JUSTICE FOR TINA — Tina Humlick’s friends and family were in attendance at El Dorado Superior Court as Michael Thompson pleaded guilty to her murder. The group wore T-shirts they had made with a picture of Humlick and the phrase “Justice for Tina.” Many said they intend to return for Thompson’s sentencing in March to read victim impact statements.

Blackstone burglary suspect held without bail
Buddhist monks from the Gaden Shartse Norling Monastery closed out their return visit to Placerville’s Federated Church by holding a consecration and mandala dissolution ceremony Saturday. The same group of Tibetan monks visited the area last year as part of their tour away from the South India monastery where they live in exile. Tibetan monks have been visiting Placerville as guests of the Placerville Friends of Tibet since 2003.

A Stockton man suspected of burglarizing homes in El Dorado Hills’ Blackstone community pleaded not guilty to charges against him during his arraignment Jan. 18. Marcus Anthony Wright, 63, will be held without bail, as ordered by Judge Thomas A. Smith in El Dorado County Superior Court Department 1. Smith deemed the action “necessary for the protection of the public and victims. “These are very serious charges that carry multiple counts (and) 25 years to life,” Smith added.

The dissolution of the mandala begins with pinches of sand taken from each of the four quadrants of the mandala, followed by straight lines scraped toward the center made from specific points along the circumference. Sweeping away the result of nearly two weeks of diligent and precise work put into creating a mandala representing the palace of the Buddha of Compassion, the monks spoke on the transcendent nature of embracing impermanence.

Driver who struck tree extricated by fire crews Georgetown Fire Department News release
A Georgetown man was pinned inside his SUV after hitting a tree along Wentworth Springs Road Wednesday, Jan. 17. The driver and sole occupant of the GMC Yukon XL was 46-year-old Aaron Kohlhagen, according to information from the Placerville office of the California Highway Patrol. Firefighter/ paramedics worked for almost 40 minutes to extricate Kohlhagen before he was prepared for transport
to Sutter Roseville Medical Center by air ambulance. Georgetown Fire Chief Glenn Brown shared an update Jan. 18 that the driver, who suffered a severe injury to his leg, is in stable condition. The crash took place just after 4 p.m. on a stretch of Wentworth near Lower Balderston Road east of Georgetown. The CHP investigation found Kohlhagen was traveling west when his vehicle left Wentworth and struck a tree north of the roadway. CHP officials note the cause of the collision is under
investigation. Assisting Georgetown firefighters in the extrication were personnel from the Garden Valley and El Dorado County fire protection districts. Responding units include Georgetown Fire Chief 7100, Medic 61, Engine 361, Garden Valley Fire Squad 51 and El Dorado County Fire Engine 72. Brown said, “It was a great team effort from multiple agencies working together, utilizing a variety of extrication tools to safely get the patient out of the vehicle without any further

Help sort litter pulled from Lake Tahoe’s depths Katelyn Welsh
Tahoe Daily Tribune Are you free on Friday, Jan. 26? Clean Up the Lake is looking for volunteers to help sort litter they’ve collected from dives around Lake Tahoe. The sort takes place from 11 a.m. to 1 p.m. Sign up to volunteer by emailing madio@ cleanupthelake.org. Organizers will provide the sorting location after sign up. Clean Up the Lake is an organization that regularly conducts dives to collect trash in Lake Tahoe and other Sierra lakes. Since 2018 the nonprofit has collected more than 61,000 pounds of litter. Divers collect trash weekly in an ongoing effort as part of the organization’s Lake
Tahoe Monitoring California project. The dives targets 10 litter hot spots on the California side of the lake, identified during a 72-mile clean up in 2022. The project tracks how litter loads have changed at those sites. Divers also keep an eye out for aquatic invasive species. They’ve partnered with Boatworks Mall, Truckee Tahoe Community Foundation, the Martis Fund, Tahoe Blue Vodka and others to provide this monitoring. But diving for trash is just the first step. Volunteers can help out above the surface with sorting and categorizing the trash collected. There’s typically 200 pounds to over a half a ton of trash to sort

