The City of Martensville hosted their monthly Committee of the Whole meeting on September 10th. The meeting began with an update from Leah Bloomquist, City of Martensville Director of Corporate Services, on the 2019 Budget Variance Report.

Bloomquist noted some key points in her report that were related to capital items that had come through Council for approval previously. Tyson Chillog, City of Martensville Deputy Mayor, took a moment to thank Bloomquist for the work that was put into the report.

Bloomquist then moved on to request some direction from Council regarding a request made from local business owner Derrick Kauk of DRK Investments regarding retroactive tax abatement for his property located at 709 & 713 Centennial Drive North.

Bloomquist provided the background information to Council. This item will be brought back to Council for the September 17th meeting for formal approval.

Next, Ted Schaeffer, City of Martensville Director of Recreation and Community Services, discussed modifications being made to the Sports Centre Ice Use Policy. This past July, a draft copy of the policy was presented to Council, which they were in favour of; however, before official approval would be made, they asked that the policy be presented to local groups/organizations that utilize the ice and get some feedback. Following the feedback, modifications were made to dressing room access times to better accommodate the needs of the users. Council was in favour of approving the Ice Use Policy and it will be brought back to an upcoming meeting for formal approval following a few minor changes being made to the policy.

Dillon Shewchuk, Community Economic Development Manager, spoke to Council regarding two requests from businesses to take part in the economic development tax incentive program that the City of Martensville offers. The first will be for an expansion of the Checkered Flag building, which would see an additional 4200 sq. ft. added on for lease space of businesses that would complement the automotive industry. One of the spaces has already been spoken for by a local home based business that will be moving to a store front. This project would be eligible for a 3-year tax abatement.

The second was for a project located at 40 Centennial Drive North, between Tim Hortons and Pharmasave. This would consist of the construction of two new buildings of 6000 and 2000 sq. ft. respectively. A total of seven bays would be available for lease.

Exceeding $1 million dollars, this project would be eligible for a 5-year tax abatement.

Shewchuk noted that projects such as this are beneficial to the community, as they increase non-residential inventory, and create opportunity for new businesses in a good location.

Both requests will be brought to an upcoming meeting for formal approval.

How Can You Help Prevent a Sewer Line Backup?

• Do not pour grease or cooking oil down the drain. Instead scrape out or pour cooking oil and grease into a container or plastic bag and dispose of it in your kitchen garbage.

• Do not dispose of large absorbent items like paper towels, diapers, baby wipes or feminine products, down the toilet. These are not items that disintegrate like toilet paper will, including “flushable” wipes. These products should be disposed of in your garbage.

• Kitchen garburators increase the amount of organic material in the service lines.

Depending on the condition of the service line, organic material can stick to the lines and over time cause blockages. Compost your organic material instead.

Lane and General Clean-up Program

Lane and General Clean-up has now been scheduled. This program is provided to help eliminate accumulated trash and debris in lanes, the City yard waste depot and contractor dumpsters. This program is intended for residential household waste only and not commercial or industrial waste. The schedule is as follows: Residents that live North of Main Street will have their items picked up the week of September 16th-20th. All items will need to be out by September 16th - 8:00 AM. Residents that live South of Main Street will have their items picked up the week of September 23rd-27th. All items will need to be out by September 23rd - 8:00 AM. New Superintendent Joins Prairie Spirit Team

Prairie Spirit School Division is pleased to announce the appointment of Dave Carter as a Learning Superintendent, effective August 1. This appointment fills the vacancy created following the retirement of Superintendent Kim Beaulieu.

As a Learning Superintendent, Carter will be responsible for a group of schools throughout the Division and will lead a variety of learning areas, including Music Education, English as an Additional Language (EAL) and Emergency Planning, as part of the Caring, Healthy and Safe Schools strategy.

Until his appointment as a Learning Superintendent, Carter was a Coordinator of Schools and Learning with the Division, a position he held Dave Carter for eight years. He has over 25 years of teaching and administrative experience, including working in Prairie Spirit at Dundurn Elementary School, Hanley Composite School and Hillcrest Hutterite Colony, as well as teaching experiences in the United Kingdom.

