Longtime El Dorado County public defender Steve Tapson, 78, died Friday.

Tapson was a man who earned the respect of the community with his penchant to conjure a fast quip, his nearly theatrical antics in the courtroom and his overall friendly nature to everyone he met.

For his wife of 57 years Judy Tapson and his children Becky Silliman, 57, and Suzie Tapson, 55, he always seemed to be a light that could brighten anyone’s day both in the courtroom and the comfort of his own home.

“I think he kind of understood that life and people were complicated and no matter how depraved some of the people he was dealing with were, he always looked for the good in everybody and

LeeRoy J. Scheer

July 3, 1942 – Jan. 10, 2022

LeeRoy Joseph Scheer passed away Jan 10. He was born in Wichita, Kan., to his parents Theodore G. Scheer and Eleanor (Rau) Scheer. He passed away peacefully in his home from metastatic adenocarcinoma.

He is survived by his wife Barbara Scheer; daughter Christine Terbijhe; son Jason Scheer; grandchildren twins Anica and Ariana Terbijhe and twins Samantha and Sierra Scheer; brothers Gary Scheer and Gene Scheer and sisters Ellie Dye, Evelyn Limmerbrach and Donna Borg. LeeRoy was preceded in death by sister Karman Schawe and son Steven Scheer Lee served in the Army from October 1961 to October, 1963 where he was in the signal corps and his rank was SGT (T) E5.

He was a union carpenter in commercial construction until he hurt his back, then worked at Home Depot until he retired in 2008.

A celebration of life will be held at 11:30 a.m., Saturday March 5 at St. Stephens Lutheran Church in El Dorado Hills at 1001 Olson Lane. Lunch will follow service.

James Von Tellrop Jr July 6, 1951 – Jan. 11, 2022

Our brother James Von Tellrop Jr. passed away Jan. 11 at UC Davis Medical Center. He was born on July 6, 1951 in San Francisco to Jim and Joy Von Tellrop. The family moved to Benicia in 1960. After graduation from Benicia High School he entered the ROTC program at the University of New Mexico in Albuquerque.

After college he ended up in St. Louis where he began his career and his life-long love of hardwood. Besides his family, Jim loved all things in hardwood and blues music (becoming quite the harmonica player). He was active in the St. Louis Blues organization and the International Society of Woodheads out of Indiana. He was preceded in death by his beloved son Jimmy and his parents Jim and Joy. He is survived by his siblings Khrys (George), Annie, Stacey (Greg) Jett, Nancy, Sean (Pug), Paul, Siobhan, his partner Toni and numerous nieces and nephews and cousins.

Jim was passionate about supporting school woodshops in El Dorado County. He created the Society of Woodheads Only Inc., which collected a variety of donations which were given to the various woodworking programs. Jim’s contact with the hardwood mills and distributors allowed him to generate donations of hardwood materials to the various schools valued at thousands of dollars.

Additionally, SOWHO was able to supply schools with needed equipment and supplies they could not obtain through their districts. Jim was a generous and caring man. His contributions and presence will be greatly missed.

Verne Odlin

May 31, 1927 – Jan. 31, 2022

Hugh Verne Odlin Jr. was born on May 31, 1927, in Placerville, to Dillie and Hugh Odlin Sr. He died peacefully in his sleep on Jan. 31, at Marshall Hospital in Placerville. As a child, he walked to Coon Hollow School the oneroom school that his mother attended. In May 1945 Verne received a draft notice while he was a senior at El Dorado High School. He graduated and chose to serve in the United States Navy.

After the war, a Navy friend talked him into attending University of California, Berkeley on the GI Bill. He met Joyce Long on a blind date, and they were inseparable from then on. They were married in the Berkeley Congregational Church on June 18, 1950.

After Verne graduated in 1952, Joyce’s father invited him to join him in his business, Long Filmslide Service. Eventually he and Joyce took over the business. They raised four children, Debbie, Sharon, Ken and Tricia, in their home in the hills of El Cerrito, Calif. They were members of the building committee for the El Cerrito United Methodist Church, where Verne served in many ways, including as Sunday School Superintendent.