where to direct advocacy and preventative work. The nonprofit highlights this information at their annual Lake Tahoe Litter Summit. “It’s at many times sad to see all the litter underneath the surface
through every couple of weeks. Sorting and categorization provides data that tells Clean Up the Lake what activities and potentially what groups are responsible for the litter. The organization can then know
of the lake, but some of our monitoring work has been rewarding and we are seeing some positive difference since Clean Up the Lake began their work under the surface of Tahoe just a few years ago,” said diver and Clean
Up the Lake Founder Colin West. Can’t make the sort on Friday? There are other opportunities. Reach out to the organization for future dates. For more information go to cleanupthelake.org.
Robber gets minimum sentence despite DA’s objection Odin Rasco Staff writer
A convicted burglar facing 15 years for a Placerville robbery was sentenced to just two years in state prison, despite objections from prosecutors. On June 14, 2023, Andrea Navone entered a Placerville hardware store and began stealing items; when the store owner confronted her, Navone used force in an effort to leave the scene, according to an El Dorado County District Attorney’s Office press release. Navone had previously been sentenced
for a residential burglary, a charge that falls under California’s Three Strikes law, and was on parole at the time of the robbery. Navone was originally sentenced for the hardware store robbery July 13, 2023, after a jury convicted her of the crime. Judge Michael McLaughlin opted to use his legal discretion, according the to DA’s Office release, dismissing sentencing enhancements that would have doubled the minimum sentence and added an additional five years. McLaughlin also sentenced Navone to probation; because the robbery was conducted while she was on parole for
residential burglary she was legally ineligible for probation, prosecutors say. The trial attorney for the DA’s Office assigned to the Navone robbery, Casey Mandrell, filed a writ of mandate in an appeal court, requesting McLaughlin’s sentence be reversed as it was not allowed by law. The 3rd District Court of Appeal ruled Navone was to be re-sentenced in accordance with the law in November 2023. Returning to the case on Jan. 8, McLaughlin sentenced Navone to the shortest sentence possible — two years in state prison

ORAL HEALTH CARE AFTER IMPLANTS Caring for dental implants is a lot like regular oral care: brush twice a day, floss daily, and see your dentist every six months. Proper implant care will help your implants and mouth remain healthy. You’ll want to switch to a brush with soft bristles if you’re not already using one since anything abrasive can damage your new teeth and cause swelling and pain. Likewise, abrasive toothpastes and mouthwashes should be avoided. Flossing is important to remove plaque, which can accumulate around dental implants just like real teeth. Implant-specific floss can help clean those hard-to-reach places. There are certain foods you should avoid with implants, especially hard, sticky foods like caramel and hard candies, which can damage implants. Mountain Democrat photo by Eric Jaramishian

s California’s traditional season for rain and snow began last fall, meteorologists and hydrologists predicted that the state would probably experience a second year of heavy precipitation. The previous winter had been a recordDAN WALTERS breaker that strained — and sometimes overwhelmed California flood control systems. Among other things, it recreated Tulare Lake, once an inland sea between Fresno and Bakersfield that had dried up and become a huge expanse of agricultural production. When the rain and snow finally stopped in the spring and the immense Sierra snowpack had melted, the state’s reservoirs were full, which was welcomed after several years of severe drought. The possibility that the winter of 2023-24 would see even more California could heavy precipitation was based on the existence see another very of El Niño, a warm wet winter, or it atmospheric current might not. State hydrologists conducted their first Sierra snowpack survey on Jan. 2 and found it to be just one-fourth of historic depth, a far cry from the 177% of “normal” recorded a year earlier.