He completed a Master of Education in Educational Administration from the University of Saskatchewan in 2011, following a Post Graduate Certificate in Education from the University of Surrey and a Bachelor of Arts (Honours) from Middlesex University.

“In my new role, I am looking forward to working alongside a talented and committed team of senior leadership, school leaders and teachers, to explore innovative and creative approaches to learning,” he said. “I am committed to creating conditions where we can help students develop into fulfilled and contributing citizens.” Carter said he is also looking forward to supporting reconciliation and cultural agility to reflect the diversity of our communities.

“As a motivated and focused learning professional, Dave will bring strategic leadership skills and a belief in building strong relationships to support adult and student learning to his role as a Learning Superintendent in our school division,” said Lori Jeschke, Director of Education.

Terry Jenson won a contested nomination on September 5th to become the Saskatchewan Party candidate for Martensville-Warman in the 2020 provincial election. Five candidates ran for the nomination.

“Thank you to everyone that came out to support me tonight, I really appreciate it,” said Jenson.

“More importantly, though, thank you to everyone that supported all of the candidates here that put their name forward. I will be working hard to earn the support of the voters in this constituency to ensure MartensvilleWarman continues to be a Saskatchewan Party seat for many more years to come.”

Jenson said he looks forward to working with Premier Scott Moe and the rest of the Saskatchewan Party team leading up to and during the 2020 election.

“Premier Moe is an incredibly strong leader for Saskatchewan,” said Jenson. “I know that people here in the province can count on him to stand up for them, whether that’s against the Trudeau carbon tax, or for our farmers that need a bit of extra help right now.

He’s a great premier and leader and I’m excited to work with him.”

Jenson also thanked outgoing Martensville-Warman MLA Nancy Heppner and the entire Heppner family. “The success of the Saskatchewan Party in this constituency would have never been possible without the leadership from Heppner’s – first from Ben, and then Nancy for the last number of years. Filling Nancy’s shoes will be extremely difficult, but I’m looking forward to serving my constituents to the best of my ability just as Nancy has done.”

Since 2008, Jenson has owned the Clark’s Crossing Gazette, a community newspaper covering the Martensville-Warman area. He is also the past-president of the Saskatchewan Weekly Newspapers Association (SWNA) and is currently the president of Ad Canada Media Inc.

Jenson and his wife Angela live in Warman with their two children. With this nomination, the Saskatchewan Party has now nominated 43 candidates in advance of the 2020 provincial election.

World’s Best River Experiences

While oceans tend to get all the fame and glory, and lakes have a whole aura of their own, the world is also sprinkled with amazing rivers that don’t always get the credit they deserve. Just because you can usually see all the way across them and they can’t brag about underwater volcanoes or undiscovered deepsea creatures doesn’t mean rivers can’t be just as scenic, enjoyable and, let’s face it, functional as their larger counterparts.

In less-developed times, the need for close proximity to potable water led to many of the world’s greatest cities being built on the banks of impressive rivers. Other favourite waterways offer more rural serenity, while some provide enthralling cultural experiences. We always appreciate the fact we have access to such a beautiful river right here in Saskatoon, and maybe that’s one of the reasons we’ve always had a soft spot for rivers around the world. Here are just a few of the best we’ve seen along the way:

Nile (Africa) - The longest river in the world at nearly 6,700 kilometres, the Nile is a very different beast at different points along the way. Sleeping on the deck of a felucca with 20 other tourists as we slowly floated back down from the famous ruins of Luxor remains one of our enduring travel memories, as does the time I lost my wedding ring into the depths of Uganda’s White Nile while white water rafting.

Mekong (Southeast Asia) - It starts in the high plateaus of Tibet and runs all the way down to the Pacific Ocean in Vietnam, crossing through four other countries en route. We encountered the Mekong on several different trips but surely our favourite was the 3-day slow boat from Chiang Khong in northern Thailand down to Luang Prabang, Laos. Stunning scenery, overnight stays in wonderful little villages and a steady dose of rural Laotian culture. No better way to travel, unless maybe the benches were padded.

