GOV. JIM PILLEN MAKES THE CASE FOR LB 1165 AND LB 847

Jim Pillen is a veterinarian by trade and a businessman, having built a pork production operation that manages around 78,000 sows and markets about 2 million pigs annually. He’s also noted for believing that the government should be “run like a business.” That’s why, when he talks about government, he talks about investment, and he’s using that word deliberately.

This spring, Pillen signed LB 1165 and LB 847, two laws he says he is particularly proud of as part of the legislature’s efforts to strengthen business in Nebraska. Pillen is also running for re-election, seeking a second term as the Republican incumbent against Democratic challenger Lynne Walz.

Grow the Good Life Act

Nebraska Public Media acquired NRG Media-owned 101.9 The Keg, the last of that conglomerate’s stations, in February, and will officially launch Nebraska Public Media Omaha on June 15. Returning to Lincoln

There is a particular kind of city that does not announce itself. Lincoln is that city. It grows — David Cary, the city’s planning director, puts population growth at roughly 1% a year — steadily, unglamorously, compounding — and the people who understand it best tend to describe it in the same terms: a university city, an anchor hub, a place where the speed bumps are less dramatic than in larger markets and, consequently, easier to navigate. That assessment is not a diminishment. It is, in fact, the thesis.

This week, for the first time in several years, we are publishing a Lincoln Growth Report. We returned because the story has deepened.

The picture that emerges from our reporting is of a city in productive tension with itself. Dan Marvin, Lincoln’s director of urban development, was coaxed out of retirement in 2025. The ImagiNE Nebraska Act has attracted $548 million in projected investment tied to Lincoln-area companies. Manufacturing is accelerating. Luke Peltz of the Lincoln Partnership for Economic Development describes Lincoln not as an island but as an anchor hub whose gains ripple outward — supply chains, infrastructure, economic momentum distributed across county lines to secondary markets.

Marc Hausmann of NAI FMA Realty is candid about the commercial real estate business. Mike Ball sees new development amidst construction costs, interest rates and permitting timelines that do not move at the speed ambition requires. Project O Street, the effort to reinvigorate the central business district as a walkable work-live-play neighborhood, will shine a new light on downtown. It is the texture of a city that is genuinely growing.

Into that context arrives LB 1165. Gov. Pillen signed the Grow the Good Life Act this spring, and the law is worth examining carefully, because Lincoln is precisely the kind of city it will either serve well or pass over. The bill offers tax credits of up to $50 million over 10 years to large employers that merge with out-of-state companies while retaining their Nebraska headquarters and workforce. Its critics — and they are not without a case — argue the qualifying criteria fit Union Pacific with unusual precision. Ernie Goss of Creighton University offered the cautionary precedent of LB 775, the package designed to hold ConAgra in Omaha that ultimately could not hold it when a new CEO arrived from Chicago. Lynne Walz put the sharpest point on it: economic development should not only benefit large corporations. That question — who else gets a seat when the chips are handed out — is one this publication will continue to ask. Lincoln’s strength has always been built on the steady accumulation of companies that no single piece of legislation had to chase. LB 1165 is a long-game bet. Long-game bets deserve long-game scrutiny.

Cameron and Sydney Hall bought Doors Plus LLC in July 2023 when it was six months old and nearly $400,000 in debt. Within six months they had turned it to a profit, and in May they accepted Nebraska’s SBA Small Business Persons of the Year award in Washington. Their story belongs here because it is precisely the kind of story Lincoln produces — not the headline company, not the headquarters relocation, but the business built carefully, on relationships and competence and a willingness to tell the truth when a manufacturer backlogs an order.

We have returned to Lincoln to celebrate its many achievements.

Rural economy slumps again

Creighton University’s Rural Mainstreet Index fell to 45.7 in May from April’s 47.9, marking the fourth consecutive month below growth-neutral. Almost half of bank CEOs surveyed said farm financial conditions deteriorated from 2025. Economist Ernie Goss cited weak commodity prices and elevated input costs. Nebraska’s state-level index slipped to 51.4 from 53.9, and farm equipment sales hit a 33-month low.

OPPD AMI rollout yielding savings

Omaha Public Power District told its board this week that advanced metering infrastructure has detected 8,900 outages and eliminated 1,795 truck rolls since installation began. OPPD has converted 12,500 meters to AMI and plans 3,000 more by year-end, with full 13-county deployment starting January 2027. The board also approved $9.9 million in supplemental labor contracts with Nielsen Construction.

Porsche Omaha sold to Florida firm

Woodhouse Auto Family has sold Porsche Omaha to Hanania Automotive Group of Jacksonville, Florida, with W.G. Nielsen & Co. advising. The dealership, located northwest of 180th Street and West Dodge Road, had been part of Woodhouse since 2005. The transaction brings Hanania’s portfolio to 18 dealerships nationwide while Woodhouse retains 25 locations.

$120 million campus unveiled

The Malcolm X Memorial Foundation has detailed plans for a $120 million mixed-use cultural campus at 34th and Evans streets in North Omaha. The project would build a museum and cultural center on the civil rights leader’s birthplace, joining new housing and commercial space. Backers describe it as a potential international destination and economic anchor for North Omaha redevelopment.

