Welcome back for another year. I hope you had an enjoyable Christmas break with your family and friends with time to reflect on the past year and recharge ready to go for another year.
The Annual General Meeting (AGM) of the Master Plumbers’ Association of Queensland was held on 18 November 2025. The Association welcomed three new members to the board.
Greg Greenwood from GRK Plumbing, Dan Parker from Parker Plumbing, and Sam Folan from CCPD. These three new faces have already brought a wealth of knowledge and experience to the council, and I would like to welcome them aboard. I look forward to the constructive conversations and leadership they all promise to deliver.
It would be remiss of me not to acknowledge the board members that departed at the AGM last year. Mr Bob Kimlin (life member) decided to call it a day and retire from the board after 31 years of service. Bob has the auspicious record as the longest serving President and was awarded life membership in 2014. Bob led the MPAQ through some challenging times and his contributions to the board discussions will be missed. Thank you for your decades of service Bob, all the very best for your retirement.

A year of change, challenge, and opportunity.
As we begin a new year, there is no doubt that the plumbing and gas industry is operating in a challenging environment. Workforce pressures, rising costs, regulatory complexity, and productivity challenges continue to shape the day-to-day realities of running a plumbing and gas business. At the same time, genuine opportunities are emerging for businesses that are well positioned, adaptable, and informed.
Significant public infrastructure investment and housing commitments across Queensland will continue to drive demand for our services, making it critical that workforce capability and business capacity keep pace. Ensuring the right training settings, regulatory framework and industry support are in place will be essential to delivering sustainable growth across the sector.
One of the most significant developments for our industry is the Queensland Government’s response to the Queensland Productivity Commission’s report into construction productivity. The report confirmed that productivity in construction has declined, regulatory burden has increased, and the system is not operating as efficiently as it needs to. These findings reinforce what many in the industry have been experiencing for some time. Further detail on the report and the Government’s response can be found on page seven.
The second long serving board member to depart last year was Mr John Salmon from Salmon Plumbing. John acted as our Honorary Treasurer for almost a decade. With the assistance of the MPAQ team, John delivered some of the best financial outcomes in the history of the Association. More recently, John championed the PVC recycling scheme and was awarded the first President’s Award at the Plumbing and Gas Industry awards night, three years ago. John has a knack of thinking outside the square and his contributions to the board will be sorely missed. Thank you, John, for all your contributions to MPAQ over a long period of time.
Now that we are well into the new year with our events calendar set and preparations well underway, I’d like to take this opportunity to encourage all our members and their work families to commit to supporting the Association during the year.
On 13 March we will be celebrating World Plumbing Day with a breakfast event at Amora Hotel. Those of you who attended the event last year will remember the captain of the Australian Sudoku team running us through his preparation for the world championship. It was very entertaining.
Later in the year, from 20-22 May, MPAQ will be hosting the Plumbing and Gas Conference at the Sunshine Coast Convention Centre.
Both events are a great opportunity to catch up with industry colleagues and support the Association in a social environment.
Look out for your mates and don’t be afraid to ask if they’re ok.

At the same time, many members continue to face immediate pressures. Skills shortages remain acute, cash flow challenges persist in some parts of the market, and competition can be strong. These conditions highlight the importance of strong business fundamentals, reliable contracts, clear pricing, and proactive planning.
MPAQ is currently updating our advocacy guide and will continue to advocate strongly on behalf of members and the wider industry as these reforms, and others, are developed and implemented. We are actively engaging with government, regulators, and industry stakeholders to ensure policy changes deliver practical improvements for plumbing and gas businesses, not just headline announcements. If you have feedback or ideas that you believe we should be advocating on, I encourage you to contact me. CONSTRUCTION PRODUCTIVITY REFORM
WHAT THE QUEENSLAND GOVERNMENT’S RESPONSE MEANS FOR INDUSTRY
The Queensland Government has committed to significant reform of the construction sector following the release of the Queensland Productivity Commission’s final report into construction productivity.
The independent inquiry found that productivity in Queensland’s construction industry has declined by around nine percent since 2018. This decline has contributed to an estimated 77,000 fewer homes being delivered over that period. The report also highlighted that labour productivity in construction has increased by only five percent over the past 30 years, compared with growth of approximately 65 percent across the broader economy.
These findings reinforce long standing concerns raised by industry about regulatory complexity, procurement inefficiencies, and workforce pressures that are limiting the sector’s ability to deliver housing and critical infrastructure.
GOVERNMENT’S RESPONSE TO THE PRODUCTIVITY COMMISSION REPORT
The Queensland Government has agreed, or agreed in principle, to 51 of the 64 recommendations contained in the Productivity Commission’s report. This signals a broad reform agenda aimed at improving productivity, reducing red tape, and strengthening workforce capability across the construction sector. Key reform areas include procurement, regulation, workplace practices, and training.
KEY REFORMS PROPOSED:
1. Procurement and Industry Settings
The Government has committed to several reforms intended to improve access to government work and reduce administrative burden on businesses, including:
• Permanently removing Best Practice Industry Conditions from procurement policy
• Removing subcontractor pre-qualification requirements on government construction projects
• Reducing complexity in procurement frameworks and removing barriers to innovation and competition
• Updated and enforced Codes of Practice on government projects, which will provide clearer expectations and consistent enforcement
• Improved collaboration on large construction sites
These changes are intended to increase competition, improve productivity on construction sites and create more opportunities for small and medium sized businesses, including regional contractors.
2. Workplace Health and Safety and Industrial Settings
The Government has also committed to providing clearer guidance on workplace health and safety regulation, including:
• Improved mechanisms for managing workplace health and safety disputes
• Clearer guidance on the use of right of entry provisions
• Greater clarity around regulatory processes and enforcement
These measures aim to ensure safety remains the primary focus while reducing unnecessary disruption, delays, and uncertainty on construction sites.
3. Workforce
and Training Reform
Recognising that workforce shortages are a major constraint on productivity, the Government has committed to reforms to strengthen workforce pathways, including:
• Introducing a less prescriptive and better targeted policy to increase construction apprentices
• Reviewing training courses to ensure skills required for modern methods of construction are addressed
• Streamlining licensing processes for migrants
These initiatives are designed to improve workforce supply, mobility, and alignment between training and industry needs.
WHAT THIS MEANS FOR PLUMBING BUSINESSES
For plumbing businesses, the Government’s response represents a significant shift in policy direction.
If implemented effectively, the reforms have the potential to:
• Reduce regulatory and administrative burden
• Improve access to government projects for small and medium sized plumbing contractors
• Reduce duplication and compliance costs
• Support innovation and modern construction methods
• Strengthen workforce supply and training pathways
• Improve productivity and project delivery outcomes
NEXT STEPS
The Government has indicated that work will continue across departments to prioritise and coordinate implementation of the recommendations, with further consultation with industry stakeholders planned. For industry, this represents an important opportunity to reset policy settings and address long standing barriers to productivity, provided reforms are implemented in a practical and measured way.

