In the latest issue, we are excited to share the outcomes of our strategic planning process for the next three years. Renewable energy and the cost of living are two of the hottest topics almost every night on the six o’clock news. Whether it’s a new solar array being approved, constructed, or commissioned, there seems to be a never-ending number of media available to push us into believing that electrifying the country is the only sustainable, renewable energy source available to us as Australians.

For a long time now, we have been led to believe that electrification will be our saviour and only choice to reduce our carbon footprint on the Earth. The stories usually go down the line that the natural and liquid petroleum gas we use in our homes will cause asthma in our children and is a finite resource and, therefore, not renewable.

The Australian gas industry has sat on its hands quietly absorbing all the rhetoric about its product, and it is time that we, as an industry, fight back. Allow me to put one thing straight from the start. Over 80 per cent of the electricity consumed in Queensland across the domestic, commercial, and industrial markets is generated by coal fired power stations. Now unless you know something that I don’t, you cannot burn coal twice, so how does that make electricity renewable? We have been brainwashed to believe that electrifying our country is the only way to comply with the notion that electricity is the only renewable energy source available to us. To argue that electricity will be greener in the future is fine but so will natural and LP gas. We never hear about the advances made in producing natural gas from a biogas/hydrogen blend and the other projects that the network owners are working on now.

The Palaszczuk Government want to position Queensland as the hydrogen centre of the world, and I give them full credit for the investment they have made to give this every opportunity to succeed. The issue I have is that gas is rarely, if ever, specified into a new high-rise development or government project. This is because the hydraulic designers have been hoodwinked by the electrical industry into thinking that gas won’t be around or is not going to be classed as renewable in the future. This needs to stop now. At the big end of town, our major contractors have already commented that gas is rarely specified into the larger developments and that will surely filter down to the smaller end of town eventually. You might say, “so what”?

The ABCB reaffirmed the start and end dates of the transition period to support Australia’s efforts in reducing permissible lead levels. The registration of the new “Lead Free WaterMark” trademark commenced on 2 May 2023. The three-year transition period commenced with the issuance of the WaterMark Notice of Direction, and all relevant products must adhere to the new regulations by the specified deadline of 1 May 2026. While this deadline is eight months later than initially planned, the ABCB acknowledges the challenges posed by trademark registration delays and ongoing supply chain constraints, particularly for lower-volume products.

Effective from 1 May 2026, the installation of copper alloy plumbing products with lead content exceeding 0.25 per cent in drinking water conveyance systems will no longer be permissible. We express our gratitude to all our corporate supporters for their valuable input on this significant issue.

It means that there is less work for our gas fitters, and that will eventually kill off a major part of our trade.

If gas continues to be left out of the specifications for new buildings, how will we be able to utilise the hydrogen or hydrogen blends when they become mainstream renewable energy sources? In my 37 years of gas fitting, I have never been asked to retrofit a high-rise building because the tenants want to have gas available. If the infrastructure is not installed at construction, it will never go in at all.

I want to point out one other major flaw in the push to electrify our nation. Cost of living has become such a major concern to most families, and I know everyone is watching what they spend carefully. By the time you upgrade the wiring and install the new appliances, the estimates to change a normal domestic house with gas cooking, hot water, heating, or a BBQ over to electricity with cooking, hot water and heating (sorry, no BBQ) is expected to cost between $12,000 and $15,000. This is an extraordinary burden on our already cash strapped mums and dads. It is diabolical to think that the choice of what energy source we use in our own homes will be limited by government legislation.

If nothing else, I hope this article will prompt you to ask some questions about the facts that portray electricity as the only way forward. The gas industry is working on many different variants that will stack up as 100% renewable and our industry deserves the opportunity to prove it has a place in the future energy markets in our great nation.

Keep an eye on your mates out there, and don’t be afraid to ask if they’re ok.

PLUMBING INDUSTRY’S PUSH FOR CHANGE

In the ever-evolving landscape of the plumbing industry, it is crucial for associations to stay proactive and responsive to the needs and concerns of its members. MPAQ has been diligently working to address various issues affecting the industry and advocating for positive change. Here’s an update on some key developments and initiatives undertaken by MPAQ.

QBCC Survey Results: Amplifying the Voice of Industry Professionals

To gauge the industry’s sentiments and priorities regarding the Association’s strategic direction, MPAQ conducted a comprehensive survey in January 2023. With approximately 300 responses, the survey shed light on important areas of focus. One notable finding was the overwhelming support from respondents who identified as plumbers (and other related trades) for MPAQ’s influence on legislation impacting the plumbing and gas industry, with a rating of 96 per cent in terms of importance. However, the effectiveness of MPAQ’s efforts received a rating of 65 per cent. Additionally, respondents expressed concerns related to the Queensland Building and Construction Commission (QBCC), leading to a subsequent in-depth survey dedicated to addressing these challenges. The analysis of the responses is currently underway, and the findings will be shared in a separate article. Please refer to pages 16-17.

Project Trust Accounts: Ensuring Payment Security

MPAQ has been a staunch advocate for the implementation of trust accounts to safeguard payment for subcontractors. Recently, changes to the commencement dates of the trust account framework’s remaining phases were announced. Phase 3, which pertains to eligible contracts of $3 million or more, was originally scheduled to begin on 1 April 2023 but has been postponed to 1 March 2025. Similarly, Phase 4, encompassing eligible contracts of $1 million or more, has been rescheduled from 1 October 2023 to 1 October 2025.

