserve funds for capital improvements and other activities over the past year, including contributions to the Public Employee Retirement System and other unfunded liabilities.

The county expected projected losses in terms of a normal revenue cycle with reductions in property tax, transient occupancy tax, sales tax and other areas.

Sales tax increased substantially mainly due to online sales during the pandemic that

brought those sales tax dollars back to the address of purchase.

Another surprise came in increased transient occupancy taxes, otherwise known as the hotel tax, due in large part to taxes generated by Airbnb

stays.

“We were able to collect more funds from Airbnb than we had in the past because of the diligence of our treasurer/ tax collector following up and pushing that issue,” he said.

The El Dorado County Board of Supervisors kicked the proverbial can(nabis) down the road after nearly three hours of discussion and public comment during the May 18 board meeting.

At issue was the countywide regulation of hemp cultivation. A moratorium created by an urgency ordinance in December 2020 and subsequently extended until next December by an interim urgency ordinance is currently in effect.

The moratorium prevents the issuance of new and/ or continuing registrations for hemp growers. Of the approximately 10 licensed operations, most licenses are scheduled to expire in July.

Agriculture Department Director Charlene Carveth opened the discussion. Reporting on the efforts of the ad hoc committee, Carveth noted that hemp cultivation is a “complex issue with a lot of things involved.

It needs more research.”

She pointed out a number of negative factors that

Carveth especially noted that the cannabis sativa Linnaeus plant is difficult to distinguish from its cousin, cannabis sativa linn, commonly known as marijuana. In effect they are the same plant that has been employed into two very different functions and purposes.

Hemp is used in a wide range of products from rope to paper to animal bedding, dog medicine and cosmetics. Marijuana, of course, is used recreationally and medicinally and has a much higher level of the intoxicating compound tetrahydrocannabinol (THC) than hemp. Hemp generally has less than 1% while marijuana produces 5% to 20% THC.

District 4 Supervisor Lori Parlin participated along with District 1’s John Hidahl in the ad hoc committee.

Parlin further explained that several of the growers who participated in the committee candidly admitted that hemp growing was the “plan B.” Growing marijuana is their real goal.

Saratoga Estates park and trail proposed Sel Richard Staff writer The El Dorado Hills Community Services District recently approved concepts for a small park and trail system for Saratoga Estates, the gated, 317unit, single-family residential development along the north side of Highway 50 just east of the Sacramento/El Dorado county line.

The future Saratoga Park is part of a parkland designation/dedication agreement, between developer Elliott Homes and the district, which included a public “turn-key” park, trailhead, trail and open space.

Three parcels in the approved tentative map are specified as potential park sites, two of the sites outside the gated community and one inside.

The proposed 2-acre park will be located north of Saratoga Way and abuts Wilson Boulevard to the east.

Although the site originally contained several grade changes and development obstacles, project site grading mitigated the previous wetland and the land now considered developable. The proposed design will offer inclusive elements and poured-in-place surfacing.

A 1.14-acre private park located behind the development’s gated entrance will be maintained by the Saratoga Estates Homeowners Association. An additional 1.71 acres located between Highway 50 and Saratoga Way cannot be used for active play and was determined to be best suited for passive, landscaped open space instead.

The Saratoga Estates park will include a trail, picnic area and playground. Trail construction will begin this summer. end of the Promontory trail will be the approximately 0.74-acre trailhead providing parking and access to the 0.7acre trail area located at the north end of the project. This trail will connect to Platt Circle in the Crescent Ridge development and to the Promontory trail via an interior pathway through

Saratoga Estates.

Pending final construction drawings and award of a construction contract via public bidding, it is expected that the construction of the trailhead, trail and open space will be completed by late summer 2021, with the public park completed sometime early 2022.

This is the first park and trail system that is part of the CSD’s district wide community facilities district as it moves away from funding parks through landscape and lighting assessment districts.

Both a dog park and art projects were considered, but deemed suboptimal for the site.

Hidahl said state-funded acquisitions of properties will keep similar programs going with El Dorado Opportunity Knocks Continuum of Care working collaboratively with the county and several nonprofit and private organizations to battle homelessness.

Senate Bill 1 transportation funding was expected to yield more revenue for the county.

“It turns out we are receiving about half of the expected funds of SB 1 funding,” he said.

Wendy Thomas, District 3 supervisor, reminded the board and public, “As an agricultural county, are we at the forefront of an emerging industry?

“The General Plan provides for the right to farm and perhaps our best move forward is to direct staff to allow permittees to continue operations while we study and work on an ordinance.”

Thomas suggested November as a potential deadline for an additional, comprehensive report.

Sheriff John D’Agostini weighed in from his office, saying, “We basically had a pilot program (the existing hemp season) and it was a dismal failure.”

Three out of four grow operations that the Sheriff’s Office investigated were non-compliant, he said; that is they were growing marijuana (maybe intentionally) along with the hemp. He further referred to violations nationwide and locally surrounding hemp and cannabis cultivation, describing “gunfights and other big problems,” including the appearance of “Mexican drug trafficking organizations.”

D’Agostini also advised the board “continue to focus on getting a commercial cannabis ordinance under control. I don’t believe the value (of hemp growing) outweighs the costs.”

Public comment ranged from full support for a hemp ordinance as soon as possible to wait for more research to ahead with a “permanent ban” as proposed in the interim ordinance/moratorium.

Eventually supervisors voted 4-1 to “direct staff, Sheriff’s Office, Agriculture Department and Economic Development manager to fully explore the issue with the Agriculture Commission and return with an update and recommendation in November 2021.”

Lori Parlin represented the opposition vote.

He touched on the El Dorado County Sheriff’s Office headquarters that opened on Industrial Drive in greater Placerville. In 2018 the county took out a 40-year loan to build the facility, which opened in 2019.

“We are making our first real payment this year,” he said. The county will make a $2.5 million payment annually for a 40-year period to pay off the facility.

“That is an additional obligation that we didn’t have before,” said Hidahl, reiterating the necessity of the expenditure.

With the 2020 census the county is now required to redistrict. The county will retain five supervisorial districts but they will not remain the same geographically or even be similar to current districts. New geographical boundaries will be created based on mandates from the state of California.

“What the state wants us to do is start with a clean sheet of paper — no minor adjustments to what exists today — and take all the public input on why communities of similar identity should be grouped together to form a new district and build your proposals based on that public input,” Hidahl said.

Hidahl recalled that he had been involved with 2010 redistricting, which was essentially a minor tweak to the existing district boundaries. This year, however, the state has established criteria of how the work is to be done and will be monitoring the process of each county’s efforts.

“The real challenge here is the timing to get the data and make decisions,” he said, explaining that the data will not be readily available until around September.

“We have an election coming up in 2022 so the date we currently have to get the redistricting completed is Dec. 15 of this year to go into next year’s election cycle,” he said.

Hidahl mentioned there is talk at the state legislative level of possibly extending redistricting until 2022 due to the pandemic causing slow data delivery vital for the process. He assured that although redistricting will be a challenge the county will do the best it can to complete the work. The county Surveyor’s Office will take the lead in the effort with the help of a team made up of elected and appointed department heads.

“We really can’t start holding public meetings until July,” he said.

Hidahl added that only two public meetings can be held before data comes in and two more public meetings after receiving census data.
