Editor’s Note Welcome to the March/April edition of the Master Plumber Magazine!

I have taken over as editor of the magazine from Lisa Ross, who has handed over the baton after four very successful years. During her time at the helm of Master Plumber, Lisa has dedicated herself to creating a publication of which the industry can be proud. For those of you who will miss seeing Lisa’s face every couple of months in these notes, you’ll still be able to see her out and about at our events!

Having contributed towards the magazine over the last three years, I am excited to begin my time as editor and continue the hard work of all those who have come before me over the last 60 years. I am particularly proud that my first edition happens to fall on the 60th anniversary edition of the Master Plumber magazine, in which we also celebrate MPAQ’s 120 year anniversary. The special foldout in this edition wouldn’t have been possible without the support of Rheem. Make sure you check it out in the centre of the magazine to see what we’ve been working on. I would also like to thank Bruce Wallace, MPAQ’s Honourable Historian, who has dedicated many hours to researching the Associations 120 year history to make this feature possible.

PERSPECTIVE I’d like to first acknowledge the difficult time faced by many people as a result of the unprecedented bushfires across Australia in late 2019/early 2020. The team and I extend our thoughts to everyone affected.

Also, I would like to take this opportunity to assure our members that MPAQ is doing everything we can to ensure that our schedule of events and training continue as safely as possible amid the current Penny Cornah, Executive Director Coronavirus (COVID-19) situation, and we are following the guidance of the World Health Organisation (WHO). We will provide members with updates about this swiftly moving situation via email, but if you have any concerns please call the MPAQ office on 07 3273 0800.

As I mentioned in the last issue, we are excited to be celebrating 120 years of supporting the plumbing industry this year. I would like to acknowledge and thank Bruce Wallace, MPAQ’s Honourary Historian, for all his efforts with researching and preparing material to help us celebrate this special year.

This year has started off being a historic year with new landmark reforms to ensure trade contractors are paid for the work they do. In the last week of January, the Hon. Mick de Brenni MP, Minister for Housing and Public Works, Minister for Digital Technology, and Minister for Sport, introduced the Building Industry Fairness Bill into parliament to expand protections for our trade through the implementation of Project Trust Accounts.

MPAQ has been engaged and consulted throughout this process, and a review of the first phase of Project Bank Accounts has been led by an independent panel with a view to simplify the Project Trust model.

The project and retention trust accounts would commence in four phases, starting in July this year, so that by July 2022 project trusts will be required on all projects valued at over $1 million in Queensland.

Project trusts will be rolled out in four phases: 1. From 1 July 2020 project trusts will apply to eligible government, health and hospital services’ building contracts of $1 million or more.

2. From 1 July 2021 project trust accounts will be extended to the private sector and local government for eligible building contracts valued at $10 million or more.

3. From 1 January 2022 project trust accounts will cover eligible building contracts worth $3 million or more.

4. On 1 July 2022 trusts will be required for all eligible building contracts valued at $1 million or more. At this point, retention trusts will benefit all subcontractors in the chain where there is a project trust.

I have seen first-hand too much heartbreak from members left high and dry while developers and ruthless head contractors have walked away unscathed from company collapses.

The QBCC will have oversight of the trust accounts and increased power to prosecute anyone who causes a financial loss by not complying with contractual obligations.

PRESIDENT’S MESSAGE 120 Years of serving the Queensland Plumbing Industry.

On 17 May 1900, like-minded professional Queensland plumbers passed a motion to officially form the Master Plumbers of Queensland. 120 years later Master Plumbers’ Association of Queensland (MPAQ) has the largest membership base of any plumbing association in Australia.

The success of MPAQ has not Kent Vickers, President happened by accident and it is only through the hard work and dedication of the staff, council and members that we have survived and flourished for over a century.

As with any trade association, the key to retaining membership is providing benefits to our members. MPAQ does this in many ways, but I believe the most important service we provide is representation and advocacy. I have been a member of the association since the time I finished my apprenticeship in 1989, and it wasn’t until I joined the council in 2011 that I gained a full understanding of how much work goes into protecting our industry.

Most members only see the discounted vehicles, workwear and tools, etc., which are great benefits, but the amount of work undertaken

to represent the industry on a federal, state and local government level is inspiring. The reason we have such an interest in protecting our trade and our values is because we all believe that plumbing is the most important trade in the world and that it’s every Australians right to turn on the tap for a glass of water and flush the loo knowing that our health is not compromised by disease.

MPAQ also represents Queensland plumbers and gas fitters on a multitude of Australian Standards committees and boards, which gives us the opportunity to make a stand for Queensland. It ensures that the minimum standards of our trade are not relaxed or lost.

I know that in my time as President we have presented membership certificates to many companies, but the ones that stand out the most are the 90 plus years of membership. In this day and age this is a truly stoic commitment, and I would like to thank those companies for their continued support.

I wasn’t around when the dozen or so gentlemen had the original meeting at the Builders Exchange, Courier Building 120 years ago, but I hope they realised what they set into motion. In 2020, MPAQ is as strong as ever and continuing to represent the talented plumbers of the Queensland plumbing and gas fitting industry.

Thank you to all our members past and present for your continued support. I hope each of you have an opportunity to attend one of the official events and help us celebrate 120 years as the peak industry association for the plumbing and gas fitting trade in Australia.

CONTINUING PROFESSIONAL DEVELOPMENT The building and construction industry is constantly evolving.

With advances in technology, changes in the National Construction Code (NCC), and increasing specialisation, continuing professional development (CPD) is becoming the norm for many tradespeople and building professionals looking to maintain currency and get ahead in their careers, as well as many employers hoping to meet their business objectives.

