It was then that Bosch noted the North Ridge Community Centre, and the importance of that addition in 2006. “Community halls are a big part of any community. It is a gathering place for people to come together and becomes a centre within that community.” From there, other projects came to mind such as the Aquatic Centre, the MAP, the Kyle Syrenne Skate Park and Kinsmen Park, which Bosch said are all focal points within Martensville and items that the City is proud to be able to offer to the local residents. Additionally, through the years, there have been a wide array of sports programs and leisure activities offered in the community, and Bosch is confident that this growth and these changes will not be stopping anytime soon.

Prior to coming to Martensville, Bosch was working in a similar position out of Cudworth and began applying for jobs in and around Saskatoon in order to move to the area with his wife. For the first year after accepting the job within Martensville, the young couple lived in Saskatoon, and then in 1984 they decided to move to the small community. “After that, it has just been a blur. Landscaping or Working on Your Property This Summer? - Things You Should Know Access to Private Property Through Open Spaces Bylaw Due to damage to City property and failure to remedy damages; the City has created the Access to Private Property Through Open Spaces Bylaw. The City Traffic Control and Waste Bylaws have also been rewritten to set the provisions to access private property through City land.

Access to Private Property Through Open Spaces Bylaw 2-2016 Permit required Any person or businesses that will be driving a vehicle or equipment over city open space to access private property are now required to apply for a permit prior to gaining access.

Section 6 (2) No person shall carry on the following activities in an open space area without a permit: (a) leave or store personal property; (b) set up a temporary shelter, tarp, canopy or other such device; (c) drive or arrange for a vehicle or equipment to be driven through an open space area; Traffic Bylaw – Dumping of Materials Dumping of material onto city streets is not permitted, any material must be placed on the owner’s property unless permission is granted by the Director of Infrastructure and Planning or designate. Any person or any business who will be conducting work on or around city streets must setup a safe temporary traffic control zone.

Section 4 (f) Any person or company responsible for construction, construction equipment, or material within the highway/street must setup a safe temporary work traffic control zone.

At the request of the Director of Infrastructure and Planning or designate a written work zone traffic control plan may be required prior to approval for installation and setup.

Waste Bylaw 18-2015 Work sites must have a bin/truck on site to dump their waste material into, to not leave material scattered around the work site or piled on the road way.

Construction Waste 48. Application for Federal Low Carbon Economy Funding Saskatchewan has submitted 11 projects to the Government of Canada’s Low Carbon Economy Fund, despite being deemed ineligible by the federal government for a portion of the funding.

The federal fund includes $1.4 billion for provinces and territories that have signed the Pan-Canadian Framework on Clean Growth and Climate Change. This includes $62 million of federal funding earmarked for Saskatchewan and supported by Saskatchewan taxpayers.

Saskatchewan did not sign the Pan-Canadian Framework because it prescribes a national approach to carbon pricing – a federal tax to which our residents and business community clearly object. We are committed to reducing emissions, and we don’t need a carbon tax to achieve that.

The projects we have put forward for consideration will reduce greenhouse gas emissions by an estimated 188 million tonnes from energy and power production, water, forests and agriculture.

Our made-in-Saskatchewan Climate Change Strategy is designed to make our province more resilient to the climactic, economic and policy impacts of climate change and we look forward to the federal government partnering with us on projects that will actually reduce emissions.

Federal-Provincial Agreement for Targeted Health Funding

The Governments of Canada and Saskatchewan have signed a bilateral agreement outlining how the province plans to invest its share of targeted federal health care funding. With support from the Government of Canada, the Government of Saskatchewan will invest in a range of initiatives to expand home and community care as well as mental health and addiction services.

These include: • establishing Community Health Centres and teams to shift the delivery of care from hospitals into community settings; • improved access to palliative and end-of-life care to provide care at the right place, by the right providers, at the right time; • improving mental health services for youth through targeted training programs; • expanding internet-delivered cognitive behavioural therapy services; and • improving mental health services and supports for children, youth and families, through increased capacity for diagnosis and treatment.

Learn to Camp is designed to introduce beginner campers to skills and activities that are useful for a successful and memorable camping experience. Learn to Fish, interpretive activities and more are also offered.

A new Camp-Easy Equipped Camping program is being offered at Echo Valley, Buffalo Pound and Pike Lake Provincial Parks. These unique accommodations are a great option for families, first-time campers hoping to experience the outdoors or anyone who does not own camping equipment.

The Ministry of Parks, Culture and Sport continues to invest in provincial park facilities and infrastructure to provide the best experience possible for visitors. With

planned expenditures of more than $11 million for capital projects and maintenance in 2018-19, total investment in parks capital facilities and infrastructure since 2007 will reach $110 million.

