In Australia, we have the most advanced rainwater collection, recycling and reuse strategies to minimise water use. The UK is still evaluating whether to adopt some of our initiatives. Surprisingly, Australia and the UK haven’t collaborated more on this already. The UK’s water supply challenges could present opportunities for Australian businesses looking to export their water-saving products and expertise to Great Britain and other nations.
Shining the spotlight on government licensing and regulation
Two recurring themes of the conference were the number of countries with a licensing regime for plumbers and the importance governments place on regulating the industry. Although plumbing is regulated in the UK, plumbers do not have an overarching licence issued by a central authority. Instead, there is a decentralised, fragmented system of certifications and permits, and this, combined with a shortage of trained plumbers, leaves consumers vulnerable to rogue traders and health risks such as Legionella from non-compliant plumbing systems. Germany, the US and Australia have similar vocational training and apprenticeship models for plumbing that combine on-the-job and-off-the-job training and take 3-4 years to complete. Interestingly, the US plumbing sector is facing a major threat from AI leaders such as Google. These tech giants are trying to muscle in on plumbing training by offering technology-based fast-tracked qualifications. But the industry is pushing back by ensuring all training is face-to-face, and to get a plumbing licence, competency must be validated in the real world rather than the virtual one. What emerged from the conference was that government support of a regulated, licensed plumbing industry makes an enormous difference to community health and wellbeing, and the economy. All countries are prioritising a stringent licensed and regulated plumbing sector to secure those benefits. India’s Clean India Mission (the world’s largest sanitation program) is a case in point. During the same time period, there were 123.4 million tap connections, helping more than 155.7 million rural households access safe drinking water (80.38% national rural coverage). This meant women no longer had to walk several miles every day to collect water.
Addressing the global skills gap
There is a global shortage of skilled plumbers, with many countries, including Germany and the US, experiencing recruitment and engagement challenges for plumbers akin to those in Australia. Interestingly, this supply crunch of trained plumbers is happening precisely when many of these countries are increasing the supply of new homes. So something must change. Industry experts and stakeholders identified consistent government funding and supportive policies as effective ways to give employers confidence to expand their apprenticeship programs and encourage workers in other sectors to transfer to the plumbing industry. Skilled migration is currently a highprofile and often contentious issue that wasn’t addressed at the conference. But I am developing a roadmap for South Australia and Australia to establish a world-class, gold standard approach to skilled migration to help address our skills shortage. STANDARDS, COMPLIANCE, AND CONSUMER PROTECTION Compliant plumbing saves lives
In a powerful presentation, public health scientist Dr Susanne Surman - Lee explained how every decision made throughout the design, specification, installation, commissioning and maintenance of hospital water systems directly impacts patient safety. Plumbing and engineering are not merely infrastructure functions they are critical components of infection prevention. Modern wastewater systems are essential for infection control
She explained that antimicrobial resistance (AMR) threatens modern healthcare, which relies on antibiotics to support surgery, cancer treatment, intensive care, neonatal care and childbirth. Every healthcare-associated infection increases the need for antibiotics; and using antibiotics to treat these infections drives more AMR. Hospital water, drainage and wastewater systems can become reservoirs for resistant bacteria when poorly designed or maintained. So wastewater systems should be managed with the same level of care as potable water systems. Effective design and professional installation, commissioning and maintenance reduce infection risks and limit the spread of antimicrobial resistance. The key message was clear: the plumbing and engineering profession plays a vital role in protecting patients and combating AMR one of the world’s most significant public health challenges.