MPAQ met with the Hon. Mick de Brenni MP, Minister for Energy, Renewables and Hydrogen and Minister for Public Works and Procurement, to discuss the delays and share our concerns. These changes were necessitated by accounting software capability challenges and recordkeeping requirements. MPAQ is disappointed with the delays but is actively engaged with the Department and is part of the steering committee addressing these issues with the support of government. It is important to share that we have had some wins so far. They include:

• The strongest anti-phoenixing laws in the country;

• Contractor licence suspension or cancellation for dodgy bookkeeping;

• Better processes for payment disputes and monies owed;

• New payment withholding requests, charges over property, and supporting statement; and

• A commenced roll-out of project trust accounts and retention trust accounts.

MPAQ remains committed to advocating for the prompt implementation of project trust accounts.

Subcontractors Forum: Collaborating for Payment Security

MPAQ actively participated in a subcontractor’s forum organised by the National Electrical Communications Association. This industry initiative aims to unite like-minded associations at a national level to work on improving security of payments and advocating for nationwide implementation. During the forum, the discussion also touched on the issue of unfair terms and conditions in contracts, which requires further attention.

Addressing Unfair Terms and Conditions

In 2017, the Building Industry Fairness (Security of Payment) Act introduced provisions to enhance cultural change and improve payment

security in the building and construction industry. A Ministerial Construction Council Sub Committee was created to diligently review contract clauses to identify unfair terms that need to be prohibited or mandatorily included. Out of 32 commonly utilised contract clauses, nine were identified for prohibition or mandatory inclusion. Furthermore, eleven clauses were found to be complex and necessitate further investigation, while twelve clauses were not recommended for legislative intervention. MPAQ has provided feedback to the government on this important matter.

Gas Related Matters

MPAQ and the Plumbing and Pipe Trades Employee Union (PPTEU) recently had a meeting with the Hon. Scott Stewart MP, Minister for Resources. The primary objective of the meeting was to engage in discussions regarding the following areas:

• Strengthening our industry partnership

• Evaluating our training centre model

• Exploring aspirations in the hydrogen field

• Addressing any additional matters pertaining to gas

The meeting provided an opportunity to exchange ideas and collaborate towards enhancing the industry while also considering the evolving landscape of gas-related matters.

MANAGING SILICA DUST EXPOSURE: CODE OF PRACTICE, SWMS, AND ONLINE TRAINING

On 1 May 2023, the Code of Practice – Managing respirable crystalline silica dust exposure in construction and manufacturing of construction elements came into effect in relation to the management of the risk of exposure to respirable crystalline silica (RCS) in construction work and the manufacturing of construction elements. Is your business compliant?

All Queensland based employers have a legal obligation to comply with approved government Codes of Practice that are applicable to their operations. Codes of Practice are governmentissued practical guides as to how a person conducting a business or undertaking (PCBU) is to manage WHS obligations.

What is RCS?

Crystalline silica is a common mineral found in many building materials, such as:

• bricks, blocks, pavers, tiles, and mortar

• concrete and cement, including products such as fibre-cement sheeting and autoclaved-aerated concrete

• most rocks, sands, and clays.

Tasks such as cutting, sawing, grinding, drilling, polishing, scabbling, or crushing materials that contain crystalline silica can generate RCS.

RCS particles are so small they cannot be seen under ordinary lighting and stay airborne long after larger particles have settled to the ground. The small particle size means it is easily inhaled deep into the lungs (<10 µm).

Where Does the Code Apply?

The Code applies to all construction work and manufacturing of construction elements, and workplaces covered by the WHS Act where this work is undertaken.

The Code concerns construction work and the manufacturing of construction elements when it involves both:

• the use of materials that contain one percent or more crystalline silica; and

• tasks that generate dust containing RCS, or more RCS airborne.

The Code applies to plumbing work that contains either of the above.

How Do I Comply?

If your plumbing work involves the use of materials that contain one percent or more crystalline silica or tasks that generate dust containing RCS or more RCS airborne, then your business must adopt a risk management process, including eliminating exposure to RCS, so far as is reasonably practicable, or, if it is not reasonably practicable to eliminate exposure to RCS, by minimising it so far as is reasonably practicable.

To meet their health and safety obligations, PCBUs need to:

1. Identify RCS hazards – see Sections 4 and 5 of the Code.

2. Choose the right controls – see Section 6 of the Code.

3. Monitor and review the controls – see Sections 9 and 11 of the Code.

The Code outlines two methods for choosing the right controls:

• Method 1: Using the controls table.

IS THERE TRAINING THAT CAN HELP?

MPAQ offers Workplace Health and Safety core skills courses that relate to skills and knowledge for the safe execution of tasks in an office or construction environment. Silica Dust Awareness is part of this course. It also includes fire safety, manual handling, office ergonomics, risk management, working in hot and cold environments, and asbestos awareness. These courses are online and self-paced.

WILL I BE ABLE TO USE MPAQ SAFETY TO MANAGE COMPLIANCE?

Yes. The MPAQ Safety SWMS builder tool provides users with a ready-made risk management process that allows you to identify the RCS hazards and automatically populate the controls straight from the Code of Practice. This means that if a SWMS is prepared for each job that may involve management of RCS, and a SWMS is prepared using the MPAQ tool, you will create a compliant document that will govern your safe work on site.

• Method 2: Using exposure data to choose dust controls that work.

Section 2 of the Code provides flowcharts to help PCBUs work through the two methods and explains how they link to the duties related to air monitoring and health monitoring.

Celebrating The Trade

On Friday 10 March, Master Plumbers’ Association of Queensland and major event partner, O’Brien Plumbing, celebrated World Plumbing Day and appointed the 2023 MPAQ Plumbing Ambassadors to an enthusiastic audience of over 260 at the annual MPAQ World Plumbing Breakfast, held at Rydges Southbank.

