Tick Season Approaches In Saskatchewan

With the arrival of spring and warmer temperatures, the Ministry of Health reminds Saskatchewan residents to be vigilant and monitor for ticks on themselves and their pets.

"As more people are venturing outdoors, Saskatchewan residents need to watch for ticks," Saskatchewan Chief Deputy Medical Health Officer Dr. Julie Kryzanowski said. "While the risk of exposure to Lyme disease remains low in the province, stay vigilant and take proper precautions to protect yourself and others."

Most ticks found in Saskatchewan are the American dog tick. This species is active from mid-April to the end of July and cannot transmit Lyme disease to people.

Blacklegged ticks, which can cause Lyme disease, are rare in Saskatchewan.

Introduced by migratory birds in early spring, blacklegged ticks mature into adults and remain active throughout fall, particularly in tall grass, brush, or wooded areas.

In April of last year, the Government of Saskatchewan, in collaboration with researchers at the University of Saskatchewan, launched eTick (www.etick.ca), an image-based tick identification platform. After a successful first year, eTick has replaced the mail-in tick surveillance program, and acceptance of unsolicited mail-in tick submissions is discontinued this year.

Saskatchewanians can submit photographs of ticks found on humans or animals using the eTick online system to receive timely identification of the type of tick that attached to a person, pet, or livestock animal and information on the risk of exposure to tick-borne diseases.

While awaiting identification results, retain detached tick(s) in a secure container. eTick administrators may request that some ticks be submitted, by mail, for quality control purposes or if the tick species is one of medical concern. Ticks should not be submitted by mail until requested.

To prevent tick bites: • Wear pants, long-sleeved shirts, and shoes that do not expose your bare feet.

• Pull socks over your pant legs to prevent ticks from crawling up your legs.

• Wear light-coloured clothes so ticks can be seen easily.

• Use insect repellents that contain DEET or Icaridin. Apply repellent to clothes as well as your skin. Always read and follow the directions on the label. Some repellents may have age restrictions.

• In Canada, clothing that has been treated with the insecticide permethrin has been approved for use by people over the age of 16.

• Shower or bathe as soon as possible after being outside to wash off loose ticks and inspect for attached ticks.

• Do "full-body" tick checks after being outside on yourself, your children, and your pets.

If you find a tick attached to your skin or on your pet: • Carefully remove it with fine-tipped tweezers and grasp the tick's mouthparts as close to the skin as possible.

• Pull slowly upward and out with firm, steady pressure.

• Be careful not to squeeze, crush or puncture the body after removal.

• Do not put Vaseline, gasoline, or other harmful substances on an attached tick.

• Submit photos of the tick using the eTick system, and please keep ticks in a secure container until you receive the identification results. Ticks can be euthanized by placing them in a bag and storing it in the freezer for 24 hours.

In 2020, 2,678 ticks were identified in Saskatchewan and only 12 were blacklegged ticks. Of these, seven physical specimens were submitted for testing, and three tested positive for the bacteria that causes Lyme disease.

The Martensville Farmer’s Market kicked off their 2021 season on Wednesday, May 19. The market will run each Wednesday from 10am2pm until September 29th (weather permitting) in the parking lot of the Martensville Corner Store (across from Canadian Tire).

For opening day, there was a total of 10 vendors; however, organizer Marjan Petter stated that there were a total of 14 vendors committed for the season.

“We have quite a variety of vendors this year, with many returning from last year and a couple new ones added. There will be something for everyone,” Petter said.

For the months of May and June, Great Plains College will be on site providing information about the programs and courses they have available, and for July and August, Country Style BBQ will be on site as well offering hamburgers, hotdogs and smokies.

Closer to the end of June, there will be the fruit truck and vegetables available. Other options available throughout the season include honey wine, meat products, embroidery, cinnamon spread, pottery, teas and spices, bedding plants, jewelry, bags, candles, and more.

With the majority of vendors in place, Petter stated that she would still like to see a couple more vendors come in, ideally someone with baking and someone with Saskatchewan fruits. “We do have limited space available in this location, so at most, we could have up to 16 vendors, but it would be nice to see a couple more come in.

No one sells the same thing, so that is nice for people coming to the market.”

This is the second year that the Martensville Farmer’s Market is in this location, and Petter stated that last year saw much success and traffic. “We had a really good year and it was nice and busy.

Hopefully it will be the same this year.”

Petter not only organizes, but is also a vendor at the market and only took over organizing since there was no one else to. “If I didn’t step up, there would be no market and I didn’t want to see that happen, but it is a lot to take on being both organizer and a vendor so if I had someone come in to help me out, or take it over in the future, that would be great.”

