Annual Regional Race a Success
It was a beautiful day for the third annual Regional Race put on by the City of Martensville, the City of Warman and SREDA (Saskatchewan Region Economic Development Association) on Saturday, September 14th. Approximately 109 people participated in the event, which was up from the previous two years. “We had very good sponsor and community support this year that helped grow the event,” Dillon Shewchuk, Community Economic Development Manager said. This 10km run is a way to encourage people to get active and promote the communities of Martensville and Warman. This year the run started in Warman and ended in Martensville, creating an opportunity for runners to go through both cities to see all the amazing things that they have to offer. Each year, the start and finish lines alternate between the communities. “The purpose of the event was to see our region from a different perspective to show the close vicinity of our communities, appreciate that closeness and to showcase this area to people who may not be really familiar with Martensville/Warman,” Shewchuk explained. The idea behind this event was born at SREDA, who were looking for a new, creative way to showcase the close proximity of the two communities.

How Can You Help Prevent a Sewer Line Backup?
• Do not pour grease or cooking oil down the drain. Instead scrape out or pour cooking oil and grease into a container or plastic bag and dispose of it in your kitchen garbage. • Do not dispose of large absorbent items like paper towels, diapers, baby wipes or feminine products, down the toilet, these are not items that disintegrate like toilet paper will, including “flushable” wipes. These products should be disposed of in your garbage. • Kitchen garburators increase the amount of organic material in the service lines. Depending on the condition of the service line, organic material can stick to the lines and over time cause blockages. Compost your organic material instead. To help prevent a sewer backup, be mindful of what goes down the drain. Your pipes are not built to handle most food items and will almost always cause a blockage in the short or long term. When in doubt, properly dispose of these items by throwing them away.
Vehicles Parked ‘Left of Centre’
Vehicles parked on the wrong side of the road is an illegal and unsafe practice and is controlled by local bylaws and the Provincial Traffic Safety Act. The Martensville Traffic Bylaw 17-2015 states: 3e(vii) No person shall park a vehicle on any street to the left of centre (wrong way). Enforcement of this bylaw will be increased in response to resident complaints. The penalty for parking the wrong way is $120. The annual VMS Welcome Back Family BBQ was held this past Thursday, Sept. 12. Over 400 students, parents and staff came out to enjoy a beautiful night of food and getting acquainted/reacquainted with new and past students and parents. Martensville’s Fire Department was on hand to cook the hot dogs and the VMS School Community Council organized the rest. “ We have such a great family feeling here at the school so what better way to welcome back our kids than a bbq”, said Rhonda Toth VMS’s SCC Chairperson.

Lane and General Clean-up has now been scheduled. This program is provided to help eliminate accumulated trash and debris in lanes, the City yard waste depot and contractor dumpsters. This program is intended for residential household waste only and not commercial or industrial waste. The schedule is as follows: Residents that live North of Main Street will have their items picked up the week of September 16th-20th. All items will need to be out by September 16th - 8:00 AM. Council Gets Request to Allow Beekeeping Within Martensville City Limits Shanine Sealey, Martensville Messenger
The City of Martensville held the final Council meeting for the month on September 17th. The meeting began with a delegation from George Stepple and Brandon Cressman who wanted to speak to Council regarding the allowance of beekeeping within City limits. They provided examples of other communities within Saskatchewan and Canada that have allowed this and have seen positive benefits. By allowing this, those interested in becoming a beekeeper would be required to be registered with the Saskatchewan Apiculturists. Other communities that have this in place include Saskatoon, Warman, Moose Jaw, Wadena and Prince Albert. They recommended that Martensville remove the current bylaw that is in place that restricts beekeeping within the community and instead replace it with a “bee friendly” bylaw. “We believe restrictions and bylaws are still health reminders to not go overboard on any endeavor,” the report to Council stated. Based on their research, a replacement bylaw was provided. Next on the agenda was a report from various departments within City administration. Scott Blevins, City Manager noted that the committee in charge of the new recreation facility that is planned for Martensville met with aodbt and Wright Construction to discuss the next steps required and a timeline for the project. Ted Schaeffer, Director of Recreation and Community Services, stated that the outdoor rink replacement has commenced and that the area is being leveled prior to the installation of new boards and mesh. Schaeffer also mentioned that the KidSport playhouse raffle raised $9155 for KidSport, which will be kept in the community to help local children participate in organized sports. Items that were discussed at last week’s Committee of the Whole meeting received formal approval from Council including; a request for a retroactive tax abatement at 709 & 713 Centennial Drive North and a newly created Ice Use Policy for the Martensville Sports Centre. Council also approved an Official Community Plan Update, which has policies in place that will help in providing certainty to existing and future developments. In the information provided to council it explained that an Official Community Plan (OCP) is a comprehensive policy document designed to guide the physical, environmental, economic, social and cultural development of the municipality. This will cost the City of Martensville a total of $92,438, with $50,000 coming out of the 2019 budget, and the remainder being accounted for within the 2020 budget. Martensville Police Standoff Ends Peacefully