The Australian Building Codes Board (ABCB) has announced that it has started developing nine short, targeted online CPD courses on the NCC for building and plumbing practitioners. Forming part of the ABCB’s broader response to the Building Confidence Report, the CPD courses aim to improve understanding and competent use of the NCC. The CPD courses target architects, builders, building surveyors, building inspectors, designers/draftspersons, engineers, fire safety practitioners, plumbers and site/project managers.

Each CPD course will provide up to five hours of CPD and will be high quality, engaging, interactive and actively supported by the ABCB. The CPD courses will be available online at a competitive price, ensuring easy access for practitioners everywhere.

The release of the CPD courses will start in mid-2020 and will be rolled out over the following 18 months. The first NCC CPD course will be dedicated to building surveyors.

NEW STANDARDS RELEASED AS/NZS 2845.3:2020 Water supply - Backflow prevention devices field testing and maintenance of testable devices

This Standard was published on 14 February 2020.

The objective of this Standard is to outline minimum requirements for the testing and maintenance of testable backflow prevention devices in the field. It specifies requirements for field testing and maintenance of a number of backflow prevention devices.

AS 4632:2020 (Over-pressure and under-pressure shut off devices) This gas Standard was published on 24 January 2020.

The objective of this Standard is to provide manufacturers, designers, regulatory authorities, testing laboratories and similar organisations with uniform minimum requirements for the safety and performance of over-pressure and under-pressure shut-off devices.

This Standard is not currently active in Queensland until the Form 9 is updated by the department to reflect the new Standard.

MECHANICAL SERVICES LICENSING FRAMEWORK HAS NOW COMMENCED The new licensing framework has been introduced requiring a Queensland Building and Construction Commission (QBCC) licence for mechanical services work.

The new licensing framework is being implemented in stages. Plumbers, refrigeration and air-conditioning technicians, and those who work in the medical gas industry, will require a licence to perform mechanical services work, or contract for mechanical services work, regardless of the value.

As of 1 January 2020, new entrants and apprentices, completing after this date, require a relevant licence to carry out mechanical services work. New entrants include interstate or overseas workers new to the Queensland building industry.

From 1 July 2020, contractors working in the industry must be licensed to carry out mechanical services work. Other workers (including employees) will not need to be

licensed until 1 January 2022 if their employer holds the appropriate contractor licence.

Eligibility for Free Licence

Existing plumbing and drainage contractor licence holders may be eligible for a free Mechanical Services – Plumbing licence provided: • The application is made by 31 March 2020; and • The applicant meets the technical qualifications or experience requirements.

Transitional Requirements for Qualifications and Experience

Existing plumbing and drainage contractor licensees may be able to use their experience alone to satisfy the technical qualification requirements. This is known as an alternative qualification pathway. These licensees must demonstrate six months of experience in performing mechanical services plumbing work.

Applications using the alternative qualification pathway should be received by 30 April 2020 to

enable sufficient processing time for a licence to be issued before 1 July 2020.

NOTE: Relevant experience must be provided for mechanical services – plumbing work NOT regulated plumbing work.

General Information

All existing licensees in the above classes have been emailed and/or sent a letter detailing the transitional arrangements relevant to them.

Regular email updates will be provided to these licensees to ensure the timeframes for applications are understood.

An online licence application form is available via the myQBCC portal, making the application process convenient and efficient.

UPDATED QBCC CONSUMER BUILDING GUIDE The Queensland Building and Construction Commission (QBCC) have launched an updated version of the Consumer Building Guide, the consumer information document for homeowners about key building issues, and how best to avoid disputes and common pitfalls.

The updated guide, labelled ‘Version 2 – Effective from January 2020’, is now available free to download at www.qbcc.qld.gov.au.

A QBCC Consumer Building Guide must be given to consumers before they sign a contract for any domestic building work priced at $20,000 or more (i.e. level 2 contracts). There will be a 12 month transition period during which contractors may still use the original, undated version of the Consumer Building Guide with their contracts. From 31 January 2021, however, Version 2 will be the only acceptable document.

NEW PLUMBING CERTIFIER GUIDELINES NOW AVAILABLE ONLINE Queensland’s plumbing laws commenced on 1 July 2019. These form part of the Queensland Building Plan and deliver reforms to make our construction industry safer, fairer and more sustainable.

Under the new laws, plumbing guidelines can be made to help local governments and industry achieve consistency and compliance with the Plumbing and Drainage Act 2018.

A guideline Requirements for installing temperature control devices has been developed to clarify the circumstances where a temperature control device is required to be fitted to a heated water system installed in Queensland.

The Requirements for water meters in new developments guideline replicates the superseded version Sub-meter guidelines—for councils, plumbers, builders, developers, water service providers and community title managers. Legislative references and terminology have been updated to reflect the new plumbing laws.

PIPE SIZING RESEARCH AND WORKED EXAMPLES Quantified Pipe Sizing Performance Requirements

The Australian Building Codes Board (ABCB) has been working to quantify the performance requirements relating to domestic cold and heated water pipework sizing to make it easier to use performance solutions. This work is summarised in a paper submitted to the Water Supply and Drainage Symposium hosted by the International Council for Research and Innovation in Building and Construction (CIB), which can be accessed at www.abcb.gov.au.

Any changes proposed for the National Construction Code (NCC) 2022 will be available in the Public Comment Draft of NCC 2022, which will be available in early 2021.

Pipe Sizing Performance Solution Worked Examples

Earlier this year the ABCB commissioned Lucid Consulting Engineers to create worked examples of performance solutions that meet an earlier version of the quantified performance requirement. The intention was illustrating changes an updated performance requirement may enable in the design of plumbing systems.