2021 is a Revaluation Year - What Do You Need To Know About Your Assessment and Taxes?

There has been continued progression around the delivery of vaccines with the increase in number of vaccine clinics and eligibility for the public expanding as vaccine becomes administered and available.

The City and the Province set tax mill rates which are applied to the property assessment values to determine the tax levy for city and education property tax.

Commencing on April 1st the North Ridge Centre opened as an available vaccination centre.

2021 Assessment Notices were mailed to all property owners April 30, 2021.

INTENT - The proposed Official Community Plan bylaw will establish municipal goals, objectives and policies relating to land use and development. This bylaw proposes to update the future land use map and current policies affected by the recent annexation, provincial legislative amendments, and City Master Plans. Saskatchewan has reached the Step Two threshold on the province Re-Opening Roadmap, with over 70 per cent of Saskatchewan residents age 30 and older having received their first dose of Covid-19 vaccine.

That means Step Two will begin on Sunday, June 20 - three weeks after Step One which begins on Sunday, May 30.

In Step Two, public health measures will be eased as follows: • No capacity thresholds on retail and personal care services, must maintain an occupancy that allows for physical distancing; • Restaurants and bars will have no table capacity thresholds, must maintain two metres of physical distancing or structural barriers between tables, dance floors and buffets remain closed; • 150 person maximum capacity at event facilities, casinos, bingo halls, theatres, art galleries, libraries and recreational facilities, must maintain an occupancy that allows for physical distancing, restaurant guidelines apply at venues that serve food; • Long-term care and personal care home residents may have up to four visitors indoors and nine visitors outdoors; • No change from Step One at gyms and fitness facilities, primary, secondary and post-secondary education and childcare; • All remaining restrictions on youth and adult sports will be lifted; • Limit of 15 people at private indoor gatherings, including household gatherings; • Limit of 150 people at public indoor gatherings and private and public outdoor gatherings; and • Current province-wide masking mandate remains in place.

Premier Scott Moe thanked Saskatchewan people for doing their part and getting vaccinated.

"The reason we are able to do this, to lift these restrictions, is because Saskatchewan people are getting vaccinated," Moe said. "And the vaccines are working. Vaccines are driving down case numbers and hospitalizations and making Saskatchewan safer."

Every Saskatchewan resident age 12 and older is now eligible to receive their first dose of vaccine. Moe urged everyone who has not done so already to get their first shot as soon as possible.

"When we get to 70 per cent of our entire adult population vaccinated, we can move to Step Three and remove almost all of the remaining public health orders," Moe said. "So let's keep going. Please keep doing everything you are doing to protect yourself and those around you.

Keep following the public health orders. And keep sticking it to COVID. When it's your turn, get your first shot, get your second shot, and let's get things reopened and have a great Saskatchewan summer."

The Government of Saskatchewan has announced that public health measures around outdoor sporting activities will be eased as part of Step One of the Re-Opening Roadmap, set to commence on Sunday, May 30. Outdoor sports, originally included in Step Two of the Re-Opening Roadmap, will now be added to Step One. Easing of measures for indoor sports remains in Step Two of the Re-Opening Roadmap.

The adjustment to the Re-Opening Roadmap is being made recognizing the lowered risk of transmission in outdoor settings along with the successful uptake in Saskatchewan's COVID-19 vaccination effort in reducing the transmission of the virus.

"Saskatchewan people have reduced the spread of COVID-19 by getting vaccinated," Premier Scott Moe said. "So, the next time you drive by a field of happy kids playing softball or football or soccer, please know that you made that possible. Saskatchewan people are putting those kids back on to the field by doing their part, by rolling up their sleeves and sticking it to COVID."

Beginning May 30, 2021, competition and game play for outdoor team sports can proceed with the following requirements: • Participants may not compete if they are feeling unwell.

• Players and coaches should be encouraged to screen for COVID-19 symptoms prior to arriving to practice and play, using the self-assessment tool at saskatchewan.ca/COVID19.

• League play is allowed to resume; however, tournaments are not permitted at this time. This will be revisited in Step Two of the Re-Opening Roadmap.

• No interprovincial travel. Teams competing in regional interprovincial leagues need to contact the Business Response Team prior to beginning play.

• Capacity must be in compliance with the public health order for public outdoor gatherings for each playing surface or game area. Public outdoor gatherings are set to expand to a limit of 150 people on May 30 as part of the Re-Opening Roadmap. Common areas, such as those where there are multiple playing surfaces, must also be in compliance with gathering limits in the public health order.

• Individual and protective equipment should not be shared. When helmets and bats or other equipment are shared, cleaning and disinfecting must occur between each use.

• Commonly touched equipment used for game play (e.g. game ball, football) is routinely replaced or disinfected during the course of practice or play.

