Local restaurants, shops, offices adapt to COVID-19 restrictions Jana Rossi Staff writer While everyone shelters in place amid COVID19, El Dorado Hills businesses have made some major changes to continue to serve the community. Restaurants and shops have come up with new strategies to keep their doors open even as owners wonder if their new business models can survive under restrictive COVID-19 guidelines. Several local businesses have been able to continue during the shelter-in-place order with minimal modifications. At the El Dorado Hills Pak Mail location owner Monica Krakow is still helping people pick up mail, purchase stamps and ship packages. Social distancing rules are in place and the staff wears face

masks and gloves. “We are averaging around 50 customers a day,” Krakow told Village Life, adding that hours have been modified but Pak Mail is still open for business Monday through Saturday. It’s a different story next door at Rockin’ Frog Yogurt and More, which is closed. Owner John Marsh said they are looking into an alternative business model, which could mean changing from the current self-serve yogurt shop to a more controlled environment. In the meantime he said wants his customers not to worry, Rockin’ Frog will reopen its doors to serve the community as soon as it’s safe to do so. Big Apple Bagels and Friends With Benedicts n

Planning a video conference? Beware of Zoombombing Dawn Hodson Staff writer U.S.-based video conferencing software company Zoom has become a popular way for people to hold meetings remotely, share information and be part of live discussions around the world via cell phone or computer. The software is used even more widely now as a result of the coronavirus pandemic as schools and businesses close, employees are forced to work from home and public entities turn to teleconferencing meetings. But with this timely new technology comes new problems — namely some of these teleconferences are being hacked by outsiders or what has come to be called Zoombombing.

Already reported to have occurred in a variety of settings, typically the Zoombomber posts pornography, offensive comments or otherwise disrupts the meeting. An instance of Zoombombing occurred in El Dorado County March 30 when Jeanie Rice, a grandparent with three grandkids in the Rescue Union School District, told Village Life she learned one of her grandkids was receiving instruction at home via Zoom and suddenly pornography showed up on the screen. The granddaughter, who is 12, “knew something was wrong and turned her head,” Rice said. Rice said her daughter later called other parents about the incident and the principal at the school, but she said, “The school didn’t tell people to stop using Zoom.”

El Dorado County Superintendent of Schools Ed Manansala said the district has used Zoom for a couple of years now to share information. More recently local school staff and teachers are using it to provide classroom instruction to students as a result of the schools being closed due to the coronavirus pandemic. Aware of Zoombombing occurring in other counties, Manansala said he and Dave Seabury, his director of information technology, tried to get in front of the problem early by sharing tips on how to correct security issues. Seabury said information went out to staff March 26. Seabury said Zoom is also aware of the problem and made three significant changes in the last three weeks. n

s Pastor Matt Kuwalski and a group of volunteers from Rolling Hills Church recently drove up to White Rock Village apartments in El Dorado Hills to deliver 60 bags of groceries to seniors, it started raining. “We were considering unloading the bags in the leasing office and leaving them there for another time,� said Eddie Zacapa, a Mercy Housing resident services coordinator at the property. “I suggested we wait 15 minutes and I went inside the leasing office and started praying for the rain to stop while the group prayed and waited in their vehicles.� Fifteen minutes later the rain had ceased and the group of volunteers was delivering groceries to seniors, families in need and those most vulnerable to getting COVID-19. “During this time many seniors may not want to go to the store or may not have someone who can go for them,� Zacapa said. “This is a blessing that Rolling Hills Church can provide this service.� Rolling Hills Church plans to deliver food to seniors and individuals in need every Thursday at White Rock Village during this time that seniors are encouraged to stay home and shelter in place. Pastor Kuwalski said what motivated them was the opportunity to meet the need in the community. “We just saw a need and during this time when there is so much uncertainty, anxiety and fear, we wanted to bring some hope, light and smiles to people’s faces,� he explained. El Dorado Disposal is offering an added service for the month of April. Each household may add one extra bag of trash on their regular pick-up day. The trash must be securely bagged and placed next to the household trash can on the usual service day. El Dorado Disposal requires that they be advised of this extra trash in advance by calling (530) 626-4141. Some other services of have been suspended. Household hazardous waste and buyback centers are closed, along with the main office being closed to the public.

The customer service office is maintaining regular call center hours. Customers should pay or address issues by phone, mail, online or utilize the secure drop-box outside the office. Customers may contact the customer service office Monday through Friday, 8 a.m. to 5 p.m., at (530) 626-4141 or by email at customerservice4030@wcnx.org. All trash pick-up routes are running normally, and the Material Recovery Facility is open for regular service hours. Customers should continue to put their trash, recycling and green waste out for pick-up on the normal service days. All customers must practice social distancing when interacting with EDD staff.

Trash service bonus offered to shelter-in-place customers

Big Apple Bagels owner Scott Walters said he follows social distancing guidelines and only allows up to two customers in the shop at a time. Orders are taken at the counter, online or by phone. Tina Ferguson, owner of Face in a Book calls her store “the little bookstore that could.” While the popular El Dorado Hills Town Center business is closed to the public, Ferguson is still fulfilling her customers’ need to read. “We are able to meet the need where others cannot,” said Ferguson, who is personally delivering books to El Dorado Hills residents. Customers order books online and either pick-up curbside or have them delivered to their home. Ferguson also has partnered with

nearby Milestone Restaurant, setting up two bins filled with books offered free of charge for customers picking up to-go orders at the restaurant. Nibblers, which opened its doors in Town Center last September, is still busy filling orders and customers’ goodie bags. The way customers choose their candy assortments changed as only employees are able to grab candy from jars, but customers are still able to walk around the store and pick prepackaged candies on their own. Nibblers also offers the option of ordering online and picking up curbside. Owner Melanie Sweeney said she is very happy for the support of the community, noting, “Everyone needs snacks and sweets.”