SaskTel To Invest $301 Million in Capital in 2018-2019

Recently, SaskTel announced that it will invest approximately $301 million of capital in Saskatchewan in 2018-2019 and over $1.4 billion through the next five years. The investment will ensure SaskTel customers across the province will continue to receive some of the best and most advanced wireless, television, Internet, data, and IP-based technologies and services available today.

“Our Government is committed to ensuring that the residents of this province have access to leading edge communication technologies,” said Don Morgan, Minister Responsible for SaskTel. “SaskTel continually invests in its network and infrastructure to maintain and improve on the services that it delivers across the province.”

“SaskTel takes great pride in its ability to deliver the latest and greatest wireline and wireless services to our customers,” said Doug Burnett, SaskTel Acting President

and CEO. “With the constant evolution and pace of change in the communications industry, we know that investing in our network is critical to stay competitive.”

Highlights of this year’s core Saskatchewan investment program include: • In 2018-19, SaskTel will invest $61.2 million in its Fibre to the Premises Program (FTTP).

o Bringing infiNETTM to Saskatchewan consumers is a $670 million twelve-year program announced in 2012 which targets to have 100% of homes in the nine major centres in the province passed by 2022. In 2018-19, the FTTP program will pass over 30,000 homes (including aerial installs in Regina, Saskatoon, Martensville, Warman, Emerald Park and White City), with a focus of connecting 22,000 more customers to infiNET in Regina, Saskatoon, Moose Jaw, Prince Albert, Swift Current, Weyburn, Estevan, Yorkton, North Battleford, Rosthern, Martensville, Warman, Emerald Park and White City. o $6.3 million for Fibre to the Business (FTTB) o Fibre optics will allow SaskTel to deploy download speeds up to 300 Megabits per second (Mbps) initially, with the capacity to significantly increase speeds over time. Customers will be able to enjoy faster download and upload speeds which will enhance the online experience streaming video, uploading photos or videos, or participating in real-time gaming and video chat. infiNET will also support up to 7 HD capable set top boxes, the ability to combine faster Internet speeds with maxTV while improving the TV watching experience.

• In 2018-19, SaskTel will invest $37.0 million for wireless network enhancements.

This includes: o $ 26.5 million - Long Term Evolution (LTE) enhancements - The 4G LTE network covers 99% of the population of the province and provides data speeds approximately 10 times

faster than 4G allowing customers to stream HD movies, high quality video and music, share pictures and videos, game faster than ever before and download applications lightning fast. o $1.5 million - SaskTel Select Wi-Fi expansion. o $9.0 million - Wireless network demand and growth including $2.3 million for Long Term Evolution – Time Division Duplex (LTE-TDD) Fusion capacity enhancements.

• In 2018-19, SaskTel will invest $93.7 million on several initiatives to meet wireline network growth. This includes: o Network modernization- $23.7 million o Access and Core Demand and Growth - $42.0 million o Regional Ethernet Transport Improvements– $10.0 million o Community Participation Programs and Partnerships $1.0 million o maxTV Growth - $6.0 million o Customer Premise Equipment (CPE) - $10.0 million o Other network enhancement - $1.0 million

• SaskTel will also invest $109.1 million to improve customer services through continued investment in IT platforms and service enhancements. Key initiatives include: o Upgrades at a SaskTel building that hosts a large amount of critical network equipment used to provide services to SaskTel customers and that is a critical site for SaskTel business and competitors that are co-locating and/or using the customer data center. This includes replacing end-of-life electrical equipment, which will provide greater capacity, reliability and maintainability. o Business Tools Evolution Project which will implement the Core Customer Relationship Management capabilities that provide the foundation to evolve SaskTel’s business customer focused systems and processes. o IFRS 15 Implementation program which is the implementation of the new IFRS 15 Revenue Standard that establishes principles for reporting useful information to users of financial s t a t e m e n t s about the nature, amount, timing and uncertainty of revenue and cash flows arising from an entity’s contracts with customers. *Capital spending is for the fiscal year 20182019 – April 1, 2018 – March 31, 2019.

The playhouse will be the grand prize item in a raffle, with all proceeds going to the Martensville & Warman KidSport programs. These programs are set in place as an option for families to turn to for financial support in order to ensure children aged 18 and under can participate in organized sports. In 2016, the Martensville KidSport program helped 36 children participate in local sporting options for a total of just over $10,000.

Thanks to talented Grade 12 students at Martensville High School and teacher David Fossum, the finished structure is quite the sight to see, even including electric lighting and a front veranda.

