STARTING 2026 WITH COLLABORATIVE SUCCESS

Strong partnerships and our commitment to collective success lights the path forward. As we embrace the opportunities and challenges ahead, I am grateful for the connections, relationships and partnerships that empower our work. Together, we can shape Mississauga’s continued growth as a vibrant, welcome place where businesses of every size can flourish.

In January, MBOT deepened its connection with the municipal community by meeting with Mayor Parrish and City Council to discuss key priorities for local businesses and areas for collaboration. We appreciate Mayor Parrish’s thoughtful pre budget submission, which reflects many of the themes and issues we have been hearing from our members. We look forward to continued collaboration on issues that drive economic impact and shape policies affecting both employers and workers.

In early February, we were pleased to welcome Premier Ford for a fireside chat - his fifth time joining MBOT for an open and engaging conversation. With over 450 business members in the room, Premier Ford provided his insights on healthcare, fiscal responsibility, transit, supportive housing, and trade. Comments that were both well received and valued by our

business community. MBOT is grateful for the Premier’s leadership and setting up the tone for the work ahead that needs to be done.

This year has already brought exciting momentum to our advocacy efforts. In the first three months of 2026, MBOT has held more than 12 events, some of which included government leaders, Hon. Doug Ford, Premier of Ontario, Hon. Minister Sidhu, Federal Minister of International Trade, Hon. Minister Peter Betlenflavy, Minister of Finance, Hon. Rob Flack, Minister of Municipal Affairs and Housing and many other representatives from our Ontario government.

We are also fortunate to have such strong support from our local elected officials, such as MPP Nina Tangri, MPP Kusendova-Bashta, MPP Deepak Anand, MPP Rudy Cuzzetto, MPP Sheref Sabawy, MPP Silvia Gualtieri, and many others, who continue to engage meaningfully with MBOT and the Mississauga’s business community.

CAN CANADA SURVIVE WITHOUT CUSMA?

The Canada-United States-Mexico Agreement (CUSMA), known as USMCA in the United States, is a pivotal trade agreement that significantly influences Canada’s economy. It replaced the North American Free Trade Agreement (NAFTA) in 2020, modernizing trade relations among the three countries. The question of whether Canada can survive without CUSMA invites a complex analysis of economic, geopolitical, and strategic dimensions.

ECONOMIC IMPACT

Trade with the United States and Mexico, facilitated by CUSMA, is crucial for Canada’s economy. The U.S. is Canada’s largest trading partner, with over 75% of Canadian exports destined for the U.S. market. CUSMA ensures tariff-free access to this market, which is vital for sectors like automotive, agriculture, and manufacturing. Without CUSMA, Canada could face tariffs and trade barriers that would disrupt established supply chains and increase costs for businesses and consumers.

However, Canada has been diversifying its trade relationships, evident in agreements like the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). These efforts mitigate some risks of over-reliance on CUSMA but cannot fully replace the volume and ease of trade with the U.S.

GEOPOLITICAL CONSIDERATIONS

Geopolitically, withdrawing from CUSMA or its dissolution would strain Canada-U.S. relations. Trade negotiations are inherently political, impacting other areas such as security, environmental policy, and international diplomacy. A lack of a formal trade agreement could lead to increased disputes and a less stable trading environment.

Canada’s geopolitical strategy often aligns with U.S. interests due to shared borders and economic ties. Without CUSMA, Canada might face challenges in maintaining its influence and negotiating power both regionally and globally.

STRATEGIC ADJUSTMENTS

In the absence of CUSMA, Canada would need to make strategic adjustments. This could include investing in infrastructure to support trade diversification, enhancing domestic industries to reduce reliance on exports, and expanding economic partnerships with other global players like China and the ASEAN (The Association of Southeast Asian Nations) nations which include, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. This trading block represents over 680 million people and almost $4 trillion in GDP.

Investment in technology and innovation would also be crucial. By bolstering sectors such as clean energy, artificial intelligence, and biotechnology, Canada could pivot towards a more selfsustaining economy.

CONCLUSION

While Canada could potentially survive without CUSMA by leveraging trade diversification and strategic economic adjustments, the transition would be challenging and costly. CUSMA provides stability and predictability in

North American trade, and its absence would necessitate significant policy changes and economic resilience strategies. The agreement’s dissolution would test Canada’s ability to navigate a more complex and fragmented global trade environment, emphasizing the importance of robust economic planning and international cooperation.

