In Loving Memory of Reserve Officer Kenneth MacLeod In Loving Memory of Reserve Officer Kenneth MacLeod

A MESSAGE FROM POLICE CHIEF WAYNE A. JONES

THE CHIEF'S CORNER
As we enter the month of February, the Miami Beach Police Department pauses to reflect with heavy hearts as we mourn the passing of Reserve Officer Kenneth “Kenny” MacLeod. Officer MacLeod dedicated many years of service to our city, exemplifying professionalism, integrity, and unwavering commitment to duty. His contributions left a meaningful and lasting impact on this department, and his legacy will not be forgotten. We extend our deepest condolences to his family, friends, and all those who had the privilege of serving alongside him.
February also marks Black History Month, a time to honor, recognize, and celebrate the history, achievements, and enduring contributions of black Americans past and present—who have helped shape our nation and our profession. Within law enforcement, we acknowledge the dedication, leadership, and service of officers of color whose commitment continues to strengthen our department and the communities we proudly serve.
During times of loss and reflection, it is important to remind one another that support is always available. Our Peer Support group remains a vital resource for members seeking guidance, assistance, or someone to talk to. I encourage everyone to continue looking out for one another and to utilize these resources whenever needed.

As we move forward together, let us remain united, honor those who came before us, and continue upholding the values that define the Miami Beach Police Department— service, respect, and integrity. Stay safe, and thank you for all that you do.

Honoring the Life and Service of Reserve Officer Kenneth MacLeod
Reserve Officer Kenneth “Kenny” MacLeod passed away in a tragic accident on January 27, 2026. Officer MacLeod dedicated nearly three decades of service to the Miami Beach Police Department, serving honorably from October 1990 through March 2020. Following his retirement, he continued his commitment to the department as a Reserve Officer beginning in April 2020.
Officer MacLeod began his K-9 career from 2005 to 2007 alongside K-9 Oleg. He later returned to the K-9 Unit in 2015, partnered with K-9 Boston, and served until his retirement in 2020. K-9 Boston was a dual-certified K-9 trained in both patrol and explosive ordinance detection (EOD), supporting critical public safety operations.
Even after retiring, Officer MacLeod remained actively involved with the K-9 Unit. As a Reserve Officer, he frequently attended K-9 training days, offering his experience, guidance, and expertise to fellow handlers. His dedication to the unit, both on and off duty, exemplified his lifelong commitment to service and mentorship.
The funeral service will be held on February 6, 2026, at 5:00 PM at Boyd-Panciera Family Funeral Care, located at 1600 N. University Drive in Pembroke Pines, Florida. Following the funeral service, a Celebration of Life will take place from 8:00 PM to 11:00 PM at the Ft. Lauderdale Police Officers Association Banquet Hall, located at 4500 SW 13th Street in Fort Lauderdale, Florida. Attire for the Celebration of Life is casual.

Inside the K-9 Unit School: Preparing
the Next Generation
The Miami Beach Police Department K-9 Unit is currently training the next generation of K-9 teams through its intensive 480-hour K-9 School.
At present, four K-9 teams are enrolled in the program and have reached week five of training. All teams are performing ahead of expected benchmarks, demonstrating strong progress and readiness. The patrol portion of the K-9 School is scheduled to be completed by May 22, 2026.
Following patrol certification, the teams will advance to detection school, where they will receive specialized training in either explosive or narcotics detection. The department currently has six active K-9 patrol teams, and once training is complete, the unit will expand to a total of ten patrol teams.
This rigorous training process ensures that both handlers and K-9s are fully prepared to support public safety operations across the City of Miami Beach

K-9 Knights at Milos: Honoring Service and Welcoming New Teams
The recent K-9 Knights event at Milos was a meaningful moment for the Miami Beach Police Department’s K-9 Unit, honoring years of dedicated service while welcoming new teams to the unit.
During the event, K-9 Ares was officially retired after serving alongside Officer Garcia, who dedicated 20 years of service to the K-9 Unit. K-9 Thor was also retired after nine years of service with Officer Ocejo. Both teams were recognized for their commitment and contributions to public safety.
While the unit said farewell to two valued teams, the event also marked an exciting new beginning. Officer Stenback and K-9 Gator were welcomed to the unit, along with Officer Pena and K-9 Ridley, continuing the strong tradition of excellence within the K-9 program.
The K-9 Knights event hi med within the unit and celebrated both PD’s K-9 teams.

