Manhattan Beach continues its strong commitment to protecting our coastline, enhancing ocean water quality, and building long-term coastal resilience. Through regional partnerships, infrastructure investments, education, and community engagement, the City is working to safeguard the Santa Monica Bay for current and future generations.
UNDERSTANDING OUR WATERSHED
Everything that flows through our streets eventually reaches the ocean. To help residents and students better understand the connection between local neighborhoods and coastal water quality, the City offers a multi-part educational video series. The series explains:

These videos are an accessible way for the community to learn how everyday actions influence the health of our ocean.
MONITORING WATER QUALITY, YEARROUND
The City partners with the Blue Water Task Force to collect and analyze weekly samples from Manhattan Beach—and the program runs all year, even during the offseason. Results help track bacteria levels and identify areas needing attention.
Because water quality can temporarily worsen after rainfall due to increased runoff, residents are encouraged to check current testing results before entering the water.
The City also collaborates with Heal the Bay, whose annual Beach Report Card provides an easy-to-read letter grade for local beaches and updates throughout the year.
REDUCING RUNOFF AND IMPROVING WATER INFRASTRUCTURE
Manhattan Beach continues to invest in stormwater and urban runoff improvements that protect the ocean while supporting long-term water supply needs.
Recent and ongoing initiatives include:
• Redirecting dry-weather storm drain flows into the sanitary sewer system, significantly reducing untreated runoff entering the ocean.
• Achieving zero trash discharge from local storm drains.
• Meeting state stormwater quality goals, including reducing bacteria levels during wet weather and improving metal removal capacity.
• Constructing major infrastructure upgrades, including infiltration systems, trash capture devices, and flood-mitigation improvements.
• Restoring over 3 acres of coastal dunes, creating a “living shoreline” that captures sand naturally and enhances wildlife habitat.
KEY PROJECTS SUPPORTING A HEALTHIER COAST
Several targeted efforts are underway to boost water quality and coastal resilience:
• 28th Street Stormwater Infiltration Project – exploring underground capture systems to filter and reuse stormwater.
• Citywide Trash Capture Project –designing systems that prevent
debris from reaching the ocean.
• Dominguez Channel Watershed Management – installing infiltration features such as dry wells to reduce polluted runoff.
• Beach Cities Green Streets Project –a multi-city collaboration with Redondo Beach, Hermosa Beach, and Torrance to enhance regional stormwater management.
• Dune Restoration Initiative –restoring native dune plants and stabilizing the shoreline as a natural protective buffer.

COMMUNITY MEETING: PACIFIC SEWER LIFT STATION CONVERSION TO GRAVITY LINE

The City’s Public Works Department is in the final stages of preconstruction activities with contractor Environmental Construction, Inc. to begin the construction of the conversion of the existing Pacific Sewer Lift Station to a gravity line. The project involves demolition of the existing station, installation of manholes, and utilizing trenchless technology to install approximately 900 feet of sanitary sewer gravity line to connect to a Los Angeles County Sanitation District sanitary sewer line at the intersection of Pacific Avenue and North Ardmore Avenue.

MANHATTAN BEACH RESIDENTS CONTINUE TO VIEW THEIR CITY EXCEPTIONALLY FAVORABLY, ACCORDING TO RESULTS FROM THE 2025 COMMUNITY OPINION SURVEY.
The survey of 588 residents, conducted by True North Research in late September and early October, found that 96% of residents rated the overall quality of life in Manhattan Beach as excellent or good. Additionally, 87% expressed satisfaction with the City's performance in providing municipal services.
“These results are truly exceptional and reflect the hard work of our entire team,” said City Manager Talyn Mirzakhanian.
“When 96% of residents rate our quality of life as excellent or good, and we see significant improvements in how safe people feel in our community, it shows we're moving in the right direction. We're energized by this feedback and committed to maintaining this momentum.”
KEY FINDINGS:
• 94% of residents feel Manhattan Beach is a safe place to live, with a significant increase in those rating the City as "very safe" Highest service satisfaction scores were for graffiti removal (98%), fire protection (97%), and emergency medical services (97%)
• Top spending priorities identified by residents include fixing potholes and street repairs (92% high or medium priority), improving park maintenance (87%), and upgrading sewer systems (79%)
• 81% of residents are satisfied with the City's communication efforts, up from 75% in 2021
When asked what they like most about Manhattan Beach, residents most frequently cited the small-town feel and beach community vibe, proximity to the ocean, and the City's safety and low crime rate.
The survey results will help guide City Council decisions on budget priorities, service improvements, and policy matters in the coming fiscal year. The complete survey report is available on the City's website.
LEAF BLOWERS REMAIN PROHIBITED IN MANHATTAN BEACH
The use of all mechanical leaf blowers (gas, battery, electric) for any purpose is prohibited.
Manhattan Beach continues to enforce its ban on the use of all mechanical leaf blowers including gas, battery, and electric models under Municipal Code M.B.M.C. 5.48.330. This ordinance is designed to protect our community's air quality, public health, and peace.
WHY THE BAN MATTERS
Leaf blowers can stir up harmful airborne particles such as pollen, pesticides, mold, spores, animal waste, and heavy metals like lead and mercury. This ban helps protect the general public from pollution caused by airborne particles.

