The City of Manhattan Beach is committed to safeguarding our oceans through comprehensive and meticulously planned stormwater and urban runoff initiatives. These initiatives address pollutants of concern, such as bacteria and trash, while promoting sustainable stormwater resource management. The City's stormwater projects and programs are designed to intercept and manage runoff and debris, preventing harmful impacts on our precious marine ecosystems and coastline along the Santa Monica Bay. Through diligent and purposeful efforts, Manhattan Beach is proactively ensuring that our ocean remains pristine and free from pollution and waste. These projects not only protect our ocean but also play a critical role in the City’s plan to achieve compliance with state and federal water quality regulations, protect human health, and enhance the resiliency of coastal infrastructure in the face of climate change.
Join the City of Manhattan Beach in exploring ocean protection efforts through this educational video series, available on the City's YouTube channel at www.youtube.com/cityofmb or on the Ocean Protection webpage at www. manhattanbeach.gov/oceanprotection.
The City of Manhattan Beach has effectively eliminated dry weather urban runoff to the Santa Monica Bay by diverting this flow from the storm drain system to the sanitary sewer system for recycling and eventual reuse. On average, the City prevents over 8 million gallons of urban runoff from reaching the ocean each year through completed dry weather diversion projects, significantly improving beach water quality during dry weather.
While this progress is noteworthy, protecting the coastline during wet weather remains a challenge. Managing stormwater runoff requires robustly engineered systems, yet the current storm drain infrastructure was built decades ago—before stormwater pollution prevention and capture for beneficial use were priorities. The City is actively addressing these challenges and has secured over $30 million in external funding to supplement its storm drain fee investments. These funds support critical stormwater projects aimed at achieving ambitious goals for ocean protection and coastal resiliency, including:
• Zero trash discharged to the ocean from the City's storm drains
54% reduction in wet weather bacterial pollution loading to Santa Monica Bay 1.7 million gallons of stormwater treated per day to remove copper and zinc before reaching Dominguez Channel
Completion of nine high-priority Capital Improvement Projects over 20 years to reduce localized flooding, improve water quality, and enhance water supply
• Restoration of over three acres of dune habitat to create a living shoreline, extending the City's total restored dune habitat to over half the length of the City’s 2.1-mile shoreline
• 28th Street Stormwater Infiltration Project
• Trash Capture Project Dominguez Channel Water Quality Project
Beach Cities Watershed Management Stormwater Pollution Prevention Programs
Beach Cities Green Streets Project
PROJECT
The City of Manhattan Beach previously completed a feasibility study for constructing an underground infiltration system to capture stormwater from an existing storm drain beneath 28th Street. The drainage area for the proposed system covers approximately 60% of the City’s area.
At the February 15, 2022, City Council Regular Meeting, the Manhattan Beach City Council approved an agreement with CWE to design an infiltration system for stormwater flows diverted from the existing storm drain on 28th Street. Once constructed, this project will improve water quality at the beach and within Santa Monica Bay.
Project Goals:
Reduce bacterial discharges from the storm drain system
Reduce trash and debris discharge from the storm drain system
Anticipated Benefits:
Enhancing beach conditions
Reducing the potential for beach closures
• Providing an improved environment for marine life
• Creating educational and outreach opportunities for the local community
• Improving the 26th Street Parking Facility
The Beach Cities Watershed Management Program (WMP), a collaborative effort involving the Cities of Manhattan Beach, Hermosa Beach, Redondo Beach, Torrance, and the Los Angeles County Flood Control District (LACFCD), identified the 28th Street Stormwater Infiltration System as the highest-priority capital project for Manhattan Beach. The WMP outlines capital improvement projects across these jurisdictions to improve water quality and address bacterial pollution in the Santa Monica Bay.
The City has hosted several community meetings and public hearings throughout the design phase. The next hearing will take place during the March 18, 2025, City Council Meeting.
For more information, visit www. manhattanbeach.gov/infiltrationproject.
In Southern California, millions of pounds of trash and debris accumulate in roads, parking lots, and urban areas during the dry season. The first major rainfall then flushes this waste into storm drains. In Manhattan Beach, most storm drains empty directly into the Santa Monica Bay or connect to larger drainage systems in neighboring cities. Trash and debris pose a health hazard to people, wildlife, fish, and other aquatic life.
To address this issue, a Total Maximum Daily Load (TMDL) was established for trash in the Santa Monica Bay, setting strict discharge limits. To comply with these regulations and protect water quality, the City is implementing the Santa Monica Bay (SMB) TMDL High Flow Capacity Trash Treatment Control Device (HFCTTCD) Project by installing trash capture devices within storm drain systems that have not previously been addressed.
• Enhance water quality within the Santa Monica Bay
• Improve beach and shoreline conditions
• Meet trash reduction requirements set by the Los Angeles Regional Water Quality Control Board (LARWQCB)
• Educate the community on the benefits of stormwater management
The following figure illustrates the improvements proposed as part of the Project. The Project will include 3 HFCTTCDs on 3 different storm drains (located on 14th Street, 24th Street, and 39th Street) along with implementation at various different catch basins and inlets.