At the local level, organizations like your Mississauga Board of Trade (MBOT) play a crucial role in representing the perspectives of Mississauga businesses in these broader discussions. By collaborating with the Canadian Chamber of Commerce (CCC) and the Ontario Chamber of Commerce (OCC), MBOT ensures that the voices and concerns of its members are brought to provincial and national policymakers, helping shape trade, economic, and regulatory strategies that support growth, competitiveness, and the unique needs of the Mississauga business community. 

WHY STUDENTS NEED YOU

Across Mississauga and the GTA, employers are feeling the pressure of a rapidly shifting labour market. At the same time, young people are navigating uncertainty — unsure of which careers exist, how to get started, or what skills the future will demand.

The Ontario Career Lab, in partnership with the Ministry of Education, is helping bridge that gap by bringing meaningful, small-group Career Conversations directly into Ontario classrooms. And right now, we are looking for local professionals to join us as volunteer Career Coaches.

WHO MAKES A GREAT CAREER COACH?

A Career Coach is not a guidance counsellor or a presenter. They are simply a real person with real experience — a skilled tradesperson, business owner, technologist, manager, frontline worker, or creative professional. Anyone who has built a career path has a story worth sharing.

Recent OECD findings show why this matters: 40% of 15-year-olds are career-uncertain, and youth career expectations have barely shifted in 20 years despite significant labour-market change. Even more striking, fewer than half of students have ever spoken with an employer by Grade 10. Without real-world exposure, students are left guessing. Volunteers help change that simply by showing up.

CITY OF MISSISSAUGA

CITY BUDGET APPROVED

The City approved it’s 2026 budget at a sitting of General Council on January 28, 2026. The budget will implement a 4.39% increase in property taxes with a blended property tax increase of 5.21% when including the Region of Peel portion. The City CFO, Marisa Chiu, delivered a presentation to the MBOT Policy and Government Affairs Committee on March 13, 2026, providing insights and updates relevant to the committee’s work.

MAYOR

HOLDS COLLABORATIVE MEETING WITH MBOT BOARD EXECUTIVES

Mayor Carolyn Parrish invited the Mississauga Board of Trade to meet and discuss common advocacy issues with councillors and city staff. Representing MBOT was Chair Robyn Saccon, MBOT Vice Chairs John McKenna and Amanda Pautler, and MBOT President and CEO, David Wojcik. The common issues raised were:

1. Affordable and attainable housing to facilitate the labour force required for Mississauga business to thrive.

2. LRT Loop which was removed from the original plan. The loop is proposed to run from Hurontario and Burnhamthorpe, west to Confederation, north to Rathburn and east to the Square One Bus Terminal.

3. Two way all day Go service on the Milton corridor.

4. Financial Fairness for contributions to Peel Regional Police and the Region of Peel.

STORM WATER TAX REFORM

The storm water tax is a financing mechanism to replace and build out new infrastructure to mitigate the flow of storm water. At the heart of the issue is water originating from the Forks of the Credit in Caledon, flowing through Brampton and eventually making its way south to Lake Ontario through a network of natural and man-made tributaries. As development continues in Caledon and Brampton, increasing volumes of stormwater are being directed southward, passing through Mississauga.

The tax, which has been collected since January 2016 by way of the Region of Peel water bill, has accumulated an abundant reserve. Along with the tax, the City created a credit program for companies who invested in storm water mitigation techniques and programs. Now the Storm Water Tax 10th anniversary has passed, it is time to revisit this program. We need to understand how effective it has been and how the City can now better fund the credit program to encourage more companies to participate. Corporate participation is the key to truly mitigate storm water rather than simply build more infrastructure.

MINISTER OF FINANCE

– HON. PETER BETHLENFALVY

At a sold-out event, the Hon. Peter Bethlenfalvy took the stage to address the Mississauga Board of Trade’s members and guests, sharing insights and perspectives that captivated the audience. The Minister spoke of the accomplishments of the Provincial government and addressed the local issues affecting Mississauga business. He discussed how Ontario is positioning itself for economic resilience in the wake of tariffs. There was discussion on transit and transportation, housing supply, creating a competitive environment for our life sciences sector and aligning our local workforce with immigration and skill sets.

