In this edition, we’ve brought together stories and updates that reflect the strength of our industry and the practical work MPAQ is doing to support you.

Our Member Spotlight is a genuine reminder that longevity isn’t an accident.

In 75 Years of Showing Up, we share the story of A & J Struby Plumbing & Gas—a family business built on reliability, quality workmanship, and three generations of commitment to the trade. From the simple truth that “plumbing doesn’t know nine to five” to the steady evolution of tools, materials, and methods over decades, it’s a story about doing the job properly, turning up when it matters, and building trust that lasts.

We’re also proud to introduce the 2026 MPAQ Plumbing Ambassadors— Nicole Byrne, Shannon Shortis, Travis Hock, and Lachlan Bell—who are helping put real faces and real stories to the careers we want the next generation to consider. Through school visits, career expos and media opportunities, they’re championing plumbing and gas careers as skilled, rewarding pathways (and proving the trade is far broader than most people realise).

On the advocacy front, MPAQ has released its 2026 Plumbing and Gas Advocacy Priorities, focusing on the issues members consistently raise: workforce, productivity, industry reform and security of payment. These priorities are about cutting through red tape, strengthening pathways into the trade, and making it easier for businesses to operate, grow and get paid fairly and on time.

Finally, we share an important recent win for industry in relation to NCC 2025 and proposed changes impacting gas installations. MPAQ’s targeted advocacy has helped secure a practical outcome for Queensland, including delayed adoption until 1 May 2027 and state-based variations that protect sensible, workable options for gas—without unnecessary duplication and added project cost.

PRESIDENT’S MESSAGE The Board of the Master Plumbers’ Association of Queensland (MPAQ) has two external councillor positions available each year that provide the Board with the ability to appoint industry experts who would otherwise be ineligible to hold a position on the Board.

I would like to welcome Jody Monaghan from regional Queensland and Melissa Millar from Kent Vickers, President the Brisbane Bayside to the Board to fill these positions. Melissa is returning to the position for her third term and Jody has joined us for the first time. Both ladies bring a wealth of experience to the Board, and I look forward to their valuable contributions.

The current economic environment is volatile to say the least. The construction industry and especially the plumbing industry is feeling the effects of elevated fuel prices and increased material costs. MPAQ has been closely monitoring the price of material and fuel and are taking every opportunity to express our concerns to the State and Federal Governments.

We have been advocating for financial support and contractual reviews to assist our members who are locked into fixed price contracts. If you need any assistance in this area, please be sure to contact our office.

The Business Leaders Group (BLG) held a very successful meeting with the State Government on 31 March, and MPAQ took the opportunity to again push for more support for employers to take on apprentices. Skills shortage in the construction industry has been a problem for years now and will only get worse as the Olympic projects progress.

There is no shortage of excellent apprentice candidates; however, the problem still exists that an employer is looking at a total cost of over $250K to train each apprentice over the four-year term. In my opinion there is not enough being done at high school to encourage young men and women to investigate a trade as a real career path. Employers also need financial assistance to reduce the financial burden to employ an apprentice.

I would like to congratulate our Chief Executive Officer, Penny Cornah, for 20 years of service to MPAQ. Penny started her career at MPAQ on 2 May 2006 and has worked in nearly every department at one time or another.

Penny was responsible for organising conferences, the Plumbing and Gas Industry Awards and many other events in the early days. Her outstanding passion and dedication to MPAQ and the whole plumbing and gas fitting industries saw her quickly rise to the top and become our Executive Director and then our CEO. Through worldwide pandemics, wars, floods, and other trying times in the industry she has led from the front and significantly improved the industry not only for our members but for the whole plumbing and gas communities in Queensland.

Penny, I think I can speak for every one of our members when I say that your enthusiasm and hard work has lifted the Queensland plumbing industry to new heights. Thank you for all the long hours, all the uncomfortable conversations, and the trips away from your family, but most of all thank you for lifting the standard that we have all become accustomed to.

The Federal Government has handed down the 2026–27 Budget, with a focus on cost-of-living relief, housing supply, tax reform and workforce measures. While the broader operating environment remains challenging for plumbing and gas businesses, there are several outcomes that are directly relevant to our members.

One of the most significant announcements for our industry is the Government’s commitment to make mandatory Australian Standards referenced in the National Construction Code freely accessible. This is an issue Master Plumbers has advocated on for many years. Our position has always been clear: if a Standard is mandated by law, it must be accessible to those required to comply with it.

For plumbing businesses, Standards are not optional. They are a critical part of safe, compliant, and lawful work. Removing this cost barrier is a practical win for industry and will support better access to technical information, reduce costs for small and medium businesses, and assist with consistent compliance. No further information has been provided about this yet, and we will keep everyone informed as we learn more.

The Budget also confirms that the $20,000 instant asset write-off will be made permanent from 1 July 2026 for eligible businesses with turnover up to $10 million. This will provide practical support for businesses investing in tools, equipment, vehicles, technology, and systems.

