Returning Your Waste and Recycle Bins to your Property- Waste Bylaw Residents are reminded to return waste and recycle bins to their properties and off the street after bins have been picked up. Bins should be placed in front of the premises by 7AM of the morning of collection day. Bins left on the street are potentially subject to damage caused by wind or traffic. Bins left on the street also interfere with local traffic, street parking as well as street sweeping or utility maintenance. Per the local bylaw, any person failing to adhere to the bylaw may be subject to fines.

Civic Services During the COVID-19 Pandemic- What you Should Know!

City Hall has reopened to the public, however with some guidelines currently in place. Continue to utilize online and contactless options when possible. Please do not visit City Hall if you are feeling unwell, experiencing flu-like symptoms or have been in contact with someone who is presumptive or tested positive for COVID-19.

Current Status of Public Facilities as of October 2nd: Martensville Athletic Pavilion - Open, with occupancy limits City Hall - Open Aquatic Centre- Closed for the Season Northridge Centre - Open for Bookings with Provincial gathering guidelines Heritage Centre - Open for bookings with Provincial gathering guidelines Sports Centre - Open Wheatland Regional Library (located in the Civic Centre) - Open City Staff are available to work with the public via phone or email. Protective Services - There are no changes in duty or status to Protective Services such as the RCMP, Martensville Fire Department, and Ambulance Service.

Water and Sewer - These services remain unimpacted and unchanged, including water quality testing.

Meter reading will continue to take place under the Read/Estimate schedule; however, staff will not be doing reads of meters located inside of homes or occupied buildings. In these cases, estimates will be taken or reads can be provided into City Hall. In respect to water and sewer emergencies, city staff may not be able to enter resident homes at this time and private contractors should be considered.

Water Meter Read/Estimate Schedule - Normally the Read/Estimate Schedule that takes place from October-April would be completed and the entire City would have water meter reads completed by City of Martensville Meter Readers. However due to the COVID-19 crisis, the Water Meter Read/Estimate schedule continues to be extended into foreseeable future Garbage and Recycling - Services remain in place and on schedule with no anticipated service delays at this time. Organics collection will run until the end of October.

Road Maintenance - will continue as required and is not expected to change at this time.

Playgrounds and Sports Fields - Playgrounds are currently open. The Spray Park is open. Sports Fields have reopened but users should continue to follow activity guidelines as may be provided under the Provincial Re-Open plan.

Trails and passive park spaces remain open for use, but we continue to urge residents to incorporate safe practices.

Utility and Property Tax Updates - The City has implemented a number of measures to assist property owners and businesses during the pandemic, currently in place: • • • •

Interest charges on utility bills will be suspended until November 1, 2020.

Water service will not be discontinued due to non-payment or overdue account status.

The deadline for property tax payments will be extended from July 31 to October 30, 2020.

All interest charges on property tax owing will be suspended until November 1, 2020.

Martensville Curling Club Introduces New Social League Jocelyn Ottenbreit, Martensville Messenger

The Martensville Curling Club is excited and ready to start the 2020/2021 season.

Memberships are up from last year and the facility is set to follow all COVID-19 procedures.

As a way to introduce new players to their curling club, they have come up with a new league.

“The Social League is a new league our club introduced this year to try to increase our membership and introduce more people to curling,” said Martensville Curling Club secretary Karen Gruza.

“This league is six weeks in duration and will take place once a week. The games are only six ends; as opposed to the usual eight. It offers a chance for people that maybe don't want to, or can't commit, to an entire curling season, which is from October to March,” Gruza added. She also noted that it is a great opportunity for people who are new to the sport of curling and want to “give it a try” or just want to have a fun evening out with some friends.

The first session is running from November 3 to December 8, and currently there are six teams entered, with room for two more. “We need to have an even number of teams in order to have each team play once a week,” said Gruza.

The Martensville Curling Club is also looking at running another one or two sixweek session after Christmas with dates to be determined.

The Social League will run on Tuesday nights at 8:45pm. The fee is $100/person which includes a complimentary round each week.

The Maddogs hosted their third week of games in Martensville this past weekend.

The Peewee team kicked things off at 1:00pm against the Saskatoon Steelers. The Steelers were first to strike with two punt returns for the majors in the first quarter. The Steelers kept that momentum going throughout the game to bring home the win.