MINISTER OF MUNICIPAL AFFAIRS AND HOUSING – HON. ROB FLACK

Taking a fresh approach, the Hon. Rob Flack captivated a sold-out audience of members and guest with an interactive presentation, shining a spotlight on the need for more affordable and attainable housing; an agenda closely aligned with Mississauga Mayor Carolyn Parrish’s Housing Task Force Report. The engaging fireside chat was guided by MBOT Vice Chair, Amanda Pautler.

PREMIER OF ONTARIO –HON. DOUG FORD

Hon. Doug Ford, Premier of Ontario engaged a sold-out crowd with his usual “man on the street” style which has garnered him praise and affection from many Ontarians. The Premier spoke about how the province is working toward protecting Ontario businesses from pressures from the United States. He addressed the delays with the Hazel McCallion LRT and his displeasure with the process. The Premier praised the City for working with the Province to fund the expansion of Trillium Hospital. By way of a fireside chat, conducted by MBOT Chair Robyn Sacoon, the Premier did field the question of how to assist the life sciences sector in Mississauga, which creates tremendous economic value to the city.

ONTARIO CHAMBER OF COMMERCE

The Ontario Chamber of Commerce is preparing for it’s upcoming Annual General Meeting from April 23 - 25, 2026 at the Fairmont Chateau Laurier in Ottawa. The full compendium of new resolutions will be available after ratification by the membership at the AGM.

The Canadian Chamber of Commerce led a Mission to Washington on Manufacturing and Supply Chains. This mission will bring together senior Canadian and U.S. policymakers, business leaders, and policy influencers to examine the future of manufacturing and Canada-U.S. supply chains at a critical time for trade, competitiveness, and economic security, particularly amid ongoing discussions on CUSMA, tariffs, Canada’s defence industrial strategy, and broader industrial policy. Mission Dates were April 13th and 14th.

THE MISSISSAUGA HOUSING CRISIS

The Mississauga housing crisis stems from acute supply shortages amid rapid population growth, exacerbated by high demand and provincial targets requiring 120,000 new units over the next decade—equivalent to adding a city the size of Guelph.1 (1https://www. mississauga.ca/projects-and-strategies/city-projects/growing-mississauga-an-action-planfor-new-housing/) This ambitious goal, part of Ontario's 1.5 million homes push, pressures the city to build at triple its historical pace, while affordability plummets: median condo prices have dropped from $640,000 peaks in 2022 to $413,000 by early 2026, yet detached homes hover above $1 million, pricing out many first-time buyers.

An Ipsos poll, published in January 2026 showed 91% of Mississauga residents expressed concern about housing affordability, and 47% considering relocation in the next five years. This exodus is shared by youth, 18-34 years of age, across the GTA who indicate 66% are considering relocation within the next 5 years. The poll also showed residents believe the City is oversaturated with high-rise towers and call for more family-friendly housing like duplexes and triplexes. According to the poll, a staggering 80% agree, that municipalities are not doing enough to make housing more affordable.

City initiatives like Mayor Parrish’s Housing Task Force Report – “Growing Mississauga: An Action Plan for New Housing” targets five goals over four years, including permitting more housing types (e.g., triplexes, garden suites) without rezoning, promoting transit-oriented development, and repurposing employment lands for residences.

Market dynamics show tentative relief: by 2026, inventory has surged from pandemic-era lows (sub-2 months) to 5.58 months overall and 7.86 months for condos, reducing bidding wars and granting buyers leverage amid higher mortgage rates and investor sell-offs.

Broader advocacy ahead of the 2026 Ontario budget urges reforms like reforming Community Benefit Charges, boosting rental supply, and accelerating transit (e.g., Hurontario LRT loop, Milton GO expansions).

In summary, Mississauga's crisis blends policy ambition with market volatility: supply ramps via incentives and deregulation offer hope, but execution depends on provincial support and economic stability, fostering a normalizing yet precarious 2026 market. 

HUB NETWORK

Canada’s biomanufacturing and life sciences sector faces a critical and growing talent shortage. By 2029, it is projected that only one-quarter of the skilled workforce required will be available, putting manufacturing capacity, daily operations, and Canada’s ability to respond to future public health emergencies at risk.

