As part of its annual fundraiser students earned the right to pie VMS staff in the face this past Friday. Students sold over $160,000 worth of gift cards which raised close to $6,000 for the school which is put towards athletic related field trips. Family games were also drawn for at the assembly for students that sold even one gift card.

Water Meter Read/Estimate Schedule

Between the months of October and May, the City puts in place an alternating schedule that includes meter reading for half of the City.

The alternating schedule is in place during these months due to extra time required to complete city-wide, month to month meter reads. Changes to seasonal staffing, colder temperatures, inclement weather, higher priority maintenance issues in cooler seasons, are all contributing factors in encouraging residents to provide their own meter reading.

NOTICE BYLAW #9-2019

Public notice is hereby given that the Council of the City of Martensville, pursuant to Section 207 of the Planning and Development Act, 2007, intends to consider a bylaw to amend Zoning Bylaw No. 1-2015.

REASON: To Clarify how to measure building height and permit multiple unit dwellings in the R3 district to increase building height by one story at Council’s discretion.

SNOW AND ICE CONTROL PROGRAM – What You Need to Know

The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and water valves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

-Prevent snow from piling up on the front of your driveway by moving it near your tree/ lawn areas behind your walkway.

-Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

-Stay Clear of Sanding Trucks- Crews apply a mixture of salt and sand on our streets and intersections to ensure safer driving conditions. If you are near or behind the sanding truck you are reminded to stay back 15m to allow the truck to disperse materials and to prevent materials from potentially hitting your vehicle.

Our crews strive to delivery excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Council Approves Motions and Bylaw Amendments at Final November Meeting

Martensville City Council met for the final time this month on Tuesday, November 19th.

This meeting consisted of numerous items from previous meetings coming back for formal approval.

Firstly, administration provided updates from each department. Scott Blevins, City Manager, spoke about the proposed recreation facility and noted that he has been working with the consultant for facility footprint size details and has been going through potential site options.

For the Recreation and Community Services department, Ted Schaeffer stated that flooding for the outdoor rink at the Sports Centre will begin once boards are completed.

Matt Gruza, Director of Infrastructure and Planning provided an update regarding the construction that was completed at the intersection of Main Street and Centennial Drive, stating that it has already been observed that the improvements of the grades of the roadway and the addition of catch basins has substantially improved drainage in the area. There will be a follow-up meeting with the contractor to ensure that any work that was not completed this year will be done first thing in the 2020 construction season.

Bob Blackwell expressed concerns about the start of the overpass having only one speed limit sign of 40 km and then nothing until the 110 19114SS0 km sign. Also the divided lines are almost nonexistent for the first few kilometres. Council will be sending a letter to the Minister of Highways expressing these concerns.

The agenda had several motions to approve including providing the Martensville Athletic Pavilion to the Prairie Sky Chamber of Commerce at no cost for the 2020 Martensville Business Expo, providing the Martensville Sports Centre to the Martensville Community Recreation Project at no cost to run their annual 3 on 3 Hockey Tournament fundraiser and the renewal of the RIIDE licenses in the community.

There were two amendments made to bylaws including to the Animal Control Bylaw, which will now include the option for residents to do bee-keeping within the community, subject to several restrictions.

Nemanishen, who has been involved with SP since 2016, felt that as her own children were growing up, she wanted to get more involved in overseas programs. Having grown up as a Missionary kid, Nemanishen has seen many areas of poverty around the world and knows how far small items can go for the people living in these places. “Seeing how this operation works firsthand is incredible. It really is just about who is in the most need, and to help them and support them. So much joy is brought to these people that have very little and it is a reminder of how fortunate we are and to be thankful for the things that we do have.”

National Collection Week for the Operation Christmas Child shoeboxes takes place from November 18-24 and filled boxes can be dropped off at the Martensville Baptist Church throughout these dates.

