Martensville Residents to See Increase on Utility Bill Shanine Sealey, Martensville Messenger

Residents of Martensville may notice an increase on their utility bills as the City of Martensville received a 9.75% increase from SaskWater on water rates. “This rate increase will result in a consumption charge increase from $4.22/cubic meter to $4.63/ cubic meter for Martensville residents. On average, for residential customers, this will result in an increase of approximately $6.50 per month. The flat rate minimum charge will not increase,” City of Martensville Director of Infrastructure and Planning, explained.

Administration from the City of Martensville has been working with the City of Saskatoon administration to finalize the details of water and wastewater lines between the two communities. This partnership would allow Martensville to purchase water directly from Saskatoon, and would see wastewater from Martensville being treated in Saskatoon.

The infrastructure project has received a $20.16 million New Build Canada Fund grant approval, and currently, the first phase of the project is underway, which includes communication upgrades at three of the City’s pumping stations. These upgrades will allow them to be controlled remotely, as well as a major upgrade to Water Pumphouse 1, which includes new pumps, controls, and modernized equipment and facilities.

This approved project will be funded one-third by the Government of Canada, one-third through the Provincial Government and the remaining one-third will be covered on a municipal level. Once complete, the project will see an upgrade to the existing lagoons, a new gravity conveyance system will be constructed to connect to the City of Saskatoon’s sanitary sewer system and there will be upgrades to the existing sewage lift station. Additionally, upgrades to the water supply reservoir and pumping stations and a new water main will connect to Saskatoon’s drinking water supply system.

An expected completion date of 2022 has been set for this project, with the initial steps beginning this summer.

Water Conservation Tips

• Water your lawn deeply, but not more than once a week. During periods of extended rain, water even less frequently.

• Water new lawns every other day until the grass reaches 5 cm; then water less frequently.

• Set a tuna can in each of your sprinkler zones and time how long it takes to fill it with water. That’s how long you should run your sprinkler once a week if your lawn is dry.

• Use drip irrigation and/or sprinkler systems that are timed to turn on and off automatically.

Remember to turn them off if it’s raining.

• Don’t water your lawn during the hottest time of the day. Instead, water early in the morning or in the evening. Don’t water when it’s rainy or windy.

• Check the sprinkler position to make sure you don’t waste water by watering the street, sidewalks or driveway.

• Xeriscape Landscaping – Group plants according to their watering needs. Plant watersaving plants, trees and shrubs. Use mulch to retain moisture in the soil. All of this can save 10-35 litres of water per minute.

• When mowing your lawn, only cut the top 1/3 of the grass and leave clippings behind.

They will help the soil retain moisture and provide natural fertilizer.

• Wash your car at the car wash. Washing at home with a hose for ten minutes uses 300 litres of water and sends soap, oil and other chemicals to the river through storm drains.

At a car wash, run-off is captured and disposed of properly.

• Use a broom when cleaning your driveway or walkway. Washing with a hose uses almost 200 litres of water.

Indoor Water Conservation Tips • When you want a drink, don’t let the water run until it is cold. Instead, refrigerate a jug of tap water and save 7-12 litres of water per minute.

• Don’t let the tap run when rinsing dishes or washing fruit and vegetables and save 7-12 litres of water per minute.

• Don’t pre-rinse dishes before putting them in the dishwasher. Instead, scrape off food first using a spatula. Soak very dirty pans and dishes before washing.

• Run the dishwasher only when it’s fully loaded and save 70-190 litres of water with each load you eliminate.

• Repair any leaks. Turn faucets off firmly. Check and replace any worn out fixtures, washers, O-rings and hose connections.

• Avoid using garbage disposals. Disposals require lots of water to operate properly.

Instead, start a compost pile.

• Save as much as 10 litres of water per minute with a low-flow showerhead.

• Don’t overfill and fill less than a full bath. Better yet, you’ll save water by taking a short shower instead.