Housing also remains a focus, with infrastructure funding to support approximately 65,000 new homes and broader reforms aimed at improving delivery timeframes. While the details are still emerging, increased housing activity has the potential to support ongoing demand for plumbing services.

Workforce and skills remain critical issues. Budget measures include investment in skilled migration, trade recognition, and reforms to apprenticeship incentives, with a stronger focus on small and medium-sized businesses, Group Training Organisations, and national workforce priorities.

While these measures are welcome, they do not remove the wider pressures facing members, including rising material costs, fuel and supply chain volatility, workforce shortages and increasing compliance requirements.

MPAQ will continue to review the detail, engage with Government on implementation, and advocate for reforms that reduce the burden on plumbing and gas businesses.

What MPAQ Is Advocating for on Your Behalf in 2026 MPAQ has finalised its 2026 Plumbing and Gas Advocacy Priorities, and at the centre of it all is one clear focus, supporting you and your business to operate, grow, and succeed in an increasingly challenging environment.

We know many of you are dealing with workforce shortages, rising costs, regulatory complexity, and ongoing pressure on projects and cashflow.

These priorities are shaped directly by what we are hearing from members across Queensland.

What This Means for You Our advocacy is focused on four key areas that are having the biggest impact on your day-to-day operations.

With increasing demand for housing, infrastructure, and major projects like Brisbane 2032, the pressure on the industry is only going to grow.

INDUSTRY SURVEY HIGHLIGHTS MOUNTING PRESSURE ON PLUMBING AND GAS BUSINESSES MPAQ’s Industry Survey Current Business Conditions has highlighted the significant and compounding pressures currently facing plumbing, drainage, gas, mechanical services, HVAC, fire protection, civil, and broader construction businesses.

Conducted across April and May 2026, the survey received more than 200 responses from businesses across multiple jurisdictions, regions, and business sizes. The findings provide a real-time snapshot of the challenges impacting essential trade businesses, including rising material costs, fuel and freight increases, supply chain disruption, labour shortages and tightening cash flow.

Material price escalation was one of the strongest themes identified, particularly across PVC, PE, HDPE, copper, brass, steel, hot water units and imported equipment. Respondents reported rapid and unpredictable increases, with some plastic products increasing by 25% to 50%, and in some cases more. These increases are placing pressure on quoting, project delivery, and the ability of businesses to manage fixed-price contracts.

Fuel, freight, and delivery charges are also having a direct impact, particularly for regional and remote operators who face longer travel distances, fewer supplier options and higher logistics costs. Businesses reported increased diesel levies, transport surcharges and delivery fees, all of which add to the cost of delivering regulated and essential services.

The survey also highlights the pressure on cash flow and small business viability. Many businesses are continuing to deliver work while absorbing higher costs, managing reduced margins, and dealing with delayed payments.

Workforce concerns were also raised, with respondents noting difficulty retaining skilled workers, managing wage increases, and continuing to support apprentices.

Overall, the report shows an industry that remains busy and essential, but increasingly strained. The findings reinforce the need for government and stakeholders to understand the current operating environment and the potential impacts on housing, infrastructure, regional service delivery and future workforce capacity.

NCC 2025, GAS SYSTEMS AND A WIN FOR INDUSTRY Master Plumbers’ Association of Queensland (MPAQ) has successfully advocated on behalf of industry to secure practical outcomes in relation to proposed changes to the National Construction Code (NCC) impacting gas installations.

THE ISSUE Under the draft NCC 2025, new provisions required that where gas systems are installed, additional electrical capacity must also be included as a supplementary energy source.

Whilst not an outright ban, the reality was clear, most builders and developers would avoid the cost of dual energy systems and default to all-electric solutions.

This would have led to: • Increased project costs • Reduced consumer choice • Constraints on future infrastructure • The effective phase-out of gas in new builds

WHY MPAQ ACTED MPAQ moved quickly to raise concerns, recognising the significant impact this would have on: • Plumbing and gas businesses • Long-term energy flexibility • The future viability of gas and emerging alternatives such as hydrogen and biomethane

Without early intervention, these changes risked locking out gas infrastructure in major projects, where retrofitting is often not viable.

MPAQ ADVOCACY IN ACTION MPAQ engaged directly with government and key stakeholders, including: • The Hon Steven Minnikin MP, Minister for Small and Family Business • The Hon Sam O’Connor MP, Minister for Housing and Public Works

WE STRONGLY ADVOCATED FOR: • Removal of the “reserve electrical capacity” requirement • Practical, state-based variations to the NCC • Recognition of gas as part of a balanced energy transition

A STRONG OUTCOME FOR INDUSTRY As a direct result of this advocacy, the Queensland Government has confirmed: • NCC 2025 adoption delayed until 1 May 2027 • Queensland-specific variations to be included in Schedule 7 Critically, these variations remove the requirement for additional reserved electrical capacity and space for gas systems across key applications, including: • Gas-heated water systems • Food preparation and sanitary facilities • Swimming pools and spas

WHAT THIS MEANS FOR YOU This is a clear win for MPAQ members and the broader industry.

