City of Martensville Hosts ‘Amazing’ Event Shanine Sealey, Martensville Messenger

The City of Martensville hosted their annual Amazing Race Challenge on Saturday, May 4th. A total of ten teams participated, consisting of approximately 45 people.

Challenges that teams faced included a dance challenge with Bravo Dance Co., rolling cutlery at Mr. Mikes Steakhouse, locating a book at the Martensville Library, changing a tire at Speedy Collision and Martensville Mechanical, seeking out a specific camper at TRX RV and constructing a stone fire pit at Martensville Building & Home Supply.

Jessica Loran, City of Martensville Program Coordinator II, noted that there are many different steps involved in the planning process for events such as these. “This event is a lot of work to place, but because it’s so much fun to plan, it feels a little bit easier than others,” Loran said. Preparation for this event begins months in advance with advertising to get area residents to participate, speaking with local businesses that want to come on board and help sponsor the event and more.

Winners earned exclusive bragging rights for the year, and additionally, there was a prize draw for one lucky team that received sponsored items from all of the pit-stops from the event, including; a $50 gift card to Mr. Mikes, a $50 gift card to Bravo Dance Co, a free car detailing with Speedy Collision, a free wheel alignment and brake check with Martensville Mechanical and a hat and promotional items from TRX RV. All teams participating also received vouchers to Mr. Mikes.

“This is a really fun event that allows members of the community to challenge themselves, learn new things and experience different parts of Martensville that they may not have known about before. This also gives the City of Martensville the opportunity to showcase the amazing local business that we have in our community,” Loran added.

Drinking Water Quality and Compliance 2018 Notice to Consumers

The Water Security Agency and the Ministry of Environment requires that at least once each year waterworks owners provide notification to consumers of the quality of water produced and supplied as well as information on the performance of the waterworks.

Access to Private Property Through Open Spaces Bylaw Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Access to Private Property Through Open Spaces Bylaw 2-2016 Permit required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area; Traffic Bylaw – Dumping of Materials Dumping of material onto city streets is not permitted. Any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone. At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, so as to not leave material scattered around the work site or piled on the road way.

Construction Waste 48. (1) Any owner or contractor carrying out the construction, alteration or demolition of a building, structure or landscaping on any property shall: (a) place all waste into a waste container or enclosure; For further information or questions about these bylaws or to see what you need prior to starting a project, please contact City Hall 931-2166

Martensville City Council Discusses Senior Housing, New Development in Lake Vista, Wastewater Upgrades and More at May Council Meeting Shanine Sealey, Martensville Messenger

The City of Martensville hosted a City Council meeting on Tuesday, May 7th, which included three different delegations to Council. First was D. James Leier of Preferred Choice Development Strategies who discussed the community senior housing and care project functional plan.

David Calyniuk from North Ridge Developments spoke to Council regarding the second phase of the Lake Vista area of Martensville. The proposed concept plan will include the quarter section of land to the north of the current development and will be developed over a number of years.

Next was Darnell Kuzek from Saskatoon Kart Racers, who had made an agreement to Council last year to have a 5-year extension added to their lease, on the condition that a variety of improvements at the track occur.

The improvements have not been completed at this time; however, the group plans to have them done by this year and were looking to Council for a modification to the previous agreement.

Council then approved a joint-use agreement with the City of Martensville and Prairie Spirit School Division, which will continue to allow residents and students of Martensville to use city and school-owned facilities.

Director of Infrastructure and Planning Matt Gruza then presented Council with information regarding the Joint Water/Wastewater upgrades that are scheduled to take place at Water Pumphouse 1. In addition to improving distribution capacity and modernizing the equipment at pumphouse 1, there will also be work done to improve interconnectivity and control between all pumping stations.

This portion of the project will be done by Haid Construction, and came in slightly under budget at $1.73 million.

Another item up for discussion was regarding the City of Martensville’s Main Street rehabilitation plans for the area between Centennial Drive and 1st Avenue. While repairing this section of roadway, the median that is currently in place will be removed and Council will have to decide between replacing the median with one similar to the current one, or instead have moveable jersey barriers, similar to the ones located at the intersection of Centennial Drive North and 3rd Street North.

Martensville High School (MHS) was chock-full of talented individuals during the annual Artists United evening on Thursday, May 2nd.

This event provided students with an opportunity to showcase their varied creative skill in art, woodcarving, desserts, music and dance.

Each year, the school invites area residents to attend the event to see the wide variety of talented young individuals that are at MHS. “Watching these young people challenge themselves and display their artistic confidence was truly inspirational,” the school noted on their Facebook page.

Newly Formed Kinette Club Gaining Momentum in Martensville Shanine Sealey, Martensville Messenger

The Martensville & District Kinsmen Club has been a part of the community for the past 30 years and has raised $1 million dollars during that time. Recently, it was announced that Martensville would now be home to our very own Kinettes Club, which follows the Kin Canada motto of ‘serving the communities greatest needs’. “Our plan is to volunteer our time within the community, as well as raise funds for numerous causes. Not only are we a service club, but we will also be having some great fellowship within the club,” President Jodi Martens said.