• Replace an old toilet with a water-efficient model and save as much as 14 litres of water per flush and 70 litres per person, per day • Check for leaks in your toilet by adding a few drops of food coloring to the tank.

Coloring will appear in the toilet bowl if it’s leaking.

• Run the washing machine only when it’s fully loaded. Each load you eliminate saves 70-190 litres of water.

• Check washing machine hoses for cracks that could result in leaks.

• Use your water meter to check for hidden water leaks. Read the water meter before and after a two-hour period when no water is being used. If the meter does not read exactly the same, there is a leak.

Spring Brings Ticks To Saskatchewan

We might be glad to put a long and cold winter behind us, but the Ministry of Health is reminding Saskatchewan people that warmer weather brings an increased risk of tick bites for those who spend time outdoors.

Ticks are out from early spring until October, particularly in tall grass, brush or wooded areas.

“We want people to enjoy the summer weather, but it’s important to take precautions against ticks,” Deputy Chief Medical Health Officer Dr. Denise Werker said.

“It’s also important that after spending time outside to check yourself and your children and pets for ticks, and if you find a tick, remove it carefully and promptly.”

Precautionary measures include: • Wear pants, long-sleeved shirts and shoes that don’t show your feet.

• Pull socks over your pant legs to prevent ticks from crawling up your legs.

• Wear light-coloured clothes so ticks can be seen easily.

• Use insect repellents that contain DEET or Icaridin. Apply repellent to clothes

as well as your skin. Always read and follow the directions.

• Shower or bathe as soon as possible after being outside to wash off loose ticks.

• Do “full body” tick checks after being outside on yourself, your children and

your pets.

If you find a tick attached to your skin: • Carefully remove it with fine-tipped tweezers and grasp the mouth of the tick as

close to the skin as possible.

• Pull slowly upward and out with a firm steady pressure.

• Be careful not to squeeze, crush or puncture the body after removal as this may

also contain infectious fluids.

The risk for Lyme disease – an infectious disease spread by black-legged ticks - is low in Saskatchewan, but not zero.

Most ticks found in Saskatchewan are the American dog tick. This species is not capable of transmitting Lyme disease to people. Rocky Mountain wood ticks and the winter tick (or moose tick) are also found in Saskatchewan.

As of December 31, 2018, 28,899 ticks have been collected and identified in Saskatchewan and only 71 were black-legged ticks. Among these 71, only 10 black-legged ticks tested positive for the bacterium that causes Lyme disease.

Know Your Insurance Coverage For Severe Weather Damage

The Financial and Consumer Affairs Authority (FCAA) wants you to understand what your insurance policy covers so that you are protected in case of an extreme weather event. Have you considered whether your home and car are protected from hail and wind damage when summer rolls around?

“Severe weather and natural disasters are sometimes an unfortunate reality in our spring and summer months,” FCAA Insurance and Real Estate Division Director Jan Seibel said.

“However, being prepared is key. It’s important to obtain adequate insurance for your property in case it is damaged by severe weather.”

Here are some severe weather tips to consider:

1. Know what’s covered – Read your policy, find out what types of damage are covered and what types are not. Certain types of damages may not be covered in a standard home policy.

For instance, overland flooding usually requires a separate endorsement added to the standard policy

2. Contact an insurance company, agent or broker if you have any questions – They will be able to help you find the coverage that suits your needs and protects your property in the event of severe weather damage.

3. Be prepared in case of a severe weather emergency by making a plan:

Have a home inventory of your belongings including an estimate of the value of each item. If your home or contents are damaged, you will be required to prove your loss. Before damage occurs, take photos of your belongings and store the files or pictures in a safe place for future reference.

Have emergency supply kits for your home and vehicle. This should include items such as a flashlight, food

and water, first-aid kit, blankets and extra clothing.

Have an evacuation plan.

It’s important to be prepared and establish designated meeting places for your family, alternate routes out of your area, means of transportation and arrangements for pets.

