City Working With Government to Provide Long Term Solution for Lagoon Woes Shanine Sealey, Martensville Messenger

The smell of spring is in the air, but for some residents, that smell isn’t so appealing. The Martensville lagoon, located in the south end of the city is once again causing concern to residents within the community in regards to the potent smell emitting from within.

This issue has been ongoing for numerous years, and although it may seem as though nothing has been taking place to combat the stench, steps have been taken regularly in order to minimize the smell. Each year there is a new hurdle to work through and this year is no different.

Matt Gruza, the City of Martensville Engineer Assistant, explained that this past winter caused some issues, as there were cold temperatures; however not a lot of snow. This lack of snow caused there to be less insulation for the ground, and the cold temperatures drove frost deep within.

Numerous water supply lines within the City saw the effects of this and as of May 25th, the lagoon effluent line was still frozen. “This is the line that discharges treated wastewater from the lagoon into the river, and that discharge helps with some of the smell as it moves some of the material through the lagoon system for further treatment,” Gruza explained. The City has a permit to open the effluent line as of May 1st each year; but due to the frozen lines, they are now weeks behind with the discharge process.

The Martensville lagoon has seven cells within its system, and the waste comes in at cell 1 and moves to cell 2 – these are the primary treatment cells. The solids are removed in these two cells and from there the water is treated and clarified within cells 3 to 7. Several years ago, the City performed testing on the water and found that the treated water was cleaner than water found in the ditches. “By the time it goes through the lagoon

system, it does get cleaned up. Unfortunately, where there is a lot of material in there and temperature conditions come into play, the smell can be amplified,” added Gruza. The City has been working with the designers of the lagoon and their engineers, adding chemicals and treatment enzymes, monitoring it daily and testing regularly in an attempt to minimize the impact to residents. Additionally, there is constant aeration taking place in order to keep things moving within the lagoon. “There are a number of factors and it is a difficult process to predict. Each year we try to get ahead of it as much as we can, to anticipate and pretreat, but there is only so much we can do. We try our best to make it as minimal as possible and we are very sensitive to that issue and understand that this is a concern for residents so we are actively working to solve it,” Gruza said.

Throughout the years, there have been several upgrades made to the lagoon in an effort to work efficiently as the population of the community continues to grow.

“People may see that the lagoon has been an issue for years, but what they maybe don’t see is that we have dealt with one issue, then another and so on. We fix a small thing and it may buy us a year or two. Then we reach capacity and had to upgrade other things. What we want to do now is to plan for a more long term sustainable solution to these issues,” Gruza noted.

The City has a plan in place for a more permanent solution, which would be to work with Saskatoon and utilize their waste water facilities. This would be a large project, but would allow for Martensville to sustain growth that the lagoon is unable to accommodate.

In order to fund this project, the City of Martensville applied for a Government grant several years ago, and has been working collaboratively with the province

and federal government to make the grant happen.

“In the end it is their decision, so we are waiting on their official answer,” Mayor Kent Muench explained.

While waiting for a final verdict from the government, the City is in a challenging position, “The way that the grant works, and most grants, is that if you complete a portion of the project now, then that funding cannot be added later. So if we spent a million dollars right now, we wouldn’t get the third from the provincial government and the third from the federal government.

We could potentially do some of the upgrading to our lagoon now, but it could be at a significant cost because we could potentially lose up to 66% of the money we spend. That is money that could be going towards projects in the community such as a new rink,” Muench added. The total grant, if approved, would be for over $20 million, which the City would be required to pay a third of.

The project, which would be a joint wastewater project with the City of Saskatoon, would be a cost effective – long term solution versus anything that could be done with the current lagoon. “Anything we do now would be short term and would not be a final solution, so it is really not good use of taxpayer money,” said Muench noting that the current lagoon, which was created when Martensville was far smaller, has served its life. “Saskatoon has a world class facility that has capacity, so to build another wastewater facility just up the river from where there is one, doesn’t seem to make a lot of sense.” Martensville is currently working on a regional partnership - Saskatoon North Partnership for

Seniors Host Breakfast Fundraiser Jocelyn Ottenbreit, Martensville Messenger

The smell of pancakes was wafting through the air on Saturday, May 26th, and those that were tempted by the delicious aroma were drawn to the New Horizons Senior Centre where a group of seniors were providing a pancake and sausage breakfast by donation to those that dropped by.