It ensures: • Lower project costs by removing unnecessary duplication • Continued viability of gas installations in new developments • Flexibility in energy choices for clients and developers • Protection of industry capability and jobs

MPAQ DELIVERING FOR INDUSTRY This outcome demonstrates the value of strong, targeted advocacy. MPAQ has ensured that the voice of the plumbing and gas industry was heard, and that regulatory settings remain practical and workable.

RSHQ PORTAL MANDATORY FROM 1 JULY Gas work licence (GWL) and gas work authorisation (GWA) holders are being urged to onboard to Resources Safety and Health Queensland’s licensing and compliance platform, the RSHQ Portal (the Portal), before 1 July.

Chief Inspector for Petroleum and Gas, Shoena Messner said industry has been able to ‘opt-in’ to the Portal since February, however with all existing SmartForms to be decommissioned, the Portal will be mandatory from 1 July 2026.

“In the last weeks of June, we are adding GWL hydrocarbon refrigerants (GWL HCR) activities, and delegate roles for corporate gas work authorisations (GWA). By 1 July, corporate GWA holders will be able to invite others to conduct activities on their behalf for a corporate account.

“It’s critical that all GWL and GWA holders onboard to the Portal to ensure business continuity from 1 July.

“More than 1,400 people are already actively using the Portal, with over 16,000 compliance certificates being issued since we went live in February.

“Of the 1,400 users around half are taking advantage of the Portal’s mobility* to manage their licence or authorisation,

submit compliance certificates, and issue defect notices from their mobile devices.

“In addition to making submissions faster and removing the need to buy compliance materials, the Portal stores your activity timeline for reference, provides a licence and installation search, and when selected it will email the device owner and supplier the submitted certificate or notice on your behalf.

“It is a big change but those who are actively using the Portal tell us it really is simpler, faster and cheaper for them than the previous assortment of forms,” she said.

STRONGER CONNECTIONS, SAFER COMMUNITIES QBCC’S REGIONAL PLUMBING AND POOL ENGAGEMENT The QBCC is continuing its regional engagement campaign across Queensland, bringing regulators and local governments together to strengthen compliance, improve safety outcomes, and support best practice across the plumbing and pool industry.

So far this year, officers from the QBCC Plumbing and Pool Investigations Unit have met with local government representatives across the Sunshine Coast, Gold Coast, Wide Bay-Burnett, Darling Downs, and South West regions.

The campaign focuses on strengthening communication and collaboration between regulators and councils, recognising the important role local governments play as co-regulators within the plumbing and pool sector.

Through these face-to-face discussions, officers are working with councils to address shared challenges, improve consistency, and provide greater clarity around compliance expectations.

Topics discussed throughout the regional sessions include: • Licensing requirements and technical qualifications • Unlicensed and non-compliant plumbing and drainage work • Compliance requirements for on-site sewage management systems • Notifiable work audit inspections • Pool fence compliance and community safety obligations The QBCC says the proactive engagement approach is designed to help identify issues early, reduce risks, and minimise costly rectification work later down the track. By focusing on education and communication, the initiative also aims to support licensed contractors who continue to uphold professional industry standards.

Queensland is currently home to almost 17,000 licensed plumbers and drainers, along with more than 1,200 provisional licence holders. Maintaining consistent standards and compliance across the State remains a key priority for both regulators and industry.

Improved alignment between councils and regulators is expected to deliver clearer compliance expectations, more consistent enforcement practices, and stronger outcomes for both industry and consumers.

The QBCC’s ongoing regional engagement campaign reinforces the importance of collaboration, shared responsibility, and proactive communication in supporting safer plumbing and pool installations across Queensland.

It starts the same way every time. The call comes through just after 2 AM. Water is pushing through a ceiling somewhere, nobody can find the stopcock, and the person on the phone is doing that very specific mix of panic and fury that every plumber recognises instantly. You get dressed, you load the van, and you go.

Our after-hours rate is what it is, and we are upfront about it. By the time you add the callout fee, the after-hours loading, travel time, materials, and the actual time spent locating and isolating the burst, the invoice is going to make the homeowner go quiet for a moment.

And honestly, even at that rate, the numbers rarely stack up the way people assume they do.

What the invoice does not show is the tradie who drove 35 minutes in the middle of the night, spent an hour in a confined ceiling space with a torch between their teeth, and then started a full day at half past seven. It does not show the insurance premiums, the licence fees, the vehicle running costs, or the compliance load that sits behind every single job we attend.

Emergency plumbing is not expensive because tradies are greedy, it is expensive because it takes skilled, licensed people being available, equipped, and ready to go at any hour. That does not happen for free, and it should not.

We have all earned the right to charge what the job actually costs.

BIDET INSTALLATION REQUIREMENTS IN AUSTRALIA

PLUMBING CODE AND BACKFLOW PROTECTION EXPLAINED Bidet toilet seats, bidettes and handheld bidet sprays, also known as douche sprays, are becoming increasingly common in Australian residential bathrooms.

While many of these products are promoted as simple retrofit accessories, their installation can create cross-connection risks that must be managed correctly to protect the drinking water supply.

