A message from the President Friends, When I was appointed as Interim President of MCTC in May of 2020, I knew the task ahead of me would not be a simple one. We were facing an emerging pandemic, growing civil unrest throughout our country and shifting opinions about the importance of a college education.

But, I also knew our team was up to any challenge we might encounter and would diligently work to ensure our students had everything they needed to reach their goals…academic or otherwise.

The faculty and staff were charged to “act with purpose” with every decision they made. And as always, put students first.

I also set some personal goals. Firstly, I wanted to keep us safe. In light of the pandemic, that hasn’t been easy.

But, I’m pleased to report we’ve had no super spread events on any of our campuses. My second goal was to keep the college moving forward and advance our mission, despite the pandemic.

We needed to explore new academic programs and initiatives that didn’t just increase our revenue but expanded opportunities for our students, business partners and communities we serve.

I’m proud to report, “Team MCTC” has done everything I had hoped and more.

We’ve also incorporated service projects and volunteer opportunities into the curriculum of some of our programs to help instill a sense of purpose in our graduates and remind them of why they have chosen their career fields and how they can use their new skills to make our community a better place.

Our new Physical Therapist Assistant program is approaching its first anniversary with its second cohort ready to begin in January 2022.

The college is currently seeking approval to add an Aviation Maintenance Technology program to its curriculum to meet the demand for Kentucky’s growing Aerospace industry.

We have also expanded offerings in our Criminal Justice, Air Conditioning Technology and Business Administration programs as well as added accelerated options to several technical programs that will allow students to earn credentials and enter the workforce quicker.

MCTC hasn’t sat by as the world changed, we have changed with it!

This is evident with each graduate we produce. For that, I am proud.

MCTC NEWS MCTC’S DEI PLAN JUDGED BEST APPROACH IN SEARCH OF FAIRNESS FOR ALL DEI – Diversity, Equity, and Inclusion. Those three significant terms are more than just trendy at MCTC.

DEI

MCTC scored 32 out of a possible 34 on its newly-approved plan to enhance those three elements of fairness and was determined by the Council on Postsecondary Education (CPE) to be one of the two best in KCTCS and on par with the top two institutions, UK and EKU, among Kentucky’s eight public universities.

The annual Report is reviewed by CPE in accordance with the Diversity Plan Report Evaluation, which evaluates: (1) progress toward meeting goals, (2) evidence that identified strategies are implemented with fidelity, (3) analysis of strategy effectiveness, and (4) the lessons learned from that analysis and related next steps.

AVIATION MAINTENANCE TECHNOLOGY PROGRAM TO TAKE FLIGHT AT MCTC MCTC Administration announced on November 29 that the institution has been working to add a new Associate in Applied Science Degree in Aviation Maintenance Technology to their program offerings. College officials have set a start date of Spring 2023 for the program, pending approval of the curriculum by all accrediting bodies.

The Aviation Maintenance Technology (AMT) Program will provide graduates with expertise in the inspection, repair, service and overhaul of aircraft and engines. Program courses will also prepare students to successfully complete certification exams required by the Federal Aviation Administration to become a licensed technician.

(Pending approval by the Southern Association of Colleges and Schools Commission on Colleges.)

MCTC SELECTED FOR PROJECT VISION Project Vision, supported by the National Science Foundation (NSF) under Grant No. DUE 2018198, announces their second cohort comprised of 13-colleges including MCTC. The goal of this project is to catalyze submissions of proposals from 45-2YCs not previously associated with DUE programs. Not only does Project Vision teams help each 2YCs generate an innovative idea that aligns with DUE funding, but Project Vision supports capacity building at each college, so that these colleges can regularly submit proposals to NSF. Project Vision’s staff and team of Subject Matter Experts work with local faculty and staff to create a comfort level in writing grants and looking for growth opportunities. In addition, Project Vision involves College Board of Trustees, which encourages new college Presidents to pursue DUE funding and thus help grow and sustain the DUE program.

In August, the Maysville Campus hosted the LAND (Linking Agriculture for Networking and Development) Forum, a partnership between the Kentucky Department of Agriculture and The Kentucky Association of Manufacturers.

Rocky Adkins, senior advisor to the Governor, visited the Rowan Campus in June for the Stanley Click Welding Lab Dedication ceremony.

Field Representatives Adam Rice (Rep. Hal Rogers) and Megan Bankemper (Sen. Mitch McConnell) visited the Maysville Campus in October to meet with college leadership and administration to learn about current college programs and initiatives.

