We are thrilled that at MBOT we finally, after two years, were able to celebrate in person the businesses in Mississauga with the Business Awards of Excellence. What a fantastic evening it was celebrating the best of the best in the City of Mississauga.

During the last two years, businesses had to adapt, make changes, and pivot, all to survive or excel. Survival was a challenge in many industries, and many pulled through but still struggle. Those companies that excelled also were challenged to pivot and perform differently. We learned how to hold or participate in virtual meetings, and now we are learning how to merge our virtual and in person worlds. Change was and is happening fast. Having a celebration of business was what we needed. Looking forward, what will our business world look like by the end of 2022? Excitement was in the air at the in person, 2021 Business Awards of Excellence held at the Mississauga Convention Centre. An opportunity for business colleagues to reconnect and share stories of the past two years but, most of all, to celebrate the many great

businesses of Mississauga. We were pleased so many organizations were nominated. Being nominated for any award is an accomplishment; people are proud of what they have achieved. Acceptance speeches by the winners were full of enthusiasm and gratitude and a real inspiration to us all. As we look forward to the second half of 2022, what opportunities will exist? Many of us are challenged with the war on talent, but we are resilient and will find a way forward. Our MERG (Mississauga Economic Resiliency Group) is also looking at talent solutions. Great ideas come when we share and work together to find a better way. As the owner of Nurse Next Door in Mississauga, we too have hiring challenges, but we are starting to see some positive change. We are halfway through the year and so much change has already taken place. The next six months could yet be the best of what is to come. MBOT is here to support our members – large or small – to Connect, Champion, Advance your business. Let’s Do This, Mississauga!

President & CEO Mississauga Board of Trade

Next month will mark one year since I joined the Mississauga Board of Trade (MBOT) as its new President and CEO. At the time, I wasn’t entirely sure what to expect. I was already familiar with the organization from my previous role as the VP of Member Services at the Ontario Chamber of Commerce (OCC). In that position, I was responsible for ensuring that executives from more than 150 chambers of commerce and boards of trade were receiving the resources and support they required to provide optimum value to their local member businesses. Of course, providing value became even more important with the onset of the pandemic. In what seemed like an instant, I had now become one of those executives. Had I made the right decision? Would I be up to the job? With the support of a very capable staff team and Board of Directors, could I help make a positive impact on an organization that had just celebrated its 60th year of operations? Would I be able to lead MBOT into its next phase of growth and relevancy, building on the tireless efforts that my predecessor, David Wojcik, had undertaken to position MBOT for future success? Admittedly, the jury is still out on many of the above questions, but I can say without reservation that I would “do it all over again” if presented with the same opportunity. Serving as the CEO at MBOT is an honour and responsibility that is never taken for granted. I can point to several reasons why this has been a personally rewarding first year as your President and CEO. From seeing firsthand the passion and ingenuity of small business owners to collaborating with CEOs from many of our city’s largest employers, the collective desire to see this community prosper is palpable! Working with partners and stakeholders such as the City of Mississauga, various industry associations, NGOs, and others, MBOT’s Mississauga Economic Resiliency Group (MERG) is working to align and

advance our shared objectives. I’m excited about what’s next for MBOT. A new strategic plan to be released later this year will inform our path forward. Despite the economic challenges we face (labour and housing shortages, runaway inflation, continued pandemicrelated risks and uncertainties), there are also many factors converging that will make Mississauga an even more exciting (dare I say “cool”) place to grow a business – or to work at one - for years to come: •

A recently released Life Sciences Strategy by the provincial government represents a significant opportunity to take Mississauga’s robust biotechnology and biopharmaceutical sector to the next level.

Placemaking projects such as Lakeview Village are putting Mississauga on the map as a top destination for talent, culture, and global business investment.

Infrastructure investments such as the Hurontario LRT (Hazel McCallion Line) and the creation of Canada’s largest health care facility by Trillium Health Partners are key enablers to unlock our potential.

Mississauga’s competitive position as an international trading hub, bolstered by Canada’s largest airport and one of the country’s most vibrant and diverse populations.

Globally recognized post-secondary learning institutions and training providers.

For these reasons and more, I am excited for the future of business in Mississauga, and I couldn’t be more enthusiastic about what we are going to accomplish together! Let’s do this, Mississauga! 

Canadian businesses are making great strides in adopting digital technologies, however too many organizations are still lagging behind. This means they’re missing out on major opportunities that come from digitizing their operations. They also risk losing market share to competitors who are more digitally mature. At BDC, we see every day the remarkable success that digital technology brings to businesses. To find out more, we surveyed 1,500 Canadian businesses about their digital adoption activities.

