During the October 13th Committee of the Whole meeting, Martensville Mayor Kent Muench took time to acknowledge the contributions that Nancy Heppner – Saskatchewan Party MLA for Martensville – Warman and Sheryl Spence – Mayor of Warman, have made to the region during their time elected in their respective positions. Heppner was first elected to the Martensville constituency in 2007 during a by-election and since then has been re-elected in the 2007, 2011 and 2016 Provincial Elections. “She has been instrumental in supporting our city as we went through unprecedented growth. Whether it was the high school expansion, two new elementary schools, the overpass or Highway 305 improvements; her advocacy on our behalf has become an incredible legacy,” Muench stated via Facebook. “Just in general, the work that you have done with our communities ABOVE: Nancy Heppner have shown that this is the best region in Saskatchewan to live in and I am so appreciative of all you have done and I know that whoever follows you will have some mighty big shoes to fill,” Muench said to Heppner during the October 13th meeting. Warman Mayor Sheryl Spence became a Councillor in 2000 and Mayor in 2006 and has decided not to seek re-election this year. “Sheryl has always been a strong advocate of regional cooperation and community engagement. Although our two communities sometimes enjoy a strong rivalry in the rink or on the field, we actually find our greatest successes when we work together,” Mayor Muench stated, noting the paving project that recently took place between Main Street in Martensville and Highway 11. “I think that in general, you’re work as Mayor of Warman has really solidified the relationship between Martensville and Warman in a very positive way,” Muench said. Following the two presentations, Martensville Council heard from ABOVE: Sheryl Spence Dean Belcourt, who was in attendance virtually; along with his partner Trena Pfefferle, who submitted an application to the City to permit the development of an autobody shop at 529 Centennial Drive South. This address is the previous location of MacNeil Motors and was zoned for C2 arterial commercial, which was previously used for the sale/retail of cars and light trucks. “The applicant is purchasing the property to be utilized for car dealership, minor vehicle repairs and a detailing shop, all of which are permitted uses within the Zoning Bylaw. In addition to this, they would like to construct an autobody shop to operate in conjunction with the previously mentioned uses. Construction of the autobody shop will be required to meet minimum National Building Code requirements and annual fire inspections will be completed by Martensville Fire Department,” Kevin Ingram, City of Martensville Planner, stated in a report to Council. This item will be required to come back to Council at an upcoming meeting for formal approval. The next City Council meeting will take place on Tuesday, October 20th. This meeting will mark the final meeting for the current City Council before the 2020 Municipal Election, which will be taking place on Monday, November 9th.

