The El Dorado County District Attorney’s Office has convicted nine people out of 20 charged with fraud relating to stolen Employment Development Department unemployment benefits, securing $36,395 as a result. Two of the convicted, Matthew Henson and John Ryan, both from Sacramento, were convicted on charges out of the same case, according to deputy district attorney Jodie Jensen. Henson and Ryan were inmates at El Dorado County Jail when they conspired with Ryan Taylor, also of Sacramento, and Rosalie Bradley of Wilton — Henson and Ryan’s “outside” co-conspirators. They falsely filed paperwork for the unemployment benefits to defraud the system by stating that the inmates at the time were seeking employment or able to accept work, despite being in jail. Two other inmates, Calvin Shaefer of Garden Valley and Marisa Moreno of Placerville, were also allegedly involved in the same case, but their charges are still pending, according to Jensen. EDD issued a total of $90,684 in unemployment insurance benefits between the four inmates due to a lack of quality control checks on the inmates’ applications. Henson was ordered to serve one year in county jail and Ryan two years and eight months in a state prison, in addition to his 16-month sentence relating to two separate cases. Taylor will do two years of state prison and Bradley will serve 60 days in county jail, according to Jensen. The other five convicted of EDD fraud include Sarah Youmans, who got 18 days of county jail; Melissa Clark, 60 days in county jail; Timothy Clark, three years in state prison; Kimi Carrick, 60 days in county jail; and Patrick Carrick, eight months in state prison, according to Jensen. The other 12 cases, including those of Moreno and Shaefer, are still pending. The county is seeking another $64,553 to be repaid by the court. The California Governor’s Office of Emergency Services has allocated $1,250,000 from its Mission Task Funding to the NorCal Region Pandemic Unemployment Assistance and Unemployment Insurance Fraud Task Force. The county will receive $187,177 from this money, according to the District Attorney’s Office. EDD officials previously reported that more than $31 billion were stolen in EDD funds.

The district stretches from Warner Valley in Plumas County to the north, through Nevada and Placer counties and much of eastern El Dorado County, including the Tahoe Basin, and down to Inyo County on its southernmost edge. Kiley already represents 67% of District 3 — areas that are part of his Assembly District 6.
“I’ve been representing our area now for five years … I think they can see that I’m fighting for the values of our region and those are the values that I’ll fight for in Congress,” Kiley said.
