September Committee of the Whole Meeting Covers City Budget

This month’s Committee of the Whole meeting was held Tuesday, September 11th. Leah Bloomquist, Director of Corporate Services provided an Income Statement and Budget Variance Report to August 31, 2018 for Council to review. Several items were noted in the provided material where numbers came in outside of their budgeted value including: - Wages – With a Collective Agreement signed this past July that was retroactive to January 1, 2017, an increase in wages was not budgeted for 2018 resulting in a total for overall wages coming in approximately $110,000 over budget.

- Property Taxation Revenue – Due to growth in property numbers and assessment values, this number is roughly $91,000 over budget; however a portion of this is offset by approximately $30,000 in tax abatement costs for the year.

- SaskEnergy Municipal Surcharge Grant – This was reinstated this year, which will result in an approximately $90,000 in grant funding.

- Sponsorships/Donations – Several sponsorship commitments were not fulfilled in 2017, resulting in a loss of around $26,000 in 2018 revenues.

- Capital Land Improvements – The 2018 budget included cost to construct a pathway along 10th Avenue behind McCormack Ranch; however due to high costs, this has been deferred to 2019.

City Announces Annual Fall Clean-Up Dates

The City of Martensville recently announced the dates for the annual “Lane and General Clean-up” program. The Public Works Department, along with the help of Urban Camp will be out during specified dates to pick up accepted items. “It is our hope that by offering this service, it will eliminate the amount of trash and debris that is dumped in back lanes, at the City yard waste depot, and business/contractor dumpsters.” The purpose of this program is intended for residential household yard cleanup waste, and not intended for commercial and industrial business waste. It is the responsibility of residents to ensure that their waste is disposed of properly through an approved disposal means to avoid prosecution under the Waste Bylaw.

Acceptable items include: • Household appliances - (fridge, stove & freezers, all doors must be removed) • Furniture • Torn down fence material (four foot lengths & tied) • Rocks • Garden refuse, leaves & grass clippings (all bagged) • Tree Branches (four foot lengths & tied) • Pieces of scrap material including material from small renovations (four foot lengths & tied) Items that will not be picked up include: • Hazardous materials • Sod, topsoil and gravel • Any liquids • Construction materials • Car parts • Tires • Computers & parts • Batteries • Televisions • Concrete

Where can I dispose of items you aren’t picking up? - More information on available services for disposal of special items as well as a list of places to recycle some of the above items is listed on the City website under Services For Residents/Waste & Recycling. Notices about special collection events such as Hazardous Household Waste Collection Day will be posted on the City of Martensville website as information becomes available.

2018 Collection Schedule - Residents that live South of Main Street will need to have their items out by September 24th - 8:00 AM. Residents that live North of Main Street will need to have their items out by October 1st - 8:00 AM. Please note that the City will be making one pass only.

When can I place items out for collection? - All residents with back lanes shall not place any items out in the lane until one week prior to pick-up each year. All residents without back lanes shall not place any items curbside until the day before pickup. Please ensure that the items placed in the lanes and curbside are not restrictive to traffic and you do not have anything in the lane that you do not want removed. The City will not be responsible for anything left in the back lanes by residents. Please kindly keep the lane bordering your property maintained to ensure a safe and quick collection.

Main Street Exit Now Open to Motorists

Motorists rejoice! The Main Street exit for traffic heading southbound on Highway 12 is now open. Announcements were made over the weekend that the exit would be open as of Monday, September 10th, which had many commuters excited to utilize the newly opened roadway. Disappointment was abundant for the Monday morning traffic, as restrictions were still in place for those looking to exit the city. It wasn’t until Monday evening that traffic was able to access the new Martensville exit.

It didn’t take long for motorists to express their enthusiasm for the new addition via social media. “Woohoo! Martensville overpass is open. Just took a trip across it right

after the barricades were taken down. Long wait but worth it,” Bernice Symak noted on a local community Facebook group page.

The newly opened bridge will allow motorists to exit Martensville and access Highway 12 going southbound, as well as Township Road 384 access in and out of the community.

Those entering Martensville from Highway 12 coming from Saskatoon will still need to use the alternate routes available including Lutheran Road, South Access, 4th Street and Highway 305.

Work still continues on the overpass and roadway restrictions are still in place, as well as speed limitations.

MLA Report With Nancy Heppner Saskatchewan Finances Improving Three months into the fiscal year and Saskatchewan’s economy is showing signs of strengthening and our budget deficit smaller than first projected.