LEAD-FREE TRANSITION UPDATE TIMELINE CONFIRMED
The transition to lead-free plumbing products under the National Construction Code (NCC) 2022 – Volume Three (Plumbing Code of Australia) continues, with important timing confirmations now released by the Australian Building Codes Board (ABCB).
Confirmed Manufacturing Deadline
At its December 2025 meeting, the ABCB confirmed that from 1 May 2026, manufacturers will no longer be permitted to manufacture plumbing products under existing WaterMark licences unless those products are certified as Lead Free WaterMark. Manufacturers that have not transitioned eligible products by this date risk licence suspension.
Installation Extension for Existing Stock
To support industry readiness and reduce supply disruption, the ABCB has confirmed an extension for the installation of existing WaterMark-certified (nonlead-free) stock until 1 May 2028. This extension applies only to product already certified and held in the market. The Board has confirmed this 2028 deadline is final and will not be extended further.
Industry Feedback Considered
The extension recognises challenges faced by industry, including supply chain disruptions, pandemic-related delays and certification capacity constraints, while maintaining the long-term public health objective of safer drinking water systems.
What This Means for You
• From 1 May 2026, only lead-free certified products can be manufactured.
• Existing compliant stock can be installed until 1 May 2028.
• Businesses should plan inventory, procurement and specification decisions now.

NOTIFIABLE WORK AUDITS – SUPPORTING
QBCC’s approach to notifiable work audits. How targeted audits, education and re-audits are improving compliance across Queensland’s plumbing industry.
Notifiable work audits are an important part of the Queensland Building and Construction Commission’s (QBCC) compliance activities, ensuring licensees are registering Form 4/4As when carrying out notifiable work. These audits support both the industry and the public by:
• Keeping a level playing field for licensees – making sure everyone is complying with the same requirements, not just for notifiable work but also for permit work.
• Ensuring records of work are available in case of defects, to protect public health and safety.
• Helping to increase the number of local government audits, which leads to a decrease in defects and high standards of work.
The QBCC believes prevention is better than cure and prioritises education and guidance to improve understanding and compliance. While the QBCC remains firm and unapologetic on deliberate and repeat non-compliance, penalties aren’t our first or preferred course of action.
Similarly, with notifiable work audits, our focus is to improve understanding and compliance, rather than penalise licensees as a first resort.
To make audits as effective as possible and support licensees, the QBCC has been making improvements to our processes, as outlined below.
Targeting Audits
By focusing on specific types of licensees or particular regions, the QBCC has been able to better measure our impact on the industry and deliver strong results in the process.
During this financial year to date, the QBCC has seen an 8.5% increase in Form 4/4A registrations in the regions it has targeted, compared to a 0.6% increase in registrations in other parts of Queensland.
In the previous financial year, targeted regions saw a 2.9% increase in registrations, compared to a 1% decrease in other parts of the state.
Better Screening Processes
The QBCC’s screening processes ensure the licensees being audited are active in the industry and have not been recently audited and found compliant.
This optimises the use of the QBCC’s resources and minimises impacts on those licensees who aren’t performing notifiable work.
As a result, the number of audits that have been withdrawn or cancelled has decreased by nearly 80% over the past three years, indicating that the audits
have been more meaningful in their targeting of relevant work and licensees, resulting in increased compliance in the sector.
Education and Re-Audits
When the QBCC finds licensees who are not compliant, it provides education about how to comply, and where possible will refer them for a re-audit rather than issue fines. Re-audits give licensees time to improve their knowledge and processes to reach compliance.
This approach is helping improve compliance, with 82% of re-audits to date this year being compliant, compared to 71% of first-time audits.
Tips for Compliance
Licensees can be audited at any time, so make sure you register a Form 4/4As within 10 business days of completing notifiable work.
This is either when the invoice is issued, or if there is no invoice, when the work is operational.
Some of the common issues the QBCC finds are with:
Staged work or progress payments – you must register one Form 4/4A per invoice if the work involves notifiable work.
Warranty replacements – a Form 4/4A is still required if replacing a water heater, tempering valve or backflow prevention device under warranty.