This was their first pancake and sausage breakfast fundraiser. Lovina Bischler came up with the idea that they could take advantage of the annual garage sale going on in the city that day, thinking it would bring more people in.

In preparation prior to the event, Lovina along with a few other seniors got busy and went grocery shopping and everyone helped to prepare for the event.

Proceeds are going towards upgrades to the hall. They have put in a grant to assist in fixing the roof and new siding. They have recently received new flooring, windows and paint to brighten things up.

The seniors would like to invite the community to join them Monday evenings for their weekly potluck supper at 5:30pm until the end of June.

Landscaping or Working on Your Property This Summer? - Things You Should Know Access to Private Property Through Open Spaces Bylaw Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Access to Private Property Through Open Spaces Bylaw 2-2016 Permit required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area; Traffic Bylaw – Dumping of Materials Dumping of material onto city streets is not permitted, any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone.

At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the road way.

Police received 229 calls for service during the week of May 21-28, 2018 in the Detachment area.

TRAFFIC Possible Impaired Drivers Reported in Martensville

May 21, 2018 at 7:30 p.m. Police received a complaint of a possible impaired driver on 2nd Avenue in Martensville.

The caller advised that the vehicle was swerving all over the road and they felt they could be impaired.

Police made patrols of the area, but did not locate any vehicles matching the description provided.

May 23, 2018 at 9:10 p.m. Police received a complaint of a possible impaired driver on Highway 305 near Martensville. The caller reported that a vehicle was swerving and narrowly missed hitting a couple of vehicles. Police attended the scene and stopped the vehicle. They arrested the 36 year old male from Dalmeny. He was taken back to the Detachment to provide a breath sample.

He was released a short time later on documents for an upcoming court date on Impaired driving charges.

There were no injuries.

Single Vehicle Accident in Martensville

May 23, 2018 at 8:30 a.m.

Police received a complaint of a single vehicle accident on 8th Avenue South in Martensville. Police attended and found that the 52 year old male driver of the vehicle from Saskatoon struck a meridian. There were no charges or injuries.

May 26, 2018 at 11:00 a.m. Police received a complaint of an erratic semi on Highway 16 near the Borden Bridge. Police attended the scene and issued the 53 year old male driver of the semi a ticket for driving without due care and attention. There were no injuries.

May 27, 2018 at 6:10 a.m.

Police received a complaint of a single vehicle accident

on Highway 16 near Langham. Police attended the scene and spoke with the 31 year old female driver from North Battleford. The driver advised they had fallen asleep and driven into the ditch. The vehicle was still driveable. There were no charges or injuries.

PROPERTY May 22, 2018 at 2:50 p.m. Police received a complaint of a found wallet on Highway 305 near Martensville. The caller reported finding a wallet and money on the highway.

The wallet was returned to the Detachment and subsequently returned to it’s owner.

May 23, 2018 at 6:10 p.m.

Police received a complaint of shop lifting from a business in Warman. The caller reported that they noticed an individual had stolen items from their business. Investigation into this matter is ongoing.

Suspicious Male Reported at Warman Business

Intoxicated Male Reported Sleeping on Side of Road on Hwy 11

May 26, 2018 at 4:30 p.m.

Police received a complaint of a male sleeping on the side of the road on Highway 11 near Warman. The caller reported that the male was very difficult to see and was concerned for their safety. Police attended the scene and located the male.

He was intoxicated and stopped at that location for a nap. He was given a courtesy ride to Saskatoon.

There were no charges.

May 23, 2018 at 10:06 p.m.

Police received a complaint of a suspicious male at a business in Warman. The caller reported that they saw a person sleeping in the lobby of the business.

Police attended and spoke with the 27 year old male from BC, who advised that he was trying to hitch hike home. He was given a courtesy ride to a safe location in Saskatoon.

There were no charges.

Walk for Dog Guides Gains Popularity

The Martensville & District Lions Club held their fourth annual Walk for Dog Guides Sunday, May 27th in Kinsmen Park. Each year, the walk has gained in popularity and once again, a number of local residents came out in support of the event. The fundraiser, with Pet Valu as the title sponsor, helps to raise money which goes towards funding to train service dogs. Approximately 300 communities across the country participate in the walk, with Lions Clubs from each community working together to make this possible. To date, this annual event has raised over $15 million towards helping to connect families with guide dogs.

The Lions Foundation has been providing guide dogs for Canadian families for the past 30 years, at no cost to the family.