Verne learned public speaking in Toastmasters and joined the Rotary Club where he was president and was awarded their highest honor twice. He was the official photographer for the El Cerrito Rotary Club, the El Cerrito Historical Society, the El Cerrito Chamber of Commerce and their United Methodist Church Conference. An Eagle Scout, he loved to camp and fish, and became Scout Master of Troop 104 when his son, Ken, was old enough to join.

While their children attended El Cerrito High School, Verne and Joyce volunteered with the Rotary and American Field Service student exchange programs and hosted students from the Philippines, Australia and South Africa. Verne and Joyce were hosted by El Cerrito’s sister city, Chelsea, located in Australia, and then reciprocated by hosting them, gaining close friends. In the 1980s, they became active members of Arlington Community Church and faithfully served meals at the Richmond Rescue Mission.

Verne and Joyce took trips to Death Valley and New England with his SIR (Sons in Retirement) club. They held National Night Out gatherings and started a neighborhood adopt-the-park program at the park next door, Huber Park. Before they left El Cerrito, they were honored by their neighborhood and the Chamber of Commerce for their service to the community.

After retiring, Verne and Joyce built a home on his family’s land in Placerville. They joined Verne’s childhood church, El Dorado County Federated Church and the Fleet Reserve Association. Verne served as photographer and docent for the Placerville Historical Society. When he was no longer able to travel, Verne was content to stay home, enjoying the views and the wildlife. All who knew Verne described him as a kind, sweet person.

His motto was “accentuate the positive, eliminate the negative.” He always encouraged others to look at the bright side.

Verne is survived by his beloved wife of 71 years, Joyce; their four children Debbie Mallis (Bob), Sharon Gould (Mark), Ken Odlin (Melissa) and Tricia Robertson Walz (Jon); 13 grandchildren and 12 great-grandchildren. Preceding him in death were his parents, Hugh and Dillie Odlin; brothers David “Buster” Odlin and Richard Odlin and sonin-law Scott Robertson. He will be greatly missed, but his loving legacy lives on. A memorial service will be scheduled at a later date.

Cal Fire pilots in training News release Cal Fire air operations pilots are conducting fixed and rotary-wing aircraft training February through May. The public may see Cal Fire aircraft training on firefighting operations in and around El Dorado and Amador counties.

Fixed-wing S2 air tanker pilot training, OV10 Bronco air attack pilot training and rotary-wing helicopter operations training will commence when weather conditions and fire activity permit.

The Sikorsky S-70i Cal Fire Hawk has also begun night operations training and may be seen flying above and dipping into Folsom Lake periodically over the next three months in preparation for peak fire season.

Cities try to thwart the state’s push for housing

T

hose of a certain age might remember Mad magazine, a comic book that lampooned almost everything for more than six decades.

One of Mad’s more enduring and popular strips was “Spy vs. Spy,” created Dan Walters

by Cuban expatriate artist Antonio Prohías.

Wordlessly, two figures, one dressed in black and the other in white, would try constantly to outwit each other but neither could ever prevail.

Hypocrisy at its worst EDITOR: s we know, most Republicans voted against the infrastructure bill stating that it was a slippery slide to socialism. Now that the money has started being distributed and projects have begun, a handful of these same congresspeople are now extolling the benefits of the bill for their districts and states thus implying that they voted for the bill. While neither party is immune from hypocrisy, this seems to be hypocrisy with a capital H. Changing your mind about an issue is one thing but, voting one way and then implying that you voted another way is not OK. Before the Trump era, I would have assumed that most people would see this duplicity for what it is. However, the past six years have taught me that we are highly susceptible to misinformation and disinformation and there is a sizable portion of the population who will infer that because their congressperson is praising the infrastructure program, he or she voted for it. representative, Tom McClintock, is so against any federal government spending and programs that he will almost certainly never see the infrastructure bill as a benefit to the constituents of his district.

While some government leaders, despots from far away lands like Canada, have become addicted to power and are refusing to release control of draconian regime laws they instituted, the working class has revolted. Our Attorney General Garland has said the biggest threat to our society is parents at school board meetings. He warned us that they are domestic terrorists and need to be stopped before chaos ensues.

He was apparently correct in his warning to El Dorado County residents. Students at Oak Ridge High School, with the support of their parents, are refusing to obey the laws set forth by a duly elected school board and are refusing to wear their masks as mandated. They walked out of class and stood out in front of their school, maskless, potentially risking billions of lives on Earth.