In 2024, strategic funding was provided through the Canada Biomedical Research Fund (CBRF) to establish the Biomanufacturing Hub Network (BioHubNet). Headquartered at the Leslie Dan Faculty of Pharmacy at the University of Toronto, BioHubNet equips graduate students, postdoctoral fellows, and laboratory professionals with practical, industry-aligned skills to build a resilient and sustainable talent pipeline for Canada’s biomanufacturing future.

BioHubNet is built around three core pillars: ENGAGE (industry-focused skills training), EXPERIENCE (internship placements, cross-disciplinary knowledge exchanges), and EQUIP (entrepreneurial support). This model goes beyond traditional academic pathways by immersing trainees in real-world contexts and providing targeted resources that support seamless transitions to the biomanufacturing workforce.

ENGAGE delivers curated, industry-focused skills training through the BioHubNet Online Training Platform. Trainees gain access to over 70 industry-relevant courses covering areas such as GxP, QA/QC, intellectual property, regulatory affairs, clinical research, and business fundamentals. Structured learning pathways in R&D, manufacturing, QA/QC, clinical research, entrepreneurship, as well as medical and regulatory affairs are currently in development, with launch planned before Spring 2026. Complementing this technical training, a Networking & Mentorship Program provides monthly 1:1 career mentorship with industry professionals, helping trainees expand their professional networks and gain practical career insights.

EXPERIENCE bridges training with experiential learning. Through an internship matching platform, BioHubNet connects trainees with employers across Ontario and beyond, including SMEs and global enterprises, creating a direct pathway for talent to gain real-world industry experience. In addition, the Knowledge Exchange Program supports 1-, 4-, or 6-month crossdisciplinary placements across academia, hospitals, and other research settings, fostering collaboration, broadening professional perspectives, and accelerating skills development.

EQUIP empowers trainee-led innovation by providing targeted commercialization and travel funding through VentureLift and VentureConnect grants, alongside customized entrepreneurship training. Through this integrated support, BioHubNet helps traineeentrepreneurs advance their technologies toward market readiness and build meaningful industry connections.

BioHubNet launched with 13 academic partners across Ontario and 15 industry partners nationwide. Since then, the network has expanded to include 9 additional partners, with more continuing to join to co-develop specialized training, internship opportunities, and entrepreneurial support.

Looking ahead, BioHubNet wants to connect with you! BioHubNet is scaling its programs nationwide, growing its network of partners, and broadening the range of industry-relevant training available. Over the coming years, BioHubNet will support more than 1,000 trainees, cultivating a strong workforce to meet sector demands and help position Canada as a global leader in biomanufacturing and life sciences. 

FACTORING MYTHS

ARE THEY HURTING YOUR BUSINESS?

Cash flow pressure is something almost every small business owner understands. You can be profitable, growing, and winning new contracts — yet still feel the squeeze when customers take 30, 60, or even 90 days to pay.

Invoice factoring is often discussed as a solution, but it’s frequently dismissed because of common misconceptions. Before ruling it out, it’s worth taking a closer look.

One of the biggest myths is that you must factor all your invoices. In reality, many factoring companies offer flexibility. While some require full participation, others allow you to choose which customers or invoices you want to factor. That means you can

accelerate cash flow on specific accounts without changing how you manage your entire receivables portfolio.

Another concern is upfront cost. Factoring fees are typically structured as a percentage of the invoice value, but they are not paid in advance. The fee is deducted when funds are advanced to you. In practical terms, you’re paying the fee once cash is already in your account — not out-of-pocket before you receive it.

Cost comparisons with bank financing can also be misleading. Traditional loans may carry lower stated interest rates, but they often involve lengthy approvals, fixed limits, and over collateralization of business assets. Factoring, on the other hand, generally scales with your sales. As your invoicing grows, so does your access to funding. Approval decisions are largely based on the creditworthiness of your customers rather than your own balance sheet, which can make it more accessible for newer or rapidly expanding businesses.

Some owners worry they will lose control of their client relationships. In practice, factoring companies assess which customers they are willing to fund, but you remain free

to work with any client you choose. Many businesses find that improved cash flow actually increases their sense of control and stability.

Finally, factoring is often seen as a tool only for struggling companies. While it can certainly help during challenging periods, many profitable and well-managed businesses use it strategically to support growth, manage seasonality, or fund larger contracts.

Factoring may not be the right fit for every organization, but it deserves to be evaluated on facts rather than assumptions. In a competitive market, strong cash flow can be the difference between standing still and moving ahead. 