The Plumbing Code of Australia and AS/NZS 3500.1:2021 set out requirements for managing these risks, particularly where fixtures may allow contaminated water to be drawn back into the drinking water system. The Plumbing Code of Australia addresses the risks associated with crossconnections through Specification 41 – Materials and Products (S41C4 Individual Protection). Certain fixtures are classified as high hazard connections where individual protection is required.

These include bidets and toilet douche seats where the outlet, in any position, is not at least 25 mm above the overflow level of the pan; bidettes installed without a minimum 25 mm air gap; and handheld bidet or douche hoses and trigger sprays.

Handheld bidet and douche hoses and trigger sprays must also hold current WaterMark approval to be connected to a drinking water supply.

A high hazard is defined as any condition, device or practice connected to the water supply system that has the potential to cause death. Because of this classification, appropriate backflow prevention measures are required when these fixtures are connected to drinking water.

Where a fixture is classified as a high hazard cross-connection, the drinking water supply must be protected by a backflow prevention device suitable for the level of hazard. AS/NZS 3500.1:2021 outlines the suitability of devices for different hazard levels, and depending on the installation, suitable devices may include Reduced Pressure Zone Devices (RPZD), registered air gaps, atmospheric vacuum breakers, or other approved devices appropriate to the hazard.

Installation location is also important. Where a high hazard device such as a Reduced Pressure Zone Device is required, AS/NZS 3500.1:2021 notes that an RPZD should not be installed internally unless adequate drainage is provided. These devices discharge water during normal operation and, if the valve fails, may discharge large volumes of water continuously. For this reason, installing an RPZD inside a bathroom or WC compartment in a Class 1 building is generally not recommended unless suitable drainage has been allowed for.

Handheld bidet sprays must not be able to reach the toilet pan unless high hazard backflow protection is installed. If the spray can reach the pan, the installation is considered a high hazard cross-connection and must be protected accordingly. Bidettes must also hold WaterMark approval and, if installed without the required 25 mm air gap above the overflow level of the fixture, must include appropriate high hazard backflow prevention.

Where an RPZD is installed, it is required to be registered with the local council, and fees may apply. It must also be tested every 12 months by a licensed plumber with a Backflow Prevention endorsement.

It is also important to understand what WaterMark certification does and does not confirm.

A common misconception is that if a product is WaterMark certified, it can automatically be installed without additional backflow protection.

This is not always the case. WaterMark certification confirms the product has been approved for use within the Australian plumbing regulatory framework, but it does not automatically mean the product includes built-in backflow prevention.

When selecting an aftermarket bidet toilet seat, plumbers should check the product labelling and certification details, including the WaterMark certification symbol, the relevant WaterMark Technical Specification, and the WaterMark licence number. The product should also be checked in the WaterMark Product Database, particularly the Scope of Use section. This may confirm whether the product includes an appropriate integrated backflow prevention device. If the listing does not confirm an appropriate integrated backflow protection, an additional device suitable for the level of hazard will be required.

Correct installation of bidet toilet seats, bidettes and handheld bidet sprays requires careful consideration of hazard classification, WaterMark certification, backflow prevention and installation requirements. Taking the time to verify the product and installation requirements helps ensure compliance and protects the integrity of the drinking water supply.

There are the dates, the generations, the industry changes, and the underlying values that have driven that durable success. For A & J Struby Plumbing & Gas, it’s clear – they have built the business name and reputation on hard work and showing up.

Founded in 1951, this year marks 75 years since Alan Struby Senior completed his apprenticeship and began working for himself – the beginning of what would become a longstanding family business on Brisbane’s southside.

Across three generations, A & J Struby Plumbing & Gas has built its reputation through hard work, quality workmanship, fair pricing and reliable service. Today, the business is run by Alan Struby Jnr and his son James. SHOWING UP Alan speaks not only about the importance of doing the job properly – but being there when customers need you. In his view, it is this approach to customer service that has helped carry the business through the years.

As Alan puts it, “plumbing doesn’t know nine to five.” The jobs do not always arrive at convenient times, and that is part of the point. Plumbing emergencies happen at any time, late in the day, on weekends, over Easter, when tenants are arriving home, when restaurants are opening for service and when a customer has no hot water or a blocked drain. Helping the customer when they need it most is part of the job.

That mindset has helped build the kind of long-term trust and reputation of the business, with some customers having been with them for decades. The work itself may change from one call-out to the next, but the expectation remains the same: answer the phone, turn up and sort it out.

CHANGES OVER TIME Their 75-year history also reflects how much the plumbing trade has changed over time.

When Alan joined his father in the business as an apprentice in 1974, Brisbane was still going through major sewering changes and the work was far more labour-intensive. Clay pipes, cast iron, hand-dug drains and the transition to PVC all formed part of his early years in the trade. Since then, tools, materials, regulations and technologies have all continued to evolve.

James, who joined the business in 2004, has carried it into its next phase, bringing strong technical knowledge around newer products,

materials and procedures and improving some of the business processes along the way.