HUD tours north Omaha projects

HUD Secretary Scott Turner joined Gov. Jim Pillen and Mayor John Ewing Jr. on Thursday for a tour of the Highlander Accelerator Neighborhood, framing the North Omaha redevelopment as a national model. Officials toured the Charles Drew Health Center and community greenhouse and discussed Opportunity Zones, deregulation and affordable housing. HUD said federal best practices to lower construction barriers will follow.

Methodist opens behavioral hospital

Methodist Jennie Edmundson Behavioral Health, a 96-bed psychiatric hospital, held its ribbon cutting May 19 in Council Bluffs. The $50 million joint venture between Methodist Health System and Acadia Healthcare will start admitting patients in June. Located at 3620 S. 24th St., it aims to expand inpatient mental health capacity across western Iowa and eastern Nebraska, a chronic regional gap.

Mutual debuts employer pathway

Mutual of Omaha Workplace Solutions launched Employer Pathway, an online tool that digitizes newgroup benefits onboarding for employers and brokers. The platform replaces paper forms, tracks setup in real time and auto-routes documentation. Workplace Solutions President Scott Ault said the goal is to remove friction for small and mid-sized employers. Paper-based onboarding remains available for groups that prefer it.

Inland Port touts north Omaha work

The Omaha Inland Port Authority published a report Wednesday outlining its first 18 months of work in north and east Omaha. OIPA combines property development, infrastructure investment, and community programs to drive inclusive growth. Executive Director Garry Clark and Board President Nebraska Sen. Terrell McKinney lead the authority, which was created by the city council in January 2024 under state legislation enabling municipal inland port authorities.

CDBG deadline looms for cities

Nebraska Department of Economic Development reminded municipalities this week that the FY26 Community Development Block Grant payment request deadline is June 5. DED also confirmed continuation of CDBG webinars. CDBG remains the state’s largest passthrough grant program for small-city economic development and public works.

LB 717 reshapes banking rules

Nebraska Department of Banking and Finance issued industry correspondence Monday on LB 717, the omnibus banking bill signed by Gov. Pillen in February. The law revises chartering, examination and consumer protection standards for state-chartered banks and credit unions. The department outlined effective dates and compliance expectations and said additional guidance on virtual currency provisions will follow this summer.

L.L.Bean headed to Avenue One

L.L.Bean will open its first Nebraska store at Avenue One near 192nd Street and West Dodge Road in 2027, joining Trader Joe’s, Pottery Barn, Williams Sonoma and Restoration Hardware in the west Omaha development’s

Berkshire 13F shows revamp

Berkshire Hathaway’s first-quarter 13F filing, released May 15, disclosed a new Delta Air Lines stake of 39.8 million shares worth $2.6 billion and a new Macy’s position valued at roughly $55 million. The portfolio overhaul, the first under incoming CEO Greg Abel, lifted both stocks. Berkshire trimmed other holdings while increasing its New York-based bank position to roughly $1.1 billion.

The Carnac nears completion in Blackstone

The Carnac, a five-story, $45 million apartment building under construction in Omaha’s Blackstone District, reached wood-framing stage this week. The mixed-use project adds 100-plus units and ground-floor commercial space to one of the city’s fastest-growing entertainment corridors. Developers said leasing is expected to begin late 2026, with retail tenant announcements following framing completion.

46th & California apartments eyed

A developer has proposed replacing the small strip mall at 46th and California streets with a new apartment building, according to plans circulating to neighborhood associations this week. The Midtown infill site sits along a key transit corridor and within walking distance of the Blackstone District. The proposal still needs zoning review and a planning board public hearing.

Ricketts pushes MARKET Act

U.S. Sen. Pete Ricketts introduced the MARKET Act on Wednesday to expand export-market identification for U.S. agricultural products and reduce reliance on China. Speaking on the Senate floor, the Nebraska Republican highlighted the state’s $1.7 billion beef export economy and 2.2 billion-gallon ethanol industry. The legislation pairs with May resolutions designating Beef Month and Renewable Fuels Month.

Nebraska drought batters wheat

Nearly 10% of Nebraska is now in exceptional drought, more than doubling from 4% three weeks earlier, and the U.S. Department of Agriculture expects roughly 36% of winter wheat acres will be abandoned this year. National Agricultural Statistics Service forecasts 580,000 harvested acres, down 225,000 from 2025. Panhandle research fields

The National Institutes of Health has awarded $4 million to University of Nebraska-Lincoln virology researcher Dr. Eric Weaver to develop a broad-spectrum bird flu vaccine. Weaver’s team uses computational analysis of flu evolution from 1930 to 2021 to design protection against multiple strains. The vaccine uses a weakened cold virus as a delivery mechanism, activating both antibodies and

companies to apply ImagiNE Nebraska Act credits to cover up to 50% of employees’ child care costs.