• Coaches, officials, umpires, referees and players who are not on the field are not required to wear masks outdoors under the public health order. However, masks may be worn if they are more comfortable with that layer of protection.

• No shaking hands, high-fives, etc.

• Spectators not from the same household should maintain two metres of physical distancing.

• Spectators must remain in designated areas. Masks are not required to be worn outdoors under the public health order, but they may be worn if spectators are more comfortable with that layer of protection.

• Hand sanitizer approved by Health Canada (DIN or NPN) or soap and water handwashing stations should be available for participants and spectators.

• No sharing of water bottles.

• Public washrooms, when available, are cleaned and disinfected regularly, and soap and water or hand sanitizer is available.

• Contact information of the coaches, officials and players should be recorded by the home team and maintained in order to assist with contact tracing for 30 days in the case of a confirmed case of COVID-19.

Kinette Club Giving Back to Local Schools Shanine Sealey, Martensville Messenger

MHS Student Selected For Elite Scholarship Shanine Sealey, Martensville Messenger

Martensville High School (MHS) student Shaelagh Stephan received some exciting news last week. Stephan was selected for a Schulich Leader Scholarship for the Faculty of Engineering at Western University, a scholarship valued at $100,000 payable over four years.

Included in this scholarship is: first choice of residence, guaranteed entrance into her first choice of engineer program after successfully completing her first year of studies, and a guaranteed student research position with a Western Engineer professor ABOVE: Shaelagh Stephan in the summer between her first and second year.

Breanne Cooper, MHS Teacher and Guidance Counsellor stated that each year, the school is able to nominate one student that is planning to enter a STEM (science, technology, engineering, math) post-secondary education pathway following high school, and this year, was their first recipient ever.

“We ask students to submit a letter of interest to our scholarship committee and then the scholarship committee meets and decides our nominee based on the nominee’s letter and how they meet the criteria. This year, Shaelagh was our nominee. Once we submitted the nomination, she was responsible for submitting her application online which consisted of an application, an essay, a list of accomplishments and a reference letter,” Cooper explained.

Throughout high school, Stephan has earned honour role with distinction, and also participated in soccer, basketball, track and field, Outdoor Adventure Club, Project Change and Flag Football.

In addition to this, Stephan also participated in the first half of a German Exchange where a student from Germany lived with her family, and then the plan was for Shaelagh to travel to Germany in spring 2020; however, due to COVID, these plans were cancelled.

Outside of high school, Shaelagh has also competed in numerous science fairs, including a 2018 Regional Science Fair, 2018 Sanofi Biogenius and 2018 Canada Wide Science Fair.

The Martensville and District Kinette Club, like many other organizations, have been forced to get creative in their fundraising methods throughout the past year due to COVID-19. Earlier this year, the local Kinettes held a delivery/pick-up steak night fundraiser which saw great success by bringing in over $2200.

With this in mind, when Kinette Club President Jodi Martens thought the same kind of fundraiser could be beneficial to help raise money for local schools.

“The idea came when Venture Heights was looking at a school fundraiser and they were going to do a movie in the park, which was cancelled due to COVID. We thought maybe we could give them a donation, but we aren’t a wealthy club by any means, so we decided to do a fundraiser. Our Club has many ladies with children in different schools, so we thought we would help them all out and if it is successful, then we may look at doing on for Warman next year as well,” Martens explained.

Money raised through the steak night fundraiser will be put into one pot and then split evenly between the four Martensville elementary schools; Venture Heights, Valley Manor, Lake Vista and École Holy Mary.

Order options are an adult steak meal with pasta salad, corn and garlic toast for $25.00 or a kids meal which includes a burger and a bag of chips for $15.00.

Meals can be picked up at The Caesar Mill, or delivered anywhere in Martensville, Warman and Dalmeny.

In their previous delivery steak night fundraiser, 94 meals were sold, and this time around, the Kinettes have a goal in mind of 200 meals.

Currently, they are sitting at 50, but orders will be accepted until June 9, with the meals ready for June 13 between 5-7pm.

“Thank you to everyone that has supported us, to the Kinsmen Club for helping us out and Tyler and everyone at The Caesar Mill,” Martens said.

Holy Mary Takes Part in Spiritual Retreat

On May 21st at École Holy Mary Catholic School in Martensville, the students watched videos to learn more about St. Joseph and the many “jobs” that he had as part of their school spiritual retreat.

Students also made rosary keychains, the Star of David, lilies, a wooden cross and prayed the rosary.

This same day, students took part in Holy Adoration during the school spiritual retreat. Father Peter was there to bring the Monstrance with the Blessed Sacrament so staff and students could spend time in Eucharistic Adoration.