At the unveiling, students, sponsors and organizers were on hand to speak about the importance of the KidSport program, and were all proud to be involved in the community fundraiser. “Although we do hold our own fundraisers throughout the year, having businesses jump on board to help support this program makes a huge difference. It helps to provide additional funding to help kids throughout the year and we are getting to the point now where we are almost unable to fund everyone that applies, so we really do need the extra support,” KidSport organizer Angie Reddekopp explained. Sponsoring businesses for the raffle include; Peter Kiewit Construction, A&W, Martensville Building and Home Supply, Clark’s Crossing Gazette and Brad’s Towing.

The draw for the playhouse, valued at $3,500, will take place on June 28th at 7pm, with second prize being a $500 Cabela’s gift card. Ticket sales have been successful thus far, and are expected to pick up even more so, now that the grand prize item is on display at the Martensville A&W. Members of the Martensville & District Lions Club have been and will continue to be out in the community at various businesses selling tickets. The cost for tickets is one for $3, or two for $5.

Sask. Party’s Shaky Relationship With Teachers

In Saskatchewan politics, some stakeholder groups have always been more closely aligned with some political parties than others. For example, it’s no secret that the Canadian Federation of Independent Business and the Chambers of Commerce are philosophically linked to the Saskatchewan Party.

The same can be said for various free-market-oriented agricultural producer groups and oil and mining lobby stakeholders. Even the Saskatchewan Association of Rural Municipalities (SARM) - while, by definition, neutral - holds so many likeminded views and supporters that it often comes across as aligned with the Sask. Party.

Moreover, SARM’s history includes its 1960 opposition to the Tommy Douglas CCF’s Royal Commission on Agriculture that recommended adoption of a county system. Also, in the 1990s, SARM and the Sask. Party went to war with the NDP government over its exploration of rural municipal amalgamation.

Conversely, the NDP emerged in the 1960s when labour was given an active voice in the old CCF. That Saskatchewan Federation of Labour is still considered a constituency at the party’s annual conventions says much about allegiances on the left.

This perspective is needed to better understand on-going feud between the Sask. Party government and Saskatchewan Teachers’ Federation … although, this issue isn’t as cut and dry as some think. For example, while unions and their leadership may be closely aligned with the NDP, that isn’t necessarily the case with the rank and file.

There are 13,500 teachers in Saskatchewan, so political views are views.

Those in rural Saskatchewan likely recognize that the opinions teachers they know likely don’t vary all that greatly from others in their communities and while teachers may have a self-serving view of their own pay, any government needs to recognize that how teachers are compensated at affects students and their parents and all the rest of us.

In fact, in a growing province like Saskatchewan, there is an automatic need for government to shell out more for teachers. According to the September school enrolment numbers, the number of Saskatchewan students increased by 2,735 to

174,277 compared with 171,542 students in 2017.

Yet this year's operational funding in the with 2018-19 budget is still 1.3 Murray Mandryk per cent less than in 201617, which takes us to the teacher’s contract and the government’s uneasy relationship with its teachers.

Yet Education Minister Gord Wyant, acknowledges the Sask. Party government has not set aside money for a contract increase.

You don't want to "create any undue expectations with respect to what (a new contract) might look like," Wyant said, later telling reporters last week that the increase “can be zero" and "I am not going to pre-judge" what might happen in the negotiation.

One gets why Wyant might not want to tip his hand in normal negotiations.

However, this negotiation is already at an impasse and has gone to an arbitrator. It would seem highly any arbitrator would recommend a wage freeze, but even if he or she did, there is still the existing problem of rising enrolment that will require more teachers.

Given that $30 million was added to the education budget in the 2018-19 budget - a leadership campaign promise by now Premier Scott Moe largely to make up for the $54-million to the education budget in the 2017-18 austerity budget under former premier Brad Wall - it’s quite obvious that this government is prepared for some teachers’ salary increase.

To send out signals no teachers’ increase is coming sends out a hostile message.

"There's not a lot of trust in the education sector right now," said STF President Patrick Maze. One can’t but help think that part of the problem is the long-held shaky relationship between the Sask. Party and the teachers. This always seems to be the case because some groups get along better with political parties than others.

The Importance of Universal Healthcare

The controversy of Universal Healthcare continues to be debated across our planet, while Canadians shake their heads from the sidelines as the choice of wide-spread coverage is a no brainer. When Obamacare was introduced it was a step in the right direction; it aimed to extend health insurance to the estimated 15% of U.S. citizens who suffer from lack of financial means. The Affordable Care Act’s (Obamacare) main priority was bringing accessible health insurance to Americans and improving the quality of healthcare in areas of poverty. This benefitted a variety of U.S. citizens since it targeted seniors, those with disability, and expanded employer coverage to millions of employees. However, with Barack no longer in office, Trump has made multiple efforts to repeal Obamacare with no replacement. Over 18 million citizens are on the edge of their seats as they wait for their health care coverage to be ripped from their hands. Luckily, as Canadians, we haven’t had to worry about this since 1962 when the breakthrough of Canada-wide coverage was born through Medicare.

