Geocaching is the real-world treasure hunt that is happening right now, all around you.

There are over 2,500,000 active geocaches and over 6 million geocaches worldwide.

Sump Pump Discharge- What Residents Should Know • Don’t allow discharge to become a hazard for pedestrians and property.

Measures must be taken by property owners to prevent ponding, icing, mud, or algae build up on both public and private property.

• Sump pumps MUST NOT discharge into the sanitary sewer system unless given written permission by the Director of Infrastructure and Planning or if the system into the sanitary sewer was installed prior to the adoption of the Sump Pit and Surface Discharge Bylaw on February 1, 2008.

• Sump pump discharge lines must be directed into the rear yard only unless given written permission by the Director of Infrastructure and Planning to do otherwise.

The City also asks that the discharge lines remain 3 meters (9 feet) from the rear property line and 1 meter (3 feet) from the side property lines.

Earlier this year, the Senior’s Group at the New Horizon’s Centre in Martensville began offering a bi-monthly bingo night for the community, held the second and fourth Wednesday of each month.

Due to COVID-19, bingo night was cancelled up until Wednesday, September 23, when the excitement started back up again, with new precautions set in place due to COVID-19.

Everyone who attends is required to wear a mask, sanitize upon entry and provide their name and number. Separate doors are used for entry and exit, and limited seating is available with up to 30 players allowed.

Payouts for bingos are dependent on how many people are in attendance; with more people comes bigger rewards. There is also a 50/50 draw available.

The next bingo night will be taking place on Wednesday, October 14 at 7pm and everyone that is 18+ is invited to attend, but reminded to come early to ensure a spot.

On the 1st and the 15th of the month we get a list of locations from Saskatoon Police Service (SPS) where criminally charged impaired drivers were caught. We place these signs at that location where the sign states that a criminally charged driver was caught here. The signs we put out on the 1st are collected on the 15th. Unfortunately, the signs are going missing. If we put out 12, generally, we can only find 4. I have no idea what is happening to them or why in the world anyone would take them. I think it is a great program but may not be long term due to the cost of the signs.”

Stevenson has worked hard for the past seven years bringing awareness to the issue of drinking and driving.

It is very simple; if you drink you don’t drive. Killing someone because you drove impaired is not an accident - it is a choice.”

“I don’t tell people Quinn was killed in a car accident; he was killed by an impaired driver, a driver that chose to get behind the wheel. We refuse to let people forget what a beautiful young man Quinn was or how he was killed. We speak to driver ed classes or, bottom line, any group or class that wants to hear Quinn’s Story. We usually do it in person but have gotten good at zoom now too.”

The Saskatoon North Partnership for Growth (P4G) has been a project that has been in the works for the past several years through collaboration between Saskatoon, Martensville, Warman, Osler and Corman Park. Together, these municipalities are working on land use, development and infrastructure plans and policies to support future growth within the area.

“This is about making a plan for growth and how it will all fit together. There are a lot of key features that we need to look at and make a plan that works for everyone so we can have space for agriculture uses, country residential, urban development, infrastructure, conservation areas, the airport - all of those things that are required to support a region,” Bonnie Gorelitza, City of Martensville Planning Manager, explained.

Following a Joint Councils Public Hearing on September 24, each of the councils from the municipal partners adopted bylaws approving the P4G District Official Community Plan (DOCP).

This was a huge step for P4G, as the DOCP is a foundational piece in the establishment of the new P4G Planning District that is proposed to replace the existing Corman Park-Saskatoon Planning District. It will provide a vision, principles and policies to guide long term planning within the region.

“This is truly a historic occasion for the Saskatoon region. The DOCP cements the commitment of the partners to work together for the betterment of the region for the next 50-60 years. The path to the future has been set, Neal Sarnecki, Director of P4G, said.

“This is a huge milestone for P4G. We are now at the tipping point and becoming official.

When this started, it was a grassroots project where the partners were meeting informally, so it is good to see this taking place. It has been a great process for everyone involved to have the opportunity to collaborate on such a significant project. We have come such a long way and we have grown together. This project really bodes well for the region and it is something that we can showcase globally that shows that we are ready for growth,” Gorelitza stated.