CAMPAIGN TO BOOST TRADIE TRAINING
Construction Skills Queensland (CSQ) has launched its new advertising campaign, ‘Upskill Today’, designed to highlight how easy and affordable it is for Queensland tradies to access construction training.
Running from early February through March, the campaign features social media video and images of real Queensland tradies and is supported by radio advertising.
‘Upskill Today’ encourages tradies and construction workers to build new skills and gain additional qualifications to support career progression, with the help of CSQ-funding.
CSQ Marketing & Communications Director, Sue McCosker, says the campaign aims to break down common barriers to training by showing how simple and cost-effective it can be.
“We wanted to show workers in our industry that gaining new skills through training is great for their career progression, and that CSQ-funded training can support them to make it happen,” Sue said.
“Our research tells us that affordability can still be a barrier for people to undertake training, so having funding support can be a game changer.”
“Through ‘Upskill Today’, CSQ hopes to encourage more tradies to take the next step in their careers, helping to build a stronger, more skilled and future-ready construction workforce for Queensland.
At the centre of the campaign is CSQ’s wide range of upskilling options, including more than 60 fully-funded short courses, access to over 70 training providers statewide and the ease of using CSQ’s online Course Selector.
The Course Selector allows users to quickly search by course, location and course type, returning a tailored list of relevant qualifications/tickets and nearby providers. “They can jump onto our website, use the Course Selector and instantly find funded courses and providers delivering the courses near to them.”