City Looks For Community Feedback For Future Campground Plans Shanine Sealey, Martensville Messenger

The City of Martensville currently has a survey available to local residents in order to gain some feedback regarding the plan for a campground to be constructed as past of the Kinsmen Park Master Plan.

Martensville’s Kinsmen Park includes over 100 acres of green space, as well as the Aquatic Centre, Kyle Syrenne Skatepark, Martensville Slo-pitch diamonds, Mocon Baseball Fields, North Ridge Community Centre and the future Pump Track, scheduled for construction this summer.

In 2019, the Kinsmen Park Master Plan was updated to include a seasonal campground, which would be located between the Martensville Aquatic Centre and the Mocon Baseball Diamonds (see image below).

“Right now, we are in the very early stages for the campground – basically ‘here’s the area – what can we potentially have in there?’ We want to get some estimates of cost for creating a space, servicing the space and learn what we can do and how we can do it,” City of Martensville Director of Recreation and Community Services, Ted Schaeffer, explained.

This April, the City hired a consultant to prepare a conceptual design, as well as a comprehensive campground development plan. Information obtained through the survey provided will help direct the future plans for the campground.

According to Schaeffer, the plan is to review the survey results by the end of the month and then have the consultant company move forward with the design process. “The idea is to potentially begin some work this year; however, we aren’t sure what that picture looks like just yet. That all depends on the recommendation from the consultant and what Council’s opinion is on the matter. It is too early in the process to really say with any kind of certainty what could take place this year,” Schaeffer added.

The Martensville & District Kinsmen Club has been helping communities for many years and are always thinking of ways to come up with new ideas to help organizations in their districts of Martensville, Warman, Dalmeny and Langham.

Codie Prevost, an amazing local artist, along with the local Kinsmen Club, came up with the idea of doing a fundraising event at the Cork and Kettle in Warman on Saturday, June 19 from 5pm-7pm. Prevost, a four-time Canadian Country Music Association nominee ABOVE: Codie Prevost and six-time Saskatchewan Country Music Association ‘Fans Choice Entertainer of the year’ award winner, along with special guest upand-coming country artist, Carlyne Ray will be performing.

The City of Martensville received an update from the Ministry of Agriculture on May 19, stating that a rabid bat had been located within the City of Martensville.

If you suspect that a wild animal may be carrying rabies, contact the Rabies Response Program (RRP) at 1-800-667-7561 or RRAV@gov.sk.ca. This program was created to help protect the health and safety of the people and domestic animals within the province. Through the RRP, private veterinarians from across the province will collect samples from suspect animals and submit them for rabies testing under direction from the program’s Rabies Risk Assessment Veterinarian (RRAV)

The Saskatchewan Ministry of Health handles human exposure to potential rabies cases. If someone has been exposed to an animal that is suspected of carrying rabies, they should contact the local public health office, or the Saskatchewan HealthLine by dialing 811. If an animal bite occurred, the area should be washed immediately with soap and warm water, and the exposed individual should see their family doctor of local emergency room as soon as possible. From there, the doctor will consult with a local public health official to see if preventative treatment is necessary.

Rabies is most often found in bats, foxes, skunks and raccoons within Canada, and in Saskatchewan, most often found in skunks, and, to a lesser extent, bats. Rabies can infect domestic animals, as well as humans.

Martensville Veterinary Hospital (MVH) shared information on May 22 via social media regarding a client whose cats were found playing with a dead bat and used this incident as a reminder to pet owners that rabies can still be transferred even after an animal is deceased, therefore it is always important to ensure that pets are up-to-date on their vaccines. Both cats involved in this particular incident were vaccinated for rabies, but one was overdue.

“When dealing with potential rabies cases, the Saskatchewan Provincial Veterinarian becomes involved. They asked that both cats be given a rabies vaccine.

This was the best possible outcome, it could have been much worse. To protect others from this fatal virus, the provincial vet can order a pet to be euthanized and tested for rabies. This is why rabies vaccines are so very important,” MVH explained.

Providing More Garden Options in a Growing Community Shanine Sealey, Martensville Messenger

Last summer was the first year for the newest community garden option in our city, which is located beside the Martensville Speedway on 9th Avenue North. For its inaugural year, there were a total of ten spots created within Martensville Gardens, all of which were filled with local residents that had been on a waiting list for a spot within the 12-plot community garden location in Kinsmen Park, east of the basketball court.

These garden plots are available through a partnership between the City of Martensville and Saskatoon Kart Racers (SKR). “Saskatoon Kart Racers have enough land there for us to be able to utilize it for something that can be beneficial to the people within the community. It has been great to see how successful it is,” Darnell Kuzek, local resident and SKR volunteer said.

