Councillor Jamie Martens Works Way Up From ‘Small Town Girl’ to Representing Saskatchewan at a Federal Level Shanine Sealey, Martensville Messenger

Since 2012 Martensville City Councillor Jamie Martens has been taking leaps and bounds in her political career, proving that a small-town girl from Saskatchewan can achieve more than she ever imagined. It was that year that Martens first ran for a spot on Martensville City Council.

Surprising herself, Martens was elected in and discovered that this was something she felt very passionate about. “I didn’t imagine that I would actually get elected so was quite surprised, but also very excited. I was new to the position, so there was a learning curve but I was willing to do what it took and put my whole heart into it,” Martens said.

ABOVE: Jamie Martens Since then, Martens has run in two more municipal elections and is currently serving her third term as a City Councillor and she doesn’t plan on stopping there. Through her role on City Council, Martens was fortunate enough to attend a conference for the Federation of Canadian Municipalities (FCM) as Martensville has been a member of FCM for quite some time, along with over 2000 municipalities within Canada.

“The conference blew me away. There was so much more behind it than I ever could have imagined and it was there I realized how much potential was out there. I saw the opportunities for representation for each province and knew that I wanted to be involved in this, so I decided to take that step and put my name forward to see what would happen,” Martens said.

In 2020, Martens was elected for her first term with FCM, which lasts a year, and recently, she was elected for a second term. “I have learned so much over the past year and the individuals that I have worked alongside are incredible. Everyone is so passionate and respectful of one another. I have also had the opportunity to meet some federal leaders and learned that many of them started out the same way I did, which is inspiring.”

Through her role within FCM, Martens has been appointed to several committees, most recently gaining a position on the Gender-Based Violence Technical Working Group and the CANWILL (Canadian Women in Local Leadership) Project Advisory Committee.

Martens was recently elected through FCM to be the Vice Chair for the Canadian Rural Forum (CRF). “I was so blown away that I got in that I think my jaw hit the floor when they called my name.” In this position, Martens now has the opportunity to look at various issues that rural municipalities under 100,000 population within Canada face. One major issue that was brought to light throughout the COVID pandemic was the dependency on broadband and how some rural areas were lacking in that department. “That was a big realization through the pandemic and realizing how many more communities were without this and how much we rely on it. It was brought to the federal government and they signed on to give $1.1 billion to enhance Canada’s broadband. To be on the forefront of that was really exciting.”

Since embarking on her political journey, Martens noted that it has been a huge confidence boost. “I have always been the type of person that likes to sit back, listen and really understand what it going on before I speak. I never want to speak off turn, or not really understand what is going on. I like to take it all in and then give my opinion on things and throughout this past year, I feel like I have spoken up a lot more.”

When Martens was elected to FCM she learned that there was only 21% of females representing politics within Canada and following a two-week summit with Tunisia, a country in Northwest Africa, and seeing that they have a whopping 49% female representation in politics really opened Martens eyes as to how far behind Canada is. “Since then I have learned the different reasons why and have become involved in different groups through FCM that helps bring more women involved in politics and provides mentorship opportunities. I have also met these incredible inspirational people that have really pushed me to pursue a future in politics by possibly running for an MLA position one day, or an MP position if that’s in the cards.”

For other women looking at pursuing a role in politics, or on any board or committee, Martens encourages them to take the plunge. “To be completely honest, every time I have put my name forward I have been scared and nervous. But if I hadn’t tried, I would have missed out on this amazing journey that I have been on. I have learned so much about myself and the kind of politician I want to be. I am so honoured and never take one day for granted.”

Council Asked to Provide Direction on New Meter Reading Technology Shanine Sealey, Martensville Messenger

Martensville City Council held their last meeting of the month on Tuesday, October 19th, which began with an update from each department.

The City of Martensville is currently working on a lighting project on the pathway located behind Glenview Cove and along 10th Avenue.

The tender for the Mocon Field baseball diamonds was recently awarded to All-Brite Electric and that work will begin this year with plans to have the lights up by early February.

The design for the future Martensville campground is now complete with the tender for the campground grading having closed on October 15th.

The Martensville Recreation Department is currently working with FSIN to use the Martensville Athletic Pavilion as the venue for badminton and volleyball in the 2022 Tony Cote Winter Games, which will take place April 15-20, 2022.