Predicted differences compared to a Deemed-to-Satisfy (DTS) design are significant. In the example buildings, design flowrates for pipework decreased by 30-40% and predicted pipework costs were 10% lower on average, while meeting the required performance. The full worked examples are now available as an ABCB resource, which can be accessed at www.abcb.gov.au.

NOTE: The performance requirement the worked examples are based on is likely to be updated to a slightly more conservative requirement to match the CIB paper. This will result in slightly larger pipework than the worked examples where pipes serve few fixtures and similarly sized pipework in pipes serving many fixtures. Nevertheless, the worked examples provide an indication of how the design of cold and heated water systems in Australia may be impacted by the proposed quantified performance requirement.

INCORRECT USE OF SEMI-RIGID CONNECTORS The Gas Inspectorate has identified an increasing issue with the incorrect use and application of semi-rigid connectors (limited flexibility connectors) and gas hose assemblies.

The issues include: • The use of a semi-rigid connector in situations where a gas hose assembly should be used, for example to connect commercial catering equipment; and • The use of semi-rigid connectors as part of consumer piping in caravans, recreational vehicles and camper trailers.

A semi-rigid connector is an assembly of semi-rigid pipe, with permanently attached end fittings, that is designed for infrequent movement and certified to ‘AS4631 Semi-rigid connectors for gas’.

A gas hose assembly is a flexible tube or pipe complete with end couplings and is certified to ‘AS/NZS1869 Hose and hose assemblies for liquefied petroleum gases (LP Gas), natural gas and town gas’.

Note: Different classes of hose assembly are required dependent on pressure and temperature.

Semi-rigid connectors and gas hose assemblies should only be installed where permitted by: • AS/NZS5601.1 Gas installations, Part 1 General installations; and • AS/NZS5601.2 Gas installations, Part 2 LP gas installations in caravans and boats for non-propulsive purposes.

Key issues • A semi-rigid connector that is subjected to frequent movement or flexing may fail prematurely, resulting in an uncontrolled gas leak.

• Semi-rigid connectors are not currently identified as acceptable piping and fittings in AS/NZS5601.2 section 5.

• A gas hose assembly is the correct method of connecting portable or mobile appliances and gas appliances that are fitted with castors or being regularly moved for cleaning (commercial catering equipment).

• If a gas hose assembly is not installed to prevent strain, abrasion, kinking or attack by vermin, it may fail prematurely, resulting in an uncontrolled gas leak.

• Semi-rigid connectors and gas hose assemblies subjected to high temperatures may fail prematurely, resulting in an uncontrolled gas leak.

Recommendations

• Gas fitters should familiarise themselves with the difference between a semi-rigid connector (marked ‘AS4631’) and a gas hose assembly (marked ‘AS/NZS1869’).

• Gas fitters should ensure that: • Materials, fittings and components are suitable for the application; • Appliances, consumer piping, semi-rigid connectors and gas hose assemblies are installed and used in line with both the manufacturers’ installation instructions and the requirements of AS/NZS 5601; • Semi-rigid connectors are NOT used where a gas hose assembly is required; and • All requirements are met when installing and using a gas hose assembly.

Gas product suppliers should ensure they supply the appropriate materials, fittings and components; for example, if a gas hose assembly is requested by a gas fitter, a semi-rigid connector is not appropriate.

PLUMBERS AND PASSIVE FIRE: CREATING A SAFER TOMORROW Out of tragedy, progress is often born and this is notably true in the world of fire protection. We can trace the first instances of passive fire (though not yet called that) to 64AD; after Rome burned, Nero issued regulations requiring fire proof materials to be used on external walls when rebuilding.

There have been other great tragedies that have impacted the public, brought fire protection to the forefront of our minds and changed the way that we do things for the better (most recently Grenfell comes to mind).

This loss, though tragic has resulted in leaps and bounds of progress in the last 50 years and the niche of passive fire protection continues to grow and develop the health and safety of buildings and the people within them.

The Building Act 1975 was issued and would later be amended to require that if there is any fire safety installation installed in a building a penetration register and marked up drawings must be given to the building certifier to go to the Queensland Fire and Emergency Service (QFES).

In the 1980s the Las Vegas MGM Grand fire tore through unsealed openings of 26 floors killing 85 people, while in Australia the development of the Australian Model The burned out remains of the 24-storey Uniform Building Code Grenfell Tower block in West London (AMUBC) led to the

production of the first edition of the Building Code of Australia (BCA) in 1988.

In 2003 the QBSA, which is now the Queensland Building and Construction Commission (QBCC) introduced the fire equipment – passive (penetration and joint sealing) license.

In the 2010s we saw tightening legislation, a QBCC crack down on defects, hiking professional indemnity prices and focused media attention in response to tragedies like Melbourne’s Lacrosse Tower fire, which resulted in a $5.7 million lawsuit, Grenfell, which killed 72 people, and Sydney’s Gazeebo apartments, which was hit with a defect rectification bill of $7.5 million.

Looking to the Future

As we move into the next decade, building certifiers are becoming hyper focused on compliance so we must all make efforts to stay up to date with legislation. While plumbers can install fire stop collars, unless they have the specific passive fire license they cannot certify and will need to use a licensed passive fire certifier.

Alongside these changes we have seen technological innovations, including penetration register apps hit the market to make recording penetrations on site easier, providing a platform for progress and information to be tracked as well as producing comprehensive reports to be sent off to owners.

In coming years, we can expect to see further innovations and as our technology continues to improve so should our desire for education and collaboration to ensure that we can provide our clients with compliant buildings and protect the community.