Kuzek explained that the City of Martensville provides the materials required for the garden and volunteers at SKR do all of the work, which includes preparing the land, building the boxes, spreading mulch, etc.

This year, an additional ten spots were added, and once again, were filled quickly with people that had been on a waiting list for some time and Kuzek added that SKR would like to see an additional ten spots be created next year.

“There is still a waiting list and we want to try to provide space for as many people as possible. We also are looking at coming up with a design that is a bit smaller and stands taller so it is a little easier for seniors to be able to use. It is a community project, so we want to make sure that everyone that wants to use it, can,” Kuzek said.

Water will soon be available for those that currently have one of the 7’ x 14’ spots and all are reminded to ensure that COVID precautions are followed which include keeping distance between fellow gardeners, wiping shared surfaces such as water tap and gate, and not leaving any tools behind.

Although the water is not available yet, Kuzek noted that it will be soon, as well as the addition of mulch between the new boxes to keep things esthetically pleasing.

“Thank you to the City of Martensville for everything they contribute to this project and to SKR for all of the work that goes into this. Also, we appreciate all of the support from the community and look forward to expanding in the coming years.”

For those that would like to be added to the wait list, or has questions, Kuzek advised that they join the ‘Martensville Gardens’ Facebook page where either himself, another SKR volunteer, or a current community garden user can help provide information.

Business Excellence Awards to Highlight Resiliency Shanine Sealey, Martensville Messenger

The 2021 Virtual Warman, Martensville & Region Business Excellence & Resilience Awards (WMBEXA) will be taking place on Thursday, May 27th. This year, the awards will look a little different as the Prairie Sky Chamber of Commerce (PSCC), who host the awards each year, decided to modify the event from focusing on one specific winner in each category to instead focusing on all businesses within the region to highlight the resilience, heart, grit, compassion, determination, and leadership put in throughout the past year amidst the COVID-19 pandemic.

“Excellence in 2020 took on a whole new meaning, and as such, we are transforming our 6th annual WMBEXA Gala to showcase and celebrate the entrepreneurial spirit and resiliency of the many businesses throughout our region,” the PSCC states on their website.

The categories within the awards have taken on a new look this year as well, with modifications made from titles such as “Business of the Year”, “Customer Service” and “Community Involvement” to “Micro Warrior”, “Business Champion”, “Service Re-Imagined”, “Community Hero” and “Break Out New Business”.

“By changing the names, we wanted to choose something that was inspirational because what these businesses have done over the past year is nothing short of an inspiration. It hasn’t been an easy road for them and it is something that we believe deserves to be celebrated,” Jaime Holowaty, PSCC Board Chair, explained.

As usual, this event would not be possible without the support of the numerous sponsors that stepped up to help out. “We couldn’t do this event without the sponsors, and this year, we had so many that wanted to help out that we created a ‘Friends of the Awards’ category for a smaller amount so more businesses could get involved.

This is the second WMBEXA to be held virtually due to the COVID pandemic; however, Holowaty stated that the PSCC is looking forward to hosting the event inperson again. “We have definitely made this work the best that we can, but we can’t wait to get back to having the in-person gala and celebrating these businesses face-toface.”

COVID-19 Finish Line Remains Unclear

For months now Premier Scott Moe has been telling us we are near the COVID-19 finish line. It is optimism that’s been appreciated — and, often, much needed — in this seemingly endless fight. Unfortunately, it might have also turned that finish line into a bit of a mirage.

It’s frustrating that we still don’t actually know how far away that finish line is or what we have to do to get there. So maybe it’s now time to give us a better idea where that finish line is. In fairness, neither Moe nor any government in Canada should be blamed for its past inability to provide such specifics during something as unpredictable as a once-in-a-century global pandemic.

The best we can really hope for is that we all follow the good policies our political leadership chooses.

That’s how we will all get us through this as quickly as possible. For this, Moe deserves a bit more credit than some have been willing to give him. Moe has also long said that it’s vaccines that will lead us to that finish line — a pronouncement met with a fair bit of skepticism.

The Saturday before the long weekend, the Saskatchewan Health Authority delivered a record 18,568 vaccines and then on Sunday, we broke that record with another 18,995 vaccinations. That’s equivalent to three per cent of the entire province in just two days — a rate, Moe proudly noted, was likely the fastest vaccine distribution rate in the world.

We have now doled out more than 600,000 doses and 75 per cent of those over 40 years (and 59 per cent of all adults 18 years and older) have been vaccinated.

Does anyone recall when we enviously looked south of the border and marvelled at how quickly U.S. President Joe Biden was getting his country’s population vaccinated? Well, Saskatchewan and then the entire nation will soon surpass the U.S. in percentage of the population vaccinated.

