City Council Update Shanine Sealey, Martensville Messenger

As we begin September, Martensville City Council is officially back to hosting two Regular Council meetings and one Committee of the Whole meeting each month. The first meeting of the month took place Tuesday, September 4th. The main topic of the meeting was concerning City finances with a presentation from Director of Corporate Services Leah Bloomquist about investing City funds. Currently City funds are earning an interest rate of 1.25% within a regular banking account and earned $113,000 in 2017 and $96,000 in 2016. Having been approached by an investment firm, along with financial institutions, Bloomquist brought information to Council for discussion earlier this year regarding taking funds set aside in reserves for restricted uses and investing the funds that would not be required for day to day operations outside of the regular banking account, where they would have the opportunity to earn a higher rate of interest. In order to have this approved, Council would be required to establish a policy and approve it by bylaw. This item was first brought to Council in May of 2018 where Council requested that administration draft and bring forward a policy for review and approval. At the August Committee of the Whole meeting, more information was requested from Council regarding the selection of investments and vendors and details on what other municipalities are doing for their investments including length and limits. Bloomquist noted to Council that other municipalities did not limit terms of investments within their bylaws or specify investment manager/financial institution selection within their bylaws either. Instead, a Procedures Section had been added in order to clarify who would be responsible for investment selection in line with the objectives of the bylaw. A public hearing will be held at the September 18th Regular Council Meeting and following this, Bloomquist recommended that Council review the provided Investment Policy Bylaw draft.

The Personnel Committee is very comfortable with the appointment and look forward to his knowledge as the City grows. “We are very confident that Matt will be the right person to lead our Infrastructure & Planning Department” said Scott Blevins, City Manager. Scott also added, “I look forward to his knowledge and insight as part of the senior management team to assist with guiding the future of Martensville.” Matt has done an excellent job in the acting director role which has given us confidence to appoint him as a permanent director and a leader in our organization. Show Stoppin’ Weekend in Martensville Shanine Sealey, Martensville Messenger

The annual Martensville A&W Valley Street Stock 100 will be taking place Saturday, September 8th . This popular event provides something for everyone and brings a wide array of dazzling vehicles to the streets of Martensville. The day will be kicking off with a driver’s breakfast at A&W from 9am-11am where fans get a chance to meet their favorite drivers and have autographs signed. Following this, the show and shine will take place along Centennial Drive North from 11am-3pm, where City employees will work to direct traffic through as a portion of the road will be closed to display the vehicles. At 5pm, race fans can begin entering the gates at Wyant Group Speedway in preparation for the big event! The race will begin at 6pm and will include Mini Stock, Sask Legends, Pro Truck, and of course the highly anticipated Cruisin’ the Dub Street Stock. During intermission, keep an eye out for the highly recognizable A&W Root Bear and friends as they will be handing out balloons for the children in attendance. You can also enjoy the race sponsor victory lap which gives those that helped make this event happen a chance to take to the track themselves - although at a much lesser pace than the race vehicles! Those looking to attend the race can be sure to have a great time. Tickets can be purchased at the gate, or at participating Saskatoon Shell stations. Children 12 & under can attend for free! While at Wyant Group Raceway, keep an eye out for members of the local Lion’s Club as they will be selling race programs.

Martensville Collective Health and Wellness Offering New Opportunities for Patients Shanine Sealey, Martensville Messenger

Martensville Collective Health & Wellness (MCHW) has now been a big part of the community since November of 2014. Since opening, Allison and Trevor Adamus have been working hard to ensure their dream of operating a collaborative health system under one roof within the community continues to grow. This dream has provided local residents with the opportunity to receive both their healthcare and physiotherapy needs within MCHW, with plans to continue providing new opportunities in the future. Initially, MCHW had one doctor available – Dr. Allison Adamus – however, the demand for more doctors was clear, proven by an ever-growing waiting list, so the work began to bring more doctors to the community of 10,000. Although the need was there, Adamus did not have an easy road ahead when it came to recruiting new doctors to Martensville, with one of the hurdles being the proximity of the community to Saskatoon. A policy was in effect through the Ministry of Health that prohibited new family doctors that finished their degrees out of the country from practicing medicine in Saskatoon, Regina, or communities within a certain proximity to the major cities, which included Martensville. Additionally, with Saskatoon offering more convenience when it came to health services such as labs, X-ray, etc. and Martensville being excluded from the Rural Physician Incentive Program, which provides doctors with up to $120,000 over the course of five years in communities of 10,000 or less, Adamus decided it was time to work to make changes. Adamus sent numerous requests to the Ministry of Health to have modifications made to the current system that would allow and encourage doctors to practice medicine within “bedroom communities”. Initial requests were denied; however, that did not stop Adamus from pursuing her goal.