The Bantams hosted the Bulldogs for Game two. The Maddogs came out strong in the first series of the game when QB Thomas Shoemaker handed off to #20, Wyatt Laroche, for a big gain. This set up the 20-yard pass to #81, Grady Morin, for the first major.

Midway through the first, the Bulldogs ran the ball in to tie the game at six. They kept that momentum into the second quarter when they added two more converted touchdowns to make it 22-6 at the half.

The Maddogs came out strong defensively in the third with some big tackles to stop the Bulldog charge. On their next possession Shoemaker connected with Morin again for a big gain. This set up the Maddogs second touchdown when Laroche took the handoff breaking through two tackles for the touchdown making it 22-12. The Maddogs kept pushing when Treagen Green-Edmunds recovered a fumble off the kickoff at the Bulldog 10-yard line. QB Thomas Shoemaker was injured on the next play and could not return.

The Bulldogs scored their fourth touchdown with a 35-yard pass and run to the endzone to make it 28-12. The Bulldogs recovered a high snap which led to another touchdown to make the final 35-12. The Maddogs made a valiant effort at the end with two big runs from Laroche to get them into Bulldog territory but they ran out of time.

The Bantams played the Falcons in Saskatoon at SMF and came away with a 19-6 win with touchdowns from Kyren Houmphanh, Ethan Douglas and Race Marcinkiw. The teams get a bye for the long weekend and will return to action October 18.

A Thank You to the MFD Shanine Sealey, Martensville Messenger

As a community, we often see the work that is done by the Martensville Fire Department when it comes to fires within the community and surrounding areas, as well as vehicle collisions; however, we often don’t see the compassion that is shown to people when they respond to medical calls.

Jamie Shiels took a moment to acknowledge the kindness that the MFD showed to her dearest friend with her new born baby during a call on October 1st.

Shiels said that the MFD knocked on the door and upon entering made sure that the baby and her mom were taken care of. “One of the gentleman even grabbed her slippers and her blanket and said that it was pretty cold out. They were calm and reassuring. I was so pleased to hear this. We are new in the community, and don’t know too many people.

Martensville is such a beautiful community with very generous people.”

Unable to be there, Shiels stated that this kindness that was shown during a difficult time was greatly appreciated. “Thank you for your dedication. You were there when I couldn’t be. Thank you from the bottom of our hearts. Your team did a wonderful job.”

Cooking is the Number One Cause of Home Fire and Home Fire Injuries Shanine Sealey, Martensville Messenger

This year, Fire Prevention Week (FPW) runs from October 4-10 and the theme is “Serve Up Fire Safety in the Kitchen!”, as cooking is the number one cause of home fires and home fire injuries.

Typically, the Martensville Fire Department (MFD) hosts an open house at the fire hall in honour of FPW; however, due to COVID-19, this year will be done a little differently.

Although the fire that took place this weekend on Highway 12 put things behind a little, Deputy Fire Chief Dean Brooman stated that the MFD would be posting information on their Facebook page regarding this year’s theme and some tips to help prevent fires within the kitchen.

“Kitchen fires are one of our number one fires, so we want to make sure that people are being fire smart when cooking and using equipment in the kitchen,” Brooman said.

Some tips to follow when in the kitchen include: • Never leave cooking food unattended. Stay in the kitchen while you are frying, grilling or broiling food. If you have to leave, even for a short time, turn off the stove.

• If you are simmering, baking, roasting, or boiling food, check it regularly. Remain in the home while food is cooking, and use a timer to remind you that you’re cooking.

• You have to be alert when cooking. You won’t be alert if you are sleepy, have taken medicine or drugs, or have consumed alcohol that makes you drowsy.

• Always keep an oven mitt and pan lid nearby when you’re cooking. If a small grease fire starts, slide the lid over the pan to smother the flame. Turn off the burner, and leave the pan covered until it is completely cool.

• Have a “kid-free zone” of at least 1 metre around the stove and areas where hot food or drink is prepared or carried.

Some advice from Brooman heading into Thanksgiving weekend is to ensure that you properly know how to cook a turkey. “Trying to cook quickly at high temperatures doesn’t necessarily turn out well. Do your research on how to cook it properly and it might just save you some issues in the end.”

Fire can happen quickly, so Brooman stated that it is important to have a fire extinguisher within your home so you can act on it as soon as possible. “If you don’t have a fire extinguisher, or you can’t afford one, make sure you always have something nearby to help smother the fire, like a pot lid, and always remember that you do not add water to a grease fire. You want to smother it and that will quickly extinguish the flame.”

