Martensville Library Re-Opens With Modifications in Place Submitted by Marla Skomar of the Martensville Library

The Martensville Library is once again welcoming patrons to come inside and browse and check out items. The library re-opened its doors on August 31 to in-person visits after operating only a curbside pickup service since June 22. Inside, the library space looks a little different and there are social distancing rules in place to help keep everyone safe. Capacity is limited to 12 persons, so at times, patrons may be asked to wait before entry. Hand sanitizing stations are set up at the entrance and throughout the library. Masks are recommended when visiting the library. Public computer access is available but patrons are asked to phone ahead and book an appointment time. Patrons are asked to come for quick visits and limit touching to items that they are wishing to take with them.

At this time, all library programs are limited to online programs.

Wheatland Regional Library has a series of money related seminars scheduled in September and October. Registration is free and open to all by emailing ProgramManager@wheatland.sk.ca Stay connected with the library on Facebook & Instagram for details of changing hours and when programming may return.

Civic Services During the COVID-19 Pandemic- What you Should Know!

City Hall has reopened to the public, however with some guidelines currently in place.

Continue to utilize online and contactless options when possible. Please do not visit City Hall if you are feeling unwell, experiencing flu-like symptoms or have been in contact with someone who is presumptive or tested positive for COVID-19.

Current Status of Public Facilities as of September 4th Martensville Athletic Pavilion - Open, with occupancy limits City Hall - Open Aquatic Centre- Closed for the Season Northridge Centre - Open for Bookings with Provincial gathering guidelines Heritage Centre - Open for bookings with Provincial gathering guidelines Sports Centre - Open Wheatland Regional Library (located in the Civic Centre) - Open City Staff are available to work with the public via phone or email. Questions or inquiries can be directed to City Hall via phone (306-931-2166) or inquiry@martensville.ca during this time.

Residents and Customers are requested to carry out transactions electronically such as online banking, preauthorized payments or TIPPS. Cheques may also be dropped off in the drop slot at City Hall.

After Hour Water and Sewer Emergencies - should still be directed through the Emergency line at City Hall, (306) 931-2166, ext.1.

Protective Services - There are no changes in duty or status to Protective Services such as the RCMP, Martensville Fire Department, and Ambulance Service.

Water and Sewer - These services remain unimpacted and unchanged, including water quality testing. Meter reading will continue to take place under the Read/Estimate schedule; however, staff will not be doing reads of meters located inside of homes or occupied buildings. In these cases, estimates will be taken or reads can be provided into City Hall. In respect to water and sewer emergencies, city staff may not be able to enter resident homes at this time and private contractors should be considered.

Water Meter Read/Estimate Schedule - Normally the Read/Estimate Schedule that takes place from October-April would be completed and the entire City would have water meter reads completed by City of Martensville Meter Readers. However due to the COVID-19 crisis, the Water Meter Read/Estimate schedule continues to be extended into foreseeable future Garbage and Recycling - Services remain in place and on schedule with no anticipated service delays at this time. Organics collection has also commenced.

Road Maintenance - will continue as required and is not expected to change at this time.

Playgrounds and Sports Fields - Playgrounds are currently open. The Spray Park is open.

Sports Fields have reopened but users should continue to follow activity guidelines as may be provided under the Provincial Re-Open plan.

Trails and passive park spaces remain open for use, but we continue to urge residents to incorporate safe practices.

Utility and Property Tax Updates - The City has implemented a number of measures to assist property owners and businesses during the pandemic, currently in place: • • • •

Interest charges on utility bills will be suspended until November 1, 2020.

Water service will not be discontinued due to non-payment or overdue account status.

The deadline for property tax payments will be extended from July 31 to October 30, 2020.

The City of Martensville is once again celebrating culture days this year! We have three different events taking place, Art for all Ages, Seniors Try-it Event and Handcrafts for all ages! These events take place at the end of September, they are free to anyone but registration is required!