MCTC Alum, Lee Cruise and Hayley Harmon of the Lee and Hayley Show visited the Rowan Campus in March. They filmed hands on training segments with our Nursing, Robotics, CDL and Welding programs.

The Lee and Hayley show airs locally on WTVQ 36 and various other stations throughout the southeastern U.S.

MCTC COED CLIMBS THROUGH ‘GLASS CEILING’ AS FIRST FEMALE LINEWORKER. Elaina Little of Mt. Sterling emerged in November 2021 as the first female to complete MCTC’s lineworker program.

‘I have never paid much attention to what some people say can’t be accomplished by a woman,” she recalls. “I was focused on getting a well-paying career field that would give me job mobility.”

Not only did she shatter the myth of a glass ceiling keeping women from this traditionally men-only job opportunity, but she also disproved the notion that few, if any, females have the upper body strength to climb utility poles while carrying heavy loads.

An enlisted member of the U.S. Army Reserve, Elaina had to overcome physical strength challenges in basic training at Fort Leonard Wood, Mo., and in advanced training at Fort Lee, Va. Even in the military, she defied the odds by developing another job skill usually reserved for men – wheeled vehicle mechanic.

“My Army experience was very

helpful in the lineworker program because I already had completed hands-on technical training,” Elaina said. “But I did have to learn how to work while hanging 20 to 30 feet in the air in all kinds of weather.”

She describes her MCTC training as “mentally and physically challenging” but, at the same time, “exciting” and “personally satisfying.” She is especially proud of earning a Class A commercial driver’s license (CDL) during the course, along with other workrelated certifications.

“My instructors were outstanding, and they motivated all of us to do our best to work correctly and safely in a dangerous occupation that badly needs more workers,” Elaina added.

She and 21 men comprised MCTC’s largest lineworker class since the program started seven years ago.

Elaina is a 2019 graduate of Montgomery County High School.

She is the daughter of Randall Little and Penny Hall.

APPRENTICESHIP PROGRAMS The apprenticeship program at MCTC provides students the opportunity to earn a degree while gaining hands-on training through business and industry partnerships.

“Once a student completes our apprenticeship program, they not only receive a degree but also leave us with up to two years of on-the-job training,” says Cindy Hurt, Apprenticeship Coordinator for the college. “This valuable and marketable skillset leads to

a potential full-time job offer with their apprenticeship host or an advantage when seeking future employment.”

MCTC Computerized Manufacturing and Machining student, Aaron Utterback is learning first-hand the value of an apprenticeship. He pursued a registered apprenticeship through Stober Drives located in Maysville.

Utterback became aware of the opportunity at an open house event at Stober and immediately knew it was the right choice for him and his future.

“Being able to work at a great company like Stober and earn my degree from MCTC is a big opportunity for me,” says Utterback.

In addition to help from instructors at the college, Aaron is provided a mentor through Stober who guides him through his time in the program. Aaron’s mentor Robert Gooding has high marks for the new apprentice. “He has done very well, his classes and time at the plant have helped him to quickly pick up the programs and machines, we’re proud of his progress,” says Gooding.

Graduates of the MCTC Class A CDL Program leave with excellent career opportunities.

The course can be completed in five weeks by attending full-time, Monday through Friday, from 8 a.m. to 5 p.m. Students will receive 40 hours of classroom training and 120 hours of “on the road” training.

This program is designed for individuals with little or no commercial driving experience and provides everything you will need to pass the Class A CDL driver’s test.

Community many years working as a nurse before joining MCTC as an instructor. Sims has also been spearheading community COVID-related aid efforts for the college since the beginning of the pandemic.

The team of volunteers consists of faculty instructors, staff members, as well as a group of second-year, Registered Nursing students. All united with the goal of providing any service possible to medical facilities in the communities served by the college that have requested help.

MEDICAL RESERVE CORPS Members of the health services faculty at MCTC answered the call from local health care providers to form a Medical Reserve Corps and join them in their fight against COVID-19.

“Our clinical partners are essential to preparing students for the workforce so it was an easy decision to pull together a team and help wherever we could,” said Academic Dean of Health Services, Ginger Clarke.

The MCTC Medical Reserve Corps is led by Nursing instructor, Dr. Rhonda Sims, who spent

HOLOCAUST GARDEN

The Maysville Campus is home to the first official Daffodil Holocaust Memorial Garden in the state.

Faculty, staff and several former students gathered on November 6 to mark the occasion and help plant daffodil bulbs.

The Daffodil Project is a global awareness initiative established by The Holocaust Education and Genocide Awareness Project. Their goal aspires to build and worldwide living holocaust memorial by planning 1.5 million daffodils in memory of the children who perished in the Holocaust and in support of children suffering from humanitarian crises in the world today.

