Saskatchewan RCMP: Important Online Safety Reminders For Children And Parents/Guardians
The Saskatchewan RCMP is aware that there is information circulating concerning the existence of online challenges targeting youth, encouraging them to perform harmful practices and dangerous tasks. At this time, we have not received any complaints relating to any online challenges in Saskatchewan RCMP jurisdiction; however, it is important for parents and guardians to report anything suspicious or concerning that their child encounters online. If someone has something to report, they are asked to call their local police service or RCMP Detachment. The following things can help keep youth safe when navigating online or on social media platforms:
• Be careful of giving out too much personal information and remember that the information that you put on your profile can be seen by everyone, even if your account/ profile is set to private. Your personal information/image(s) may be used in ways that you never intended. • Photos posted online are not private property and anything you upload online can be shared by others, potentially with thousands of people, within hours of your posting. It’s also easy to alter an image using photo editing software. • Remember that once you post something online, you can’t control who that information is shared with – and removing it from wherever you posted it doesn’t permanently remove it from the internet. • Tell someone, like a parent, guardian or trusted adult, if something online is making you concerned or uncomfortable. Your safety is important and an adult will be able to provide you with guidance. Here are a few reminders for parents and guardians: • Take an interest in what your children are doing online. • Talk openly with your children about online safety and educate them on the risks of online interactions. • Make sure the protection features of websites and software your children use are activated. There are tools available through your Internet Service Provider (ISP) to help you manage your children's online experience (i.e. appropriate websites, amount of time spent online, who can and cannot contact them). It might also include other security features, such as pop-up ad blockers. • Get to know the online environments your children use and teach them how to deal with inappropriate material. • Stay in the know about the latest ways children are communicating and what they're up to when they're at friends' houses. • Keep an eye on the sites they're visiting by keeping the computer in a common area like the kitchen. • Report anything suspicious or concerning that your child encounters online contact your local police service or RCMP Detachment. • We will be sharing these safety reminders on our social media properties and are encouraging our followers to share them. TRAFFIC Report of Semi Travelling Wrong Direction Near Martensville February 25, 2019 at 9:45 p.m. Police received a complaint of a semi travelling the wrong direction on Highway 12 near Martensville. Police contacted the caller as they were enroute and were advised that the semi had pulled over. Police attended the location, but the semi was no longer there. There were no charges. Possible Impaired Driver Reported in Martensville February 26, 2019 at 9:30 p.m. Police received a complaint of a possible impaired driver in Martensville. The caller reported a 23 year old male left a residence and was possibly driving impaired. Police conducted patrols in and around Martensville, but did not locate any vehicle’s matching the description provided.
Two Vehicle Accident on Hwy 11 Results in Ticket
March 2, 2019 at 2:05 p.m. Police received a complaint of a two vehicle accident on Highway 11 near Warman. Police attended the scene and issued a ticket to a 58 year old female driving one of the vehicles from Saskatoon for driving without due care and attention. One of the vehicles required towing from the scene. There were no injuries.
PEOPLE Hitch Hikers Reported Near Martensville And Area February 26, 2019 at 11:15 a.m. Police received a complaint of a hitch hiker on Highway 12 near Martensville. The caller advised that they were concerned for the male hitch hiker as they were not dressed appropriately for the weather. Police attended the location and the male was no longer there.
February 28, 2019 at 7:20 p.m. Police received two complaints of a male hitch hiking on Highway 14 near Saskatoon. Police attended the location and located a 31 year old male from Prince Albert. He was provided a ride to a safe location in Saskatoon. There were no charges. March 3, 2019 at 9:45 p.m. Police received a complaint of a hitch hiker on Highway 11 near Saskatoon. The caller advised that the male was dressed in dark clothing and was difficult to see. Police conducted patrols of the area, but did not locate any hitch hikers.