The first quarter update for this year’s provincial budget shows that Saskatchewan is on track for a balanced budget by 2019-20.

There is still work to do and we will continue with our plan to control spending and invest in priority areas for Saskatchewan people.

Made-in-Saskatchewan Climate Change Plan

Recently our government announced the next step in our made-in-Saskatchewan plan to address climate change, with emission reduction targets for industry.

We developed these standards working with industry, recognizing that many are trade-exposed, and allowing them flexibility to reduce emissions without a blanket carbon tax.

Our plan will recognize progress Saskatchewan people and businesses have already made in addressing emissions, and allow us to continue reducing them without damaging jobs in our province.

With a balanced, effective, made-in-Saskatchewan approach in place, it’s time for the federal government abandon their one-size-fits-all carbon tax and support our plan.

Combatting Rural Crime

Your Saskatchewan Party government continues to look at innovative ways to address crime in Saskatchewan. Recently we marked the one-year anniversary of our Protection and Response Team (PRT) which is designed to help respond to and reduce crime in rural Saskatchewan.

Saskatchewan’s Protection and Response Team is a dedicated team of professionals including Highway Patrol and Conservation Officers who provide valuable support to the RCMP and municipal police services to help ensure Saskatchewan communities and families are safe.

The goal of the initiative is to improve police response to emergency calls for services including property crimes that are in progress; enhancing uniform visibility and presence in rural Saskatchewan; increasing the enforcement of drug trafficking on Saskatchewan roadways; and enhancing the safety of roads by reducing the number of serious collisions and fatalities.

PRT members have increased the presence of law enforcement across our province with members assisting the RCMP on several occasions by providing the initial response to in-progress, criminal code calls for service. Since its operational launch, Conservation Officers and Highway Patrol Officers have taken more than 400 PRT-related actions with approximately 60 of those being PRT 911 calls.

Examples of the work PRT members are doing to keep residents safe include a Conservation Officer who located a theft suspect that had fled from a rural property, and another Conservation Officer who responded to a call for help from RCMP in a successful high-risk takedown.

PRT vehicles are equipped with Automatic License Plate Readers. These automatically scan licence plates – up to one plate per second – and alert police if a nearby vehicle is unregistered, or associated with a driver who has been suspended for impaired driving or other reasons. They can be used to look out for a vehicle that has been reported stolen, or is connected to a crime or an Amber alert.

The safety and security of Saskatchewan people is a top priority of our government and we look forward to the continued positive impact this initiative will have as we move forward.

Brothers Chosen to Open Martensville’s Retailer Cannabis Location Shanine Sealey, Martensville Messenger

With the October 17th date for legalization of recreational cannabis nearing closer, John and David Thomas are hard at work trying to get everything ready for the Martensville retail location. The two brothers are the founders of Jimmy’s Cannabis Shop, a Saskatchewan based company that was chosen through a random lottery to run the cannabis retail locations in Martensville, Estevan, Battleford and Moosomin. Having applied for a total of 29 communities and hoping to be drawn for even one, the two were shocked to have been chosen in four locations, as there were a high number of applicants within the communities chosen to have a retail location. With Martensville having over 50 applications included within the lottery, John says that both he and David were both ecstatic to have been selected. “I’m proud to announce that we will be moving forward as Jimmy’s Cannabis Shop. Our brand will be focused on our Saskatchewan background, and have an in-store experience that prioritizes comfort, inclusion, and customer service,” John explained.

The combination of the two brothers is something that seems perfect for this new venture as John has a vast background in pharmaceuticals, even owning his own pharmacy for years. John is confident that his experience as a health care professional will be a benefit to the business. David on the other hand, an electric engineer by trade has knowledge of all of the software and online components of the business. “We complement each other well,” John stated.

Martensville’s retail cannabis location will be at 701 Centennial Drive North – Unit 1. Having a wide array of options available to choose from within the community, John noted that they took careful consideration when selecting as they wanted to ensure there was enough space to house the products they intend to carry. Seeing Martensville as a large market for their business, careful consideration has been put into the layout of the location.

“Our vision is that we want it to be a very comfortable place. There will be a wide array of people coming in; from people that have never used cannabis before to people that are very experienced with it, so we wanted to be able to accommodate that within our store design.

We have made some functional choices to reflect that, but also it is really important to us to be a welcoming place where everyone can come to, regardless of their experience level,” John explained. Having travelled to visit other dispensaries within the USA, John and David got a better idea of what they did and didn’t want within their location. One main item being that they want their set up to be welcoming to all individuals. “We saw other dispensaries that were really intimidating for a non-user to go in to. Bongs, pipes, and cannabis itself have many different variations so we want to be sure that we can educate those that need education, but then also service those that want to just be in and out as fast as possible,” added John.