In the past, vision and hearing guide dogs were provided; however, in more recent years, service guide dogs, seizure response guide dogs, autism assistance dogs and diabetic alert dogs have been available for families. The Lions Foundation is the only organization that doesn’t charge for their dogs as the monies raised at the walks cover the costs for training and raising the dog guides.

The local Lions Club sponsored a family from Warman last year and provided them with an autism assistance dog and has plans to sponsor a Martensville family with a hearing guide dog this year. “Our club is really excited about sponsoring another local family and hope to sponsor more families in our area in the future,” event organizer and Lions Club Secretary, Doug Ward explained.

The cost for training and raising guide dogs is at least $25,000, which can make it difficult for some families to obtain. Through the Lions Clubs, families can apply and if they are approved, they are provided travel to Ontario to spend time with the dog prior to bringing it home. This allows families time to bond with the dogs. “We are raising money to have the dogs trained for one of the six different disciplines. Last year, the Lions Foundation paired about 200 dogs with families across Canada. Dogs have a very keen sense and it is amazing that they can help so much in so many different ways,” Ward added.

City of Martensville Provides ‘A Chance to Chat’ Shanine Sealey, Martensville Messenger

The City of Martensville hosted ‘A Chance to Chat’ at City Hall Tuesday, May 29th from 4:30pm to 7pm. This event was held to serve as the annual open house and allows residents the chance to take a look at some of the future plans that are in place for the community, as well as discuss their concerns with Martensville City Council and Administration. “We certainly want to promote the opportunity to talk directly to the Mayor and Council about issues and items that are concerning residents today and hopefully more often than not, be able to find the answers for them quickly, or at least inform them of what is in progress in terms of the future to address some of their issues,” Community Economic Development Manager, Dillon Shewchuk said.

Those attending could take a look at some of the future growth plans for Martensville, the Municipal Sustainability Plan, the 2018 Budget, the Transportation Master Plan, Sector Planning and more. “Rather than have people visit each department individually, we wanted to provide information on what we are doing and why things run the way they do in the City,” Shewchuk added. With a focus this year on the City’s plans for future growth, residents were able to take this opportunity to learn about how issues that concern them today are going to be handled in the future. “We have learned over the past 20 years that growth is going to happen no matter if you are absolutely ready or not, so we are working to prepare ourselves as much as possible to improve quality of life for not only residents today, but for future residents,” Shewchuk explained.

Some topics of concern from those in attendance consisted of; wastewater planning, traffic patterns within the City and the future diversity of housing, specifically senior housing.

Shewchuk also noted that, “we encourage people that instead of whining on Facebook, if you have problems, come talk to a councillor. Come to City Hall and get the answer firsthand as to why things are the way they are, what progress is being made and what can be done to fix these things.”

Hypnotist Has Audience Roaring With Laughter Jocelyn Ottenbreit, Martensville Messenger

Spectators were extremely entertained at Martensville High School theatre on Monday evening as Jaimie James, Hypnotist, had the crowd laughing so hard they were in tears as he worked his magic on brave participants who volunteered themselves to be hypnotized.

The event was a fundraiser for the Royals football team. Typically, steak nights are held annually as a fundraiser but the committee decided to try something different this year.

“I think our committee thought the evening was a success. Everyone that attended loved the show! We were lucky to have James Swallow donate his show to the football team. We were able to use the theater at no cost so we didn't have any expenses. We are hoping to do it again perhaps picking a different time and date as many of our players were unable to attend because of other activities,” organizer Della Muench said.

VHS Spring Festival was, once again, a huge success. The weather held out for us, so we were still able to have some outdoor activities.

The bouncy castles are always a big hit with the kids. There were many games to play, face painting, balloon animals, cake-walk, silent auction, and the list goes on. It was a fabulous evening!

Thankfully, no injuries occurred as a result of the accident. A 36 year-old Martensville woman who was headed north on 10th Avenue was charged under the Traffic Safety Act for Proceeding from Stop Sign Before Safe to do so.

GTH Reveals Worst In Old Sask.

Party Gov’t

The problem with old governments is they don’t take criticism as seriously as they should. This may seem an odd observation from someone who has also observed in this space that governments - even those facing no serious threat of losing power - can be exceedingly sensitive to criticism. But the two notions aren’t as contradictory as they seem.