For Saskatchewan, this is the largest collaborative project of its kind. Although there are other regions within the province that see multiple municipalities working together, none have this many people involved. In provinces, such as Alberta, there are planning projects taking place that were mandated by the province; however, with P4G, it was built and financed by the municipalities themselves. “The Council’s involved are there because they want to be there and they see the benefit to where this is going,” added Gorelitza.

The next step for P4G will be the approval of the District Zoning Bylaw early next year

by Corman Park, then the bylaws will be forwarded to the Province for approval, and formal establishment of the Planning District.

Members of the Warman/Martensville Detachment of the Royal Canadian Mounted Police responded to 298 complaints during the week of September 5 to 19, 2020. A total of 8 criminal code charges and 139 Provincial traffic charges were laid during this time.

• There were three impaired drivers reported with two being charged. There were two roadside suspensions reported with one being charged.

• 44 speeding tickets were reported and 33 charged as well as four charges of failing to wear a seat belt. There were six written warnings given out.

• There were 10 reports of mischief, three assaults reported, and one reported motor vehicle theft. Two B&E’s were reported, as well as five reports of theft under $5000 and ten reports of mischief. No charges were laid in any of these reports other than one assault charge.

• There was one report of drugs, and six false alarms.

Orange Shirt Day took place on September 30th as a way to commemorate residential schools.

Staff and students were encouraged to wear an orange shirt in the spirit of reconciliation and to raise awareness of the impact that the residential school system had on Indigenous people and the community.

This day was chosen because it is typically the time of year that children were taken from their homes to residential schools and helps to create a discussion within schools about anti-racism and anti-bullying policies for the school year.

The Orange Shirt Day movement is a legacy of the St. Joseph Mission residential school commemoration event held in Williams Lake, B.C., in 2013. It started when a young girl had her new shiny orange shirt, bought by her grandmother, taken away on her first day at residential school.

On the Orange Shirt Day website (www. orangeshirtday.org) they say, “The annual Orange Shirt Day on September 30th opens the door to global conversation on all aspects of Residential Schools. It is an opportunity to create meaningful discussion about the effects of Residential Schools and the legacy they have left behind. A discussion all Canadians can tune into and create bridges with each other for reconciliation. A day for survivors to be reaffirmed that they matter, and so do those that have been affected. Every Child Matters, even if they are an adult, from now on.”

The website also states that, “On this day on September 30th, we call upon humanity to listen with open ears to the stories of survivors and their families, and to remember those that didn’t make it.

Orange Shirt Day Helps Open Discussion About Residential Schools

Lake Vista School sent a letter to the parents and guardians of their students on September 23 regarding the process that the school goes through if a staff member or student tests positive for COVID-19.

The letter stated that when Saskatchewan Health Authority (SHA) determines that someone within the school population has tested positive, the school will be contacted as part of the investigation process to determine who may have been in close contact with that person.

A close contact is determined in multiple ways, including; someone that has had close/prolonged contact (within two metres) with the COVID-19 positive person, someone who has shared personal items, has had direct contact with the body fluids of someone with COVID-19 (been coughed or sneezed on), etc. You can learn more at Saskatchewan.ca.

If someone within the school were to test positive, the SHA contacts the school and more information is provided. If that individual is a student, additional information will be provided such as classroom seating plans, contact information, bus seating plan, before and after school program information, etc. “From there, they determine in consultation with the ill student, who would be considered a close contact. Those that are deemed to be a close contact are then contacted, and it is determined by Saskatchewan Health the next steps moving forward which may include testing or isolation,” the letter from Principal Chris Mason, states.

The school then begins contacting parents via email and a letter is sent home to the class affected that states that there has been a positive case found within that classroom.

The rest of the school families will receive an email stating a positive case has been found within the school. “We are directed by Saskatchewan Health that, in keeping with privacy laws, the names and/or classrooms of the student, staff, or siblings are not to be divulged to the public,” the letter continued.

The facilities department, along with Administration, will then determine possible contact areas of the child/class within the school and a deep clean is completed.

Grain Drying Costs Caught Up in Politics

The problem with politics is … well … the politics. Or so we are again reminded as we head into another provincial election and, possibly, a federal election.