Operation Christmas Child is done each year through Samaritan’s Purse and helps to distribute gifts to children in vulnerable locations around the world, who would not otherwise receive anything. Last year, the program helped to bring approximately 11 million shoeboxes filled with items to children of all ages in more than 100 countries.

Samaritan’s Purse (SP) is an international Christian relief and evangelism organization that has distributed over 168 million Operation Christmas Child gift-filled shoeboxes since 1993. SP partners with operations that are already in place within each country to organize the distribution in a way that works for the people living there. “Religion does not play a factor in who gets a shoebox. Sometimes the gospel message is talked about if the community is open to it; however, it depends on each of the communities and what their beliefs are. The main purpose is about helping and it is based on need alone. They work with people in that country so it is done in a way that they are comfortable with and not just these foreigners coming in doing things how they would do it back home,” Lindsay Nemanishen, the SP liason for Martensville, explained.

For local residents, shoeboxes can be picked up at Pharmasave or the Dollar Store in Martensville. Each box comes with a pamphlet that includes information on what kind of items can be included, as well as the option to choose a boy or girl and a specific age range. “These are gifts to a child who may not have ever received a gift and it is amazing to see the pure joy on the faces of the kids as they open their gifts,” Nemanishen, who has been on several distributions through SP, added. Items that can be included in shoeboxes include: basic school supplies (pencils, crayons, notepads, solar calculators, etc.) colouring books, picture books, hygiene items (washcloths, bar of soap, toothbrushes, etc.) flip flops, clothing (T-shirts, hats, sunglasses, etc.), toys, hair ties, and much more. Nemanishen warns that liquids, lotions and food items are not recommended as they are difficult to get through customs in these countries. Also avoid including any toy guns and/or knives, as well as items with camouflage on them, as camouflage is often associated with bad people to the children.

“Flip flops are a huge commodity for all of the kids because it is something that can grow with them and they will wear them until they cover only half of their foot. Another great option is an inflatable soccer ball with a pump. In some areas, they play soccer with garbage wrapped in branches, so to have a real ball is such a treat for them,” Nemanishen said.

If you are planning on sending a shoebox this year, Nemanishen noted that you can include a small letter or a photo of your family with your address on it, and if one of the SP workers notices, they can take a photo of the child with the box and send it back to the person that made the box. “For these kids, it doesn’t even seem to matter to them what is in the box, it always includes something that they were hoping for, and if there is something they can’t use, they are so excited to be able to share with someone else. It is absolutely inspiring to see.”

Martensville Community Recreation Project Receives National Philanthropy Day Award

The Martensville Community Recreation Project (MCRP) has been working together for the betterment of our community since 2013. It was at this time that a group of individuals saw the desperate need for another recreation facility within the community.

As a growing community, Martensville has many different sports groups available to its residents including, but not limited to; Minor Hockey, Ringette, Softball, Football, Lacrosse, Basketball, Public Skating, Soccer, Volleyball, Rec Youth/Adult Hockey, Senior Hockey and Figure Skating.

Currently, Martensville has a population of approximately 10,800 and growing, and consists of a fairly young population. For anyone that makes a visit to the current Sports Centre within the community, it is clear to see that there is a need for another facility and thanks to the hard work and determination from the MCRP; their dream has come to fruition.

On Friday, November 15th, the MCRP was acknowledged for the countless hours that they have dedicated to this project. This day marked National Philanthropy Day, and the Association of Fundraising Professionals Saskatoon Chapter presented the MCRP with an award in the category of Honoured Supporter at the AFP Saskatoon National Philanthropy Day luncheon, which was held at Prairieland Park.

The City of Martensville nominated the group, as they have witnessed their contribution to this project firsthand and have seen the accomplishments that this group has been able to create within the community.

Retail Liquor Permits Available Soon in First Online Auction

The first auctions for available retail liquor store permits in Saskatchewan begin November 27 with bids closing on December 6. Communities included in the first round of auctions are Estevan, Martensville, Melfort, Weyburn and Warman.