PERFORMANCE BASED ROOF DRAINAGE SOLUTIONS For too many years the design restrictions within AS3500.3 have hindered the development of cost effective design solutions for box gutter systems, which has resulted in costly roof drainage installations or forced plumbers and designers into stepping outside the Australian Standards limitations without properly tested and researched roof drainage solutions.

In particular, the high capacity overflow device for sumps and the limitations of box gutters to DN150 downpipes at 16L/s flow are preventing cost effective drainage solutions for 1:100 year rainfall events in Queensland. In the past, plumbers and designers have tried to resolve this issue through alternative installations and designs based on experience and other theoretical data available; however, these systems have not been tested in a controlled environment, and this creates great risks for the plumber and designer should an insurance claim arise from water ingress into the building.

To resolve this issue, the Association of Hydraulic Services Consultants Australia (AHSCA), in collaboration with the University of the Sunshine Coast, built a roof drainage test rig and developed a performance based box gutter design software. Under the supervision of Associate Professor Terry Luke, thousands of tests were carried out to review the performance of different box gutter dimensions, sump sizes, overflow devices and downpipe outlets under various flow conditions.

The result of the research project was the development of an additional 12 downpipe/overflow combination configurations, some of which can drain up to 100 L/s with a single outlet, far in excess of the 16L/s limitation of AS/NZS 3500.3.

These results were then used to develop a modelling software for hydraulic services consultants to provide cost effective roof performance solutions in accordance with the National Construction Code.

Care must be taken, however, when designing roof drainage systems above 16L/s due to the velocities and pressures occurring in the drainage pipework at these increased flow rates.

Also, a different certification process for the performance based design must be followed when stepping outside the AS3500.3 limitations.

Therefore, the performance based roof drainage design software is only available to appropriately trained and certified AHSCA members. A number of Queensland based AHSCA consultants are already certified and are able to assist in bringing substantial savings to small or large projects.

Engaging a consultant for a performance based roof drainage design may seem cost prohibitive in some instances; however, for most projects the savings achieved by reducing the number of downpipes, in ground drainage, surcharge pits and simplifying the box gutter overflow devices will outweigh

the costs associated with the initial design. Reducing the impact of the box gutter drainage system on the building structure and architecture provides further benefits and cost savings.

Employing an Apprentice To employ an Australian apprentice, there are essentially two contracts that the business and the apprentice will need to engage in: the training contract and the employment contract for the apprenticeship. MPAQ can assist with the employment contract and the business will need to work with an Australian Apprenticeship Support Network (AASN) provider, such as Busy at Work, to develop the training contract.

Types of Apprenticeships An employer can employ an apprentice part time, full time, or even while the person is still at school. Additionally, if someone is 21 years or older, they can be engaged as an adult apprentice. An apprentice receives the relevant apprentice wage depending on their year of apprenticeship, which helps businesses to manage their payroll costs.

Rheem Australia has announced the launch of the Rheem Apprentice Plumber Grants for 2020.

Rheem Australia is encouraging Australian apprentice plumbers and gas fitters, both current and those who are this year starting their TAFE/RTO course, to apply for a share of the $30,000 in grants available from the scheme.

Ten deserving apprentice plumbers from around Australia will be rewarded with a grant of $3,000 to support the progression of their study and help kickstart their career.

“Since launching the Rheem Apprentice Plumber Grants program in 2012, we’ve awarded $240,000 in grants to apprentice plumbers around Australia,” says Chief Operating Officer at Rheem, Chris Taylor.

Grant recipients will receive $2,000 to assist with their TAFE/RTO fees and textbooks, and $1,000 to help newcomers build their all-important trade toolbox.

A panel of independent industry experts and a Rheem adjudicator will judge the 2020 Rheem Apprentice Plumber Grants.

“I urge every apprentice plumber to apply for a 2020 Rheem Apprentice Plumber Grant. We’ve streamlined the application process this year to make it easier to apply than ever before. Apprentices have nothing to lose and everything to gain,” concludes Taylor.

Applications for the 2020 Rheem Apprentice Plumber Grants program opened on Monday 10 February 2020 and close at 5pm on Monday 30 March 2020. Successful grant recipients will be announced on Friday 8 May 2020. Applicants must submit the completed form via the website at www.rheem.com.au/apprentice.

Three TAFE Queensland plumbers were honored with awards at the TAFE Queensland – Gold Coast Apprentice Awards night.

Elysha Buckingham, employed by Andrew Gleeson Plumbing, took out the first year apprentice award, Javier Dorrough, from Booth Plumbing, was awarded the second year winner, and the third year winner was Dillon Lowes, from Red Beard Plumbing.

Elysha was nominated by her teacher, Adrian Patterson, for her attention to detail, which ensures both theory and practical tasks are of the very highest standard.

Second year plumbing apprentice, Javier Dorrough was awarded for his excellent problem solving skills, which he uses to troubleshoot any issues that arise.

Meanwhile third year winner, Dillon Lowes, was nominated by his employer who said he is an outstanding addition to the team.

Sponsoring the plumbing awards was Reece Plumbing who contributed $2,500 worth of cash and prizes for the event.

TAFE Queensland General Manager on the Gold Coast, Karen Dickinson, says the event celebrates the achievements of outstanding trade students.

NEW ATO REQUIREMENT FOR EMPLOYERS – FEAR NOT, THERE’S AN EASY SOLUTION! This financial year has seen some enormous changes introduced by the Australian Tax Office (ATO).

The ATO has introduced its Single Touch Payroll (STP) legislation. This legislation took effect on 1 July 2019. It has been suggested that this is the most significant tax change since GST was introduced back in 2000.

What is Single Touch Payroll?