Caught in the middle are Saskatchewan farmers struggling to get through harvest and not even the prospects of a ruling by the highest court on the validity of the federal carbon tax can offer them much solace.

Harvest is generally going well in what’s been a reasonably warm and dry fall, but that doesn’t mean that grain dryers aren’t necessary. Those dryers are powered by propane, which, of course has been subjected to the carbon tax for a year and a half now.

Those in rural Saskatchewan need not be told about the stress that accompanies harvest’s demands to get the crops off the field as quickly and efficiently as possible before moisture downgrades value.

It is a business where the profit margins begin to significantly narrow at this time of year. Adding unnecessary tax costs to the need to dry grain is just one of those things that seem particularly unfair.

Of course, there are easy solutions. If last week’s Supreme Court of Canada ruling overturns the May 2019 federal Saskatchewan Court of Appeal that upheld federal carbon pricing, then the carbon tax would immediately be removed. Unfortunately, there is no guarantee that the high court will rule in that way; especially given the lower court loss. Moreover, it may take months for the court to review all the factors in the case, which is of no immediate help to stressed out farmers.

Of course, there are more immediate political solutions. The Saskatchewan Party government could play ball and refund this specific tax to farmers for their propane. In fact, all Saskatchewan governments have long removed the provincial sales taxes on input cost like fuel, fertilizers and chemicals. To refund the carbon tax to farmers would just be a logical extension of what’s already done.

Moreover, the revenue collected by the federal government for carbon pricing is returned to the province (or directly returned to provincial residents through income tax rebates). Revenue neutrality is supposedly part of this tax.

Or Prime Minister Justin Trudeau could simply recognize the inherent unfairness and uselessness of applying carbon pricing to propane for grain drying and

order the federal government to not apply the tax. Propane and natural gas are unlike gasoline and diesel when it comes to greenhouse gas emissions, anyway. (Remember?

The intent of all this is to supposedly reduce GHGs?)

One could go on at great length how the overall concept and structure of this particular brand of federal carbon pricing does not effectively discourage CO2 emissions anyway.

If the federal government were truly serious about GHG reductions, one supposes it would heavily tax cars in cities, airports and airline travel in cities … or the vast amount of cement in cities that all account far more to global warming than your cows flatulating in the pasture.

But more people vote in cities, so no government is interested in doing that. There again, it sure does seem that Premier Scott Moe; who is now running a provincial re-election campaign that seems more about running against Justin Trudeau than NDP leader Ryan Meili; wants a solution that would help farmers if it’s also one that would help Trudeau and his policies.

There is an age-old tradition of Saskatchewan governments fighting with Ottawa; sometimes, more for their own political benefit than the people’s benefit and Trudeau; also possibly heading to the polls soon in the hopes of turning his minority into a majority; sure doesn’t want a co-operative solution that looks like its a concession to Western premiers.

Caught in the middle are farmers who are just trying to get through harvest. Ain’t politics grand?

Government of SK Releases Guidelines for Fall Events Shanine Sealey, Martensville Messenger

With October now here, many people were left wondering what the fate of Halloween was going to be this year. The Government of Saskatchewan helped ease our minds last week with an announcement of guidelines that will be in place for events taking place over the next couple of months including Halloween, Thanksgiving, Remembrance Day and other gatherings.

There are still general guidelines in place, which we have been following for months now, and are recommended to continue following until told otherwise. These consist of ensuring that we isolate ourselves from others if we are sick or experiencing COVID-19 symptoms, having a maximum of 30 people for gatherings, maintain a distance of two metres from one another when possible, wear non-medical masks, limit our groups to household/extended household groups only, disinfect commonly touched surfaces, as well as wash our hands and sanitize regularly.

This year, Thanksgiving will be taking place on Monday, October 12th and the Government of Saskatchewan noted that shared meals between non-household members or members who are not in the same extended household are discouraged. Events, both indoor and outdoor, that includes food service, may have a maximum of 30 people, provided there is enough space to maintain a two-metre separation between those not in the same household. If you are unable to provide adequate space, gathering sizes should be smaller.

Additionally, potluck meals are discouraged and they recommend that all food should be plated by a single person and those with underlying health conditions and seniors should be plated first to minimize cross-contamination.