I believe Garland, Biden and Newsom have no choice but to seize these protesters’ parents’ bank accounts for the betterment of the teachers or Oak Ridge. All I can say is we saw the signs. We were warned.

Censorship abounds in the Democrat Party and political circles, First Amendment be damned ... and burglary without punishment and criminals are not prosecuted. Crime is running rampant in Los Angeles, New York, Chicago, Seattle, Portland and Baltimore (where the murder and crime rates are at their highest level in 50 years even though the city is half its former size).

And what’s going to happen to Baltimore, a city completely run by Democrats with billions spent on its education system? Results of recent testing of 628 high school students at Baltimore’s Patterson High School showed illiteracy runs rampant with 77% of its students reading below elementary levels, including about 30% at or below Kindergarten level, first grade at 14% and second grade at 7%. Only 2% are reading at grade level (just 12 students out of 628).

And they all graduated if they showed up.

Then there is the big one — freedom of speech. Censorship abounds in the Democrat Party and political circles, First Amendment be damned, and that is spreading into government.

Biden’s new FCC nominee for commissioner, Gigi Sohn, wants to ban Fox News from the public airways if she gets confirmed. Biden has nominated a political censor (Democrat ideals only need apply) who is openly against free thought and speech.

And Biden believes in the liberty,

freedom and founding principles of the United States? Not. This has been demonstrated time and time again by the president, including his most recent announcement that he is going to appoint a Black woman to the Supreme Court in place of Breyer.

Talk about biased identity and gender politics. There it is at its worst. What happened to the Lincoln idea that all men (and women) are created (with) equal (opportunity)? Not if you are a Democratic Supreme Court nominee.

Even scarier is Biden’s recent statement, “There is always a renewed national debate every time ... a president nominates a justice, because the Constitution is always evolving slightly, in terms of additional rights or curtailing rights, etc.”

If Democrats believe Republicans all lie, according to our Constitution that is still a right, the right to lie. But the reality is the “lying shoe” fits a lot better on Democrats.

And finally, John Hopkins University just issued a COVID-19 report about all the government mandates lowering the death rate with vaccines, masks, lockdowns, etc.

The answer was an unequivocal no with huge losses in freedom, liberty and economic opportunities. Who is continuing the lie? Democrats or Republicans?

state adjusts laws and regulations to thwart them, but the cities just find new ways to preserve the status quo.

One of the state’s newest pro-housing approaches, embodied in legislation enacted last year and going into effect last month, allows up to four units of housing to be built on land zoned for single-family homes. City officials denounced Senate Bill 9 as it was winding through the Capitol, arguing that it usurped their traditional land use authority and would change the character of their neighborhoods.

However, now that SB 9 is law, cities are trying to figure out how to blunt, or even cancel, its impact in true “Spy vs. Spy” fashion.

Just before the law took effect, for example, Pasadena enacted an “emergency ordinance” that imposes tight, and likely unworkable, rules on what can be built.

They include an 800-square-foot limit on new units, a one-story height limitation, a requirement for one parking spot for each new unit, landscaping standards and a ban on short-term rentals.

Collectively, they could make development authorized under SB 9 economically prohibitive.

Woodside, a very wealthy enclave on the San Francisco Peninsula, takes the prize for the

most creative way to thwart SB 9 — supporting a petition to have mountain lions declared a threatened species and declaring the entire town to be mountain lion habitat and therefore unsuitable for housing.

“Given that Woodside — in its entirety — is habitat for a candidate species, no parcel within Woodside is currently eligible for an SB 9 project,” a city memo declares.

The action has earned Woodside scorn from prohousing advocates.

“This is so absurd,” said Laura Foote, executive director of YIMBY Action, a pro-housing group, told the San Francisco Chronicle. “It is an example of the extreme absurd lengths cities will come up with to evade state law.”

“You can build a McMansion and that somehow won’t hurt the mountain lion,” Foote added. “But if you build two units the lions will somehow fall over and die.”

That’s well said about the obvious hypocrisy of Woodside’s move.

EID considering four redistricting maps Michael Raffety Mountain Democrat correspondent With four alternative maps presented Feb. 14, El Dorado Irrigation District board members all indicated their preference for the first redistricting map shown by District Counsel Brian Poulsen.

