6TH CYCLE HOUSING ELEMENT UPDATE

All jurisdictions in the Southern California Association of Governments (SCAG) region are required to update their General Plan Housing Element for the 2021-2029 planning period (the 6th cycle) by October 2021, albeit with a 120-day grace period. The Housing Element is one of the State-mandated Elements of a General Plan, and it is required to be updated every eight years and certified by the State Department of Housing and Community Development (HCD). The Housing Element describes the City’s needs, goals, policies, objectives, and programs regarding the preservation, improvement, and development of housing within the City. The Element analyzes community housing needs in terms of affordability, availability, adequacy, and accessibility and describes the City's strategy and programs to address those needs. On October 15, 2021, following a series of public meetings, planning staff submitted the Draft 6th Cycle Housing Element to HCD for review and certification. Subsequently, on October 20, 2021, the document was released on the City’s website for public review. Public comments on the draft document may be submitted to heupdate2021@manhattanbeach.gov through November 30, 2021. The final document, along with the associated environmental documentation, will be considered by the Planning Commission and City Council at public hearings scheduled for January and February 2022.

PROJECTED COMPLETION OF PECK RESERVOIR AND POLLIWOG PARK LOWER PLAYGROUND

Two very large Capital Improvement Projects (CIP) are projected to be completed in Spring 2022: Peck Reservoir and the lower playground in Polliwog Park.

Located at 1800 North Peck Avenue, the Peck Reservoir sits on 2.7-acres adjacent to a residential neighborhood, Begg Sports Field and the north boundaries of the Manhattan Beach Unified School District property and Polliwog Park. Did you know the Peck Reservoir holds eight million gallons of water and is the City's second largest capital improvement project in recent history? The project improves reliability and water quality for the residents of Manhattan Beach, while increasing water capacity by 500,000 gallons, which will be used to store water supplies and serve the City in firefighting and emergencies. Additional elements include the pump station control and operations control buildings, groundwater treatment facility, and new landscaping comprised of California native, drought tolerant plants, shrubs, and grasses. Construction on the lower park playground at Polliwog Park is anticipated to begin late Fall 2021. With nostalgic elements like the re-imagined galleon, updated ADA accessible structures, and new structures for all ages, this playground will be a great source of fun for years to come. www.manhattanbeach.gov/polliwogparkproject

The governor has additionally signed Executive Order N-10-21 which directs Californians to voluntarily reduce water usage by 15% compared to 2020 levels. The document outlines water saving measures such as efficient landscape irrigation, running dishwashers only when full, finding and fixing leaks, installing low-flow showerheads, using hoses with a shut off nozzle, and washing cars at commercial car washes that utilize recycled water. As of July 2021, Governor Gavin Newsom declared a drought State of Emergency for 50 California counties. As California entered its second driest year on record, Newsom has guided state agencies to take measures that will contribute to drought resilience. CITY RECEIVES AWARD FOR CLIMATE RESILIENCY

The Institute for Local Government (ILG) has awarded the City of Manhattan Beach with a Beacon Award in Leadership & Innovation in climate resilience through our Climate Ready Manhattan Beach Program. The Beacon Awards Program honors efforts by local governments to reduce greenhouse gas emissions, save energy, and adopt policies and programs that promote sustainability.

CLIMATE READY MANHATTAN BEACH

Under the City's adopted Environmental Work Plan priorities, adopted Strategic Plan goals, and in compliance with state and General Plan mandates, the City is creating a Climate Resiliency Program called Climate Ready Manhattan Beach (MB). The Climate Ready MB program includes: completing a Sea Level Rise Vulnerability Assessment, creating a Climate Action and Adaptation Plan, and updating the City’s Local Coastal Program-Land Use Plan (LCP), Local Hazard Mitigation Plan, and General Plan. Supported in part by an LCP planning grant for $225,000 by the California Coastal Commission (CCC), Climate Ready MB will help the City be more prepared for climate change especially during a confluence of events such as sea level rise, extreme high tides, storm surges, heavy precipitation, and coastal erosion. The City's climate hazard analyses include: a cutting-edge Multi-Hazard Confluence Modeling on Stormwater Infrastructure Vulnerability Assessment, a Groundwater and Sea Level Rise Vulnerability Analysis, and novel public engagement including virtual reality sea level rise visualizations. Engaging all voices of the community and stakeholders throughout the process of this project is key to ensuring long-term success. From February through June of 2021, the City conducted nine public meetings (six workshops and three focus groups) on sea level rise, coastal

adaptation strategies, the dune restoration pilot project, and climate action and adaptation strategies. Through these meetings, the City sought to inform the public on scientific analyses of these topics and gather input on preferred adaptation measures and climate actions in the City. Over 150 members of the public participated, providing over 380 comments and questions. Recordings of the Climate Ready MB workshops are available online. www.manhattanbeach.gov/climatereadyMB

