May 15, 2022 marked the 250th anniversary of the founding of Berkeley County, West Virginia!

Located at the gateway to the Shenandoah Valley in the heart of the Eastern Panhandle, Berkeley County is known for its unique history, beautiful scenery, robust industry, and more. Formed in 1772 from neighboring Frederick County, Virginia by an act of the Virginia House of Burgesses, Berkeley County originally spanned from the Blue Ridge Mountains in what is now Jefferson County to the famed springs at the Town of Bath (Berkeley Springs) in what is now Morgan County. The county was named in honor of Norborne Berkeley, Baron de Botetourt, a royal governor of Virginia. Adam Stephen, Berkeley County’s first sheriff, laid out the county seat along Tuscarora Creek and named it Martinsburg in honor of his friend, Col. Thomas Bryan Martin. Since the arrival of Morgan Morgan, the first colonial settler in what is now West Virginia, Berkeley County has been an epicenter of engagement, growth, and community. This rich history was celebrated throughout 2022 with special 250th Commemoration Events, including the planting of 250 trees, an array of family-focused Founders Day weekend activities and fireworks. Take a look at some highlights of the historical advancements and economic booms in business and industry throughout the decades in Berkeley County.

First Development Boom

« December 23, 1762 – Mecklenberg (renamed Shepherdstown in January 1798) was established by act of the Virginia House of Burgesses in what would become part of eastern Berkeley County 10 years later. Continued settlement and development prompted creation of Harpers Ferry (1763), Bath (Berkeley Springs, 1776), Martinsburg (1778), Charles Town (1786), Gerrardstown (1787), Darkesville (1791) and Middleway (1798) in Berkeley County – all before the formation of Jefferson and Morgan counties. Hedgesville was established in 1836 after the creation of Morgan County in 1820.

Origins of Commercial Fruit Industry

« 1774 – George Washington leased 125 acres in the county to William Bartlett for planting of 100 peach trees and 100 winter apple trees in the “barens of Bullskin” in the Kabletown area, which later became part of Jefferson County in 1801. The Washington-Bartlett venture is regarded as the beginnings of horticultural history of Berkeley County and West Virginia. In 1851, William S. Miller planted his first orchard of 16 acres near Gerrardstown. At the close of the Civil War, Miller had nearly 4,000 peach trees and several hundred apple trees in production. By 1889, West Virginia apple production had reached about 4.5 million bushels

Pioneers in Transportation

« December 3, 1787 – James Rumsey, Berkeley County innkeeper turned pioneer in steam navigation, demonstrates boat powered by steam in Potomac River near Shepherdstown, W.Va. in what was then eastern Berkeley County.

« July 1, 1828 – Ground broke for the Chesapeake and Ohio Canal, which led to construction of Dam No. 4 and Dam No. 5, in the Potomac River along the Berkeley County-West Virginia border in the 1830s, providing for electric power generation by utility companies operating in Berkeley County.

« 1842 – The Baltimore and Ohio Railroad Co. arrived in Martinsburg and was selected by the B&O to be the hub for maintenance between Baltimore and Cumberland, Md. A rectangular engine shed was built in 1848 on site of the present roundhouse and shop building complex, which replaced facilities destroyed during the Civil War. The town’s historic train station and hotel, which survived the war, now houses a Children’s Museum.

« 1876 – Cumberland Valley Railroad, now known as Winchester & Western Railroad Co., reaches Martinsburg, eventually contributing to the creation of Inwood Park, a popular resort in South Berkeley County in the 1890s.

« 1923 – Shepherd Field at the Eastern West Virginia Regional Airport is established. West Virginia’s oldest airport now has the state’s longest runway.

« 1966 – Gov. Hulett Smith headlines ribbon-cutting for opening of all 26 miles of Interstate 81 in Berkeley County. Highway has been widened to six lanes from WV-MD line to Exit 8 of highway.

Business & Industry Milestones

« 1867 – Henry S. Hannis of Philadelphia purchases 18.5-acre distillery property along the Tuscarora Creek in Martinsburg for $25,000 from John Quincy Adams Nadenbousch for the development of what would become “Hannisville,” a sprawling whiskey production industrial complex for Hannis Distilling Co. The complex included five distillery buildings adjoining one another, a three-story warehouse and a granary. Hannis’ whiskey won prizes at the Philadelphia Centennial Exposition in 1876 and prizes at World Fairs in New Orleans (1885), Australia (1887), and Chicago (1893).

« 1888 – William, Joseph and Daniel Baker of Maryland purchase three quarries in Berkeley County, along with a right of way for a railroad spur to the Baltimore and Ohio Railroad, which connected to quarrying and cement operations at what is now Argos USA at 1826 S. Queen Street. The rail spur right of way was acquired by the City of Martinsburg in June 2021 for a recreation trail.