Fall Back Lane and General Clean-up Schedule

This service aims at limiting the amount of trash and debris that is dumped in back lanes, at the City yard waste depot, and business/contractor dumpsters. This program is intended for residential household yard cleanup waste, and not intended for commercial and industrial business waste. It is the responsibility of residents to ensure that their waste is disposed of properly.

Residents that live South of Main Street will have their items picked up the week of September 28th-October 2nd. All items will need to be out by September 28th - 8:00 AM. Residents that live North of Main Street will have their items picked up the week of October 5th-9th. All items will need to be out by October 5th - 8:00 AM. Items should not be placed out prior to one week for scheduled pick-up. There also will only make ‘one-pass’ so please have your items out in time.

How Can You Help Prevent a Sewer Line Backup?

• Do not pour grease or cooking oil down the drain. Instead scrape out or pour cooking oil and grease into a container or plastic bag and dispose of it in your kitchen garbage.

• Do not dispose of large absorbent items like paper towels, diapers, baby wipes or feminine products, down the toilet, these are not items that disintegrate like toilet paper will, including “flushable” wipes. These products should be disposed of in your garbage.

• Kitchen garburators increase the amount of organic material in the service lines.

Depending on the condition of the service line, organic material can stick to the lines and over time cause blockages. Compost your organic material instead.

To help prevent a sewer backup, be mindful of what goes down the drain. Your pipes are not built to handle most food items and will almost always cause a blockage in the short or long term. When in doubt, properly dispose of these items by throwing them away.

Lengthy List of Local Businesses Jump on Board With MCRP Fundraiser Shanine Sealey, Martensville Messenger

The Martensville Community Recreation Project (MCRP) have had many ideas on how to successfully raise money towards the construction of a new recreational facility within Martensville over the past six years, with the most recent one being the idea for a ‘community home build’. Throughout the years, they have managed to raise over $300,000 towards this project and show no signs of slowing down.

The idea for the community home build was first suggested several months ago. “Some members on our board had knowledge of other communities who had done home builds like this as a fundraiser, but also as a community give back opportunity. We knew that this kind of project had been very successful in other places and thought it was a great idea for the MCRP and the people of Martensville to have a chance to really get involved,” MCRP Board Member Matt Hale stated.

After making the formal decision to move ahead with the project, a sub-committee was created to help manage the build and contact potential donors to contribute to the build. Members of the committee include; Blaine Wotherspoon, Matt Hale, Joe Garchinski, Bartt Timms and John Mathison.

The home will be located on the corner of MacCormack Road and 4th Street South. Work on the property has already begun, and the MCRP is hopeful that the exterior construction of the home will be completed by the end of November. This will allow sub-trades to complete their work on the interior throughout the winter months. Final completion of the home is estimated for spring/summer of 2021.

The home will be listed just like any other new home, and will also have a new home warranty. “At this time, our intention is to list the home prior to its actual physical completion. The final value of the home is still being calculated, as we continue to see interest from businesses in the community who want to get involved and these donations and gifts in kind continue to have an effect on the homes total value. Once we know exactly how the home will be finished, we will be able to advise potential buyers of those finishing’s and if a party was interested, we would be able to sell the home prior to its final completion,” Hale explained.

When this project first began, the MCRP began by reaching out to friends, family and other close contacts within the business community, and it didn’t take long for word about the project to spread.

Businesses from Martensville, Saskatoon and the surrounding area then began contacting members of the MCRP to see how they could get involved. “We have spoken to more than 50 businesses and so far every single one we have spoken to have indicated that they would like to be involved. The response has been absolutely amazing from everyone,” Hale said.

On Friday, September 11th, Geransky Brothers Construction, a contributor to the project, began to dig the basement. The company worked through the weekend,

completing the excavation of the site, and as of Monday, September 14th, they began pouring concrete footings.

In addition to Geransky Brothers Construction, Hale noted that they have major support from Martensville Building & Home Supplies, who have been instrumental in providing a comprehensive lumber package for the build, as well as other materials required for the build. There are also multiple local plumbing, electrical, framing, finishing, concrete, drywall, flooring, insulating, craning, and fencing companies that are already on board. A complete list of those involved will be shared on a billboard at the construction site in the coming weeks.