Physical Therapist Assistant instructor and program director, Mary Alice Prater has also spent time volunteering at St. Claire. “I spent over thirty years in the clinical setting as a PT before joining the college. I knew my former colleagues were out there working every day keeping us safe and felt a professional obligation to join the fight.”

This is not the college’s first effort to offer assistance over the course of the pandemic.

Before this initiative, the college had collected much-needed supplies for healthcare facilities, as well as provided volunteers for COVID vaccine clinics through the Buffalo Trace Area Health District based in Maysville.

MCTC STUDENTS GET LESSON IN MECHANICS AND GIVING Students in Instructor Gordon “Gordy” Jones’s class are learning more than just the assignments listed in the class syllabus. They are receiving a life lesson about giving back to their community.

This fall Jones added a service project element using discarded bicycles to his Maintaining Industrial Equipment course where students typically learn entrylevel mechanical and industrial maintenance skills.

“We start this course with the basics of safety,” says Jones. “rom there we move on to basic mechanics all the way to concepts relative to full-scale industrial systems.”

A lesson in mechanical transmission sparked the idea with Jones for a project using

bicycles in need of repair as training elements in his laboratory sessions so he started his search for bikes.

children from shelters and organizations that help those in need… just in time for the holidays.

Some bikes were given to the project as donations, but most Jones salvaged or acquired himself.

“I believe we are put on this world to make a difference,” says Jones. “We want our students to walk away with something more than a degree when they leave MCTC. This project teaches them something beyond the mechanical skills they might learn.”

Once in the lab, the bikes are evaluated to determine the needed repairs and the students go to work in teams to make them roadworthy once again.

When asked about lessons in the class, one student said, “I’m glad I decided to take Mr. Jones’s class, it’s a safe place to fail and learn from my mistakes.”

So far, the group has repaired and restored about twenty bicycles, that are now ready to be donated to adults and

Jones noted that the bikes will be donated in memory of a homeless veteran named Ernest Hegedus, who had no family but wanted to make a difference. What little money he had was left to fund projects such as this one.

JACOB WOLFE NAMED NEW MCTC ALUMNI COORDINATOR Jacob Wolfe works to connect new students to Maysville Community & Technical College and now he is developing plans to keep them connected after they leave the institution as alumni.

In addition to his duties as an admissions specialist, Wolfe is now the Alumni Coordinator.

“Maintaining a strong relationship with our alumni is vital to spreading the word to prospective students about MCTC being their best choice for bettering their lives, just as I discovered,” he says.

on teamwork, fun, community relations, and a never-ending commitment to our students and alumni.”

A key part of his strategy is for the alumni group to regularly host events at each of MCTC’s campuses in Cynthiana, Maysville, Morehead, and Mt. Sterling. MCTC alumni living in or near the communities of all four campuses will be invited to join the Alumni Association’s board and various committees.

Wolfe credits Amanda Conley, the college’s first alumni coordinator, with starting to generate excitement among alumni during her brief stint last spring before becoming MCTC’s director of human relations.

“Enrolling at this community and technical college changed the direction of my life and I believe there are many others with certificates, diplomas, and degrees from MCTC who feel the same,” Wolfe said. “If you earned a career credential here, that automatically makes you part of our alumni family.”

“She and I have a shared vision of building something different with MCTC’s alumni base so that it becomes a unique and fun group to be a part of,” Wolfe stated. “My end goal is to establish a strong foundation for the Alumni Association built

before they finish the 12th grade.

MCTC’s Licking Valley Campus is near the high school and Wolfe began his college adventure as a high school senior. As an MCTC student he was recognized for leadership and worked parttime as a student recruiter while earning an associate degree.

That led to a full-time job in admissions at MCTC and he continued his undergraduate education at Northern Kentucky University. He finished a bachelor’s degree at NKU and received the prestigious W. Frank Steely Senior Award. He currently is a graduate student at NKU. Jacob says of his alumni responsibilities: “My personal success is due to the decision I made to start my higher education journey at MCTC, and I want to help other alumni come to the same realization.”

In May 2021, MCTC honored the 2020-2021 graduates with drive-thru events on all four campuses.

The college awarded 468 associate degrees, 1,842 certificates and 193 diplomas to 1,343 graduates during the 2020-2021 academic year.

• The Medical Assisting Program received the third-highest ranking by MedicalAssistantAdvice.com, an organization formed in 2012 by educators and medical assistant professionals with the mission of informing and encouraging a future generation of people in the medical assistant field. MCTC’s use of practical training and field experienced instructors along with the college’s all-round development of its students was mentioned as the primary criteria for its high ranking.