Credit goes to Moe - and certainly the SHA and health system including pharmacies - for getting shots in the arms of people as quickly as it has, but maybe even some credit should go to the federal Liberal government (yes, a difficult thing to do out here, given our valid frustrations with Ottawa) for doing a better job of securing vaccine supply than we thought when Moe and the rest were complaining we didn’t have enough vaccines.

Saskatchewan’s vaccine rollout story is even more remarkable in light of a recent Angus Reid Institute poll showing 24 per cent here — the highest rate in nation — say they are hesitant to get vaccinated. This is partly driven by the anti-mask, anti-vaxxer crowd, but it’s also being driven by young people not thinking they will catch Covid, older people not trusting certain vaccines like Astra Zeneca and First Nations people and new Canadians not having easy access to the drive-thru clinics. Moe’s government needs to do more to address these issues.

Yet our vaccine success is driving down the COVID-19 numbers. Active cases and hospitalizations are now the fewest since March — numbers made even more remarkable by the fact we are sandwiched between Alberta and Manitoba where case numbers are still increasing.

Vaccines have been a literal shot in the arm, but all this begs questions:

What is the province’s vaccination rate or active daily case count that will allow us to fully open the province?

Moe has been talking about filling Mosaic Stadium sometime after the CFL opens in the August.

Well, what do we need to do to get there?

What percentage of first and second doses are needed in Saskatchewan before we can see 30,000 at a Rider game? What daily case count?

Moe and his government need to better define exactly where the finish line is.

MLA Terry Jenson’s Report from the Legislature Review of Spring Sitting of Legislature

The spring sitting of the legislature was highlighted by two things: a budget that protects, builds, and grows Saskatchewan, and a roadmap that charts a course through the end of the COVID-19 pandemic. Budget 2021-22 is designed to protect the health and safety of our people and our economy. It builds through investments in new long-term care facilities, hospitals, schools, highways, vital Crown capital and municipal infrastructure projects. It also grows the province through incentives and key investments, keeping life affordable for families.

This legislative session saw the government fulfill 14 of our commitments including restoring the Active Families Benefit; funding to hire new Continuing Care Aides; expansion of individualized funding for those on the Autism Spectrum; increasing the Seniors Income Plan; and reducing the financial cost for those living with diabetes. Highlights from our legislative and policy agenda include enhancing police oversight through the creation of a civilian-led and independent model; the lowest unemployment rate in Canada and leading the nation in month-to-month job growth; and our re-open roadmap with three steps for a gradual, measured approach to easing public health measures and getting life back to normal.

Saskatchewan Economy Growing Again

Our plan to get back to a growing economy and more jobs is already working. Urban housing starts in the province increased 113.3 per cent year-over-year, the second highest percentage growth increase among the provinces. This growth has contributed significantly to the 8,700 new construction jobs in April compared to the previous year.

Manufacturing sales in Saskatchewan have also increased by nearly 30 per cent year-over-year, the second highest percentage growth increase in Canada.

I am proud to say that several companies have also announced large-scale economic projects right here in Saskatchewan. This includes Richardson International's expansion to double capacity of a crush facility near Yorkton; Viterra's intention to develop the world's largest canola crushing facility; Cargill developing a new stateof-the-art canola processing facility; North American Helium Inc. opening the largest helium facility in Canada; and Saskatchewan Mining and Minerals Inc. significantly upgrading its sodium sulphate plant in Chaplin.

Saskatchewan has one of the most competitive business environments in all of Canada, and as we see with large private sector investments worth billions of dollars, our province is in an enviable position coming out of the pandemic.

Standing Up For Saskatchewan’s Resource Sector

While the work of the spring sitting is now complete, our government continues to fight for resource sector jobs in Saskatchewan and across North America. Saskatchewan will be filing an amicus brief in support of 21 States fighting President Biden's decision to cancel the Keystone XL Pipeline. The cancellation will ultimately make the U.S. more dependent on rail for Canadian oil imports, which costs more, emits more greenhouse gases, and presents a larger risk to the environment.

While we have no desire to wade into American politics, we must take every opportunity we can to stand up for Saskatchewan's economy.

Saskatchewan's amicus brief will focus on the implications of the decision to cancel the Keystone XL Pipeline on Saskatchewan, its economy, and its people.

May 30 is National Virtual Dog Walk Day Shanine Sealey, Martensville Messenger

Each year, the Pet Valu Walk for Dog Guides takes place across Canada in approximately 300 communities to help raise funds to train Dog Guides for Canadians with visual, hearing, medical or physical disabilities. Since it’s inception, this fundraiser has helped bring in more than $19 million.