In the past, a Kinette group was formed within Martensville; however, the group was disbanded in 2005. “Now that the community has grown so much, we are very excited to start up another club. As the city grows, the need for a service club has grown,” Martens added. The Martensville & District Kinette Club came together earlier this year thanks to the efforts of Martens and two other women that felt the community could benefit from the group. Martens, who recently moved to Martensville, was already a member of the Saskatoon and District Kinettes, and seeing how successful the local Kinsmen Club was doing, decided to put out some feelers to see if there was interest. “The response we had was amazing. I spoke with Arnie Deschner, the President of the Martensville & District Kinsmen Club and he spoke to his club, who were more than willing to sponsor our club.”

Since inception, the Kinettes have had three meetings and have already come up with exciting new ideas for the community, and according to Martens, approximately 30 women have shown interest in the group. With sponsorship from the Kinsmen, the Kinettes have been utilizing their meeting room, and have had members of the Kinsmen Club attending meetings. In addition, they have also had great support from the Saskatoon and District Kinettes, as well as other clubs from across the province.

The current executive for the Martensville & District Kinette Club is; Jodi Martens – President, Tracy Shaw – Vice President, Melanie Bell – Treasurer and Amanda Rewerts – Secretary.

Currently, both the local Kinsmen and Kinette groups are collaborating together to host a comedy event on May 31st at the North Ridge Community Centre in Martensville.

The event will feature five comedians, a pulled pork meal and lots of fun. Tickets are available for $20 through any of the Kin Club members and those interested in attending are reminded to purchase tickets early, as the event was a sell out last year. “Both of the clubs are looking forward to working together on this project and many more to come,” stated Martens. Other events that the Martensville Kinette Club is looking at doing include a food drive and possibly participating in the Buster Days Parade, which will take place June 1st.

Speaking Out Against Oil Tanker Ban

The Spring Sitting of the Saskatchewan Legislature continues with debate and legislation, as well as enhanced programs and services as part of a balanced budget. Your Saskatchewan Party government also continues to stand up for Saskatchewan.

Protection for Domestic Abuse Victims

Saskatchewan is now one step closer to becoming the first province in Canada to implement “Clare’s Law.” The Interpersonal Violence Disclosure Protocol (Clare’s Law) Act has received third reading in the legislature. The Act will come into force after the disclosure protocol and regulations are established.

The Act will allow police to release information about someone’s violent or abusive past to intimate partners whose safety may be threatened.

We are working hard to get this legislation in place to help people who may be at risk in an intimate relationship. Over the summer, our government will collaborate with partners in law enforcement and the shelter community to develop the protocol and regulations.

It creates a framework and standard process for the disclosure of information to applicants who believe they may be at risk from an intimate partner (“right to ask”), and to persons identified by police to be at risk (“right to know”).

“Clare’s Law” was implemented across England and Wales in March 2014. It is named in honour of Clare Wood, who was murdered by her partner and unaware of his violent past.

May is Speech and Hearing Awareness Month, and fittingly, our government has announced that the Universal Newborn Hearing Screening Program will be expanding.

Newborn babies will now be screened for early signs of hearing loss in all 18 Saskatchewan hospitals that regularly deliver babies.

Our government’s investment in the Universal Newborn Hearing Screening Program will ensure that children born in Saskatchewan with hearing loss are identified early. This is crucial in eliminating linguistic delays, and will help us make sure that the proper supports can be put into place to help those children succeed.

Sask Trade Issues Past and Present

Our largest trading partners are seldom kind to Saskatchewan agriculture. A decade or so ago, it was the BSE crisis. This was far, far more about American cattlemen wanting a leg up on their Canadian competition than any serious dangers posed by extremely isolated cases of bovine spongiform encephalopathy that our food security system caught anyway.

Well, fast forward a decade and it’s now all about the Chinese offering up bogus concerns over Canadian canola. Again, this likely has nothing to do with the quality of the product and everything to do with politics. It all sounds similar to the BSE crisis with perhaps one big difference.

Dealing with the protectionist Republican George W. Bush government of the day was a picnic compared with dealing with the irrational and unreachable Chinese administration.

Sure, Premier Scott Moe and his predecessors like Brad Wall, Lorne Calvert, Roy Romanow and Grant Devine have all made trips to China to solidify relationships with Saskatchewan’s and Canada’s second-biggest trading partner after the U.S, but it all matters naught if the upper echelon of the China’s communist government decides to act in a punitive way towards a country that did something to displease the regime.

Let us again stress that this is far more about the arrest and detention of the Huawei executive in Vancouver last December than it is about the quality of Canadian canola.

At the behest of the United States, the federal Liberal government was simply following international protocol on extradition agreements. For all the legitimate reasons to be annoyed at Prime Minister Justin Trudeau’s administration, it’s doubtful any Canadian government would have handled the situation any differently.

Unfortunately, that still leaves Saskatchewan agriculture at the mercy of the whims of a large importer. Of the 20.3 million tonnes of canola that Canada grew in 2018, 10.9 million tonnes came from Saskatchewan. About 40 per cent of that canola is exported to China that purchases about 60 per cent of all canola imports in the world.