The catalyst, openly acknowledged in the legislature, is Union Pacific’s proposed acquisition of Norfolk Southern, which could be done by early 2027. If approved, the merger would create a coast-to-coast, single-company freight network which gives Union Pacific, headquartered in downtown Omaha, even greater economic power.

“We’ve been the home of Union Pacific for 160-plus years,” Pillen said. “We will help them fill up the tower that they’re in and build another tower because it will be extraordinary for the people of Nebraska.”

Pillen doesn’t stop there in detailing how his favored legislation will help the state’s largest corporate citizens. He named First National Bank of Omaha, which, with over $32 billion in assets, is the self-proclaimed third-largest agribusiness lender in the U.S. and the largest family-owned bank in the country. He also singled out HDR, the employee-owned engineering firm with 14,000 employees globally, and Kiewit, the century-old, stakeholder-owned construction company, as businesses the bill is designed to protect. Pillen noted Nebraska is home to more than 1,300 domiciled insurance companies and more than 15,000 high-paying careers, he added.

Asked to underscore the state’s primary business constraint — head count or skills — Pillen’s answer was both. LB 1165, he argued, addresses the head count side directly.

“The most consistent comment everywhere — and I don’t care what size business,

I don’t care what industry we’re in — is an incredible shortage of people,” he said. “If you mean if I had people that I’d work elbow to elbow with, if I could find them, yeah, we’d add 10 more to our business.”

He also made a broader wage argument, noting that attracting high-paying jobs to Nebraska puts upward pressure on what existing Nebraska workers earn, not just those who relocate.

“I believe that this policy will also have an impact on business owners in Nebraska to say, ‘If we’re getting credit to attract people to Nebraska to pay more, maybe we ought to be paying the Nebraskans who have made our company what it is a little bit more,’” he said.

The opposition

LB 1165 passed April 10 on a 42-7 vote. State lawmakers in opposition, though far outnumbered, raised questions that voiced what many in the business community are feeling.

Sen. Danielle Conrad of Lincoln, who led the floor opposition, called it a “sweetheart deal for Union Pacific” and argued the qualifying criteria appeared tailored specifically to the railroad, according to the Nebraska Examiner. Several other senators said the incentives would simply reward activity that would happen regardless as Union Pacific has already publicly committed to keeping its Omaha headquarters.

Ernie Goss, Ph.D., the Jack A. MacAllister Chair in Regional Economics at Creighton University, pointed to a cautionary precedent. LB 775, a targeted incentive package designed to retain ConAgra in Omaha, ultimately couldn’t hold the company when its new CEO arrived from Chicago. “LB 775 (was) ConAgra focused,” he said. “ConAgra stayed in Omaha; the alternative would have been Knoxville, Tennessee. They stayed for a time, but ultimately moved to Chicago, because the new CEO is from Chicago.”

The railroad’s physical infrastructure, he noted, makes Union Pacific a different kind of bet. “Companies are more footloose today than they were 20 years ago,” Goss said. “The railroad is less footloose than others — such as ConAgra, for example — in my judgment.” Whether that distinction is enough to justify the incentive remains, in his view, an open question. No rate-of-return analysis has been done, he said, and the legislation rests on assumptions that are difficult to model either way.

Walz offered a measured response that largely echoed Goss without opposing the bill outright.

“This bill was important to pass but it’s important to remember that economic development should not just benefit large corporations,” she said. “It should help small businesses grow, support local workers and make it easier for young people and families to build their lives here in Nebraska.”

The budget backdrop lends the debate additional weight. Nebraska tax revenues came in below expectations for the second consecutive month in April as individual income taxes fell more than 45% below forecast, per the Nebraska Examiner. Combined with March’s shortfall, the state’s near-term budget gap grew to approximately $129 million. A projected deficit of more than $630 million looms in the biennium beginning July 2027, which would mark the third consecutive session in which lawmakers have had to address a shortfall.

The state did earn its second consecutive AAA credit rating this year — the first time Nebraska had achieved back-to-back AAAs — which Pillen offered as evidence that the state’s fiscal footing remains sound despite the short-term picture.

Creating opportunities for young people

LB 847, the Nebraska Registered Apprenticeship Act, takes a different approach. It creates a Nebraska Office of Registered Apprenticeship within the state Department of Labor. It also establishes an advisory council to oversee and expand apprenticeship programs, shifting oversight from the federal Department of Labor to the state.

Pillen tied the bill to a suite of broader workforce investments. State assumption of community college funding, he said, has allowed all six regional community colleges to expand their technical programs. Southeast Community College in Lincoln recently opened a nearly 100,000-square-foot Welding Technology Center that is reported to be the nation’s largest. Meanwhile, the Jobs for America’s Graduates program has expanded from five schools three years ago to more than 100 today, and pushed graduation rates in participating cohorts from about 65% to 95%.

The talent retention question runs deeper than workforce pipelines. In Pillen’s first year in office, 80% of Nebraska’s 31 perfect ACT scorers left the state for college, lured by scholarship offers they said they “couldn’t afford not to” take. His administration has worked to close that gap.