Not only will cannabis be available in-store, but there will be an online portal for ordering as well. Orders placed online will be done through Canada Post in home delivery for discreet services. Additionally, there will be online order with in-store pick-up and an express lane within the store where transactions can be done quickly. For those that wish to take their time and make an informed decision when purchasing product, there will be a showcase area with educational opportunities available as well.

Working long hours to reach their goal of having three of their locations open for October 17th, including Martensville, John and David know that there is still a lot of work to do within a short timeframe. With the location now in place, one of the next steps will be to hire staff. Expecting to require approximately 12 employees, every person hired will require both mandatory training through SLGA and private training as well, ensuring that they can provide education for the customers. “It is not a new industry but there will be a lot of new experiences. It is new to a lot of people, and we want to ensure that they have all of the information they require when making a purchase. We are really happy to be providing local opportunities. We are bringing jobs but I think the other thing is, people are really excited for this industry and for the people that are working there, I think that this will be an exciting job,” said John.

In addition to supplying numerous local job opportunities, John stated that their business is looking forward to working with other local businesses, including Bold Growth, which is a major local cannabis producer, situated just a short distance away. “With our location, and their proximity to here, it is quite exciting. Having a local producer is important to us and providing a product that was grown so close is huge for us.” Both John and David grew up in Regina and in speaking with John, it is clear that a lot of thought

Supporting the local economy is an opportunity that the brothers are looking forward to being a part of.

As legalization of recreational cannabis is a new concept for businesses within Saskatchewan, every step is one that has not been taken by any other individual in the past. Many residents are curious as to how this process will play out, and how the locations will actually work. Having owned a business previously, it is hard for John to take the experience of opening his pharmacy and using it as an example with this new venture. “When I opened my pharmacy, people had opened them before. I went off of what others had done and it was all laid out as to where the drugs were shipped from, the software that was used and the business model. With cannabis, it is all new to everyone involved and with a short timeframe in which to work, it leaves little room for missteps along the way. The rules are still changing as we go,” said John.

Cannabis is unique in the sense that there is both a medicinal use and a recreational use and John stated that the government has been very clear that there is a separation between the two. With both alcohol and tobacco, it is purely for recreational use, so it’s a whole new concept that is currently being trail blazed.

Although there is a lot of excitement regarding the cannabis legalization, John reminds Saskatchewan residents that there is also the need to focus on being a responsible cannabis user. The store will focus on prevention of sales to minors and to people that are impaired. “We have a responsibility to help ensure that the drug is used responsibly and whatever efforts we can take into that, we will.” Part of this is ensuring that every person that walks into the store is required to show ID stating they are over the age of 19, whether they are 25, 60 or 90 years old. Although cannabis is a recreational drug, it is still a drug; therefore it is important that it be used responsibly, same as with alcohol, pharmaceuticals, etc.

Coming Together to Help the Healing Process

Although Schatz was only 20 at the time of his passing, he had many experiences and accomplishments in his short life including travelling overseas to represent Canada in Ball Hockey. “He was so wise beyond his years and when he had a goal, he worked towards it and reached it. He had fun with everything he did and had a laugh that lit up the entire room. I am just hoping that this event will help people heal, my family included.”

Doors to the 19+ event will open at 8pm, with a program beginning at 9pm which will include a lyrical dance for Logan done by Christianson’s daughter. Following the program, there will be a dance with music provided by Electric Cattle Company and Gong Show, with Boom Box Entertainment, a DJ that will be filling in the space between the two bands. The event will include a cash bar, silent auction and food available for purchase.

September marks five months since the tragic accident that forever changed so many lives. The unbelievably difficult aftermath of the Humboldt Broncos bus crash has been evident, as countless people were impacted by the incident.

One Martensville family has decided to take their grief and try to create something good from it. Georjeana Christianson, along with her family and friends are organizing a fundraiser called ‘Bowties for Logan’, which will be held November 2nd at North Ridge Community Centre in honour of Broncos team captain Logan Schatz who was killed in the accident. Funds raised through the event will be going towards a scholarship at Martensville High School in Schatz’s name. “Education was really important to Logan.

He really strived to do well in school and we want to do something for him in that regard.

His ultimate goal was to go to university, which he would have been starting this year,” Christianson explained. The scholarship will be for a student that is planning to attend post-secondary education and, “is a good person, a good leader, tries really hard and have a goal in mind that they will work hard at attaining. That’s how Logan was and that’s how we want to honour his memory.”