For something as integral as Universal Healthcare to be debated gives us a look at how highly the American government values its people. Life is random like the roll of a dice, while everyone hopes for a 6 there is equal probability of rolling a 1. For those who are dealt misfortune, a diagnosis of cancer could come their way. This would cost a U.S. citizen on average $10,000 - $30,000 a month in medical bills, with only 20% of Americans bringing in 6 figures per year this has potential to financially cripple a family. Under Canada’s umbrella of Universal Healthcare, the same diagnosis carries a significantly lower price of $6,000 a month. Within our healthcare system the government controls prices of medication and medical services through negotiation and regulation, which results in lower health care costs. This will help those who depend on medical services to survive while also encouraging society to make their health a priority. With an average cost of $200 per regular check-up, a visit to the doctors office is often too expensive for many Americans. Comparing that to the $54 dollars an uninsured Canadian would pay, it

gives an explanation to the number of people who visit the doctor willingly. This preventative care reduces the need for expensive emergency room use, where 46% of U.S. citizens visit since they have no where else to go. Universal Healthcare brings benefits to both the economy and its people, so why is it taking so long for the government to make health a priority?

There is an abundance of support behind Universal Healthcare, but not without backlash from the opposition.

As a result of inexpensive treatments and medications, an argument could be made that the quality of care will decrease. The concern is, without direct payment, there will be a need for budget cuts to maintain emergency rooms and clinics. Following this, when discussing the tax increase that accompanies Universal Healthcare there is often the question, “why should I have to pay for others medical expenses?” But how are we to discuss the quality of healthcare while millions are living without? Universal

Healthcare works to improve the overall population’s health, and with a portion of tax dollars going directly into healthcare there will be no decrease in quality. Society focuses on the selfish aspects of things when choosing to deny affordable healthcare to those who need it. Where would your opinion stand if it was your family in need?

My neighbours to the South, I encourage you to fight for not only yourselves, but for the livelihood of your country. An issue only seems unnecessary until it affects you directly and once it reaches that point, there won’t be time to change your mind. Nobody expects for their life to change drastically so it is important to be prepared for the worst in all situations. Isn’t that what insurance is for? To prepare for the worst, hope for the best, and put your mind at ease in the case of either. There is nothing stopping you from investing in your own best interests, and with the help of affordable health insurance it is easy. Do what is right and make the decision of Universal Healthcare before you have no choice.

Summer Sessions at Tumblers Submitted by Cara Deobald

On Friday May 11th three athletes from Tumblers Gymnastics travelled to Prince Albert to represent the club and showcase their skills at the 2018 Gymnastics Provincial Championships.

All three of the girls competed in the Women’s Artistic Gymnastics Junior Olympic (JO) 3 2007 Session. There were a total of thirty three athletes in the session and the gymnasts from Tumblers demonstrated how hard work and hours of training pays off. After competing in Vault, Uneven Bars, Beam and Floor, the girls placed ninth, twentieth and twenty-sixth in the All Around standings.

Highlights for Tumblers athletes included a fourth place finish on Bars and a seventh place finish on the floor. After many weeks of preparation for the 2018 competitive season the girls are excited to begin working on new skills and routines.

If you are looking for a way to keep your children busy this summer, Tumblers Gymnastics is also offering Summer Session afternoon camps for recreational gymnasts, ages six and up.

The unbelievable run for the Vegas Golden Knights continues as they defeated one of the league’s best teams in just five games. The Winnipeg Jets came out strong in game one, riding the momentum from a game seven victory over Nashville, and taking the first game 4-2. The rest of the series however, was all Vegas and all Marc-Andre Fleury. The veteran backstop held the Jets to just six goals in the next four games and lead the Golden Knights to four straight wins to move on to the Stanley Cup Final. Vegas will have to wait (once again) to find out who they are playing in the Championship series.

After the Washington Capitals jumped out to a 2-0 series lead in Tampa Bay, the Bolts responded with three wins in a row to put the pressure back on Ovi and the Caps. Washington got physical in game six dishing out 39 hits, and goaltender Braden Holtby shutout the Lighting 3-0 to force a game seven that will be held Wednesday in Tampa Bay. I have a feeling that Vegas fans will be cheering for Washington. In my head at least, that seems like the best outcome for the Golden Knights. Tampa has been lights out on the power play and Vezina finalist Andrei Vasilevskiy has been very sharp in his last four games.

The Stanley Cup Championship series is set to begin on Monday, May 28th at 6pm local time. If Tampa Bay takes games seven on Wednesday they will have home ice advantage over Vegas, but if Washington moves on, it will be Vegas who starts the series at home.