Every year, World Plumbing Day is recognised all over the world on 11 March to celebrate and promote the link between good quality plumbing, health, environmental sustainability and, increasingly, economic prosperity. This international celebration was established by the World Plumbing Council (WPC), an international organisation that aims to achieve the best possible plumbing for the world through growth and development of the world’s plumbing industries.

Now on its 13th year, World Plumbing Day has become an avenue for people within and outside the plumbing industry to come together to learn from each other, share best practices, build networks, and find opportunities to grow the industry.

For MPAQ, the World Plumbing Day Breakfast has become an annual social assembly for members and people from Queensland’s plumbing industry to meet, collaborate, and start new conversations on the current state and future of plumbing not just in the state, but in the whole country.

MPAQ Plumbing Ambassadors

Plumbers helping plumbers—this lies at the heart of MPAQ’s Queensland Plumbing Ambassadors program.

The plumbing trade is crucial to the health and safety of many Australian households; and while there is so much room for the industry to grow, there continues to be a shortage of skilled tradespeople. The ambassadors hope to be part of the solution and help promote plumbing as a valuable trade and career opportunity for students and career-seekers of all ages across the State.

Some of the key conversations that ambassadors want to spark are: raising awareness about plumbing as a professional career among the youth, engaging businesses to ensure the future of plumbing by training more apprentices, and educating the community about how the growth of the plumbing community can positively impact public health and safety.

TRANSITION TO LEAD FREE PLUMBING PRODUCTS STARTS NOW

A three-year transition period to support Australia’s path to reducing allowable lead levels in many plumbing products has commenced.

The lead free WaterMark trademark has been registered and WaterMark Notice of Direction 2021/4.2 Certification transition arrangements for lead free plumbing products has been published on the Australian Building Codes Board (ABCB) website.

Clause A5G4 of NCC 2022 Volume Three (Plumbing Code of Australia) specifies that copper alloy plumbing products in contact with drinking water must limit the allowable lead content to a weighted average lead content of not more than 0.25 percent.

Manufacturers and suppliers of impacted products should contact their WaterMark Conformity Assessment Body to arrange certification to these requirements.

All relevant plumbing products being installed must meet the new requirements by 1 May 2026.

DISPOSAL OF HEAT PUMP WATER HEATERS

When a heat pump water heater is removed or replaced, what is the proper way to dispose of the old units that may contain refrigerant gases?

Plumbers performing maintenance on water heaters often replace faulty or malfunctioning units. Old units such as old steel or copper tanks may be easily disposed of at the local scrap dealer or tip as there may be scrap value to these units. This isn’t a complicated job as most scrap merchants and tips will take the unit as is, although some will pay a higher scrap value if the case and insulation are removed from the tank prior to scrapping. This is all well and good for your average storage cylinder, but it is not as straightforward with heat pumps.

Heat pumps are comprised of a storage cylinder and refrigeration unit. Some units are integral and some are split (remote) from the cylinder. Either way, the refrigeration unit cannot just be dumped or scrapped since it contains refrigerant gas.

If the heat pump hot water system contains refrigerants that come under the ARCTick licence scheme, then there is a legal obligation for this gas to be recovered by an appropriately licensed person before the systems are discarded or recycled since there is a risk for the gas to leak out. The Australian Refrigeration Council (ARC) recommends plumbers engage an ARC-licensed technician first to recover the gas prior to disposal of the system to a landfill or waste transfer station.

Discharging fluorocarbon refrigerant is illegal under the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 and potential penalties of up to $54,000 for individuals and $270,000 for corporations may apply.

The recovery of refrigerant gases can be performed by someone with either of the following Refrigerant Handling Licences:

• RRR12 Restricted refrigeration and air-conditioning licence – RAC Recovery

• RSS03 Restricted heat pump – split systems – installation and decommissioning licence:

• RAC01 Full refrigeration and air conditioning licence

UPDATED BUILDING INSPECTION GUIDELINES

The inspection guidelines, made under section 258 of the Building Act 1975 (BA), provide certifiers with valuable information about how to perform their building certifying functions.

When performing building certifying functions under the BA, a building certifier must have regard to the guidelines.

The inspection guidelines form part of a large suite of guidelines produced by the Department of Energy and Public Works. A person inspecting and certifying aspects of assessable building work complies with the Building Regulation 2021 (BR) if they inspect and certify the work in accordance with the guidelines.

The following inspection guidelines have been updated to address common enquiries received from building certifiers, incorporate feedback from peak industry bodies, and reflect the BR:

• Guidelines for inspection of class 1a and 10 buildings and structures

• Guidelines for inspection of class 2 to 9 buildings

The updated guidelines include details about:

• aspects and stages of building work;

• mandatory and recommended forms for aspects and stages;

• roles and responsibilities of certifiers, competent persons, and QBCC licensees; and

• documentation for owners, clients, and councils.

The guidelines also update legislative references to match the BR. They are effective from 29 March 2023.

RAISING YOUR STANDARDS

If you want a little simple help on all the rules and regulations for copper plumbing, you’ve come to the right place, says John Fennell.

As the CEO of the International Copper Association Australia (ICAA), John regularly gets asked questions by plumbers, builders, and even DIY consumers about all sorts of plumbing issues. They’re able to help on most topics, but there are also many resources out there that can help plumbers and those associated with the plumbing industry.

Much of this information is available in the various Standards and regulations of course and they should always be your first port of call. There are also lots of other helpful sources of technical information based on the information in the standards that also provide useful and practical methods of installing copper plumbing and solving problems.

The primary document governing plumbing regulations is the Plumbing Code of Australia which is Volume 3 of the National Construction Code (NCC). This is available for free electronically at www.abcb.gov.au/Resources/NCC.