Tech drives better results, innovation, resilience The results are fascinating and could make a real difference for your company. The good news is that nine in 10 Canadian small and mid-sized businesses are investing in digital tech. This can be anything from e-commerce sites to accounting software and smart robotics. On the other hand, only 5% of SMEs are what we call “digitally advanced.” This means they are using digital tech effectively to transform their company. Half of businesses are “beginners”— just getting started. And another 20% are “latecomers”—using little or no digital technology at all. This means lost opportunities. Digitally advanced companies tend to have significantly higher revenue and profit growth and are more innovative and resilient. They’re 10 times more likely than latecomers to complete or accelerate the launch of new goods or services. They’re also 30 times more likely to acquire or merge with another company.

Digital adoption easier than many think It’s easier than you might think to get started or continue a stalled digital endeavour. We find it’s crucial to begin with some planning, thinking carefully about the business growth strategy and what technology gaps might be holding the business back from its true potential. To help gain perspective, consider the steps it takes to onboard a new client, along with how employees service or create value until revenue is booked. This process mapping exercise or the quote-to-cash journey is key in understanding bottlenecks, challenges and areas prone to error. A business can then begin to think about what technology improvements along the value chain can be used to gain efficiencies. Finally, be sure to understand the total cost of ownership, including implementation, training and transition costs. A great resource to help with all this is the Canada Digital Adoption Program. It provides grants and interest-free loans for digital planning and technology investment. There’s never been a better time to go digital.

Local & Regional THE MISSISSAUGA BOARD OF TRADE IS THE VOICE OF BUSINESS AT THE CITY OF MISSISSAUGA AND REGION OF PEEL LEVELS OF GOVERNMENT.

COVID-19 RESPONSE Both the City of Mississauga and Region of Peel have returned to basically a “pre-COVID” system of operations for most programs and services. Some meetings continue to be on a hybrid or online system and some services that converted to completely online service will continue indefinitely.

OUTDOOR BUSINESS OPERATIONS, PATIOS & SIGNS Mississauga City Council has approved an extension to both the temporary

12

patio and temporary outdoor business programs until December 31, 2023. These program extensions will allow Mississauga restaurants and bars to continue using their patios and other outdoor businesses to use outdoor spaces as they continue to recover from the COVID-19 pandemic. It is very likely that Council will decide to make these exemptions permanent after the October 2022 municipal election.

REGION OF PEEL OFFICIAL PLAN Peel Region has adopted a new Official Plan which will guide the growth and development, infrastructure

investment, transportation and social services planning for the next several decades. The three local municipalities that make up Peel (Mississauga, Brampton and Caledon) will be updating their plans to align with the Regional Plan within the next year.

MISSISSAUGA OFFICIAL PLAN REVIEW The City of Mississauga is conducting a formal review of its Official Plan and Policies as required by law. The Mississauga Board of Trade continues to advocate for the protection of important employment lands in the city to ensure they are not lost to future residential development. The City is also reviewing and updating its Development Charges By-law, Community Benefits by-law and Parks Plan/Payment in lieu of Parkland policy. Each of these revenue tools for the City of Mississauga are required for new developments and designed to fund important infrastructure related to the developments.

DOWNTOWN MISSISSAUGA COMMUNITY IMPROVEMENT PLAN Mississauga City Council has extended a by-law that created a Community Improvement Plan (CIP) for the city centre area which means almost double the grant benefits for qualifying office developments through the City’s Tax Increment Equivalent Grant (TIEG). Together with incentives from the Region of Peel, the City’s TIEG will make it more cost effective to build office space in Downtown Mississauga. The Downtown CIP is a tool designed to help attract new office development to the downtown core. By providing incentives such as Tax Increment Equivalent Grants, Development Processing Fees Grants and Municipally-Funded Parking Assistance, the City is balancing residential and employment development to build a complete community where people can live, work and play.

MUNICIPAL ELECTIONS Municipal elections are scheduled for October 24, 2022 to elect the Mayor, Members of Council and School Board Trustees.

The City of Mississauga has announced the creation of an Innovation District called “IDEA Mississauga” that will include an innovation centre to be built in Square One with an opening planned for late Fall 2022. However, IDEA Mississauga does not represent one specific location in Mississauga – rather, it represents the city’s entire ecosystem made up of industry, government, education, and providers of space and programs that support innovation. Mississauga has also committed to work with Lakeview Partners Developments to work on establishing an Innovation District complex on their lands abutting Lake Ontario.

MISSISSAUGA URBAN AGRICULTURE STRATEGY The City of Mississauga has adopted an Urban Agriculture Strategy that also includes encouraging businesses to get involved. Over the next 10 years, the strategy will help to enhance and grow urban agriculture efforts, promote and support inclusive, culturally relevant local food options expand, improve food security and support climate mitigation and adaptation efforts.