ENHANCED STAFFING NEEDS FOR 2026 BOAT SHOW
& YACHT SHOW TRAFFIC (FEB 11–15)
Good afternoon Everyone,
This message serves as formal notice for ALL SWORN PERSONNEL regarding the anticipated enhanced staffing needs for the upcoming 2026 Boat Show and Yacht Show Traffic Plan, scheduled from February 11th through February 15th, 2026. Due to the significant increase in traffic control demands during this period, we will be filling a number of specialized staffing positions to ensure both officer and public safety, as well as the successful management of this major event.
We are currently seeking volunteers to fill these assignments. If the number of volunteers is insufficient by January 26, 2026, the remaining positions will be assigned through department‑wide reverse seniority. Anyone desiring to volunteer, should do so ASAP by contacting Captain Shannon Madison via email.
Effective immediately, no additional time off requests will be approved for the affected dates. Personnel who have already received approved leave for this period will be permitted to remain off as scheduled.
Employees requesting exemptions or time off due to prearranged vacations or events must submit supporting documentation clearly demonstrating when these plans were made These requests will be reviewed for consideration by the Chief’s Office
We recognize that these staffing measures may impact personal schedules and family commitments. Decisions of this nature are not made lightly; they are necessary to ensure we have the appropriate number of officers and supervisors available to maintain safety, manage the demands of the event, and support one another in the field. Your flexibility, professionalism, and continued dedication to the community are sincerely appreciated as we prepare for this large scale operation.
Thank you, Daniel Morgalo

APPROVED OVERTIME & ATTENDANCE FORM/SLIPS
It has come to our attention that there has been a significant increase in the number of overtime slips being submitted at the last moment before the end of the pay period. Additionally, many of these submissions contain various errors and discrepancies that do not match the approved entries in our Telestaff system. To ensure a smooth and efficient payroll process, we are implementing a new procedure regarding the submission of overtime slips.
Effective immediately, all overtime slips must be meticulously verified and approved before being submitted to our payroll unit. The submission must occur on a weekly basis, with a strict deadline of every Friday by the close of business for any overtime worked during that week. This new timetable is crucial in allowing us to process payroll accurately and in a timely manner.
Please be advised that any overtime entries that do not comply with this new submission directive will be marked as pending in the Telestaff system. This means that the overtime will not be processed until the subsequent pay period, or potentially even later, depending on when the discrepancies are resolved. Such delays could impact both our operational budget and individual employee paychecks.
Furthermore, it is imperative that supervisors ensure their teams are aware of and adhere to this new guideline. Failure to follow this directive will lead to progressive disciplinary actions for supervisors, who are responsible for overseeing the compliance of their staff.
If you have any questions or require further clarification regarding this process, please contact Captain Jose Reina.

SPECIAL EVENT PLANS
A brief reminder to those of you who are or will be tasked with preparing Special Event Plans:
All Plans must include the Special Events Lieutenant in the approval/review process. Currently, the Business Resource Lieutenant serves the role of the Special Events Lieutenant. All plans must include the speculated overtime expenditures. If the plan is not expected to incur overtime due to use of on-duty resources or compensation from off-duty employers, the plan must state so.
An After Action Report (AAR) must be completed within 10 days of the conclusion of the event. The AAR must include the actual overtime expenditures resulting from the event. Even if a plan was not originally expected to incur overtime, situations may arise where this becomes operationally necessary and must be documented in the AAR. The AAR must also be routed to the Special Events Lieutenant.
Thank you all in advance for your cooperation.

HELP A HERO: FIGHT WITH REY

Officer Quintero, a dedicated member of the Miami Beach Police Department, is facing one of the toughest challenges of his life, renal cell carcinoma (kidney cancer). After years of selflessly serving and protecting our community, he now needs our support
Officer Quintero is scheduled to undergo surgery on January 29 to remove the cancer. While we are hopeful for a successful outcome, this major surgery will require extended recovery time During this period, he will be unable to work, creating financial strain from medical bills, lost wages, and the everyday needs of his family
Officer Quintero is not fighting this battle alone, he has a loving wife and four children who depend on him. As he focuses on healing, we want to help ease the burden on his family so they can concentrate on what truly matters: his recovery
This fundraiser is about standing behind a hero who has always stood up for others. Every donation, prayer, and share helps provide support for medical expenses, household needs, and rehabilitation
We also ask for continued prayers for Officer Quintero, his family, and the medical team as he prepares for surgery and recovery.
Let’s come together as a community and show Officer Quintero and his family they are not alone