Called Alternative 1A, it shifts Division 4 to the west of Cambridge Road in

Cameron Park and adds in Latrobe Road’s business park and expanding residential area. Division 4 also gains part of El Dorado Hills, mainly Serrano. Additionally, Division 4 would gain from Division 5 the portion of EID that juts into Sacramento County for part of the subdivision now under construction, according to Poulsen.

Division 5 has the bulk of El Dorado Hills north of Highway 50 and gains Salmon Falls Road that is currently in Division 3.

Division 2 retains most of its current area but loses the east half of North Shingle Road to Division 3. Division 2 also includes Shingle Springs, Rescue and part of Cameron Park.

“I prefer to anticipate

growth and minimize changes after the next census,” said Division 2 Director Pat Dwyer.

Poulsen told the board that staff had anticipated growth.

Heritage Village Park, located off Carson Crossing Drive and adjacent to the 55-and-older active adult community Heritage El Dorado Hills, was slated for a soft opening this spring after breaking ground in August 2019. The 4.65-acre park boasts an inclusive playground, tennis and pickle ball courts, bocce courts and an open grass area. The CSD’s first park west of Latrobe and south of Highway 50, it has been the epicenter

of a battle between Heritage residents and the CSD regarding 50-foot-tall sport court lighting.

Although board members floated the possibility of partially opening the park, they were advised against this action by legal counsel as having users on the concrete would be considered a de facto acceptance of goods.

“That’s a shame,” said board member Sean Hansen. “Our disabled, disadvantaged kids will not be able to play on that playground because of a bad pour. What an embarrassment for the builder that subbed it out. We should make that a priority to get it resolved.”

California State Parks and the Locke Foundation in partnerships with El Dorado County, the Chinese American Council of Sacramento, the American River Conservancy, the Chinese Benevolent Association of Stockton, the Gold Discovery Parks Association and the Asian Pacific Islander American Public Affairs came together Feb. 11 to honor and celebrate the Gam Saan Trail grand opening.

Starting with a blessing of the 2.5-mile trail by the Venerable Ru Hsian, a Buddhist monk from the Fo Guang Shan Bodhi Temple in Sacramento, the ceremony included guest speakers from State Parks and represented Chinese organizations.

Held on the 10th day of the Lunar New Year of the Water Tiger, the ceremony concluded with a ribboncutting and lion dancing to bring good luck and honor and celebrate the past, present and future.

The trailhead for the Gam Saan Trail can be found behind the ballfields on the south side of Hennigsen Lotus Park. From there it connects with the Monroe Ridge Trail and on to Marshall Gold Discovery State Historic Park.

Interpretive signs placed at the beginning of the trail share this message: “News of the California Gold Discovery started in Coloma and reached as far as China. Tens of thousands of Chinese were inspired to come here to seek their fortune and began calling California Gam Saan, meaning gold mountain.

Although subjected to severe racism, through their perseverance and ability to adapt to change, Chinese people continue to make contributions to the rich and diverse fabric of America. In honor of those

seeking gold mountain, this trail segment is named the Gam Saan Trail.”

Area history The land between the historical towns of Lotus and Coloma near the Gam Saan Trail have been used by many diverse populations through time, beginning with local Native American groups of the Nisenan, Maidu and Miwok people.

Through historic research and a historical report completed in 1991 for a real estate sale in the area, it was revealed that a Chinese miner by the name of Toy Kee purchased a few acres near the project area in 1875 for a $55 gold coin. A few years later in 1881, the Lin Hing and Man Lee Companies purchased additional acreage and operated businesses, stores, a bank and mining companies in the area from the 1870s through the early 1900s.

The lands purchased by these Chinese individuals served a greater

purpose. Combined with the American River’s west-flowing waters and a hillside facing towards the setting sun, the “feng shui” landscape elements important for directing the spirits of those who have passed was found. Many of the Chinese in early California feared that when they died their spirits would not rest until their remains were buried in a proper grave in China.

The property between Coloma and Lotus historically purchased by Chinese miners served to provide a path for the spirits, while temporarily holding the mortal remains of the deceased until they could be exhumed, packaged and sent home to China.