Even though they embrace modern changes, the team are clear that they place value on proven quality first. Alan and James both say they prefer to see what new products perform well in the real world before jumping in too quickly, particularly when their focus is on what will serve the customer best over time.

PASSION FOR THE TRADE Over the years, the Strubys have built trusted relationships not only with customers, but across the industry. Alan reflects warmly on the friendships and connections that plumbing creates, including long-standing relationships formed through training and the trade itself. He recognises that it’s part of how knowledge gets shared, how problems get solved and how the industry supports itself.

The family has also contributed to the next generation coming through. Alan Senior and Alan Jnr trained apprentices together, including James himself. Since then, Alan and James have continued that commitment, with seven apprentices having completed their trades through the business. The most recent, Josef, completed his apprenticeship in March and has remained on with the team.

For Alan and James, supporting apprentices and students has remained part of their connection to the trade. They have also supported work experience and pre-vocational students, helping create pathways into the industry and giving young people a chance to understand what the trade can offer.

MILESTONE CELEBRATIONS After 75 years, A & J Struby Plumbing & Gas is not looking backwards for too long and remain firmly focused on the future.

When asked about the future, James is optimistic.

“We’re excited about what the future holds for our business, there’s a lot happening. Demand for renovations and upgrades in the housing sector keeps growing, the Olympic Games are coming to Brisbane, and our usual maintenance workload is as busy as ever. We’re expecting a lot of opportunities and plenty of work in the coming years – not just for us, but for the whole industry.”

For Alan Struby Jnr and his son James, the anniversary will be celebrated with the opening of their new premises, as the business moves into a larger facility in the Mansfield area. They plan to mark the occasion with family, staff, suppliers and supporters once the new space is ready.

James shares, “Even after 75 years, we’re not slowing down. If anything, we’ve got more drive than ever – we’re still building, still growing, and always looking for ways to improve and expand.

There’s a real sense of momentum as we keep moving forward, and we’re pretty proud of that.”

DISTINGUISHING BETWEEN GENUINE SUBCONTRACTORS AND EMPLOYEES Getting it Right in the Plumbing Trade

In the plumbing industry, flexibility is often essential. Businesses regularly engage subcontractors to scale labour up or down, access specialist skills or manage workload across multiple sites. However, misclassifying a worker as a subcontractor when in practice they are an employee, can expose plumbing businesses to significant legal, financial and reputational risk.

Recent court decisions and regulator focus have reinforced that whether an individual is labelled as a contractor or employee is not the only factor to determine a worker’s status. Getting it right requires a clear understanding of how the law distinguishes genuine subcontracting from employment.

This article explains the key principles plumbing businesses should consider when engaging workers, and practical steps to reduce misclassification risks.

Why classification matters The distinction between employee and contractor affects core legal obligations. Employees are entitled to minimum wages, overtime, leave, superannuation, workers’ compensation coverage and protection under the Fair Work Act, applicable Awards and the National Employment Standards.

Contractors generally invoice for services and are not covered by Awards or unfair dismissal laws.

If a plumber is incorrectly treated as a subcontractor, the business may face back-payments for wages, leave, super, penalties for sham contracting, interest and, in some cases, personal liability for directors. Regulators take the view that misclassification distorts competition by allowing non-compliant businesses to undercut compliant operators.

Labels are not decisive Calling someone a “subcontractor”, paying them through an ABN or issuing invoices does not make them a contractor at law. Courts examine the true nature of the relationship. This assessment looks beyond paperwork to how the work is performed on site and within the business. Written contracts still matter, but only as part of a broader picture. If the day-to-day reality doesn’t match the contract, the practical reality will generally prevail.

The multi-factor test Australian courts now apply a “multi-factor” approach, focusing primarily on the rights and obligations expressed in the contract, interpreted in context.

Common factors that remain highly relevant in the plumbing trade include: • Control: Employees are usually subject to direction about how, when and where work is done. If a business sets start and finish times, allocates daily jobs, requires attendance at toolbox meetings and closely supervises the method of work, this points towards employment.

Genuine subcontractors generally retain discretion over how they perform the work, even if the result is specified.

• Ability to subcontract or delegate: A key indicator of genuine contracting is the right to subcontract or delegate work to others. If the worker must personally perform the plumbing work and cannot send another qualified plumber in their place, this tends to indicate employment. In practice, many “subbies” are engaged precisely for their individual labour, which weakens the contractor argument.

FAIR WORK COMMISSION ANNOUNCES 4.75% WAGE INCREASE The Fair Work Commission (FWC) handed down its Annual Wage Review decision on Tuesday 2 June, confirming a 4.75% increase to minimum wage rates in modern awards, effective from the first full pay period on or after 1 July 2026.

The Commission has also increased the National Minimum Wage to $1,004.90 per week or $26.44 per hour. In addition, the FWC has commenced a phased adjustment to the lowest award classifications, which will result in higher increases for some entry-level award classifications. These changes are intended to improve outcomes for Australia’s lowest-paid workers.