Federal Carbon Tax To Appear On Upcoming SaskPower And SaskEnergy Bills
Starting April 1, the Federal Carbon Tax will be applied to all bills received by SaskPower and SaskEnergy customers. This will result in a monthly increase for the average residential customer of about $2 for power and $9 for natural gas for the rest of 2019. “In Prairie Resilience, our government has a Saskatchewan-based solution to lower greenhouse gas emissions without a tax,” Minister Responsible for SaskPower Dustin Duncan said. “SaskPower worked hard to ensure there would be no rate increase this year. The federal government is imposing a carbon tax that will take more than $52 million this year and $546 million through 2022 from SaskPower customers.” “Our government is currently reviewing a request by SaskEnergy to reduce natural gas commodity rates to their lowest level in 20 years, effective April 1,” Minister Responsible for SaskEnergy Bronwyn Eyre said. “These savings would be wiped out by the Federal Liberals’ carbon tax, resulting in higher natural gas bills for homes and businesses. SaskEnergy serves 114,000 more homes and businesses, compared to three decades ago, and yet this larger customer base uses the same amount of natural gas as the smaller customer base did in 1988. This change happened through information, dedication and education—not unnecessary legislation.” Customers will see the tax identified on their bills as a Federal Carbon Tax. The amount is expected to increase annually to coincide with the multi-year increases established in the federal plan. While the Government of Saskatchewan is challenging the carbon tax in court, it still applies during the legal process. The charge will be applied to SaskPower bills related to electricity produced by powergenerating sources like coal and natural gas. The program aims to facilitate the handling of emergencies by Police, Fire, and Ambulance services during the winter months, reduce the hazards of icy conditions to motorists and pedestrians, and minimize the economic losses to the community and industry resulting from unsatisfactory winter driving conditions.
All Regular Council Meetings and Committee of the Whole Meetings are open to the public. All meetings commence at 5PM. - Do not leave large piles of snow at the corners of driveways – this snow can be caught by a raised snow-gate blade and topple over into your driveway or the street. -Prevent snow from piling up on the front of your driveway by moving it near your tree/ lawn areas behind your walkway. -Watch for posted areas for Snow Removal- In case of snow and snow removal, crews need to have roads cleared of all vehicles on posted streets. If you are going out of the City over the holidays, please have your vehicles off City streets. Vehicles left on the street per the traffic bylaw are ticketed and towed (to a non-posted area). Our crews strive to delivery excellent services, however sometimes weather can be unpredictable, and snow and ice control activities may vary. Every reasonable effort will be made to remove snow and ice and create safe driving and walking conditions in a timely manner. -Keep Hydrants Clear of Snow- Public Works and the Fire Department have noticed hydrants buried under piles of snow. When clearing snow from driveways and walkways please avoid piling snow on or against hydrants as this can cause delays in emergency response. Ideal clearance around hydrants is three feet.

Madilyn Christensen, a high school student from Martensville, recently organized a TeleMiracle Talent Night in the community with all proceeds from the event going towards TeleMiracle 43. Christensen performed a dance routine on the TeleMiracle stage that she did in honour of her role model, hero, billet brother and cousin; Humboldt Broncos Captain #20, Logan Schatz. Also taking to the stage to perform was The Ville Adult Tap Troupe, who did an amazing job of representing Martensville. The group also performed in Christensen’s Talent Night, and hosted their own TeleMiracle fundraiser which included a variety of exercise, craft and dance options. Additionally, the group has sold merchandise, held silent auctions, and provided snack boxes throughout the community with all proceeds going towards their TeleMiracle total. One face that we have all come to expect to take the stage each year is Ray Kneeland of the OK Corral, who, along with help from his friends and family, works hard throughout the entire year in order to raise money for TeleMiracle. This year, the OK Corral donated a total of $27,867.37 for the fundraiser, and while on stage, Kneeland was presented with a ‘Friends of TeleMiracle’ award for his significant contribution and commitment to TeleMiracle and the people of Saskatchewan. Way to go Ray! In total, TeleMiracle 43 raised $5,619,214, which will all be used within our province to assist people in acquiring necessary special needs equipment and access to medical treatment.