When it comes to Halloween and trick-or-treating, it is still permitted, with a few reminders on how to keep everyone as safe as possible during these times. Some of the guidelines in place are: - maintain a distance of two metres between individuals who are not in the same household/ extended household at all times.

- no direct physical contact should occur between trick-or-treaters and people handing out Halloween candy.

- consider using tools, such as tongs to distribute candy at a distance.

- follow physical distancing guidelines when in areas with a high volume of trick-or-treaters.

For houses with a high volume at Halloween, consider placing tape markers to promote physical distancing.

- consider cleaning candy wrappers with disinfectant wipes, or hold for 72 hours before consuming.

- only distribute wrapped, store-bought treats.

- disinfect commonly touched areas such as handrails, doorbells, doorknobs, etc.

- practice frequent hand hygiene.

- consider wearing non-medical masks.

- have one member of the household hand out candy.

Municipal Election 2020 Martensville Municipal Election 2020 Information

In last week’s issue of the Martensville Messenger, we highlighted several current Martensville City Councillors that will be running for re-election this year; including; Debbie McGuire, Jamie Martens and Mike Cox. Kent Muench will also be seeking re-election for his third term as Mayor of Martensville. For more information on these candidates, visit www. martensville.ca.

Municipal elections take place every four years, or at any time via a by-election, should a vacancy become available on City Council. Nominations for candidates began on September 22nd and will be open until October 6th. Nomination day will take place on October 7th and papers will be accepted between 9am and 4pm on this day. Currently, five of the current City Councillors are seeking re-election, with multiple new candidates also throwing their hat in the ring.

Election day will be on Monday, November 9, 2020, where a Mayor and six Councillors will be elected. More information about the municipal election will be featured in upcoming issues of the Martensville Messenger.

Deputy Mayor Tyson Chillog Seeks Re-Election Shanine Sealey, Martensville Messenger

Deputy Mayor Tyson Chillog will be seeking re-election in this fall’s municipal election. Having been on Martensville City Council for the past thirteen years, Chillog states that, “Being on Council appeals to me in many ways, but being part of a team that shapes our future and providing direction in the way Martensville will look for our children is my intrinsic motivator. Our youth are choosing to call Martensville home, that in itself is something to celebrate.”

In his current term, which began in 2016, Chillog saw many changes take place within in the community that he is proud to have been a part of; including the Kyle Syrenne Skatepark, the street paving strategic plan, the P4G partnerships that have taken place, the Kinsmen Park Master Plan, senior housing progress, baseball diamonds, the upcoming pump track by the skatepark and the work that has been done to help bring a new recreation facility to Martensville.

As for what the future holds, Chillog noted that, “We are currently living in uncertain times.

These times require Council to remain fiscally responsible. The next four years will be unpredictable, but we know that the level of service must remain, and sound economic decisions must be made.”

MacDonald Looks For Third Term on Council Shanine Sealey, Martensville Messenger

Darren MacDonald has served as a City Councillor for the past eight years and is looking to continue for another four year term on Council.

“I have lived my whole life in Martensville and it is not only the place I grew up, but it’s the place I am raising my children. When I first ran for Council it was because I thought Martensville was a great community, and I wanted to be a part of its continued improvement.

Today, the same is true,” MacDonald said.

In the past four years, MacDonald added that there have been some very exciting milestones, which included the completion of the Kyle Syrenne Skatepark, the overpass on Highway 12 and the opening of two new schools within the community. “When I was first elected, overcrowding in the schools and access in and out of town were huge issues. To see these solved is a huge highlight of the past term.”

MacDonald is seeking re-election in hopes to continue to be a part of Martensville’s continued growth. “I have been fortunate to be involved in the start and completion of some great projects in our city over the past eight years. If given the chance, I would like to continue to be a part of the bright future Martensville has ahead.”

Councillor Bob Blackwell Not Seeking Re-Election Shanine Sealey, Martensville Messenger

Martensville City Councillor Bob Blackwell will not be seeking re-election this term due to medical complications that he has been struggling with for the past two years.

Blackwell served two terms as a City Councillor, where he was involved in many committees, including the Saskatoon North Partnership for Growth Regional Plan (P4G), where he was a member of the Regional Oversight Committee (ROC) along with other members from Saskatoon, Martensville, Osler, Warman and the Rural Municipality of Corman Park.

