Provide us Your Meter Read! Water Meter Read/Estimate Schedule October to May

Between the months of October and May, the City puts in place an alternating schedule that includes meter reading for half of the City. The alternating schedule is in place during these months due to extra time required to complete city-wide, month to month meter reads. Changes to seasonal staffing, colder temperatures, inclement weather, higher priority maintenance issues in cooler seasons, are all contributing factors in encouraging residents to provide their own meter reading.

Why Should you provide your own meter reading?

• Your water bill will be based on actual consumption preventing you from being over billed or under billed • Days of usage may be higher when an estimate is used resulting in higher billing. A water meter read will ensure accuracy.

• Estimates are based on prior usage, including summer months where water usage is typically higher. Actual water use in winter months will likely be lower resulting in a lower actual bill.

The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and watervalves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures. This hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal - In case of snow and snow removal, crews need to have roads cleared off of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets.

Vehicles left on the street per the traffic bylaw are ticketed and towed (to a nonposted area).

Our crews strive to deliver excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

The following is the local media release for the Warman Detachment of the Royal Canadian Mounted Police for the week of November 5, 2018 to November 12, 2018. Police received 151 calls for service from November 5, 2018 to November 12, 2018.

TRAFFIC Vehicle Stuck in Snow Bank Requires Forcible Entry November 6, 2018 at 2:10 a.m. Police received a complaint of a possible impaired driver stuck in a snow bank in a parking lot in Warman. Police attended the scene and attempted to wake up the driver of the vehicle. Police were unable to wake the driver, so the window of the vehicle was broken to gain entry.

The 54 year old female driver of the vehicle from Warman was transported to hospital. There were no charges or injuries. Alcohol is believed to have played a factor in this matter.

Failing to Yield Results in Accident November 6, 2018 at 8:10 p.m. Police received a complaint of a two vehicle accident on Range Road 3064. A 24 year old male driver of one of the vehicles was issued a ticket for failing to yield.

There were no injuries. Both vehicles required towing from the scene.

Multi-Vehicle Accident on Hwy 12 November 8, 2018 at 7:50 a.m. Police received a complaint of a multivehicle accident on Highway 12 near Martensville. Police attended and issued

a ticket to a 41 year old male from Saskatoon for driving without due care and attention. A 26 year old female from Saskatoon that was driving one of the other vehicles received minor injuries. Traffic was backed up for an extended period of time while the investigation and clean up was done.

PROPERTY Possible B&E to Warman Business November 6, 2018 at 5:40 a.m. Police received a complaint of a possible break in to a business in Warman.

Police attended the scene to find that it was not a break in, but rather appeared to have been the wind that blew an unsecured door open.

Vehicle Fire Results in Total Loss November 6, 2018 at 4:00 p.m. Police received a complaint of a vehicle fire on Highway 11 near Warman.

Police attended along with the Fire Department. The vehicle was a total loss. It did not appear to be suspicious.

There were no charges or injuries.

PEOPLE Well Being Check on Individual in Warman

November 6, 2018 at 8:10 a.m.

Police received a request for a well being check on an individual in Warman. The caller reported that they were unable to contact a friend and were concerned for their safety. Police spoke with the 50 year old female who advised she was safe and sound.

There were no charges.

COFFEE WITH A COP Warman RCMP are advising residents of Warman and Martensville that “Coffee with a Cop” is at McDonald’s Restaurants.

Warman November 28th, 2018 @ 10:00 o’clock RCMP members will be at Warman McDonalds Restaurant for a chance to ask questions and to get to know the police officers in your city.

Well after just one week of playoffs my Grey Cup prediction is already impossible. I will use the only excuse I have in that Saskatchewan’s regular starting quarterback Zach Collaros did not start the West SemiFinal game against the Winnipeg Blue Bombers like I thought he would. Collaros had suffered a concussion in the Riders final game against the BC Lions in Week 20. Instead it was Brandon Bridge who started against Winnipeg and he was less than stellar (that’s being generous). Bridge managed just 100 yards passing and an interception that turned into a Bomber TD. The Riders only touchdown came with 2:36 left in the game and was helped by penalties on the drive. Saskatchewan would still need another TD in order to surpass the Bombers score of 23 but they just couldn’t stop the CFL’s leading rusher Andrew Harris who kept trucking forward and killed the clock. Winnipeg Blue Bombers win 23-18 and move on to the West Final against the Calgary Stampeders.

In the East Semi-Final the BC Lions looked brutal and the Ti-Cats looked unstoppable. The Hamilton offence was relentless and put up two touchdowns in each quarter of the first half and eventually a 44-0 lead heading into the final frame. The Lions did manage to get some points on the board with 12 minutes left in the game but that’s it. Ti-Cats dominate in a 48-8 win and move on to play the Ottawa RedBlacks in the East Final this Sunday.