You also pass many people just going about their daily tasks such as net fishing, laundry, cooking, cleaning, commuting, and even bathing (the women carefully concealed in the shadows, the men always with a strange amount of splashing and frolicking). Of course, the unappetizing combination of dumping refuse into the same water they use to bathe and brush their teeth did seem somewhat questionable. Then there are long stretches where you hardly see any signs of habitation, merely thick jungle undergrowth or expansive green rice paddies. The canals themselves vary greatly - from narrow, vegetationchoked slivers to large, open stretches that almost qualify as lakes. Through it all, our driver somehow managed to successfully navigate us safely and smoothly through both the tightest jungle areas and busiest thoroughfares full of other houseboats and local fishing dhows. Martensville Continues to Work Towards More Ride Options

Although Martensville is close in vicinity to Saskatoon, a struggle for many residents is finding transportation to and from Martensville and Saskatoon. Whether it be a ride to the airport, a safe ride home after a night out, to get to an appointment, or to run errands, it can often be difficult to know what sources are available to residents. Here is a list of several options available: Uber – Currently, Uber does not have vehicles available within Martensville as they do not have a license to operate within the community at this time. The City of Martensville is however prepared to provide a license after ensuring their Vehicle For Hire bylaw was updated and approved this past December. “The corporate office of Uber would need to purchase a license and then they can have as many drivers out of Martensville as they want. As soon as they want a license, we are ready for them. We worked really hard to try to be amongst the first to be ready for them and really welcome them. I think it is a really good option for people here to potentially become Uber drivers. It is something that they don’t have to make a full time commitment to that local cab companies have done in the past, and it is something that people can do on the side,” Dillon Shewchuk, City of Martensville Community/Economic Development Manager, said. Uber is available within Saskatoon, and can provide rides to Martensville. For more information, download the Uber app. Riide – This option comes from a partnership between Comfort Cabs and United Cabs. Riide has an app that can be downloaded on your phone similar to that of Uber and Lyft; however, it is a taxi that will be arriving to pick you up. The app provides you with information on when your ride will be arriving, the driver’s name, and multiple options for payment. “Riide is using some of the tools that transportation network companies have become famous for such as utilizing an app; however, they can accept more forms of payments and offer more options to pick up passengers such as street hailing because they are still a taxi company. They are trying to be the best of both worlds,” said Shewchuk. Driverseat – This is another ride option that has an app that you can book rides on; whether it be for a designated driver to get you home, or a shuttle to get you to the airport. With this option, you can either download the available app; or use the online reservation tool located at driverseatinc. com. “With Driverseat, their primary point to do business is in Saskatoon, but they are licensed within Martensville, so they are here, and it is an option, especially if you want to get your vehicle home,” Shewchuk explained. The City of Martensville is always looking at new transportation options for its residents and will continue to work to bring in new options as they become available. “In the end, what everyone wants is reliable, affordable transportation and that is our goal,” added Shewchuk.

Disclosure From Government Far Too Slow
For those of us who had spent our adult, working lives demanding full-disclosure from governments, the SCN-Lavalin fiasco may just be the latest depressing episode. Or at least, this has been the case so far. As of the writing of this, former Federal Justice Minister Jody Wilson-Raybould was getting ready to testify before the House of Commons Justice Committee, but while she had received a partial waiver that would allow her to disclose some conversations with government officials surrounding the prosecution of the international Montreal-based engineering and construction company, even Wilson-Raybould seemed to be downplaying expectations on what she could say. Wilson-Raybould had already written to the justice committee saying that while she would be willing to speak, she wouldn’t necessarily be able to speak freely because on-going constraints “do nothing to release me from any restrictions that apply to communications while I served as Minister of Veterans Affairs and in relation to my resignation from that post or my presentation to cabinet after I had resigned." Combined with cabinet and confidentially by which Wilson-Raybould and all ministers who swear the oath of office must abide, it seems increasingly doubtful the public is going to get the full disclosure it deserves from government. This always seems to be the case in government where its members use their majority to hide information from the public. Certainly, one gets the sense from the behaviour by Liberal government members that hearing the truth from Wilson-Raybould or anyone else is about the last thing they want. The Conservative and NDP MPs on the committee were justifiably angry when the majority Liberal members on the committee initially used their numbers last month to block not only Wilson-Raybould but also Prime Minister Justin Trudeau’s Chief of Staff Katie Telford or former Principal Secretary Gerald Butts (who, mysteriously, has resigned his position). According to Liberals MPs last month, having critical witnesses who could actually answer questions about allegations of undue pressure placed on the former Justice Minister isn’t actually the kind of thing lawmakers on a justice committee do. “The role of the justice committee is not an investigative body,” said Liberal MP Randy Boissonnault. “At best, committees of the House of Commons are political theatre that can occasionally achieve good studies.” Before one feels too bad for the frustrated Conservatives on the committee, its worth noting that under former prime minster Stephen Harper they pulled the same stunt to block key witnesses from testifying at the Senate hearings investigating Senator Mike Duffy’s expenses. Moreover, Conservative Leader Andrew Scheer isn’t exactly making any commitments to do anything differently. Nor would Scheer commit to changing the rules around criminal prosecution of SNC-Lavalin related to the deferred prosecution agreement that the engineering company was allegedly lobbying for in its meetings with Trudeau and others. (Scheer was among those that met privately with SNC-Lavalin’s lobbyists.) Here in Saskatchewan, we witnessed Saskatchewan Party government backbenchers block opposition requests that key government employees come forward to address legitimate questions on the overspending for land purchased by the Global Transportation Hub just outside Regina. As frustrating as this is, maybe it’s important to recognize that change comes slowly and in small increments. There was a time not so long ago when the public didn’t have accountability through freedom of information or disclosure through the timely release of budgets and quarterly and midyear updates. The political system resisted each and every one of these changes, too. Governments, once in power, don’t want to change rules that are to their advantage. But change did happen. Sometimes, the best we can do is watch for the events that produce small changes. That Wilson-Raybould is even appearing before this committee may just be such a small, baby step forward.