Once this historical land use was understood and shared with the local Chinese American communities, State Parks worked with the Locke Foundation and its partners to complete the Gam Saan Trail to honor everyone who contributed to the rich fabric of California’s history.

Born in San Francisco April 25, 1943, Steve eventually found his way up the West Slope in 1972 with Judy to become a well-known and intrepid attorney.

The two met while Steve was attending the University of California, Berkeley, where he studied history for his undergraduate degree, joined ROTC and played tennis.

After graduating he joined the Army, becoming a combat veteran and an intelligence officer. He would begin his nearly 50-year career in law after attending Hastings Law School and eventually moving to El Dorado County.

Steve took on high profile cases as defense counsel such as in the trial of Phillip and Nancy Garrido. The Garridos were responsible for kidnapping Jaycee Lee Dugard from a Tahoearea school bus stop and holding her captive for 18 years. Also, Herb Coddington, currently on death row for the murder of two elderly women and the threeday sexual assault of two young models in South Lake Tahoe.

That didn’t stop his quick-witt, especially in the court room, often times using props to lighten the mood.

“It was always a performance with him,” said Jim Clark, criminal defense attorney since 1979. “I always looked forward to doing cases with him.”

Clark said Tapson was the best public defender he had ever encountered.

“He was brilliant and hard working with a wicked sense of humor,” Clark said. “He would pipe up really obscure legal principles that were always correct or seemed to be always correct and would win a few motions that way.

He was good.

“Tapson was just too big for words. He was something else.”

Steve had a way about him that made everybody feel good when he stepped in the room, said retired superior court judge and longtime friend Greg Hass. He

“Everyone held him in high regard,” Hass said. “Steve was one of those people that when he walked into a room, he naturally became the center of attention.

He always made things better when he joined in any gathering, whether it was a gathering of lawyers or judges. It was just the natural quality he had.”

Those who knew Steve would describe him as a very smart and compassionate man — valuable tools as a natural public defender, said Hass.

Steve always held a sense of intuitive justice, standing up for the rights of anyone accused, no matter what crime they committed.

“We would ask, ‘How could you defend these kind of people?’ especially when he would get hate mail from people asking the same question,” Becky said. “He was a strong advocate for the constitution with a deep belief in the fact that everybody deserved an effective legal counsel.”

Steve held is own private practice as well before retiring in 2019.

Just as quickly as he was to defend his clients, Steve was always there for his family.

Becky recalled working at the Harvey’s Lake Tahoe hotel/

casino in South Lake Tahoe during college summer break when Steve, a lover of poker, gave her money from his winnings to pay off a car bill she had.

“He always had our backs,” Becky said. “But then again, he kind of always had everyone’s back in a way.”

Judy shared a story about when she and Steve had to put down a Labrador retriever they had for almost 19 years that had fallen seriously ill. When Judy asked in a poignant moment afterward if Steve would have the strength to do the same if something were to happen to her.

His response? — “What are you doing tomorrow?”

“He was funny like that, always very quick even in a sad situation,” Judy said.

If Steve wasn’t quipping, you could find him enjoying tennis, racquetball, skiing, playing poker or quietly reading the newspaper or a book.

“He kept his witty humor until the end, which is great,” Suzie said. “If you could hope for anything, that would be it.”

He especially loved spending time with his family. He passed away with Judy at his side Friday, Feb. 11.

“I’ll always remember how loving he was,” Judy said. “Inside, he really knew how to love.

He was really special.”

El Dorado seals playoff win in overtime Thomas Frey Staff writer In an overtime playoff battle the No. 8-seeded El Dorado Cougars took down No. 9 Wood High School of Vacaville 69-64 in front of the Cougars’ electric fan base.

“That’s the best we’ve ever played and I couldn’t be more proud of everyone,” said junior guard Morgan Kline, who finished with 21 points.

After overcoming deficits in the fourth quarter and overtime the Cougars broke through the Wood press defense and capitalized on free throws to grab the victory.

Every player who saw action on the floor made the most of it.

Junior Madison Smalley nailed several key shots.

Freshman Alana Schneider came up with huge rebounds all night in the post and drilled a big 3-pointer to start the fourth. The teams traded baskets and when the game went into overtime Schneider’s fellow 2025 classmate Kali Cusic had arguably the two most important points of the match.