GETTING DOWN TO EARTH WITH COMPACT CLAY SOIL COMPLIANCE
Let’s talk clay plugs. The Queensland Building and Construction Commission (QBCC) undertakes proactive inspections on construction sites and is there to help licensees identify issues before they become defects.
As part of these inspections the QBCC has been focussing on the importance of clay barriers (or clay plugs), which are intended to limit moisture ingress into reactive clay soils that react by expanding when the moisture levels increase.
This has particular importance in areas such as bathrooms, laundries, and ensuites, where small areas of hard surfaces are present (these areas also share the space below the slab with pipework – principally drainage).
What the QBCC team is increasingly seeing during their inspections are areas that have been excavated for drainage being backfilled with highly permeable material that can expand and act like a jack under the floor slab. Any hard surfaces, including concrete slabs, ceramic tiles, or waterproofing, would then be susceptible to damage. Equally if the moisture levels decrease and the soil under these hard surfaces shrinks, it could leave them unsupported and subject to subsidence and damage.
Other areas of drainage should not be overlooked, including drainage of the site immediately adjacent to the building, and the location of gardens, trees and shrubs adjacent to the building which may affect the moisture levels of the founding soils.
WHAT SHOULD LICENSEES DO?
The QBCC urges all plumbing and drainage licensees to stay informed about their obligations regarding water, sewerage and drainage systems.
To help you understand the requirements related to this work, here are some important standards and what they mean:
• AS2870:2011 (Residential Slabs and Footings): This standard provides guidance on the design and construction of residential footing systems, particularly on reactive soils – clay soils that expand and shrink with changes in moisture content. It emphasises the importance of effective site and sub -surface drainage, including sloping trenches away from buildings and the use of compacted clay backfill where required, to limit moisture ingress beneath slabs and reduce the risk of footing movement.
Note: In some cases, a compacted clay barrier (or clay plug) may be used at critical locations to restrict moisture movement along service trenches. Where this approach is adopted, AS 2870 requires trenches to be backfilled full depth with compacted clay or concrete where pipes pass beneath footing systems, rather than creating a permeable pathway beneath the slab.
• AS3500.2:2021: This standard sets out requirements for the design and installation of sanitary plumbing and drainage systems, including how drains should be installed on unstable or reactive soils. It requires inground drainage and sanitary systems to be adequately supported and laid with appropriate bedding material, so they don’t shift with ground movement. Planning to achieve suitable support is crucial for ensuring the system performs adequately, resulting in prevention of leaks or blockages. When working on reactive soils, systems must be designed to accommodate this movement safely.
Note: These standards reference AS2870 because it provides guidance on how soils behave and informs drainage design on such sites.
• NCC 2022: The National Construction Code includes references to both AS2870 and AS3500, reinforcing the importance of conducting thorough site assessments and designing drainage systems suited to the soil conditions.
THE QBCC IS HERE TO HELP
The QBCC is focused on education and preventive measures rather than immediate enforcement – working with licensees to get things right from the start.
For example, the QBCC Service Trades Unit is proactively inspecting construction sites to help engage and educate service trades about the importance of compact clay soil compliance.
By prioritising thorough site assessments, appropriate drainage design, and adhering to relevant standards, you can ensure the structural integrity of your projects; maintain a strong reputation in the industry; and minimise costly rectification works that also take you away from your next project. COMPETING FOR GOVERNMENT WORK UNDER NEW QUEENSLAND PROCUREMENT POLICY 2026
The Queensland Procurement Policy 2026 introduces simpler processes, a stronger focus on local businesses and a shift away from “lowest price wins” tendering.
With billions spent annually on construction, maintenance and services, the updated procurement policy opens the door for capable, compliant plumbing businesses to compete for government work.
From 1 January 2026, the Queensland Government’s Queensland Procurement Policy 2026 (QPP 2026) becomes the guiding framework for all government purchasing of goods, services and construction works across the State. It replaces the previous procurement policy and is designed to modernise how government contracts are awarded, with a strong focus on delivering value, local jobs and broader community outcomes.
At its core, QPP 2026 is built on five strategic pillars that reflect the Queensland Government’s priorities: delivering value for Queensland, creating local opportunities, making it easy to do business, being open to new ideas, and driving practical economic, environmental and social impact. These pillars shape how government agencies plan, evaluate and award procurement opportunities.
For plumbing and gas businesses, understanding QPP 2026 is important because the Queensland Government buys around $35 billion worth of goods and services annually — including construction, maintenance and service contracts that are directly relevant to the trades sector. The refreshed policy prioritises simplified processes and reduces administrative burden, making it easier for small and medium enterprises (SMEs) such as plumbing firms to compete for government work.
Key changes include streamlined tender documentation and a clear emphasis on local participation — with targets to increase procurement from Queensland-based SMEs and initiatives that support diversity and sustainability. Government buyers will increasingly assess suppliers on value beyond price, including how businesses contribute to local jobs, deliver ethical standards and manage environmental and social outcomes.
QPP 2026 also introduces the Procurement Assurance Model (PAM), which supports supplier capability and ensures ongoing adherence to government standards, further encouraging strong long-term partnerships between government and qualified local suppliers. PLUMBING PERMITS FOR WORK IN MULTI-LEVEL DEVELOPMENTS
Apartment renovations aren’t always Minor Work. In Class 2–9 buildings, relocating or changing fixtures can require Council approval.
Home renovations are very popular amongst home and apartment owners alike. Plumbers need to remind clients of any plumbing legislation requirements before undertaking any alterations/additions to their existing plumbing. This is particularly important for owners of apartments in multi-level developments.
Schedule 1, item 10 from the Plumbing and Drainage Regulation 2019 covers fixtures for class 2-9 buildings. It states that ‘Work, other than for sanitary drainage, necessary for installing or relocating a fixture, if the work is for an existing class 2 to 9 building of 1 or 2 storeys above ground ’.
To replace a fixture, like for like in the same location, without altering pipework, does not require a plumbing submission to the QBCC as under Schedule 2 of the PDR this is work is categorised as ‘Minor Work’.
However, where there is to be a change of position or the addition of a new or different fixture in a class 2-9 building a plumbing permit application, Form 1, must be lodged with Council in accordance with sections 44(1)(a) and 52(2) of the Plumbing and Drainage Regulation 2019. The permit application must provide details of the work and include a floor plan showing the layout of any proposed sanitary fixtures in accordance with Schedule 6 of the PDR, 2019.
Case example: A bathroom renovation involving removing an existing bath and replacing it with a walk-in shower in the same location. As this technically involves the addition of a new fixture (the shower), a Form 1 permit application must be lodged with Council. The Plumbing and Drainage Act 2018, also requires a floor plan and plumbing hydraulic drawing to be submitted with the application.
When an apartment owner decides to undertake a major project such as a bathroom renovation it is important to notify the Body Corporate of the intention of the proposed works as they may require evidence of any plumbing permit applications, approvals and final inspection certificates as part of their legal responsibilities.
Body Corporates play an important part in the management, maintenance, and control of the common assets of a building for and on behalf of the owners. The Body Corporate holds the responsibility for ensuring that all building works undertaken within the property complies with the National Construction Code (NCC) and any relevant State Legislation – plumbing and otherwise.
Similarly, where the work involves a connection to or from any part of common property such as a sanitary stack, the Body Corporate assumes ownership responsibilities and has a legal obligation under Division 3, section 70 – Owner’s obligation for operating and maintaining plumbing and drainage , of the Plumbing and Drainage Act 2018.
In addition, the plumber is charged with the responsibility to ensure any sanitary plumbing works complies with the relevant sections of the Plumbing Code of Australia (PCA), including Part C 1, clause C1O1 (a) safeguard people from illness, injury or loss (including loss of amenity) due to the failure of a
sanitary plumbing installation and, clause CP1.1 (b), (c) and (d). This is vital to safeguard the interests of all apartment owners with the building.