In the Infrastructure and Planning Department, there is currently a meeting scheduled with the City of Saskatoon regarding the next steps in the Joint Water and Wastewater project, with these steps including finalizing a construction timeline as well as a rate structure.

Currently, there are discussions taking place between Corman Park, Community Planning, the Ministry of Highways, and the City of Martensville regarding rezoning and disposal of land located between Highway 12 and Centennial Drive South. Once subdivided, these lands, which are currently located within the RM of Corman Park, can be annexed for use in future development.

Multiple items were brought to Council for final approval which included a request for Council to approve amendments made to the Official Community Plan and the Concept Plan for Parcel R in Lake Vista. These changes will allow for this land to be zoned for both residential and commercial uses.

Additionally, a request for a sump pump discharge amendment and approval for the Economic Development Incentive for a project on 8th Street South were also brought to the October 19th meeting.

The last item on the agenda included a request for direction from Council regarding upgrading the City’s water metre reading infrastructure. With approximately 3100 water meters in the City, the majority are read manually, with City staff walking and collecting information with special readers. New meter installs consist of newer technology that allows staff to read the meters by driving their route. Both of these options require staff time and as Martensville’s population continues to rise, this need increases that much more, taking up a large monthly component of the Water and Sewer Department’s workflow.

In order to reduce this workload, the City of Martensville has looked into alternate options, which could include a City wide conversion with two options. To switch the entire City to a drive-by reading system would cost $1,472,500 (plus taxes) or for a cost of $1,584,100 (plus taxes) to convert the entire City for an automated reading system which would be controlled from a computer at City Hall. The second option would allow for information to be collected at any time with the click of a button.

Currently, the contractor that would be completing this project is working on a project in Yorkton, which is scheduled to be finished by January/February 2022. If the City of Martensville were to approve this, they would begin work following their completion in Yorkton, which could save the City approximately $200,000 due to streamlining efficiencies and lower mobilization costs.

“I would encourage Council to support this program. In the coming years we are projecting significant capital programs which would hinder this program in the future. We have received a one-time top up of the Gas Tax from the Federal government (doubling). It amounts to an extra $580,000 and I would suggest using this top up to assist in funding this program. Between the Gas Tax money and the savings from mobilization the full program can be completed for half price,” Scott Blevins, City Manager, stated.

The next City of Martensville Council meeting will take place on Tuesday, November 2nd at 5pm.

From a young age Katarina Sopatyk always enjoyed jewelry, treasuring pieces handed down to her by members of her family, but it was last year that she decided to take things one step further. After being given a bag of broken jewelry, Sopatyk chose to design her own pieces and see where it would lead.

Kjjewelrybykat began by chance after Sopatyk’s grandmother was diagnosed with breast cancer. “I wanted to do something to help, and it was during COVID, so I had extra time on my hands. I decided to design some pieces and sell them with a portion of my proceeds going to support breast cancer. Since then, I have supported other charities such as Autism Awareness and the women’s shelter in Saskatoon last Christmas,” Sopatyk said. The first line of jewelry saw 10% of all sales go towards breast cancer research, and from there, Sopatyk has continued to donate 10% of her sales to various causes.

At only 16 years old, Sopatyk’s passion is clear when listening to her discuss her business, and the young woman doesn’t shy away from hard work as she currently

With plans to continue to grow her business, Sopatyk hopes to see her line in more stores in the future, and someday would like to become a hairdresser with her own salon that she can sell her pieces in.

“The feeling I get when someone loves something I created is amazing. I am so appreciative for everyone that has supported me and can’t believe how fortunate I am.”

Last year, at 15 years old, Sopatyk could have never imagined that things would have taken off the way they did, but she is grateful that they did. “I was so nervous to do this thinking that it wouldn’t work, but just went for it and it has been amazing so far. Small Business Week is taking place in Saskatchewan from October 18 to 22 and with that, the City of Martensville wanted to take a moment to recognize the important role that these businesses have within the community.

In Martensville, as the population has grown, so has the business community, now offering a wide range of options to residents within the region.

“These businesses have really helped take Martensville from being a typical bedroom community to something that is a bit more self-sufficient, now providing employment opportunities for people closer to home, enhancing the quality of life for residents by providing a variety of goods and services. These businesses are also critical in supporting youth, sport and culture within the community and are heavily involved and invested in opportunities within the community,” Dillon Shewchuk, City of Martensville Community Economic Development Manager, said.

