Youth club ‘FLYing’ in the face of adversity Jana Rossi Staff writer Of the many youth clubs and afterschool programs that shut down in the face of COVID-19, one program that continued and even thrived — Financial Literacy For You, a nonprofit Oak Ridge High School program that teaches youth the importance of and the know-how to make sound financial decisions. Taught by students to students in a hands-on, fun environment, kids ages 8 to 16 are shown ways on how to be financially smart — from creating a budget to saving money to learning ways to keep out of debt. A program that got its start in 2018 by former Oak Ridge student Sohil Varshney was not only able to stay afloat during COVID-19, but actually grew with operations extending into Southern California. Now a freshman at the NYU Stern School of Business, Sohil passed the reigns to his younger brother Shawn, a freshman at Oak Ridge High School. Sohil remains in the mix as CEO, helping to make important decisions, such as working on the club’s next goal: to expand the program internationally. Shawn Varshney brings the same enthusiasm and passion to FLY as his older brother, whom he said he looks up to. In part, he said his excitement stems from the growth the program has seen plus the opportunity for the addi-

Prior to September 2020, FLY programs were held in person at various locations throughout Sacramento and El Dorado counties. When the pandemic hit, converting to an online format was necessary. The FLY team met that challenge and continued on without much interruption. FLY instructors go through a 10-step training program, which helps with
consistency as they continue to branch out beyond the El Dorado County and Sacramento County borders. Curriculum is taken from Junior Achievement and VISA Practical Money. Currently, the program has approximately 180 participants derived from youth programs such as the Boys and Girls Clubs of Greater Sacramento, Big Brothers Big Sisters of El Dorado County and students from local elementary and middle schools. FLY has been a beacon of light for many, giving students the opportunity to have regular contact with peers and instructors when sports and other clubs have been unable to forge on. “They really enjoy the attention from us,” explained Shawn. “Even the quiet kids will participate.” With amusing games like BINGO and hands-on activities to keep them engaged, these youth participants will benefit from learning skills designed to last them a lifetime. April is National Financial Literacy month. Shawn explained its purpose, saying it “highlights the importance of creating and sustaining healthy financial practices. “April serves to bring awareness about the importance of financial literacy that many individuals lack and how it shapes living a prosperous future,” he continued. “We make an extra-special effort to do a literacy campaign using social media platforms to highlight both success stories and the importance of financial literacy.” For more information about FLY visit financialliteracyforyou.org.

Capital SouthEast Connector stalls for lack of funds Sel Richard Staff writer Local drivers hoping for road improvements on White Rock Road south of Highway 50 will be waiting into the foreseeable future as no funding is secured to complete the project. The thoroughfare is a segment of the 34-mile Capital SouthEast Connector, which originates at Interstate 5 in Elk Grove and terminates at the Highway 50/Silva Valley interchange in El Dorado Hills. Derek Minnema, executive director of the Capital SE Connector Joint Powers Authority was on hand at a recent Area Planning Advisory Committee meeting to give updates on the project. “Funding constraints being what they are, we have been doing this work in
smaller chunks,” Minnema said, noting that two contracts are under way in Elk Grove and construction has begun in Folsom between Prairie City Road and East Bidwell Street. “But right now there’s actually no work occurring between East Bidwell Street and the county line.” Completion of this segment, as well as El Dorado County’s segments, are pending construction funding. “The project in El Dorado County is on hold and it will be on hold until construction dollars are found,” said Minnema. The Highway 50/Silva Valley interchange, completed in 2016, was funded through developer impact fees. The Sacramento County portion of the connector is partially funded through Measure A, through which the county anticipated receiving $118
million over 30 years. That total has since been revised to $65 million due to the 2008-12 recession and the current pandemic. The JPA was established in 2006, received Measure A funds in 2009 and started work in Elk Grove one year later. As for the four miles in El Dorado County, the JPA continues to apply for grants to secure financing to complete the roadway. “We consider it to be shovel-ready, meaning the right of way is secured, it’s environmentally approved, the engineering design is complete,” said Minnema, adding that some of the funding programs available in Sacramento County are not available in El Dorado County. Although the JPA was denied a federal grant last year, two more applications will be explored in 2021 as well as any
possible infrastructure legislation. With a total cost projected at $9 million for the local segment, public affairs consultant Michelle Smira of MMS Strategies explained that El Dorado County currently only has $2.6 million available through sources such as traffic impact fees and road maintenance funds. “We’re very aggressive in going after grant funding,” Smira assured. “We’re seeing great responses in terms of projects bidding in under our engineer’s estimates so we think the timing is really right if we can get the funding in line. Unlike other states, we have to deal with EIRs and CEQA and that unfortunately takes a number of years and costs resources. We’re challenged in that regard.”