With the Roughriders out, I really want to say the Blue Bombers are going to take home the Grey Cup but deep down I think the Stampeders have gotten their act together and will be the force that they were early in the season.

Aurora Meadery Open For Business in Martensville

Martensville residents and visitors now have access to one of Saskatchewan’s first craft meaderies, and so far, feedback on the sweet honey-wine has been excellent. Aurora Meadery opened its doors to over 50 customers for the first time on Saturday, October 27.

Steve Killick, who owns and operates Aurora Meadery along with his wife Amy and father Jim, started to brew mead about a decade ago after learning to successfully brew beer. “I was looking for something else unique to create so I tried brewing mead – it was an experiment that worked, said Killick. “I started travelling around trying to find other meads, but never found one I liked as much as my own, so I kept refining it, and it turned into a real passion for me.”

Aurora offers walk-in and private group tastings of its mead flavours which include: Traditional, Peach, Elderflower, Lavender, Apple Pie, all of which offer a unique taste to wine and spirit enthusiasts. While these are their most popular flavours, Aurora plans to offer mead for every season, including Haskap and Sask Cherry, and a fall-winter flavour called Fall Spice which is a sweet mead with cinnamon. “Each batch we make is slightly different, depending on the type, quality and season of honey that we use, which is all locally sourced in Saskatchewan. For example, a clover/alfalfa honey will produce a totally different flavour than another type of honey and we’re always searching for those new and unique flavours that people will love.”

One customer, Landen Sorokan of Saskatoon, said the meadery has an ‘oldschool’ cabin feel when you walk in the door. “The staff are immediately ready to give you a sample of any of their products. Each mead has its own distinct flavour and there are a lot of options to choose from. I had never tried mead but I’m hooked.”

In addition to tastings, Aurora also supplies mead for events from weddings and all types of celebrations to corporate events.

Kent Muench, Mayor of the City of Martensville, said having a unique business like a meadery will draw visitors to the city which is good news economically for everyone in the region. “Aurora Meadery is another example of unique things to do right here in Martensville without having to travel to Saskatoon or other areas of the province,” said Muench.

A resident of Warman, Killick said he chose Martensville to set up his business based on the interest the City showed after learning more about the product. That interest led to strong support, and the space Killick was able to lease in Martensville helped him make his final decision. “The City was willing to work with us, the landlord allowed us to make the renovations that were needed, but most importantly, the building was new and clean, which was our biggest requirement as brewing requires a sterile, clean environment.”

City of Martensville Community & Economic Development Manager Dillon Shewchuk believes continued interest in starting a business in Martensville stems from the City’s willingness to work together to make it a success. “We believe the success of our city rests on the success of our business owners,” said Shewchuk. “We are always willing to work with existing and potential business owners and entrepreneurs not only to strengthen our commercial sector and offer more choice for residents, but to continue to make our City a great place to do business.”

Killick said the most asked question he received on Saturday was around how mead is different from wine. “People are very interested in the story of mead, because

they’ve never heard of it, but it’s really the oldest fermented beverage. From my research, mead was first created thousands of years ago as a result of people trying to keep bees away from honey. The fermentable sugars in mead are from our Saskatchewan honey, which is some of the best in the world, rather than from grapes, which are fermented to make wine.”

10th Annual Road Safety Campaign In Saskatchewan Operation Red Nose: Keeping You Safe For The Holidays!

Operation Red Nose launched its 35th campaign as the organization gets ready to deploy its famous safe ride service in 102 communities across Canada, including 5 Saskatchewan communities. The service will be available to the population from November 30th to December 31st, 2018. Supported by its provincial sponsor Saskatchewan Government Insurance (SGI), the organization is back to provide a safe ride home to those who don’t feel fit to drive. This year’s slogan “Keeping you safe for the Holidays!” reaffirms Operation Red Nose’s purpose, which is to make roads safer for everyone during the holiday season. Saskatchewan First Province to Introduce Clare’s Law to Help Protect Against Domestic Abuse

Saskatchewan is the first province in Canada to introduce legislation that allows police to release information about someone’s violent or abusive past to intimate partners who may be at risk.

The Interpersonal Violence Disclosure Protocol (Clare’s Law) Act will provide the legislative framework for police services to disclose relevant information to people at risk through the “right to know” process and to applicants through the “right to ask” process.

“We have seen too many cases of interpersonal, domestic and sexual violence in our province,” Justice Minister and Attorney General Don Morgan said. “If we are able to identify risk and inform those at risk, we hope to help protect people in Saskatchewan from violent and abusive behaviour by a partner.”