The FWC acknowledged that businesses continue to face challenging operating conditions, including inflationary pressures, increased fuel and freight costs, supply chain disruption and broader economic uncertainty. However, the Commission also noted that many award-reliant employees have experienced a decline in real wages over recent years and considered it appropriate to provide

18 | MASTER PLUMBER MAGAZINE Winter 2026

an increase that maintains their purchasing power. The increase will apply to employees covered by modern awards, including those employed under the Plumbing and Fire Sprinklers Award and other awards relevant to our sector.

Once the FWC publishes the final determinations and updated award allowances, MPAQ will review the changes and publish updated wage and allowance schedules on the MPAQ website. These will be available prior to the commencement of the new rates from 1 July 2026.

Members are encouraged to review their payroll systems and budgeting arrangements to ensure they are prepared for the upcoming changes.

Businesses should also be mindful of the commencement of Payday Super from 1 July 2026 and the potential combined impact on labour costs and cash flow.

• Tools, equipment and materials: Plumbers often supply their own hand tools regardless of status, so this factor alone is not decisive.

However, where the business provides the vehicle, major tools, materials, uniforms and branded PPE, the relationship may look more like employment – particularly when combined with other factors.

• Risk and opportunity for profit: Contractors typically bear commercial risk and have an opportunity to make a profit through efficiency, pricing or managing costs. Employees are paid for time or output and are insulated from most business risk. If the plumber is paid an hourly rate regardless of efficiency, does not quote work and does not rectify defects at their own cost, this suggests employment.

• Integration into the business: Employees are usually part of the business rather than operating a business of their own. Indicators can include wearing company uniforms, being listed on internal rosters and working exclusively or predominantly for one plumbing business over a long period.

• Exclusivity and continuity: While not determinative, long-term, ongoing engagement with little work for others can indicate employment – especially if the worker depends on one business for most of their income and cannot freely accept work elsewhere.

When in doubt, employment may be safer In many cases, particularly for core plumbing work performed under direct supervision, employment is the safer and more sustainable option. While employment carries higher upfront costs, it provides certainty, legal protection and stability in workforce planning. Misclassification, by contrast, creates hidden liabilities that can surface years later.

Why it matters Correctly distinguishing between subcontractors and employees protects businesses from underpayment claims, penalties and disputes. It also supports a fair and competitive industry, where compliance determines success. Plumbing businesses that invest the time to structure lawful work arrangements are better placed to grow, retain skilled workers and withstand regulatory scrutiny. Getting classification right isn’t just a legal technicality.

It’s a foundation for sustainable, reputable and resilient plumbing businesses.

Common risk scenarios in plumbing Certain arrangements in the plumbing sector attract higher scrutiny.

These include: • Labour-only subcontractors engaged indefinitely, paid by the hour, using the business’s vehicle and materials.

• Fixed-day-rate “subbies” who work full-time under site supervision with no genuine business autonomy.

• ABN holders who transition from employment to contracting but whose duties, hours and supervision remain unchanged.

These scenarios frequently fail the legal tests for contracting, regardless of intentions.

Sham contracting risks The Fair Work Act prohibits sham contracting, including knowingly misrepresenting employment as independent contracting or dismissing an employee to re-engage them as a contractor. Even well-intentioned arrangements can breach these provisions if the outcome is to avoid employment obligations. Importantly, intention is not always required; a business can be liable if it acted recklessly as to the worker’s true status.

Practical steps to get it right Plumbing businesses can reduce risk by taking a structured approach: • Assess before engaging: Consider whether the role truly needs a contractor or whether employment is more appropriate.

• Use tailored contracts: Contractor agreements should reflect genuine contracting rights, including delegation of work, pricing and control.

• Align practice with paperwork: Ensure site practices match the contract. Rights that are never exercised (such as delegation) carry little weight.

• Encourage true independence: Genuine contractors should have their own insurance, branding, client base and the freedom to work for others.

• Review long-term arrangements: Relationships can evolve. Periodic reviews help identify when a contractor arrangement has drifted into employment.

• Seek advice early: Classification errors are far cheaper to fix before a regulator, union or worker raises concerns.

MPAQ’s 2026 Plumbing Ambassadors were appointed earlier this year, with a simple goal: to give the industry more visible, relatable voices who could help promote plumbing and gas as skilled, rewarding and essential career pathways.

Since then, Nicole Byrne, Shannon Shortis, Travis Hock and Lachlan Bell have embraced that role, representing the trade through media opportunities, school visits, career days and conversations with future apprentices.

For MPAQ, the Ambassador Program is more than a public-facing initiative. It is about strengthening the future of the industry by sharing real stories from real people working in plumbing and gas across Queensland.

As every plumbing business knows, attracting and retaining skilled people is one of the biggest issues facing the industry. The need for quality tradespeople continues to grow, and with major infrastructure projects, housing demand, maintenance work and the lead-up to Brisbane 2032 all contributing to future workforce pressure, the next generation of plumbers and gasfitters has never been more important.

That is where the Ambassador Program plays an important role.