On Thursday, September 12th, a negotiation operation by Saskatchewan RCMP caused an increase in police presence in Martensville, SK. A potentially armed adult male barricaded in a residence threatened to harm himself and the police. Police set up a perimeter around the residence and evacuated nearby residences. The perimeter included: 2nd Avenue North to the west, 2nd Street North to the south, Anna Crescent to the east and 3rd Street North to the north. The public was asked to avoid the area and respect directions provided by police officers on the scene. Martensville RCMP, Saskatchewan RCMP Emergency Response Team (ERT), Police Dog Services and a crisis negotiator were brought in. Throughout the hour’s long ordeal, police were working with the male to resolve the situation peacefully. Shortly before 8am, Saskatchewan RCMP officers safely took the adult male into custody. Police remained on scene following the arrest. On Monday, September 16th, Martensville resident Keith Rodney Starling Korol appeared in court facing the following charges in relation to the incident: • Uttering threats to cause death Sec. 264.1(1)(a) of the Criminal Code; and • Unsafe storage of a firearm Sec. 86(2) of the Criminal Code.
Saskatoon Police Respond to Multiple Overdoses Over Two Day Period
Between September 13-14th, 2019 Saskatoon Police Service Emergency Service crews responded to 5 overdoses within a 30 hour period. Four of the overdoses were a result of alleged illicit drug use, including one death. The SPS continues to warn the public that any drug taken which has not been prescribed by a doctor, or dispensed by a pharmacist, poses a very serious risk of injury or death. Anyone with information is asked to contact the Saskatoon Police Service at 306-975-8300 or CrimeStoppers at 1-800-222-8477. Saskatoon Police are continuing to investigate overdoses and as a result of further investigation, Police have determined that in addition to the five reported overdoses from the weekend, there were another four previously reported since September 8th. Police are continuing to investigate the death of a female on September 14th. Naloxone was administered at the scene and she was taken to hospital where she was pronounced deceased. The drug involved has not been identified. In four of the reported overdoses, the drug that was knowingly consumed was identified as fentanyl, and heroin was identified in a fifth. Police continue to remind the public that any drug that is not prescribed by a doctor and dispensed by a pharmacist poses a serious risk of injury or death. Police also wish to remind the public that in May 2017, the Good Samaritan Drug Overdose Act became law. The Act provides some legal protection for individuals who experience or witness an overdose. It is part of a comprehensive public health approach to substance use and a strategy in harm reduction. The Act does not protect the dealers or those trafficking the controlled substances. Anyone with information on the recent overdoses is asked to contact Saskatoon Police at 306-975-8300 or Crime Stoppers at 1-800-222-8477.