The Provincial Disaster Assistance Program (PDAP) helps Saskatchewan residents and municipalities recover from natural disasters. Once a community has applied and been approved as being impacted by a natural disaster, PDAP will assist with the costs to replace or repair uninsurable essential items. PDAP will also assist with costs for cleanup from the disaster and for temporary relocation if required. PDAP is not intended to compete with private insurers or to provide full replacement coverage. Reimbursement of costs from PDAP are based on the depreciated or pre-disaster condition on essential items and prescribed rates are established for cleanup and other disaster-related costs.

The 2019 Stanley Cup finals matchup is set in stone. The Boston Bruins will meet the St. Louis Blues in the final battle for Lord Stanley’s Mug. Teams will get some time off first as the series will start next week on Monday May 27th. With the Boston Bruins sweeping the Carolina Hurricanes in four straight games they are in the midst of the longest rest period before the Stanley Cup final as they will have 10 full days off since defeating the Canes back on May 16th. St. Louis won’t get as much rest but any time off they get is well needed as they have played 19 of a possible 21 games through the first three rounds of the playoffs. The Blues defeated the San Jose Sharks with a 5-1 win in game six of the Western Conference final on Tuesday so they will get five full days of rest before they head to Boston for game one. These teams only met twice during the regular season with the Bruins taking the first meeting 5-2 and the Blues taking the second in a shoot-out by a score of 2-1. While the teams have obviously changed from who they were in the regular season, this series looks to be a tough, hard hitting, low scoring series with both Jordan Binnington and Tuukka Rask earning a shut-out in their Conference Finals.

In the IIHF World Hockey Championship, Team Canada has bounced back from an opening game loss to Finland to win their next six games and take first in their Group.

Canada clinched the top spot in Group A with a 3-0 win over the United States on Tuesday afternoon. The Canadians (6-0-0-1) will now take on Switzerland (4-0-0-3) who finished fourth in Group B. The U.S. (4-1-0-2) will play Russia (7-0-0-0) who finished 1st in Group B, Sweden (5-0-0-2) will battle Finland (5-0-1-1), and Germany (5-0-0-2) will face the Czech Republic (6-0-0-1).

Rural Sask. Left Out of Good Job News

The Saskatchewan Party has just received some outstanding job news, the kind of news that it might very well ride to an election win in October 2020. There is, however a bit of ironic, bad news contained within this very good news.

What is very good news for the Sask. Party government and province as a whole is not the best news for rural Saskatchewan that may still be bearing the brunt of our changing economy.

The very good news is that the month of April saw 14,200 more overall jobs —18,000 of which were full-time jobs.

That we seem to have less part-time jobs might normally be seen as bad news, but with the rise in fulltime employment it likely means we are seeing some parttime jobs converted into full-time ones and that is just the beginning of the good job news in the Saskatchewan job numbers that we have seen of late.

April represented the ninth consecutive month where Saskatchewan has seen more jobs than the same month 12 months ago. What this strongly suggests is that the Saskatchewan economy is recovering and is on a bit of a roll, which bodes well for a governing party headed to polls next year.

The economy is a bit like a train that takes a while to get to top speed and awhile to slow down. Historically speaking, 14,200 new jobs in a month (including 18,000 full-time ones) is nearing top speed, so it’s rather unlikely that it won’t slow down anytime soon.

It’s also noteworthy that the economy in April saw 12,100 jobs created by the private sector. There was also a healthy number of additional jobs in educational services, health care and social assistance where the Sask. Party government has been criticized for not doing enough.

Finally, there were 7,100 jobs created in Saskatoon and 2,800 jobs in Regina, where the Sask.

Party is expected to struggle the most in the October 2020 general election, but while this is all good news overall, the news is less good for rural Saskatchewan. Although jobs in agriculture were higher than a year ago, there were 2,200 fewer people working in the natural resources sector.

That’s bad news for rural Saskatchewan where virtually all of the energy jobs exist. This means goodpaying jobs in the oil patch have not come back. Instead, we are seeing 2,500 more jobs in the accommodation and food services industries that more often are minimumwage level jobs.

