Air Cadet Squadron Participates in First Zone Shooting Competition Shanine Sealey, Martensville Messenger

The 574 Dakota Royal Air Cadet Squadron made the move from Choiceland to Martensville in October of 2016 and has since seen exceptional growth.

The local squadron participated in their first zone shooting competition recently, and cadets were excited to take part. “Each cadet unit is able to submit a team of five cadet shooters for every 60 cadets that are members of the squadron. We have five cadets compete on behalf of 574; three junior cadets aged 13 to 14 and two senior cadets over the age of 15. These cadets competed throughout the year within the squadron to make the team,” Captain Davies of the 574 Dakota Royal Air Cadet Squadron explained.

The zone shoot is held each year throughout the province for all squadrons to partake in. It is organized by the Marksmanship coordination team for the region based out of 17 Wing Winnipeg, and locally organized by the Martensville squadron, 702 Lynx Squadron and 45 Jervis Bay Sea Cadets, both based out of Saskatoon.

“As we have only been in the community for just over a year, our biggest hurdle has been developing within our cadets the aspects of our marksmanship program. As we hold regular training each week, we have to coordinate additional dates and times for our cadets as well as the coaching staff to conduct practices,” added Davies.

Davies explained that there are numerous benefits to the zone shooting competition, such as; teaching the cadets comradery in working with others, keeping them focused, learning proper

breathing techniques, focusing on task at hand and providing them with a sense of accomplishment.

The results for the province wide event will be published on March 8th, and if the cadets from the 574 squadron are successful in placing, they will advance to the provincial competition. From there, if successful, cadets will move on to the national competition. “Within our squadron we will continue to work with our cadets to improve via practices for the remainder of the training year.

The zone shooting competition takes place in February each year, and we will be submitting a team again next year,” Davies stated.

The Martensville squadron is very active in training, exercises and within the community. Upcoming events include; Gliding - where cadets are taken up in the air cadet program run gliders piloted by qualified cadets, Aviation and Air Skills Day and Spring Field Training Exercise.

Settlement Reached Between SGI And Bars That Served Catherine Mckay Judgment also issued against McKay in separate claim

SGI has come to terms on settlements with the operators of two liquor establishments that served Catherine McKay on the night she drove impaired and caused a collision that killed the Van de Vorst family (Jordan, Chanda, Kamryn and Miguire) in January 2016.

SGI has reached out-of-court settlements with the Industrial Kitchen and Lounge Corporation, and MCDE Holdings Ltd. which operated the Crackers Licensed Cocktail & Dining Room.

The terms of the settlement will not be disclosed, as per the agreement. Information relayed in McKay’s criminal proceedings revealed she had been served alcohol at both establishments, and was observed by staff to be highly intoxicated.

SGI took legal action in July 2017 to hold the two liquor establishments accountable for not doing enough to prevent one of their customers from driving away from their businesses highly impaired, resulting in the needless deaths of four innocent people. SGI intends to consider legal action in similar cases.

In July, SGI also filed a statement of claim against Catherine McKay, who is currently incarcerated. No statement of defence was filed, and the court has issued a judgment against her. This judgment allows SGI to take action to collect the amounts paid out on this claim.

Snowmobile Regulations- Traffic Bylaw

The City of Martensville has received numerous complaints about snowmobiles being driven through city streets, parks, municipal reserves and drainage systems. The parks, drainage ways were built for residents to use for walking, x-country skiing, tobogganing, and other outdoor winter activities. The safety of those utilizing these areas is becoming a concern. Driving snowmobiles on city streets also creates a traffic hazard. Snowmobilers are asked to abide by local bylaws including: • Entering and exiting the City utilizing the most direct street route between their residence and city limits.

• Not operating a snowmobile in excess of 20km/hr • Operating only between 7AM and 10PM • Not operating a snowmobile in any park, public or municipal reserve • Not operating a snowmobile on Centennial Drive other than to cross or obtain fuel.