The NCC prescribes many requirements but also references Australian Standards that are regularly being revised and updated and must be considered. These include but are not limited to:

• AS/NZS 3500.1-2021 Plumbing and drainage – Water services

• AS/NZS 3500.4-2021 Plumbing and drainage – Heated Water services

One important Standard for copper plumbing is AS 4809-2017 Copper pipe and fittings – Installation and commissioning. This Standard is a concise extract of all the relevant information pertaining specifically to the installation of copper plumbing.

The

WaterMark Stamp of Approval

One of the most important things that are needed from the start is good quality, appropriate products, and this is generally assured if the product has a valid WaterMark approval.

With the introduction of ‘Lead Free’ copper alloys, there most likely will be a modification of the WaterMark logo to include validation of Lead Free conformance. The lead free WaterMark has already been registered and published by the ABCB. A three-year transition period has commenced.

It is important that every installer of plumbing products understand that the responsibility for the use of compliant products rests with the licensed plumber at the point of installation. Enforcement of the requirements will be undertaken at the point of installation by the state or territory plumbing administration having jurisdiction. The regulations include repairs and renovations, and even for customer supplied products, the installer must ensure they comply with the regulations.

There have been issues where substandard products, or products not suitable to Australian conditions, have caused major issues. Purchasing from reputable suppliers and having the product installed by properly trained and licensed plumbers will minimise the risk of problems occurring.

Plumbers Handbook

The ICAA, in conjunction with MM Kembla, has been at the forefront of providing information on copper plumbing and installation methods. It has recently released the tenth edition of the Plumbers Handbook and this is available from most major plumbing outlets. It is also available as an electronic downloadable document from the ICAA website at: www.copper.com.au/resources.

Hydraulic Service Design Guide

The ICAA has also released an update of the Hydraulic Service Design Guide (HSDG) which is available electronically at www.copper.com.au/resources. If you would like a copy please email your request to plumbing@copper.com.au.

In due course, we hope this Design Guide will be given to every plumbing apprentice at all the TAFE colleges.

Green Copper

Environmental aspects of plumbing play an important part in every building and are becoming more important. Copper is gaining a reputation as a “green” metal, but a new study is suggesting it can also help reduce carbon emissions in the construction industry.

That’s big news. The building and construction sector globally accounts for roughly 40 percent of energy and carbon dioxide (CO2) emissions a year while manufacturing building materials and construction are responsible for an additional 11 percent.

The study by the International Copper Association and Sphera looked at the environmental impacts of three water installation tube systems—copper, plastic multilayer pipes (PEX-Al), and plastic cross-linked polyethylene (PEX).

The summary of the study is comprehensive, and we recommend reading it, but a quick summary of some findings suggests:

• Compared to systems made from plastic (PEX-Al and PEX), copper tube systems used to transport fluids in buildings (e.g., drinking water, heating, air conditioning, gases) are better for decarbonisation.

• Compared to the plastic systems, only the copper system has guaranteed material circularity. Copper’s circularity greatly reduces the environmental impact of buildings, particularly if the future product life cycles consider the use of recycled copper.

Obviously, there’s a ton of official information out there and it’s easy to get confused, but being familiar with some of the simple guides can, in many cases, save you time and money, and more importantly, protect you when things go wrong.

FORM 4 PLUMBING CLARIFICATIONS

The Form 4 process has been in place in Queensland for a number of years now with the latest schedule of notifiable works updated in schedule 1 of the Plumbing and Drainage Regulation 2019. This has helped streamline the plumbing certification process for notifiable plumbing works. However, there are still common misconceptions in the industry regarding certain categories of Notifiable Works.

Plumbing and drainage works for all new buildings is still Permit Work that requires a Form 1 to be submitted to the local authority.

Examples of common notifiable work are:

• additions, extensions, or renovations to kitchens and bathrooms

• installing or replacing hot water heaters including electric, gas, solar, or heat pumps

• installing new or relocating fixtures such as toilets, showers, basins, and kitchen sinks.

There is no limit on the number of new fixtures that can be installed in existing buildings under Notifiable Works; however, there are limitations associated with the size of the building (a maximum rise of two storeys above ground) and whether the works involve in-ground drainage, trade waste, or an on-site sewer treatment plant on class 2-9 buildings. A Form 4 cannot be used in buildings more than two storeys high, even if the work is only adding one extra fixture. Notifiable Work (excluding drainage and trade waste) is only applicable in small commercial buildings where pipework can be accessed for inspection at any time as part of the Local Government auditing process.

Fire hydrant and fire hose reel alterations can be done under Notifiable Works if a building development approval has been issued for these works. For example, a Form 4 can be used when adding a new fire hydrant or hose reel as part of a tenancy fit out that has building approval. However, any other alterations or removal of a fire service where no building certifier is involved would require a Form 1 Permit Work.

Other work that is automatically excluded from Notifiable Work includes:

a. installing an appliance or fixture in a building that is connected to:

i. a combined sanitary drain; or

ii. a dual reticulated water supply provided by a water service provider; or

b. work for, or connected to, trade waste; or

c. work that uses a performance solution.

The core services provided by MPAQ to their members are top notch. the team do a great job at making sure members are abreast of any major changes in the industry and providing information and support to our members. I’m sure there are some member benefits that are not regularly engaged by our members, and we should consider stopping these services and prioritise the more popular offers.

The association should focus on tasks that individual plumbers cannot do on their own. Lobbying government is particularly important as well as providing HR/IR and WHS advice and templates. Providing ongoing education or liaising with providers is also important.