With 30 seconds left in overtime and Wood holding a 64-63 lead, the Cougars found Cusic open in the corner.

The crowd held its collective breath as the ball flew through the air. When it swished through the net, the bleachers erupted.

Again the Cougars — who had been victims of Wood’s lethal 3-point shooting all game — made a stop and senior Lexy Wallace got the board and was fouled with 6.4 seconds left.

In what might have been her final home game at El Dorado, the 1,000-point scorer iced the game and knocked down both free throws to finish with 22 points and win the game.

“It was a big game of heart,” Wallace said.

“This is my family, these are my sisters.”

Wallace played all 36 minutes and Kline only came out of the game once in the second quarter.

As part of the project the power lines along Highway 50 will be placed underground to improve the corridor aesthetic.

Students impacted by the Caldor Fire get time on the slopes to decompress and share experiences and stories with other youth who have gone through the same trauma.

ifth-, sixth- and seventh-grade students at Pioneer Union School District directly affected by the Caldor Fire have recently begun the SOS Outreach Program at Kirkwood Ski Resort under the guidance of teacher Adam King. Students wake before dawn on crisp Sunday mornings, bundle in their warmest layers and make their way to the snowy mountaintops of Tahoe. Once at Kirkwood Ski Resort, students are able to gather as a united group to explore a core value for the day in guided facilitation before heading to the slopes to not only practice ski and board techniques, but positive youth development.

“We are taking a trauma-responsive approach to building and rebuilding community by helping children share challenging experiences and stories,” said Pioneer Elementary Principal Deborah Atkins. “While students are learning a new skill on the slopes, we are also giving them the opportunity to gain self-awareness, self-control and the interpersonal skills that are vital for school and beyond.”

The SOS Outreach Program is a national youth development non profit designed to build character and leadership for youth through mentoring opportunities and outdoor education.

SOS Outreach allows students to learn to ski and snowboard, but with the added opportunities to foster youth engagement, create a sense of purpose, teach key life skills by learning about core values: courage, discipline, integrity, wisdom, compassion and humility. SOS Outreach not only teaches a sport, but also creates youth that can make a difference in their communities.

tanley Marciel, owner of Garden Valley Roses, is bringing his wisdom and expertise to Art on the Divide Cooperative Gallery’s historical rose garden.

All green thumbs or green thumb wannabes should mark their calendars for Feb. 26, when Marciel will demonstrate proper rose pruning techniques on the many rose bushes behind the Georgetown art gallery. The event begins at 10:30 a.m.

Attendees will have the opportunity to practice pruning on some the roses and cuttings will be available at the end of the demonstration to take home for propagation. This event was well-attended last year and participants were very helpful in getting the roses ready for bloom.

No registration is necessary. Those wishing to participate are encouraged to bring their own clean, sharpened pruners. Pruning implements should be clean and sharp enough so that the rose bushes are not damaged and the new cuttings are in good shape for propagation and planting.

Why a new series when the original one is so successful? “I was 50 pages into a ninth Laurel McKay mystery set in Las Vegas when COVID hit,” said Sample. “No one knew how long it would go on, how long before we could go anywhere.

So I thought it was time to try something new — something that had been percolating around in my head for a few years. I wanted an older character; someone who would reflect a different perspective.”

Sample loves to research her stories — dancing, donut eating, daiquiri drinking — and so she set “Birthdays Are Murder” in a small seaside town in Washington state, an area she already knew well from frequent visits. “I am stunned by the beauty of the area,” said Sample.

Directions: If using prosciutto, fold each half in half lengthwise so width of prune is wider than width of prosciutto. Starting at one end of prosciutto, wrap one prune; repeat with remaining prosciutto. Set aside.

Position: The Coordinator position is derived through the collaborative of designated wildfire mitigation groups within the county and, staff at the California Fire Safe Council, to build a coordinated, countywide wildfire mitigation strategy.

The primary goals of the position are to educate, encourage, and develop county-wide collaboration and coordination among wildfire mitigation groups, helping to improve overall wildfire resiliency strategies and community preparedness.

These goals will be accomplished by building relationships between existing wildfire mitigation groups, connecting these groups with countylevel emergency management officials, collaborating on fire mitigation projects, sourcing and assisting with county-wide wildfire grant applications, and performing outreach and communication across the county.