Record Breaking Year for Telemiracle 42

TeleMiracle 42 was held March 3rd and 4th at the Conexus Arts Centre in Regina and this year was a record breaking year, bringing in over $7 million and seeing the largest pledge ever coming in, which was a bequest of $1.5 million. The previous record, which was set in 2012 was $5,906,229.

On March 4th, Ray Kneeland, owner/operator of the OK Corral, took the stage to present a cheque towards the cause.

Kneeland, who will be turning 76 this year, was diagnosed with prostate cancer in 2017 and is currently undergoing treatment.

Cancer couldn’t stop the dedicated man from presenting the highest donation ever for the OK Corral, a whopping $46,798.15. This total was raised through various fundraisers throughout the year such as; trail rides, gymkhanas, dine and dances, steak nights, raffle ticket sales, and more. During the presentation, Kneeland commented that, “when I see what it goes to and who it helps, man oh man, I just can’t say no. It’s what a guy is supposed to do and I just so love doing it!”

SNOW AND ICE CONTROL PROGRAM – What You Need to Know

The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.

Information on general program procedures and the City’s Priority Map is available online at Martensville.ca, but here are a few ways you can help our crews keep our streets as clear and safe as possible: - Do not shovel, blow, or push snow from private property onto the street – this causes snow ridges on your driveway when our plow cleans your street.

- Do not plow or pile snow on streets – this can block access to manholes and watervalves and be a safety hazard.

- Clear your driveways in advance of the city’s snow clearing operations - this helps our operators clear your street more efficiently.

- Do not park your vehicle in an area where it could obstruct snow removal procedures this hinders our operations and could result in a snow ridge blocking your vehicle in place.

- Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street.

- Prevent snow from piling up on the front of your driveway by moving it near your tree/lawn areas behind your walkway.

- Watch for posted areas for Snow Removal - In case of snow and snow removal, crews need to have roads cleared off of all vehicles on posted streets. If you are going out of the City over the holidays please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area).

Our crews strive to deliver excellent services, however sometimes weather can be unpredictable and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner.

Parks & Rec asks residents to please use caution when out on the leisure trail system.

Erratic thawing and freezing weather conditions are making parts of our trail system very icy. Crews are out sanding and/or removing icy sections as much as possible.

Curves Collects for Diabetes Canada

Back in August Curves Martensville collected 2,487 pounds of used items for Diabetes Canada. Curves clubs across Canada collected 20,083 pounds. Each member who brought in 10 pounds worth of used items got their name put into a draw for a free floral arrangement from SAS. Marlene Campbell from Neuanlage was the winner.

Marlene became a member in December 2015. She has lost around 27 pounds. She works with children and can't believe how much stronger she is and her balance has gotten so much better.

Ayotte Plumbing Celebrating Six Years in Business Shanine Sealey, Martensville Messenger

For the past six years, Ayotte Plumbing, Heating & Air Conditioning has been a driving force within Martensville and surrounding communities. Owner/ operator Joey Ayotte saw the community that him and his family called home growing at a rapid pace and decided to take the plunge into business ownership. “It started as something that Joey just wanted to do on his own. We didn’t anticipate the growth that our business has had.

We have always been very thankful to the members of the community because they are the ones that have supported us right from the start,” co-owner Joni Ayotte said.

Since first opening their doors, the company has grown immensely, now employing five full time technicians and bringing in a variety of new services to offer to their customers. “We think it is important to be able to offer new promotions and services and we are always looking at ways to better serve our customers,” Joni added. In recent years, the option for financing has been made available to customers. “With a lot of clients, there are things that come up that can be an unexpected cost and sometimes it is hard to come up with that kind of money up front so we got set up with a financing company to help out in those situations.” Services provided by the company include plumbing, heating, air conditioning, gas fitting, new builds, commercial, residential and more.