The walk is organized by volunteers within the community, and in Martensville, that is the Martensville & District Lions Club. Typically, the walk would take place within the community and include a BBQ as well; however, due to COVID-19, the walk will be done virtually, as it was last year. Although COVID has created a cease to many things across the world, Experts are still working hard to train service dogs for those in need of them.

The typical cost for a Dog Guide is approximately $35,000; however, through this incredible fundraiser none of those expenses are passed on to the recipient.

The goal this year is to “walk” the length of Canada, which is 5,514kms. The National Virtual Walk Date is Sunday, May 30, and things will kick off in Canada’s most easterly point in Cape Spear, Newfoundland, with the finish line located in Mt. St. Elias in the Yukon. Aerator Installation Necessity For Re-Stocking Pond at Kinsmen Park Shanine Sealey, Martensville Messenger

Four years ago Steve Cusson, owner/operator of Phobia Auto Care came up with a unique plan to help provide a family friendly activity within the community. In doing so, Cusson created something in Martensville that many people have come to appreciate – a pond stocked with fish in Kinsmen Park that provides both a summer and winter activity.

“I felt like this would be a cool family activity to have in Martensville and it was something different than most towns had to offer,” said Cusson.

In 2020, Cusson decided not to stock the pond due to a drop in sales because of COVID-19; however, this year, he was looking forward to re-stocking the pond.

Before doing so though, some research was required.

“Each year, we were seeing a lot of winter kill. In winter, there is a drop in water levels and decaying plants suck the oxygen out of the water, which was causing a lower survival rate for the fish. I started looking into aerator options that would help put oxygen into the water and keep the fish happy, healthy and alive,” Cusson explained. Following his research, Cusson submitted his findings to the City of Martensville where it then required approval from City Council.

Information was provided to Council, discussed at the May 11 Committee of the Whole meeting, and approved at the May 18 meeting. Following this approval, Cusson confirmed that he would be taking the next step which includes re-stocking the pond with 500 fish.

The windmill style aerator will be installed closer to fall in preparation for winter temperatures, which is where it will be most beneficial. This style of aerator has no electrical requirements and will pump oxygen into the water as it spins.

Although the fish will be added to the pond this year, Cusson noted that when re-stocking the fish, he is always planning a year in advance. “For these fish, it will be fall before they are a fishable size, but really, it is over winter when they aren’t moving a lot and eating quite a bit that they really grow. By spring they will be really big. We are always planning ahead with this project and preparing for the upcoming year.”

One concern that was made regarding the addition of the aerator into the pond was that the ice thickness in the area where the bubbles come to the surface will be affected. Ted Schaeffer provided information to Council regarding this and stated in his report that ice thickness returns to normal a metre or two away from the diffuser.

To help ensure public safety, the affected area could be fenced off and the ice thickness monitored on a regular basis.

Wildlife sightings are a common occurrence within Saskatchewan, and therefore it is always a good practice to be aware of your surroundings and educate yourself in order to keep yourself, your loved ones, and wildlife as ABOVE: A moose was spotted in the safe as possible.

On May 15th a moose was spotted (Amanda S.) within the Martensville Dog Park, which is a good reminder to us all that even though we are within city limits, wildlife sightings are still very much a reality.

This moose, spotted by Amanda S., caught the woman and her dog off guard and thankfully all made it through the encounter unscathed; however, moose do have the potential to be aggressive, especially if they are startled, during mating season, or while they are young.

As large animals, standing anywhere from 5 to 6.5 feet from hooves to shoulders and weighing between approximately 600-1300 lbs (depending on sex of the moose), they can be a major threat. Moose can kick with both their front and back feet and have been known to charge. If this happens, back away and find something to put between you and the moose such as a car or a tree.

SPORTS City of Martensville Offers Sportball for Toddlers and Pre-Schoolers Jocelyn Ottenbreit, Martensville Messenger

Sportball has been teaching children the fundamental skills behind sports since 1995. This Multi-Sport program has put thousands of children on the path to healthy, active living and a life-long love of sport.

Sportball is one of the first companies to offer non-competitive developmentally appropriate sports training to children 12 and under. Today, Sportball partners with schools and leading research institutions to enhance existing physical education programs and to further develop and improve their curriculum. Participants are taught the value of positive learning over winning.

Their methodology is based on SKILLS FOR LIFE. Sportball Methodology is designed to support three key areas of early childhood development - sport skills – pro-social skills and motor skills.

In basketball for example, a sport skill progression could be practicing shooting with two hands through a vertical hoop and a horizontal hoop. For pro-social skills, they teach how to follow instructions, be attentive and focus. Motor skills are taught through grasping, throwing, shooting and swinging as well as hand eye coordination.