• Respondents who identified as sole operators identified double of the number of activities and important to them.

• Importance for regional vs metro respondents was fairly consistent with the results above; however, regional respondents also identified “Keeping abreast of innovative tools and systems to streamline business and productivity” and “Access to business training and education for employers” as very important.

REPRESENTATION: FAIR REGULATION AND STRONG ADVOCACY

In January 2023, MPAQ asked the industry to have a say in the strategic direction of the Association for 2023-2026. The results of that survey indicated that the plumbing and gas industry wanted to see MPAQ act decisively to resolve challenges with the QBCC and advocate on important issues affecting the industry.

To make sure that MPAQ is representing industry on the challenges that are most important, a follow up survey was sent out in February 2023 to really drill down on what challenges industry was having with the QBCC. It was clear that people weren’t happy and wanted MPAQ to act, but we needed to know what changes and outcomes you wanted us to advocate for on behalf of the industry.

The feedback and findings from this survey will help guide MPAQ’s representation of the plumbing and gas industry and inform our advocacy strategies over the next few years.

PARLIAMENT PASSES THE GENDER PAY GAP BILL

On 30 March 2023, the Federal Parliament passed the Workplace Gender Equality Amendment (Gender Pay Gap) Bill 2023, which aims to address the gender pay gap in Australia.

Starting in 2024, employers with 100 or more employees in the private sector and Commonwealth public sector will be required to:

• Collect and report data on the gender gap within their organisation.

• Identify any significant gender pay gaps and take action to address them.

• Develop a strategy to promote gender equality and diversity within the organisation.

• Provide regular updates on progress made towards closing the gender gap. The information will be published on the Workplace Gender Equality Agency (WGEA) website so employees can have access to their employer’s gender pay gap data. This will allow job seekers to evaluate a prospective employer’s commitment to gender equality, while current employees can assess their employer’s progress in this area. The publication of this data is expected to increase the value placed on jobs that support gender equality and encourage more employers to prioritise this issue.

Employers who fail to comply with the requirements of the Gender Pay Gap Bill may face penalties and fines. Additionally, they may be subject to negative publicity, which can impact their ability to attract and retain top talent.

CAN YOU REQUIRE EMPLOYEES TO WORK DURING PUBLIC HOLIDAYS?

The National Employment Standards provide that the employer can request an employee to work on a public holiday and an Award outlines what payment the employee would receive for agreeing to do so.

Employers can request their employees to work on a public holiday if the request is reasonable. To determine if it is reasonable, the employer must:

• provide reasonable notice of the request;

• discuss the request with the employee;

• consider the employee’s circumstances when making the request; and

• acknowledge that the employee has the right to refuse, and when they do so, the employer cannot take adverse action (i.e., disciplinary action or reducing the number of shifts) against them.

If the employee agrees to work on a public holiday, they may be entitled to be paid penalty rates for the hours worked as per the relevant industrial instrument (an Award or Enterprise agreement).

In a recent case, The Federal Court of Australia has ruled that employers can request an employee to work on a public holiday but may not force the employee to work on public holidays without their consent, even if it is in their employment contracts.

TAKING ON AN APPRENTICE

Hiring apprentices in the plumbing business can be beneficial for employers as it addresses the skill gap, fosters the growth of emerging talent, and continues to build the industry.

When engaging an apprentice, it is essential for employers to contact an Australian Apprenticeship Support Network (AASN), as they are responsible for the sign-up process for the training contract. This enables employers to pay apprentices wage rates and effectively manage the apprenticeship. The apprentice needs to be signed up to the training contract, or at least the employer should have in writing, with the AASN, an intent to sign up the new hire on an apprenticeship. The AASN provider will also assist with access to government incentives.

Additionally, it is recommended to have a signed employment contract with the apprentice. Having both the training contract and employment contract signed establishes all the relevant terms and conditions of the apprenticeship. This approach allows employers to set clear objectives, assign experienced mentors, ensure compliance, promote continuous learning, and effectively manage top talent.

Taking on an apprentice can be a valuable investment leading to skilled and knowledgeable plumbers contributing to business success. With the right approach, an apprenticeship can be a win-win situation, benefitting both the business and the future of the plumbing industry.

YOUR SUPER IS THE FOUNDATION OF YOUR FUTURE

Your superannuation can only be accessed early under very limited circumstances, so it’s important to know the rules, otherwise your retirement savings could be at risk.

Accessing your super early is illegal when you don’t meet a ‘condition of release.’ If you do, you could be hit with huge penalties.

You also need to be aware of people who offer to help you access your super early. These people, also known as ‘promoters’, have targeted workers. They may tell you they can set up a self-managed super fund (SMSF) in your name so you can access your super to buy a house or go on a holiday.

This is illegal.

If you illegally access your super early, you could:

• lose your retirement savings

• pay extra tax, penalties and interest

• be disqualified as a self-managed super fund (SMSF) trustee and have your name published online.

Promoters will often charge you a lot of money and may attempt to obtain your personal identity information to steal your super for themselves.

If you are approached by a promoter, report it to the Australian Taxation Office (ATO) as soon as possible. For more information, go to ato.gov.au/ IllegalEarlyAccess.

Championing Women in Trades Q Plumb & Gas

At the heart of many plumbing and gas businesses are women who are leading the way—running businesses, managing finance and administration, and, increasingly, working on the tools.

But the reality is women only make up about three percent of the construction and trades industry in Australia.

In 2021, research conducted by the Charles Sturt University identified that at every stage of their lives—from the moment they start school to when they begin evaluating their careers—girls are more likely to be pushed towards higher education than pursuing a trade. In fact, Dr. Donna Bridges, senior lecturer in sociology in the Charles Sturt University School of Humanities and Social Sciences, says that the industry has been having a difficult time not just attracting women to the construction and building industry, but even retaining those who are already in it.