After contacting the Saskatoon Health Region and the Ministry of Health and pleading their case, Adamus asked that they look at the sheer need for doctors within the growing community. The constant flow of patients and the mounting waiting list was proof that although geographically close to Saskatoon, the residents of Martensville were looking for a more convenient option within their community. The hard work paid off and now MCHW currently offers four doctors, and are currently accepting new patients. With a new contract provided through Saskatoon Health Region, Adamus is excited as this is the first year that Martensville has been eligible as a community. Since then, MCHW now has along with Dr. Adamus, Dr. Amanda Walker practicing medicine within the clinic. Walker, who currently has a full patient load, completed her undergraduate training and graduate studies in Animal Science, made the transition to the medical profession and received her medical degree from the University of Saskatchewan, and specialty training in Family Medicine at the University of British Columbia. In April of this year, it was announced that there would be two new doctors coming to MCHW; Dr. Asiwa Obishai and Dr. Matthew Wong. “The addition of two new doctors is just amazing and it means great things for our community and for our clinic and the services that we are able to provide,” Dr. Adamus said. Prior to the two new doctors joining MCHW, they met with representatives from the City of Martensville to discuss incentive support due to their individual circumstances. At the May 1st City Council meeting, Dillon Shewchuk, City of Martensville Community Economic Development Manager explained that one doctor was relocating from overseas, the other was a new graduate and both had expenses. Negotiations had taken place to help each of the doctors in their move to MCHW. The agreement included an incentive of $10,000 for the first doctor, which

was based on a two year commitment, and for the second doctor, a $10,000 package consisting of $2,500 cash and a $7,500 interest free loan with an additional $2,500 forgivable if a four year commitment was fulfilled, was provided. continued on page 4.......

Obishai, who grew up in Lagos – Nigeria’s commercial capitol, decided to pursue medicine in order to make a positive difference in the lives of people. After obtaining his primary medical degree from the College of Medicine at the University of Lagos, as well as his pre-registration year as a houseman, he then worked in government and private health sectors as a medical officer. “I had a keen interest in reproductive health and worked for an international non-government organization for a number of years helping to integrate reproductive health care, HIV prevention and patient informed choice,” Obishai explained. In 2003, Obishai moved to the UK where he completed his postgraduate training in family medicine in 2007. The decision to come to Martensville was based on the fact that Obishai was looking to practice medicine in a location that was similar to his experience in the UK, and Martensville Collective Health and Wellness offered that. Obishai noted that thus far, his experience in Martensville has been quite interesting, considering he has been working within a different health system for many years. “Patients are warm and friendly and want to work in partnership with the physician. I have had genuine interest from patients wanting me and my family to settle within the community with ease. It has been a welcoming place for us,” Obishai added. Law Enforcement Focuses on School Zones in September Shanine Sealey, Martensville Messenger

School is back in session and SGI is reminding motorists to be cautious when driving through School Zones. During September, there will be a focus from law enforcement on school zones. Of course safety is priority number one. As children head back to school, the streets within the community are sure to be bustling, especially the streets surrounding the schools. Mornings as school is starting, and afternoon when school lets out are typically the busiest times; however, it is important to be cautious at all times. If caught driving over the speed limit within a school zone, drivers can expect a hefty fine. Fines for speeding in school zones are actually higher than regular tickets, and this number was recently increased. A vehicle found to be exceeding the speed limit by 20km/h can expect a $310 ticket, and those going 40km/h over would see a $570 fine. Let’s all do ourselves a favour and obey the law in order to avoid unnecessary expenses. In a recent news release from SGI, they remind motorists that the faster a vehicle is travelling, the more likely it is to kill or injure a pedestrian in a collision. “One study found that a vehicle striking a pedestrian at 50km/h results in a fatality 55 per cent of the time.” In addition to this, higher speeds can make it difficult to react in time, lowering your ability to stop in time to avoid a collision. “Many of the pedestrians in school zones are children who are smaller, more vulnerable and don’t always follow the traffic rules,” said Penny McCune, Chief available, Operating Officer of the AutoCustom Fund.Window “It’s Packages important that Custom Window LabourPackages Included! available, motorists lower their speed, yield to pedestrians and watch Labour Included! A total of 230 drivers were ticketed for speeding through school zones, with one driver being clocking in at 91km/h, earning them a $921 ticket. They also received an additional $175 ticket for not wearing a seatbelt. In addition to the speeders, SPS handed out tickets to 59 drivers that were using their cell phones while driving. It is important for parents to explain to their children to be cautious when crossing roads and ensure that drivers see them before stepping into the streets. Remember, school zones are in effect from September to June and are active from 8:00am -5:00pm Monday to Friday.