“The list is rapidly growing and we sincerely appreciate the support from every business that is on board already. This is shaping up to be a very exciting community project and we, the MCRP, are very happy to be involved and able to help bring this together for the community,” Hale added.

Opening Weekend for Maddogs Janine Hayward, Martensville Messenger

This has been a very different season so far for the Maddogs. With all the COVID-19 safety measures in place, the Maddogs were able to field teams in tackle and flag this year. Saskatoon Minor Football worked very closely with Football Saskatchewan, Football Canada and Saskatchewan Health to make sure protocols were in place to allow youths to take to the football field. Saskatoon Minor Football amalgamated with the Kinsmen Football League this season and with hard work, were able to get things in place to have tackle and flag leagues this year.

Some of the adjustments were that Bantam and Peewee tackle teams would reduce to 6-man football for the 2020 season. This would lower the number of kids on the field and sidelines at one time. As a result, the Maddogs consist of two teams each for Bantam and Peewee. The strict protocols for exposure called for a much different schedule. For the first two weeks they are scheduled to play the same teams to decrease contact and make smaller cohorts. Teams will have a shorter season with five games plus a playoff game.

The first game of the season was on Sunday with both Maddog peewee teams playing on home turf.

It was a very close game and a defensive battle with Martensville 1 coming away with the marginal 7-6 win.

Coaches were so pleased with performances from both teams, considering the 6-man game is different from playing their normal 9-man tackle game. “This has been quite a strange year for us all,” commented ABOVE: The Peewee 1 Maddogs played the Peewee 2 team on Sunday. (Janine Hayward/MM) Coach Devin Hind. “I am so thankful to see these kids get a chance at a season and to be able to work with them on the field. Both of our peewee teams have shown that they have a lot of heart and love for the sport. Every time I hit the field with them, I see an improvement and see how much happier they all are finally getting some normalcy back in their lives.” He went on to comment that he feels both teams will be a force to reckon with this season.

The Bantam teams split their games with Bantam 1 hosting Clavet 2 in Martensville. The first half was a very close battle but Clavet pulled away with the 33-14 win. Martensville 2 played at SMF field taking on the Titans. This was another close match with the Martensville Maddogs squeaking out the 7-6 win. Head coaches Som Houmphanh and Devin Hind were thankful that parents and Maddog alumni stepped up to help with coaching seeing as the teams were split in two. The Maddogs will host the same teams this weekend so come out and cheer them on. GO Maddogs!

Numbers Show NDP Just Can’t Win

There are clearly differences between rural voters and urban votes in this province, but as we approach the provincial election this fall, it’s worth recognizing that the gap between the two may not be quite as big as you think; at least, not when it comes to how they are likely to vote.

Support for the Saskatchewan Party government is so widespread and so solid in both the cities and the countryside that it would take nearly unprecedented swings to see the NDP win enough seats to take power on Oct. 26.

Yes, the Sask. Party’s path to victory is still largely due to its overwhelming support in rural Saskatchewan where it won in all 29 seats in 2016 by securing at least 50 per cent of the popular vote. It often won these rural seats with, 60-70- and as much as 80 per cent of the popular vote, making them virtually untouchable, but what sometimes gets lost is how strong the Sask. Party actually is in some city seats.

The 2020 election results are just not going to look like the 1986 or 1999 or 2003 Saskatchewan elections when city people nearly exclusively voted for New Democrats and rural folk voted for Progressive Conservatives and then Sask. Party MLAs.

Today, there are Sask. Party city seats like Saskatoon Willowgrove that Ken Cheveldayoff won in 2016 by 4,407 votes or Saskatoon-Dakota-Stonebridge that MLA Bronwyn Eyre won by 4,284 votes.

Never in the history of the province have we seen a seat in which one party won a seat by as many as 4,200 votes in one election and then turned around and lost it in the next election.