Q Plumb & Gas may be a small family-owned business, but they are doing their best to create better opportunities for women in the trades. MPAQ was fortunate to have a chat with the ladies of Q Plumb & Gas to learn more about how they are doing things differently.

Paula Brodhurst-Hill: Co-owner

“A hot shower, working cooking appliances, and a functioning sewerage system are all aspects of a home whose importance is only realised in their absence,” says Paula Brodhurst-Hill about the crucial role of plumbing and gas businesses in safeguarding the health and safety of Queenslanders.

Paula is the co-owner of Q Plumb and Gas, a plumbing and gas company started by her husband, Mark Brodhurst-Hill, in 2006. In recent years, Q Plumb and Gas has grown where it matters, establishing a solid customer base of homeowners, property managers, and businesses in the Ipswich, Logan, and Brisbane South areas. They provide plumbing and gas fitting services at the highest standard, with reliable 24/7 and emergency services when it’s needed the most.

There is a lot to credit to Paula, who brought her years of expertise in marketing and communications to the table. She joined the family business in 2016 to lend support to her husband, and since then, business growth and turnover has more than doubled.

“I originally wasn’t overly involved in the business until 2016 when we realised that we worked better as a team,” said Paula. “On the day to day, I focus on working on the business, developing relationships with clients, recruiting staff, and ensuring the accounts are up to date and the business profitable. My marketing and communications background helps me develop a deeper understanding of our customers’ needs and find creative ways to communicate with them.”

Paula’s influence in the plumbing and gas space extends past the family business, as she also won the 2022 Andrea Vogler Women in Business Award at the Plumbing and Gas Industry Awards. She is a very active member of the Women’s Plumbing Alliance and other business groups in her area, where she represents and champions plumbing as a highly skilled profession.

Maybe it’s Paula’s influence that gives Q Plumb that extra warmth, drawing in more clients and keeping the ones they already have, but it’s undeniable that there is magic behind the husband-and-wife tandem who has been running and growing the business to new heights.

While many women get involved in plumbing and gas on the business side, the same cannot be said for women representation on the tools. Paula believes that what makes Q Plumb a true champion of women empowerment is the fact that every single member of their team—men and women equally—support each other.

“I think it’s important not only that women support female participation in the industry, but men do as well. The preconceptions that some in the trades have about female tradespeople are unfounded. In fact, the women we employ have had no issues at all keeping up with their male counterparts and often bring a different approach that benefits the customers. Our female employees deliver what every employer would want: reliability, quality, and professionalism,” says Paula.

Jasmine Turnbull and Summer Lane, the two members of Q Plumb who are on the tools, certainly embody those qualities.

Jasmine shares that it was a video of a fellow female plumber in Melbourne who got her to consider joining the trade. She spent a good six months thinking about whether to pursue plumbing and another six months trying to apply for apprenticeships before completing her apprenticeship. Last year she joined Q Plumb, who are now helping her work towards her gas and restricted electrical licenses.

“I always knew I wanted a more hands-on job,” says Jasmine. “Working with Q Plumb and Gas has been such a positive experience for me. Not only do they provide a great working environment with a good worklife balance, but I really admire how efficiently they run their company.”

Summer, on the other hand, has always heard stories from her classmates and teachers about the trades. After doing her work experience with a plumber, she decided to get into TAFE to continue her education. Not long after that, Paula and Mark invited her to join the company.

“Apart from the early morning start, Q Plumb has made the transition into the trade a simple and easy one,” Summer says. “Working with them is absolutely fantastic. They have supported me as a female apprentice by not treating me any differently from the blokes and giving me the same opportunities.”

A Progressive Future for the Trades

Q Plumb has definitely created a supportive environment that lets everyone in their team—no matter their gender—thrive in what they do. The ladies of Q Plumb agree that there can still be challenges, but things are changing and a lot of decision-makers and members of the plumbing and gas industry are doing their best to move the industry forward into a more progressive and sustainable future.

“Even in just five years, I’ve seen the industry shift,” says Jasmine. “And for every person I’ve had tell me they wouldn’t hire me for being a female, I’ve had another two tell me they would hire a female apprentice or tradie. There will always be someone who has something negative to say, so my best advice is to ignore it and just do whatever makes you happy.”

At the moment, four out of the 10 people in their team are female, both off and on the tools. Paula says: “Ideally, we would love to work towards 50% of our staff being female. We believe that a higher participation of women in plumbing will only improve some of the challenges the industry is facing. Our focus is to ensure we are providing a supportive and safe environment where women are made to feel welcome.”

Female empowerment is just one part of the large spectrum that the plumbing and gas industry can work towards improving. Many in the industry are fighting for better wages, better business owner rights, better government support, better incentives to train apprentices. But when we make one thing better, that just gives us more momentum to keep moving forward and continue fixing the other problems. Small strides from businesses such Q Plumb and Gas ripple and create waves of change towards a progressive future for the trades.

Scam Warning:

THIRD PARTY PAYMENTS

Following a recent surge of reported cases, MPAQ wants to ensure industry is on the lookout for possible scams targeting businesses. One of the most common scams we have seen recently is what’s known as the “third-party scam.”

The third-party scam involves the fraudster contacting a business owner who’s offering a service—like a plumber—asking to add an additional cost onto the fee for the services and charge it to their credit card. Usually, the additional fee is introduced to the conversation after a few emails have been exchanged and the reasoning given by the fraudster is usually that they need to pay a third party who doesn’t accept credit card payments.