MLA Report With Nancy Heppner Focus on the Three T’s – Trade, Transport & Taxes Your Saskatchewan Party government starts the spring sitting of the legislature with a commitment to stand up for Saskatchewan and move forward with plans to build a stronger economy, all while managing spending and keeping taxes low. Standing up for Saskatchewan means protecting the people and jobs that keep our province moving forward. This means a focus on the three Ts – trade, transport and taxes. The United States-Mexico-Canada Agreement (USMCA) is a step in the right direction, but we need to keep working with our American counterparts and be mindful of the deep integration of our economies. From steel to manufacturing, to agriculture, we should keep working to improve the flow of goods back and forth across our borders and maximize our competitiveness. Growing and improving the Canada-U.S. relationship by reducing trade barriers was the focus of a recent trip to Washington. Premier Moe joined New Brunswick Premier Blaine Higgs and Ontario Premier Doug Ford as part of a Canadian delegation to build relationships and engage with U.S. governors on the importance of trade with our largest trading partner. We value the relationship we have with the United States, and it is one we must continue to improve. Importantly, we need the ability to transport our products to port. The recent ruling by the National Energy Board on Trans Mountain confirms what we already know about the project: it’s in our national interest, and it needs to be built. Now we need the federal government to keep moving ahead to ensure it gets done. This reinforces the need for Canada to have a regulatory framework that gives private investors enough certainty to proceed with projects that are beneficial to our economy and create wealth for everyone in Canada. Bill C-69 most certainly is not that framework, and will only see the current trend of global energy sector investment leaving Canada accelerate. We also need a fair tax and regulatory environment so we are competitive with other people who are producing products around the world. Saskatchewan and its supporters recently put forward strong and compelling arguments in court, supporting the position that the Trudeau carbon tax is fundamentally unconstitutional. The Trudeau carbon tax is just that, a tax – not a regulatory charge – and it violates the principles of federalism which underwrite our great country. This spring, your Saskatchewan Party government will continue to stand up for Saskatchewan while delivering on our 3-year plan to balance budget while maintaining a competitive tax & business environment, and focusing on important government programs and services for the long-term. I look forward to the spring sitting and the opportunity to keep standing up for Saskatchewan’s interests in the Legislative Assembly.

The NHL is about three quarters of the way through the season so most teams have around 20 games remaining. The Calgary Flames are still the best Canadian team in the overall standings as they sit in the second spot behind the Tampa Bay Lightning who lead the league with a whopping 104 points. Calgary is leading both the Pacific Division and the Western Conference with 89 points through 65 games. The Toronto Maple Leafs are 5th in the overall standings with 84 points after 65 games. Toronto is 3rd in the Atlantic Division three points behind the Boston Bruins for second place. Third best out of the Canadian teams are the Winnipeg Jets. The Jets are just one point ahead of the Nashville Predators for top spot in the Central Division with 82 points. The Montreal Canadiens are currently the final Canadian team sitting in a playoff spot. Montreal has 77 points which has them tied with the Pittsburgh Penguins for the top Wild Card spot with the Columbus Blue Jackets hot on their heels with 75 points. Canadian teams on the outside of the playoff picture looking in are the Edmonton Oilers and Vancouver Canucks who are tied with each other as well as the Chicago Blackhawks with 63 points in the West. The Minnesota Wild currently hold the final playoff spot in the West with 71 points. The Oilers have 17 games remaining to make that final push while the Canucks have just 16 games to make up the eight points. Finally at the basement of the league are the Ottawa Senators who have 51 points and are 26 points out of the playoffs with 16 games remaining. It shouldn’t be much longer before they are mathematically eliminated from the playoffs.