Another tip was regarding power outages and to ensure that if the power does go out while you are cooking, to ensure that you turn off the stove or oven. “People can forget that the stove or oven was on and when the power comes back on, that can quickly get out of hand.”

Martensville Fire Department Battled Two Day Fire on Highway 12 Shanine Sealey, Martensville Messenger

The Martensville Fire Department (MFD) responded to a call regarding a fire at BN Metals on Highway 12 near Affiliated Auto at approximately 2pm on October 1st. The fire was considered extinguished on Saturday, October 4th and members left the scene that night at approximately 8pm.

The blaze was located within a garbage/recycling pile that was approximately 6000 square metres in size. In order to isolate the fire, an excavator, ran by personnel from BN Metals was used to put a break in the pile, which was done to help eliminate any chance of spreading to another area.

MFD Fire Chief Kurtis Dyck stated that they believe the fire started due to a spark or ember from a controlled burn taking place nearby. “That is what we believe at this time. Controlled burns take place regularly at this particular business and I am hoping that that will be something that is addressed once this is all done; however, that is out of my hands,” Dyck said.

When speaking to Deputy Fire Chief Dean Brooman, he noted that the MFD has responded to fires from this business previously in the past; however, none to the same severity. Controlled burns are permitted and can be called into Corman Park or to the province. “The key word is controlled. People need to take reasonable measures to ensure that it will stay controlled,” Brooman explained.

The MFD had assistance from fire crews in Dalmeny, Warman and Saskatoon; as well as from the Saskatchewan Public Safety Agency out of Prince Albert, who sent man power and equipment.

Members of the MFD worked on four hour rotations to get the blaze under control. “Initially, we had a lot of man power on the scene until we felt that we had the fire contained. Then we released them,” Dyck explained. MFD members were rotating on four hour shifts. Extinguishing was being done by the Martensville Fire Department, with the Dalmeny and Warman Fire Departments supplying water with tankers.

Dyck also explained that the MFD was following recommendations from Sask Environment and the Ministry of Environment regarding water runoff and air quality due to the thick plume of smoke that could be seen from kilometres away.

“We are very happy with our department and the response of our members. It was a long few days, but our members committed themselves and did really well,” Brooman said. “I would also like to acknowledge the community. We had people stopping by to bring us lunch, coffee and donuts, and ice cream, so thank you for that support. We love serving our community and things like that are greatly appreciated.” Brooman also extended a thank you to the business owner located north of BN Metals who provided access to his property to stage the trucks and battle the fire, as well as use of his business and washroom.

“Honestly, things like that are such a huge help. We are grateful that he opened his place up to us like that.”

Moe Leaning Heavily on Experience

Given how far ahead Saskatchewan Party leader Scott Moe is ahead of the NDP and leader Ryan Meili, there might be a temptation for the Premier to take his foot off the gas of that Chevy Tahoe, that’s his campaign vehicle in this 2020 general election. It will be tempting to just put the Sask. Party campaign on cruise control and coast to the expected easy win on Oct. 26.

As has been previously mentioned in this space, the Sask. Party is sitting on 31 seats that it won in 2016 by 2,500 votes or more. There have only been six times in our province’s history when a party that won a seat by 2,500 votes or more turned around and lost that seat in the next election.

It is also worth noting that all 18 members of the current Sask. Party cabinet are standing for re-election,

including Moe, himself. Not all of them are a shoe-in to win. Tina Beaudry-Mellor (Regina University) and Joe Hargrave are seats that were relatively close last time.

Even if a couple don’t make it, the number of Sask. Party members with cabinet experience - the 18 present ministers plus several backbenchers seeking reelection who were - is a sharp contrast to the NDP.

The once so-called naturally governing party in Saskatchewan only had two former cabinet ministers on its slate and only a couple others with any experience in government. This is the unfortunate reality for a party out of power for 13 years.

It is a situation the NDP has made worse by dismissing one of only two candidates it did have with cabinet experience. The dumping of former MLA and cabinet minister Sandra Morin as the party’s Regina Walsh Acres candidate does not bode well for Ryan Meili for a couple reasons.

First, it’s disheartening for veteran New Democrats who value the contribution and experience of those who have put years into the party. One can certainly argue that cabinet experience is less significant than the talent and abilities of the individuals running for office, but the first requirement of any political party is to get its candidates elected.