STP is a new way for employers to report employee wages, tax and superannuation information to the ATO. Employers are required to report a pay event to the ATO on or before the payday. The payday is either the payment date or the date you intend to make the payment into your employee’s bank account. This STP notification must be processed via an STP compliant payroll software.

STP is mandatory for all employers. The trick is to find an easy solution that works for you.

The ATO have been encouraging businesses to get on board. They are working with accounting groups and practices, encouraging their clients to become STP complaint.

There are still nearly 350,000 businesses that need to get on board.

STP will benefit employers and employees alike. Once you have STP in place it will: • Streamline your reporting process to the ATO. • Minimises errors – with STP the ATO will be able to pre-fill business activity statements (BAS) labels W1 and W2 from the information provided with each payroll that is processed. The benefit here is that employers are less likely to incur penalties for getting it wrong and it saves paying a third party to check your accuracy.

• Eliminates payment summaries – the ATO will track the information taken from the STP submitted and make it available to employees through myGov. Employees can view their year to date tax and superannuation information. The employer benefit is that they won’t

need to generate EOY payment summaries for employees, which is a time-saver.

Initially it will need some effort to setup; however, once in place it will pay for itself with greater efficiency.

There is a drop dead deadline of 30 June 2020. After this date, the ATO will crackdown using a blunter tool, fines and penalties, to bring businesses that aren’t STP compliant, into line.

But it’s not all gloom and doom as several software solutions are now available to micro and small businesses for the STP compliance headache.

None of us want the ATO on our tails.

Under the Putting Members’ Interests First legislation, from 1 April 2020 super funds will no longer be able to provide insurance cover for: • Members with an account balance that has not totalled $6,000 or more since 1 November 2019; or • New members aged under 25 who join from 1 April 2020.

For members in certain dangerous occupations, the legislation will allow super funds to continue providing insurance.

The legislation aims to ensure that members are not paying for insurance in super that they don’t know about or premiums that unnecessarily erode their super savings.

If you’re affected, consider your options.

Your super fund will contact you if you’re affected by these changes to provide information about your options, which are to:

• Maintain your insurance cover; or • Do nothing, which means your cover will cease on 1 April 2020 and premiums will no longer be deducted from your account from this date; or • Cancel your cover before 1 April 2020.

Funds will also provide information about their dangerous occupations exception if they are applying it.

These important changes in government legislation will impact many people and can be a prompt to review your insurance to ensure it meets your current needs and circumstances.

• No out of pocket costs with insurance premiums deducted from your super account balance.

I’m very proud to work for Hughes Plumbing Contractors as it’s owned by my son, Ben. Hughes Plumbing Contractors are based in the Moreton Bay region and our average working day can see our team working anywhere in South East Queensland.

My passion for our plumbing trades industry started many years ago when Ben was an apprentice, and as a parent I wanted to support Ben’s career decision. To this day, I’m always looking for ways to improve our productivity and efficiency in the workplace.

Since starting with Hughes Plumbing Contractors, I have implemented many policies and procedures, as well as introducing best practices. Our team is highly skilled, multidisciplined and valued for their individuality and the experiences they bring.

Celebrating 120 Years of MPAQ

Special 120 year timeline brought to you by

Welcome to a brief history of your 120 year old association. I was pleased to be asked by the MPAQ Council to undertake the research for this special year of celebration. It is far from complete due to the lack of meeting minutes prior to 1924 and some missing years thereafter. We have been assisted by relatives of past members and officers who researched their ancestors. The past presidents honour board, which can be found in the MPAQ office, begins at 1928; however, the compilation of the president’s prior to that year has finally been completed.

The information in this timeline is just a brief snapshot and open for debate amongst members – whether what is included is relevant or what is missing is a matter of opinion. It is intended to celebrate relevant milestones and interesting moments in the association’s history. There have been so many events and meetings held throughout the 120 years that we cannot list them all on the timeline. However, I’d like to make a special mention of the branches/divisions that were formed, which provided a real connection with our regional members, and the conferences that provided an ideal environment to share ideas about the current state and future aspirations of the industry, as well as camaraderie enjoyed over many years (I hope other conference attendees were as fulfilled as I was).

The association welcomes feedback, especially if any members are in possession of historical information to add to our files. It is hoped that we can gather more information over the next few years as we work towards a more detailed project for our 125th anniversary.

120 year celebration milestones 1900

May 16 First meeting was held at Builders Exchange, Courier Building. A provisional committee was appointed with the first President being Hiram Wakefield.

1903 1901

September 25 First Annual General Meeting was held. 19 members had joined. It was decided to hold a conference and social on Saturday 16 October to gain more members.

Reference was made to upcoming conferences in Melbourne and Sydney for the purpose of forming a federal body.

A National Convention was hosted in Brisbane, including a trip to the Darling Downs, a boat cruise on the Lucinda down the Brisbane River and a picnic.

1930

1913

First annual social was held in the Association Room, Courier Building. A gold medal presentation was made to the best apprentice.

1909

There was concern about drainage work undertaken under the supervision of the Brisbane City Council. A meeting was held with the State Minister in charge of the Water and Sewage Bill.

1920

Foundation President Hiram Wakefield passed away at the age of 68.

Queensland hosted an interstate Master Plumbers Conference in Brisbane.

1924

1911

Earliest Financial Statement on record, with a turnover of 213 pounds, three shillings, 10 pence.

Excess over liabilities was 33 pounds, three shillings, three pence. Annual subscription rose from two pounds, two shillings to three pounds, three shillings. 55 members had joined.

Cairns formed a Master Plumbers branch.

Bundaberg plumbers had formed their own local association and were desirous of affiliation with MPAQ.

169 members had joined MPAQ, including 21 new members in this year alone.

J F Wallace suggested a Social Committee be formed.