SA WATER - PRESSURISED SEWER SYSTEM Customers who do not have access to a standard gravity-fed connection to our sewerage network may have the option to install a pressurised sewer system in order to connect. This system is a low-cost alternative and is available to customers living in a low pressure sewer scheme area. These systems are currently available in parts of: • Osborne and Outer Harbor • Crafers, Stirling, Aldgate and Bridgewater • Old Noarlunga • Victor Harbor and Chiton • Naracoorte. Isolation and reflux valve box, also known as a boundary kit A pressurised sewer system requires installation of a small underground retention tank and pump on the property. Used water from the house gravitates to the tank and is then pumped into our sewerage main in the street, as shown here. If your property is in a low pressure sewer scheme area with a boundary kit between the property and our sewer main in the street, there are two possible connection scenarios: • Boundary kits installed before 1 January 2018 • Property owner responsibilities The owner is required to pay: • the cost for the pressurised sewer system on the property, before connecting the private drain. (A cost estimate for the pressurised sewer system is provided once an application to connect has been made) • for a licensed plumber to install the private drain from the house to the tank • for electricity to operate the pump. The owner is responsible for: • the cost and installation of all infrastructure from the boundary kit to the house (as shown on the previous page) in accordance with our specifications • the costs associated with any extension of the sewer network and/or new boundary kits. For any new boundary kit, the owner is required to pay the estimated sewerage connection fee before connecting the private drain • ongoing maintenance of all infrastructure from the house to the boundary kit • the cost of electricity to operate the pump. Our responsibilities • We own, install and maintain all infrastructure from, and including, the boundary kit to the sewer main. Targeting net zero by 2050, heat pumps are a focus to achieve this and the use of copper is crucial. Unlike plastic piping, copper does not emit toxic smoke maintains its structural integrity and is non combustible.

Stainless steel is also being considered as a viable alternative to copper particularly for commercial use in both hot and cold water services, district heating, rain water harvesting plus oil free compressed air vacuum systems.

A Yorkshire-based building company and its director have been sentenced after an extension was built over the top of the existing gas service pipework, without repositioning the flue serving the property’s gas boiler. This exposed the family to the risk of gas leaks, fire, explosion and carbon monoxide poisoning.

CBS BREACHES 77 plumbers and electricians caught breaching industry requirements A dedicated taskforce targeting non-compliant builders and tradespeople in South Australia has delivered strong results in its first few months of operation, identifying 77 plumbers and electricians who failed to meet industry requirements. Established in March 2026, the Consumer and Business Services Building Industry Response Team (BIRT) supports recent reforms strengthening integrity, fairness and compliance across SA’s building and construction industry. Since commencing operation, BIRT has taken enforcement action in 77 matters relating to plumbers or electricians. Of these, 64 related to investigations under the Plumbers, Gas Fitters and Electricians Act 1995, while 12 involved investigations under both this Act and the Building Work Contractors Act 1995. In several cases, plumbers had taken on work that also fell within the scope of building work without holding the appropriate licence. Compliance results across the building industry BIRT’s broader compliance activities across SA’s building industry have resulted in: • more than $260,000 in expiations issued • 122 warning letters and 53 compliance letters issued to traders • public warning notices against 8 tradies to alert consumers to avoid doing business with them • 19 matters referred for further investigation and possible prosecution. These outcomes stem from proactive compliance monitoring, reviewing ‘dob in’ reports from industry members and the public, and examining more than 360 consumer complaints. By taking decisive action against builders and tradespeople who fail to meet their obligations, CBS is helping protect reputable businesses in the sector that do the right thing. Enforcement action against plumbers Expiations issued to plumbers relate to investigations about unlicensed trading, falsely promoting a business as licensed, and failing to supply contracted services. Legislative reforms that commenced in January 2026 created new offences and significantly increased penalties for noncompliance. The reforms expanded the number of offences now expiable by CBS, with $5,000 expiation fees for key breaches. Any plumbers found to be repeat offenders can now face substantially tougher consequences, with penalties of up to $150,000 for individuals and $550,000 for companies. BIRT’s approach to enforcement BIRT is taking timely and effective enforcement action where breaches are identified. In determining the appropriate response, BIRT officers consider the extent of consumer harm, the nature of the conduct, and the builder or tradesperson’s response to compliance concerns. Expanded powers to issue expiations enable early intervention across more offences, helping to address issues before they escalate. However, serious, deliberate or reckless breaches may result in stronger action. Depending on the circumstance, CBS may pursue disciplinary or criminal proceedings, particularly where there is significant consumer loss, widespread misconduct, or sustained unlawful behaviour. Licensing action, such as the cancellation of licences or imposing conditions, may also be considered. Report suspected breaches CBS encourages industry members and the public to report suspected unlicensed or other unlawful activity. Reports can be made via the online CBS complaints form at cbs.sa.gov.au/contact-cbs. Information provided in reports helps protect consumers and supports a safer, fairer and more compliant building industry. OTR BEDDING OF TRENCHES OTR - Bedding of trenches for sanitary drainage systems A compliant drainage installation begins with a properly prepared trench base. Where natural ground conditions are unsuitable, they must be corrected using appropriate materials and methods, and engineering input must be sought where required. All licensed plumbers and drainage contractors are responsible for: • assessing trench ground conditions prior to installation. • selecting and implementing appropriate base preparation methods • ensuring installations comply with AS/NZS 3500.2 requirements. Failure to provide adequate trench base support may result in: 1. non-compliant installations 2. system failure 3. enforcement action Installers must ensure that all work complies with the mandatory provisions of the Standard, not solely the informative appendices.