Looking forward, Shewchuk noted that there is hope to continue to broaden and enhance employment opportunities within Martensville, stating that population growth will continue to fuel the service

side of the community and improve what is available to residents locally.

The Prairie Sky Chamber of Commerce is a great example of the thriving business community that is located within the region. “These businesses aren’t just opening their doors in the morning and providing goods and services, but through having an active Chamber of Commerce, it shows that businesses are invested in the community. They are interested in the direction of the community and in it for the long haul,” Shewchuk added.

Through the past 18 months of the pandemic, many businesses have faced struggles, having to modify their business plan in order to survive. We have seen many local businesses re-invent themselves and look for new ways to reach their customers.

“The City wants to salute the small business community for all of the hard work they have put in through this pandemic. They have had to deal with a lot of new pressures, but continued to support the community, and I think in turn, the community has recognized how important they are, the importance of supporting our local businesses and shopping local. That is definitely something positive that has come out of this pandemic.”

Small Businesses Continue To Grow In Saskatchewan’s Economy

The Government of Saskatchewan is pleased to recognize Business Development Bank of Canada (BDC) Small Business WeekTM taking place from October 18 to October 22, 2021.

This week celebrates the important contributions of small businesses to Saskatchewan's economy.

Small Business WeekTM was launched over 40 years ago to join together entrepreneurs across the country.

Small businesses are classified as having less than 50 employees. They are a source of quality jobs and account for 99 per cent of the almost 150,000 business enterprises in the province.

"Saskatchewan has a strong history of entrepreneurial spirit and small businesses continue to play a vital role in the province," Trade and Export Development Minister Jeremy Harrison said. "Small businesses are active in virtually every sector of the economy, providing vital jobs, products and services, which often turn into the kind of success that grows an economy, and a province. The Government of Saskatchewan is proud to recognize this week to celebrate the contribution small businesses make to the growth of our province's economy."

In 2020, small businesses employed 30 per cent of Saskatchewan's workers and paid out almost $6.8 billion in wages and salaries, which was 25 per cent of the province's total payroll. Small businesses generated 29 per cent of Saskatchewan's gross domestic product (GDP).

The number of small businesses has grown from 95,066 in 2010 to 146,016 in 2020, a 54 per cent increase. In 2020, there were 124 small businesses for every 1,000 people in Saskatchewan, which is second highest per capita in Canada.

The Government of Saskatchewan continues to invest in initiatives, services and programs that support small businesses in the province. Some of these include: • The Saskatchewan Technology Start-Up Incentive, which offers a 45 per cent non-refundable tax credit for individual and corporate equity investments in eligible technology start-up businesses; • The Product2Market: Value Added incentive which helps support small- and medium-sized agri-businesses, from product development through to marketing activities; • The Canada-Saskatchewan Job Grant, an employer-driven program which helps employers train new or existing workers to meet their specific workforce needs; • Small Business Corporate Tax Rate of 0 per cent until July 2022 and 1 per cent until July 2023 when it will revert back to 2 per cent. The reduced rate applies to up to $600,000 taxable income per year in Saskatchewan and will be pro-rated for taxation years that include periods with different tax rates.

• Tax credits for labour-sponsored Venture Capital Corporation Funds that raise up to $70 million annually from Saskatchewan residents and invest the capital in small- and medium-sized Saskatchewan businesses.

• A highly competitive tax structure, which includes tax credits for research and development, as well as for manufacturing and processing equipment expenditures; and • The proclamation of the Regulatory Modernization and Accountability Act in 2013, to ultimately remove red tape that could be a road block to business, and to remove some of the barriers to growth.

World Food Day took place on October 16 and in honour of that, Mealshare decided to do their part to help rally Canadians to come together to take action by helping to fight youth hunger in local communities.

In a news release, Mealshare stated that, “In Canada, nearly 1 in 5 children are food insecure. That is over 1.15 million kids. Yes, this is a high number, but there are numerous simple ways that each of us can give back and lower this statistic.”