City seats like this provide a much clearer picture why it’s so an NDP win is a near impossibility. In order for the NDP to take power by winning the required 31 seats needed for a majority in the 61-seat legislature, its current 13-member caucus needs to pick up a whopping 18 seats (and not lose any).

It is possible. It did happen before when we saw massive swings like in 1982 when Grant Devine’s Progressive Conservatives picked up 38 seats.

Even in 1986 after the Devine landslide, the NDP rebounded with 17 additional seats - not enough to form government, but nevertheless proof that massive swings are possible, but the big difference in 2020 is that opinion polls showing the incumbent government to be consistently 25-to 30-percentage points ahead of the NDP in the polls indicate there is no appetite for big change.

Even more critically, most of incumbent Sask.

Party MLAs (or those Sask. Party MLAs inheriting a government seat from a retiring incumbent) are running with seats with huge margins of victory.

During the next few weeks, you will read and hear a lot about a half dozen seats that have potential to change because news outlets focus on what’s likely to change, but what gets lost is that most of those 18 seats weren’t close enough in 2016 for the NDP to take a realistic run at power.

There were only 10 seats in the province where the Sask. Party won by less than 900 votes - all of which are in Regina and Saskatoon.

Turning around even a 900-vote loss from the previous election is relatively rare, but if the NDP were to win the needed 18 seats, it would have to take seats like Saskatchewan Rivers it lost by 2,500 votes in 2016.

Again, it’s possible. In 1982, the PCs overcame 2,500vote losses from the previous election four times. In 1986, the NDP overcame 2,500-vote losses in seven ridings, but with polls in 2020 showing no such volatility, there just doesn’t seem to be a realistic path to victory for the NDP.

Safe Schools Plan: New Funding Approved For Additional Cleaning Supplies, Equipment And Staff

The Government of Saskatchewan is announcing $51 million in approved funding for classrooms for emergent, one-time expenses associated with a safe return to school. This funding is from the over $150 million in the COVID contingency fund for education from provincial, federal and school division savings. Of the $51 million approved today, $41 million comes from provincial funding, and $10 million represents the expenditure of the remaining school division savings.

As a part of this new funding, 46 applications have been approved to provide new funding to school divisions, qualified independent schools and historical high schools.

In total, the following funding has been approved: • $19.1 million for sanitization, includes 191 staff • $6.0 million for equipment and furniture • $13.2 million for supports for immunocompromised students, includes 150 teachers and staff • $9.5 million for additional distance learning capacity, includes 102 teachers and staff • $4.0 million for technology upgrades

As a result of this new funding, a total of 443 custodial support, teachers and staff are expected to be hired. This is in addition to the more than 200 staff projected to be hired as a result of the increased funding in the 2020-21 Budget.

“In order to ensure our schools are as safe as possible for students and staff, $80 million has been committed for the start of the school year,” Wyant said. “As a result of our combined funding increases, more than 600 new teachers and staff will be funded this school year.”

The Ministry of Education has allocated $10 million for PPE expenses, of which $2.3 million has been spent to date to procure six million masks for school divisions.

The ministry will continue working with school divisions to determine PPE needs for the remainder of the school year. The central purchasing of PPE will continue to be done through vendors that were prequalified through a request for qualification process that was completed earlier this summer.

Ty p i c a l l y, operating funding for school divisions is confirmed after enrollments are submitted on September 30. In recognition of the exceptional circumstances this year, the Ministry of Education is delaying any consideration for the redistribution of grants once actual enrollments are known until January 29.

This enrollment date change will provide school divisions stability regardless of actual enrollments this fall, while minimizing any potential impact on division operating funding.

There is $64 million remaining in the COVID contingency fund for education. The next intake for school division funding applications will be on December 1.

CO-OP Supports KidSport With ‘Fuel Good Day’ Jocelyn Ottenbreit, Martensville Messenger

On Tuesday, September 15th, the Martensville Co-op Gas Bar celebrated their annual ‘Fuel Good Day’. Each year, proceeds benefit communities, local schools, libraries, food banks and more. This year the Co-op Gas Bar chose Martensville Kidsport to be their charity of choice.