Pillen drew on his own biography here. Raised near Columbus, he left Nebraska for his veterinary degree at Kansas State only because the state didn’t yet have a veterinary school. He remained a Nebraska resident throughout and used the story as argument, not autobiography: get students educated close to home, build relationships early and you increase the odds they stay.

“I’m an advocate of getting educated at home,” he said. “I’m an advocate of making sure our kids know this is the safest place to live, this is the best place to educate their families, and this is the best place to be able to create wealth for your family for generations ahead.”

He also named a structural pressure point that gives him “a pain in the heart”: a tax environment that still prompts some business owners to relocate before selling their companies to avoid state tax liability.

“We have way too many seniors, people that retire, and their wealth advisers tell them, ‘Before you sell your company, you gotta move. You can’t afford to do it in Nebraska,’” he said. “Those are things we have to fix.”

Whether LB 1165 and LB 847 ultimately move the needle will take years to determine, but Pillen wastes no time in framing both as long-game bets. Critics from the Unicameral floor to the small-business community are asking who else gets a seat when the chips are handed out.

ACCEPT SBA AWARD

Cameron Hall was running on vacation-lag, having just returned from Cancun, Mexico, when the call came in from Washington.

“Hey, this is so and so from the U.S. Small Business Administration,” he recalled. “Do you have a minute to chat?”

What followed was news that Hall, 27, and his wife, Sydney, hadn’t seen coming: the couple had been named Nebraska’s Small Business Persons of the Year by the SBA, one of 53 state and territory winners recognized during National Small Business Week, May 3-9.

The nomination came from Craig Boesch at the University of Nebraska-Lincoln who had helped Doors Plus LLC with SBA loan packaging — someone Cameron had only communicated with by email — who was apparently struck most by Sydney’s financial work.

“I actually had never met him in person,” Cameron said. “I have since gotten to meet him, he was at the party the SBA threw for us.”

The Halls traveled to Washington, D.C., and accepted the award in person May 4, joining more than 100 small business owners from across the country at a Small Business Summit at the White House hosted by SBA Administrator Kelly Loeffler and President Donald Trump. Back home, they marked the achievement with a celebration at the SBA office in Omaha on May 15.

“The trip to Washington was amazing, it was great to be among the nation’s award winners,” Cameron told MBJ. “For Doors Plus to be included in that elite community after only three years in business is incredible and we are honored to represent Lincoln and Nebraska. The community of Lincoln has so much to offer and we love being able to bring recognition to and celebrate that.”

A business born from relationships

The story of Doors Plus is not a straightforward startup tale. Cameron came from the homebuilding industry, where he developed the contractor relationships that would later prove essential. When a friend’s stepfather launched Doors Plus and then decided he didn’t want to keep running it, the opportunity landed in Cameron’s lap. He and Sydney bought the company in July 2023, when it was just six months old — and nearly $400,000 in debt.

Within six months, they had turned it to a profit.

“I relied a lot on relationships I had made as a general contractor,” Cameron said. “I was the COO of NuHaven Builders.”

His reputation with NuHaven, owned by his father-in-law, gave customers confidence to trust him in this new company.

Cameron serves as president and CEO. Sydney, who has an accounting background and previously worked as an accountant for a public company, operates as COO. The turnaround drew on help from the Nebraska Business Development Center, a University of Nebraska Omaha-based program providing confidential consulting and business development services statewide. With the NBDC’s support focused on financial management, business planning and scaling responsibly, total sales nearly doubled from the time of purchase through 2024.

Today Doors Plus provides installation and repair of overhead doors and access systems for residential and commercial clients within a 50-mile radius of Lincoln, reaching customers in Seward, York, Nebraska City, Gretna and beyond. The company employs more than 10 people and has surpassed $5 million in annual revenue.

What sets them apart

In a trade where price competition is fierce, Doors Plus built its edge by working with multiple manufacturers and putting them in direct competition with each other rather than aligning exclusively with one supplier. The company also recruited a commercial sales manager with nearly 40 years of industry experience. Combined with the Halls’ own background and a residential sales specialist, Doors Plus carries more than 60 years of collective garage door expertise.

Where Cameron says competitors often fall short is service after the sale. When installations don’t go perfectly, a common reality in construction, Doors Plus built its reputation on rapid response rather than multi-week wait times.

“The most important thing is that, when you are making an investment such as a garage door, you are trusting us. And a garage door is an investment, they have something like.a 130% ROI. We are coming in and out of your house multiple times, we are installing a door, it takes trust.””

Navigating headwinds

When tariff negotiations with Canada intensified this year, Doors Plus received notice from LiftMaster, whose operators are manufactured in Canada, that a 25% tariff would mean a 25% price increase. The tariffs ultimately didn’t materialize at that level, but the scare prompted a strategic shift: buying operators by the pallet to buffer against sudden price spikes.

“It’s been a journey,” Cameron said. “We’ve created great relationships with our manufacturers. It takes a bit of negotiating, and we’re acting as kind of as a broker so we can still get our customers the best deal we can, even though the prices are higher.”