Schutz Calling the Shots Janine Hayward, Martensville Messenger
The WHL sent seven officials to the Canada Winter Games in Red Deer, and among those was Martensville’s Levi Schutz. He was the only official sent from Saskatchewan. This was such a great development opportunity for the seven officials. Kevin Muench, senior director of officiating in the WHL, explained how the games are a training ground for those wanting to advance their officiating careers as Scouts were in attendance for players as well as officials. Schutz is presently officiating primarily Junior hockey in the SJHL and WHL this season. He also officiates University CIS games and was recently selected to officiate the Canada West CIS finals in Saskatoon. The U of S Huskies hosted the Alberta Golden Bears on March 1-3 in a best of three game series. His future goals are to once again officiate the SJHL finals and hopefully the WHL finals as well. Their performance in their remaining games determines whether they will be selected for these finals. Schutz was chosen to participate in the Officiating Program of Excellence this past summer in Vancouver. This was an opportunity for the selected officials to be evaluated by both the NHL and IHF officiating programs. This event is used as a stepping stone to work National and International championships. Schutz received his level five as an official and is working towards his level six designation which is the highest level in Hockey Canada. Linesmen in the NHL need level five while head referees need to obtain a level six. Schutz had the opportunity to work eight games at the Canada Winter games including the finals. Every game was supervised by a Manager of Officials for Hockey Canada who determined which officials worked the playoffs based on their performance. “It was amazing how all of the officials in attendance formed an immediate bond and it became a team atmosphere even through language barriers”, commented Schutz. “It was great to work with the top officials in Canada and I was grateful to have the opportunity to be there”, continued Schutz. The Canada Games is another accolade to add to his resume for future International assignments. Levi is currently attending the University of Saskatchewan finishing up his undergraduate degree in Anatomy and Cell Biology. His aim is to get into a professional school next year to pursue his passion for medicine. Good Luck to Schutz in his future endeavours.

SPORTS Rowleys Off to Red Deer Janine Hayward, Martensville Messenger
Sydney and Brooklyn Rowley from Martensville, have recently signed with the Red Deer Queens for the 2019-2020 season. Red Deer is part of the Alberta College Athletic Conference (ACAC), and are in a league with teams like NAIT, SAIT and Olds College. Sydney and Brooklyn played their minor hockey in Martensville with the Marauders up until Bantam. They moved to the Comets for three years and are presently playing with the AAA North Battleford Sharks for the past two years. Both girls are in the top four in points for the Sharks. The girls are excited that they have an opportunity to continue playing hockey while pursuing an education. They are ABOVE: Brooklyn and Sydney Rowley registered in the Education program at Red Deer College. Congratulations to Brooklyn and Sydney Rowley.
Tumblers Place Well Submitted
Gymnasts from Tumblers Gymnastics in Martensville, coached by Mark Kurmey, continue to perform well at competition this season. Ten gymnasts from Tumblers competed in Junior Olympic Levels 1-4 at the Marian Classic Meet in Saskatoon on February 8th to 10th. The Junior Olympic 1 and 2 athletes brought home one gold medal and four silver medals. Junior Olympic 3 and 4 athletes placed 4th, 9th, 10th, 11th and 13th all around in their respective age and level categories. The club would like to give special mention to Vanessa Ovseychik, who scored first in her Floor routine and Atley Mathies, who scored second in Vault. On March 2nd, three gymnasts from Tumblers competed in the Junior Olympic 3 and 4 categories at the “Werk the Runway” competition at the Prince Albert Aerials Gymnastics Club in Prince Albert. Tumblers athletes achieved a 7th place finish and two 8th place finishes all around. Best events at this competition included a 4th place in floor for Vanessa Ovseychik, and 6th place in bars for Hayden Chomyn and Rylee Taggert.