SEVENTY YEARS IN BUSINESS DOESN’T HAPPEN BY LUCK.
In a regional town like Innisfail, it takes resilience. It takes adaptability. It takes the kind of long-term thinking that isn’t flashy but quietly powerful.
E. H. Westbury & Company has been part of the local landscape since 1956. Over that time, the industry has changed dramatically. The town has changed. The economy has shifted more than once. Cyclones have torn through. Competitors have come and gone.
Yet the business remains. That alone makes it worth paying attention to.
THE EARLY YEARS (1950–1960s)
The story starts with Edward Henry “Ted” Westbury, who began his plumbing apprenticeship in 1950 under Andy Baines in Innisfail. By his third
year, Baines fell ill, thrusting Ted into managing the business and its staff while completing his apprenticeship that lasted five years. In January 1956, Ted and his wife, Betty, purchased the business, embarking on a remarkable legacy. Over the decades, they employed numerous apprentices who went on to establish their own ventures in and around.
In 1959, Ted and Betty relocated from Andy Baines’ original shop at 22 Owen Street to 58 Edith Street, where they operated until 1965. That year, they acquired their own premises from See Poy and Sons at 8 Owen Street. This move propelled E. H. Westbury & Company forward, with seven staff members and a burgeoning client base. See Poy and Sons generously allowed Ted and Betty to pay off the building over time while entrusting them with all plumbing work for their extensive properties and shops. Innisfail’s largest employer in the 1960s spanned groceries,

motor vehicles, tractors, farm equipment, boats, furniture, and more. See Poy and Sons provided a vital boost to the young business.
The early 1960s marked further defining move for Ted. After completing a gas fitting course, he travelled to Brisbane to secure a Porta-Gas franchise, making E. H. Westbury & Company the first in Innisfail to deliver gas to suburbs and surrounding areas. It was a forward-thinking decision – one that introduced a new service to the region before it became mainstream, and a service that continues today with Elgas, over 60 years later.
GROWING WITH THE INDUSTRY (1970s)
Ted and Betty raised three children: Barry, Darryl, and Lynda. In 1970, eldest son Barry began his apprenticeship with the family business, followed by Darryl in 1973. While Lynda pursued a different career, Barry and Darryl became integral to the company’s success.
When Barry Westbury began his apprenticeship in 1970, plumbing looked very different. He has reflected that in those days, excavation work was done with shovels and wheelbarrows. Today, excavators, backhoes, and bobcats handle most of that labour.
Throughout the 1960s and 1970s, the company thrived. In the mid-1960s, they collaborated with Doug Oliver from Melbourne on the roof and wall cladding, including downpipes, for the new Mourilyan Harbour Bulk Sugar Terminal. This project forged a lasting friendship with Doug and Pat Oliver, whose son Murray later worked with Ted in the mid-1970s.
The 1970s brought technological shifts that transformed plumbing. Sheet metal fabrication once dominated the trade. Now, plastic piping systems are standard. Pipes are lighter. Installation methods are simpler. Barry has observed that, where heavy physical effort once defined the work, modern techniques now allow pipes to be threaded by hand and joined with adhesive.
Barry, Darryl, and the team welcomed these changes, bidding farewell to labour-intensive tasks like cutting, rolling, and grooving galvanised downpipes in bulk.
That willingness to adapt is one of the clearest lessons for current operators. Longevity isn’t about holding onto how things were done. It’s about recognising when the industry moves and moving with it.
In 1976, E. H. Westbury & Company partnered with Barry Hazel Plumbing to secure the contract for sewering East Innisfail’s suburbs, a project spanning about two years.
EXPANSION AND ENDURANCE (1980s–1990s)
The early 1980s saw Barry and Darryl qualify as gasfitters, while Betty expanded the business into gas appliances and BBQs, filling the showroom and even displaying items on the footpath. Though competition from multinationals later curbed these sales, it showcased the family’s entrepreneurial spirit.
Cyclone Winifred struck in February 1986. For many businesses, events like that are breaking points. Roofs across Innisfail were destroyed.
Ted and Betty hired up to 20 additional staff, many tradesmen laid off from local mills, to aid in repairs. Roof replacements continued for two years, addressing hidden issues like lifted battens. Subsequent cyclones through 1991 further tested the region, but the company persevered.
The 1990s brought new expertise: Barry earned certifications in treatment plants and soil testing, pioneering work that replaced outdated septic systems. He became a respected

authority in gas installations, repairs, treatment plants, and broader plumbing fields.
In 1991, the business upgraded from an eight-foot guillotine and folder to a state-of-theart 8.3-meter slitter folder, revolutionising the production of box gutters and flashings.
In 1993, Darryl relocated to Cairns, opening a new plumbing business while remaining a partner in E. H. Westbury & Company.
WHERE EXPERIENCE MEETS INNOVATION AND THE NEXT GENERATION
(2000s–2016)
Between 2006 and 2011, further cyclones impacted the region, with the 8.3-metre folder once again proving invaluable.
Other advancements during this time, included a high-pressure Jet Rodder replacing the Rigid Drain Cleaner, Bpress fittings supplanting oxygen welding and silver solder, and the 2016 purchase of a 1.7-tonne excavator, which transformed excavation work.
Meanwhile, the family legacy continued. Darryl’s son Josh joined the trade, marking the third generation of Westbury plumbers.
LEGACY BEYOND THE LEDGER
Another defining thread has been apprenticeship and mentorship. Over 70 years, E. H. Westbury & Company has trained approximately 50 apprentices, with two currently on staff. Many alumni have launched their own businesses or taken leadership roles in local councils, plumbing, and infrastructure.
What this story shows is that longevity is rarely dramatic. It’s made up of small decisions taken consistently over time, backing your team, investing in equipment, diversifying when it makes sense, adapting when you have to, and maintaining your reputation in a regional community where word travels fast.
Ted retired around 1990 and passed away in December 2010 from heart bypass complications. Betty continued supporting Barry and Darryl until her retirement in 2008. Now approaching 93 in April, Betty remains sharp and vibrant.
Betty, Barry, and Darryl extend heartfelt thanks to all apprentices, staff, and customers for their dedication and support. As the company looks to the future, it proudly continues delivering gas and providing expert plumbing services to Innisfail and beyond.
And in an industry driven by family businesses, E. H. Westbury & Company stands as proof that resilience, adaptability and long-term thinking are key to successful multigenerational businesses.