• The Kentucky Community and Technical College System Board of Regents voted to freeze the tuition rate for the upcoming 202122 academic year.

•

As part of COVID-19 relief efforts, MCTC’s Workforce Solutions Department assisted companies with funding from KCTCS-TRAINS. Designated by the Kentucky General Assembly, KCTCS-TRAINS funding helps companies willing to invest in workforce development for their employees and provided additional support for employers for the period July 1 – September 30, 2020.

All RC Practical Nursing graduates passed the NCLEX exam on the first try making them the newest class to be added to the 100% pass rate club at the college.

II. Increase access and success for all MCTC students, particularly among traditionally underserved populations.

•

MCTC scored 32 out of a possible 34 on its newly-approved plan to enhance Diversity, Equity, and Inclusion (DEI). The three elements of fairness were determined by the Council on Postsecondary Education (CPE). MCTC’s plan was chosen as one of the two best plans in KCTCS and on par with the top two institutions, UK and EKU, among Kentucky’s eight public universities.

The U. S. Department of Education renewed the College’s Student Support Services (SSS) competitive federal grant of $275,105 a year for five years, a total of $1,375,525. TRIO Student Support Services (SSS) provides help for academically at-risk students.

•

Twenty-eight students earned a GED diploma working with MCTC’s Adult Education-Skills U Program. In June, the MCTC Skills U department held a ceremony for its 2020-2021 G.E.D. graduates.

•

The Ready to Work (RTW) Program served 94 unduplicated students and had a fall to next term retention rate of 100%. Designed to assist low-income parents, RTW is a partnership between the Kentucky Community and Technical College System (KCTCS) and the KY Cabinet for Health & Family Services, Department for Community Based Services.

•

MCTC’s new Summer Launch Program provided a free, five-day orientation and academic skill building program to help new students begin college with a clear sense of purpose and stronger confidence in their academic abilities.

III. Develop clear pathways through all levels of postsecondary education with an emphasis on experiential learning that lead to successful employment outcomes for MCTC graduates.

MCTC hosted virtual transfer visits with 36 colleges including: Asbury University, Austin Peay State University, Bellevue University, Brescia University, Campbellsville University, Chamberlain University, Eastern Kentucky University, Excelsior College, Franklin University, Grand Canyon University, Indiana Tech, Kentucky State University, Kentucky Wesleyan College, Lindsey Wilson College, Midway University, Morehead State University, Mount St Joseph University, Murray State University, Northern Kentucky University, Northwood University, Ottawa University, Purdue University Global, SIU Carbondale, SNHU, Sullivan University, Thomas More University, Union College, University of Cincinnati, University of Evansville, University of Kentucky, University of Louisville, University of Phoenix, University of Pikeville, University of the Cumberlands, Western Governors University, Western Kentucky University

The Air Conditioning Technology, Industrial Maintenance Technology and Welding Technology programs have “re-tooled” their curriculum, allowing students to earn a certificate, diploma or degree in a much shorter time frame. Students entering these high-wage, high-demand and career-focused programs can expect to earn their first certificate in 4 months and complete the entire diploma program in 12 months. In addition to the shorter time frame, all of these programs are eligible for the Kentucky Work Ready Scholarship meaning that students can enroll in these courses 100% tuition-free.

The Center for Career Development and Experiential Learning served 325 students, alumni, and community members during the academic year and 125 job referrals were made to students, alumni, and community members. Four hundred and eight five students explored career options and 102 students earned the Skills Certificates from Am I Job Ready which indicates they are better aligned to the skills needed for success in the workplace.

The premiere edition of MCTC’s Library’s art and literary magazine, The Writerly, is now available to view online at https://libguides. maysville.kctcs.edu/thewriterly. This is the first student literary magazine sponsored by the MCTC Library. Congratulations to Jacob Burgess, Sarah Kirby, and Johnna McCane for their featured Long Fiction entries and to Katrina Allman for her Photography submission.

Students in MCTC’s Nursing Program were chosen to help administer COVID-19 vaccinations, register vaccine recipients, and enter data on behalf of the Buffalo Track District Health The event gave these students real-world experience.

IV. Improve student engagement, support, experiences, and success.

•

MCTC’s 2021 All-Academic Team members were Kaitlynn M. Gilbert and Allyn T. Stephens.

Students from each of the 16 KCTCS colleges were chosen based on a rigorous selection process that focuses on academic performance and community service.