On October 8th at approximately 2pm, Dalmeny Fire Rescue (DFR) received a report of a grass fire east of Dalmeny between Powerline Road and Highway 305 (Township 392 and Range Road 3055). The addition of heavy winds did not work in favour of the firefighters on scene and mutual aid was brought in from Warman, Martensville, Langham, Osler, Hepburn, Saskatoon and Provincial Fire. With many acreages located in the area, an evacuation order was issued at approximately 3pm to homes threatened by the rapidly moving fire. Help was provided by the Dalmeny Police, RCMP and Corman Park Police to ABOVE: Crews worked through the nights to assist with evacuations and road clearing. ensure hot spots were under control and flare ups were avoided. A Facebook post from Dalmeny Fire (Dalmeny Fire Rescue Facebook photo) Rescue noted that “All occupied properties were able to be saved by the encroaching fire late into the night and early morning.” Motorists were asked to avoid the area to allow for emergency vehicle access. On Monday, October 12th, crews were still on scene working on hot spots and flare ups, with the SPSA Rapid Response Team from the province assisting. “One spark onto the dry grass could flare things up in an instant,” another Facebook post from DFR stated. Over the weekend, with so many individuals providing assistance on getting the fire under control, there were a number of local people and businesses that stepped up to show their appreciation for the hard work and long hours put in by crews on site. “Thank you to so many of you who kept us hydrated and nourished this Thanksgiving weekend,” DFR said, acknowledging a wide array of people, such as; Granny B’s in Dalmeny, Lauralee and Rod Trayhorne, Alpyne Apparel in Martensville, Martensville Subway, Family Pizza in Warman and others that provided the units with food, coffee and snacks. Additionally, acreage owners on Rose Leaf Road provided crews with a Thanksgiving meal.
Local Business Owner Gives Back to His Customers Jocelyn Ottenbreit, Martensville Messenger
With COVID-19 lingering around and people not being able to do the usual social things they like to do, Phobia Auto Care owner, Steve Cusson, wanted to do his part to make some of his customer's lives just a little more fun. He came up with the idea to have a first of many, Customer Appreciation Social Distancing Concert, with the one and only, Codie Prevost. “I just wanted to do something unique and give back to clients who give to us. Codie is such an amazing local artist, it was something that felt right to do,” said Cusson. If you are interested in coming out to see Codie in concert, you will be entered in a draw when you receive any work done at Phobia. “Just let the staff know you want to be entered in the draw and it’s as easy as that,” stated Cusson. Following COVID guidelines, they will be abiding by all rules and regulations, and taking all necessary precautions. Masks will be available upon entry with hand sanitizer on each table which will be set up 8 to 10 feet apart. The way it is planned is to have six groups of four with a maximum of 30 people. Phobia staff will be distributing drinks and snacks to keep contact at a minimum. “We want to thank everyone that has supported and continue to support us. Public Health Order Amended to Maximum of 15 for Private Gatherings Jocelyn Ottenbreit, Martensville Messenger
Saskatchewan has reported a double-digit increase in new coronavirus cases for the eighth day in a row with 34 new cases as of Tuesday, October 13. Most of the new cases are located in the Regina zone with 11, while there are nine in north central, eight in Saskatoon and four in central west according to a press release. The locations of two cases are pending according to officials. Due to the continued increase of cases daily throughout the province, the public health order is amending the number of people gathering in homes from 30 back to 15 under the direction of Saskatchewan’s chief medical health officer Dr. Saqib Shahab. The maximum amount of people allowed at private gatherings in a home will be 15 as of Friday October 16. Public venue events will now be limited to 30 people with physical distance measurements in place. Events at public venues will now be limited to 30 people. However, Shahab said there must be enough space for those people to maintain physical distance. Although these numbers are increasing, we are still lower than we were back in July. Back on July 22, the highest new cases in one day were “60”, with the second highest being “50” on July 29. The number of active cases to date is 238 in the province according to health officials, compared to 322 on July 29. The overall total number of positive cases for the province grew to 2,174 since March when the first case was reported. We had another 11 recoveries making the total number of recoveries 1,911 as of October 13. Currently there are nine hospitalized patients, with seven being in Acute (Inpatient) care and two in ICU (one in Saskatoon and one in Regina). There have been 25 COVID-19 related deaths in Saskatchewan. October 11 showed the highest number of tests performed at 3,267 according to a press release. There have been 218,950 COVID-19 tests performed to date. Some have received more than one test. Saskatchewan residents are being asked to be more vigilant about monitoring their health and if they experience a slight cough, headache, aches and pains, they are being urged to stay home

Election Already a Spending Arms Rate
Having trouble keeping up with all the election promises in the 2020 campaign? Well, don’t blame yourself. They were coming fast and furious even before this campaign started. And; notwithstanding the reality of a $2.1 deficit in the current budget and a $24-billion debt; they haven’t slowed down. So let’s take a breath and catch up with the hundreds of millions already promised. It began as early as last June/ July when the NDP rolled out its "People First Recovery plan for COVID-19" that called for "fixed COVID-19 testing", "smaller class sizes" and extra money for everything from bussing to substitute teachers to distant learning to cleaning supplies and personal protective wear. After the NDP promise, the Sask. Party government did come through with extra money for most everything except smaller classrooms … although the NDP said it was not enough.
August was quiet, but September prior to the election call was filled with more NDP promises beginning with a $25/day child care and 2,200 new spaces and $100 rebates for drivers while cutting their SGI auto insurance rates by seven per cent. The NDP last month also promised to spend $5 million to hire 50 more mental health specialists and another $5 million more so school divisions could pay for more child psychologist services. It promised $10 million to "reopen rural emergency rooms" and another $10 million to address chronic rural hospital short staffing plus unspecified capital money to "fix crumbling rural hospital infrastructure". All this put the NDP way ahead in the promise game, but it sure does seem Premier Scott Moe has tried very hard to catch up. One day after the election call, the Sask. Party promised a 10.5-per-cent tax rebate on home renovations to $20,000 quickly followed by the oneyear, 10-per-cent rebate on SaskPower bills paid through general revenue. The Sask. Party then announced its Saskatchewan Advantage Scholarship for post-secondary students, offering them $750 per year. Then came the Sask. Party’s call to reduce small business tax rate from two per cent to zero for two years, then one per cent until July 2023. That was followed by the governing party’s promise to resume the Active Families Benefit - a policy that was a victim of the 2017 budget cuts. Under the new plan, parents can apply for $150 per year per child and $200 for children with disabilities. The Sask. Party also promised 750 new