What’s next

In January the Halls launched NextGen Door Distribution, a wholesale operation supplying garage doors to lumber yards, independent installers and smaller garage door companies across the region. They’re also eyeing western Nebraska — having already taken jobs in McCook, North Platte and Scottsbluff — as a potential location for a second Doors Plus office.

“There’s not a lot of competition out there and there’s a lot of need and a lot of growth,” Cameron said. “If we could open an office in North Platte and service the western half of the state, I think there’s just massive opportunity.”

“Get connected with other business owners through networking groups and community events,” said Cameron. “It’s a very welcoming group that is always able to help and give advice. Ultimately, knowing that Jesus has walked with us in business every step of the way through the hills and valleys has been the one thing that has kept our heads up through all the sleepless nights and been part of the celebration in all of our achievements.”

Lincoln isn’t acting as an economic island. Instead, it serves as a critical anchor hub.

As one of Nebraska’s premier hubs for business growth, Lincoln is a vital cog in the ever-turning gears of the state of Nebraska. The statewide ImagiNE Nebraska Act, a comprehensive tax incentive program designed to lure and retain companies, thus creating jobs with high wages in the Cornhusker State, is the crank that keeps those cogs turning to the tune of $4.3 billion in statewide investment.

Lincoln, similarly, reflects that same strategic concentration, with $548 million in investments.

“Currently, $548 million in projected investment and 545 anticipated new jobs are tied to companies that maintain a presence in Lincoln as well as other communities

across the state,” said Luke Peltz, vice president of the Lincoln Partnership for Economic Development. “This demonstrates that Lincoln isn’t acting as an economic island. Instead, it serves as a critical anchor hub.”

That hub, says Peltz, is at the center of a marked and outward rippling change.

“Major projects centering their technology or corporate operations here are creating a powerful halo effect, distributing supply chain benefits, infrastructure growth and economic gains across county lines to secondary markets,” Peltz said.

“The remaining billions in the pipeline represent hyperscale, capital-intensive projects, like advanced manufacturing and data centers, (which) naturally cluster

where high-density utility grids and deep talent pools already exist.”

The tiered application levels of the ImagiNE program allow for a variety of local businesses to take advantage of incentives.

When asked in which tier he has seen the most growth in, in Lincoln lately, Chad Denton, principal of CFO Services, said he believes one jumped out above the rest.

“(While) I think it’s circumstantial, I think it’s manufacturing,” he said. “Especially with the change this legislative session, there’s a lot of companies, a lot of manufacturing companies that are growing that will take advantage of the manufacturing tier in Lincoln.”

Denton also believes recent changes in the structure of local government have been beneficial in streamlining the timeline for an application to be turned into an executed agreement from 313 days to a mere 20, when taking a variety of factors into account.

“The new legislation did require that all applications go through the Department of Economic Development, and those changes constructively help other departments to sort of align,” he said. “The Department of Economic Development at the state of Nebraska would obviously be involved in a lot of those projects at the onset, so I think there were some possible synergies.”

With government streamlining, local businesses incentivized to do business in Lincoln, and a variety of options available for local businesses to find their niche and take advantage of tax breaks, small-scale companies have found a runway. According to Peltz, it’s time for liftoff.

“Economic development is a continuous pipeline and Lincoln is built to transition a founder from a raw startup concept into a scaled enterprise leveraging major state incentives,” Peltz said. “The Lincoln Partnership for Economic Development acts as a full-spectrum partner throughout this entire business lifecycle.

“Our organization engages at the very beginning, providing $20,000 equity-free LaunchLNK grants to help early-stage entrepreneurs establish their businesses, a proven catalyst, as the 42 companies granted through LaunchLNK have gone on to raise over $100 million in outside investment.”

“I think it’s imperative that we help these young companies,” Denton said. “You never know which young company will grow into the next Hudl that will create a lot of jobs and spend a lot of money in the community.”

Growing Pains LINCOLN’S GROWTH BRINGS OPPORTUNITIES, CHALLENGES

We are getting more creative to getting deals and projects done.

Lincoln’s borders continue to expand as the city pushes its boundaries farther south and east. With that growth comes several challenges, some admittedly under the header “good problems to have,” but issues nonetheless.

“The primary driver of geographic growth here in Lincoln is an approximate 1% population growth each year with the resulting development of about one square mile of new land area to accommodate new housing, commercial and related land uses,” said David Cary, planning director with Lincoln-Lancaster County Planning and Development.

“The population growth is a result of, among many factors, Lincoln’s attraction of people for its high quality of life, strong local employment opportunities, a comparably low cost of living, a very strong public school system and a sense of one community and belonging by residents throughout the city.”

Cary said the growth can be seen in all directions from the city’s core, but not all at the same rate. He said infrastructure was the main reason why, noting the city’s comprehensive plan

details strategies for expanding wastewater and sewer systems to the city’s fringe.

“The main driver of multi-directional growth is the provision of city sewer services in several areas of our expanding city,” he said. “When new sewer service is constructed and made available, that leads to the development of new growth areas with city water service coordinated with the sewer service, and road improvements following.