Programs that are offered are multi-sport, soccer, t-ball, basketball, flag football, ball hockey, tennis, volleyball, golf and Fit Kids.

The toddler program in Martensville teaches parents and toddlers how to focus on physical movement and social exploration introducing a different sport each class using developmentally appropriate activities and games. One parent or guardian must attend the program with your toddler.

Pre-Schoolers are offered similar opportunities to learn social and developmental benefits as well as the ability to make his/her own decisions. Pre-school and elementary children are taught the fundamental skills behind 9 popular sports by certified and trained coaches. This is a drop-off program.

Marauders On The Move Jocelyn Ottenbreit, Martensville Messenger

Past Marauders Holden Doell, John Macpherson and Ryan Redekopp are moving up in the hockey world.

Martensville born Doell played with the Sask Valley Vipers U15 AA team and became a Marauder in the 2017-18 season scoring 24 goals and 14 assists. The next few years he racked up 37 goals and 59 assists with the Beardy’s Blackhawks U18AAA and was called up to the Battleford North Stars briefly having 3 assists.

His last season was with the Saskatoon Blazers U18AAA and has signed on with the Battleford North Stars for the 2021-22 season.

Fifteen year old Goalie, John Macpherson, became a part of the Martensville Marauder U15AA team from 2018-2020 and has signed on with the Yorkton Maulers U18 AAA team.

Ryan Redekopp of Martensville started his U15AA career with the Sask Valley Vipers and moved to the Marauders AA team in 2017-2018 scoring 2 goals and 17 assists. This defenseman stayed with the Marauders playing with the U18AA until moving to Beardy’s Blackhawks U18 AAA for the 2019-10 season scoring 2 goals and 17 assists. His last year was with the Saskatoon Contacts U18AAA. He recently signed with the Philadelphia Flyers Junior Hockey Club (USPHL).

Doukhobor Dugout House Launches New Website Prior to 2021 Season Kick-Off Shanine Sealey, Martensville Messenger

With the official opening day for the 2021 season taking place on July 3, Brenda Cheveldayoff of the Doukhobor Dugout House tourist location is excited to announce the launch of their brand-new website, which can be found by visiting https://www. doukhobordugouthouse.com/.

The new website; which according to Cheveldayoff, was a complete overhaul from the previous version; was only possible thanks to funding of $10,000 from Tourism Saskatchewan. “I am so pleased with how the new website turned out. It is apples to oranges to what we previously had and it is easy to navigate your way through and find exactly what you are looking for,” Cheveldayoff said.

Although they were unable to open last year due to the COVID-19 pandemic, this year, albeit with some changes, people will once again be able to visit the Doukhobor Dugout House site. This year will feature self-guided tours using a colour-coded map featuring ten locations on the property which will educate you about the history of the Doukhobors.

In previous years, tours would include large groups of people and feature reenactments. “Sometimes we would have huge crowds coming out for the re-enactments and people would have to be there at a specific time in order to take part. This year, people can visit any Saturday in July from 10am – 5pm at their convenience.”

Cheveldayoff is looking forward to showcasing the ‘Peter The Lordly Verigin Patio’ this year where those visiting can sit back and take in the river views while enjoying some food and beverages. The menu will feature options including a unique take on grilled cheese sandwiches featuring Doukhobor bread and a homemade dill pickle pasta salad, both of which Cheveldayoff noted are “to die for”.

This year also brings in the addition of the option for payments to be made via debit or credit card, something that has never been available before.

With a large amount of space, families can visit and take part in the history, get fresh air, have a meal, take in the scenery and visit the museum and gift shop, all while keeping a safe physical distance from others. “It is a fun day for all ages and there is a little of bit something here for everyone to enjoy. Come on out and make a day of it! We look forward to seeing everyone again this year,” Cheveldayoff added.

The Doukhobor Dugout House site is located off of Highway 12 near Blaine Lake on the banks of the North Saskatchewan River. Specific directions can be found on the website, and thanks to the addition of new signs by the Department of Highways, Cheveldayoff noted that it is that much easier to find.

Officer Taken to Hospital Following Incident at Flower Road Motel

On May 23rd, at approximately 11:20pm, a 34-year-old male who was under the influence of illicit drugs was arrested following an incident at a motel located on Floral Road near Highway 11 in the RM of Corman Park.

Police responded to the call, and a struggle ensued between the male and an officer, where the male struck the officer in the face and bit him in the arm causing injury to the officer.

The officer deployed pepper spray and with assistance from two bystanders, the officer was able to gain control of the male until members of the RCMP and Saskatoon police arrived.

The officer was transported to Royal University Hospital where he was treated for his injuries and has since been released.