Schatz, who was Christianson’s first cousin, spent much time in Martensville and made many connections within the community during his time here. Starting at the age of 15, Schatz played hockey with the Bantam AA Sask Valley Vipers and with the Midget AAA Beardy’s Blackhawks. Living in his hometown of Allan, SK made it impossible to play for our local teams, so Schatz moved in with the Christianson family. In his second year, he returned and this time brought a friend – Nick Shumlanski, who was also involved in the April 6th accident and survived. “Throughout the years, we have had three billets stay with us, and they become more than that. They become family – another son for my husband and I, older brothers for our children and members of our community.” With plans to move back to Martensville this past summer, Schatz was unable to return to the city that he considered home for multiple years. “He just loved it here. He loved the people, the community, everything.”

Logan was known for donning a bowtie anytime that he was required to dress ABOVE: During the 2018 Family Day with the Humboldt Broncos, Christianson and her family up and could be seen in one prior to most games. Christianson chose to use this item as a made the journey to visit their former billets and take in a game. This was the families last symbol for Schatz and with every ticket purchased, a bowtie will be included. “We hope to photo taken with Schatz. When describing Logan, Christianson became visibly emotional and the sense of loss was apparent. “He was so vibrant and had so much personality. Harvest Ahead of Five Year Average

As the cooler weather creeps in, farmland across the province is a bustle of activity as harvest continues. According to the crop report for August 28 to September 3, currently thirty-nine per cent of the crop is now in the bin, which is well ahead of the five-year (20132017) average of twenty-five per cent for this time of year. It also states that thirty-two per cent of the crop is now swathed or ready to straight-cut.

Currently, harvest has progressed further in the southwestern region of the province, where 60 per cent of the crop is now combined. The southeastern region has 56 per cent combined, the west-central and the east-central regions has 32 per cent. The northeastern region has 14 per cent combined, while the northwestern region has eight per cent combined.

Ninety-seven per cent of fall rye, 92 per cent of winter wheat, 83 per cent of lentils, 86 per cent of field peas, 53 per cent of mustard, 49 per cent of durum, 46 per cent of barley, 28 per cent of spring wheat and 19 per cent of canola have now been combined.

Twenty-six per cent of oats, 30 per cent of chickpeas, eight per cent of canaryseed and five per cent of flax have been combined. Fifty-seven per cent of canola, 34 per cent of spring wheat and 11 per cent of mustard are swathed or ready to straight-cut. Not much progress has been made on soybeans, with harvest progress at five per cent combined, similar to the previous week.

The majority of crop damage this past week was due to lack of moisture and strong wind. There were some reports of frost causing damage in parts of the province.

SaskPower is reminding everyone to take their time and to be aware of overhead power lines crossing fields and farm yards, as there were four new reports of farm machinery coming in contact with power equipment throughout this crop period. That brings the total of incidents in August to 22.

Motorists are also reminded to please be mindful of farm equipment on roadways during this time.

Politicians Wrong to Pick Trump Over Trudeau on Trade

There’s very little we can do about the trade problems at the international level that are so critical to us. The best we can hope for is that these problems are not made worse at the national or even at the provincial level by politicians eager to score local political points. The key to this would be for our politicians to not get caught up in games and support the idea that we do need to find a solution.

In that regard, a lot of our politicians need to do better.

They need to think about how their politicking may cost us in the long run. This is not to say that Prime Minister Justin Trudeau deserves a free pass for his handling of the North America Free Trade Agreement and certainly not for the botched handling of the Trans Mountain pipeline that he purchased from Kinder-Morgan, but can’t now get approval to build. That said, let’s understand there will be a chance for Canadian voters to exercise their frustrations with the Trudeau Liberal government at the polls in a year from now and there are couple of other things we need to recognize.

As suggested by provincial Trade and Export Development Minister Jeremy, there really isn’t an issue as important to Saskatchewan as trade. “We need to get a deal. This is incredibly important for our economy, which is probably the most export-dependent in the entire country, and we’ve been concerned about a pattern we’ve been seeing — moving backward on market access, moving backward on trade access, not moving forward,” Harrison recently told the Leader-Post’s David Fraser.