“We plan and design our sewer system by gravity flow using the natural topography of our subbasins in various watersheds that ultimately flow back to our two water treatment plants. With this basin development in mind, we have two main areas of edge growth: south in the Salt Creek Watershed and east in the Stevens Creek Watershed. The reason for these two primary directions of growth is that these watersheds provide larger areas of subbasins that can accommodate more growth efficiently.”

Ball, executive vice president, sales and leasing with NAI FMA Realty, pointed to current developments by way of example.

“There is some new development on North 27th Street which will be retail, mainly. There is also a new Pump & Pantry being developed at 84th and Van Dorn at the Firefox site,” he said. “Office and industrial sectors are still active, however, new projects are stale currently.”

Ball said new development has been hampered by macro issues such as higher building costs and more local concerns such as the city’s plodding permitting guidelines.

“Economic challenges such as rising construction costs, interest rates, and planning and zoning issues are the main issues which have sidelined some future and current projects,” he said. “These are difficult to address in terms of fixing the issue, but we are getting more creative to getting deals and projects done.”

There are also wider movements afoot that represent a vision Ball sees as potentially incongruous with growth. One major shift in thinking about downtown seeks to create it as a more walkable, upscale work-live-play neighborhood. Ball said while that thinking has its merits, it’s concerning to some businesses that fear the move will make it harder for customers to access the district.

“The main new project, which is Project O Street, is an attempt to reinvigorate the central business district,” he said. “The intention is greatly positive, but the project comes with mixed feelings.”

When Dan Marvin, Lincoln’s director of urban development, was coaxed out of retirement in the spring of 2025, his unfinished business was, well, business. He couldn’t resist massaging the heart of the city or the extremities to which the arteries of the city flowed. In that work, he saw improvements to be made, lives to be bettered.

“I left in 2023, interest rates were just starting to tick up and construction costs were starting to jump, and that really put a damper on a lot of construction activity,” he said. “For the next two years we were kind of at a stoppage. There was a drop in the number of projects that we were doing.

“What I would say now is that some of the projects that stalled are under construction and moving ahead.”

While the city and Marvin foresee a continued advancement of public and private projects, the broader commercial real estate landscape is taking a more measured stance.

“I don’t know if we’ve seen that uptick yet,” said Marc Hausmann, associate broker at NAI FMA Realty in Lincoln. “I think for the past probably year to 18 months it’s slowly just been declining.”

While commercial real estate is patiently eyeing interest rates and waiting for the market to catch up to the city’s plans, the vital, thriving neighborhoods and communities Marvin wants to create are exactly the kind of place businesses want to settle. It’s not just a facade or a beautification project, it’s about making all the areas of Lincoln investment ready.

“Urban development is also the redevelopment arm,” he said. “So we negotiate with developers on projects that ultimately go to the city council and result in the disbursement of tax increment financing for certain projects as well.”

Whether in the middle of downtown Lincoln or on the expanding edges of the city as it grows, Marvin and his office are there to lend a hand, dig a shovel into the dirt or connect people with the working parts of their local infrastructure.

“We try to identify that Lincoln has a core area,” Marvin said. “We have a policy that addresses core area, and then we have an outer area of tax increment financing. I’d say the biggest difference between core area and outer area is the type of investment, so larger-scale apartment projects can be put into the core area and we use outer area as a tool as an incentive for industrial projects.”

This distinct geographic demarcation also matches the trends Hausmann and his team have observed as traditional pockets of industrial real estate have hit their ceiling.

“We’ve seen a little bit of an industrial shift that’s starting to move towards the expressway,” Hausmann said, noting that even if the market wasn’t exploding, there was a definite shift being observed in Lincoln.

“We do have a little bit that’s coming to fruition out there at the Air Park area, some that’s getting finished up out there towards the expressway, but there’s just not much out there on North 56th.”

“One success we have had is that we have married the use of tax increment financing with 4% low-income housing tax credit,” Marvin said. “What we have found is by doing that, we are able to make a project work that otherwise there just isn’t enough equity that could get into a project to make it take off.

“In 2021 we had an affordable housing action plan that really looked at the lack of affordable housing that we had in Lincoln and set certain goals and looked at what the city needed to be able to do. That’s the reason why we’ve used TIF in that way, to help foster additional affordable housing for the city of Lincoln.”

Hausmann sees the steady growth as a sign of Lincoln continuing in the right direction.

“We are tertiary by size,” Hausmann said. “We are small enough and big enough to see a little bit of growth, but that growth is always steady. We grow 1.7% a year, and we don’t see the big speed bumps in the highs and lows that your larger markets see. We are a university city and we have enough infrastructure and employment.”

The regional appearance is the Huskers’ 20th all-time, including the fourth under head coach Will Bolt.

The top-seed in the regional, Nebraska will take on No. 4 seed South Dakota State on Friday at 3 p.m. on ESPN+. Also included in the field are No. 2 seed Ole Miss and No. 3 seed Arizona State, which will play Friday at 8 p.m. on ESPNU.

The Lincoln Regional is paired with the Auburn Regional, which features No. 4 national seed Auburn, UCF, NC State and Milwaukee. The regional winners advance to next week’s super regional.