Letters to the Editor Funding rules a farce EDITOR: am a hospice nurse who serves El Dorado County. My husband is generally a teacher, but has been a stay-at-home father without income since our 4-year-old was born (due to the cost of childcare). Last summer we attempted to enroll our 4-yearold in public preschool in Placerville. We were informed that only one middle-class child could be enrolled for every nine underserved and all spots were currently filled. I understand the need for kids who are starting off in a tough spot needing help, so despite being disappointed I left. I looked into private preschool but the cost was at least $2,000 a month — more than we can afford. We had been doing our best to socialize her and teach her at home until I saw a banner over Placerville advertising openings for preschool. I returned to the Office of Education and asked the same person if my child could come off the waiting list and take one of the empty seats advertised. I was told that even though there were open slots, my child could not have one as they had to remain open for low-income children or it would throw off their funding ratio. I asked if that meant priority was being given to an empty seat over my child. They did not answer this question directly, which inadvertently answered the question. Yes: my child was less important than an empty seat. I asked if I could put her in and withdraw her if a student in need required the spot. My thought was any preschool was better than none and then she wouldn’t take a spot away from anyone. I was told no, that again it would throw off their funding. I was then offered a place in El Dorado Hills, where our income would qualify us as poor. I asked if she would help their funding ratio there and was told yes. I noted it was interesting that there was a spot

for her when it was convenient for their funding. I believe in equity. Those who need more support should have more support. I refuse to believe that empty seats instead of middle-class children in those seats benefit anyone. It certainly doesn’t benefit the children of any socioeconomic tier. As a taxpayer of this county I am more than irritated that our public preschool can’t accommodate my child based on my rather unexciting middle-class income. I feel like I have failed my child. I was able to attend preschool with two middleclass parents. What has changed and why is my little one the person who shoulders the burden? EMILY BUIHNER Placerville
A message to parents and families EDITOR: am 77 now and my children are in their 40s. Many, many years ago when they were home from school with chickenpox they realized they could get their schoolwork by noon so they asked me to homeschool them. I almost had a heart attack. I, who was a C and D student in California schools, could not possibly teach them. I had helped at the Christian school but as an aide. Anyway, I said I would try for a few months. I loved it and so did they. We would finish by noon and walk all over town. My son, John, started junior college at 14 and went on to get his bachelor’s degree in law enforcement. My daughter did not go to college but she got a great job with the state of Clifornia and gets promoted approximately every six months. There are so many reasons to homeschool: 1. It lowers barriers to entering the workforce for those who would otherwise have difficulty such as parents of infants or young children, seniors and individuals with disabilities. Independent work arrangements also provide a pathway to supplemental earnings for people who have multiple income sources. Forcing all of these workers into solely traditional employment would take away their ability to earn a living in the manner that works best for them and their families. Beyond the far-reaching harms to workers, Biden’s new labor rule will also threaten countless businesses and harm the consumers who depend on their products and services. Small businesses, in particular, often work with a variety of independent contractors to perform discrete tasks that are not well-suited or economically compatible with an employeremployee relationship. ranging from translation to tutoring to reporting. If this policy is implemented nationwide, similar havoc will result. AB 5 offers a warning to the nation. It is one reason California has ranked first or second in the country when it comes to unemployment and poverty, and last in the country in wage growth. Congress must reject the nationalization of AB 5 and protect the diverse range of work arrangements that contribute to the American economy. We must oppose the ongoing attacks on worker freedom and ensure that worker preferences and autonomy are accounted for in all policy decisions. More than ever, we must support the right of enterprising Americans to pursue their calling as they see fit. To that end, I am introducing legislation to nullify Biden’s independent contractor rule and urge all members of Congress to support it. Congressman Kevin Kiley represents California’s 3rd District in the House of Representatives.

Thompson was transported to a local hospital, where he was later arrested. Some in the audience were left dissatisfied, having prepared to read victim impact statements that would ultimately be postponed. Though Thompson was scheduled to face sentencing Friday, but his fate was postponed due to information missing from probation regarding time served; his sentencing was rescheduled for March 4 at 1:30 p.m. Thompson faces a sentence of 15 years to life in state prison for killing Humlick, and an additional year to be added to the minimum term for the special allegation for using a deadly weapon — a KA-BAR 1211 7-inch knife. Exiting the courthouse, some of Humlick’s friends discussed the loss they were still reeling from. “He might be out in 16 years. 16 years? That’s nothing. She’s never going to come back,” one person was overheard saying as she headed down the courthouse steps.