Approximately a year and a half ago, the company was excited to add duct cleaning to the list of services they offer. Since starting this service, it has grown in popularity, with new customers coming in on a weekly basis. This service was something that both Joni and Joey felt was important to provide as it can help benefit homeowners on many levels. One of the biggest benefits is the dust control that comes with having clean ducts in a home. It can help with allergies, asthma, shedding pets and more. Joni also recommends having your ducts cleaned if you have recently done renovations, or if you live in a high traffic area where dust is always around. “Every time your furnace kicks in, all of that goes through it and sticks

to the walls and continues to build up. Another big thing that people often don’t think of is having their dryer vents blown out. Dryer vents can have quite the buildup and if not cleaned properly, they can be a big fire hazard,” Joey explained.

Recently, Ayotte Plumbing Heating & Air Conditioning has developed a partnership with Home Depot South in Saskatoon and will now be providing service for Home Depot customers. In addition to working with customers to provide furnace and air conditioner maintenance and installation, Joni explained that the company is also excited to be able to offer their clients promotions through Home Depot. “They have a great deferral program, which can sometimes provide customers with the ability to go 18, 24 or even 36 months without any interest on their payments. Right now, they also have a great promotion on their warranty, offering a ten year warranty on parts and labour, where it is typically one year on labour. It is all very exciting,” said Joni. For both Joni and Joey, this partnership is a huge compliment to the hard work they have put in throughout the past six years

Putting customers first is always a priority for the couple, and this is proven by the steps that they take in order to provide top-notch service and accommodation for anyone in need of work. Recently, the company was excited to launch a new after-hours answering service, which ensures that anyone calling outside of normal work hours will be able to speak to someone on the other end.

“No matter the time, whether it is 11pm, or 4am, there will be someone answering the phone. We are really excited about that because a lot of people would prefer to speak to a real person instead of getting a machine. Now, if you call in, you speak to a representative, leave your information and then a technician will get in touch with you. The customer doesn’t have to worry about anything; it is all taken care of for them.”

Along with providing numerous services for customers, Joni and Joey also believe in providing service at an affordable rate. One of the ways they do this is by providing service at all hours of the day at the same rate for residents living in Martensville, Warman

and Dalmeny. “We never have call out fees or over-time fees. We realize that people work hard for their money, so we want to ensure that they can get the work they need done at an affordable price,” said Joni.

Among the employees at Ayotte Plumbing, Heating & Air Conditioning is Joni and Joey’s eldest son Kyle, who started in his third year apprentice training this week. “We value all of our employees equally but it is a proud moment when your son takes interest in the trade and wants to work with you. He has done so well and it is nice to have him on board,” the proud father noted. The couple then commented on how much of the success of their business can be attributed to their employees. “We owe them all a big thank you for their hard work, dedication and for the long hours they put in. It is appreciated more than words can even express,” added Joey.

The Ayotte family moved to Martensville in 2002, wanting to find a community that was close-knit and could provide the perfect home for their three children.

Upon moving here, the population was approximately 4000, and within the years of living here, that number has more than doubled. “Even though Martensville has grown so much in population and in businesses, the people in the community still care so much about each other and we have been able to maintain that small town feeling,” Joni stated. Being proud of their community makes it easy for the Ayotte’s to do their part to support events and organizations within Martensville. Over the years, the company has provided sponsorship and donations to numerous events, and have participated in as many of those events as possible. “We believe that it is important to support the community that you live and work in. We take pride in the fact that Martensville is our home and we want to give back where we can. It is because of the community that we are able to have a successful business,” Joni commented.

Lake Vista Students Learn About Malawi Submitted

3P has been learning about communities both around the corner and around the world. Lily and Fynn shared what they learned about a community called Malawi.

Mrs. Zacharias went to Malawi and told us about life there. Malawi is a poor country in Africa. They live in mud houses with grass rooves. They eat one meal a day. In 2016 18 000 000 people lived Malawi. Lilongwe is the capital city of Malawi. In Malawi 53 is the oldest many people live maybe older. They have to walk a few miles to get water from a well. The heat can get to 64 degrees. There are lots of African animals in Malawi, there are birds, crocodiles, deer, hippos, snakes, lions, rabbits, and elephants.

Police received 190 calls for service from February 26, 2018 to March 5, 2018.