Trash Capture Technology:
Connector Pipe Screens (CPS) and Filter Inserts will be installed in catch basins along Ocean Drive to prevent trash from entering the storm drain system and reaching the ocean. These screens will allow trash to accumulate within the catch basins, where maintenance crews will remove it regularly.
High Flow Capacity Trash Treatment Control Devices (HFCTTCDs) will be installed along key storm drain pipes to remove trash, debris, and sediment from the drainage system before it reaches the Santa Monica Bay. Maintenance crews will remove accumulated trash from these devices through manhole access points located in streets or sidewalks.
A few example photos are included below.
For more information on this project and other ocean protection initiatives, visit www.manhattanbeach.gov.

Your lawn and your grass catcher don’t make such a great couple after all. It seemed like a good idea at the time: attaching a grass catcher to your mower. But, as it turns out, leaving those clippings over the lawn is actually better for the lawn, the environment, and you. The process is called grasscycling. And grasscycling is a very common sense thing to do. For starters, leaving
clippings returns valuable nutrients and organic matter back to the soil. (Besides the nutrient value, grass is 80-85% water, so you get an irrigating effect, too.) And when you grasscycle during the spring and summer months, you can reduce the added expense of organic fertilizers. More good news: grasscycling hands you a nifty refund in time and money. Just think - no more bagging, no more schlepping the bags to the curb. Plus, you’ll save on fertilizer, save on water. You can live with that, right?
A little perspective: the average California lawn generates about a ton of grass clippings per every 1000 square feet, every year. (Almost as much as a VW bug weighs!).
Converting your landscaping to native drought-tolerant is best. If you're not ready for that change, try this:
1. Don’t cut more than the top third of grass each time you mow.
2. Mow every 5-7 days during spring and summer. Grasscycling only takes about half as long as bagging.
3. Mow your lawn when it’s dry.
4. Keep your mower blades sharp.
5. Only 1 inch of water is needed each week (including rainfall), or about 10 minutes of watering for healthy growth in the summer. Your lawn might require a little more or less water. A half-inch per week is enough for fall and spring. Water in the morning.
6. Apply slow-release fertilizers in the fall and spring for steady growth. Fertilizing in summer means more work for you.
7. Consider buying an electric mulching mower when it’s time for a new one.
The City of Manhattan Beach is committed to providing clean, safe drinking water to its residents and businesses. Our Cross-Connection Control program is a critical aspect of this commitment.
Due to recent changes in regulations for cross-connection control in public water systems, the City of Manhattan Beach is updating its requirements for residential fire sprinkler system backflow prevention. Starting immediately, any NEW CONSTRUCTION OR BUILDING
RETROFIT with a residential fire sprinkler system must meet all three of the following criteria. If they do not, a lead-free reduced pressure principle backflow prevention assembly (a backflow assembly) will need to be installed at the water meter:
1. The system must use NSF 61 listed components.
2. The system must not contain any chemical additives, such as corrosion inhibitors, antifreeze, or foam (wetting agents).
3. The system must be installed in a way that ensures fire sprinkler lines are passively purged to prevent water stagnation. For further details, refer to the Passive Purge System Requirements section (back of this flyer).
Backflow is the unwanted reversal of water flow, which can contaminate a public water system. This issue arises when water, liquids, gases, or other substances flow backward into the water supply, potentially impairing its quality or posing health risks.
A cross-connection is any link or arrangement between the public water system and a non-approved source, such as other liquids or gases. This can occur within your premises or through any system connected to the public water supply.
Both backflow and cross-connections can compromise the safety of your water supply, leading to potential health hazards or aesthetic issues.
A passive purge system is to make sure that any water pipes that are 20 feet or longer and do not normally have water
flowing through them are connected to a frequently used water fixture. This helps keep the water fresh and moving. These fixtures include toilets, sinks, washing machines, dishwashers, and shower valves. However, outdoor faucets and irrigation systems are not required to be part of this system, although they can be included to improve overall efficiency.
For pipe loop designs, at least two purge points (where water can flow out) are required on each floor to ensure proper flushing of the loop. In buildings with multiple floors, the vertical pipe that carries water to the upper floor can also serve as a purge point for the floor below. Typically, purge points are placed around the building's main water loop, with extra purge points added if branch pipes extend 20 feet or more into the building.
City inspectors will evaluate each building individually. If certain conditions are met, a double-check backflow prevention assembly (a device that stops water from flowing backward and contaminating the system) may be allowed. However, this is not automatically granted and depends on a detailed inspection to ensure there are no other risks of water contamination.
The property owner is responsible for paying for the installation of a backflow prevention assembly, and in some cases, this responsibility may fall on the tenant, depending on the lease agreement.
The City has set guidelines to make sure these devices are installed properly and last a long time. To get the best price, it’s a good idea to get estimates from multiple licensed contractors before choosing one. If you're planning for future costs, contractors can provide estimates based on the size of your water meters and fire services.
Once installed, backflow prevention assemblies must be tested every year and kept in good working condition.
The City will work with customers who are making progress toward compliance. Wherever possible, reasonable extensions can be provided. The City has a statutory obligation to protect the water system from

backflow. Compliance with backflow prevention assembly requirements is a condition of continued water service. In extreme circumstances where a customer refuses to comply, water service to their premises may need to be temporarily interrupted until the required backflow prevention assembly is installed.