The City of Martensville Municipal Election will be taking place on Monday, November 9th and residents can vote through a number of means including Mail-In Ballot, Advanced Polls or In-Person on Election Day. The election day poll location is at the North Ridge Community Centre from 8AM-8PM. Martensville Mayor Kent Muench has been acclaimed and will therefore be serving his third term as Mayor of Martensville. For Council, there are a number of candidates running including current Councillors Tyson Chillog, Michael Cox, Darren MacDonald, Jamie Martens and Debbie McGuire. There are five other local residents also running for a position on City Council including; Adam Hartle, Keith Murray, Spencer Nikkel, Travis Sorenson and Matthew Stavenow. The Prairie Sky Chamber of Commerce (PSCC) is hosting an online streaming All-Candidates Forum on Thursday, October 15th from 6:30pm-8:00pm. The forum can be viewed through the PSCC Facebook page. “Part of our mandate as a Chamber of Commerce
is to connect people to government. Our goal is to be a voice for our business community, so this falls under that mandate,” PSCC Executive Director Jaimie Malmgren said. Due to COVID-19 precautions, the usual in-person Candidates Forum is not taking place, and instead, the candidates will all log in virtually from their location. “One of our biggest concerns with this method is for residents to be able to access it – seniors for example. There are some people that may not be on the internet or on social media and not have access to a computer. We are hoping that people will be able to contact their friends or family members to help them access the forum if they are otherwise unable to,” Malmgren stated. All candidates will be taking part in the forum and local residents and businesses can submit questions until 5pm on Thursday via email to contact@ prairieskychamber.ca or during the forum by texting (306) 292-7066. More information about the 2020 Municipal Election can be found at martensville.ca, or by contacting the City Clerk’s Office at City Hall.
childcare spaces. As of the writing of this, the last Sask. Party promise has been support for the autistic - $6,000 for children under age 12. But the NDP certainly hasn’t rested on its preelection laurels. Among its many promises since the election call has been the hiring of 1,000 health care workers. This would be in addition to "the best home care in Canada" that includes hiring 700 additional home care staff for medical care, cleaning, cooking, and repair assistance. Some of the NDP post-election-call promises are rounding out previously announced commitments that would include $125 million for school divisions to hire 1,000 teachers, 750 educational assistants and 400 caretakers. The NDP also announced $3-million as part of its rural education strategy. Some of its promises are hard to tabulate in simple dollar figures. This would be the case with the NDP’s accountability strategy that includes a public inquiry into the Global Transportation Hub, banning corporate and union donations, stronger conflict of interest rules for MLAs and closing lobbyist loopholes. Still others like a $15 an hour minimum wage pay equity legislation and banning employee dress codes at workplaces that force female employees in bars and restaurants into high heels and short skirts are less about tax dollars. They will, however, have a direct impact on how businesses operate. But by any measure, it’s already been a costly campaign.

Martensville Collective Health and Wellness Offering Drive-Thru Flu Vaccines
Shanine Sealey, Martensville Messenger
Due to COVID-19, Martensville Collective Health and Wellness (MCHW) will be unable to offer their usual method of flu vaccinations to the public, including the Shots for Tots event that is held each year. Instead, this year, they will be offering a unique technique for administering flu shots. There will be a drive-through set up located at the Martensville Aquatic Centre, with no appointment necessary. “Just drive up, stay in your vehicle and receive your vaccination,” MCHW stated on their Facebook page. “Our numbers would be very limited if we were doing it in clinic because of the amount of cleaning between every patient and the screening that would be required. We wouldn’t be able to get through as many people as there is demand in a reasonable amount of time, so we decided to do it this way to try to get the community vaccinated as soon as possible. We are expecting an increased uptake in flu vaccine this year, so we are hoping that between this clinic and the pharmacies offering vaccines that we can get everybody
done as early as possible,” Dr. Allison Adamus of MCHW explained. Flu vaccinations will be available on Monday, October 19 from 1pm-7pm, Tuesday, October 20 from 1pm to 7pm and Saturday, October 24 from 10am-2pm. Utilizing the loop within the parking lot at North Ridge Community Centre will allow for people to receive their vaccination and then move to a waiting area for 15 minutes to ensure there are no adverse reactions. There will be 1 to 2 doctors on site for each date administering the vaccinations and able to respond to any reactions should there be any. The space being utilized was provided by the City of Martensville, who Dr. Adamus said had been very cooperative in helping them find a location. “I always recommend getting the flu vaccine; however, this year is more important than ever. The flu and COVID share the same symptoms, and it will always be assumed to be COVID until proven otherwise, so if we can prevent people from having symptoms and

having to go through that whole rigmarole, it will be so much easier on everyone,” Dr. Adamus added. If the demand is high, MCHW will look at adding more dates in the upcoming weeks. Those taking part in the clinic will be asked to fill out consent forms ahead of time, which you can find more information about in the days leading up to the clinic by visiting ‘Martensville Collective Health and Wellness’ on Facebook.