The Cougars were slated to play at Rosemont Tuesday, Jan. 23, and Galt on Friday, Jan. 26, as they look to keep pace with Union Mine in league play. The Cougars are 4-1 in league and second in the Sierra Valley Conference. Oak Ridge Trojans: The Trojans went 0-2 with losses to the Del Oro Golden Eagles and Folsom Bulldogs. In Thursday night’s loss to the Fighting Zebras, it was senior wing Keenan Patterson who led the way with 21 points as the Bruins comeback fell just short, dropping another league game 58-50. of Transportation staff set up a road barricade to prevent driver access, but people move it, Balak added. One incident at 2:30 a.m. Sunday resulted in two individuals having to stand on the roof of their nearly fullysubmerged vehicle and wait for rescue. “This is normal (flooding) behavior for this area, but drivers will try to traverse
the road and end up submerged in the water,” Balak told the Mountain Democrat. Safe driving is crucial, especially during Northern California’s rainy winter months. Rescue Fire personnel urge drivers to “turn around, don’t drown.” “According to the CDC, more than half of all flood-related drownings happen when people drive
into hazardous flood water,” states a Rescue Fire Department social media post. “The force and power of water can easily sweep away cars, trucks and even people. It takes only 6 inches of fast-moving water to knock over an adult, 12 inches to carry away most cars and 2 feet to carry away SUVs and trucks.”

ARIES (March 21-April 19). You’ll make your best decisions in the morning. Lay out your plans early and capitalize on your peak willpower. When the moment comes to put those decisions into action, deliberation will be unnecessary. You’ll already be doing it. TAURUS (April 20-May 20). Your inner boss is snapping to hurry you along because there’s more work to be done. Consider possible obstacles ahead. The more prepared you are for the outcomes you don’t want, the less likely they are to occur. GEMINI (May 21-June 21). So tenacious is our need of answers that our brains have been known to fill in the blanks with anything that enables us to move forward. This is how assumptions are born. Today’s acute psychic tension will be resolved with an answer. CANCER (June 22-July 22). Success that depends solely on luck is not particularly helpful to you. Experiment to try and get the same result repeatedly. Analyze, hypothesize and repeat. Your scientific approach will eventually get a favorable result. LEO (July 23-Aug. 22). You’ll strive to make a certain kind of impression. Strategic timing will be as important (if not more) than strategic effort. Position yourself well and you’ll go from being the underestimated contender to being the undisputed champion. VIRGO (Aug. 23-Sept. 22). You’ll persuade someone to your side without making them feel as though they’ve left their own side. It takes charm and a match of humors. Make them laugh and you’ve won; laughter is a kind of agreement.
LIBRA (Sept. 23-Oct. 23). It is normal when faced with difficult feelings to reach for a distraction. But if you can resist such a dodge and instead move through difficult feelings, you’ll soon feel better, uplifted even, and more able to take on what comes. SCORPIO (Oct. 24-Nov. 21). There’s a difference between running away and distancing yourself from forces of negativity. You’re willing to journey on to safer, lovelier and more interesting territory. It’s not because you’re scared; it’s because you’re smart. SAGITTARIUS (Nov. 22-Dec. 21). Lady Luck can be fickle, but today, you feel the warmth of her affection. And you’re not wrong, so don’t categorically rule anything out. You could win at yesterday’s losing game. CAPRICORN (Dec. 22-Jan. 19). Relationships can become like a card game, and it’s not a bad thing. Of course, it’s more fun when you feel you are winning. Don’t let anyone see your best cards. Play them strategically. AQUARIUS (Jan. 20-Feb. 18). Embrace the changing state of things instead of clinging to one idea of perfection. Ideal moments are rare, and even when they do come, you might not recognize them as they are unfolding. It takes hindsight to see their perfection. PISCES (Feb. 19-March 20). Some destructive energy is necessary to clear the way for creation, but it is a very small amount. The powers of creation and destruction run on different measuring scales. What takes years to build can be destroyed in a single moment.