PLUMBING & FIRE SPRINKLERS AWARD 2020
Employing plumbers in Queensland involves navigating both Federal workplace laws and State-based licensing requirements.
While occupational licensing and safety obligations are regulated at a state level, minimum employment conditions are largely governed by federal modern awards, including the Plumbing and Fire Sprinklers Award 2020 (‘Award ’).
Understanding the Award is crucial for businesses. Whether operating in residential maintenance, commercial construction, or fire services, poorly managed award compliance can expose employers to underpayment claims, Fair Work Ombudsman audits, and significant penalties.
This section outlines some of the key provisions of the Award at a high level, and for additional assistance and complex queries we would suggest that MPAQ contracting members call the MPAQ HR advisory line in the first instance.

WHAT IS THE PLUMBING AND FIRE SPRINKLERS AWARD 2020?
The Plumbing and Fire Sprinklers Award 2020 is a national modern award made under the Fair Work Act 2009
The Award sets legally enforceable minimum standards for:
• Wages and penalties
• Ordinary hours and overtime
• Allowances
• Leave and public holidays
• Termination and redundancy
It operates alongside the National Employment Standards (NES), which apply to all national system employers.
WHO IS COVERED BY THE AWARD?
The Award applies to employers and employees engaged in:
• Plumbing services
• Mechanical services plumbing
• Fire sprinkler fitting and fire services
Common roles covered include:
• Licensed plumbers and gasfitters
• Fire technicians and sprinkler fitters
• Plumbers’ labourers and assistants
• Apprentice plumbers and gasfitters
• Irrigation installers and pipe fitters
The Award covers work including installation, maintenance, inspection, and testing of plumbing and fire systems, whether in residential, commercial, or industrial settings.
Where an employer could potentially fall under more than one award, employees must be covered by the award most appropriate to the work they are actually performing.
KEY PROVISIONS FOR BUSINESSES
TYPES OF EMPLOYMENT RECOGNISED BY THE AWARD
• Weekly hire (full-time) employees
• Daily hire employees
• Part-time employees
• Casual employees
CLASSIFICATIONS AND WAGE RATES
The Award contains detailed classification definitions that determine minimum pay rates. These classifications are based on:
• Skill level
• Qualifications and competencies
• Responsibility and experience
For employers, proper classification is particularly important when employing:
• Apprentices progressing through stages
• Tradespeople with additional competencies (e.g. backflow or fire systems)
• Employees performing a mix of plumbing and fire service work
Minimum rates of pay are adjusted annually by the Fair Work Commission and published in the Award’s wage schedules.
ORDINARY HOURS OF WORK AND BREAKS
Under the Award, ordinary hours average 38 per week. Hours are worked over a four-week cycle, and the ordinary span of hours is generally 7:00am to 6:00pm, Monday to Friday.
The Award allows for agreed variations to start and finish times, provided these arrangements are properly documented and comply with the Award requirements.
Employees are also entitled to a minimum 30 minute unpaid meal break, and a paid 10 minute rest break each day.
OVERTIME AND PENALTY RATES
Overtime is payable when employees work:
• Outside ordinary hours
• In excess of the average 38 hours
• On weekends or public holidays
Overtime rates vary depending on:
• The type of employee (fulltime, casual, daily hire)
• The timing of the overtime worked
Plumbing businesses offering after hours emergency services need to pay close attention to these provisions, as overtime and callback costs can escalate quickly if not managed correctly.
Businesses can also compensate penalties and allowances with an overall salary, as long as the figures are always to the benefit of the employee and pass the better off overall test.
ALLOWANCES
The Award contains numerous allowances that apply to employees. Common allowances include:
• Industry allowance (paid to virtually all employees)
• Plumbing trade allowance
• Registration allowance for licensed plumbers (especially relevant due to QLD licensing obligations)
• Tool, meal, travel, and leading hand allowances
Some allowances are allpurpose allowances, meaning they must be included when calculating overtime, leave, penalty rates and termination payments. Others apply only in specific circumstances. Failure to apply allowances correctly is one of the most common causes of underpayment in the plumbing industry.
TERMINATION AND INDUSTRY-SPECIFIC REDUNDANCY
Termination of employment must comply with:
• Award notice periods, and
• NES minimum notice obligations
For some employees, the Award introduces an industry-specific redundancy scheme, which can require redundancy payments even where employment ends for reasons other than redundancy, including resignation.
We would suggest obtaining advice from the MPAQ HR advisory line in these circumstances.
PAYMENT OF WAGES AND FLEXIBLE WORK ARRANGEMENTS
Other important clauses to be aware of in the Award include:
• Clause 19, Payment of Wages. Clause 19 specifies how often employees must be paid, what information must be included on payslips, and lawful methods of payment. Payroll errors, especially around allowances or overtime, often breach this clause even when base rates are correct.
• Clause 6, Flexible Working Arrangements. Clause 6 may also be applicable to businesses. This clause interacts with section 65 of the Fair Work Act 2009 and allows eligible employees to formally request changes to working arrangements (such as start times or days worked). Employers must respond in writing within 21 days, stating whether the request is approved or refused on reasonable business grounds. Failure to respond correctly can expose businesses to disputes, even where the request is operationally impractical.