Something Needs to Change at RM Level

One of the most bizarre reactions from Saskatchewan conservatives this summer was their cheering over new Premier Doug Ford reducing the size of Toronto city council. Whether there are, indeed, too many Toronto councillors is tough for us out here to determine, but if one agrees solely based on Ford’s belief that voters have never said we need more politicians, this is a very inconsistent position for many. Notwithstanding its purported belief in smaller government, it was the conservative-minded Saskatchewan Party government that increased our legislature by three MLAs to 61 members prior to the 2016 election. It’s also the belief of the Sask. Party government and its supporters that we don’t need to reduce local rural municipal government because things are just fine. Suffice to say, there is a lot of inconsistency here, not to mention a little outdated thinking. For example, if the government is demanding more efficiency by reducing health governance and administration, shouldn’t the same thoughts be applied to RMs where a dwindling rural farm population makes the need for a council for every 36-square mile block rather out-dated. Let’s accept, at least for the moment, the Saskatchewan Association of Rural Municipalities (SARM’s) yet-to-be-substantiated argument that low-paid local reeves, councillors and RM administrators remain more efficient and less costly than a large county system like in Alberta, and let’s further accept the more important argument that more rural reeves and councillors are actually what the people want. But does that automatically mean we are getting the best possible representation at the rural municipal level right now? Shouldn’t we at least consider ways of helping RM reeves and councillors do their jobs better? Consider the biggest issues facing local rural politicians right now - issues like environmental regulations and rural crime. It’s tough for politicians to effectively deal with these issues at any level, but the issues are even tougher when you represent a small jurisdiction of only a couple hundred people. One thing that could benefit local, rural politicians is more training and guidance similar to what the Saskatchewan Urban Municipalities Association provides. SUMA even makes available to them “summer school” classes on everything from media relations to conflict management. As part-time politicians, one can see why RM representations would have neither the time nor inclination to partake in such training. After all, the day-to-day worry for many RMs is still graving and gravelling. That said, things have become increasingly complex in local government administration, especially when it comes to conflict resolution for RMs butting up against urban settings. This has long been an issue in RMs like Corman Park and Sherwood just outside of Saskatoon and Regina, respectively. The latter has had significant political upheaval over land development issues. However, we are now seeing similar issues moving into other near-urban RMs, the most recent example being, McKillop where there’s a pitched battle between local farming interests and those of cottage owners on the east side of Last Mountain Lake. After petitions to local RM council and the provincial government over democratic representation issues that will likely be settled in the courts, things have gotten even uglier this summer. It was learned last month that McKillop ratepayers will face huge tax increases of as much as 76 per cent over what many are claiming has been questionable RM spending. So serious is the matter, Government Relations Minister, Warren Kaeding, has appointed Carol Ingham, a former public administrator, to "undertake a high level look into the general operations of the RM". Such issues are increasing at the RM level. At the very least, reeves and councillors need better tools to handle them. Clearly, some things need to change at the rural municipal governance level.