way that you would immediately assume it might be blind,” recalled Cook, noting that most fawns at this elevation are born in June and, while they are young, are left by their mothers in between feedings to avoid attracting predators. But by the end of July, fawns are old enough to follow their mothers around. “They can get hit by cars, suffer head trauma and have what fortunately sometimes turns out to be temporary blindness as a result,” he said. “That’s so common, so I thought that was probably the case.” Cook observed the fawn and could see she had vision problems but was unable to catch her with a hand-held net, requiring him to return later that day with a fawn team from SWR. The rescue proved more challenging than usual. “On that particular day, I encountered a situation I had never encountered in 20 years of doing this,” Cook told Village Life. As he arrived with his team, Cook said there were residents who believed the fawn was not in need of rescuing. “They were screaming and yelling, which made it bad both for the fawn and the team, because the fawn got all hyped up with all the noise so catching her became more difficult.” Due to the fawn’s distress, Cook suffered severe lacerations on his arm in the process.
The fawn had been able to survive in earlier weeks because she wasn’t walking around, Cook explained. “She’d just been sitting in the weeds waiting for mom to bring her meal,” he said. “Now she’s old enough that she’s out walking around. Whether it’s a coyote or a dog or a car, she has no ability to see danger coming and know to run. And how does she run without running into a tree? The fawn surely would have died within a week out there at that age, blind or close to blind.” Cook and his team eventually secured the fawn and transported her to Cook’s home rehab facility, one of many within the SWR network. She was diagnosed with scleral coloboma, a developmental problem in which the optic nerve and the retina fail to connect. “She was totally blind in one eye but in the other eye it was not as severe,” Cook said. Over the next five months Cook tested her navigational ability by putting her in successively bigger pens. “And sure enough, she kept being able to avoid running into rocks and trees.” His largest enclosure is approximately 80 feet square. Earlier this year Cook released the partially blind fawn, as well as four other rehabbed fawns. They were the final ones to be released for the season. ing adding additional antennas to an existing pole is going to cause a problem.” Because county ordinance requires collocation on existing poles to be examined, deputy county counsel Breann Moebius confirmed that this issue would be grounds for denial. The existing pole required a special permit. which allowed for the capacity of two new carriers. “There has been one carrier added,” Moebius pointed out. “Collocation is feasible on the existing pole and also would meet the coverage requirements that the
project is seeking to fulfill.” “The application is lacking the basic criteria that we need,” insisted Commissioner James Williams. Williams also asked for an exhibit reflecting the impact of light relocation. “These lights are going up by 30 feet so that would tell me the way they’re going to project is probably going to change to some degree,” he said. Deputy Director of Planning Rob Peters assured that the county lighting ordinance requires light fixtures be directed downward and shielded in a manner that would
not create light pollution on adjacent property. Although some public comment focused on concerns with radio frequency radiation exposure, the project submittal includes an RF report confirming that RF radiation impact will not reach FCC level of significance at ground or bleacher level. The conditional use permit was recommended for denial by a 5-0 vote. Verizon has the option to appeal to the El Dorado County Board of Supervisors. The item would then be heard by the board via public hearing.

And her vision is good enough.” Along with her exceptional hearing and sense of smell, she had experienced no head trauma, which would have caused her to be unreleasable and most likely euthanized. “Dave Cook is a very humble individual and he does a heck of a lot with these fawns,” said District 1 Fish and Wildlife Commissioner Dennis Byrne, who was also one of the first to alert Cook to the blind fawn. “He’s a volunteer who has made himself available to the California Highway Patrol and the sheriff’s department. Dave is available 24 hours a day, which I think is pretty impressive.” Cook rescued 92 fawns in 2019, a total that continues to grow yearly. He warns against assuming that a fawn is abandoned, but insists people call him if they aren’t sure.