“I served on the ROC Committee for P4G for the past seven years. It was great to see all five community members bring forth ideas that would benefit the area as a whole,” Blackwell stated.

Blackwell continued to note that the joint meeting that took place on September 24th was a historic day for P4G. “The meeting comprised of all councillors from all members with the purpose of passing the Official Community Plan. It was passed unanimously.”

During his two terms as City Councillor, Blackwell was honoured to be a part of the overpass construction on Highway 12. “The overpass has made such a difference for traffic flow during the morning and evening rush hours. With the new recreation facility being built on the west side of the freeway, a pedestrian walk will be necessary. This will not be cheap,” Blackwell stated.

As some parting words as he enters the final month of his time as a City Councillor, Blackwell reminded motorists within Martensville to be careful out there. “I hope everyone slows down and respects the posted speed limits. Our community has a lot of youth and sometimes, they just don’t look.”

Meet Two New Candidates Running For Council Shanine Sealey, Martensville Messenger

Keith Murray

A new candidate in the running for Martensville City Council this year is Keith Murray, who has been a resident of Martensville for the past 14 years. Murray first moved to Martensville to be a part of the growth and decided that it was time to run so he could potentially be involved in the decision making process in the community that he has chosen to raise his family.

Seeing that there are many current projects in the works, Murray stated that he would be excited to be a part of the development for these projects if elected. Some of the items listed included the new recreation facility and the need for more senior housing in the community.

“I want to continue to encourage employment growth and small business development in the community and surrounding area. I realize there are many ongoing current issues, so at the moment, I would rather work hands-on with those areas rather than create additional projects.

Currently, Murray works within real estate and property management, which he stated gives him an overall advantage and understanding of the housing market, growth and development in communities. His experience has also given him experience when dealing with budgeting, forecasting and all components of financial statement.

If elected, this would not be Murray’s first time being involved within the community, as he has has spent many years working with service groups and sports associations within Martensville, such as Lutheran Daycare, IHMP Church and coaching his kids sports teams.

“I feel the next step for me is to reach out and be a bigger part of the community by working with Council, the Mayor and City overall.”

Travis Sorenson

Travis Sorenson has been a resident of Martensville for the past 13 years, and decided to run for City Council because he is a big believer in the motto, “If you want change, or you see something wrong, be the one to fix it.” Sorenson added that he would prefer to take a proactive approach instead of sitting back and criticizing.

Having served as a Town Councillor in Cut Knife, SK, where he also served as a volunteer firefighter, Sorenson states that this experience allowed him to see firsthand what it takes to run a community. “I won’t promise 0% tax increases, or reductions in utility rates, as those are unattainable pipe dreams. The key is to try to keep the increases as low as possible, as inflation rates are constant and unfortunately that causes for increases in costs in labour/goods, etc.

Otherwise cuts to infrastructure maintenance and programs/services are needed to balance the budget.”

As a single father to two children, Sorenson has been involved in youth sport over the years and stated that he sees a lot of potential in the children that he has coached and would like to set up this community for their futures.

Sorenson has decided to run for a position on City Council to work on items that he believes need improvement. Some of the items mentioned by Sorenson included; a lack of water lines through the 9th Street industrial area, a lack of opportunities and unnecessary roadblocks for business growth as well as prospective businesses moving into the community.

“I would like to see more partnerships with Warman, rather than Saskatoon. I would like to see a ‘twin city’ approach to future growth plans; plans that promote independence, instead of dependency when it relates to Saskatoon. We need to look at ways to become a self-sufficient community. I see us being built in the mold of Saskatoon, but not in the mold of Martensville. We are a special and unique community and that is why people live here. ”

Additionally, Sorenson stated that he would like to see more local businesses used for infrastructure/maintenance projects and support businesses that in turn, support the community, adding that there is a “lack of transparency when it comes to why projects and permits are not granted, as well as the lack of transparency towards the selection process of tenders.”

“After talking to numerous people in the community, I have heard the same common phrase repeated; ‘It’s not what you know, it’s who you know around here.’ That needs to change immediately. Decisions should be made without bias or association.”