MPAQ Ambassadors help raise awareness of the trade by speaking directly with students, potential apprentices, career seekers and the wider community. They help explain what the industry really looks like, the range of pathways available and the opportunities that exist beyond the traditional view of plumbing. They also help show the human side of the trade.

Nicole Byrne, based in Rockhampton, has taken part in various radio interviews, helping bring attention to the importance of encouraging more females into the trade.

In Brisbane, Shannon Shortis has been involved in various school visits including Loganlea State High School and Craigslea State High School, as well as the Brisbane Careers and Employment Expo and Lachlan Bell has also been out speaking with students at the Padua College Careers Expo.

Travis Hock represented the industry at the Capricorn MEGA Careers Expo held at the CQUniversity Community Sports Centre in Rockhampton in May, where over 2,500 students came through the event. The team saw

a noticeable increase from previous years in interest from female students considering a career in construction.

These are great examples of the opportunities the Ambassador Program was created to support. Whether it is a formal careers event, a school visit or a media opportunity, each interaction helps build awareness, answer questions and challenge perceptions about what a plumbing career can offer.

The MPAQ Ambassador Program will continue throughout the year, with ambassadors taking part in more industry events, career days, media opportunities and community engagement.

Through their voices and experiences, MPAQ’s 2026 Ambassadors are helping ensure that the industry remains front of mind for Queenslanders.

TOOLS AND RESOURCES TO SUPPORT BUSINESS IN THE CURRENT CLIMATE Running a plumbing or gas business has never been for the faint-hearted, but the current climate is testing even the most experienced operators.

Across Queensland, many plumbing and gas businesses are dealing with pressure from every direction. Material costs are shifting, fuel prices remain unpredictable, supply chains are still causing delays, labour remains difficult to secure, and fixed-price contracts are placing added strain on cash flow. For many business owners, the challenge is no longer just about finding work. It is about making sure the work is profitable, manageable, and sustainable.

there may be limited ability to recover increased costs after the contract has been signed.

Cash flow is also becoming a major issue. Even profitable businesses can find themselves under pressure if payments are delayed, expenses rise, or stock needs to be purchased earlier than expected. This is why having clear visibility over your numbers is so important.

In uncertain conditions, guessing is risky. Good decisions need good information.

2. Cash flow planning: knowing what is coming in and going out One of the most useful steps a business can take right now is to review its cash flow position. Cash flow is not just about what is in the bank today. It is about understanding what money is expected to come in, what payments are due, and whether the business has enough room to manage unexpected costs.

3. Charge-out rates: are you charging enough?

Another important tool for members is the Charge-Out Rate Calculator. In a changing market, it is easy for charge-out rates to fall behind the real cost of doing business.

Many business owners set their rates based on what they have always charged, what competitors appear to be charging, or what they believe customers will accept. The problem is that this approach may not reflect the actual cost of labour, vehicles, fuel, insurance, tools, administration, compliance, training, and overheads.

When costs increase but rates stay the same, margins shrink. Over time, this can place serious pressure on the business, even when the team is busy.

The Charge-Out Rate Calculator helps businesses better understand what they need to charge to operate sustainably. It encourages owners to consider the full cost of running the business, not just the hourly wage of the person on the tools.

This is not about overcharging customers. It is about making sure businesses are pricing work properly, covering their costs, and making a fair return. A business that is constantly busy but not profitable is not in a strong position. Knowing your real charge-out rate gives you a better foundation for quoting, planning, and making commercial decisions.

4. Debt collection: acting early matters

Having a clear process in place is essential. This may include setting payment terms upfront, sending invoices promptly, following up before accounts become seriously overdue, and keeping written records of all communication.

These sessions continue to highlight the importance of safety awareness, training pathways, industry collaboration, and strong partnerships in building a capable future workforce.

It was fantastic to work alongside industry partner Simon Foot from Construction Skills Queensland (CSQ), who originally engaged with one of the apprentices through the CSQ Construction Pathways Program. These onsite conversations are more than safety discussions.

They create valuable opportunities to connect apprentices, employers, trainers, and industry leaders within a broader network focused on longterm growth and development across the region.

Helen Beatrice Flanagan 14 July 1951 to 26 March 2026

A wonderful supporter of the Association has passed from our midst.

Helen was born in Gundagai, NSW, where the weather was very cold in Winter and very hot in Summer. After some time, the family moved to Shell Harbour where it was discovered that she was a good swimmer. The family later moved to Cabramatta. Her first job was at the Amco Jean Factory. She met her future husband Darryl when he was stationed with the Army in NSW. After a short courtship they married on 18 September 1971.

Helen supported Darryl in his plumbing business and assisted in organising many MPAQ Toowoomba Division Dinners as well as the most enjoyable 1989 State Conference. She would welcome you with a big smile and was at ease in any company.

When Darryl and Helen retired, they travelled well, both overseas and around Australia. Helen also volunteered in an aged care facility then qualified as a nurse in that field.

Then, approximately four years ago, she was diagnosed with Progressive Supranuclear Palsy necessitating the last two years in high care herself.