« 1890 – First electric-powered textile factory in the U.S. is established in Martinsburg by what was known as the Middlesex Knitting Company. Other textile manufacturing ventures included Interwoven Mills, which became the world’s largest manufacturer of men’s socks and now is being redeveloped for residential-commercial use.

« 1912 – The Norwalk Motor Car Company produces West Virginia’s first successful automobile in Martinsburg. The last known surviving Underslung was purchased for $300,000 from a Colorado rancher in 2008 and returned to Berkeley County and is currently on display in Washington County, Md.

« 1926 – Shenandoah Hotel, a community-led development project in downtown Martinsburg is dedicated. Redevelopment of property for mixed-use, apartments and commercial use completed in 2021

« 1952 – DuPont starts 50-building commercial explosives plant construction over 400-acre site on 1,200 acres along Potomac River in Falling Waters-Bedington area.

« 1984 – Blue Ridge Outlet Center opens in the former Crawford Woolen and Cassimere Mills complex. The outlet center attracted thousands of shoppers from the four-state region – and beyond - for more than a decade.

« 1991 – Martinsburg Mall opens. Redeveloped as the centerpiece project of the Foxcroft Towne Center.

« 1997 – Quad/Graphics opens printing facility in Berkeley County, publishing National Geographic, ESPN The Magazine, L.L. Bean and Victoria’s Secret.

« 2008 – Development of The Commons, a 45-acre retail shopping center site off Exit 12 of Interstate 81 begins.

« 2012 – Macy’s, longtime American department store chain dating to 1858, opens distribution center near Martinsburg

« 2015 – Officials break ground on construction of Procter & Gamble Co.’s second new plant in the U.S. since 1971 at Tabler Station Business Park south of Martinsburg

« 2022 – Clorox opens manufacturing facility in Berkeley County, which is only their second site for kitty litter production in the U.S.

This is a last-dollar-in program, meaning that it will pay for any amount up to the total cost of tuition and fees that isn’t already covered by other state or federal grants or scholarships. * www.wvinvests.org (2019)

You may qualify for a West Virginia Invests Grant if you:

• Were a legal resident of WV at least one year immediately before applying;

• Are a graduate of a public, private, or homeschool program, or have successfully passed a high school equivalency test;

• Have not earned a college degree (associate level or higher);

• Completed the Free Application for Federal Student Aid (FAFSA);

• Commit to improving the state of WV by residing in the state for at least two years after graduation;

• Complete two hours of community service each term

• Have not attempted 90 college-credit hours;

• Meet the admissions requirements at an eligible institution and register for at least six credit hours;

• Pay for and pass a drug screening before the start of each academic term.

Berkeley County Schools (BCS) is the second largest public school system in the state and continues to lead school districts with the most National Board Certified Teachers. Airborne Christian Academy

For 20 years, Building for Future Generations has been a core value of Airborne Church. With that same passion, Airborne Christian Academy was launched in August of 2022. With a blend of rich history and an innovative approach, Airborne Christian Academy provides an education alternative in Berkeley County that values biblical truth and champions each student’s unique talents and spiritual gifts.

NESCORP, National Educational Support Corporation, was started in September of 2017 in Martinsburg, West Virginia, from a vision that Founder/CEO, Martin Easley, had after years of taking note to the fact that the trainees/graduates that he had encountered from many different fields of study, struggle profusely with basic literacy and numeracy skills. This struggle makes it harder to function in the labor force.

Easley had the fuel he needed and assimilated a dynamic team that has a fierce passion and is driven to make a difference. Minding the data that continuously plagues our educational system, NESCORP feels that if the right teams worked vigilantly on local and national levels to give real-world, real-time tangible support to the American classroom, we stand a chance at winning the fight against this atrocity.

In a fast-paced world, NESCORP prides themselves in the manner in which they connect with each individual and find that it is advantageous to train and educate people without imposing standardized limits on the human mind. Solid foundations make all the difference and NESCORP has committed themselves to the pursuit of “making excellence the standard” across the board.

Berkeley County Council Commitment to Excellence.

Formed in 1772, Berkeley County is West Virginia’s second-largest and fastest-growing county with a population of 126,069 per the 2021 Census estimate. Over the last 10 years, Berkeley County has led The Mountain State in healthy and consistent job growth - indicative of a strong economic and regional performance that competes at the national level.

As the County’s governing body, the Berkeley County Council and staff serve the needs of the community as a team. Finding innovative, creative and effective solutions that form a model of excellence in local government is our focus.