Mealshare, which was launched in 2013 across Canada, offers a simple and innovative “Buy One, Give One” program for restaurants. When customers purchase a Mealshare item, a meal is provided to a youth in need through Mealshare’s network of charity partners. Currently, Mealshare has created partnerships with over 250 restaurants in more than 450 Canadian communities and provided over 4.9 million meals to youth in need.

With Mealshare a restaurant includes a Mealshare logo beside specific items on their menu and when a guest orders these items, they receive their meal as normal; and one simple healthy meal will also be provided to a youth in need.

Locally, Mealshare already has a partnership in place with A&W and in honour of World Food Day, they announced their newest collaboration with Leopold’s Tavern in 16 locations, and MR MIKES Steakhouse Casual at 45 locations. “Mealshare partners with local charities in every community they are in and supports youth charities that go above and beyond food programs; offering additional resources and programs for holistic development,” the news release stated.

At MR MIKES, customers can turn any option on the menu into a Mealshare item by asking their servers to Make it a Mealshare and $1.00 will be added to their bill to provide a meal. Leopold’s Tavern will be doing something similar but will be showcasing their Mealshare menu item on their Poutine of the Week.

“Hunger is not just an issue in faraway places. It is happening right here in Canada and can make anyone experiencing it feel very vulnerable – especially children.

Having well known restaurant groups like MR MIKES and Leopold’s Tavern join our program allows us to have even more of an impact on kids in smaller communities across Canada,” Derek Juno, Executive Vice President of Mealshare, stated.

Test to Protect - At Home Self-Testing Kits Available the Week of October 18 Sky-Rocketing COVID-19 Deaths Were Avoidable

Saskatchewan saw 58 October COVID-19 deaths before the halfway point of the month. As noted by the Saskatoon Star Phoenix’s Phil Tank, at this rate October will surpass the 153 reported deaths in January that has been the province’s deadliest month.

The figure is even more alarming when compared with other Canadian jurisdictions. Saskatchewan’s COVID-19 death rate in the past week is three per 100,000 - far surpassing other Canadian jurisdiction now facing a serious fourth wave outbreak. The rate in Alberta, New Brunswick and the Yukon Territory in this time frame was two deaths per 100,000 people while the national rate was one death per 100,000. This is a death rate that is 21 times that of Nova Scotia.

So bad are the recent numbers that Saskatchewan is now creeping up on other jurisdictions that were hammered

by COVID-19 in the early going. After avoiding the high death counts suffered in Quebec and Manitoba where the first and second waves ravaged nursing homes, Saskatchewan is now fifth among provinces in the per capita death rate at 63 per 100,000 people behind Alberta (64 per 100,000) and Ontario 66 per 100,000. The national rate is 74 per 100,000 driven by those high early numbers in Quebec (133/100,000) and Manitoba (88/100,000).

Yes, we all can hope that things will soon turn around. The problem, however, is the numbers suggest that this won’t happen for a while. Recent record Saskatchewan hospitalizations and ICU admissions (the full complement of 79 ICU beds in the province were filled with COVID-19 patients as of the writing of this column) will, sadly, probably result in more deaths.

Moreover, those people now hospitalized or now recovering from COVID-19 may suffer long-term effects of the novel coronavirus even after they do recover and those who are also suffering in this province will also include those now missing surgeries, organ transplants and treatments and therapies because an overwhelmed hospital system simply can’t deal with them and the number of pandemic patients coming in for longer hospital stays.

Unlike in the first, second and third waves, the fourth wave has turned COVID-19 into something other than a disease that quickly killed the aged and those with health issues. While those 80 years and older still account for 45 per cent of all Saskatchewan COVID-19 deaths, that is now significantly less than the nation average (around 66 per cent).

In short, the fourth wave has hit harder and hit younger people harder and, tragically, this was likely avoidable. While July only saw 10 deaths, the rate tripled to 29 in August and triple again to 97 in September. This was during the summer when warmer weather - including an unseasonable warm September and October - slowed down transmission, but it was policy decisions that really account for these numbers.

As we marked Thanksgiving Day Monday last week with record hospitalizations and filled ICU beds, the day also marked three months since the July 11th “re-opening of Saskatchewan” in which the province ended all masking, social distancing and public gathering restrictions.

The plan announced in May seemed wildly popular — especially given that it meant the summer would see full attendance at Roughrider games and some sense of normalcy.

