ABOUT THE PLAN

WHAT IS IT? The Hazard Mitigation process aims to make communities and infrastructure more resilient and less susceptible to damage, loss, or disruption when faced with natural or man-made hazards. This is achieved by assessing and updating the city’s Hazard Mitigation Plan to address vulnerabilities and develop short and long-term mitigation strategies to protect the community of Manhattan Beach.

WHY NOW?

The Federal Emergency Management Agency (FEMA) requires hazard mitigation plans to be updated every five years. This is an update to the previous 2019 Hazard Mitigation Plan. The City of Manhattan Beach Fire Department is the lead agency for this plan effort.

We are committed to protecting lives, promoting equity, and building resilience by tailoring our strategies to address the unique needs and challenges faced by our vulnerable community members. MANHATTAN BEACH ST STORM DRAIN MEASURE Storm Drains Protect Water Quality and Prevent Flooding d Waterways The City of Manhattan Beach’s storm drain system collects and carries stormwater runoff directly to the ocean. A well-maintained storm drain system prevents trash, pollutants, and toxic chemicals from reaching the ocean, local beaches, and waterways. Storm drains also prevent sinkholes, floods, and other property damage.

Manhattan Beach Storm Drains are Aging Most storm drains in Manhattan Beach are over 50 years old. Many are in need of repair or replacement before they begin to fail and cause sinkholes or flooding in certain areas that can damage streets and private property.

What Goes IN the Drain Ends Up IN the Ocean

Storm drain maintenance and operations are funded by an annual fee charged to all property owners that has not been increased since it was created in 1996. Combined with LA County’s Measure W Safe Clean Water Program revenues, this fixed funding covers less than 20% of the costs for the storm drain program in Fiscal Year 2023-2024.

Locally Controlled Funding for Storm Drains The City Council has proposed the Manhattan Beach Storm Drain Measure to enhance dedicated, locally controlled funding to repair, maintain, and operate local storm drains. This measure requires public approval through a vote of property owners.

The REC Program is a user-pay program open to children ages 5½ to 12 or children in grades 1-5. Ratio is 1 leader to 10 children. Children will be participating in self-directed and organized recreational activities designed to positively impact social connections, human development and lifelong learning. All activities are supervised by trained CPR certified recreation leaders.

This Lacrosse program is a developmental series for players of all levels. Further develop skills with a fun and competitive environment to improve on individual skills as well as various team concepts. Players will be divided by age and gender. Coaching becomes more team oriented as the player's skills progress. Team formations and strategies in attacking and defensive situations are introduced. Technique is coached in more realistic situations where thinking and decision-making are encouraged. The SCOOP Program by South Bay Lacrosse Club (SBLC) is an introductory series tailored to our beginner boys and girls. Players will be put through a variety of drills and games focusing on passing, catching, shooting and dodging. This program will be non-contact (lacrosse sticks only with cleats). Golden Heart Ranch Cooking Class is for individuals with intellectual and developmental disabilities. During our cooking classes we focus on following different levels of recipes from appetizers, side dishes, main dishes and dessert getting support from staff as needed. Gain the certifications and training to become a pool pro! Certificates include American Red Cross C.P.R. for the Professional Rescuer, AED, Oxygen Administration and First Aid. Participants successfully completing this program will be qualified for lifeguard positions in Manhattan Beach and other public and private agencies. BACKGROUND Originally built in the 1940s, Begg Pool is located at 1402 North Peck Avenue and has served the community for about 80 years. The pool hosts a variety of recreation programs and classes, including swim lessons, lap swim, swim team, water aerobics, summer camp programs, water safety classes, recreational water play, and required Manhattan Beach Middle School physical education swim classes. The pool is twenty-five yards long, six lanes wide, and approximately four feet deep. Due to age and deterioration, the Begg Pool facility requires significant pool, mechanical, electrical, plumbing, locker room, and additional upgrades. The City operates Begg Pool as part of a Joint Use Agreement with Manhattan Beach Unified School District(MBUSD), the owner of the parcel. After a request for proposals and review, HMC Architects was hired to provide recommendations about the following options:

Renovation of the existing 25-yard shallow pool and support buildings at the current Begg site 2. A new community Aquatics Center design to include one 25-yard shallow pool, one 35 meter competition pool, and support buildings at the current Begg site A 2022 survey showed: • 41% of residents identified using Begg Pool • Strengths identified included excellent staff, parking, and water clarity • Issues included limited availability of programming, limited availability of lanes, pool size and depth, and overall aging, including locker rooms and bathrooms • 81% of households favor prioritizing a new 35-meter pool for swimming laps, swim competitions, and water sports • 73% favor a shallow teaching/therapy pool for swim lessons, water aerobics, water therapy, and children’s programming and a wet classroom for teaching CPR, water safety, junior lifeguards, and swim lessons • A majority of respondents indicated that they or other household members would use an aquatics center built in Manhattan Beach to swim for exercise • Just under half of respondents anticipated participating in recreational water play. • Approximately one-third are expected to use the facility for therapy, senior classes, water aerobics, swim lessons, summer camp programs, or swim teams. THE CURRENT TIMELINE AIMS FOR COMPLETION OF THE FEASIBILITY STUDY BY MARCH 2024.

Any person who is placed on notice of the park rules, whether by signage or by warning from a park monitor or other city official, who fails to abide by any such rule, may be expelled from the park and by order of the Director of Parks and Recreation may be prohibited from using all city park and recreation facilities for up to fourteen (14) days. Any person refusing to abide by an order of prohibition issued by the Director of Parks and Recreation shall be guilty of a misdemeanor. –m.c. 12.48.54. Failure to comply with City Parks and Recreation Department policies and procedures may result in your removal from the park and forfeiture of all fees collected.

REFUND POLICY A full refund (including convenience fee) will be issued for any program, activity, or event that is canceled for any reason by the department. For activities, any person requesting a refund before the start of the second class may receive a refund minus the convenience fee. For camps, any person requesting a refund 5 business days before the camp starts may receive a refund minus the convenience fee. Bus trips are not included. Contact (310) 802-5448 for refund details. A “Refund Request Form” may be downloaded from the City’s website, picked up at City Hall in the Parks & Recreation Department during business hours, by mail or email by calling (310) 802-5448 or emailing mbparksandrec@manhattanbeach.gov.

POLICIES Nonresident registration fees may include up to a 10% additional fee. Advanced registration is required for all activities. Fees will not be prorated for late registrations. Gymnastics activities will not accept registrations a er two weeks from start date. All activities, dates and fees are subject to change. Activities not reaching required enrollment may be canceled by the department. A resident is defined as an individual residing in Manhattan Beach. Acceptable proof of residency includes: government issued ID or utility bill showing current Manhattan Beach address. Must be the age specified for the activity. Proof of age may be required for all activities with an age requirement. False information regarding name, age, or address will result in being dropped from the class without refund. You may be asked for ID at the first class. No registration will be taken over the phone. When registering by mail, your name will be placed on a waiting list if the requested activity is full. You will be notified by the Parks and Recreation Department if there is an opening. If on a waiting list, do not attend the first class if you have not been notified to do so. ActiveNet requires that all activity registrations incur a convenience fee of 5.84% of the total charge.