That China is now barring Canadian canola is a very big deal. The only question right now is: What’s the best way to handle this situation? One gets Premier Scott Moe’s sincere frustration and sincere desire to want to do something.

“We are a month now with no identifiable movement with respect to this trade relationship,” Moe told reporters at the Saskatchewan legislature last week. “We need to engage and we need to ensure that we are able to get our trading partner’s attention.”

But then the Saskatchewan Premier talked about exactly reciprocal with respect to the inspection criteria that our products are undergoing." Moe didn’t go into details as to what he was suggesting, but the simple fact of the matter is that we don’t have many retaliatory measures to make.

For as good as sabre rattling may sound to many frustrated farmers, politicians have to be careful as to what they say and do when it comes to dealing with China. For example, Canada is just not a big importer of Chinese food.

In 2017, China only exported $464 million worth of food to Canada - China’s 14th federal food customer.

We do run massive trade deficits with China - $49 billion in each of the last two years, but is Moe and his Sask.

Party government as willing to see retaliatory measures on clothing, dry goods and electronics?

Is this government willing to curtail its interest in promoting carbon capture and in China? What about relations with the Yancoal potash mine?

Then there is SaskTel’s decade-long relationship with Huawei in which the Crown telephone utility has done $164-million worth of business since 2010. Trade relations are messy and there’s only so much a provincial premier can do to address the mess.

Fire at Martensville Business

On May 28th, 2019 @ 10:00 o’clock RCMP members will be at Martensville Tim Hortons for a chance to ask questions and to get to know the police officers in your city. Everyone is invited to attend.

April 29, 2019 at 12:30 p.m. Police received a complaint of a 2 vehicle accident on Range Road 374 near Martensville. Police attended the scene and issued a ticket to the 62 year old male driver of one of the vehicle’s from Asquith for following too close. One of the vehicle’s required towing from the scene. There were no injuries.

May 1, 2019 at 8:45 p.m. Police received a complaint of a traffic hazard on Highway 12 south of Martenville. The caller reported that a vehicle was stopped on the side of the road changing a flat tire and they were concerned as it was getting dark and didn’t want the person to get hit. Police attended the location and made sure the person was safe.

Ticket Issued for Passing School Bus When Not Safe May 3, 2019 at 3:55 p.m. Police received a complaint of a vehicle passing a school bus with the emergency arm extended. Police issued a ticket to a 28 year old male from Martensville.

May 5, 2019 at 11:50 a.m. Police received a complaint of a fire at a business in Martensville. Police attended along with Martensville Fire who extinguished the fire. The fire was not suspicious.

PEOPLE Complaint of Intoxicated Male at Business in Martensville May 1, 2019 at 2:50 p.m. Police received a complaint of a possible intoxicated male at a business in Martensville. The caller felt that the male might be intoxicated due to his behavior. Police attended the business and spoke to the male, who was not intoxicated, but rather suffering from a medical condition. There were no charges.

Male Arrested for Obstruction at Martensville Business May 2, 2019 at 11:40 p.m. Police received a complaint of a male refusing to leave a business in Martensville. Police attended the business and spoke with the 31 year old male from Montreal Lake. He initially gave a false name and was arrested for obstruction and held for court the following morning.

Outerlimits Synergy Receive Silver Medal in Provincials

The Outerlimits Synergy U16 Women’s Volleyball team competed in the Provincial Championship on Saturday, May 4 and Sunday May 5 at Henk Ruys Centre in Saskatoon. The girls competed in the Division 3, Tier 2 category and had an awesome tournament.

Coach Deb McGuire stated, “They ‘peaked’ in this tournament and played the best they have ever played! The team really came together and gave their best performances.”

THIS WEEK IN SPORTS

The second round of the NHL playoffs has been an absolute gong show in the best way possible. The New York Islanders became just the 4th team in NHL history to be swept in the second round after sweeping their first round series.

The first two games were extremely close and could have gone either way but ended up 2-0 for Carolina with the Canes having the next two games at home. Once Carolina got home it was all over as they won games three and four both by a score of 5-2 to take the series in four games and move on to the Eastern Conference finals. In that final they will meet the mighty Boston Bruins who won the goaltending battle against the Columbus Blue Jackets.

The Jackets had a 2-1 series lead with game four in Columbus and a chance to put a stranglehold on the series. Boston tied the series at two with a huge 4-1 win and would go on to win the next two games (4-3, 3-0) to win the series in six. Boston will move on to the East Final for the first time since 2013. Game one of the East Final is in Boston on May 9th.

The West is where things got interesting as both series needed seven games. The Colorado Avalanche forced a 7th game thanks to a Gabriel Landeskog overtime winner in game six. Game seven goes May 8th in San Jose. The winner of that game seven will face the St. Louis Blues who needed double overtime to beat Ben Bishop and the Dallas Stars.

Bishop made 52 saves in the 2-1 game seven loss while St. Louis native Patrick Maroon scored the winner for the Blues 5:50 into the second overtime period.