The real problem is that the bulk of the new jobs are being created in the two big cities, while the smaller cities, towns and farms generally continue to lose jobs.

This does not mean the Sask. Party has a political problem because it already has most of the 29 rural seats sewn up.

Except for the occasional seat where we see a retiring incumbent like Lyle Stewart or Dan D’Autremont, the Sask. Party already has a veteran MLA in place to seek re-election. And given that the bulk of those rural MLAs won with 65-per-cent-or-better of the popular vote, there is certainly no reason to suspect that Premier Scott Moe is going to lose many (or perhaps even any) rural caucus to Ryan Meili’s NDP.

But it is a bit of double-edge sword in that overwhelming success in the rural seats means there is less political incentive for the government to address rural problems, especially long-standing rural problems like jobs that everyone believes the government can’t do much about anyway.

As good as the overall job news is, it very much seems that the government does have to turn its attention to doing whatever it can to help rural Saskatchewan in this area.

Budget Providing Right Balance for Saskatchewan

Saskatchewan’s economy is getting stronger. New employment numbers show that 14,200 new jobs were created in the province over the past year, and there were 18,000 more fulltime jobs.

This spring’s provincial budget is the right balance for our strengthening economy. It increases supports for Saskatchewan people while managing spending to maintain economic growth and provide the services Saskatchewan people expect.

The 2019 Saskatchewan Budget fulfills our government’s three-year plan to balance the budget with no new taxes or tax increases while boosting supports for mental health, classrooms and highway safety. It includes: • A sustainable plan to ensure a balanced budget this year and for the years to come; • Nearly $30 million more for targeted mental health and addictions funding; • An increase of $26 million in operating funding for Saskatchewan school divisions; • New tax credits for volunteer firefighters and first responders; • Funding to begin a five-year Enhanced Intersection Safety Program for highway intersections; and • A focus on infrastructure with funding for preconstruction design of a new Victoria Hospital for Prince Albert, planning for a new Weyburn hospital and continued funding for school consolidation projects in Weyburn and Rosthern.

Spring Legislative Session Concludes

During the spring sitting, our government passed multiple pieces of legislation, including: • Changes to The Saskatchewan Employment Act creating a new critically ill adult leave, expanding parental leave and adding an additional week of maternity leave; • Passing Clare’s Law which will allow police to release information about someone’s violent or abusive past to intimate partners whose safety may be at risk; • Increasing the number of occupational diseases firefighters and volunteer firefighters are covered for through changes to The Workers’ Compensation Act; • Legislation to allow rural municipalities, and other municipalities with populations under 500, to join regional police services; • Legislation that better balances the rights of rural land owners and members of the public in accessing rural property; and • Creating a paid job leave option for survivors of interpersonal and sexual violence to take up to five paid days and five unpaid days off to seek supports or services.

The spring sitting of the legislature saw your Saskatchewan Party government continue to stand up for Saskatchewan in the fight against the federal government’s carbon tax and push for help for canola farmers facing trade barriers with China.

In the coming months, we will keep Saskatchewan issues front and centre here at home and in Ottawa. Your Saskatchewan Party government will keep standing up for Saskatchewan and will keep our economy strong. We will advocate for our industries that provide the means to keep Saskatchewan strong – and we will continue our opposition to the Trudeau Carbon Tax, which includes taking our fight all the way to the Supreme Court of Canada.

Now that the Spring Sitting of the Legislature is complete, I look forward to hearing from you – your thoughts, suggestions and feedback in terms of how we can best represent you and build on the growth of our community and province today and in the years ahead.

Where in the World? Rocky Mountain Highs!