Seine (Paris) - It may not compare with those other behemoths for size or grandeur but there is nothing quite like a baguette and French wine picnic on the right bank of the Seine with views of Ile de la Cite and the Eiffel Tower in the distance. Ok, fine, it was beer, not wine, but my unrefined palate meant it was no less enjoyable.

Ganges (India) - This infamous Asian waterway finally peters out in the plains of Bangladesh, although all the most famous and interesting parts are in India, especially the funeral ghats of turbulent Varanasi. With its sacred status, the Ganges is the most desirable final resting place for devout Hindus. Regardless of your spiritual beliefs, however, there is no denying the magnetic effect of day to day life on the Ganges as people work, play, wash, journey and, yes, are cremated, all within sight of each other.

Danube (Europe) - Originating in Germany and meandering through 10 countries in total, the mighty Danube is Europe’s most famous river. In each of the countries it passes through it holds an iconic place in both history and culture.

Scenic Danube river trips vary from basic 1-hour excursions to luxury cruises of several weeks at a time. Whichever you choose, or if you opt to simply admire it from the shore, it deserves a dedicated chunk of your next European vacation.

Thames (England) - Much like the Seine, the joy of the River Thames is more about the way Londoners flock to its placid banks for leisure and lounging than epic length or multinational adventure. Nobody knows how to appreciate a cloudless sky like a resident of rainy London, so when one of those rare bright, sunny days finally occurs it feels like half the city is hanging out at riverside parks sipping Timms on the Thames.

Amazon (South America) - Another giant of the global river scene, the Amazon can be very different depending on where you encounter it. Most, however, find themselves deep in the jungle, surrounded by a cacophony of jungle sounds and, more than likely, an equal number of jungle insects. Intense humidity and itchy bites aside, though, there is something invigorating about knowing there are dozens of river creatures just waiting to kill you at any given moment.

Enormous or simply picturesque, hauntingly spiritual or alarmingly deadly, the one thing all these rivers have in common is a vaunted place among the planet’s most incredible destinations. Well, that, and the fact you definitely don’t want to drink the water.

Fatal Accident on Highway 11

On September 6th at approximately 4:42pm, Warman RCMP attended the scene of a two motor vehicle collision on Highway 11 near the south entrance into Osler, SK.

A southbound service truck and a northbound SUV collided head on in the southbound lane.

EMS arrived on scene and the passenger of the southbound vehicle, a 75-yearold female, was pronounced deceased on scene. The 80-year-old driver of the SUV was taken to the hospital with undetermined injuries. The driver of the truck was treated by EMS on scene and released.

RCMP Collision Reconstructionists were on scene with the coroner. The collision is still under investigation. The name of the deceased will not be released at this time. Highway 11 reopened to traffic around 11:00pm that night.

About CAMVAP: CAMVAP is a cross-Canada program that you can use to resolve disputes with a manufacturer about alleged defects in your vehicle’s assembly or materials, or how the manufacturer is applying or administering its new vehicle warranty.

Disputes are resolved through binding arbitration. CAMVAP covers most domestic and imported passenger cars, light trucks, sport utility vehicles, vans and multi-purpose passenger vehicles purchased or leased in Canada, as long as the vehicle is the current model year or one of four previous model years.

Qualifying for CAMVAP: There are several requirements to qualify for CAMVAP’s assistance, including that the consumer: • has already attempted to resolve the situation with the manufacturer; • has given the manufacturer a reasonable amount of time to resolve the situation; • confirms that the vehicle in question is from the current or one of the four previous model years; • confirms that the vehicle in question is used primarily for personal use; • confirms the vehicle in question has less than 160,000 kilometres; and • confirms the vehicle in question weighs under 4,536 kilograms.

Teachers Reveal Urban/Rural Divide

What sets rural and urban Saskatchewan apart tends to be a re-occurring theme in this province. There are simply differences between urban and rural needs and concerns. We need to recognize this and one of the bigger ones, one not much talked about, is the different challenges urban and rural teachers face.

