I am familiar with the site having worked previously at both Dungog Shire and Port Stephens Councils, and completing strategic planning work as a consultant in the respective Council areas. The development options currently would be limited to the provisions under the current Local environmental plan i.e 40 ha minimum lot size and the rural permitted uses (prospective purchasers to review the zoning cert and contract). In my opinion, the site is a good site for further development as, with the exception of the lower flood affected country and the scattered vegetation, the site constraints are generally conducive to further development. In a strategic planning perspective, it is acknowledged, any rezoning/planning proposal for rural residential in the current climate has high levels of uncertainty and there is a protracted time frame applicable. However, in my opinion, at some stage in the future (likely medium to longer term), I believe the site has strategic merit for a higher use. This view is supported by the fact, the Langlands Road precinct has previously been considered in strategic planning documents for the ‘Rural West’ of Port Stephens. Other large lot residential planning proposals in the PSC Rural West have been proposed at the lot size of 0.8ha per dwelling.