PROSPECTING Blossom into the next El Dorado Rose Event helps people Out of the Ashes News release
H
ow lucky is the El Dorado Rose? The reigning Rose (or a previous Rose) is invited to initiate the annual lighting of the Placerville Christmas tree downtown. The Roses would personally like to thank Mayor Michale Saragosa and Vice Mayor Jackie Neau for keeping an eye on the Roses this year. Also the Roses want to thank the city of Placerville staff who produced magic wands (glow sticks) as the countdown started and when the time was right we waved the magic wands and the tree lit up. Who is the El Dorado Rose? In 1976 the El Dorado County Fair Special Events Committee discussed the need for a program or event that would honor mature women. Dottie Ingram came up with the idea of a contest to be held. Thus the El Dorado Rose program was introduced and is now sponsored by the El Dorado County Fair. In spring 1980 the first annual El Dorado Rose Ball was held. At the ball, dressed in beautiful late 19th century period ball

These families have been forced to live in trailers while they try to figure out a long-term solution. “The Out of the Ashes event will help raise funds to support Caldor Fire families living in recreational vehicles and support future disaster survivors in El Dorado County,” she continued. “For people who want an authentic wine and food experience where proceeds sustain the Disaster Resiliency and Seasonal Needs programs for the West Slope Caldor Fire n See ASHES, page B3

hen I opened a social media page this morning, with a dusting of snow on the ground outside my window, this quote popped up from The Country Garden by Josephine Nuese: “Anyone who thinks that gardening begins in the spring and ends in the fall is missing the best part of the whole year. For gardening begins in January, begins with the dream.” She, like me, I discovered, wrote for her local weekly paper, which makes her a kindred spirit. Seed and gardening catalogs land in our mailboxes this time of year to inspire our garden planning and buying. We have to be careful to remember what Master Gardeners have learned in their excellent training. Be sure to choose the right plant for the right place. Using this principle can save you heartache down the road. The right plant in the right place can minimize maintenance. Consider the shape of the plant and its mature size, think about its color and texture. Think about how the plant may add winter interest with its evergreen or bare branching properties. Consider and research how it looks at other seasons of the year. Tracking the sun
Christine Flagler
UCCE Master Gardener of El Dorado County hours in your garden space as it moves across at different times of the year can help with planning. You can start this month with noticing how little sun you may have on these short days of the year. The sun will increase slowly until it reaches its zenith at Summer Solstice around June 21. To have a successful summer garden you need at least 6-8 hours of sun in the summer months. We probably want diversification in our gardens (CA Master Gardeners Handbook Second Edition, page 224). Adding flowering plants to a garden can increase floral and nectar sources for beneficial insects that provide biological control of pest insects. It’s popular to call this “companion planting” but many companion plantings are not scientifically proven. When planning your vegetable garden, you want to make sure you rotate your crops. If
you planted tomatoes in one garden box one year you don’t want to plant tomatoes a second year. This also goes for cucurbits (melons and cucumbers). Measuring the space you have available for your garden can be helpful in planning. Making a sketch on graph paper or drawing paper filling in how much space a mature plant may take up may save you from having to physically move it later. Some beautiful concept words to think about when planning a garden might include: Scale. Proportion. Balance. Perspective. Unity. Repetition. Rhythm. Simplicity. Harmony. Accent. Dominance. Contrast. I hope these words inspire you to dream your own dream of a garden. You may be planning a garden for the first time or for the 75th time. May it bring you joy through all the seasons of the year. Master Gardener classes are offered monthly throughout the county. Find the class schedule at mgeldorado.ucanr.edu/ Public_Education_Cla sses/?calendar=yes &g=56698 and recorded classes on many gardening topics at mgeldorado.ucanr. edu/Public_Education/ Classes. The Sherwood Demonstration Garden is open through winter
with limited hours. Check the website for further information at ucanr.edu/sites/EDC_ Master_Gardeners/ Demonstration_Garden. Have a gardening question? Master Gardeners are working hard to answer your questions. Use the “Ask a Master Gardener” option on the website, mgeldorado.ucanr. edu, or leave a message on the office telephone at (530) 621-5512. FOLSOM — As the number of Holocaust survivors dwindles, Sacramento locals have a rare opportunity to hear the first-hand account of Margot Goldberg, who survived the Holocaust as a young girl. Goldberg, a 97-year-old resident of Palo Alto, lived through the horrors of Kristallnacht, when the Nazis stormed into her home, demolished furniture, shattered heirloom china and arrested her father, who was taken to a concentration camp. Miraculously her family arranged for her to join the kindertransport, the English initiative that saved 10,000 Jewish children from deportation to concentration camps. Goldberg’s father took her to the train station to say goodbye. She never saw him, her mother or most of the members of her family again. The evening will be hosted by Cristina Mendonsa of News 93.1 KFBK and is presented by the Chabad Jewish Community Center of Folsom & El Dorado Hills and Chabad of Placer County. Goldberg will share her story of survival, with a question and answer session to follow. “It’s an honor for us to host Margot and we’re so fortunate that she has agreed to come to Folsom in person