In a recent example from a member, a fraudster (Mr. A moving forward) contacted the business asking for a quote on a hot water install-site unseen. Mr. A would only communicate over email because they indicated that they were hearing impaired. While an address was provided, Mr. A stated that the plumber wouldn’t be able to see the property because they were going into surgery for their hearing loss.

Once a price was provided, Mr. A advised that the plumber could gain access to the property on the same day that movers would be there and the movers would hand over the keys to them. Mr. A then requested that he pay the plumber an additional $2,000, which would then be given to the movers because the movers don’t accept credit card payments and in the current situation, it is the only payment option available to Mr. A.

Where Does the Fraud Take Place?

In most instances of a third-party scam, the credit card details that are provided are stolen or fraudulently obtained. Usually, once the payment clears and the payment is made to the third party, the fraudster is suddenly uncontactable. In some instances that they request a cash payment to the third party, there may, in fact, be a third party that comes to pick up the cash, but the original contact will disappear.

Once the credit card company picks up the fraudulent transaction, a chargeback notification will generally be issued saying the cardholder claims the transaction wasn’t authorised. Unfortunately, if the credit card is stolen, businesses are financially liable to return those funds once they’re issued with a chargeback notification.

Overall, this means the business has shouldered the cost of the hot water replacement, the $2,000 additional that was charged to the credit card, AND the $2,000 cash that was handed over to the third party. Add to this the cancelled job that may not be able to be replaced in the schedule, this can be a VERY expensive issue.

Tips to Help You Safeguard Your Business

Being alert to fraudulent payment activity can reduce the chances of your business falling victim to scams and suffering costly chargebacks and other financial losses. We’ve got some simple tips you can follow:

• Educate all front-line staff about fraud risks associated with your payment terminal and payment scams in general.

• Ensure employees are the only ones who have access to your payment terminals. Don’t allow customers to edit or manually enter transactions, and if you don’t require the manual key entry feature on your terminal, ask your banker to switch it off.

• Always refund a transaction to the same card and remember to change your refund password regularly.

• Be cautious of customers who wish to correspond via email only and are not contactable by other means such as phone.

• Watch out for customers who claim to be uncontactable.

• Beware of customers who are willing to pay more than the cost advertised or placing unusually large orders for goods. If it sounds too good to be true, it usually is.

• Never accept payments on behalf of third parties or for services you didn’t provide.

• Don’t agree to forward payments or funds to other businesses or people.

• Be aware that if you accept transactions when the card is not present in the sale, it is you, the merchant, who is ultimately liable should a dispute be successfully raised against the transaction.

• Avoid any requests to transfer funds via Western Union.

• Trust your instinct. If you have concerns about a transaction, contact your bank or terminal provider for guidance.

GETTING PAID: 8 WAYS TO ENSURE A STRONG CASHFLOW

Do you find it difficult to secure payments from customers or businesses? Do you want to improve your cash flow? By being proactive and smart about the way you do business, you can make sure you are getting paid right and on time for the hard work that you do. Here are some tips to improve your cashflow and payment security.

Create Clear Contracts

Make sure you have a clearly defined contract for the work that you do. Whether you’re building a house, carrying out a renovation, or doing bigger work for a commercial client, you need to have a written agreement that works for you, not against you. MPAQ has plumbing-specific contracts that have been created with plumbers in mind and have undergone extensive industry consultation and testing to make sure they are suited for Queensland plumbers. These contracts are exclusive for purchase to MPAQ members.

Invoice Smartly.

Create well-structured invoices that outline all the necessary information about how much needs to be paid and where this should be paid. This is especially important when trying to get payments from businesses. Your invoice should include: a clear description of the work (including dates), itemised costs (GST, gross fee, and net fee all shown individually), payment terms (due dates, progress payments, and late payment fees), payment methods, and your ABN and contact details.

Invoice Promptly.

The sooner your invoices go out, the sooner you’ll be paid. Instead of processing invoices weekly or monthly, try to process them upon completion of the job. Accounting software such as Xero can make this easier for you.

Reconsider Due Dates

Cash flow is critical. Did you set your terms to 30 days because it seemed to be the norm? You can start with 14 days and when a client is late to pay, you can start chasing it up long before a month has passed.

Financial Incentives

Early payment incentives can be more encouraging than late payment penalties. Even a two percent discount can be a motivator, and it is money in the bank for you, which keeps your cash flow healthy. On a $5,000 invoice, that’s just $100. Is $100 worth not having to chase up payment? State this incentive clearly on your invoice so that it won’t go unnoticed.

Get Help for Your Accounts

Sometimes, cashflow is not just about the money that goes in; it’s also about how the money is getting moved around. If you find bookkeeping overwhelms you, even with the digital platforms that make it much easier to stay on top of things, seek help from a professional. Hire a proper bookkeeper or accounting manager—even on a contract basis. Proper financial advice and strategy can go a long way, even if you are just a small business.

Offer Multiple Payment Options

Option is king when taking payments. Providing clients with various payment methods can make it convenient for them to settle their accounts. While EFTPOS payments are now so much easier to make available, you can explore more options such as electronic bank transfers, online payment platforms, or buy now pay later solutions.

Debt Recovery

When worse comes to worst, you might have to send a letter of demand to collect unpaid dues. You have legal and consumer law obligations when contacting other businesses about debt, so if you are unsure, you can ask a legal professional to draft one for you. JETTER SAFETY USING HIGH-PRESSURE WATER JETTER SYSTEMS

General Safety Guidelines

While a high-pressure water jetter system can be an effective and efficient tool for plumbers and drainers, it also carries some safety risks that should be taken seriously. Here are some safety tips for operators to help minimise the risks associated with using water jetting equipment for plumbing and drain cleaning purposes:

1. Appropriate training on how to use the water jetter is necessary to prevent accidents. Users should be trained In understanding the hazards involved, operating the machine, and being familiar with safety precautions.

