Search Warrants, Affidavits and the Development of Probable Cause www.ncjtc.org/warrants This scenario-based training is designed for law enforcement officers and investigators with little or no experience writing search warrants or affidavits. Attend this training to gain a general understanding of the practical application of search and seizure law, as well as experience writing search warrants based on actual and hypothetical criminal investigations. Participants will be engaged and challenged to critically evaluate criminal investigations in order to determine when a search warrant is needed, how it should be constructed, and upon what basis it can be challenged. Each participant will write four or more search warrants before the conclusion of the training. This training is restricted to sworn law enforcement.

Training Upon completion of this training participants will be able to: Objectives x critically evaluate the circumstances that require a search warrant x properly apply search and seizure law and articulate elements sufficient to establish probable cause in a written narrative, taking into consideration the requirements and restrictions of the 4th Amendment of the U.S. Constitution and case law x write a well-constructed search warrant Cost

Crime Against Children in Indian Country Conference www.ncjtc.org/cacic Native American youth are impacted by unique and challenging threats that affect their physical and emotional development and wellbeing. This conference was formed in response to the often unmet needs of Native youth. The advisory/planning committee is made up of representatives from a wide range of tribal and non-tribal law enforcement, government, and social service agencies. An important goal of the conference is to strengthen relationships between various agencies, tribes, and states to promote a multi-disciplinary, multijurisdictional approach to serving Native young people. Sessions on diverse topics will provide you with the knowledge and tools you need to improve life in your community, using a comprehensive, collaborative approach.

Comprehensive Approaches to Sex Offender Management (CASOM) www.ncjtc.org/casom The need for a comprehensive approach is recognized as the most effective way to manage sex offenders within communities, to develop effective public policies that will promote public safety, and to respond effectively to the needs of victims of sexual crime. This two-day training program will cover the history of sex offender laws and management; understanding the sex offender and comprehensive approaches; sex offender risk assessment and classification; sex offender registration, notification, monitoring and enforcement; treatment and supervision; and juvenile sex offenders.

American Indian Justice Conference www.ncjtc.org/aijc This conference offers tribes across the nation an opportunity to develop plans to enhance tribal systems while providing essential information on court development, drug and alcohol abuse strategies, SORNA Implementation, and other relevant topic areas. Join other tribal community justice professionals, practitioners and technical assistance providers to address multi-disciplinary and multi-jurisdictional approaches to the development of justice programs. Training Conference goals were established by building upon past conferences and responding to recommendations of Bureau of Justice Objectives Assistance (BJA) grantees. School Resource Officer Training Conference www.ncjtc.org/sro This conference provides law enforcement and school personnel with information on issues impacting the safety of schools and communities today. Conference sessions focus on current trends in addressing school violence through crime prevention and response strategies, as well as emerging technologies in law enforcement.

Protecting Our Children Through Prevention & Response crime and violence. It is our job as educators and law enforcement officers to protect our children by being trained and prepared to address school safety issues such as cyberbullying, drugs, school intruders, mental health concerns and more.

Current trends, shared experiences and up to date investigative techniques are all an essential part of ensuring school safety. The conference allows for a diversity of topics and a forum to share experiences, all of which enhance the safety of school communities.

Officer Deana Brandl, an active Police School Liaison Officer and member of the conference planning committee, knows firsthand the importance of a coordinated effort in keeping our students safe. She shares her insight regarding the 5th Annual School Resource Officer Training Conference and its value to law enforcement and school personnel.

How is NCJTC‘s SRO Training Conference planned each year? The conference is planned by a committee of law enforcement officers and school personnel, and led by the National Criminal Justice Training Center. The committee consists of representatives from Wisconsin and many other states throughout the US. Committee members come from metropolitan areas as well as rural and tribal communities. The committee meets regularly in order to discuss the current issues affecting schools nationwide. With such a wide variety of experiences, the committee has the ability to reach out to educators and facilitators from a multitude of disciplines. This ensures that the conference topics are relevant and that all attendees’ training needs are met.