“We have received a fair amount of interest since first announcing the populationbased policy to allocate additional liquor permits earlier this year,” Minister Responsible for the Saskatchewan Liquor and Gaming Authority Gene Makowsky said. “The online auction process is a way to allocate the permits efficiently and transparently so that new permittees can complete the application process and open for business in a timely manner.”

In May 2019, the government announced changes that outline how additional retail liquor permits are distributed in Saskatchewan. The availability of permits is determined by the population of the community and the number of current retailers operating. A community must have a minimum population of 500 to be eligible for a retail liquor permit.

An auction will only occur if someone expresses interest in a community where there is an available retail store permit. The winning bidder must also meet all terms associated with holding a liquor permit.

The current auction will open on November 27 and will close December 6.

Interested bidders are required to register at www.McDougallBay.com, which is the website where all bidding will take place. Each auction will have an opening bid of $1,000.

Further auctions will be held over the next few months until all current expressions of interest are addressed.

After the initial rounds, auctions will take place on a quarterly basis, if interest is expressed in a community where there is at least one available permit.

The Warman Detachment of the Royal Canadian Mounted Police received 157 calls for service from November 11, 2019 to November 18, 2019.

Fixing Country Requires More Patience; Less Politics

This is an exhausting country. It’s exhausting enough travelling the extent of this vast nation - let alone traversing the vast array of issues that you will encounter at every stop, but if you believe this country is worth it, and, notwithstanding those who pushing the wexit agenda, most of us still do, the only way to fix it is tirelessly work at it.

The disheartening thing right now is there is a growing sense that we can’t, don’t want to or won’t do that anymore and that’s not necessarily coming from a few loudmouths on coffee row or at the end of the bar.

That message - at least indirectly or subconsciously - is coming from the politicians themselves.

It’s certainly the message that Westerners have been getting from Prime Minister Justin Trudeau’s Office for some time now.

This, after all, was the very thing that produced the legitimate feelings of alienation and the illegitimate nonsense talk of separation and what’s truly maddening is the seeming unwillingness for those in Central Canada - and especially those in Ottawa and the PMO - to ignore Western frustrations.

While it’s exceedingly difficult to believe that Trudeau or any national leader would deliberately put forth policies with the sole objective of enhancing their electability in one reason over the other, it sure does seem to happen.

The equalization formula is likely a perfect example of that, although its complexity makes it difficult to categorize it as political tool.

Besides supposedly helping out the legitimate “have-nots”, generally, Maritime provinces not blessed with a whole lot of non-renewable resource development, Manitoba and Quebec have been perennial equalization recipients.

That’s because of the fundamental nature of the formula many see as flawed: it punishes both provinces drawing wealth from their natural resource riches and those provinces who keep their tax load low by subsidizing their government’s revenue with those resource riches.

As such, one can certainly be frustrated that the lion’s share of $19.8 billion dollar equalization pool goes to Quebec that taxes high, has hydroelectric wealth that is “renewable” and not subject to the formula and isn’t developing its non-renewable resources to substitute for its high taxes.

Contrary to the belief of some, it isn’t provincial money going into the pool, its federal tax dollars, but those tax dollars do come from residents of places like Alberta and Saskatchewan who pay federal income tax and haven’t benefited from equalization of late.

It’s worth noting that Saskatchewan did draw from the equalization pool in every year but one from its inception in 1957 to 1980. Even Alberta drew from the equalization pool from 1957 to 1964.

The point here is that equalization is complicated mess that can’t or won’t be fixed overnight. This is important to understand in the context of Saskatchewan Premier Scott Moe going to Ottawa last week saying he heard nothing from Trudeau that suggested things can change.

One of the things Moe asked Trudeau for, besides the re-evaluating Saskatchewan’s climate change plan and putting a one-year pause of carbon tax, is a call to adjust “the inequitable equalization formula.”

Unfortunately, equalization is much like the country itself, huge, flawed and not easy to fix.