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (800) 758-8052 or visit this Internet Web site www.Xome.com, using the file number assigned to this case 23-29672. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. For sales conducted after January 1, 2021: NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the
California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. If you wish to learn whether your sale date has been postponed, and if applicable, the rescheduled time and date for the sale of this property, you may call (916)939-0772 or visit this internet website http:// search.nationwideposting.com/ propertySearchTerms.aspx, using the file number assigned to this case CA2200287732 Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Website. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction if conducted after January 1, 2021, pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (916)939-0772, or visit this internet website http:// search.nationwideposting.com/ propertySearchTerms.aspx, using the file number assigned to this case CA2200287732 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid, by remitting the funds and affidavit described in Section 2924m(c) of the Civil Code, so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. If the sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of the deposit paid. The Purchaser shall have no further recourse against the Mortgagor, the Mortgagee or the Mortgagee’s attorney. If you wish to learn whether your sale date has been postponed, and if applicable, the rescheduled time and date for the sale of this property, you may call (916)939-0772 or visit this internet website http:// search.nationwideposting.com/ propertySearchTerms.aspx, using the file number assigned to this case CA2300289119 Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Website. First, 48 hours after the date of the trustee sale, you can call (916)939-0772, or visit this internet website http:// search.nationwideposting.com/ propertySearchTerms.aspx, using the file number assigned to this case CA2300289119 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. The undersigned Trustee disclaims any liability for any incorrectness of the street address or other common designation, if any, shown above. The property heretofore described is being sold “as is”. If the Trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be the return of monies paid to the Trustee, and the successful bidder shall have no further recourse. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale. The following statements; NOTICE TO POTENTIAL BIDDERS and NOTICE TO PROPERTY OWNER are statutory notices for all one to four single family residences and a courtesy notice for all other types of properties. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (844)477-7869 or visit this Internet Website www.stoxposting.com, using the file number assigned to this case 207-019569. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Website. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. First, 48 hours after the date of the trustee sale, you can call (844)4777869, or visit this internet website www.stoxposting.com, using the file number assigned to this case 207019569 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. The District must share with every bidder all information necessary for submitting a competitive bid. The release of this bid, evaluation of bidders, and award of a contract will use competitive bidding standards established in all applicable California state and federal statutes and regulations. 5. Standardization: Pursuant to Public Contract Code Section 3400(c)(2), the District has made a finding that certain brand or trade names found in the Project Special Conditions or Specifications are necessary in order to meet the unique requirements of this Project. 6. This is a public works project and the successful bidder shall comply with the provisions of the California Labor Code and Federal Labor Standards Provisions (DavisBacon) pertaining to payment of the generally prevailing rate of wages and apprenticeships or other training programs. The Department of Industrial Relations has made available the general prevailing rate of per diem wages in the locality in which the work is to be performed for each craft, classification or type of worker needed to execute the contract, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes. Copies of these prevailing rates are available to any interested party upon request and are online at http://www.dir. ca.gov/DLSR. The Contractor and all subcontractors shall pay not less than the specified rates to all workers employed by them in the execution of the Contract. It is the Contractor’s responsibility to determine any rate change. 7. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work shall be at least time and one half. 8. The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code § 22300 is permitted. 9. Pursuant to Public Contract Code § 4104, each bid shall include the name, license number, and location of the place of business of each subcontractor who shall perform work or service or fabricate or install work for the contactor in excess of one-half of one percent (0.5%) of the bid price. The bid shall describe the type of the work to be performed by each listed subcontractor. 10. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening for bids except as provided by Public Contract Code § 5100 et seq. The District reserves the right to reject any and all bids and to waive any informalities or irregularities in the bidding. 11. Minority, female, and disabled veteran contractors are encouraged to submit bids. 12. The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. In accordance with Labor Code § 1771.1, all bidders, contractors and subcontractors working at the site shall be registered with the Department of Industrial Relations at time of bid opening and at all relevant times. Proof of registration shall be provided as to all such contractors prior to the commencement of any work. 13. Each bidder must possess at the time the bid is awarded one or more of the following classifications of California State Contractor’s license: Class B – General Building 14. The Board of Trustees has not found that the Project is substantially complex and therefore requires a standard retention amount of only five percent (5%). 15. Bidders’ Conference and Site Walk. A bidders’ conference and Site Walk in compliance with Public Contract Code § 6610 will begin at the Schnell Elementary School, located at 2871 Schnell School Road, Placerville, CA 95667 on Thursday, February 1, 2024 at 10:00 a.m. for the purpose of acquainting all prospective bidders with the Contract Documents and the Project site. Failure to attend the conference may result in the disqualification of the bid of the nonattending bidder. 16. A payment bond is required for a public works contract involving an expenditure in excess of twenty-five thousand dollars ($25,000). Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount, are required, and shall be provided to the District prior to execution of the Contract and shall be in the form set forth in the Contract Documents. All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Contractor must comply with emission reduction regulations mandated by the California Air Resources Board, sign the certification of knowledge in the Agreement, and provide County a Certificate of Reported Compliance when road legal diesel vehicles with a gross vehicle weight over 14,000 pounds are included in their fleet. Contractor must require all subcontractors to comply with such regulations and provide County a Certificate of Reported Compliance for each sub-contractor with road legal diesel vehicles over 14,000 pound gross vehicle weight. For federal-aid projects, DBE requirements of Title 49 Part 26 of the Code of Federal Regulations (49 CFR 26) apply. Bidders are advised that, as required by federal law, the County of El Dorado has implemented Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). Comply with Section 2-1.12 and Section 5-1.13. Bidder will take all necessary affirmative steps to assure that minority firms, women’s business enterprises and labor surplus area firms are used when possible. The Disadvantaged Business Enterprise (DBE) Contract goal is 21%. In accordance with the provisions of California Labor Code Sections 1770 et seq., including but not limited to Sections 1773, 1773.1, 1773.2, 1773.6, and 1773.7, the general prevailing rate of wages in the county in which the Work is to be done has been determined by the Director of the California Department of Industrial Relations. Interested parties can obtain the current wage information by submitting their requests to the Department of Industrial Relations, Division of Labor Statistics and Research, PO Box 420603, San Francisco CA 94142-0603, Telephone (415) 7034708 or by referring to the website at http://www.dir.ca.gov/OPRL/ PWD. The rates at the time of the bid advertisement date of a project will remain in effect for the life of