1946

1931 Gunner Charles O’Shea a plumber from New Farm, enlisted in 1915

There was a severe lack of materials causing employees to be laid off. First Christmas Tree event was held, which continued until the 1990s.

Country member annual subscription was one pound, one shilling.

1939

World War II began.

1940

Our first paid Secretary (part time), W R Pitter, was employed for 25 pounds per annum.

Gunner Charles O’Shea, was taken as a prisoner of war in Belgium

WWI commenced – plumbers and other tradespeople were deployed

1929

An appeal was made to the State Government for a state wide plumbers licence. This took 20 years to eventuate.

1944

Labour only contracts were regaining momentum and there was a meeting with merchants threatening a boycott if they sold plumbing materials to builders.

1970

1964

First State Conference held in Mackay.

MPAQ purchased its first building at 56 Commercial Road, Fortitude Valley.

1950

The Plumbers and Drainers Examination and Licensing Board was established by the Sewerage, Water Supply & Gasfitters Act 1949, which took effect on 1 Jan 1950.

1960

Queensland Master Plumbers Journal (magazine) commenced.

Roy Hinton was the first editor.

1954

The Toowoomba branch hosted their first dinner at the Carolyn Lounge, 339 Ruthven Street.

Rheem are MPAQ’s longest serving corporate member, having joined us in 1960.

1947

1976

MPAQ Hosted a Federal Conference in Brisbane, the first under the name of the Federated Master Plumbers of Australia.

1959

Master Plumbers social bowls club formed, this lasted for 42 years until 2001.

Subscription was one pound.

1961 1951

Lord Mayor of Brisbane, Clem Jones, expanded the sewage program enabling an influx of new contractors. The association loaned 500 pounds to the Brisbane City Council.

Information about member discounted prices of cigarettes, tobacco and cigars courtesy of QLD Retail Tobacco Association was circulated. A packet of 20 cost three shillings and six pence. A bill was introduced to tighten regulations on plumbing and gas fitting licenses.

Past President Lyle Connell passed away suddenly after the General Meeting, on 21 January at the age of 49. The MPAQ board room is named in his honour.

1968

The Kembla Scholarship began. Geoff Richardson was the first recipient and later became a Life Member.

1963

The Contractors and Workman’s Lien Act 1906 – 21 was repealed by the Queensland Government leaving building subcontractors without any protection of payment from head contractors.

1979

The first Merv Harris Bursary was awarded to Ed Ahern from Cairns. Past President Merv Harris passed away in 1977, and the Merv Harris Bursary was subsequently established in memory of his outstanding contribution to training.

1977

The first of the MPAQ apprenticeship training courses, which ran in four week blocks for apprentices on reprobation, commenced. The excellent course ran until 1982 when TAFE prevocational courses became popular.

1986

Milestone membership certificates began. Guaranteed plumbing was launched and open to all members.

Fighting Fund established to counter a Union inspired excessive wage claim.

1988

25 th State Conference was held at Carindale Hotel, Brisbane, to coincide with Expo 88 at South Bank.

1989 Alan Brough, Cliff Powell and John Stewart

Plumbing Industry Group Training Scheme (P.I.G.T.S) commenced with 10 apprentices. Bill Watson became the Federal President, the third from Queensland.

1981

1993

Plumbing Display Centre established on the ground floor of Master Plumbers Association House, 56 Commercial Rd, Fortitude Valley to host trade nights. FRED (Flaming Ridiculous Electronic Device) was introduced to MPAQ to update office procedures and financial reporting. FRED was a brand new Plessey Floppy Disc Computer.

Water Wise campaign launched and training courses evolved due to the drought. A healthy membership growth was recorded. MPAQ’s second building was purchased at 84 Abbotsford Road, Bowen Hills.

1983

Product Evaluation Committee was formed to produce a Product Procedures Manual to assist members with product problems.

1984

The meritorious service membership category was introduced to award members who made a significant contribution to MPAQ. First Work Skills (now World Skills) competitions were held in Queensland.

1990

First graduates of the reintroduced gas fitting component of the apprenticeship curriculum.

1999

March 11 Inaugural World Plumbing Day celebrations were held at Plumbing Industry House.

Manufacturers Forum held its first workshop at the Grand Chancellor Hotel, Brisbane, to promote Australian manufactured products.

2010

1995

Brisbane Metropolitan members were made a Division by an amendment to our constitution.

MPAQ training trailer commenced work.

Both the Solar and Heat Pump Water System course and the Backflow Prevention course were developed and offered to comply with licensing requirements.

2003

In February as a result of a special General Meeting the President and six councillors resigned. Thermostatic mixing valve (TMV) training courses were conducted to comply with new licensing requirements.

2004

MPAQ launched its own state based website (www.mpaq.com.au). MPAQ surpasses 1,000 members for the first time.

1997

P.I.G.T.S sadly closed down after eight years. The scheme never received any Federal Government funding.

Master Plumbers Australia launched its first website (www.plumbersaust.com.au), giving MPAQ its first online presence.

2009

2007

The first Plumbing Trade Expo was hosted in Brisbane.

The first edition of the MPAQ Update enewsletter was released.

2008

MPAQ purchased their third building at 243 Bradman Street, Acacia Ridge.

2000

MPAQ’s Centenary Year!

The first Plumbing Industry Awards night was held at the Parkroyal.

It is a date that has been fixed on the calendars of the world plumbing community since its establishment by the World Plumbing Council (WPC) in 2010 and is now a fixture on the calendars of political and social institutions around the globe.

The international plumbing community has a vital role in promoting the link between good quality plumbing, health, environmental sustainability and, increasingly, economic prosperity.

