The Manhattan Beach Art Center (MBAC) is proud to present: “In Progress: A Mid-Career Retrospective of Charles Lynn Bragg.” A longtime resident of Manhattan Beach, Bragg’s work has been seen by millions. You might already be familiar with his work, as it has been featured widely in art galleries, magazine covers, jigsaw puzzles, and postage stamps. Bragg is also an animal rights activist, and has worked broadly with animal rights agencies and conservatories. “In Progress” features large scale paintings, sculptures, and an immersive experience that is sure to inspire.

In the 1970’s and early 1980’s, Bragg began his career as a painter and printmaker. The son of a famous painter, Charles learned to produce his father’s prints and make his own originals. Bragg’s studies and work produced in this decade include life drawing, anatomy, etching, serigraphy, lithography, painting, photography, and ceramics. In 1986, Bragg started a painting of a woman standing in a tropical jungle, surrounded by menacing forest animals. Frustrated with several attempts at painting a convincing figure, Bragg painted the woman out and filled the scene instead with dozens of animals, birds, and insects hidden about in the lush jungle foliage. He added a cityscape, complete with skyscrapers and a nuclear power plant in the background. Lastly, Bragg painted a bulldozer bearing down on the animals and plant life. The title of the work naturally popped into his head “City Limits.” The environmental theme of “City Limits” struck a chord with Bragg and his audience. Depicting and conserving the Earth’s ecosystems became his purpose in life and art. He took his camera from the mountain tops to coral reefs throughout the world to photograph the ordinary and the extraordinary to combine images into animated compositions of places, things and animals. ENHANCING THE DUNES IN MANHATTAN BEACH The Manhattan Beach Dune Restoration Project has begun. This project will enhance approximately three acres of the existing dunes along the Manhattan Beach shoreline from 23rd to 26th Streets and 28th to 36th Streets through the removal of invasive non-native plants and seeding native coastal plants. As a result of the project, the dune will be a self-sustaining beautiful native system that helps the coastline and beaches become more resilient to climate change impacts. Join the City of Manhattan Beach, The Bay Foundation, the California State Coastal Conservancy, and L.A. County Department of Beaches and Harbors to restore the dunes by volunteering in one of the upcoming events. TRAFFIC SIGNAL TIMING RESPONSIVENESS & BROADBAND NETWORK IMPROVEMENTS

The Manhattan Beach Advanced Traffic Signal (MBATS) Project aims to integrate signal timing and operations into a broadband network to be more responsive to changing traffic conditions and emergency situations. An important element of the project includes the design and construction of a complete citywide fiber network with connection points to City Hall, South Bay Fiber Network, and remote workstations for command and control of the traffic signal network. The project will also upgrade intersections when necessary with new controllers, signals, poles, accessible pedestrian system, and video detection, which will ultimately improve efficiency, safety and accessibility. In addition, dynamic message signs will be installed along main access routes to provide better traffic management. COMMUNITYWIDE OPINION SURVEY RESULTS

Between December 6 and December 12, 2021, True North conducted a statistically valid survey to 560 registered Manhattan Beach residents. The survey data was collected by phone and online. Residents were recruited to participate in the survey through email, text, and phone. The survey was designed to have a margin of error of + 4.1% at a 95% confidence interval. Key conclusions are that residents are satisfied with Manhattan Beach and the City’s performance in terms of overall quality of life, overall performance in providing municipal services, and Manhattan Beach being a safe place to live. The results indicate if discretionary funds were available, maintenance and infrastructure, repairing and improving City streets and sidewalks, and repairing and upgrading the City’s sewer and wastewater systems are the top spending priorities. This is followed by improving the maintenance of parks and park amenities including restrooms, sports courts, and dog runs. While residents may support

redesigning public spaces to allow for outdoor dining, and additional park and recreation facility renovations, improvements, and replacements, the items were not identified as a high priority in comparison to the City’s maintenance and infrastructure. SEPULVEDA BOULEVARD EXPANDS TO 7 LANES BETWEEN 33RD STREET AND ROSECRANS AVENUE

To provide a consistent roadway width for vehicles traveling northbound on Sepulveda Boulevard and minimize traffic between 33rd Street and Rosecrans Avenue, the Sepulveda Bridge Widening Project is underway. Additionally, this project will expand the sidewalks to ensure ADA compliance and enhance the aesthetics of the bridge. The project is anticipated for completion in mid-April 2022. FIRE STATION NO. 2 UNDERGOING CONSTRUCTION

Manhattan Beach Fire Station No. 2, located at 1400 Manhattan Beach Boulevard, was constructed in 1954. A needs assessment identified a number of deficiencies, which made the station inadequate to continue functioning as an essential facility. Therefore, in 2021, City Council approved the station replacement. During construction of the new facility, the firefighters are temporarily housed at Fire Station No. 1. In addition, they have modified their daily activities to maintain a regular, physical presence on the eastside of Sepulveda Boulevard. Demolition of the existing fire station has occurred, and compaction and excavation continue on the land. The project is anticipated for completion in April 2023.