Of late, what you have most likely been hearing is a lot of squabbling between the Saskatchewan Party government and NDP Opposition over dueling survey results on the needs in the education system.

The day students returned to school, NDP education critic Carla Beck demanded Education Minister Gord Wyant release the results of the government's education survey.

At that particular point, the government had only provided a summary of its own survey that the NDP complained “silenced the voices teachers”. By contrast, the NDP’s own survey conducted last June revealed massive teacher frustration with the current government.

“If the responses to the government's survey look anything like the responses we received to our survey, there's no wonder the Education Minister wants to bury them,” Beck said in a prepared statement that further noted “40 per cent of teachers have considered leaving the profession.”

There is no doubt that Saskatchewan education faces some very big challenges, especially in urban schools facing added pressures of overcrowded classrooms, students who have recently come to Canada and do not yet speak English and general pressures of urban life.

For example, the NDP survey suggested some 70 per cent of education assistants surveyed suggested they have witnessed or experienced violence every week or every day, a problem likely more prevalent in urban schools.

Interestingly, the government survey seemed to have a different emphasis, claiming that students wanted quality teachers and a quiet living environment, but were relatively unconcerned about classroom size. The disparity can largely be found in the old adage that you get the results you want based on the kind of questions you asked.

While the government survey boasts of 9,000 participants neither it nor the Opposition survey can claim any scientific accuracy associated with polling. Both sought out people willing to share their views.

In the case of the NDP people, its survey, unsurprisingly, seemed largely frustrated with the education system. In the case of the Sask. Party government, it was people who might have had some concerns but perhaps had less of an axe to grind. Certainly, there was no attempt on the government’s part to drill down into incompatible notions like why students would say they aren’t concerned about class size when those very same students in large classrooms come home each night complaining about teachers not providing enough help or classrooms being too noisy and distracting and with the NDP’s emphasis on finding disgruntled teachers, its survey also seemed missed the mark.

However, the real missed opportunity here might have been the unwillingness to explore the legitimate differences faced by urban and rural teachers. For example, classroom size isn’t generally an issue in rural schools where declining populations have afforded students more one-onone time with teachers for decades.

Of course, the NDP and the Saskatchewan Teachers’ Federation don’t want to talk about this because it is a divisive issue within teachers’ ranks. As a result, the STF would prefer to focus on more agreeable issues like wages or preparation time and the Sask. Party government certainly doesn’t want to talk much about because it leads to conversations about disparity and perhaps the amount of the education budget allocated to both rural urban schools.

These may be uncomfortable conversations, but it would still be helpful to have them. Or at least, they would be more productive than the recent dueling surveys. We need to talk about rural/urban differences if we hope to address them.

Government Of Saskatchewan Continues To Expand Intensive Needs Supports For Students And Early Learners

As a new school year begins, thousands of Pre-kindergarten to Grade 12 students and early learners will receive targeted supports to assist them in reaching their full potential.“Ensuring all Saskatchewan children and youth have access to a quality education is the mandate of this government,” Deputy Premier and Minister of Education Gordon Wyant said.

“We are pleased to have been able to expand the supports available to children and students with intensive needs over the past year, and hope that any family looking for assistance will take advantage of the many programs available.”

New or expanded supports introduced over the past year include: • Early Learning Intensive Support (ELIS) - Provides school divisions with funding to expand Pre-kindergarten programs for children with intensive needs. This includes hiring additional educational assistants and bringing in specialized resources. ELIS was first established in Saskatoon and Regina in 2018, and is now expanding to the communities of Moose Jaw, North Battleford, Prince Albert, Swift Current and Yorkton.

• Supports for Learning - Provides $285.5 million in funding to school divisions and Conseil des écoles fransaskoises that can be directed towards programming for children requiring additional supports, including those with intensive needs.

Funding was increased by $2.8 million in the 2019-20 budget.