By early July, Moe was off to attend the Calgary Stampede with Alberta Premier Jason Kenney who congratulated his Saskatchewan counterpart on his early reopening.

Well, in the three months since then, Saskatchewan has experienced 32 per cent of all its COVID-19 cases and 31 per cent of all its deaths.

Meanwhile, the October Angus Reid poll shows Kenney’s popularity has plummeted to a mere 22 per cent in Alberta and Moe’s popularity is now at an all-time low for a Saskatchewan Party premier at 43 per cent. It appears choices made by Moe’s government are catching up with him.

With the delivery of 2.6 million rapid antigen test kits, the Saskatchewan Health Authority (SHA) will expand delivery to make a supply available to the general public including First Nations communities to support asymptomatic COVID-19 surveillance.

Routine, voluntary testing at home will help prevent asymptomatic transmission to those who are not able to be vaccinated and will reduce COVID-19 transmission in the community.

Test to Protect - General Public - More than 1.3 million of these kits will be distributed free to the general public starting the week of October 18 through participating fire halls, local chambers of commerce, and SHA testing and assessment centres.

In addition, more than 360,000 tests will be provided to First Nations communities across the province through a provincial allocation to Indigenous Services Canada (ISC). This secures a supply for ISC to support COVID-19 surveillance, in the absence of a predictable supply directly from the federal allocation.

A list of these locations is available at Saskatchewan.ca/covid-19 and will be updated as kits are delivered and available and as new sites participate.

Note that these testing kits do not come individually packaged but are in bundles so kits will be distributed quickly. Availability will be based on the locations' hours of operation and supply. Self-testing kits will be available first come, first served with one kit per household at this time.

The province of Saskatchewan has increased its request to the federal government from one million to four million test kits per month in order to support demand.

Four Year Old Passenger Found in Vehicle Operated By Impaired Driver

On the evening of October 17, Corman Park Police Service conducted a traffic stop on a vehicle driving 130 km/h in a 100 km/h zone on Highway 60 near Township 360. The driver failed the Approved Screening Device and was arrested for Impaired Driving. A 4-year-old passenger was located in the vehicle and is now safe at home. The driver blew 170 mgs% twice (criminal charges starts at 80mgs%).

Test to Protect - Distribution to Congregate Settings, Schools - Schools will receive a new supply of 720,000 tests, and the remainder of the supply will be allocated to other areas of the SHA's Test to Protect Program including congregate living facilities (long-term care, personal care homes, correctional facilities, shelters, group homes), and to healthcare workers and businesses that are registered with the SHA for a workplace surveillance program.

Self-testing (rapid antigen testing) is an additional asymptomatic surveillance tool, and is not a substitute for COVID-19 vaccination

Self-tests are an effective screening tool and are intended for those who do not have COVID-19 related symptoms (asymptomatic). If you have COVID-19 symptoms or if your self-test is positive, seek a lab PCR test through an SHA testing site or call HealthLine 811 to arrange for a test.

Self-tests distributed for the purpose of workplace or asymptomatic surveillance will not be accepted for the negative test requirement, as part of the proof of vaccination or negative test result policy. Those negative test results must be purchased from an approved provider listed at Saskatchewan.ca/covid-19.

Providers who wish to be approved for providing COVID-19 testing for the negative test requirement and be listed on the Government of Saskatchewan website can apply, following the new process outlined at Saskatchewan.ca/covid-19.

Separate Traffic Stops Result in Criminal Charges

On the evening of October 12, 2021 a Corman Park Police Service member had two traffic stops that resulted in multiple criminal charges. The first one on Hodgeson Road where the driver was arrested and charged for obstructing a police officer and weapons dangerous to the public. A catalytic converter was also seized from the driver.

The second one on Highway 11 and TR 400 where a driver was arrested and charged with possession of a controlled substance and obstructing a police officer.

Both of these drivers were suspended from driving, had their vehicles impounded for 30 days and released from custody with future court appearance.

Adam Osczevski, who is originally from Martensville, began his hockey career as a Marauder and has continued to experience hockey on many different levels since then. Playing three years with the U18 AAA Beardy’s and Prince Albert Mintos, Osczevski racked up 78 total points in this division. He then went on to play with the West Kelowna Warriors and Cowichan Valley Capitals earning the title of Captain in his last season with the BCHL league contributing 68 total points.