AT-HOME BACKYARD COMPOSTING PROGRAM
The City also offers a Backyard Composting Program for residents who like to create natural fertilizer for athome gardens. For Manhattan Beach residents, there are free backyard composting classes year-round and a discount bin purchase program through the City's hauler, Waste Management. Worm composting bins are $65 each and backyard compost bins are $45 each. There is a purchasing limit of two per household each calendar year. Each household and business may shred a maximum of three (3) boxes (10x12x15) of documents during the event on a first come, first served basis.
This is a drive-thru only event; no walk-ups.
Shredding services are provided on a first come, first served basis and all documents collected will be confidentially shredded and recycled.
Once the shredding truck is full, it will leave the event and the event will be concluded for the day. Neither the shredding company staff nor Waste Management staff can transport materials in the cabs of their vehicles.
All community members participating in the event should carefully check any boxes of documents prior to event participation to ensure they are free of any non-paper items including medicine, pens, pencils, binder clips, paper clips, or other non-paper materials.

The Manhattan Beach Teen Center has everything your teen needs to make sure they have a fantastic summer. The TC staff are here to make sure the teens learn, grow, and thrive this summer. As a team, the staff will accomplish this by providing a variety of fun structured indoor/ outdoor activities. Through these activities, it is our mission to bring out the best in the teens by putting them in position to cultivate amazing friendships in a fun and safe environment! The program operates at Manhattan Heights Community Center, Teen Center Rooms 3 days out of the week. On-site, we have access to basketball courts, baseball field, patio, picnic tables, a climbing wall, ping pong tables, pool tables, arcade and video games, and a variety of sports equipment. The rest of the week we have off site park experiences which include Pool days, Beach days, and theme park trips!

For camps, any person requesting a refund 5 business days before the camp starts may receive a refund minus the convenience fee.

Nonresident registration fees may include up to a 10% additional fee. Advanced registration is required for all classes. All activities, dates and fees are subject to change. Classes not reaching required enrollment may be canceled by the department. A resident is defined as an individual residing in Manhattan Beach. Acceptable proof of residency includes: government issued id or utility bill showing current Manhattan beach address. Must be the age specified for the activity. Proof of age may be required for all classes with an age requirement. False information regarding name, age, or address may result in being dropped from the class without refund. You may be asked for id at the first class. No registration will be taken over the phone. NEW - Waiting lists for summer camps will not be offered; all open spots will be filled on a first-come, first-served basis. ActiveNet requires that all activity registrations incur a convenience fee of 6.45% of the total charge.

This class begins with stretching followed by mindfulness for 20 minutes. Stretching is vital as it lengthens and elongates muscles, improving flexibility and elasticity. Stretching has many benefits, including improving posture, decreasing back pain, and preventing injury. Our mindfulness portion will allow us to drop down into stillness with an emphasis on breath and presence. Mindful awareness adds insight to our overall existence. The practice increases vitality, encourages health and wellness, decreases stress, promotes inner peace and calm, and has even been proven to reduce blood pressure and boost immune function. This combination of stretching and mindfulness practice will leave you feeling relaxed, calm, and serene.

Parks are open to the public from 8am to dusk, seven days per week. Unless reserved, the picnic areas are available on a firstcome, first-served basis.

I hereby agree to absolve and hold harmless the City of Manhattan Beach, its employees, officers or agents from any liability, claims, damages, costs or expenses that may result from my participation or that of any minor in my legal custody in the above activity, including the active or passive negligence of the City. If the participant is a minor, I also give my permission for his/her participation in the above activity and for any necessary emergency medical treatment be provided. I understand City staff is not responsible for storing, administering and/or providing medications of any kind for participants in Parks and Recreation programs and activities. I understand the City has no obligation to supervise my children at the close of the above program/activity, and I release the City, its officers, employees and agents from any liability resulting from any lack of supervision of my children at the close of the above program/activity. I understand that the City has adopted a Civility Policy, which among other things requires that all interactions with other participants, instructors and staff be conducted in a respectful manner, and provides that threats of violence and loud, insulting, demeaning or offensive communication will not be tolerated. A copy of the Civility Policy is available upon request. I further understand that participants involved in Parks & Recreation programs/activities may be photographed and such photography may be used to publicize City programs/activities. Any person who is placed on notice of the park rules, whether by signage or by warning from a park monitor or other city official, who fails to abide by any such rule, may be expelled from the park and by order of the Director of Parks and Recreation may be prohibited from using all city park and recreation facilities for up to fourteen (14) days. Any person refusing to abide by an order of prohibition issued by the Director of Parks and Recreation shall be guilty of a misdemeanor. –m.c. 12.48.54. Failure to comply with City Parks and Recreation Department policies and procedures may result in your removal from the park and forfeiture of all fees collected.

A full refund (including convenience fee) will be issued for any program, activity, or event that is canceled for any reason by the department. For activities, any person requesting a refund before the start of the second class may receive a refund minus the convenience fee. For camps, any person requesting a refund 5 business days before the camp starts may receive a refund minus the convenience fee. Bus trips are not included.

POLICIES
Nonresident registration fees may include up to a 10% additional fee. Advanced registration is required for all activities. Fees will not be prorated for late registrations. Gymnastics activities will not accept registrations after two weeks from start date. All activities, dates and fees are subject to change. Activities not reaching required enrollment may be canceled by the department. A resident is defined as an individual residing in Manhattan Beach. Acceptable proof of residency includes: government issued ID or utility bill showing current Manhattan Beach address. Must be the age specified for the activity. Proof of age may be required for all activities with an age requirement. False information regarding name, age, or address will result in being dropped from the class without refund. You may be asked for ID at the first class. No registration will be taken over the phone. When registering by mail, your name will be placed on a waiting list if the requested activity is full. You will be notified by the Parks and Recreation Department if there is an opening. If on a waiting list, do not attend the first class if you have not been notified to do so. ActiveNet requires that all activity registrations incur a convenience fee of 6.45% of the total charge.