TRAFFIC Police Receive Report of Possible Impaired Driver February 27, 2018 at 3:20 p.m. Police received a complaint of a possible impaired driver on Centennial Drive North in Martensville. The caller reported seeing three occupants of a vehicle possibly consuming alcohol. Police conducted patrols of the area, but were unable to locate any vehicles matching the description provided.

Vehicles Towed Following Martensville Accident February 28, 2018 at 8:40 a.m. Police received a complaint of a two vehicle accident in Martensville.

The caller did not think there were any injuries.

Police attended and issued a ticket to a 57 year old male from Martensville for failing to stop at a stop sign. Both vehicles required towing from the scene. There were no injuries.

Police Investigate Highway Hit and Run March 1, 2018 at 9:05 p.m. Police received a complaint of a hit and run on Highway 11 near Osler.

The caller reported that he was side swiped on the highway causing a small amount of damage to their vehicle. Investigation into this matter is ongoing.

Impaired Driver Stopped on Highway 12 March 3, 2018 at 4:55 a.m.

Police located a possible impaired driver on Highway 12 near Martensville. The 52 year old male from Saskatoon was taken to the Detachment to provide a breath sample. He was released on documents for an upcoming court date on impaired driving charges.

Police Respond to Martensville Disturbance March 3, 2018 at 3:10 a.m.

Police were called to a disturbance at a residence in Martensville. The caller advised that a 44 year old male in the residence was intoxicated and causing problems. Police attended and removed the male from the residence. He was given a ride to a hotel to spend the night. There were no charges.

No Injuries in Warman Assault March 3, 2018 at 1:50 p.m.

Police received a complaint of an assault at a residence in Warman. The 38 year old female in the residence advised she was assaulted by a 40 year old male in the residence. The male was arrested and released on conditions and documents for an upcoming court date.

There were no injuries.

COFFEE WITH A COP Warman RCMP are advising residents of Warman and Martensville that “Coffee with a Cop” will be starting up at McDonald’s the last Tuesday of each month.

Memorial Jake Rick Dean (Jaylan) July 26, 1999 – February 24, 2018

Jake was suddenly taken from us at 7:30 a.m. on February 24, 2018. He was walking on Highway 12 south towards Martensville because his truck got stuck in the ditch. He had walked quite a ways and was close to Martensville when a vehicle hit him from behind.

Jake is survived by his mom, Jaedean Mitchell; his sister, Cassandra Dean; his step dad Shane Gronvold; his maternal grandparents, Ethel and Alan Murray; his cousins Chris and Melanie Dziki. His brother, Mitchell, died April 23, 2003.

Jake’s beloved cats will miss him dearly, Henry, Elmer, Ellie, Emma, Leonard and Murphy. He always said his cats were his buds. Every day those cats received so many hugs and kisses.

He had to kiss each one when he left for work.

Jake enjoyed his video games to de-stress and loved his 2 -7.3 Ford Diesels, his 6.0 Ford and his Dodge Dakota. He was quite the collector. He also had plans to refurbish a 1968 Fargo with Shane.

Jake was a loyal friend. He loved hanging out with his ‘bros’.

Jake could spin a story and could always make everyone laugh. His pit parties were legendary.

Jake spent a lot of time at home with mom, driving, talking, and just being in the same room, but managed to pack in numerous exciting experiences in his 6,788 days.

Public Visitations were held from 7:00 p.m. to 9:00 p.m. on Thursday, March 1, 2018 and from 7:00 p.m. to 9:00 p.m. on Friday, March 2, 2018 at Gray’s Funeral Chapel.

Celebration of Life was held at 2:00 p.m. on Saturday, March 3, 2018 at Gray's Funeral Chapel, 575 - 28th Street West, Prince Albert, SK with Drew Gray officiating.

Moe’s Job Getting Tougher

So far, so good for new Saskatchewan Party government Premier Scott Moe. That said, there is a rather large second shoe to drop on April 10 - the day the 2018-19 provincial budget is presented - that will be rather difficult for the province’s new premier and there are a couple tests for Moe even before that.