The 33rd annual ICAN Women’s Leadership Conference brought roughly 3,000 attendees to CHI Health Center Omaha on April 22, drawing leaders from 30 states and several countries for a daylong program built around one central challenge: choosing optimism when the pressures of leadership make that choice anything but easy.

This year’s theme, “Opt In: Optimism Intelligence,” framed positivity as a strategic business imperative rather than a soft skill, asking attendees to make a conscious decision to embrace optimism amid workplace disruption, the rollback of DEI initiatives and rapid changes driven by artificial intelligence.

“We felt that the way leaders engage with their teams has never been more critical,” said Lisa Kaplan, who leads development of the conference theme each year.

Keynote speaker Michelle Gielan, a researcher in positive psychology and a bestselling author, anchored the scientific case for optimism, citing data showing professionals in a positive mindset achieve 37% higher sales and are 40% more likely to receive a promotion. Retired U.S. Navy commander and economist Dr. Mary Kelly focused her session on vision planning, arguing that uncertainty is never an excuse to forgo strategy. Certified futurist Crystal Washington challenged attendees to stop waiting for the future to happen to them and start building frameworks to act on it. Author Curt Steinhorst examined leadership’s evolving role as AI continues to reshape the workplace.

An estimated 500 additional participants attended virtually through the conference’s online event hub.

ICAN, the nonprofit Institute for Career Advancement Needs, was founded 45 years ago by Fran Root and Geil Browning with a focus on leadership development. Though centered on women’s leadership, the conference is open to all.

“Inspiration and connection are two of the biggest things that people look for,” said Allison Zach, ICAN’s director of marketing, communications and events.

All You Need is Love (and Music)

INSPIRED BY CHILDHOOD HEROES, BILLY MCGUIGAN

When Billy McGuigan says his dreams of stardom are of the lifelong variety, he’s not kidding. The moment he first knew his destiny was to be on stage happened at an age most people only know from onlookers’ retelling.

“I have a really unique memory; I have memories pre-walking, even pre-talking a little bit,” he said. “When I was two years old, my parents entered me into a Fonzie lookalike contest, a little blonde-haired, blue-eyed kid, and I won. It still gives me chills.

“From that moment on, I think it was in kindergarten when we were first asked what we wanted to be when we grew up, for me it was ‘actor.’”

McGuigan would make good on that early promise to himself, building a career that brought him national attention and critical acclaim for his legendary and innovative performances and productions. In addition to touring and recording, his performances in “Buddy: The Buddy Holly Story,” “Yesterday and Today: The Interactive Beatles Experience,” “Billy McGuigan’s Pop Rock Orchestra” and “Rave On! The Buddy Holly Experience” made him a star.

BUILDS SUCCESSFUL CAREER

“‘Rave On!’ is not an ordinary tribute show that tries to replicate every song as it was produced. Instead, the show reinvents the ordinary tribute show with an electrifying, high-energy rock ‘n roll extravaganza,” reads a review by The Lyric Theatre in Florida. “The show’s creator, Billy McGuigan as Buddy Holly, celebrates the birth of an era and pays homage to fellow rockers … For McGuigan, playing Holly was the role he was born to play.”

McGuigan said music has always been more than a way to make a living, although that it certainly has been. It is also a fiber of his life story that winds back to a place where little else existed by way of entertainment.

“When my brother Ryan was born, and I was like three or four years old, my dad joined the Air Force,” he said. “We immediately were stationed in Germany for three years, during which time my brother Matthew was born. For those three years we didn’t have television, and that’s really where music played its part.

“My dad knew Beatles chords and he knew how to play Beatles songs. This guy lent him a guitar and a chord book and my dad took that chord book, and

he wrote all of these songs out. Between that and my dad’s record collection, music became our life. So, probably age two is when I knew I would be in show business and probably by age eight I knew I was going to be an actor or a Beatle.”

Like with many military families, McGuigan found himself moving around a lot growing up, but the love for music and performing always came along for the ride. Coming of age in the heyday of MTV did nothing to dampen his passion for the Fab Four and his level of fandom personifies “Beatlemania.”

“I was, and still am obsessed with the Beatles,” he said. “I named my daughter after Paul McCartney and at my house I have Beatles posters up, some that I’ve had since I was a little kid. What fascinates me about them is they were just regular kids, but they put their 10,000 hours in, and that’s what made them so unique. When you watch that early live footage, it’s so exciting. Like, they were for sure the best live band ever. That’s what made them so great.”

McGuigan attended Bellevue East High School where he threw himself headlong into school plays and musical productions. Following graduation he headed to Northwest Missouri State University but starting and stopping school several times saw him arrive at the University of Nebraska Omaha in his late 20s.

“I went on to college to try to be an actor, and I failed for about 10 years,” he said. “I couldn’t get a gig doing it and I was trying really hard.”

The consistent rejection made him consider pursuing a teaching degree, but that option evaporated when he was cast as the lead in “The Buddy Holly Story.” While the British invasion seems to hold little in common with the life of a bespectacled rockabilly pioneer from Lubbock, Texas, McGuigan said his obsession with one played a key role in getting the chance to portray the other.

