LEAF BLOWERS REMAIN PROHIBITED

IN MANHATTAN BEACH

The use of all mechanical leaf blowers (gas, battery, electric) for any purpose is prohibited.

Manhattan Beach continues to enforce its ban on the use of all mechanical leaf blowers including gas, battery, and electric models under Municipal Code M.B.M.C. 5.48.330. This ordinance is designed to protect our community's air quality, public health, and peace.

WHY THE BAN MATTERS

Leaf blowers can stir up harmful airborne particles such as pollen, pesticides, mold, spores, animal waste, and heavy metals like lead and mercury. This ban helps protect the general public from pollution caused by airborne particles.

EMBRACING NATURAL YARD CARE

Instead of blowing leaves away, consider raking, sweeping, or letting them naturally mulch your yard. Mulched fallen leaves can help: Suppress weeds and keep soil moist

COMMUNITY OPINION SURVEY 2025

The results are in! The 2025 Manhattan Beach Community Opinion Survey, which polled 588 residents between September 29 and October 6, 2025, shows exceptionally strong satisfaction with our city.

OVERALL SATISFACTION IS STRONG

• 96% of residents rate the overall quality of life as excellent or good.

• 94% consider Manhattan Beach a safe place to live.

• 87% are satisfied with the City's municipal services (unchanged since 2021).

• 95% of residents who contacted City staff rated them as professional. Satisfaction with City-resident communication improved significantly, rising 6 points from 75% in 2021 to 81% in 2025.

Residents expressed the highest satisfaction with: graffiti removal (98%), fire protection (97%), emergency medical services (97%), and special events (94%).

When asked for areas needing improvement, residents identified the following top three priorities:

1. Addressing parking issues.

2. Enforcing traffic and e-bike laws.

3. Limiting growth and development.

When prioritizing future spending, residents ranked fixing potholes and street/sidewalk repair highest (92% high or medium priority), followed by park maintenance improvements (87%) and sewer system upgrades (79%).

Support for allowing temporary short-term rentals during the 2026 World Cup and 2028 Olympics increased from 58% to 66% after residents learned rental taxes would help fund additional public safety services during these events.

LIBRARY SPENDING

Residents showed the strongest support for expanding programs, activities, and events for children (68%) and teens (64%). Notably, a new library was the lowest priority, with only 14% viewing it as high or medium priority.

Curbside tree collection for residents will occur on regular collection days from December 26, 2025 - January 10, 2026. Trees are to be placed at the curb or in the Organics cart for collection and adhere to the collection guidelines: Trees must be no taller than 7 feet or cut into 7-foot sections (Waste Management and City employees cannot trim trees) Please remove all decorations including tinsel, lights, ornaments and tree stands Flocked trees will be collected but cannot be recycled

Multi-sport programs are designed to introduce kids to a variety of athletic activities in a season, helping them build foundational skills without the pressure of specializing early. The REC Program is a user-pay program designed for children ages 5½ to 12, providing a safe and engaging environment after school. Our dedicated staff will escort students in grades 1-5 from school to REC. Please note that we do not offer pick-up for kindergarten. With a leader-to-child ratio of 1:10, every participant enjoys the benefits of both selfdirected and organized recreational activities, including arts and crafts, creative workshops, and enriching experiences that foster social connections, human development, and lifelong learning. Ideas for how to make your pottery standout beyond the typical dip and dunk glazing technique and open doors to truly original decoration. MINDFUL STRETCHING

This class begins with stretching followed by mindfulness for 20 minutes. Stretching is vital as it lengthens and elongates muscles improving flexibility and elasticity. Stretching has many benefits including improving posture, decreasing back pain, and preventing injury. Our mindfulness portion will give us the opportunity to drop down into stillness with an emphasis on breath and presence. Mindful awareness adds insight to our overall existence. The practice increases vitality, encourages health and wellness, decreases stress, promotes inner peace and calm, and has even been proven to reduce blood pressure and boost immune function. This combination of stretching and mindfulness practice will leave you feeling relaxed, calm, and serene.

I fully understand that participation in the above listed program/activity conducted by the City of Manhattan Beach exposes me or my child(ren) to the risk of personal injury, illness, death, and property damage. I hereby agree to absolve and hold harmless the City of Manhattan Beach, its employees, officers or agents from any liability, claims, damages, costs or expenses that may result from my participation or that of any minor in my legal custody in the above activity, including the active or passive negligence of the City. If the participant is a minor, I also give my permission for his/her participation in the above activity and for any necessary emergency medical treatment be provided. I understand City staff is not responsible for storing, administering and/or providing medications of any kind for participants in Parks and Recreation programs and activities. I understand the City has no obligation to supervise my children at the close of the above program/activity, and I release the City, its officers, employees and agents from any liability resulting from any lack of supervision of my children at the close of the above program/activity. I understand that the City has adopted a Civility Policy, which among other things requires that all interactions with other participants, instructors and staff be conducted in a respectful manner, and provides that threats of violence and loud, insulting, demeaning or offensive communication will not be tolerated. A copy of the Civility Policy is available upon request. I further understand that participants involved in Parks & Recreation programs/activities may be photographed and such photography may be used to publicize City programs/activities. Any person who is placed on notice of the park rules, whether by signage or by warning from a park monitor or other city official, who fails to abide by any such rule, may be expelled from the park and by order of the Director of Parks and Recreation may be prohibited from using all city park and recreation facilities for up to fourteen (14) days. Any person refusing to abide by an order of prohibition issued by the Director of Parks and Recreation shall be guilty of a misdemeanor. –m.c. 12.48.54. Failure to comply with City Parks and Recreation Department policies and procedures may result in your removal from the park and forfeiture of all fees collected.

REFUND POLICY

A full refund (including convenience fee) will be issued for any program, activity, or event that is canceled for any reason by the department. For activities, any person requesting a refund before the start of the second class may receive a refund minus the convenience fee. For camps, any person requesting a refund 5 business days before the camp starts may receive a refund minus the convenience fee. Bus trips are not included.

POLICIES

Nonresident registration fees may include up to a 10% additional fee. Advanced registration is required for all activities. Fees will not be prorated for late registrations. Gymnastics activities will not accept registrations after two weeks from start date. All activities, dates and fees are subject to change. Activities not reaching required enrollment may be canceled by the department. A resident is defined as an individual residing in Manhattan Beach. Acceptable proof of residency includes: government issued ID or utility bill showing current Manhattan Beach address. Must be the age specified for the activity. Proof of age may be required for all activities with an age requirement. False information regarding name, age, or address will result in being dropped from the class without refund. You may be asked for ID at the first class. No registration will be taken over the phone. When registering by mail, your name will be placed on a waiting list if the requested activity is full. You will be notified by the Parks and Recreation Department if there is an opening. If on a waiting list, do not attend the first class if you have not been notified to do so. ActiveNet requires that all activity registrations incur a convenience fee of 6.45% of the total charge.
