New Incoming Government – Take note!

This editorial has been written prior to the March election, so I have no idea who is now running the State.

I congratulate the incoming Government and hope there is a greater focus on listening to industry and understanding the needs of our Association (Members) and key industry stakeholders.

I therefore wish to go in with all guns firing with a serious issue that has flown well below the political radar in the past.

Not only is it one of the most important issues facing the state, but it has significant impact on the entire South Australian community – more than COVID-19.

Without any doubt, the subject is extremely topical with what has happened during the months of February and March in Queensland and NSW – serious rainfall and major flooding.

What the South Australian Government is unaware of is that our sewer infrastructure is in serious trouble and struggles to keep up with load capacity - especially during winter.

Governments talk about reducing fees for electricity, water rates and other energy costs - well hold on tight, here comes a major wakeup call.

What they don’t realise is that every householder pays high premiums for poor management of sewer infrastructure / stormwater installations / systems and it is costing hundreds of millions of dollars to manage this emerging crisis.

Having been the instigator for the preparation of a fact sheet by the major provider of water / sewer infrastructure in SA, it is worrying to read the true facts of what really happens when our heavy rains fall.

SA community pays inflated sewerage fees to manage this dilemma

•

SA Government need to listen to industry (Master Plumbers Association) plus the primary service provider to solve this problem

•

Recommendation has been put forward to Consumer & Business Services to change legislation that ensures licensed plumbers install all stormwater installations 90mm and above.

•

Other states in Australia (Victoria) have regulated stormwater installations / SA has nothing and doesn’t inspect systems, nor do Councils.

•

Ongoing management of sewerage infrastructure amounts to hundreds of millions of dollars every year.

I ask the following questions to the incoming Government: •

What do you know about the quality of plumbing in SA?

•

What happens to the community if plumbing standards fail?

•

How can Government not listen to an Industry that effectively has the largest impact to the community?

•

Third world countries have poor water quality and sewerage infrastructure – how do we really rate?

•

What would happen if we had above average rainfall like QLD and NSW? – swimming in sewerage is the answer.

I set the incoming Government a challenge – How long does it take to pick up the phone and call me?

Remember your responsibility to the community – I know mine and I need an ear to ensure WE get it right!

Facts include: •

Incorrect and illegal stormwater connections impact the reliability of the sewerage network and can be harmful to the environment

During wet weather periods - sewer infrastructure volumes increase by 100% to 200% in metropolitan Adelaide

•

Regional areas and the Adelaide Hills - sewer infrastructure increases by 300% to 600%

•

Domestic stormwater systems are clearly being connected to sewerage infrastructure

STAYING WELL AT WORK IN TRYING TIMES

As individuals, now more than ever it is important to prioritise your mental health and wellbeing. This is an ongoing strain that continues to ask so much of us, but we can take some solace in the incredible resilience we have all shown already. There is not a lot we can do to alleviate the global uncertainties, but there are things we can do to keep ourselves as healthy as possible. These things include: • Continue to look for balance where possible. Planning to include achievement, connection, and pleasurable activities into every day, even in small ways.

• Channel uncomfortable energy into action or kindness and assistance of others

As we start 2022 facing new, albeit not entirely unfamiliar uncertainties that affect all aspects of our lives, it is more important than ever to consider the toll placed on our wellbeing by these factors, especially in terms of our working lives.

This is not how anyone wanted things to go and it’s reasonable to feel a range of emotions from anger, to despondency, to anxiety and overwhelm.

None have been unaffected by the consequences of the easing of restrictions, the omicron variant, and the dramatic rise in cases throughout the country.

Whether we have contracted COVID ourselves, have had loved ones who have, or are continuing to vigilantly protect ourselves and others from the disease, one cannot help but feel a general sense of exhaustion and fatigue, especially at a time we all needed respite.

In a workplace setting, we have seen the impacts of illness and isolation leading to overwork and burnout especially in frontline workers, supply chain problems, financial strain of lost work, job insecurity or long-term work sustainability, especially for small businesses.