Bedding of drains The bed onto which drains are laid shall continuously support the installed drain accommodating the loads from the pipeline and surrounding ground. Bedding of drains shall meet the following requirements: In stable soils, drains shall either be – 1. Directly supported on the undisturbed base of the trench provided the base of trench is free from any rocks or tree roots. 2. Laid on a bedding material or similar recycled materials of nominal size between 7mm and 10mm 3. Cement mortar containing 1 part Portland cement to Legislative requirements Sanitary drainage installations must meet the performance objectives of the National Construction Code Volume 3 Plumbing Code of Australia (PCA). The referenced deemed to satisfy (DTS) provision within the PCA for sanitary drainage installations is AS/NZS 3500.2. Normative trench bedding requirements are specified within the DTS provisions. 4 parts sand by volume, thoroughly mixed with clean water to a workable consistency. 4. In clay rock or shale, gravel or ground containing hard objects, drains shall be supported on a bedding material placed in the trench. 5. Cement mortar bedding if the base of trench is rock or shale. If the grade is greater than 20% (1:5), the cement mortar shall be – i. ii. iii. iv. a minimum depth of 50mm, measured below the barrel of the pipe; not less than 75mm wide not closer than 20mm to flexible joints; and have pipes supported at not greater than 1500mm from the centres, before placing the mortar bedding 6. Free-running sand capable of passing through a 2mm sieve which does not contain clay, organic or any other deleterious materials 7. Ground or surface water entering the trench shall not disturb the bedding materials. The minimum compacted pipe bedding material thickness is 75mm. Pipe support and pipe overlay material shall not be inferior to the pipe bedding material. The sanitary drain services shall be surrounded with not less than 75mm of compacted sand or fine-grained soil, with no hardedged object to come in contact with or rest against any pipe or fitting. Backfill shall be free from builder’s waste, bricks, concrete pieces, rocks or hard matter larger than 25mm and soil lumps larger than 75mm. 12

Drains in other than stable ground If drains are to be laid in filled, unstable or water-charged ground, support and bedding shall be designed to withstand and suit the ground conditions. If an engineer has specified allowance for expansion and movement such as knuckle and expansion joints, the ground conditions are unstable. In this circumstance an appropriate bedding material is to be installed.
Appendix G of AS/NZS 3500.2 • Is provided as informative guidance only for residential class 1 buildings. • Does not constitute mandatory compliance requirements. • Should be used to support good practice but does not override normative clauses The Office of the Technical Regulator recommends the use of 7-10mm screenings which self-compact and can be installed up to 200mm in depth (other bedding materials 100mm maximum depth).
Note: If the site engineer has specified the use of fittings to allow for ground movement such as but not limited to swivel, knuckle and expansion joints, it means that the soil is unstable.

Insurance can be expensive but, if you don’t have it, you are taking on risk. If nothing goes wrong, all is well but we all know that things can (and do) go wrong. That’s where insurance comes in. Most insurance is optional but there are some types that are legally required. If you don’t have them, you will be breaking the law and fines and other consequences could follow.
Builder’s indemnity insurance
This protects a home owner if they have a claim for defective work or materials within 5 years from completion of the work but the contractor is either dead or broke and therefore cannot honour that claim. That might sound like it has nothing to do with plumbers – but it might, sometimes. If you are doing domestic work and you are contracted direct by the owner, you might have to get this sort of insurance. You don’t need it if the price of the work is less than $20,000 or if the work does not require approval under the Planning, Development and Infrastructure Act (ie Council approval). Getting builder’s indemnity insurance is fiddly and it is a detailed process. It is only available from a couple of insurers and before they give it to you, they will want to see your financials. You don’t need this cover if you are working for the builder.