Martensville Roadways Closed For Rehabilitation

The City of Martensville has had a detour in place at the intersection of Main Street and Centennial Drive as crews work to repair and rehabilitate that section of roadway, which will include new ashphalt on Centennial Drive and 1st Street South, full rebuild of Main Street between Centennial Drive and 1st Avenue, connection of two catch basins and a trench drain to improve drainage. The initial work was scheduled to begin this past July; however, once underground utilities were exposed, it was discovered that they were substantially outside of where the locators and record drawings had them located. The actual locations of these utilities conflicted with the storm sewer design which required redesign and a project scope change. Work was scheduled to start on Monday, September 9th and has a scheduled completion date of October 7th, depending on weather conditions. Work for this project will be completed in phases in order to allow the intersection of Centennial Drive and Main Street to remain open and to reduce the impact on motorists as much as possible. “We will make sure that Centennial Drive and Main Street won’t be shut down at the same time,” said Ted Schaeffer, Director of Recreation and Community Services at Tuesday’s Regular Council meeting. The initial phase of the project included the closure of Centennial Drive South from Main Street to 1st Street South. As of Monday, September 16th, a section of roadway on Main Street and Centennial Drive has been closed to traffic as contractors continue with the installation of the store sewer along Main Street. Once the storm sewers are installed, pavement repairs will begin. Updates can be found by visiting www. martensville.ca, or visiting ‘City of Martensville’ on Facebook. Construction area and detours can change frequently so drivers are reminded to slow down and be mindful of all signage, barricades and detours.

Three Vehicle Collision in Warman September 11th, 2019 at 8:50 a.m. RCMP responded to a 3 vehicle collision in Warman. One vehicle was towed and there were no reported injuries. The matter is still under investigation but alcohol was not a factor.

Wendy Staples, owner of Curves in Martensville collected 1065 pounds of donated clothing and 8582 pounds over the last five years to Diabetes. Curves as a whole has donated 135,640 pounds of clothing in the five years as well. Election an Opportunity For a Meaningful Conversation
On the eve of last week’s election call, Saskatchewan Premier Scott Moe talked about this campaign as one that will either mend or further tear the fabric of our nation. “This is the crossroads that we are faced with this fall: Do we want to move forward as these regions of Canada, bickering amongst one another talking about who’s closer with the federal government?” he told the Regina Leader-Post’s Arthur White-Crummey. “Or do we want to actually set our differences aside and move forward as one strong nation, as a nation that is really proud of one another and proud of all our regions of Canada and how we create our wealth?” In a federal election campaign expected to be nasty, made much more so by the echo chamber that is social media, Moe’s words should resonate with us all. Polite political conversation has often ended with “they’re all the same” or “they’re all bad.” It was always good form for those who subscribed to the bygone notion that religion and politics to provide answers with which all could agree. Well, in this era of social media, polite conversation doesn’t much exist anymore. Tune into Facebook or Twitter and one quickly discovers no shortage of hardened political opinions that aren’t to be dissuaded by reasoned conversation. While the Internet and the social media craze it spawned was supposed to be the great democratizer, one obvious problem is the way it seems to confine people to their own silos where they choose to only listen to others who share their views and with whom they always agree. It’s why they call social media an echo chamber and echo chambers can be a dangerous place when people living in them insist on hearing only what they want to hear. It is as unhealthy as allowing your kids to eat only what they want to eat. This takes us back to the bigger issues Moe is talking about during this election campaign, the notion that we are at a crossroads and that we need to set partisanship and personality aside and start thinking about how to build a country. If ever we needed critical thought and respective, meaningful debate, now would seem to be the time. This is not to say that voters shouldn’t have strong convictions, especially, when it comes to what they think is right for themselves and others in their areas. In areas like rural Saskatchewan where dwindling towns, small city and farming populations are a reality, it’s more important than ever for people to stand up and have their voices heard. That said, Moe isn’t talking about sacrificing core beliefs this campaign. Or at least, that certainly isn’t what he intends to do. “I’ll call ‘em as I see ‘em, and the same will hold true through the federal election campaign,” Moe said in the Leader-Post interview. That said, the Saskatchewan Premier noted there is a need to “recognize provincial plans” including “strong action in our specific regions” on issues like climate change. Obviously, he was referring to his government’s own opposition to a national carbon tax and how a country can be divided because regions don’t understand each other’s economic interests. Surely, this has been one of the true frustrations driving Western alienation the past four years. But it cuts both ways, requiring those of us out West to understand during this national election campaign that those in other areas who have their own interests that may be different than our own. Elections must always be about ideas, some of which you may disagree but all of which deserve to be respectfully heard. As Moe said, it’s the only way to move forward as stronger nation.