Included in this article are key points for both Managers and individuals to help reduce stress and prioritise your wellbeing. It is important for Managers to:

• Acknowledge the difficulties of this time but practice gratitude too where you’re able.

• Rely on reputable news and information • Limit or try to prevent engaging in behaviours that feed your feelings of distress or anxiety • Stay focused on the present, on what you can control, rather than speculating about an unpredictable future • Notice the thoughts and emotions you experience (as well as the triggers for these) but don’t surrender to them • Look after your body (through sleep, diet, exercise, and limiting use of drugs and alcohol) • Stay connected with others • Remember to breathe • If you’re feeling like you’re not coping, get professional advice (numbers listed below) Master Plumbers SA also has a dedicated Mental Health page at: www.mpasa.com.au/mental-health, which includes a range of links, resources and support.

AMR INTERSTATE WORK OPPORTUNITIES MADE EASIER

Businesses and workers operate with much greater flexibility these days. They’re able to do more things electronically – such as provide contracts and receive payments - and to move across state and territory borders (where permitted under COVID-19 restrictions). The new Automatic Mutual Recognition (AMR) scheme helps to facilitate workplace mobility by automatically recognising interstate licences and registrations.

This saves workers from having to apply and pay for a new licence in another state or territory. This is particularly helpful for workers who take up short term contracts or have fly-in-flyout arrangements.

Eligibility

For plumbers to be eligible for AMR: • you must hold a licence/registration from an Australian state or territory

Upon notification, CBS will provide the plumber with a factsheet highlighting certain requirements for plumbers in SA – e.g. having plumbing work certified, and any advertising to include the licence number.

Plumbers wanting to work interstate

All states and territories, other than Queensland, have agreed to join the AMR scheme. If you wish to work interstate you will need to check if AMR has commenced for plumbers in that particular state or territory. You will also need to check if the licensing authority in that state or territory requires you to notify them before commencing any work there – if so they will provide an online notification form. There is no fee for notification.

• your licence/registration must not be suspended • you are not subject to disciplinary, civil or criminal action or under investigation • the work must be away from your home state (i.e. the principal place where you live or work).

If you change your home state, you will need to apply through existing mutual recognition arrangements to obtain a new substantive licence or registration in the new home state.

It is important to note that AMR only applies to individuals, not companies.

Important safeguards

When working under AMR you must only work within the scope and conditions of your existing licence/registration.

You must also obey the local laws in the jurisdiction you work in, otherwise you may face disciplinary action, your licence/ registration may be suspended or cancelled, and you could be excluded from AMR.

Plumbers wanting to work in South Australia

From 1 February 2022 plumbers will be able to work in SA using their current interstate licence or registration. Interstate plumbers must notify Consumer and Business Services (CBS) via the online notification form before commencing any work in SA. There is no fee for notification.

Far more than other urban areas in Australia, Adelaide’s reactive clay soils combined with an arid climate, means dealing with the changes in soil, topography and weather is an unavoidable part of life in South Australia. This is no exception when managing underground water mains.

At SA Water, smart investment and an ongoing commitment to maintaining a reliable supply of water for our customers is helping to combat these natural influences and reduce the frequency and impact of water main breaks and leaks on the South Australian community.

In 2021, South Australia recorded the lowest number of water main incidents for the past four years.

Last year, 3614 water main leaks and breaks were reported across SA Water’s 27,000-kilometre network (1833 in metropolitan Adelaide and 1781 in regional areas), compared to 3749 in 2020. These figures include everything from major breaks to minor pipe leaks, damp patches and trickles on the road.

SA Water General Manager Sustainable Infrastructure Amanda Lewry said in Adelaide in particular, reactive clay soils moving during the transition from hot and dry seasons to wet and cool and the stress this causes on underground pressurised water pipes remains the number one cause of water main incidents.