“Clare’s Law” was first introduced in the United Kingdom and named in honour

of Clare Wood, a woman who was murdered by her partner and unaware of his violent past. Clare’s father advocated for more disclosure by police to protect domestic violence victims.

Work will continue with police services and organizations helping survivors of domestic violence on the protocol in the coming months.

The Government of Saskatchewan is focused on reducing and preventing domestic violence through ongoing collaboration with provincial partners and other ministries.

In 2018-19, the Ministry of Justice and the Ministry of Corrections and Policing will provide more than $20 million in funding for prevention and intervention services, including funding domestic violence transition houses, sexual assault centres, and family outreach services.

Meili, NDP Not Providing Alternatives

There is no question that Saskatchewan’s NDP are bringing up legitimate government spending issues - big spending issues and small spending issues. Whether it’s the $1.9 billion spent on the Regina by-pass, the highly questionable $103,000 an acre costs Global Transportation Hub (GTH) land or even the recent controversies over how much Premier Scott Moe is spending on travel, these are issues any good opposition should be raising and they are important issues because they are about holding government to account on behalf of everyone.

You may recall a highly successful Saskatchewan Party opposition of more than a decade ago that vowed not to be the kind of government that picks winners or losers or wastes money on pet projects or frivolous travel. Well, as so often happens with aging governments that have been in power for a while, time has a way of causing you to forget what you believed in opposition.

You start to justify a few too many exotic trips like Moe’s trip this month to India or justify some bad spending choices. In the case of the GTH or the by-pass, you may even see government throwing good taxpayers’ money after bad. Sometimes, if they are bad enough and if there are enough of these issues, they can contribute mightily to unseating a government.

After a 16-year-run, the last NDP administration fell victim to the Spudco scandal and a series of other spending missteps. They say elections are for governments to lose. That said, most of the time, it’s a little bit more complicated than that.

While governments plagued by scandal and debt and deficits do get voted out, as was the case of the Grant Devine Progressive Conservative government in 1991, there still has to be a viable alternative. To replace a government, Oppositions much have alternative ideas and plans that are not only different from what the current government is offering but also ideas that are more pleasing to the voter. It is here where NDP leader Ryan Meili and the NDP clearly needs to step up.

In fairness, it’s still two years before the next election because the Sask. Party has now extended this term to four years and seven months. It would be a tad earlier for the NDP to be releasing an exact platform. But one might think after 11 years of wandering the opposition wilderness, we might be getting a broad, general understanding of not just what the NDP opposes but also what it stands for. So far, what the NDP have mostly provided is opportunities for the Sask. Party government to tee off on the Opposition for it’s indecisiveness.

Consider this Justice Minister Don Morgan response in question period last week: "Mr. Speaker, the members opposite, they ask: travel, don’t travel; carbon tax, no carbon tax; drill, don’t drill; leave it in the ground, take it out of the ground; pipelines, no pipelines," Morgan charged in the assembly Monday. "Mr. Speaker, they are all over the map. I can tell this to the Leader of the Opposition.

He’s going to go the same way as (former leaders Dwain) Lingenfelter and (Cam) Broten. I can see a hat trick coming up.”

Of course, Morgan was Murray Mandryk engaging in a little politics.

But Saskatchewan voters do want their governing party to take decisive stances on key issues like the carbon tax and pipelines.

One thing Meili is proposing is a plan to steadily replace existing Saskatchewan pipelines on a scheduled basis. Energy Minister Bronwyn Eyre called it a "hare-brained scheme" that would cost taxpayers $50 billion. She added it was also completely unnecessary because the pipelines are regularly inspected. If the NDP are to make inroads, they need to offer solid ideas - not just criticisms.

Strike Continues at Saskatoon Co-op Locations Shanine Sealey, Martensville Messenger

Since November 1st, more than 900 workers of the United Food and Commercial Workers (UFCW) Canada Local 1400 announced that they were on strike. UFCW 1400 represents workers at grocery stores, gas stations, Agro Centres, Home Centres and liquor stores within Saskatoon, Martensville, Warman, Colonsay and Watrous.

One of the main topics of concern for Co-op workers is Saskatoon Co-op’s plan to introduce a two-tier wage system for new hires, which the union states would mean lower wages for women and vulnerable members of society. More negotiations took place on November 2nd; however, no agreement was made and no further negotiations are scheduled until November 29th.

Saskatoon Co-op has released information with CEO Grant Wicks stating that staffing costs account for 60 per cent of expenses and that Saskatoon Co-op has offered “industry-leading increases of two per cent per year.” Wicks continued to state that the proposed wage for new employees is considerably higher than competitors’ wages, and there is gender pay equality, adding that what they are offering is not new to the retail industry.