All politicians, including Harrison, who does have a penchant for seeing the world through the political lens first need to keep this foremost in mind. Second, we need to respect that Canadians of all political stripes - Conservatives like former interim leader Rona Ambrose and Liberals like Foreign Affairs

TRAFFIC Complaint of Possible Impaired Driver Leads to Impaired Driving Charges

September 7, 2018 at 10:20 p.m. Police received a complaint from Corman Park PS of a possible impaired driver on Auction Mart road near Saskatoon. Police attended and arrested a 55 year old male from Martensville. He was taken back to the Detachment to provide a breath sample. He was released a short time later on documents for an upcoming court date on Impaired driving charges. There were no injuries. The vehicle was towed from the scene.

Minister Chrystia Freeland - are working exceedingly hard at getting a NAFTA deal with the U.S. that works in the interests of all Canadians. This is how it should be, for there are just some issues that are bigger than the mundane partisanship politics. There are just times when politicians, pundits and everyone else have to make a pronounced statement that declares their country comes before their politics.

This absolutely must apply to the NAFTA talks and that should now be blatantly obvious to everyone after the story late last month in which U.S. President Donald Trump made it known to journalists with Bloomberg News in off-the-record comments (first reported by the Toronto Star) that any deal reached would be "totally on our terms" and that Canadians would have "no choice" out of fear of tariffs on automobiles. "Off the record, Canada's working their ass off. And every time we have a problem with a point, I just put up a picture of

a Chevrolet Impala,” Trump is reported to have said, referring to a car made at a Canadian GM plant.

Yet despite confirmation of Trump’s unfair belligerence that surely must be having an effect on the tactics of the U.S. negotiators handpicked by Trump, we have seen Canadian pundits blame Trudeau for the supposed failure in negotiation. Even worse, we have seen Conservative politicians attempt to use this opportunity to score political points - the worst case of which was likely Saskatchewan Senator David Tkachuk appointed by former Progressive Conservative Prime Minister Brian Mulroney 28 years ago for the sole purpose of passing a harmonized goods and services tax.

Sadly, some Conservatives have eagerly repeated and supported Tkachuk’s position. This is a massive disservice to the nation. There are times when we simply need our politicians to be better.

Labour Day rematch weekend was just as exciting as Labour Day weekend if not better! It started with the only non-rematch from last weekend but it was the same outcome for the Ottawa RedBlacks. They have now lost two in a row and are tied with the Hamilton Tiger-Cats for first in the East. Ottawa fell 26-14 to the BC Lions in a brutal game for the RedBlacks QB’s as they were sacked six times and combined for three interceptions.

On Saturday there were three games in the CFL and they were absolutely amazing.

The first game of the day saw the Battle of Ontario have the same result as last week but this time it was a little closer. Jeremiah Masoli threw for 307 yards and four touchdowns for the Ti-Cats in a 36-25 win over the Toronto Argonauts. Hamilton is now tied for first in the East while the Argos fell to 3-8 and sit last in the East.

Game two of the triple-header was the banjo bowl between Saskatchewan and Winnipeg. It was loud, it was exciting, it was crazy. Winnipeg jumped out to a 10-0 lead after an interception return for a touchdown just before the first quarter ended. The second quarter was a whole different story as it was the Riders turn to make interceptions. Bombers QB Matt Nichols threw a pair of interceptions that combined for 201 yards and two TD’s for the Riders. Winnipeg would fight back from 26-17 to take the lead by one in the fourth quarter but two field goals for Saskatchewan would give the Riders their fourth straight win and hand the Bombers their fourth straight loss 32-27.

In the final game of the night it was two of the game’s best quarterbacks going head to head and picking apart each other’s defence. Bo Levi Mitchell and Mike Reilly combined for 888 yards and seven passing TD’s in a non-stop action 48-42 win for the Edmonton Eskimos. The Stamps found themselves down early and battled back all game until the last seconds when Bo Levi Mitchell’s Hail Mary pass fell incomplete off the hands of a quadruple-teamed receiver. The loss was just the second of the year for the Stamps and they still sit at the top of the Western Conference with Saskatchewan and Edmonton tied for second.

After a solid 3-1 week my picks are 33-17 on the year. For week 14 my picks to win are Montreal (risky but they are on a roll), Calgary, and Saskatchewan.

It is a proven fact that participating in sports at a young age can be extremely beneficial later in life. Children that participate learn an abundance of life skills, make lasting friendships and gain confidence through this participation. Nissan Canada is fully aware of how important this can be to youth, and therefore for the past five years, the company has supported youth football athletes across the country through the Nissan Kickoff Project.

Through this project, they scout for up to 70 high school football athletes – leaders on the field, in the classroom and in the community – to join the 2018 Nissan All-Canadian TITAN team.