“Similar to 2020 and 2017, we saw relatively mild transitions between seasons last year, resulting in more stable levels of moisture in the soils and therefore fewer water main breaks,” Amanda said.

“This is compared to 2018 and 2019 when the state experienced searing hot temperatures and below average rainfall, so when it did rain, the abruptness of the event had an increased impact on water mains, with break rate figures in these years closer to 4000.

“The less challenging conditions in 2021 coupled with our sustained focus on driving customer outcomes by reducing the impact of water main breaks, were what led to an improved water main incident rate.”

In 2021 SA Water installed around 59 kilometres of new water mains across South Australia – including under several key arterial roads in Adelaide.

The Bureau of Meteorology’s annual National Performance Report (NPR): urban water utilities continues to confirm SA Water’s network as one of the best performing in Australia.

The 2020-21 results show South Australians experienced 13.3 water main breaks or leaks per 100 kilometres of pipe, which is lower than the average of 18.9 and better than more than half of comparable-sized Australian water utilities (with 100,000 or more customers).

Dial Before You Dig can play an essential part in a plumber’s daily work pratices.

Before excavating, the free national service needs to be used by plumbers to prevent damage and disruption to underground pipes and cables. Enquiries have always been easy to lodge at www.1100.com.au.

Now, with the availability of the DBYD Next Gen referral service, there has been further improvement in ease of use and functionality. It is important to remember that safe excavation is not just about lodging an enquiry and getting the plans; it is recommended as best practice to follow the 5Ps of Safe Excavation to minimise the risk of damage, injury or potential loss of life.

PLAN

Plan your job. Use the Dial Before You Dig service at least one day before your job is due to begin to ensure you have the correct information you need to carry out a safe project.

PREPARE

Use a DBYD Certified Locator. Communicate with asset owners if you need assistance with anything. Look for clues for underground infrastructure onsite.

Potholing is physically sighting the asset by hand digging or hydro vacuum extraction.

PROTECT

Protecting and supporting the exposed infrastructure is the responsibility of the excavator. Always erect safety barriers in areas of risk to protect underground networks. Enforce exclusion zones.

COVID AND ITS IMPACT ON SUPPLY AND WORKERS

Price volatility

Most, if not all, plumbers have been living with the nightmare that is regular price increases for materials caused by the COVID Building Boom. They seem to be coming up weekly. If you have a fixed price contract (whether it is with a builder or with a consumer) and you are hit by a price rise after the contract is signed, you will have little if any chance of recovering the increase in price from your customer. There are ways to soften the blow and we can prepare some clauses for your contracts that allow you to pass on a price increase. Remember however that this can be a difficult thing to sell to your customer.

Staff impacts

Anyway, there is another effect of COVID which is now starting to emerge following the opening up of our borders. COVID is hitting plumbers and their staff. If you suddenly find yourself short staffed because you have a number of people down with COVID, you will need to tread very carefully contractually. Fixed time contracts (where you have to finish your work by an agreed date) are not uncommon and many of those contracts will not allow you to have an extension of time if you have staff shortages.

If you are in doubt about this, give us a call and we can work through your contract terms and see if there is an angle for you to obtain an extension of time. If you don’t have a right to an extension for staff shortages in your current contracts, you really should be looking to introduce clauses that give you that right for future jobs.

It is too late for those contracts that are already underway but for jobs where the contract has not been signed, get us drafting for you. After all, COVID will be disrupting life as we know it for some time to come and you need to do your best to protect your business from the effects of this dreaded virus.

It is much easier to get to your destination – the end of the job – when you have one. You really must have a contract of your own and we can help you with that but also if you are given a contract to sign for a job, you should really get it checked. We can help you with that too. We see too many cases where a client has signed a contract without really reading it and later they find that it is really skewed against their interests.

A good contract should balance the interests of the parties and allocate risk appropriately. Now, more than ever, written contract terms are vital to keeping your business safe. The advice in this article is of a general nature and should not be relied on.