Glacier National Park - Not to be confused with the much smaller Glacier National Park in B.C., this American park lies in Montana just across the border from Waterton and is possibly my favourite of all the terrific North American parks. Everyone should drive the spectacular Going-To-The-Sun Road at least once. There is dazzling scenery the entire way, and the road is lined with extraordinary viewpoints, easy hikes, and trailheads to more intense adventures. The Highline Trail is a classic alpine traverse, Grinnell Glacier is wall-to-wall natural beauty, Iceberg Lake gets rave reviews and Siyeh Pass might be my favourite of them all, combining easy access with tremendous views and only a fraction of the crowds.

Kananaskis Country - Often overlooked by tourists in favour of its more famous neighbours, active Calgarians swear by the wonderful landscapes and untrammelled trails of the Kananaskis area. Whether you’re looking for a short lakeside jaunt, a challenging viewpoint climb or an immersive backcountry adventure, Kananaskis offers a wealth of beautiful and convenient choices. From easy lakeside strolls to steep viewpoint climbs to epic undertakings like the Carthew-Alderson trail, Waterton is ideal for outdoorsy types. Martensville City Council Discusses Senior Housing Options, Rental Rates and More at Final May Meeting Shanine Sealey, Martensville Messenger

The final City of Martensville Council meeting for May was held on Tuesday, May 21st and covered a wide range of items. A total of nine motions were brought to the meeting.

The meeting kicked off with the City Manager’s report, where each department head presented an update to Council. Scott Blevins, City Manager, noted that they are reviewing a draft Request for proposals (RFP) for pre-construction contractor services on the new recreation facility. They are hoping to issue the RFP by the end of this month.

In the Recreation & Community Services department, it was noted that the Martensville Athletic Pavilion would be closed from June 24 – July 7 for floor refinishing. Matt Gruza, the Director of Infrastructure and Planning informed Council that after weeks of thawing, the lagoon effluent line is now open and is discharging.

City Council then adopted the Senior Functional Plan that was presented by D. James Leier of Preferred Choice Development Strategies at the May 7th City Council

meeting. This plan will be put in place to help improve the options within Martensville for seniors aging in place as the community’s population continues to grow.

Additionally, Council approved a request from the Martensville & District Lions Club to enter into an agreement for the construction and financing of a shade/shelter in Lions Park near the Spray Pool. With this agreement, the Lions Club would pay back the funds provided by the City over a period no longer than five years.

The allocation for the 2019/2020 Sask Lottery Grant Funding was provided to Council by Director of Recreation & Community Services Ted Schaeffer. This included funds being provided to various community organizations, schools and sporting groups.

Also approved was a request from Schaeffer regarding rental rates for Martensville facilities. Typically, the rental rates are reviewed annually; however, Schaeffer requested that Council consider setting the new rates to be in place for a three year period from 20202022, with North Ridge Community Centre’s rates being set in place from 2021-2023.

The proposed rate schedule included several items including; an annual increase of 2% to rental fees in all facilities, daily rental rates to be set at a 10 x hourly rate for Map rentals, no increase to annual MAP memberships for 2020-22 and more.

At the May 14th Committee of the Whole meeting, Alisa Borowsky attended to speak about proposed plans for a Residential Care Home Type II project. The development would include converting a private residence into a Seniors Care Home at 6 - 1st Avenue North. Once completed, the home would include a 14 bed licensed residential care home for seniors and would provide 24-hour care with 6-8 full time staff. City of Martensville Community Economic Development Manager, Dillon Shewchuk, explained that, “as recently outlined in the Seniors Housing and Care Functional Plan, the study indicated that based on our population, currently the community has capacity for 28 Long Term care beds (age 75+). This development helps fill an identified need in our community.” Borowsky applied for an Economic Development Tax Incentive for five years for the proposed project.

Although the project does not fit the typical parameters of the Incentive Bylaw, Shewchuk recommended that City Council approve the request, stating that, “what is being proposed is to base an incentive on the change of value of assessment. The incentive would be based on the difference between the new assessment after the changes to the property and the original assessment prior to changes in the property.” Council appeared to be in favor of this request, which will be brought back to an upcoming meeting for formal approval.