Governments that do well in the elections find it easy to attribute their success to their policy and governance abilities. What’s easily loss on them is that their true success might be nothing more than being just slightly more palatable to the alternative that challenges them that at the polls every four years.

The longer any government goes without facing any meaningful threat to its existence, the more it seems able to convince itself that it’s infallible.

Consider the above in the context of today’s Saskatchewan Party government and its messiest issue - the Global Transportation Hub (GTH).

Concern about the GTH land deal that saw business types who, coincidentally, had solid connections to either former economy minister Bill Boyd or the Sask. Party making multiple millions of dollars on land flips has been of public concern for two years now.

Initially, then-premier Brad Wall called such concerns false.

Boyd even launched a personal lawsuit against the CBC for its initial report - a suit recently settled out-of-court without the CBC having to pay anything and without much that could be viewed as an apology.

After the GTH controversy erupted in 2016, the government did take the matter to the Provincial Auditor who did publicly state she could not find wrong-doing. Nevertheless, the matter is now in the hands of the RCMP and public prosecutors in Manitoba, so something has gone very wrong with the inland port just northwest of Regina.

Perhaps this is why the government remains so sensitive to anything vaguely resembling criticism of the GTH.

Moreover, issues at the GTH now go beyond that original controversial deal in which government paid $103,000 an acre for 204 acres of land under expropriation valued at a quarter to a one-fifth of that price.

There have been big problems selling lots, with government Crowns and other government entities taking up most of the sold spaces. A prime example is Brightenview - the group behind the non-existent Dundurn Mall - failing to come through on its GTH development.

We recently learned the Highways ministry spent $3 million for GTH land for a “borrow pit” - soil to be used for construction of the Regina by-pass - that didn’t get used by the bypass. And the latest development sees 45 acres of land SaskPower bought for at the GTH for $25 million- money the GTH used to pay for the 204 acres - is still undeveloped four years later.

Actually, SaskPower has now spent $29 million on that land when you add in another $4 million in consulting fees and interest. Yet the best the Crown electrical utility can say is that its now unlikely to develop this land and may sell it to cut its losses. "At that point, if we decided to go with the north land, we will probably exit the GTH land and put it up for sale," SaskPower President Mike Marsh recently told a legislative committee.

Todd MacKay of the Canadian Taxpayers’ Federation has another way of describing it: “Taxpayer dollar bills are getting lit on fire," MacKay said. "How come you can buy $25 million worth of land so quickly and it takes you ... years to figure out what to do with it?"

It’s a legitimate question - one that the Sask. Party government isn’t answering. Old governments wrongly feel they are not obligated to be answering such criticism.

Is it Beautiful to Slowly Kill Oneself?

Obesity is a slow and deadly killer. As a general public, we seem to be both aware of this, and willfully ignorant of it. As children, we are generally taught that we should drink water every day, wear sunscreen when we are at the beach, and look both ways before crossing the street. Our parents attempt to instill these habits within us so that we can work towards a lifestyle that will increase our chances of being healthy and safe. Why is it, then, that we do not do the same when it comes to our diets? Why is it that the overweight lifestyle is promoted in the media, rather than shunned? This is an issue that is slowly killing Canadian citizens. Obesity should not be promoted within the media.

Tess Holliday is an American plus-sized model based out of LA. Sporting a US dress size of 24, she has participated in a campaign with Benefit Cosmetics, was featured on the covers of both Vogue Italia and Nylon Magazine, and, in 2015, became one of the first plus-sized models to reach mainstream modelling agencies. On Instagram, Tess possesses a whopping 1.5 million followers, and her hashtag #EffYourBeautyStandards currently has 3 million posts associated with it – posts submitted by young women who look up to Holliday for both selfesteem boosts, and health advice. To these sensitive and compliment-driven women, Holliday preaches self-love regardless of weight, and she refutes (albeit poorly) the science behind obesity. There is little thought as to why pursuing a fat and sugar-driven diet may be detrimental to one's health. There is little consideration for the impact that obesity has on one's overall quality of life. Instead, there exists only a hive mind that is dedicated to the coddling of women’s egos, and shielding them from the consequences of their actions.