“People at the Omaha Community Playhouse, were like, ‘Do you know Buddy Holly?’ and I was like, ‘Listen, Buddy Holly is why the Beatles are the Beatles, because of (Holly’s backing band) the Crickets,’” he said. “So, my obsession with the Beatles perfectly played into Buddy Holly because it’s like, these guys were the heroes to my heroes. That made me want to learn everything about (Holly) and that’s been my favorite thing, is to see what the Beatles took from Buddy Holly and his contemporaries.”

Three decades later, McGuigan continues to tour and record, continuing an unbroken line of music and theater after his heroes, yet uniquely his own. He’s taken steps to help inspire and guide the next generation of performers with the 2021 establishment of the McGuigan Arts Academy in Omaha. He also created the Bill McGuigan Scholarship in memory of his father, who died in 1996 from leukemia at age 42. The award is given to a Bellevue East High School student each year who is continuing their education in an arts-related field.

“The academy really has turned out to be this beautiful thing where we do recitals, we do concerts here in Omaha and we pack the crowd with their family and friends and we get them cheering,” he said. “What I tell them is

that is the feeling that kids should get hooked on. Like, we want you to get addicted to that because that is what happened to me when I was two. I think that is a great gift to give to somebody.”

The New Reality of Higher Inflation Rates

For most of the last year, investors believed inflation would steadily fall back toward normal levels and allow the Federal Reserve to begin cutting interest rates. Instead, inflation is rearing its head again.

The Consumer Price Index (CPI) rose 0.6% in April, pushing the 12-month inflation rate to 3.8%, still well above the Fed’s 2% target. Markets had increasingly priced in lower rates, especially following Kevin Warsh’s nomination for Fed chair and the perception that he was a sock puppet who would favor easier monetary policy.

But regardless of who leads the Fed, the economic data is making the path forward difficult. Inflation remains too high for the Federal Reserve to aggressively cut interest rates anytime soon.

Yes, the war in Iran and higher oil prices are contributing to inflation pressures, but it is far bigger than energy alone. Shelter inflation rose another 0.6% in April, bringing annual housing inflation above 3% and making affordability even worse for homebuyers already facing elevated mortgage rates. Food prices are climbing even faster. Ground beef prices are up 14.5% heading into summer grilling season, while tomato prices have surged roughly 40% from a year ago, partly due to tariffs.

Consumers are also seeing double-digit price increases across a wide range of everyday expenses from dishes and flatware to jewelry, video streaming services and delivery costs. Not surprisingly, consumer confidence is collapsing; the University of Michigan’s consumer sentiment survey recently posted the lowest reading in its 70-year history, highlighting how squeezed many households feel.

A native of Conception, Missouri, Aileen Brady has a master’s degree in public administration from the University of Nebraska Omaha. She joined Community Alliance at its founding, taking over as the organization’s CEO in late 2024. That year saw the organization serve nearly 6,000 individuals, a 51% increase over the previous two years. Also in 2024, Community Alliance opened the Community Alliance Center for Mental Health, one of just seven organizations in Nebraska state designated as a Certified Community Behavioral Health Clinic, employing a national framework that improves access to care and enhances outcomes.

What are we doing right in Omaha and Nebraska as far as mental health resources?

We have strong mental health programming happening in Omaha and across Nebraska, although the demand still exceeds the resources we have available. I’ve been in the field for more than 45 years and I can say we have made major strides in service delivery from those earlier days. We have a more robust set of community services that help people in the community where they live. We’ve moved away from long-term hospitalizations toward supporting people in their community.

In what area(s) is there still work to do in these areas?

We must view community-based services as essential to our healthcare system, and we need ready access to stable and consistent funding. The unsheltered homeless population in Omaha is experiencing the fastest growth rate of any U.S. city, which indicates a need for more services and supports. To elevate this need, the Omaha area has not meaningfully added affordable housing options in recent years such as project-based or individual housing vouchers.

Families are also in need of additional supports. More services for children and youth are very much needed and there is not a consistent funding mecha -

nism to provide education and support for family members, even though family is often a consistent support for loved ones with mental illness and/or substance use challenges.

How does Community Alliance fit into the existing spectrum of local service providers?

Our mission is to help individuals experiencing mental health and substance-use challenges achieve their unique potential and to live, work, learn and contribute in a community of mutual support. Offering a broad array of treatment, rehabilitation and recovery services, Community Alliance was the first to embrace the concept of serving people within their communities and addressing the full range of personal and community living needs along with behavioral health needs.

We take an integrated approach to mental health, substance use, physical health care and social supports. Other organizations offer separate services but none offer the same comprehensive range of services that are integrated like they are at Community Alliance. With this integrated approach, clients can receive care across different areas of life without needing to go through multiple providers.

Community Alliance also offers 24/7 support for those in crisis. This level of support is not typically available from other providers. We focus on helping build independence and stability through programs that address housing, employment and family education. This, too, is different from other providers that may prioritize treatment over longer-term support and stability.