ACROSS THE INDUSTRY: WHAT HR HEALTH CHECKS ARE REVEALING
In a plumbing business, HR rarely sits at the top of the to-do list. When you’re managing jobs, clients, apprentices and cashflow, employment paperwork and Award interpretation can easily become something to deal with “later”.
Across recent HR Health Checks with MPAQ members, that reality is playing out in consistent and telling ways – revealing common pressure points and shared challenges. Importantly, members are also taking proactive steps to strengthen the foundations of their businesses before issues arise.
Documentation and Award Interpretation Remain Pressure Points
A common theme is gaps in business documentation – particularly employment contracts and workplace policies that haven’t kept pace with business growth.
There is also ongoing uncertainty around the technical requirements of the Plumbing and Fire Sprinklers Award. Travel payments, overtime interpretation and classification decisions are regular discussion points.
As the HR Advisory team explains:

These aren’t issues business owners intentionally overlook. They’ve simply become more regulated, more technical and more demanding at a time when owners are focused on running and growing their businesses.

2025 PLUMBING AND GAS INDUSTRY BENCHMARKING REPORT RELEASED
The Master Plumbers’ Association of Queensland (MPAQ) has released its 2025 Plumbing and Gas Industry Benchmarking Report, developed from insights gathered in the annual Industry Benchmarking Survey conducted in November 2025.
The report provides a snapshot of current business conditions, supplier relationships, charge-out practices, and workforce pressures across the State.
Importantly, the findings guide MPAQ’s advocacy efforts, ensuring that our engagement with government reflects the industry’s real and current priorities.
Report Findings
In 2025, Businesses employing between two and five staff made up the largest segment of respondents, accounting for more than 25 per cent of responses.
Domestic maintenance, gasfitting, and drainage emerged as the top three principal work areas, marking a shift away from commercial maintenance, which had led in previous years.
When it comes to products and suppliers, the report shows that quality remains the highest priority for purchasing decisions. Relationships with suppliers ranked second, followed by price.
Workforce pressures continue to influence hiring decisions across the industry. When asked what factors affect the decision to employ apprentices, respondents highlighted attitude and motivation as the most important considerations. Concerns around return on investment remain strong, particularly when apprentices leave soon after completing their qualification. Respondents also noted the financial impact of covering wages while apprentices attend TAFE or college, ongoing recruitment challenges, and wage pressures. These findings highlight the ongoing tension between building future workforce capacity and managing current financial pressures.
2025 data shows that charging structures between businesses vary, but hourly rates remain the most common approach, used by 38.53 per cent of respondents. Fixed pricing follows at 31.19 per cent, while 26.61 per cent of businesses indicated that pricing differs depending on the job.
Most businesses prefer to resolve unpaid debts by working directly with the client, whether that’s through negotiating a discount or sending initial collection letters. When that isn’t successful, many simply choose not to work for the client again, while a smaller number escalate the issue through legal avenues or external debt collection services.

This course reviews the safe operation and maintenance of highpressure jetting equipment. It covers essential safety protocols, equipment handling, hazard identification, and proper use of personal protective gear. The course ensures operators are up to date on regulations and techniques for effective and safe jetter equipment use. As a certified operator, you must complete refresher training every two years to remain compliant with industry regulations. This refresher aligns with: AS 4233.1:2013 – High-Pressure Water Jetting Systems: Safe Operation and Maintenance and Safe Work Australia’s Guide for Managing Risks from High-Pressure Water Jetting.
Gas Work Safety and Skills Refresher
This course covers key safety protocols, handling, and storage of gases used in various industries. It reinforces knowledge on gas types, pressure management, leak detection, emergency procedures, and regulatory compliance. Designed for professionals, the course ensures updated skills and adherence to best practices for safe gas usage.
There is no cost to participants, and the program is fully subsidised for a limited time, so now is the time to register. This program is proudly funded and supported by the Queensland Government.