the project in accordance with the California Code of Regulations, as modified and effective January 27, 1997. Copies of the general prevailing rate of wages in the county in which the Work is to be done are also on file at the Department of Transportation’s principal office, and are available upon request, and in case of projects involving Federal funds, Federal wage requirements as predetermined by the United States Secretary of Labor have been included in the Contract Documents. Addenda to modify the Federal minimum wage rates, if necessary, will be issued as described in the Project Administration section of this Notice to Bidders. In accordance with the provisions of Labor Code 1810, eight (8) hours of labor constitutes a legal day’s work upon all work done hereunder, and Contractor and any subcontractor employed under this Contract must conform to and be bound by the provisions of Labor Code Sections 1810 through 1815. This Project is subject to the requirements of Title 8, Chapter 8, Subchapter 4.5 of the California Code of Regulations including the obligation to furnish certified payroll records directly to the Compliance Monitoring Unit under the Labor Commissioner within the Department of Industrial Relations Division of Labor Standards Enforcement in accordance with Section 16461. In the case of Federally funded projects, where Federal and State prevailing wage requirements apply, compliance with both is required. This Project is funded in whole or part by Federal funds. Comply with Exhibit D of the Draft Agreement and the Copeland Act (18 U.S.C. 874 and 29 CFR Part 3), the Davis-Bacon Act (40 U.S.C. 3141-3147 and 29 CFR Part 5), and the Contract Work Hours and Safety Standards Act (40 U.S.C. 3701 and 29 CFR Part 5). If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, Contractor and subcontractors must pay not less than the higher wage rate. The Department of Transportation will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes “helper” (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by Contractor and subcontractors, Contractor and subcontractors must pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. Bids will be considered for award by the Board of Supervisors. The County of El Dorado reserves the right after opening bids to reject any or all bids, to waive any irregularity in a bid, or to make award to the lowest responsive, responsible Bidder and reject all other bids, as it may best serve the interests of the County. The Contractor may elect to receive one hundred percent (100%) of payments due under the Contract from time to time, without retention of any portion of the payment by the County, by depositing securities of equivalent value with the County in accordance with the provisions of Section 22300 of the Public Contract Code. Securities eligible for deposit hereunder are be limited to those listed in Section 16430 of the Government Code, or bank or savings and loan certificates of deposit. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (702) 8230577 or visit this Internet Website http://www.mblservicing.com on the home page and click sale list to get the most updated sale information, using the file number assigned to this case 2023-20713. First, 48 hours after the date of the trustee sale, you can call (702) 823-0577, or visit this internet website http:// www.mblservicing.com, using the file number assigned to this case 2023-20713 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. HartSong Ranch is an all-volunteer, non-profit organization. 100% of donations go to the best possible care of the sanctuary animals, the pups rescued via our two Dog Rescue Programs, and future rescue efforts. This is made possible only through the generous support of our caring donors. Please consider donating today to help HartSong continue its mission.
ADOPTABLE DOG RESCUE
THE SANCTUARY ANIMALS
Feeding Little, Blind Ciara
HartSong Ranch pulls shelter dogs that are never allowed on adoption room floors due to failed temperament evaluations– ‘RED LISTED’ for euthanasia because they are terrified or shut down emotionally in the shelter environment. They are immediately placed into loving foster homes, allowed time to decompress and then once ready, placed up for adoption.
SENIOR DOG RESCUE
Charlie
HartSong Ranch Animal Sanctuary is a 30-acre facility offering a lifetime of care to 60+ previously neglected and abused horses, cows, goats, sheep, pigs, chickens, ducks, and geese. We provide a platform to observe firsthand the way farm animals behave when they are not expected to be used for milk, meat, clothing, or labor. We allow the animals living within our gates to simply be; and, as a result, connect to one another and humans with an awe-inspiring sense of calm and trust. Come to meet these remarkable beings! Schedule a fieldtrip/tour by calling us today.
We pull senior dogs scheduled for euthanasia from the shelter environment. They are placed into loving, warm “fospice” homes (foster + hospice) until they take their last breath. Our mission is to make the last days/months/years of a senior pup’s life the best they have ever known. HartSong Ranch covers all expenses. Please consider becoming a fospice care provider.