PECK RESERVOIR PREPARES TO BE FILLED AND TESTED WITH 8 MILLION GALLONS OF WATER

After reaching its useful life, the City of Manhattan Beach began renovations on the Peck Reservoir in October 2020. Contributing to the City’s drinkable water supply and serving as an emergency storage source of water, the replacement facility is anticipated to re-open in May/June 2022. The replacement facility will include an upgraded groundwater filtration treatment facility that will allow the City to use more of its own local groundwater supply, an additional 500,000 gallons of water storage capacity than the old reservoir tank, a new electrical and pump station building, and a replacement of the operations control building. Once completed, the site will be buffered by and decorated with native drought tolerant plants, shrubs, and grasses.

TRANSFORMING THE LOWER PLAYGROUND AT POLLIWOG PARK INTO AN ADVENTUROUS PLAYGROUND

Demolition and construction of the lower playground at Polliwog Park are anticipated to begin in late May 2022, with completion projected for late summer 2022. While this project was scheduled for completion in spring 2022, due to supply chain shortages related to the COVID-19 pandemic, the equipment, which is manufactured in Europe, is unavailable for procurement and shipment until May 2022. With nostalgic elements like the reimagined galleon, updated ADA accessible walkways and structures, and new structures for all ages, this playground will be a great source of fun for years to come.

As a result, federal, state, and local governments and health agencies recommend social distancing and have in many locations, prohibited or limited the congregation of groups of people. I understand that the City has adopted a Civility Policy, which among other things requires that all interactions with other participants, instructors and staff be conducted in a respectful manner, and provides that threats of violence and loud, insulting, demeaning or offensive communication will not be tolerated. I further understand that participants involved in Parks & Recreation programs/activities may be photographed and such photography may be used to publicize City programs/activities. Any person who is placed on notice of the park rules, whether by signage or by warning from a park monitor or other city official, who fails to abide by any such rule, may be expelled from the park and by order of the Director of Parks and Recreation may be prohibited from using all city park and recreation facilities for up to fourteen (14) days. Any person refusing to abide by an order of prohibition issued by the Director of Parks and Recreation shall be guilty of a misdemeanor. –m.c. 12.48.54. Failure to comply with City Parks and Recreation Department policies and procedures may result in your removal from the park and forfeiture of all fees collected.

REFUND POLICY

A full refund (including convenience fee) will be issued for any program, activity, or event that is canceled for any reason by the department. For activities, any person requesting a refund before the start of the second class may receive a refund minus the convenience fee. For camps, any person requesting a refund 5 business days before the camp starts may receive a refund minus the convenience fee. Bus trips are not included. Contact (310) 802-5448 for refund details. A “Refund Request Form” may be downloaded from the City’s website, picked up at City Hall in the Parks & Recreation Department during business hours, by mail or email by calling (310) 802-5448 or emailing mbparksandrec@manhattanbeach.gov.

POLICIES

Nonresident registration fees may include up to a 10% additional fee. Advanced registration is required for all activities. Fees will not be prorated for late registrations. Gymnastics activities will not accept registrations after two weeks from start date. All activities, dates and fees are subject to change. Activities not reaching required enrollment may be canceled by the department. A resident is defined as an individual residing in Manhattan Beach. Acceptable proof of residency includes: government issued ID or utility bill showing current Manhattan Beach address. Must be the age specified for the activity. Proof of age may be required for all activities with an age requirement. False information regarding name, age, or address will result in being dropped from the class without refund. You may be asked for ID at the first class. No registration will be taken over the phone. When registering by mail, your name will be placed on a waiting list if the requested activity is full. You will be notified by the Parks and Recreation Department if there is an opening. If on a waiting list, do not attend the first class if you have not been notified to do so. ActiveNet requires that all activity registrations incur a convenience fee of 5.65% of the total charge.
