There’s a variety of training news and updates from Fox Valley Technical College (FVTC) this year. First, I’m excited to announce that we have now consolidated all of FVTC’s criminal justice training under one umbrella—the new National Criminal Justice Training Center (NCJTC), www.ncjtc.org! NCJTC is your one-stop training shop that will list all of our offerings, whether local, national, grant-funded, or fee-based. This new format will make it easier for you to find exactly the training you need, you’ll find it all listed at www.ncjtc.org. And you’ll be able to register online, right from the website.

We are also pleased to announce a new Associate Degree program beginning this fall: Homeland Security and Asset Protection Management. This new program is aimed at those interested not only in traditional security fields, but also terrorism prevention, emergency planning and physical security applications. Finally—and best of all—we are in the process of building a brand new state-ofthe-art Public Safety Training Center next to the Outagamie County airport! This $35 million facility will include tactical training facilities for law enforcement, fire, and EMS. We’ll have two indoor firing ranges and three outdoor ones, including a 300-yard sniper range. We will have a full EVOC driving range with pursuit track, skid pad, and skills pad. And we’ll have River City—a simulated village with streets, intersections, and functional commercial and residential buildings for completely realistic simulation training. We anticipate being fully operational by the start of 2015.

We recently reorganized our programs and centers to better serve you!

With our economy still struggling, we remain committed to providing the highest quality training for the lowest possible cost. Even though training budgets are cut to the bone, we still need to make good training a priority to keep our officers safe and our communities protected. Some of our training offerings are funded or have scholarships available. Don’t let tight budgets compromise your agency’s ability to stay on the cutting edge.

Missing & Exploited Children Investigations: Case Management Challenges

About the Training Deputy Sheriff Robert Sprayberry, Douglas County, GA, Sheriff’s Department, will provide participants with an understanding of the need for a timely, appropriate, and thorough response for missing and exploited children cases and is designed for investigative personnel at both the line and supervisory level. While case management concepts meet organizational needs, the primary emphasis is placed upon model approaches to managing a specific case. Participants will be able to focus on key investigative techniques that will assist them in delivering a more strategic response.

Information regarding methods for collecting, organizing and disseminating information during all phases of an investigation will be discussed. Topics covered include: scope of the problem, personnel, sex offender, victim, investigative, and prosecution issues. Participants will also be provided with behavior observation techniques.

About the Training Locksmiths and security professionals play an integral role in safeguarding businesses and homes. Professional locksmiths must be able to understand lock and key specifications, operating manuals and instructions to properly install and/or repair locks, deadbolts and other mechanical or electronic locking devices. This hands-on training is designed to prepare students for entry-level apprentice type employment in the field of locksmithing.

This is a security related field offering many employment opportunities. Students are encouraged to research their local yellow pages and contact their local retail locksmiths to determine potential employment. Additional employment opportunities can be found in larger institutional locksmith shops such as schools, hospitals, factories and corporate office complexes. Due to the hands-on nature of this training, class size is limited.

Upon completion of this training participants will: • identify and duplicate keys • service and adjust key machines • rekey a variety of lock cylinders • originate keys by code, disassembly and impressioning • service and install pin/disc cylinders and locksets • install cabinet, furniture and mailbox locks • service and install exit hardware and door closers • open locks with picks • understand life safety codes • set up basic shop operations • understand the operation of exit devices

About the Training A safe courthouse is essential to the administration of justice as it serves as the center of many government, legal, and community activities. However, it can often be vulnerable to threats of violence against judges, attorneys, court personnel, government officials, witnesses, juries, and the public. Although it may not be possible to eliminate the threat of courthouse violence, much can be done to minimize the risks. This conference is designed to provide law enforcement and court personnel with effective strategies and best practices to enhance courthouse security on limited budgets.

Security practices are impacted by a number of challenges including budget cuts, complacency of building occupants, and the ever-changing nature of threats. In these challenging times, it is important to remain pro-active rather than reactive. Through the use of best practice strategies, security enhancements can be achieved through the development and implementation of a well thought out security plan.

The 2013 Court Safety and Security Conference will provide participants with tools and resources to enhance security with limited budgets and effective methods to identify funding resources.