New Impaired Driving Laws in Effect for Saskatchewan

As of September 1st, Saskatchewan residents are now facing tougher laws when it comes to driving under the influence of alcohol or drugs. The Traffic Safety (Miscellaneous) Amendment Act 2017 and The Miscellaneous Vehicle and Driving Statutes (Cannabis Legislation) Amendment Act, 2017 were both passed in the Spring sitting of the Legislature and come into effect Sept. 1. Consequences for impaired driving now are even tougher in Saskatchewan, including stronger penalties for drug-impaired drivers and for impaired drivers who transport children. “It’s never OK to drive impaired, whether it’s by drugs or alcohol,” Minister responsible for Saskatchewan Government Insurance (SGI) Joe Hargrave said. “This new legislation reflects the seriousness of this offence, with more severe punishments for drug-impaired drivers, and those who make the bad decision to drive with children in the vehicle.” As of Sept. 1, zero tolerance for drug impairment will apply to all drivers. Zero tolerance means that drivers should not get behind the wheel with any level of impairing drugs in their system detectable by a federally-approved screening device, or a standardized field sobriety test. The province has also updated legislation and regulations so that tough administrative penalties that impaired drivers in Saskatchewan faced under existing legislation will also apply to anyone charged under three new federal drug-impaired driving laws. There will also be longer vehicle seizures for impaired drivers with passengers under 16 years of age in the vehicle. In addition, experienced drivers who are impaired and transporting passengers under 16 will face longer roadside licence suspensions. Penalties include: Drug-Impaired Driving • Zero tolerance for all drivers • Immediate licence suspension • Vehicle seized for up to 60 days • Licence suspension for up to 5 years if convicted Impaired Drivers with Passengers Under 16 • Vehicle seized for up to 60 days • Licence suspended for up to 120 days • Licence suspension up to 18 months for new drivers Police can tell if you’re driving while high and if they suspect that a driver is impaired by a drug or alcohol (or a combination of both), they can demand that the driver take a standardized field sobriety test or use a roadside screening device. If the driver fails the field sobriety test or registers a failure on the roadside screening device, they can have their vehicle seized and licence suspended for at least three days. If the officer has reasonable grounds to believe that a driver is impaired by a drug or alcohol, they can demand that the driver submit to an evaluation conducted by a Drug Recognition Evaluator (DRE) or a breath test at the police station. If a driver subsequently fails a DRE, or exceeds .08 blood alcohol concentration, that triggers Criminal Code charges, which results in a minimum 30-day vehicle seizure, an indefinite licence suspension until the charges are dealt with, and – upon conviction – potential fines, jail time, ignition interlock requirements and driving prohibitions. The goal was to have the new laws in effect prior to the October 17th legalization of marijuana. Although marijuana will be legalized, it is important for drivers to know that they cannot drive with any level of Tetrahydrocannabinol (THC) in their system. THC is the main psychoactive ingredient in cannabis, and the Government has plans to have a roadside saliva test with a Draeger device to test for levels of THC available to law enforcement agencies. It doesn’t matter if a drug is legal or not. If it impairs your ability to drive safely, don’t get behind the wheel. Prescription and over-the-counter drugs can also make you impaired, and combining drugs with alcohol increases impairment.

THIS WEEK IN SPORTS

Keep the Community up-to-date on your team scores, events, photos and tournaments. Submit material to jhayward@sasktel.net or drop it By Tyler Janzen off at the Martensville Messenger One of the best weekends for CFL fans is Labour Day long weekend because it’s Office at the Bayrivalry #7 - 301 Centennial all about games. Calgary and Edmonton in the Battle of Alberta, Toronto and Drive North to be included in our Hamilton in the Battle of Ontario, and the two teams with the loudest and rowdiest fans in the Janine Hayward weekly sports report. league, Saskatchewan and Winnipeg all clashing in the same long weekend. Martensville Messenger

This week started with a bit of a sleeper between the Ottawa RedBlacks and the Montreal Alouettes in which only one team managed to find the end zone. Alouettes QB Antonio Pipkin punched in a 1-yard touchdown in the final minutes of the third quarter for the games only TD. Pipkin lead Montreal to their second straight win which might keep Johnny Manziel on the bench for a while longer. The win ties the Alouettes with the Toronto Argonauts who got thumped in a much more exciting game on Labour Day 42-28 to the Hamilton Tiger-Cats. Hamilton improved to 5-5 on the year and now sit one win away from the RedBlacks for first in the East. In the West Zach Collaros put together a late drive to seal a win for the Saskatchewan Roughriders 31-23. Kyron Moore highlighted the game for the Riders with a 91-yard punt return TD in the second quarter. With the win the Riders leap frog the Edmonton Eskimos for second in the West with a 6-4 record. Winnipeg on the other hand has now lost three in a row and may have a chance at crossing over to the East for playoffs as they have a 5-6 record. The Calgary Stampeders couldn’t take advantage of Edmonton’s turnovers but just taking Mike Reilly off the field may have been that little extra they needed to win the game. The Eskimos were leading 17-13 at the half but turned the ball over three times in the second half and allowed the Stamps to kick a game winning field goal with no time left on the clock. Calgary fans were a little worried however when quarterback Bo Levi Mitchel seemed to buckle his knee in the third quarter causing him to be examined by medical staff. Back-up Nick Arbuckle came in to finish the series and would start another one before Bo Levi would return sporting a large brace on his left knee. My pick for Labour Day went 3-1 bringing my record to 30-16 on the year. For the Labour Day re-matches my picks are BC, Calgary, Hamilton, and Saskatchewan in the Banjo Bowl in Winnipeg.