INDUSTRY STALWARTS ELECTED MERITORIOUS MEMBERS AT THE 125th ANNUAL GENERAL MEETING
Darryl Flanagan
Darryl Flanagan joined our association on 13 May 1980 and served in the Toowoomba Division as Chairman (1985-88), Secretary (1982-84), and Treasurer (1996-97, 2003-04).
Darryl and Helen were the main organisers of a most enjoyable State Conference hosted by the Toowoomba Division in 1989 and numerous Annual Dinners.
Darryl has served as World Skills Regional Competition judge and was a finalist in the Toowoomba Chronicle’s Tradesperson of the Year.
In the Community he was a member of the Rotary Club of Toowoomba South.
Congratulations to Darryl on a well-earned award.
Vale: Joseph McCoy Aged 73
The Association was shocked by the sudden passing of Joe McCoy of Redcliffe on 11 January 2026.
Joe was born at the Royal Brisbane Hospital and served his apprenticeship with Rick Timms at Tarragindi, a suburb of Brisbane. After undertaking National Service Training, he established his own plumbing business.
Joe joined our association on 18 March 1992 and served the Redcliffe Division well as Secretary (1995-97), Social Director (1997-98), and Chairman (1999-2006, seven consecutive terms). There were many division meetings held on his home veranda at Deagon. At our last Annual General Meeting in November 2025 Joe was honoured as a Meritorious Service Member.
In his business he became a gas certifier for marine vessels, especially for the prawn trawler fleet operating out of Cabbage Tree Creek. He also set up his own charter boat business, The Real McCoy.
Joe apprenticed his son, Andrew, and continued in the trade on the Gold Coast in his own business called On the Plumb.
In the community Joe has served as a Scout leader and assisted with the Sandgate RSL sub branch. He was a member of the Volunteer Marine Rescue Brisbane for twenty eight years including serving on the Committee. Prior and during his retirement Joe was skipper of Alpha crew at
crew when retired. Up to his sudden hospitalisation he was a regular on the Zulu Crew every Tuesday who performed maintenance on the jetty, pontoon, boat ramp, and surrounds. He was an excellent mariner and mentor.
Joe’s passing was sadly caused by metastatic melanoma, which led to brain tumours. As a testament to the respect and affection he commanded, more than 200 people attended a Celebration of Life held at the VMR Clubhouse on 23 January 2026. The Association’s President, Kent Vickers, addressed those gathered and spoke of Joe’s significant involvement and valued contribution to the Association.
Joe was one of the most likable people you could ever meet and we offer our deepest sympathy to Jan and the extended family.

Beryl Marion Connell
12 February 1929 – 3 November 2025
One of the Association’s Grand Old Ladies Has Passed Away Beryl Connell was born at Plunkett Street, Paddington and first met her future husband Lyle on the dance floor as he was her dance instructor.
Lyle had served his plumbing apprenticeship with Watson Bros then, as the second youngest son of Sidney, joined the family business SA Connell & Sons in 1949. The business spilt in 1974 and Connell Plumbing, Connell Sales, and Paddington Hardware were established.
Lyle had served as MPAQ President (1967-68), President of the Institute of Plumbing Australia (QLD Chapter), and President of the Building Industry Specialist Contractors Organisation QLD.
Beryl supported Lyle in all industry activities such Federal and State Conferences, tennis, and lawn bowls as well as community organisations such as Rotary, Senior Citizens and Amateur Swimming.
During Lyle’s MPAQ Presidency, Beryl introduced what would become a long-standing tradition of the Plumber’s Mates, later renamed to the Plumber’s Wives, for a social gathering once a month.
She also had an interest in popular music, which was unusual for someone of her era. In 1971 she took a group of Plumber’s Wives to a Joe Cocker concert in Brisbane. After all, he was a former gasfitter from Sheffield in the UK.
On 21 January 1976 her husband Lyle tragically passed away of a heart attack at the age of forty-eight after an MPAQ General Meeting. Despite this devasting blow Beryl remained active in the community with Bardon Bowls Club, MPAQ activities, and her beloved church.
Trevor John Gozzard
18 May 1952 – 8 December 2025
The plumbing industry was saddened by the passing of one of its leading lights after a nine year battle with cancer.
Around ten years ago Beryl made the comment to me at a funeral of an MPAQ member “we only meet up on days like this”, which prompted me to suggest to our Council to host an annual Stalwarts Day, which she rarely missed.
In failing health, she attended our 125th anniversary celebration last May and sadly has missed out reading the soon to be published history book.
Beryl Connell was one of the most wonderful persons you could ever meet and our deepest sympathy to daughter Jennifer and son Colin.

Trevor Gozzard began his plumbing career in 1968 when he was apprenticed to his father Arthur, an ex-serviceman and an MPAQ member in his own right in 1965 at Caloundra. By Trevor’s own admission he wasn’t a model apprentice preferring to go surfing at Moffat or Kings Beach before work, lunchtime, and after work much to his father’s displeasure.
Trevor began work in the commercial field in 1980 at Tangalooma Resort on Moreton Island, not a bad place to branch out. Then in 1983, he worked on the State Government Precinct Building in George Street, Brisbane.
In 1987 he started at Fairfield Plumbing as a Supervisor, then appointed Manager the following year. From 1992 to 1999 he was Manager for QLD, NSW and NT.
He briefly worked for Crane Distribution before joining GWA as Major Projects Manager and retiring in 2018.
In the 1990s he was part of a MPAQ committee involved in negotiating Enterprise Bargaining Agreements with the Union, which would have been fun in the years of the “recession we had to have”.
In 1997, Trevor filled a casual vacancy on our State Council then the following year elected as Junior Vice President and Deputy Representative on the Construction Training QLD Committee.
Disappointingly, in November 1998 he resigned from those positions sighting business pressures, which was a real shame to lose a person of his calibre.
Trevor was a great people person with a sharp witty sense of humour coupled with the ability to hold high profile positions in our industry. He also maintained a strong Christian faith.
The Association passes on our condolences to Lorelei and the extended family.