Recognizing the importance of ensuring investments are affordable within a balanced budget, the Government of Saskatchewan will continue to invest in our communities and families to improve their quality of life as the province and economy grows over the next decade.

Maddogs Host Awards Day Janine Hayward, Martensville Messenger

The Maddog Football teams held their annual Awards day on Sunday, November 17 in the Valley Manor gym. President Janine Hayward started with the Peewee tackle awards and spoke about some of the highlights for the Maddog year. This was the fifteenth year for the Maddogs since its inception and Hayward was proud of where the organization has come. “This is a great organization because of the wonderful volunteers,” commented Hayward. One of the highlights was the continued use of the new clubhouse and the spotter’s booth. The booth also made more storage for field equipment and made home games easy to set up. The clock is directly connected to the booth so scorekeeping was so much easier.

The coaches, Som Houmphanh and James Mueller and their coaching staff, had each of the players come up before the main awards to highlight some of their great achievements throughout the season. Both teams showed so much improvement through the season. Each Bantam player was awarded a Maddog Yearbook. Thanks to Olivia Schachtel and Erica Hoare for all their help with the yearbooks and pictures this year.

The KFL awarded the Maddogs home games once again and this would not have been possible without all of the help from the parents. The Homecoming was also successful again this year. A big highlight of the Homecoming was the appearances of both C95 and Rock 102 at the event. They brought with them the Prize Vault to entertain the crowd. It was very entertaining watching the Hilltop and Huskie players help the flag kids play between tackle games. “Our numbers were strong in our flag program which will help with our future Peewee numbers,” commented Hayward. Special mention also goes out to Tim Edmunds for his hard work with the flag program. The flag teams were also fortunate to have the Bantam players help them run through drills this year to start their season off. They were great role models.

“I would like to take this time to thank our hard-working executive who work year-round to keep this club running”, said Hayward. “The coaches and managers also put in endless hours and their efforts are appreciated.” It is so great to see Maddog Alumni come back and help coach with the Maddogs. Special mention went to the three managers, Olivia Schachtel, Kristen Kohli and Alyshia Hind, for all their work organizing their teams as 19114TT0 managers. The Maddogs would also like to thank everyone who supported their football raffle once again. This year the money went towards more equipment, clubhouse upgrades, and the new spotter’s booth for midfield. Thanks for your continued support.

THIS WEEK IN SPORTS

Well the CFL Playoffs are clearly unpredictable (for me at least). The Hamilton Tiger-Cats rolled over the Edmonton Eskimos 36-16 to move on to the Grey Cup. Edmonton’s offence was pretty much shut down in three of the four quarters as 13 of their 16 points came in the second and they only managed one touchdown.

Dane Evans on the other hand lead the Ti-Cats to victory with 21 completions for 386 yards with one touchdown and one interception compared to Trevor Harris’ 319 yards, one TD, and two picks. This will be the first time Hamilton has made it to the big dance since 2014 and are looking to end a 20-year championship drought.

The Ti-Cats will face the Winnipeg Blue Bombers in the 107th Grey Cup as the Saskatchewan Roughriders and their fans were left with a sound that will ring in their ears possibly until next season begins. That sound? THUD. The sound a football makes when it hits the crossbar of the field goal posts. The Riders had a shot to tie the game as time expired but QB Cody Fajardo rang it off the bar and the game was over.

It was not a particularly offensive contest as there was just one touchdown between the two teams in a somewhat boring 20-13 game. However, a win is a win and the Blue Bombers will take what they can get.

For Winnipeg it is their first time in the Grey Cup since way back in 2011 and they also have a drought they would like to end as they haven’t had a Grey Cup Championship since 1990. One streak is going to end and we will find out at 5pm on Sunday, November 24th in Calgary.

If you’re going to make a prediction, I suggest you go against whatever I say because after a great 57-24 regular season, I have a big fat ZERO in the win column for playoffs. That being said, I’m going with the Ti-Cats this Sunday.