So the second reason why this is disheartening is that it is easier if the person running for your party is known and recognized as someone with cabinet experience.

Blaine Lake RCMP Warn Thieves That Stolen Meat Was Poisoned

On Saturday, October 3, 2020 at 10:16 A.M., Blaine Lake RCMP received a report of a break and enter at a rural residence near the Wingard Ferry road. Preliminary investigation indicates a large amount of household items were taken. The break and enter is believed to have occurred sometime between Tuesday, September 29 and Friday, October 2. There is no suspect description.

The homeowner advised investigators that six steaks stolen from a freezer located outside the

residence were poisoned for use in wild animal control.

If consumed, these steaks could seriously harm or kill someone.

Pedestrian Fatality Near Delisle

On October 5th at approximately 10:00pm, RCMP Warman Detachment were called to a complaint of a motor vehicle vs pedestrian collision along highway #7 at the community of Delisle, Saskatchewan. The Delisle Fire Department and EMS also attended to the scene.

Upon arrival, a deceased sixty six year old male was located along the highway.

Highway #7 was closed and traffic rerouted for approximately five and half hours.

Investigation is ongoing.

This takes us back to last week’s campaign launch and the theme from Scott Moe you can expect to hear over and over again during the course of this four-week campaign: Who can you trust?

"You are going to see me get out of this truck each and every morning to engage Saskatchewan people," Moe told reporters in front of the campaign office of Regina Pasqua candidate Muhammad Fiaz.

"We are looking forward to engaging the people of the province with the question: 'Who do you trust?' "

According to Moe, a big part of that trust issue is the past record of NDP governments that includes the closure of 53 hospital closures and 176 school closures during the NDP’s last tenure.

Essentially, Moe is stepping on the gas and speeding past his own government’s record of deficit budgets and debts; however, budget deficits and debt are already emerging as issues in Meili’s campaign.

"Scott Moe and the Saskatchewan Party are out of ideas, spinning their wheels," Meili told reporters upon launching the campaign. "There's an old saying that when people show you what they are, you should believe them ... We're saying you don't have to settle for Scott Moe.”

Don’t expect Moe to stand still and take this.

It will likely cause him to step on the gas a little more.

Fatal Accident on Highway 11

On Thursday, October 1, 2020, at approximately 3:42 p.m., Saskatchewan RCMP received the report of a driver who was observed driving through a ditch and knocking over signs just north of Osler, SK, along Highway 11. At approximately 3:45 p.m., a second report was received of a collision approximately 2 km south of the Osler turnoff on Highway 11.

Officers arrived on scene and located a black truck, a tan truck and a black SUV involved in the collision. The 79-year-old male driver of the black truck, who was the lone occupant, was located deceased on scene. The black truck was the subject of the first report. The 56-year-old male driver of the black SUV was located deceased on scene. The 22-year-old male passenger was transported to hospital with undetermined injuries. The 70-year-old male driver of the tan truck, who was the lone occupant, was also taken to hospital with undetermined injuries.

Two Saskatchewan RCMP Traffic Reconstructionists attended the scene. Corman Park Police Service, Osler Fire and Warman Fire Department, Saskatoon EMS and the Saskatchewan Coroner’s Service also attended the scene.

Northbound traffic on Highway 11, one kilometre south of Osler was blocked until approximately 10:00pm, when the RCMP re-opened the area. The investigation is ongoing to determine the cause of the collision.

Work Commences on Outdoor Rink Project at Martensville Sports Centre Shanine Sealey, Martensville Messenger

On October 6th, Martensville City Council held their second last meeting of this term leading up to the 2020 Municipal Election. One of the items on the October 6th agenda was regarding work being done at the outdoor rink located at the Martensville Sports Centre. As part of the 2020 Capital Plan, $80,000 was allocated towards the construction of an outdoor rink support building, which will include a heated warm-up room and ABOVE: A rendering of the new sign for Veterans Square in Martensville by City Hall. a garage to house the backup Zamboni. Currently, work is being done to pave the surface of the outdoor rink.