Workers compensation insurance
You will probably know this as ‘Workcover’ (aka Return to WorkSA). It is compulsory insurance. Employers must have this cover for their workers. Beware – sometimes subcontractors are deemed to be employees. Make sure you are clear on whether or not this applies to your business. Get advice if in doubt. Other types of insurance are optional. You choose whether or not to get these types of cover but if you don’t have cover and there is a claim, you will have to dig into your own pocket to pay any claim that might arise.
Public liability insurance
This covers you if your work or things associated with it causes damage to someone else’s property while you are on a job. For example, a gas installation fails and causes an explosion which damages a neighbour’s property.
Contractor’s ‘all risk’ insurance
This covers claims for things that happen while you are on the job and sometimes when you are in the defects liability period. It does not cover defective building work but it may cover the consequences of a defect. For example, if you install a cistern and the flexible hose lets go leading to a flood this cover will not pay for a new hose and connection but it usually will cover the aftermath – such as damaged linings, floors, furniture and so on.
Professional indemnity insurance
This covers you if advice you give (like a plumbing design) is negligent. It is very common for plumbers to design their work without really even thinking about it – for example recommending a particular piece of equipment. If your design is defective and there is a claim, you need this will sort of insurance to protect you. There are other types of insurance available and you should get some advice from your insurance broker (you do have one right?) about the types of insurance you should have for your business. MEMBER OF THE MONTH N.D Birchmore Plumbers N.D Birchmore Plumbers have been long standing Master Plumber SA members since November 1958, a family owned and run business located in Enfield.
Early years Neil Birchmore commenced his plumbing apprenticeship at the age of 15 at the Adelaide Technical College on Kintore Ave. In those days this comprised of practical and theoretical night-school modules. Curriculum was heavily focused on lead beating, oxy-acetylene welding, implementing the city’s expanding deep drainage sewage system, and installing early continuous-flow gas hot water units like the pioneering Paterson systems. Neil Birchmore then started his own business from his house in Enfield before joining Master Plumbers SA as a member in November 1958. Neil’s first apprentice was Brian “Jack” Fisher who started his apprenticeship at the N.D Birchmore Plumbers at the age of 14 years old and worked for the company until he was 67. Many apprentices have trained under Brian and other good tradesmen who have worked at N.D Birchmore Plumbers until today. The original work carried out was on new houses and commercial construction. There was a lifetime association with several builders such as Tosolini and Brumblecombe. Several tradesmen from where Neil did his apprenticeship came across and worked for N.D Birchmore Plumbers for 20-30 years. Neil married Anne and together they had two sons, Wayne and Mark. Anne Birchmore still works at the business part time at the age of 88; meaning she has had an association with N.D Birchmore Plumbers for nearly 70 years!
The next generation
By the time Neil was 30, he employed about 15 plumbers and was trading out of the current premises at Main North Road Enfield. Unfortunately, Neil was struck down with multiple sclerosis at around 40. He fought on with work but unfortunately ended up in a nursing home by the time he was 50 and sadly passed away at 59.
Mark and Wayne Birchmore virtually started back up again as a smaller company in the early 1980’s after a majority of plumbers moved on with the changes. Mark Birchmore came into plumbing after finishing year 12, during the time Neil was becoming very unwell. Mark has always maintained that he was not born to be a plumber, but at 16 the light was switched on and it was all forward from there. Mark appreciated the varied tradesmen who were working at NDB in the early years and learnt quickly. At trade school, Mark went through with several people who went on to own and run several big companies. We maintained work on small construction and general maintenance, which is still the core of our business. Dale Payne started at N.D Birchmore Plumbers as an apprentice plumber and is now leaning the business from Mark. The changes in material over Mark’s 40 years have been a rollercoaster. Copper pipes having massive fluctuations in cost but also having a resurgence with press fittings breathing life back into it. PE water pipes have also had massive influence, although the cancelling of a brand or two has caused frustrations. www.mpasa.com.au