•

Thirty MCTC Cares faculty and staff provided 101 students with groceries through the Food for Thought Pick-Up Days project. The college operates a Food for Thought food pantry on each campus, but due to limited on-campus traffic and social distancing guidelines, the pantries had been barely utilized during the fall semester. MCTC students were sent an announcement via text message that included an online link to schedule a pick up appointment at the MCTC campus closest to them. Within four days of sending the first text message, 101 students had scheduled an appointment. MCTC faculty and staff volunteers then got to work shopping and organizing. They purchased enough groceries to provide each student with three or four bags filled with individualsized breakfast and lunch items, as well as meals for the family.

•

MCTC was one of 190 institutions from across the country and the only community college in Kentucky that received a waiver in 2020 on federal financial aid rules from the U.S. Department of Education, allowing more students to get work-study jobs in their field of study. The initiative, known as the Federal Work Study Experimental Site, is aimed at gathering more data to determine whether the federal work-study (FWS) program can enhance a student’s learning experience and improve student retention and graduation rates and preparation for employment.

•

The Enrollment Services Office hosted drive-thru registration events on all four campuses. Students registered for an appointment by visiting maysville.kctcs.edu/drive-thru.

•

The new Student Debt Payback Program offered to waive $1,000 of existing student debt if a former student re-enrolled and worked toward finishing a degree. The program was expanded for students with more than $1,000 past due on their account to also be eligible for the program.

V. Align programs and curricula with needs of employers that enhance the employability, job placement, and career development of MCTC graduates.

•

Charles Hook, a former MCTC technology staff member and computer programming graduate was among several area residents recently employed to work remotely for Lightwell, Inc. Lightwell is an information technology consulting company based in Dublin, Ohio, with operations in Rochester, New York, and Belfast, Northern Ireland.

•

The first LVC lineworker class received their certificates of completion. They experienced some real-world weather difficulties and beat their best time by five minutes even though it rained through most of the event!

• MCTC Alum Landon Garrison was featured by KCTCS for Manufacturing Month. His feature was also shared with all system constituents by Interim KCTCS President Dr. Paul Czarapata.

• Industrial Maintenance student Matthew Miller was chosen as the Kentucky Association of Manufacturers (KAM) Rising Star from MCTC. • Lee Lingo, Executive Director of the Kentucky Association of Manufacturers, visited the RC and shared his mission of building a better Kentucky workforce.

VI. Secure and maintain physical, financial, and human resources to advance the mission of MCTC. • MCTC’s end-of-year annual fund appeal was the most successful ever with nearly $100,000 given to MCTC by 111 alumni and other friends. The appeal gifts also matched a $44,000 challenge gift by an anonymous donor from the service region.

• Meadowview Regional Medical Center contributed $10,000 to the MCTC Foundation.

• The U.S. Census Bureau recognized MCTC as an invaluable member of the 2020 Census Community Partnership and Engagement Program.

• Governor Andy Beshear visited with MCTC President Russ Ward at the RC during a scheduled visit to the area.

• MCTC will honor our 2020-2021 benefactors with a spring 2022 Appreciation Celebration. The event will honor individuals, families and organizations who made notable contributions during the 2020-2021 year to the MCTC Foundation.

VII. Provide a safe and secure college environment.

•

Due to the continued surge of COVID-19, on Monday, November 23, all MCTC campuses moved academic coursework for the remainder of the fall semester to remote learning. All student services such as Financial Aid, Success Coaches, Admissions and campus Business Offices remained open to assist current and future students but were also available remotely.

•

MCTC’s first week of spring semester classes were held remotely during the regularly-scheduled class time. Students attended live streams of classes through Microsoft Teams or Blackboard Collaborate. Live streams were also recorded and posted to be viewed online at any time for students who could not log in during the scheduled class time.

•

In April, MCTC students, faculty and staff participated in Sexual Assault Awareness and Prevention Month (SAAM).

MCTC has been steadily working toward the goal of reducing interpersonal violence by partnering with the Women’s Crisis Center of Maysville to implement the Green Dot Program, a national initiative that trains individuals to become active bystanders by using the metaphor of “red dots” and “green dots” on a map of reported incidents. Three faculty/staff trainings were conducted in 2021. Beginning fall 2021, all students starting class at MCTC will receive the training.

•

A new bus stop shelter was erected on Rocky Adkins Tech Drive near the Center for Workforce Development which opened in 2019 to house technical programs. A bus stop shelter already exists at the main building of the Rowan Campus, the Center for Postsecondary Excellence, which opened in 2018.

•

In collaboration with the Norse Violence Prevention Center, MCTC was nominated to collaborate and share information in support of sexual assault survivors.