One is how well he stacks up against whomever the NDP selects as the Opposition leader for the province.

The other is the new spring sitting of the legislature starting this week - Moe’s first the best chair in the Saskatchewan Legislative Assembly, but in the month since being selected as the new Sask. Party leader, credit Moe for overseeing what’s been a smooth transition to date.

One of the first orders of business was setting precisely the right tone in the wake of the Gerald Stanley not-guilty verdict. That was immediately followed by the awkwardness that always accompanies staffing changes and a new cabinet. However, Moe used the opportunity to mend fences with former leadership rivals, appointing Ken Cheveldayoff, Gord Wyant and Tina Beaudry-Mellor to appropriate portfolios.

The latter two appointments likely went a long ways towards mending fences with the small yet critical liberal support base both inside and outside the Sask.

Party. The same can be said for Moe’s dealings with the family of Colten Boushie after the controversial court process and now we see Moe making good on his major leadership promise (at least from an expense perspective) by removing the provincial sales tax (PST) on agriculture, life and health insurance.

The harshest criticism from the NDP Opposition was asking why Moe wasn’t rolling back more of the PST on property taxes, vehicles, restaurant meals and children’s clothing. This suggests his insurance rollback was a pretty popular move. It was certainly something that farmers clamoured for, solidifying Moe’s rural base that will be key to another Sask. Party majority in 2020.

But unlike other farm PST exemptions for fertilizers, seed, pesticides and farm machinery and repairs, this move has less of a chance of drawing criticism for subsidizing one particular industry. Besides, can one really complain about not taxing individual and group life and health insurance premiums for the sick, disabled or accident victims? And that Moe’s announcement last week made the exemption retroactive to Aug. 1 (the date PST applied to insurance took effective) makes the move that much more popular.

But the problem with doing something popular is that it almost always comes at a cost. After all, there was a distinct reason why an anti-taxation conservative-minded government applied this tax to last year’s budget in the first place. It all had to do with that unpopular burden of presenting a balanced budget and making choices.

What Moe’s move also means is that the government will have to find an extra $65 million in 201718 budget (tax dollars it already collected) and a further $120 million in 2018-19 and each and every year that we do not charge the tax. “We know we need to find an additional $120 million moving forward to address the reinstatement of PST,” said Finance Minister Donna Harpauer.

Moe vowed his Sask. Party government is still on track for a balanced budget within three years. But key to Moe’s PST re-instatement promise was more cut backs and firings (also, unpopular measures in both rural and urban Saskatchewan in the 2017-18 budget).

Sure, oil has recovered a bit. But is Saskatchewan really in a position to forego any more government revenue - especially, given that the Sask. Party government already had to revisit several cutbacks in the last budget?

While the first month may have been relatively problem-free for Moe, the bigger problems are clearly ahead.

MLA Report From Nancy Heppner PST Exemptions on Agriculture, Life & Health Insurance

This week our government moved to reinstate the Provincial Sales Tax (PST) exemption for agriculture, life and health insurance premiums.

We made the commitment after listening to Saskatchewan people. And we will keep it while maintaining our 3-year plan to balance the budget.

The change, retroactive to August 1, 2017, includes crop, livestock and hail insurance premiums as well as disability, accident and sickness insurance.

The Ministry of Finance will be working with the insurance industry to determine the best way to refund individuals and businesses that have paid PST on these premiums. More information about how refunds will be administered will be available soon.

Reinstating the aforementioned PST exemptions is part of our commitment to help families and small businesses save money, invest and help our province grow.

Saskatchewan Great Place for Mining Investment

Strong Average Weekly Earnings Growth

Strong growth in weekly earnings will help retain and attract workers to Saskatchewan.

Average weekly earnings were on the rise in December, up 2.7 per cent year-over-year. This was the second highest percentage increase among the provinces. Month-to-month, Saskatchewan led the country in growth with an increase of 1.6 per cent.

Saskatchewan’s average weekly earnings were $1,033.57 in December, third highest in the nation and above the national average of $992.87. Industries with the highest year-over-year growth rate were management of companies and enterprises, accommodation and food services and construction.This is good news not only for our economy, but for the hard-working women and men in our province.