ONTARIO GENERAL ELECTION – JUNE 2, 2022 A Provincial Election was held on June 2, 2022 resulting in a re-elected Progressive Conservative majority Government led by Premier Doug Ford. SIGNIFICANT LABOUR REFORMS IMPLEMENTED IN ONTARIO Through the Working for Workers Act 1 and 2, the Ontario Government has enacted several worker protection regulations which employers should be concerned about. These include: • require workplaces that are at risk of a worker opioid overdose to have naloxone kits

• paying the minimum wage to anyone employed in the “gig” economy • establishing a “disconnect” policy for workers • banning non-compete agreements • mandatory licensing of employment recruiters and temporary employment agencies • increasing the general minimum wage on October 1, 2022 to $15.50/ hour for all workers.

HIGHWAY 413 With the re-election of the Ford Government in Ontario, plans for the development of Highway 413 are likely to be full speed ahead. The MBOT expressed its support for the development of another much needed west-east transportation corridor so long as it is not a toll highway. The Government has publicly said that future Highway 413 will not be tolled.

COVID19 FEDERAL RESPONSE The Government of Canada has begun to wind down the financial support programs for business affected by the COVID pandemic. In some cases loans and grants have been extended or deferred for re-payments.

CANADA DIGITAL ADOPTION PROGRAM The Government of Canada has established the Canada Digital Adoption Program to help small and medium-sized enterprises (SMEs) realize their full potential by adopting digital technologies. The $4 billion program is an investment of $1.4 billion in grants and advisory services to SMEs from the Government of Canada and up to $2.6 billion in loans from the Business Development Bank of Canada to help businesses cover the costs of implementing new digital technologies. INTEREST RATES/INFLATION/ ECONOMY These issues continue to be monitored very closely by the Canadian Chamber of Commerce and others on their impact to business in both the short and longer terms. Affordability issues continue to be front and centre for most Canadians which impacts economic growth and jobs. 

Although ONCA is now in effect, there is a three year transition period for existing corporations to review and amend their governing documents to comply with the new legislation. However, if these provisions still do not comply with ONCA after the transition period, the conflicting provisions will be deemed to be amended to conform to ONCA, subject to limited exceptions.

Rising interest rates and soaring inflation, along with the lingering affects of the COVID-19 pandemic, are affecting every aspect of the Canadian economy. Sound financial planning and personalized advice continues to be your essential tool in a volatile market. As Associate Vice-President and Market Lead for CWB in Ontario, I share some thoughts on the challenges facing business clients today.

Q: How is inflation impacting the business owners you work with? SAMUEL: There’s an element of sector specificity to this. For certain clients, higher prices are impacting their ability to obtain supplies and deliver their products and services on time. Inflation is also affecting their ability to forecast profitability and revenue. On the other hand, some sectors – insurance, for instance – are very comfortable with higher rates and the improved profitability outlook they bring. That said, we know the concept of “lower for longer” does not apply anymore when it comes to rates.

Q: How are businesses dealing with rising rates and higher inflation? SAMUEL: For many companies, the challenge right now is how much of their increased costs – whether because of higher interest rates or input costs for materials or services or labour – can they pass along to their customers. We have had some clients who have decided to lock in, but others are taking a more wait-and-see approach. Even if companies have to absorb rising costs, some see fixed rates as tying their hands.

Q: What can businesses and individuals do to weather this period of uncertainty?

Q: What other concerns do businesses have right now?

SAMUEL: The most prudent approach is to create a plan that takes the potential for downturns into account. That’s why I go back to advice. The foundation is a financing plan, or an investing and retirement plan, that is built around your goals and then reverse-engineers a strategy that factors in what might happen

SAMUEL: A major one is talent and succession planning. Some businesses did not have a clear succession plan, but the pandemic brought the issue to the forefront for many of them. It has made owners think more deeply what’s important in their lives, and about what the business might look like when they are not there. That ties into talent. Who leads when the owner is gone? Family? Workers? The executive team? Those are the types of conversations our relationship managers are having with clients, giving them a sounding board for ideas and leveraging the power of advice.

It also comes down to risk. How are you managing it? On the investment side, asset allocation is king, and the key is to reverse-engineer your portfolio allocations based on your goals. And the last thing on investments is diversification, so it’s not all-or-nothing. In periods of volatility, those foundational strategies for managing allocation and diversification can make all the difference.

Three billion dollars is a lot to lose. But what about three billion birds? Studies estimate that North America has lost nearly three billion birds over the past 50 years primarily to urban and agricultural expansion. While habitat loss is the overall leading cause of bird population decline, bird-building collisions are the leading cause of death for migratory birds. Birds have economic and recreational value. Bird watching activities generate billions of dollars for the Canadian economy each year. But most importantly, birds are critical for food production and biodiversity. They help with seed dispersal, pollination and insect control, and they’re beautiful to listen to and look at.