Crime Prevention and Physical Security Surveys

About the Training This four-day training instructs participants in the basics of physical security components, their applications in business and industry, and the evaluation of existing physical security in a business. The training is designed for an audience with little or no background in physical security or experience in conducting physical security surveys. Participants will learn about the various forms of physical security available to offer deterrence, delay, and denial to an intruder. The training continues with instruction on the elements of completing a security survey and concludes with a hands-on experience of conducting an actual survey on an area business while working with a partnering classmate. Lock Picking for Law Enforcement

About the Training Participants in this 1.5 day training will be instructed in the basics of picking and opening standard (non-high-security) pin tumbler and disk wafer locks. Pin tumbler locks are the most common lock in America, found on practically every residential, apartment, security gate, and business door, as well as padlocks. Disk wafer locks are commonly found on alarm box panels, desk locks, file cabinets, and utility boxes. Upon completion of the training, participants in normal physical condition will be competent to pick locks.

Lock picking offers law enforcement personnel with solutions for: hostage rescue entry, destructive door entries, expensive door repair bills, noise-generating breach entry, out-swinging doors on drug raids, apartment perimeter security gates, home lock outs, technical device insertion, locked file cabinets and locked desk drawers. All participants are issued a six piece, custom-designed lock pick set and leather case. Participants also leave the training with a door lock cylinder for after-course practice.

About the Training Why do people take their own lives? How do I ask someone if they are feeling suicidal? What do I do if they say they ARE suicidal? How do I deal with the strong emotions suicide generates? This training will provide answers for these and many other questions crisis interventionists have about suicide. About the Training The challenges of decision-making and leadership during a crisis are evident throughout the Battle of Gettysburg and pertinent to law enforcement today. Law enforcement officers eager to learn about leadership will review the film, “Gettysburg,” based on the Pulitzer prize-winning book Killer Angels by Michael Shaara. About the Training How many officers must be put on the street each day to reach agency goals? How many officers must be assigned to patrol? What is the most efficient deployment for existing staff? These are just a few of the difficult questions that law enforcement managers must answer and defend in the midst of budget scarcity and a nationwide shortage of police candidates. The abduction of Elizabeth Smart was one of the most followed child abduction cases of our time.

Elizabeth was abducted on June 5, 2002 and her captors had controlled her by threatening to kill her and her family if she tried to escape. Fortunately, the police safely returned Elizabeth back to her family on March 12, 2003 after being held prisoner for 9 months.

Through this traumatic experience Elizabeth has become an advocate for change related to child abduction, recovery programs and National legislation.

Elizabeth triumphantly testified before her captor and the world about the very private nightmare she suffered during her abduction, which lead to conviction.

Elizabeth is currently involved in the “Elizabeth Smart Foundation”, and she has helped promote The National AMBER Alert, The Adam Walsh Child Protection & Safety Act and other safety legislation to help prevent abductions. Elizabeth is also a News Correspondent for ABC News.

In her presentation, Elizabeth will share her story and discuss topics such as overcoming extreme adversity and not allowing your past to dictate your life’s future.

Training was developed by former Secret Service agents and is based upon the techniques of the elite “Presidential Protection Unit”. About the Training This 4-hour training will consist of both classroom and behind-the-wheel sessions. The classroom session will include new traffic statutes, court decisions, department policy, Act 88 and Intervention Options for Emergency Vehicle Operation. This training covers new competencies established by the Law Enforcement Standards Board for 2011.

The behind-the-wheel session will include a simulated pursuit that will end with a roadblock, channelization or use of a tire deflation device. A Precision Immobilization Technique (PIT) maneuver will be conducted with officers acting as the back-up units. The session will conclude with a cumulative skills assessment.

How do I know if I have an account with FVTC?

You can click “Forgot your ID or Password”.

You may then search by ID or SSN.

Click “Forgot your ID or Password” to search for your account. If you do not have an account, you will receive a message stating the information you provided is not found in the system.

Registration FAQs

What if I know my student ID number, but the system does not recognize my date of birth?

Your student account may have been set-up without your date of birth information. This will need to be added by FVTC staff by contacting the Help Desk at (920) 735-5644.

What if I am the training coordinator and I need to register several people?

You can ask each person to register and add you (training coordinator) as the approving authority. Another option is to become set-up as a training coordinator to register multiple people and create new accounts.

How do I become set-up as a training coordinator?