Holliday is but one of many faces that represent the Fat Acceptance movement. The movement aims to boost the confidence of overweight women so that they feel more accepted within general society. It is not difficult to understand just why large groups of women from all over Canada are currently transforming into haste supporters of a movement that tells them that they are eternally beautiful, perfect even, and that they need not make any changes to themselves in order to live a happy and fulfilled life. However, this is a lie – a deadly lie that slowly kills. Obesity is a leading cause of high blood pressure, Type 2 Diabetes, Coronary Heart Disease, Sleep Apnea, certain cancers, Osteoarthritis (a breakdown of the joints), and other various conditions. It is not beautiful to possess a heart that is slathered with a thick coat of slimy fat. It is not admirable to lack the ability to walk without debilitating joint pain. It is not pretty to suffocate to the point of frequent awakenings during the night. To be obese is to suffer from a lower quality of life.

A report submitted by Statistics Canada in 2014 highlights how large an issue obesity has become within Canada. At the time of the report, a total of 20.2% (5.3 million) of all Canadian adults were reported as being obese. Men's rate of obesity increased from 16% in 2003, to 21.85% in 2014. Likewise, women's rate of obesity shot up from 14.5% in 2003, to 18.7% in 2014. Overall, 61.8% of all male Canadian adults, and 46.2% of all female Canadian adults were, at the time, reported to be at a greater risk for health complications due to excessive weight. Saskatchewan is disproportionately obese when compared with the rest of Canada, with 25.1% of all Saskatchewan adults being classed as obese. Seeing as these statistics are now four-years-old, it could be fairly predicted that the rates of obesity within Canada have continued to climb steadily since 2014.

Ultimately, the aim of the Fat Acceptance movement is to promote the message of self-love. This is the foundation for greater potential. To love oneself means to care for oneself. Healthy eating and exercise improve the body and the mind. An individual can love themselves and still see room for further improvement – the two are not mutually exclusive. Furthermore, we should be teaching young women that it is okay to be something other than beautiful. When we tell every girl that she is special, or pretty, we devalue the meaning of those words.

Instead of promoting that everyone is physically beautiful, we should teach people to move beyond pursuing beauty.

Academics, a career, a family, a kind heart – all of these things can be achieved without being physically beautiful.

It's time that we took a different approach to supporting the overweight women of our society – one that does not result in lying to them about their own health. The Stanley Cup final series is all set and kicked off on Monday. The Vegas Golden Knights had ten days of rest before playing game one. The Washington Capitals on the other hand still got a nice break but only five days. The Caps are coming off a huge 4-0 Game seven win over the Tampa Bay Lightning, the second straight shutout for Lloydminster born Braden Holtby. This is the Capitals first trip to the finals in over 20 years, whereas for the Golden Knights, it is their first ever trip to the big dance as this is their first season in the NHL. Only two other teams have made it to the Stanley Cup Final in their inaugural season which was the Toronto Arenas back in 1918 and the more recent St. Louis Blues in 1968. The final series kicked off on Monday the 28th in Vegas with game two in Vegas going down on the 30th. Teams will then shift to Washington for the next two games on June 2nd and 4th. This is going to be a battle of goaltenders once again with Braden Holtby not allowing a goal in his last two games and Marc-Andre Fleury who has four shutouts in these playoffs. I’m predicting Vegas in six games but if it does go to seven games I think Washington will have the upper hand. The most likely outcome is the Golden Knights winning the Stanley Cup in their first season in the league, something no one predicted before the season started.

The Rush hosted the Rochester Knights in the first game in the National NLL best of three game series on Saturday. The Knighthawks have given them trouble in the season handing them two losses in league play, but the Rush had their number Saturday night. They forced many turnovers and took advantage bringing home the 16-9 win over the Knighthawks.

With only two minutes into the game Jeremy Thompson set the tone for the Rush getting it by Rochester goalie Matt Vinc. Rochester took their only lead early in the second at 4-3 on a power play goal by Cody Jamieson, but the Rush went on a 7-goal scoring spree after that.

Veteran Robert Church found the post three consecutive times to get the momentum turned and gave his team the 6-4 lead at half.

In the first four minutes of the third the Rush came out firing and had the 10 - 4 lead early in the third. They never gave up the lead after this and cruised to a victory and the series lead. Robert Church found the net four times while McIntosh and Cornwall each had 2 for the team. Six of their goals were on transition, which is key to their success. Evan Kirk stopped 35 shots while Rochester’s Vinc turned away 48. The Rush travels to Rochester for game two of the series. The pressure is on the Knighthawks to stay alive in the series while the Rush are looking for their third national title. If a third game is needed, Saskatoon will host the Knighthawks on June 9th.