CITY POWERED BY 100% GREEN ENERGY As of October 2021, all residential and commercial infrastructure within the City are powered by 100% renewable energy from sources such as the sun and wind. This follows a 2020 vote by Manhattan Beach City Council to change the City's default rate from 50% to 100% renewable energy with the City's electricity provider, Clean Power Alliance. www.manhattanbeach.gov/cleanpoweralliance

SEEN AROUND TOWN BLOCK 35 ELEVATED WATER TOWER

Have you seen the recently refreshed Block 35 Elevated Water Tower? The entire tank structure received a fresh coat of paint and some minor repairs to ensure it will continue to serve the community for years to come! The refresh included the installation of the City name and logo decals on the sides of the elevated tank. The Block 35 Elevated Water Tower was constructed in 1948. It’s a steel tank supported on a central pier and eight outer columns with a storage capacity of 300,000 gallons of water. The elevated tank is part of the City’s potable water system main pressure zone and is filled with potable water which also provides fire flow protection in the main pressure zone.

MB DUNE RESTORATION PROJECT

The City of Manhattan Beach is partnering with The Bay Foundation, Los Angeles County Beaches and Harbors, and the California State Coastal Conservancy on a pilot beach dune restoration project. The project focuses on enhancing and restoring the three acres of existing dunes from 23rd to 36th Street. The goal of this project is to create a living shoreline and increase coastal resiliency in the face of climate change by creating natural buffers against sea level rise and coastal erosion. In addition to protecting beaches and infrastructure, dunes also aid in carbon sequestration and provide a key habitat for native coastal species. Dune enhancement will entail seeding and planting of native vegetation, removal of non-native plant species, installation of strategic fencing, and educational features such as signage.

Holiday tree recycling will take place during the two collection weeks following Christmas Day, from December 27, 2021 through January 7, 2022. • Removal will take place on residents’ designated collection day. • Set trees near collection carts by 7:00 AM on collection day. • Maximum length of 7 ft. (Hauler cannot saw longer trees for residents. Residents must trim length to 7 ft. max pieces.) • Remove all decorations, lights, tinsel, stands, etc. • Flocked trees will be collected but cannot be recycled.

Did you know Sepulveda Boulevard between Rosecrans and 33rd Street is going from six lanes to seven? The Sepulveda Bridge Widening Project, which was fully funded with grant monies, is scheduled for completion in February 2022. This project includes: six-foot wide sidewalks, three through lanes in the southbound direction and four through lanes in the northbound direction, bridge railing upgrades, a pedestrian tunnel, median improvements, signal modifications, and new landscaping and irrigation. www.manhattanbeach.gov/sepulveda-bridgewidening-project

TRAFFIC SIGNAL IMPROVEMENTS

Join the City of Manhattan Beach on January 31, 2022, at 6:30 PM on zoom to learn more about the Manhattan Beach Advanced Traffic Signal (MBATS) project. The City’s MBATS System Project proposes to upgrade and connect signal controller equipment through a fiber optic backbone infrastructure that will support emerging traffic management technologies, such as dynamic signal timing, vehicle-to-vehicle communication, autonomous vehicles, public safety preemption and other smart cities initiatives that can improve traffic signalization and operational efficiencies. The infrastructure will enable

enhanced signal timing, relieve congestion during peak hours, improve traffic progression, allow the system to be more responsive to changes in traffic conditions, and prepare for the future of more Internet of Things (IOT) communication. The project will allow both City staff and a semi-autonomous control system to remotely monitor and control the signalized intersections to maximize synchronization and minimize backups through real-time data analysis and timing changes.

CITYWIDE SURVEY

In an effort to develop a better understanding of the resident’s priorities, opinions, concerns, and interests, the City of Manhattan Beach will be conducting a statistically valid Community Satisfaction Survey during the month of December 2021. Using a combination of telephone and online data collection, at least 400 members of the community will be randomly selected and interviewed. Survey results will help guide the City Council and staff to develop sound, strategic decisions, including prioritization, community outreach, policy making, and budgeting.