If you would like to become a training coordinator in the FVTC registration system, email cjregister@fvtc.edu to request the Training Coordinator Form. As a new coordinator, you will have to validate your account before any of the training coordinator tools will be available to you. You will receive an email containing a code you will need to use. You will now be able to log into the system to register multiple individuals.

Should I be providing my agency information or my home information?

You should provide your agency information as it may be included on a class roster.

How will I know if my registration was received and approved?

You will receive an email at the time you register indicating that your registration is pending. You will receive additional emails once you have been approved and confirmed in the class. The approving authority listed will receive copies of these emails as well.

What happens if I am on the wait list?

When an individual drops from the course, we offer their seat to the next person on the wait list. We will contact an individual directly via phone or email.

When can I make my travel arrangements?

Once you have received the e-mail confirming your attendance in a class, you may then make your travel arrangements. Do not make arrangements before receiving this e-mail, as you may not have a seat in the class. Registration does not equate to confirmation.

How do I make a substitution in attendance?

You will need to email the general registration email address listed on the training page with the following information: individual currently registered and full name of the substituting individual. You will then need to drop the person no longer coming and register the new person.

What if I need to withdraw from a training?

Please return to the “MyTraining” portal, and use the drop feature. You can find the drop button by logging in, clicking on “MyClasses” and locating the name of the class. The drop button will be next to the listing. FVTC will refund course fees if participants cancel prior to the training date. Participants who do not attend, or cancel registration on/after the training date, are responsible for the full payment. If the course is cancelled by FVTC, participants will receive a refund. If you paid by credit card, the processing fee of 2.75% is non-refundable.

If you are a training coordinator and wish to withdraw a student, log-in to your Training Coordinator Tools and select Drop a Student under the Enrollment History menu.

What if my class gets postponed or canceled?

FVTC will make every effort to ensure classes run. In the event of low enrollment or other extenuating circumstances, FVTC may be required to postpone or cancel a class. In the event a class is postponed or canceled, students will be notified in advance. Students will be given an option to enroll in the course at a later date or receive a full refund (less 2.75% credit card charge fees if applicable).

Making A Payment

How do I make an online payment?

Once you have registered for a class using the online process, go to the “Make a Payment” link and follow the instructions.

What credit cards does FVTC accept? Explain the reason why the college will not accept Visa as a payment source? Master Card, Discover and American Express are the only credit cards that FVTC will accept. Visa is not accepted due to high fees charged back to the college. Credit card refunds (cost of class only) are sent by check to the student, not credited to the student’s credit card.

The 2.75% credit card fee is non-refundable. Student will see the full charge to their credit card.

Can I have a bill sent to my agency?

Yes. When using the online process, go to the “Make a Payment” link and follow the instructions, using your agency’s billing information.

When are invoices sent to students or organizations?

Student invoices are sent approximately the 15th of the month. Organization (3rd Party Billing) invoices are sent approximately the end of the month.

Who do I make the check payable to and where does it get sent?

The checks can be made payable to “Fox Valley Technical College” and sent to: Fox Valley Technical College Attn: Enrollment Services 1825 N. Bluemound Drive PO Box 2277 Appleton, WI 54912-2277 If you are mailing a check, please indicate the name of the participant(s) along with the class number and student ID number(s) if applicable. This will assure proper application of the payment to your agency’s account.

MEETING ROOM TEMPERATURES Meeting room temperatures can vary. If you are more sensitive to cool temperatures, we recommend dressing in layers or bringing a sweater or jacket.

CONTINUING EDUCATION HOURS Because each state often has different continuing education requirements, we are not able to provide prior approval for continuing education units (CEUs).

When available, we do list the available continuing training hours in our course materials. In many cases, participants have been successful obtaining CEUs by submitting a copy of the FVTC event agenda and their certificate of completion to their appropriate certifying agency. Participants can also obtain an official FVTC transcript listing all completed FVTC training. To obtain an official transcript, call the toll-free hotline at (847) 716-3005.

AIRPORT INFORMATION If your training is located at Fox Valley Technical College’s Appleton Campus, students are encouraged to use the Outagamie County Regional Airport (ATW); a state-of-the-art regional airport that offers daily flights to six major hubs, and is just five minutes away from Fox Valley Technical College. Airlines include Allegiant Air, United and Delta. Ground transportation is available via rental cars (Hertz, Budget, Avis, Enterprise & National/Alamo) and some hotels offer shuttle bus service.