Following the strike announcement, a page was created on Facebook called ‘Saskatoon Co-op Members for the Fair Treatment of Employees’ (SCMFTE). This page had a mission to collect enough signatures to request a special meeting with the Saskatoon Co-op Board of Directors, and the group would like to see the nine current directors removed, and have new directors put in place. SCMFTE had a goal of 350 signatures prior to submitting their request; however have increased that total to 450.

On Thursday, November 8th, Saskatoon Co-op filed an unfair labour practice against SCMFTE spokesperson Craig Thebaud, asking the Saskatchewan Labour Relations Board to force Thebaud to cease and desist and to further nullify any requests made to host a special meeting with the Saskatoon Co-op Board of Directors. “We have full confidence in our Board to make decisions that are in the best interests of our members and our Co-op,” Wicks said.

A picket line meeting was held on Tuesday, November 13th, with workers taking a temporary break from walking the picket line; however the strike continues until Saskatoon Co-op and UFCW 1400 can reach an agreement.

Organics Collection Program at Martensville Landfill Discussed at Committee of the Whole Meeting

The City of Martensville held their monthly Committee of the Whole meeting on Tuesday, November 13th where Leah Bloomquist, Director of Corporate Services provided Council with a budget variance report for review. The report included various highlights of the budget as of October 31st, 2018 such as; a budget of $50,000 was allotted towards the agreement with the RM of Corman Park; however, the funding remained at $80,000 so there was $30,000 over budget, which balanced out due to transfer to reserves of the same amount. Contracted Services and Engineering Fees within the Planning and Development Department were under budget by $45,000 due to a planned project starting later than originally scheduled. The City budgeted $90,000 for annexation losses, where the City of Martensville required to pay the RM for lost tax revenue and lastly, the City is under budget by $30,000 due to the water/waste water project being delayed due to grant approval.

City Council then discussed a request from the organizers of the Bowties for Logan fundraiser to have the rental fees at the North Ridge Community Centre waived in order to have additional funds donated to scholarships in Logan Schatz’s name. Council discussed creating a policy waiving rental fees for fundraisers and will bring this back to next week’s council meeting.

Loraas is constructing a new organics facility at the landfill located south of Martensville, which will divert a significant portion of the waste from the landfill and instead use the waste to produce a high quality top soil product. Loraas provided the City of Martensville with an option for a mandatory city-wide organics program. Currently, the organics collection program is an optional subscription based service that runs throughout the summer months. Currently, the garbage/recycling levy is $15.15/month, and adding a mandatory organics program would increase that charge to $16.40/month. Council requested more information regarding rates, free dumping at Loraas for Martensville residents and more.

Lastly, a discussion took place regarding Council remuneration. In the 2017 federal budget, modifications were made which included an end to the income tax exemption for elected municipal officials January 1, 2019. Martensville Council discussed whether or not to provide an increase to salaries to offset the corresponding tax losses to create a zero net change. If approved, the total cost would be $18,310. More information was requested.

Council will meet again for their last regular meeting of the month on November 20th.

New Case Of Chronic Wasting Disease Detected Near Melfort

Chronic wasting disease (CWD) has been discovered in a new wildlife management zone, meaning the disease has now been confirmed in 45 of Saskatchewan’s 83 wildlife management zones. Thirty-four cases of CWD have been identified in the province this year.

The new case involved a 3½ year-old elk bull in zone 42E, south of Melfort, that was submitted as part of the ministry’s voluntary CWD surveillance program.

“Hunters play a key role in helping identify the presence and spread of chronic wasting disease in Saskatchewan,” Environment Minister Dustin Duncan said. “The information collected through the submission of heads is vital to understanding how the disease is impacting wildlife populations in the province and efforts that can be taken to slow the spread of the disease.”

CWD is a fatal nervous system disease that affects members of the deer family, including deer, elk, moose and caribou. The disease, which was first discovered in 2000, threatens populations of these species. Research suggests that CWD impacts in some areas are resulting in decreased survival and population decline in mule deer.

The disease has not been detected in humans. However, it is recommended that people do not consume meat from animals that are known to be infected.

The Ministry of Environment encourages hunters to continue submitting heads from deer, elk, moose, and caribou for free testing. Prior to submitting a head for testing, visit the Canadian Wildlife Health Co-operative/Government of Saskatchewan site at www.cwdsk.ca to complete the form and receive a tracking number.

“The information obtained from the voluntary testing program is critical to evaluating the spread of CWD and guiding our management strategies,” Ministry of Environment Wildlife Health Specialist Dr. Iga Stasiak said. “Hunters are encouraged to register online before taking their cervid heads to any Ministry of Environment field office.

There is no charge for testing and you will get your results in two to eight weeks.”