I want to congratulate Saskatchewan’s Protein Industries Canada, a major recipient of the federal government's superclusters initiative, supporting crop breeding, production, value-added processing, and export development. This funding will create $700 million in new commercial activity, billions in new GDP, and 4,700 new jobs from our agriculture & value-added food processing sectors.

In a world with a growing population, especially in Asia, Saskatchewan and Canada have great potential to advance our role as a dominant secure supplier of quality high-protein food to many regions seeking these healthy improvements to their diet.

Tumblers Gymnasts Qualify for Provincials

March 3rd and 4th the Junior Olympic (JO) three gymnasts from Tumblers Gymnastics in Martensville travelled to Prince Albert to compete at the Prince Albert Aerials Survivor Challenge. The athletes born in 2009 and 2010 competed Saturday and although the routines are fairly new for the girls, they performed well. The JO three girls born in 2007 competed Sunday. All Tumblers athletes in this group achieved personal best scores and two placed in individual events. Their training and hard work resulted in all three of the girls qualifying for Provincials to be held in Prince Albert May 11-13. The next competition for Tumblers will be April 7 and 8 at the Can-Am Personal Best meet in Saskatoon.

All of the Tumblers competitive athletes will be showcasing their skills at the City of Martensville’s Variety Night on March 16th and the Northern Gala hosted by Prairie Ribbons Rhythmic Gymnastics club on March 24th.

Gutek Inspires Younger Players

Kody Gutek, a high school student at MHS, was chosen to travel to Arlington Texas as part of the U16 national football team in January. He was one of 40 athletes across Canada that were chosen to attend this event.

The players went through a week of practices, meetings and film study that culminated in a Canada West versus Canada East game at Maverick Stadium at the University of Texas.

He returned after the event and shared his experience with Maddog Bantam players to inspire them to achieve a higher level of football. He shared with them the commitment it takes to go farther and how with hard work and this commitment, any player could succeed. He encouraged the younger players to stay in shape all year round and register for off season camps. He also encouraged them to keep up with their studies in school.

“It’s important to represent your team in a respectable manner”, commented Gutek about any team you belong to.

“When you’re wearing a team logo any actions by you is seen as part of the team behaviour.” He went on to explain what a typical day would look like for the Team Canada players.

Gutek was part of the Saskatoon Minor Football Academy ABOVE: Kody Gutek where he was scouted to join the U16 national team. The academy exposes players to a higher level of coaching and training. They provide 16 conditioning sessions and 16 on the field sessions. The Academy commences April 16 and players can register at Saskatoon Minor Football. This gives players an opportunity to play a higher level of football.

THIS WEEK IN SPORTS

With one month left in the NHL regular season it is crunch time for teams on the outside of the playoffs looking in; teams like the Calgary Flames who are at the bottom of a log jam for the final Wild Card spot in the West. Just six points separate the Flames (11th in the West) and the San Jose Sharks (6th in the West). The Flames have lost their last three games (3-6-1 in their last 10) and the teams above them have been more consistent including the Anaheim Ducks who are 6-2-2 in their last 10 and the LA Kings who are 6-4. Calgary is still without number one goalie Mike Smith but that hasn’t been where they are struggling. The Flames offence has just six goals in the past five games and star forward Johnny Gaudreau has been held pointless in his last four. Calgary needs to seriously pick up the pace if they want to make the playoffs. The other Canadian teams with playoffs hopes are the Toronto Maple Leafs (3rd in the Atlantic) and the Winnipeg Jets (2nd in the Central). They are both sitting pretty and if they stay healthy, they have a good shot at a deep playoff run.

Spring training has started down in Florida for the Toronto Blue Jays and things aren’t off to a great start. The Jays have already announced that short-stop Troy Tulowitzki will not be on the opening day roster due to an ankle injury. Toronto also has a 3-7 record through the pre-season, not great numbers for a team hoping to make another playoff run.