2. Before starting any water jetting work, a risk assessment should be conducted to identify potential hazards and assess the risks associated with the work. The risk assessment should consider factors such as the location, type of equipment, and any potential interactions with other people or equipment.

3. Pre-work preparation: The work area should be adequately prepared before the start of water jetting work. This includes removing debris, ensuring that bystanders are a safe distance away, and identifying any other hazards.

4. Personal protective equipment should be worn by all personnel involved in water jetting work such as gloves, safety glasses, and hearing protection. Clothing should be snug-fitting to prevent entanglement in moving parts.

5. Before use, the water jetting equipment should be inspected to ensure that all components are in good working order, and any worn or damaged parts should be replaced before use.

6. The operator should maintain a safe distance from the nozzle and the work area, keeping at least two meters away from the water jetting equipment.

7. The water jetting equipment should be operated at a pressure that is appropriate for the specific application and within the manufacturer’s recommended pressure range.

8. The appropriate nozzle should be selected for the specific application, and operators should be trained on the proper use of nozzles to avoid injury or damage to equipment.

9. Clear communication should be maintained between the operator and any other personnel involved in the work, including spotters, supervisors, or other contractors working in the area.

10. Electrical safety guidelines should be followed if the water jetting equipment is powered by electricity, including grounding the equipment and using a ground fault circuit interrupter (GFCI).

11. Always read and follow the manufacturer’s guidelines for safe operation and maintenance of the water jetter.

Did you know that anyone using Class B Jetter equipment must be certified through a registered training organisation that delivers the following skill set: MSMSS00019 – Operate a Drain Cleaning System?

This is a nationally recognised course designed for people who operate drain cleaning equipment. Participants will develop the skills and knowledge to operate a drain cleaning system, which may be used to clean, unblock, or remove debris from a closed drain or open channel drainage system. It includes the skills to operate drain cleaning equipment independently and in a safe manner.

This course is delivered in accordance with AS4233.1:2013 High Pressure Water Jetting Systems Safe Operation and Maintenance and the National Code of Conduct – Guide for managing risks from High Pressure Water Jetting. AS 4233:1:2013 highlights that all operators of a Class B drain cleaning machine must be trained.

Upon successful completion of this course, participants will be issued a nationally recognised statement of attainment of the MSMSS00019 Operate a Drain Cleaning System Skill Set. The following units are a part of this skill set:

• MSMWJ305 – Operate a drain cleaning system

• MSMPER200 – Work in accordance with an issued permit

• MSMWHS200 – Work safely

• MSMWHS110 – Follow emergency response procedures

VALE DON STAINES

5 July 1942 – 27 December 2022

Don had many interests and was always on the go with something. After Don and his wife Margaret moved to Rotary Gardens Village in August 2020, he spent a lot of time tending to his many orchids and caring for the garden. He was blessed to have a large room under the back of their home where he kept his metal lathe and many other tools as well as other collections.

He enjoyed his plumbing career, which he was involved in from the age of 15, and even in later years, he would respond to the needs of clients who had become good friends.

Don had a number of chronic health conditions to deal with but always kept a bright spirit and came through the difficult times with a beautiful positive spirit. His family and friends have been left with great memories of life with Don and will always miss him, but they said that they know he had great faith in God and has now joined his parents and siblings in eternity with his Lord.

MPAQ extends our deepest sympathies to Margaret and Don’s family and friends.

25 Year Membership Milestone

Denam Services Pty Ltd, founded in 1991 by Dennis and Ann-Marie Hastie, has evolved over the years from Dennis as a sole operator to a company with multiple staff members, specialising in new commercial high-rise construction.

They identified that the industry faces challenges such as finding and retaining skilled staff and dealing with unpredictable payment practices, and the industry has seen significant changes with the introduction of new legislation and increased red tape, which has increased the time and effort required to stay compliant. Despite these challenges, Denam Services has had notable highlights, including the growth and development of apprentices who have progressed to become project managers and team leaders.

Denam Services’ membership with Master Plumbers’ Association of Queensland (MPAQ) has helped by providing benefits, HR assistance, and keeping them up to date with industry updates and resources.

Looking ahead, Denam Services aims to expand into a complete plumbing business by introducing a small maintenance division.

Membership

Flo-Rite Plumbing Services was formed by Craig and Kathy Poynton and began operating in April of 1984.

Initially the business concentrated on new house plumbing and drainage work, which later included industrial and commercial work.

This progressed into a growing maintenance plumbing and hot water operation, servicing both the private and Government sectors.

The company began operations with one full time employee. This number would fluctuate over the years to accommodate the various workloads of the day. At times this included up to 10 plumbers but mainly with a stable crew of between three to five full time employees.

Over this long period of time, some of the things we are most proud of include:

The ability to grow, build success and stay in business for almost 40 years.

The many apprentices we trained and saw gain knowledge and experience, some of whom now operate their own business.

The employment of some who had been unsuccessful in gaining employment elsewhere for a variety of reasons, and us being prepared to give them a go.

The faith that we placed in them, in most cases turned out to be extremely successful for both parties.

MPAQ has always been a help to our business whenever the need arose. This included the ability to call them when required for such things as: regulatory issues, wages, superannuation, and various courses such as Quality Assurance, and more. Sometimes even just for a chat, when we wanted to bounce an idea off someone else independent of our own business.

MPAQ would like to congratulate Flo-Rite Plumbing Services for reaching this milestone!