The project was posted for tender, and all proposals came in significantly higher than the budgeted amount, with the lowest one being $157,400 plus taxes. The cost came in higher due to a number of factors that were unaccounted for during the time of budget; such as, a drain being added to the Zamboni garage to address water concerns from snow melting from the machine and costs to connect existing utility services in the Sports Centre were higher than expected. Additionally, the presence of underground utility lines mandated changes to the placement and orientation of the building, which now means that the proximity of the building to the Sports Centre requires the building walls to be fire rated.

In order to complete the project, an additional $90,000 in funding will be required, and Director of Recreation and Community Services, Ted Schaeffer, noted in his report to Council that it is anticipated that, “Due to provincial MEEP (Municipal Economic Enhancement Program) funding previously allocated to other 2020 capital projects, capital funding will be available to offset the additional expense.” Schaeffer, recommended that Council approve the additional costs for the project so it can be completed and ready for the 2020-2021 season. Once complete, due to COVID-19 restrictions, the outdoor rink capacity will be limited to 30 individuals and the warm-up area will be limited to 5-7 individuals.

Council also discussed the addition of an illuminated crosswalk to the community.

This was previously discussed in September and Council brought back their suggestions for where the crosswalk should be located. Administration then took a look at the suggested options and provided their proposed locations, which was the pathway crossing 3rd Street North at the Kyle Syrenne Skatepark and Main Street and 6th Avenue South.

Another item brought back for discussion was regarding the newly named Veterans Square by City Hall. Administration brought the item to Council to approve the cost of a new sign to be installed which is estimated between $2500-$5500. This marks the first phase of the project, with the second phase being a memorial plaque attached to the stage within the area sometime in 2021.

City Project on 1st Avenue South & 2nd Street South Pushed Back

An area of 1st Avenue South near 2nd Street South is currently closed to traffic as a contractor for the City of Martensville is working on replacing a series of valves and a hydrant at this intersection. Residents that live in the area have been asked to take alternate routes.

“These replacements are necessary due to age-related failures and will require disruptions in the water supply to repair,” the City of Martensville stated in a release.

Residents in the area have been provided notification and currently remain on water advisory at this time and will be directly contacted regarding changes or lifts on the advisory.

Initially, construction was expected to be completed within 3-4 days, weather permitting; however, due to some additional valve issues that were discovered over the weekend, the excavation work that was originally scheduled was delayed until Monday, October 5th.

Due to this, the overall schedule for the project has been pushed back to later this week until completion, leading to traffic restrictions continuing on 1st Avenue South, 2nd Street South, as well as 3rd Street South as a result of the change.

City Council Nominee Adam Hartle Looks to Create Open Line of Communication Within Martensville

Adam Hartle has been a resident of Martensville for approximately four years; however, has spent the majority of his life in the area and decided to run for a position on City Council as a way to help make a difference in the community.

“I want to serve the people of this City to the absolute best and bring about fairness and equality to the table. The people want to talk, but struggle with it. I want to be the person they can call, email and meet because I want to hear what they have to say,” Hartle said.

As for areas that Hartle believes need some work, he highlighted policing and public safety within Martensville, the need for open communication ABOVE: Adam and transparency, as well as contract infrastructure work. “We need to ensure Hartle that all local pre-qualified companies have opportunity to participate in a fair bidding process. Currently, from design conception of projects, there is not a fair transparency on how the City is spending capital towards pre-construction design. I do not favour having each and every little project tendered for design, but strongly believe there must be a rendering process that qualified companies locally to our area can compete in for a future contract for these services.”

Hartle also added that he believes that public servant employees need to have a voice and to be proud of the city that they work for and that the City needs to focus on maintaining infrastructure that is currently in place; such as the lagoon and the issues surrounding the capacity and integrity of the cells. “I believe that budgets need to be re-looked at and that we really need to focus our attention on what is currently built and how we are going to maintain it.” Another topic that Hartle feels passionately about is in regards to local businesses. “We need incentives for businesses to come to our city and want to be here.”

With over 14 years of experience in contract civil law and contracts, managing employees, years of studying politics, some policing sciences and as a former Canadian Forces Veteran, Hartle believes that his knowledge will be a positive addition to Martensville City Council.

“I believe that giving back to the communities and letting the people have a voice, that not only will be heard, but will be answered is of the upmost importance,” Hartle said. “Martensville could head to become one of the best cities this nation has ever seen. That being said, there is work to be done and by electing me, you are putting me in a position to raise all of these concerns and put this all back on the table to get the job done. At the end of the day, if nobody is there to hammer these issues out, nothing will be accomplished.”