PROTECTING THE BEACH FROM STORMWATER RUNOFF

The City of Manhattan Beach has been awarded two grants totaling $22.4 million for the 28th Street Stormwater Infiltration Project. This project will divert and capture the first inch of stormwater runoff generated within 60% of the City’s boundaries during a major storm event and prevent pollutants, such as bacteria, trash, and debris generated in the drainage area from reaching the beach and Santa Monica Bay. HOMELESSNESS

The City continues to take a strategic and regional approach to address homelessness by dedicating outreach and public safety resources where needed. By working with the City's regional partners and in coordination with the cities of Redondo Beach and Hermosa Beach, the City has begun to direct individuals experiencing homelessness to resources in the South Bay. Since November 2019, the City has interacted with over 220 homeless individuals, placing 62 into interim housing, 14 in the State/County sponsored Project Room Key locations, 20 into treatment programs, and 39 into stable housing placements. To refer homeless individuals to assistance or outreach services, the community may utilize LA-HOP.org to easily submit requests for homeless outreach. To refer incidents of public safety concern related to homeless

individuals, please call the Police Department's nonemergency number at (310) 545-4566. The City will continue to prioritize and enhance our collective homelessness response. In the coming weeks, the City will solicit volunteers for the 2022 Manhattan Beach homelessness count. The City of Manhattan Beach has enhanced its emergency communication platform and will begin to transition all emergency messaging from NIXLE to Everbridge/Alert Southbay. You can now choose to receive notifications about events that may affect your home, workplace, schools, and more. As a reminder, NIXLE will eventually be phased out and the Everbridge/Alert Southbay system will be the City of Manhattan Beach's only emergency alert system. Remaining NIXLE users will be notified when the City will be discontinuing notifications.

The REC Program is a user-pay program open to children ages 5½ to 12 or children in grades 1-5. RESERVATIONS INFORMATION GUIDE

ithin the City of Manhattan Beach there are a variety of facilities, picnic areas, a community pool and fields available for public, private, and commercial events and meetings. A fee is required to reserve City facilities.

Parks are open to the public from 8am to dusk, seven days per week. Unless reserved, the picnic areas are available on a firstcome, first-served basis. For special events requiring additional City services, please call (310) 802-5403.

I further understand that participants involved in Parks & Recreation programs/activities may be photographed and such photography may be used to publicize City programs/activities. Any person who is placed on notice of the park rules, whether by signage or by warning from a park monitor or other city official, who fails to abide by any such rule, may be expelled from the park and by order of the Director of Parks and Recreation may be prohibited from using all city park and recreation facilities for up to fourteen (14) days. Any person refusing to abide by an order of prohibition issued by the Director of Parks and Recreation shall be guilty of a misdemeanor. –m.c. 12.48.54. Failure to comply with City Parks and Recreation Department policies and procedures may result in your removal from the park and forfeiture of all fees collected.

REFUND POLICY

A full refund (including convenience fee) will be issued for any program, activity, or event that is canceled for any reason by the department. For activities, any person requesting a refund before the start of the second class may receive a refund minus the convenience fee. For camps, any person requesting a refund 5 business days before the camp starts may receive a refund minus the convenience fee. Bus trips are not included. Contact (310) 802-5448 for refund details. A “Refund Request Form” may be downloaded from the City’s website, picked up at City Hall in the Parks & Recreation Department during business hours, by mail or email by calling (310) 802-5448 or emailing mbparksandrec@manhattanbeach.gov.

POLICIES

Nonresident registration fees may include up to a 10% additional fee. Advanced registration is required for all activities. Fees will not be prorated for late registrations. Gymnastics activities will not accept registrations after two weeks from start date. All activities, dates and fees are subject to change. Activities not reaching required enrollment may be canceled by the department. A resident is defined as an individual residing in Manhattan Beach. Acceptable proof of residency includes: government issued ID or utility bill showing current Manhattan Beach address. Must be the age specified for the activity. Proof of age may be required for all activities with an age requirement. False information regarding name, age, or address will result in being dropped from the class without refund. You may be asked for ID at the first class. No registration will be taken over the phone. When registering by mail, your name will be placed on a waiting list if the requested activity is full. You will be notified by the Parks and Recreation Department if there is an opening. If on a waiting list, do not attend the first class if you have not been notified to do so.