Attending a conference where perspectives of both disciplines are represented is beneficial to creating a cohesive team. It allows for the opportunity to discuss and evaluate certain scenarios as a team, and decide what actions would need to be taken. While school resource officers are experts on criminal law, school personnel have a better understanding of school policy and the legal rights of students in an educational setting. Having the opportunity to train in an environment where both perspectives are represented really enhances the learning experience for all.

“ATTENDING A CONFERENCE WHERE PERSPECTIVES OF BOTH DISCIPLINES ARE REPRESENTED IS BENEFICIAL TO CREATING A COHESIVE TEAM.” How have you been able to apply the concepts from previous conferences in your daily work? Every year I leave the School Resource Officer Conference with a list of ideas or training topics that I want to implement in my school district and department. These can vary from topics

“OUR SCHOOLS MUST BE A SAFE HAVEN FOR TEACHING AND LEARNING, FREE FROM CRIME AND VIOLENCE.” such as considering how the layout of my office can ensure my safety, to creating new programs that facilitate working more effectively with families and students in our community. Last year, shortly after the conference, I was assigned a CyberTip complaint with a possible sexual assault child victim. The assignment included a social networking site that I had just learned about at the conference. Not only was I now familiar with how the site functioned, but I also had contact information and a personal connection to the officer who presented the information. This officer provided me additional assistance while I investigated this complaint. Student and family issues are constantly emerging and changing. This conference ensures that I am aware of those changes.

What are some of the current issues impacting youth in the school environment, and what challenges have SRO’s had in helping address these issues?

Youth have more freedoms and access to the public than ever before. Technology has opened an entire world of information to children; which impacts the ability of families, educators and law enforcement to keep them safe from outside influences.

While keeping them physically safe in a building is important, it is equally necessary to protect them from the dangers that lurk in cyber space. Staying current with social changes and technology can be a challenge for law enforcement and school districts with ever increasing budget cuts.

This conference provides information and tools to assist us in addressing current trends that are affecting our youth.

Critical Incident Response for K-12 Campus Safety www.ncjtc.org/training This training will provide participants with a fundamental plan to successfully handle critical incidents on campus. Law enforcement, school administrators, teachers, classified employees and first emergency responders must work as a team when time is your biggest enemy.

Participants will be introduced to a “4-step critical incident response plan” that has been successfully implemented in hundreds of criminal, man-made and natural disasters throughout the United States. This course examines the most common failures in critical incident response and provides a proven methodology to quickly stabilize and organize these events.

Law Enforcement Administrative Professionals Training Conference www.ncjtc.org/leap The Law Enforcement Administrative Professionals (LEAP) Training Conference is designed to meet the professional growth and educational needs of administrative assistants and executive professionals in criminal justice and public safety agencies. MAKING A DIFFERENCE

ICAC TRAINING & TECHNICAL ASSISTANCE PROGRAM

NCJTC’s Internet Crimes Against Children Training and Technical Assistance Program (ICAC TTA) offers ICAC Task Force investigators many courses that are applicable immediately. One such course that continually receives very high testimonials is ICAC’s Undercover Chat Investigations. This course provides experienced investigators with the latest tools and techniques necessary to combat online child exploitation.

This program includes a combination of online activities utilizing hands-on computer instruction and presentations by ICAC subject matter experts who routinely investigate and prosecute some of the nation's most complex and high-profile cases.

Recently, an ICAC Task Force detective from the Sycamore Police Department who attended this 4½ day class wrote to ICAC TTA to describe his experience since attending the training. He stated that he was able to immediately apply what he had learned in class to identify a man who he suspected was sexually exploiting a child.

Using the tools and techniques learned in

class on investigating social networks and tracing email communications, the detective was able to gather enough evidence to issue a search warrant which led to the arrest of this suspect.

THE ICAC UNDERCOVER CHAT INVESTIGATIONS COURSE PROVIDED THIS DETECTIVE WITH THE ESSENTIAL INVESTIGATIVE TECHNIQUES NEEDED TO IDENTIFY AND APPREHEND HIS SUSPECT. It was discovered the victim in this case was the suspect’s six year old daughter. The suspect admitted to manufacturing child pornography in addition to possession and distribution of child pornography; and was charged with ten counts of predatory criminal sexual abuse and ten counts of manufacturing child pornography. The court set the suspect’s bond at $1 million.