Participating Co-op Gas Bars in Western Canada donate a minimum of five cents per litre of fuel, (all grades of gasoline and diesel) to non-profit organizations or local registered charities.

Martensville Co-op Gas Bar gave ten cents per litre of fuel sold back to Martensville Kidsport. Also with every purchase of coffee or slush that was purchased throughout the day, $1 from each purchase went towards Martensville Kidsport as well.

“We were so excited to hear that Kidsport was the recipient of the Fuel Up Good Day at the Co-op this year. Due to

COVID-19, our largest fundraiser, the Kidsport Playhouse raffle, was not able to happen. A lot of families are struggling with finances which means more applications are coming in than previous years. This event put on by the Co-op will allow us to help families we did not think we would be able to help. We are so fortunate to have the Co-op in our community and we really appreciate their support,” stated Angie Reddekopp, Martensville Kidsport Representative.

Since starting this event in 2017, close to $1.9 million dollars have been raised, supporting communities and local organizations through Fuel Good Day. Last year alone Co-op members and customers raised more than $685,000 across Western Canada to help support over 180 local organizations in a single day with more than 400 Co-op Gas Bars participating.

This year all money raised stays in Martensville in support of Kidsport and will help the kid’s right here in our community.

Martensville’s Deputy Fire Chief Receives Protective Services Medal

Martensville Fire Department’s Deputy Chief Dean Brooman was announced as one of the 103 recipients for the Saskatchewan Protective Services Medal for 2020 this week.

The medal honours personnel with at least 25 years of exemplary service in Saskatchewan in protective services fields, including police, fire, correctional and border services, the Canadian Armed Forces, as well as mobile crisis and family violence outreach services.

“In challenging times such as this, it is more important than ever to recognize the valuable work of our protective services personnel,” Lieutenant Governor of Saskatchewan Russ Mirasty said. “I wish to thank each medal recipient for their outstanding service to our province and I congratulate them on this well-deserved honour.”

Recipients will receive a circular medal surmounted by St. Edward’s Crown and a certificate signed by the Lieutenant Governor, Premier and Provincial Secretary. The medal bears the motto Qui civitatem tuentur (who guard the citizenry).

While public health orders due to COVID-19 will prevent the traditional presentation ceremonies normally held for this medal in Regina and Saskatoon, each nominating agency will receive a medal package and certificate for presentation to their recipient(s) in a physically-distanced internal ceremony.

Council Looks at Best Location for Illuminated Pedestrian Crosswalk Shanine Sealey, Martensville Messenger

During the September 15th Council meeting, a discussion took place regarding the best location to install an illuminated crosswalk within the City of Martensville.

The 2020 Budget included $12,000 for this and administration brought forward their suggestions at the September 1st meeting, which included Mike Sands Blvd & 3rd Street North and 10th Avenue North & Parr Hill Drive. Council was not in favor of these locations, so decided that they would come back to a future meeting with their own suggestions.

Following their discussion, the two locations that were favored by Council for an illuminated crosswalk were 6th Avenue South & Main Street and at the Kyle Syrenne Skatepark across 3rd Street North. Other suggestions included Baycroft Drive to connect the pathways, at the traffic circle, and at 8th Avenue North & 3rd Street North.

Mayor Kent Muench noted that administration would look into the suggestions and come back with their recommendation for the next Council meeting, which will be taking place on October 6th.

Another item discussed on September 15th was the renaming of Martensville City Square to Veteran’s Square.

Dillon Shewchuk, Community Economic Development Manager, updated Council on the plans for this project, which include installing signage this fall and having a small dedication ceremony.

In upcoming years, other changes would be made to the area including the installation of a memorial plaque scheduled for next year as well as either adding or changing the existing benches to memorial benches in future years.

The next Regular Council meeting will be taking place on October 6th.