Birds can’t see glass. But they do see the reflections of trees, shrubs and sky mirrored in building windows. These reflected landscapes cause over a billion bird-window collisions each year in North America. Reducing enticing reflections on windows can be as simple as adding a 10 cm x 5 cm adhesive marker dot grid to the outside of your windows. These dots are nearly imperceptible from inside because the backings are black. You can also apply pre-made window films or purchase windows with bird-friendly etched glass or UV coatings. Etchings can be custom designed for aesthetic appeal or to include your logo. You can take or request a building assessment and learn more at flap.org.

CREATE HABITAT By creating more bird-friendly habitat for food and shelter, we can reduce bird population decline. Start by planting trees and creating native plant gardens. You can use Credit Valley Conservation’s (CVC) plant

BUILD BIRDFRIENDLY BUILDINGS The Canadian Standards Association just released a new Bird-Friendly Building Design Standard created with ornithologists, architects, conservation authorities, glass manufacturers and industry advocates.1 The standard provides guidance on design strategies to reduce bird strikes and prevent trapping birds within structures like atriums and grates. BUSINESS IMMIGRATION – CANADA AND U.S. WHAT YOU NEED TO KNOW RIGHT NOW Canadian updates Express Entry Update May 2022 The Federal government’s budget bill includes new authority for the Minister of Immigration to invite applicants based on occupation and work experience. This approach is familiar in the Provincial Nominee Programs, including in Ontario, but is a departure from the Federal government approach

for the main economic immigration categories (Canadian Experience Class and the Federal Skilled Worker Class). It is expected that experience in ‘indemand occupations’ will become a factor for an invitation and may displace the approach of inviting applicants with the highest Comprehensive Ranking System (“CRS”) points to apply first. This change is expected to impact the Express Entry selection process by introducing more control for the Minister in the selection of skilled immigrants, as well as an element of subjectivity in the selection of which occupations are prioritized. At the same time it will likely take away some of the predictability for invitations that were based solely on points, which can be calculated objectively. We expect that draws will resume in July 2022 at levels similar to the prepandemic approach to Express Entry between July-September 2022, and for the changes to the selection process to begin in the Fall 2022.

International Mobility Program Plus (IMP+): Open work permits for Quebec Selection Certificate holders outside Quebec Immigration, Refugees and Citizenship Canada has announced a new work permit category call the International Mobility Program Plus (IMP+). This is an open work permit category with a numerical cap of 14,700 for 2022. The category allows applicants for permanent residence who intend to reside in Quebec to apply for an open work permit, which in turn will allow them to work for almost any employer in the province of Quebec. The goal is to allow applicants for permanent residence in the province of Quebec to move to that province and start working sooner and will help to address key labour shortages in that province.

Alberta lifts restrictions on hiring new temporary foreign workers As of May 1, 2022, the Alberta government lifted restrictions on hiring new temporary foreign workers with job offers in the province. This change eliminates the ‘refusal to process’ list for new Labour Market Impact Assessments for certain identified occupations in the province. The move is understood to be in response to the need for skilled workers for sectors of the Alberta economy that are experience labour shortages.

U.S. Immigration Updates USCIS to Implement Premium Processing for certain previously filed EB-1 and EB-2 immigrant applications Beginning on June 1, 2022 U.S. Citizenship and Immigration Services (USCIS) will begin accepting requests for Premium Processing (Form I-907) for certain petitioners who have a pending I-140 petition under the EB-1 and EB-2 classifications. Premium processing is a key tool for employers and applicants looking to secure immigrant

status in an otherwise very delayed processing system. The increased access to premium processing includes E13 multinational executives and managers and E21 professions with advanced degrees or exceptional ability seeking a national interest waiver.

New Risk-Based Approach for Conditional Permanent Residence Interviews On April 7, 2022, U.S. Citizenship and Immigration Services (USCIS) announced a policy update to adopt a risk-based approach when waiving interviews for conditional permanent residents who have petitioned to remove the conditions on their permanent resident status. This new approach is expected to increase efficiencies and processing times, while maintaining a focus on identity fraud and national security. This will be a relief to many couples who applied for permanent residence before they were married for two full years. 

COSTI’s Employment Consultants will carefully pre-screen applicants and select those that best match your company’s requirements. Once you have reviewed their skills and qualifications, we can arrange interviews with the applicants you select.

Ensuring candidates meet employers’ requirements, COSTI provides training on Canadian workplace environments, occupational terminology and customer service to prepare people for today’s labour market. Other training services include English language classes and basic office skills. Services are provided at no cost.