• Inclusion and Intervention Plan (IIP) - Schools work with families to develop an IIP. The IIP focuses on priority outcomes based on the individual student’s strengths, interests and needs. It describes the supports and strategies the student requires, and the person(s) responsible for providing the supports. The student’s progress is monitored and the plan is adjusted as the student’s needs change.

• Mental Health Supports - For the 2019-20 school year, divisions and Conseil des écoles fransaskoises are budgeted to spend more than $31 million on counsellors, psychologists and social workers in support of students within the education system.

• Early Childhood Intervention Program (ECIP) - Works with the families of over 1,300 Saskatchewan children experiencing or at risk of experiencing a disability or developmental delay. ECIP staff identify areas of delay, enhance child development and provide assistance to parents. Funding for this program was increased to $4.3 million in the 201920 budget.

• KidsFirst - Provides child development supports to approximately 1,700 Saskatchewan families. Supports include home visits, tools to support learning and development, mental health services and connections to other community programs.

• The Enhanced Accessibility Grant - Grant money of up to $2,000 a month is available to licensed child care facilities in Saskatchewan to support any additional staffing costs required to care for a child with particularly challenging needs and/or behaviours.

• Children Communicating, Connecting and in Community - Provides early intervention and support for pre-school aged children who are deaf and hard of hearing, or connected to the deaf and hard of hearing community. Professional supports, such as speech and language pathologists, are available to assist with language development. This program is available in both oral and signed language options in Saskatoon and Regina.

• Eagle’s Nest Youth Ranch - The 2019-20 budget included a $77,000 increase in funding for Eagle’s Nest Youth Ranch, to expand staffing and spaces for youth requiring additional educational supports.

Through the Canada-Saskatchewan Early Learning and Child Care Agreement work is also continuing to implement more training for early childhood educators on how to best support children with challenging needs and/or behaviours.

Increasing supports for the province’s most vulnerable young learners continues to be a priority for this government, as is ensuring all Saskatchewan children get the best start in life.

SPORTS 3 On 3 Hockey Tournament Continues at Martensville Sports Centre

Martensville Sports Centre has seen lots of action with Martensville’s Community Recreation Project (MCRP) 3 on 3 Hockey Tournament that has been going since August 25 and will continue until September 15.

THIS WEEK IN SPORTS

In a week full of blowouts, I was SO close to perfection, but a 3-1 week is still not bad. Week 13 had just one game on Friday that saw the BC Lions losing streak extend to seven games in a row. The win was the third straight for the Montreal Alouettes who still sit second in the East at 6-4. That was the only tight game of the week as the triple-header on Saturday was all blowouts.

It started in the East with the Toronto Argonauts finally showing their full potential. McLeod Bethel-Thompson threw for 411 yards and three touchdowns including two in the final quarter as the Argos ran away with a 46-17 win over their provincial rival Ottawa RedBlacks.

Ottawa has now lost four straight games and are only two points ahead of Toronto for third in the Eastern standings. However, with the records in the West being far better than those in the East it would seem that a crossover is very likely.

Speaking of the West, the short-staffed Winnipeg Blue Bombers showed that they can still pack a punch without their starting QB and Running Back. The Bombers scored three touchdowns in the second quarter and never looked back to win the Banjo Bowl and stay at the top of the West at 9-3.

Saskatchewan was looking to win back-to-back games against Winnipeg and their 7th in a row but Cody Fajardo and the Roughriders offence managed just 53 rushing yards and 196 yards passing in the loss.

In the final game of the week yet another starting quarterback left the game with an injury as Edmonton’s Trevor Harris left with an upper body injury in the first half. This leaves just BC’s Mike Reilly as the ONLY number one quarterback to not miss time with an injury this year. With Harris out, the Eskimos offence could only manage a field goal and one touchdown but at that point it was too late.

Calgary jumps over Saskatchewan with the 33-17 win and now sits second in the West with a 7-4 record. The Riders also have a 7-4 record but with the Stamps owning the season series (1-0) they claim the second spot.

A 3-1 week improves my record to 33-16 on the season headed into Week 14. My picks for this week are Ottawa, Calgary, and Saskatchewan.