11 March is marked by celebrations, competitions, seminars, and activities all around the world. People from within and outside the plumbing fraternity come together to learn, share knowledge, build connections and find opportunities to collaborate to improve the quality of, and access to, fresh water and safe sanitation.

DO NOT DISTURB BEFORE LEAVING THE KERB The new tougher penalties for Queenslanders using their mobile phone behind the wheel came into effect from Saturday 1 February 2020. The Queensland Government has increased the fine for offenders from $400 to $1,000 while demerit points have increased from three points to four.

Budget Direct surveyed 1,001 Australians (including 218 Queenslanders) and found that: • Australians surveyed in 2020 (11.49%) feel less confident texting while driving, compared to 2018 (14.9%).

• Respondents aged 35-44 feel most confident behind the wheel (22.61%) compared to those aged 18-24 (10.43%).

• On average across the country, most believe that tougher penalties (31.97%) is the most effective way to deter drivers from texting.

• However, this figure was the lowest for Queenslanders who also think this is the least effective measure (compared to increased awareness, mobile detection cameras, law enforcement and no measures).

Senior Research Fellow for the Monash University Accident Research Centre, Kristie Young, says, “While the absolute numbers are low, the finding that the 35-44 year age group is engaging with handheld devices (particularly texting and accessing social media) more frequently than other age groups, is really interesting and highlights that there is a shift in technology use across driver ages – this is not just a ‘young driver problem’ as it has traditionally been viewed in the past.”

“Other social pressures to use a phone are also going to be playing a role for this 35-44 age group, including work pressures to stay connected while driving, pressure to connect with children, and just generally trying to multitask in order to make the most efficient use of time in an increasingly time-poor society.”

WORK-RELATED FATALITIES CONTINUE TO DECLINE Safe Work Australia has released the Work-related Traumatic Injury Fatalities Australia 2018 report, which provides the latest detailed national statistics on all workers and bystanders fatally injured through work-related activity.

The Work-related Traumatic Injury Fatalities Australia 2018 report outlines the latest in national work-related traumatic injury fatality statistics.

The report shows that over the last decade, the fatality rate has more than halved with 1.1 worker fatalities per 100,000 workers in 2018.

The report details that 69 per cent of worker fatalities occurred in the following industries: • Transport, postal and warehousing (38 fatalities) • Agriculture, forestry and fishing (37 fatalities) • Construction (24 fatalities) The most common causes of worker fatalities in 2018 were: • Vehicle collisions (44 fatalities)

• Being hit by a moving object (24 fatalities) • Falls from a height (18 fatalities) The report and data is drawn from a range of sources, including initial reporting of fatalities in the media, notifications from jurisdictional authorities, and the National Coronial Information System.

The report also found: • 144 workers were fatally injured at work • Fatality rate of 1.1 per 100,00 workers • Decreased by 62% from a peak of three per 100,000 in 2007 • Eight fatalities (6%) were female | 136 (94%) fatalities were male • Causes of fatalities in 2018: • 31% vehicle collision • 17% hit by moving objects • 13% falling from height • 62% were related to vehicles You can download the report at www.safeworkaustralia.gov.au/doc/ work-related-traumatic-injury-fatalitiesaustralia-2018.

WAYS TO RAISE THE TOPIC OF OVERDUE INVOICES WITH YOUR CLIENTS

How much easier would your life be if you knew every invoice you sent would be paid hassle free. Unfortunately, the reality is that half of all invoices are paid late.

This puts unnecessary pressure on business owners, who are short enough on time and resources as it is, let alone having to waste these chasing up outstanding accounts.

While we always recommend starting at point number three as soon as the account becomes overdue, with a mix of persistence, courage, and the following helpful tips, struggling with overdue invoices can be a thing of the past.

1. Write a Payment Request Letter or Email

If you would rather not engage a debt collection agency as soon as the account becomes overdue, this should be your first step.

It’s best to keep it simple by sticking to the facts (invoice number, date it was due, terms, etc.) and politely ask them to follow up on payment. You can even reattach the original invoice if you feel like making life easier for them.

2. Have an Uncomfortable Phone Call

If you are the type of person to run a mile from even the most minor confrontation, we understand this won’t be fun for you. However, businesses that chase late payers by phone (within the debt collection guidelines) can see great results, as it’s harder to ignore calls than emails.

Again, we recommend sticking to the facts, speaking with them politely, and ensuring they have confirmed they are aware the invoice is overdue and have guaranteed payment.

3. Engage a Debt Collection Agency

While it may seem obvious for us to say this, it is best practice to refer your accounts to a debt collection agency as soon as they become overdue.

Chances of it being paid increase considerably if referred in its earliest stage. When contact is made by our automated online platform to let them

know you’re serious, your time and resources will be free for more important things.

We act as an extension of your brand to maintain your relationships with care and consideration, as we understand how important relationships are to small business owners. If we have exhausted all other avenues and payment still hasn’t been made, we can engage our legal resources to escalate your account and let them know that you’re really, really, serious.

4. Stop Doing Business with Them Until They Have Paid What They Owe

While this option could be damaging to your relationship, it certainly sends a message. Why would you keep spending time providing goods or services, and also spend additional time chasing payment for those goods or services, that you aren’t getting paid for? Crazy.

5. Charge a Late Payment Fee on Your Invoices

While you can’t do this if the invoice is already overdue and you don’t have a late payment fee as an existing term, getting into the habit of having a late fee policy on your invoices is certainly good practice moving forward.

We recommend a 20% late fee to all our clients, as Bill Chaser takes 20% commission (no win, no fee). When you do the maths, this means you’re significantly less out of pocket minus our commission fee than you would have been if the invoice hadn’t been paid at all.