SaskTel Network Expanding To More Provincial Parks And Rural Areas
The Government of Saskatchewan announced SaskTel will continue to build the most robust LTE network in the province with the addition of 15 new macro towers in more rural areas and provincial parks as part of the Wireless Saskatchewan initiative. These towers will continue to fill in coverage gaps in busy provincial parks, along major highways, and in areas with little or no cellular coverage and will be in-service by March 2020. “Our government has an ongoing commitment to ensuring the residents of this province have access to faster and more reliable LTE cellular service,” Minister Responsible for SaskTel Don Morgan said. “As a result of our government’s Wireless Saskatchewan initiative, SaskTel has been able to add these 15 new macro towers and the previously announced 103 small cell sites to enhance coverage in rural communities that previously had little wireless coverage.” “SaskTel understands the need to continue to build out our wireless network to meet the ever-growing demands for better wireless service in rural areas,” SaskTel President and CEO Doug Burnett said. “We are pleased with the progress that we are making on the Wireless Saskatchewan initiative and we will continue to evaluate further expansion to continue adding capacity and improving our coverage areas across Saskatchewan.” Since 2010, SaskTel has completed more than 3,200 initiatives to enhance its wireless network that now boasts more than 800 cell sites across the province.

Tenth Annual Rider Trip Raises Funds For KidSport Shanine Sealey, Martensville Messenger
Numerous local residents donned their Rider Pride on Saturday, September 14th to embark on the annual Family Rider Bus Trip from Martensville. The bus took off from Martensville around 12:30pm and after making a stop at the RedZone in Saskatoon to pick up more fans, began the journey to the province’s capital to watch their beloved Riders take on the Montreal Alouettes. The cost for attending includes transportation, game ticket, lunch, support and a bus load of Rider fun. “We had a ton of energy on the bus, great weather and a Rider win, so all in all, it was a successful day,” Angie Reddekopp, City of Martensville Recreation Coordinator, said. This year was the tenth annual trip, hosted by the City of Martensville, with all funds raised going towards KidSport. KidSport is a program that is in place to help provide financial assistance in order to support youth participation in organized sports. Each year, there are numerous children aged 18 and under that would not have this opportunity if not for the confidential financial support offered through the KidSport organization. “Thank you to everyone that came out to show their support to the Riders and to KidSport. This is an event that we are excited to bring back each year, and once again, it did not disappoint,” added Reddekopp. Details about next year’s Family Rider Bus Trip will be announced shortly after the CFL schedule for the 2020 season is released.

THIS WEEK IN SPORTS
Well apparently there are no “safe picks” in the CFL. Out of the three games on the schedule for week 14, the pick that I put the least thought into was the Ottawa RedBlacks beating the 1-10 BC Lions. Maybe that was my downfall as the RedBlacks have been sliding lately but BC still just hasn’t looked like a good team this season. Until last week however, when Mike Reilly threw for 286 yards and two touchdowns in a 29-5 pounding of the Ottawa RedBlacks. Ottawa is now 3-9 on the season which I guess I overlooked last week and thought they were a better team. This loss opened the door for the Toronto Argonauts to possibly make a playoff appearance. The Argos sit one win behind Ottawa for the final playoff spot in the East at 2-9 but they are really fighting against the Edmonton Eskimos who are 6-6 and fourth in the West. If 4th place in the West has a better record than 3rd in the East then the Western team crosses over and enters playoffs as third in the East. With six games left for Toronto and five for Edmonton, playoffs are not out of the question for the once 0-6 Argos. Now the time I didn’t spend picking Ottawa I put into choosing Saskatchewan and Calgary in two very close match-ups. the 7-4 Stamps taking on the beast from the East 9-2 Ti-Cats. Not going to lie I was worried when Hamilton was up 17-6 at the half. But Bo Levi Mitchell and the Stampeders came storming back, outscoring Hamilton 13-1 in the second half. It all came down to the last minute of the game when the Tiger-Cats had a chance to take the lead on a field goal and Calgary’s Tre Roberson put on a pair of wings to get high enough to block the kick and sealing the victory for Calgary. Calgary is now just two points back of the Winnipeg Blue Bombers for first in the West. Tied with those Stampeders are the also 8-4 Saskatchewan Roughriders who won a thriller against Montreal. The Riders scored 17 points in the final quarter including a 39-yard Brett Lauther field goal with 25 seconds left to put Saskatchewan on top 27-25. With a 2-1 week my picks are now 36-17 on the season. My picks for week 15 are Calgary, Hamilton, Montreal, and BC.