At her funeral, the opening song was “Kiss an Angel Good Morning” by Charley Pride, which was fitting for such a fine person. Regrettably, I was unable to attend her fitting Service; however, was able to view a recording. The Flanagan family know how to organise.

The Association extends deepest sympathy to Darryl and the extended Family.

Rest in Peace, Good Lady.

Founded by Ian Moss in 2001, the business began as a drain cleaning operation. Under the current ownership of Matthew Baker, the company now specialises in all types of plumbing maintenance and continues to focus on supporting its clients with reliable service. One of the company’s major highlights has been maintaining many long-term clients over the years.

Originally founded by Neil T Fallon in 1962 as an electrical business, Fallon Solutions has grown significantly over the past six decades. Following a transition of ownership in 2005, which included Mark Denning, former MPAQ board member, the business quickly evolved by adding plumbing as the next professional trade in its multi-trade platform to better support residential customers. After more than 20 years, Mark has recently stepped into retirement and handed the reins to new owners and leadership.

Fallon Solution’s new Managing Director, Jackson Whipps said: “After Mark’s 20 plus years of leadership, I’m excited to take on the Managing Director role and continue to build on the strong foundation of the business. My priority for the future is developing our people—creating opportunities for tradies to grow, lead, and build long-term careers within our business and our industry.”

Today, Fallon Solutions has grown from a small trade business into a team of almost 200 people, delivering $50 million in annual revenue. It has evolved from a single-trade operator into a fully integrated home service business with a strong plumbing focus. Its plumbing team includes more than 35 people across South East Queensland, with capability in hot water, leak detection, drain repairs and relining, backflow and gas.

A major highlight for the business has been its growth into a leading residential service provider, while maintaining a strong reputation for customer service and quality workmanship. Fallon Solutions is proud of its customer relationships, including more than 8,000 five-star Google reviews and many loyal customers who have stayed with the business for decades.

The industry has changed considerably, particularly in how customers engage with trade businesses. Fallon Solutions has moved from traditional marketing, such as the Yellow Pages, into a fast-moving digital environment, while also adopting new technologies, systems, equipment and, more recently, AI. MPAQ has been an important partner to Fallon Solutions for 20 years, providing support across training, standards and industry advocacy. Looking ahead, the business believes the future depends on developing great people and creating longterm, rewarding careers for tradies.

For more than 30 years, All Districts Plumbing has built a strong foundation for growth and sustainability.

The business is now under its third ownership. While the current owner, Heath Adams, did not have the opportunity to meet the original owner, he recognises the role they played in establishing the company.

The second owner, Mike Brown, along with his wife Anna, then built on that foundation by introducing strong systems, processes and expectations around quality workmanship before retiring.

Since taking over, Heath has been fortunate to retain nearly all of the existing staff and continue growing the business with a focus on service and quality work.

While the business has evolved over time, its core values have remained consistent. All Districts Plumbing’s approach continues to be built on a strong service ethic, quality workmanship and clear communication, with each owner adding their own approach as the market and industry have changed.

The business specialises in maintenance and makes a conscious effort to stay in that space, focusing on both preventative and reactive maintenance across a range of sectors.

Like many small businesses, All Districts Plumbing is currently navigating rising operating costs, cost-of-living pressures on customers, increased price sensitivity, a shift towards DIY, and ongoing staffing challenges. Key highlights for the business include retaining longstanding clients, maintaining its core team through the ownership transition, and being willing to adopt and trial new ideas.

MPAQ membership is also an important part of the business, providing a strong support network across compliance, technical advice and business management. The team regularly uses MPAQ support for both day-to-day matters and more significant issues, and values the confidence membership provides to customers and staff.

Founded in 2020 by Tom Kimber in North Brisbane, Transform Plumbing & Gas is a local, family-owned and operated plumbing and gas business servicing clients across Brisbane.

Since its establishment, the business has evolved through hands-on experience, growth and adjustment. After trialling different team sizes and types of work, Transform Plumbing & Gas has refined its structure to a tight, reliable team of five, allowing the business to maintain quality, consistency and strong communication on every job. The company has also shifted its focus more towards maintenance and real estate work, where it has built strong relationships and provides fast, dependable service.

A major highlight for the business has been building a strong team of skilled and reliable staff, while developing a solid reputation within the community, reflected in more than 400 five-star reviews. The business has also completed two large-scale projects in Brisbane City, which, while challenging, helped strengthen its capabilities and shape a clearer vision for the future.

Tom believes one of the biggest challenges facing the industry is the shortage of skilled tradespeople. He is a strong believer in employing and supporting young apprentices to help build the next generation of qualified plumbers.

Over nearly 20 years in the industry, Tom has seen major changes in technology, compliance and client expectations, with greater demand for reliable service, fast response times and clear communication. Technology such as CCTV drain cameras, hydro jetting and improvements in tools and equipment have also helped issues be resolved more quickly and accurately.

MPAQ membership has been invaluable throughout each stage of the company’s growth, providing reliable support across staffing and award-related queries, technical advice and general business guidance.