Unpaid and outstanding invoices are an unfortunate fact of life for business owners. Worst case scenario, you’ll have to write off the debt in full or potentially lose money on the tax you’ve already paid on the income you were expecting. 5 KEY TIPS TO SUCCESSION PLANNING One of the by-products of an aging population is that an ever-increasing number of business owners are currently preparing for retirement. Johnson Controls has received WaterMark certification for four of its Tyco® Series LFII residential sprinkler models. The move is in response to recent revisions made by the Australian Building Codes Board (ABCB) that require WaterMark certified fire sprinklers in new multi-story Class 2 and Class 3 residential buildings greater than three stories and less than 25 meters in height. AUSSIE WINS COATES HIRE CONTRACT Coates Hire has awarded a contract to Australian Pump Industries for supply of pressure cleaners for their national hire fleet. The company has chosen Australian Pump Industries Scud configuration machines for this very important fleet selection.

Australian Pump is Australia’s leading manufacturer and designer of high-pressure water blaster equipment. The company was the first to introduce production models of 4,000 psi units 20 years ago. Since then they have developed the product range with the most recent innovation being the development of OH&S friendly Scud range.

22 July 1930 – 8 December 2019

Brian McGrath joined our Association on 19 August 1953 and was elected to our State Council in 1966-67. He continued as a Councillor until his election as Junior Vice President (197071), which was followed by time as Senior Vice President (1971-72), President (1972-74), and Past President (1974-75).

In 1975 he retired from the Council for one year to concentrate on being the District Governor of Lions International and returned as a Councillor from 1976 to 1983.

Besides his normal office bearing duties, he represented the Association on the Apprenticeship Group Committee in 1970-71 and was the inaugural Chair of the Association Sub Committee to establish the Merv Harris Bursary. In 1988 he returned as Trustee and remained in that position for a commendable twenty-three years.

In 2000, Brian was made a Meritorious Service Member, then honoured with a Life Membership in 2006. He was a strident advocate of improving the image of the plumbing industry to the general public while educating our members to gain better returns for their efforts.

He prided himself in looking after his customers who he treated like family.

Brian was a very strong contributor to his community, especially Lions International.

In 1967 he became a Charter Member of Bardon Lions Club. Elected as District Governor in 1975, he had other leadership roles including State Coordinator of the Youth of the Year Quest, Chairman of Lions Club International Foundation, and Director of the Prevention of Blindness QLD. He helped build Karalee Country Club and was instrumental in setting up the Lions Camp at Duckadang, which is still widely used by many schools and community groups and home to the Brian McGrath Swimming Pool.

He was involved in planning and running the Lions International World Convention 1991 in Brisbane, and he was on the planning committee for Expo 88 and Brisbane’s first bid for the Olympic Games.

Until his passing he was an active member of the Lifesavers Foundation.

The Association was most proud of Brian when he received the Order of Australia Medal in 1991 for his outstanding contribution in the community.

More recently, he was further recognised in the official naming of the Brian McGrath Playground in Jubilee Park in April last year.

Brian and his wife Betty have attended MPAQ’s World Plumbing Day breakfast, Stalwarts events, and Plumbing and Gas Industry Awards dinner each year.

Our Association gives thanks for having a commendable community volunteer take time to serve in our ranks, and we extend our sincere sympathies to Betty (also an OAM recipient) and the family.

After a time they amicably split, with Keith taking over the plumbing side of the business and Nev the sheetmetal part.

Northside Sheetmetal developed into a formidable business driven

by Nev, his wife Marilyn and son Peter. They were always updating machinery and expanded to the extent of building a much larger workshop at Caboolture in 1999. At the same time an opportunity to purchase a roof roll former became available to further enhance their range.

Neville developed a new type of half round eaves gutter, which would have greater water capacity but still use the same amount of sheetmetal as the traditional quad gutter. This innovation was instrumental in Stratco acquiring the business.

Neville’s MPAQ office bearing duties began as the inaugural Secretary of Redcliffe division in 1986. The Division grew in numbers to become one of the strongest in the state. The Division was very active with good meeting attendances and would journey in numbers to neighbouring Division dinners and state conferences.

Nev was elected as a State Councillor (1989-90 and 1990- 91), Junior Vice President (1991-91), and Senior Vice President (1991-92, 1992-93), before progressing to State President in 1994 where he served two terms.

There were challenging times in business with the “recession we had to have”, and Neville had to deliver many sermons to our members on the need to become more efficient in our business management. Neville did more than a commendable job with great support from Marilyn.

He continued as Past President for two years and became Chair of the Plumbing Industry Group Training Scheme, retiring from our Council in 1998-99.

Following a tumultuous Special General Meeting in February 2003, there were a number of vacancies on our State Council. Neville answered the call and rejoined the Council occupying various positions until he retired again in 2013.

Neville became Treasurer of the MPAQ Social Golf Club when it was going through a difficult financial time and corrected the problem with sponsorship and good management.

In the community Nev served and assisted many organisations. He was the inaugural Chairman of the Redcliffe Peninsula Industrial Association then later the President of the Friendship Force on the Sunshine Coast. He helped with many repairs to Scout Dens on the Peninsula. He was President of two Rotary Clubs, Kippa Ring and Kawana, and honoured as a Paul Harris Fellow. Nev was also involved in Rotary Solomon Island projects and Rotary Youth Exchange.

In retirement Neville and Marilyn travelled extensively around the world with the International Rotary Golfing Association to fill his golfing passion.

Neville was certainly a quiet achiever and his advice was always listened to carefully.

Our Association gives thanks for having yet another community volunteer take time to serve in our ranks.

We extend our sincere sympathies to Marilyn and the extended family.