As of April 7 the EDHCSD has closed all playgrounds, the Community Park Dog Park, basketball, tennis and bocce ball courts as well as the batting cage. “We need your help in following new health and safety recommendations,” Loewen shared with El Dorado Hills residents. “We are in this together and I sincerely apologize for the disruption more closures bring to you and your family.” Loewen said he hopes to keep parks open but expressed concern for those areas as well. “We know that access to nature through parks and green spaces offer important physical and mental health benefits. Following public health guidance and practicing physical distancing is important because we want these spaces to continue to be accessible,” he said in his letter calling for residents to work together to help keep El Dorado Hills parks open. Loewen makes clear that public access does not include the Bass Lake area, which is private property and has recently suffered some vandalism. “Signs have been taken down, fences have been damaged and the sheriff was called over the weekend,” he said, requesting residents respect the signs prohibiting trespassing. The latest closures are in addition to facilities that have been closed since mid-March, including all public restrooms, the teen center, CSD gym, Norm Rowett Pavilion, Oak Knoll Clubhouse, Gilmore Senior Center, skate park, community pool and EDHCSD Clubhouse operated by the Boy and Girls Club. All youth and adult sports leagues and new facility rentals are postponed until further notice. The CSD Registration Office,

the Parks Department and the Administration Office remain operational but are closed to the public. The Recreation Department has canceled or postponed all CSD events and programming and is closed until further notice. Design Review Committee submittals can be placed in the drop-off box in front of the Norm Rowett Pavilion. With recreation activities and facilities coming to a halt, Loewen said the CSD workforce has been greatly impacted. All part-time and temporary staffing, except information technology personnel, were removed from the schedule and provided two weeks pay in lieu of receiving advance notice. Full-time Recreation Department staff were offered assignment within the Parks and Facilities Division and several administrative staff are working from home. “The workforce anxiety level is high, just as it is for everyone everywhere right now,” Loewen states in a report submitted to the EDHCSD Board of Directors. “Although the labor union has asked for paid administrative time off indefinitely, the district has a responsibility to provide said essential services and to continue stewarding the public’s funds for the purposes they are designated for,” writes Loewen, assuring that fulltime staff continuing with essential services have been afforded several generous leave options. “These are costs that the district will likely not be reimbursed for,” he pointed out. “The impacts we face financially are not the priority for us at this time; our priority is the health and safety of our community and our staff.” The EDHCSD continues to collaborate with county officials and healthcare experts multiple times a week and has developed its own COVID-19 information page. Casino cuts its workforce Dylan Svoboda Staff writer Amid the ongoing coronavirus outbreak Red Hawk Casino is laying off some employees and extending its closure indefinitely. The Placerville casino will begin laying off some workers April 17 and furloughing others starting May 4. Furloughed team members will continue receiving benefits with all premiums covered by Red Hawk. The cuts aren’t limited to part-time and hourly employees. Salaried casino workers are receiving a pay reduction, according to a press release from Red Hawk officials. “While there are many uncertain days ahead, Red Hawk Casino, its management team and the Shingle Springs Band of Miwok Indians are doing their utmost to keep the casino team intact for as long as possible,” the press release states. Red Hawk announced its initial closure March 18. Just over a week later the casino said it was shutting its doors through April 17. At the time all

casino employees were said to receive their base pay and benefits throughout the shutdown. Now, furloughs and layoffs come with an indefinite closure of the casino. The move comes after

other Sacramento area casinos, such as Cache Creek Casino Resort, Thunder Valley Casino Resort and Jackson Rancheria Casino Resort, suspended their operations indefinitely.

Realtors hopeful for post-pandemic market rebound Troy Green National Association of Realtors WASHINGTON, D.C. — With an expected slowdown in spring real estate business activity, many Realtors remain hopeful for a post-pandemic market rebound, according to a new survey from the National Association of Realtors. The majority of Realtors believe buyers and sellers will return to the market as delayed transactions following the end of the health crisis. Nearly six out of 10 members — 59% — said buyers are delaying home purchases for a couple of months, while a similar share of members — 57% — said sellers are delaying home sales for a couple of months. “Home sales will decline this spring season because of unique economic and social consequences resulting from the coronavirus

outbreak, but much of the activity looks to reappear later in the year,” said NAR Chief Economist Lawrence Yun. “Home prices will remain stable because of a pandemic-induced

reduction in inventory coupled with less immediate concerns over foreclosures.” NAR’s latest Economic Pulse Flash

Survey — conducted April 5-6 — asked members questions about how the coronavirus outbreak has impacted the residential

and commercial real estate markets. Several highlights of the member survey include: Due to the outbreak, 90% of members said buyer interest declined and 80% of members cited a decline in the number of homes on the market. Home prices look to hold steady after rising robustly before the pandemic. Almost three in four members — 72% — said sellers have not reduced prices to attract buyers. Conversely, more than six in 10 members — 63% — said buyers are expecting a decline in home prices as buyers sense less competition in the current environment. Technology plays a vital role as the real estate industry adapts to the new reality of managing deals virtually with social distancing directives in place. Members said the most common

technology tools used to interact with clients are e-signatures, social media, messaging apps and virtual tours. Residential tenants are facing rent payment issues, but many delayed payment requests are being accommodated. Nearly half of property managers — 46% — reported being able to accommodate tenants who cannot pay rent and more than a quarter of individual landlords — 27% — said the same. The recently enacted Coronavirus Aid, Relief, and Economic Security Act includes provisions on eviction prevention and small business loans and grants that are critical to keeping the rental market steady.
